Understanding your Utility Bill
Windsor’s water rates are reviewed and adjusted each year to cover the costs of water treatment, system maintenance, and future sustainability. The Town Board looks at factors like infrastructure needs and water supply planning to determine if rate changes are necessary. Any adjustments will appear on your water bill starting in February. Rate increases are typically needed to maintain safe, reliable water service and support long-term investments.
A typical Windsor Water Utility bill will include the following:
Flat Monthly Rate: Each household pays a set fee every month. This helps cover the cost of delivering clean, treated water to your home and maintaining the water system.
Usage-Based Charges: In addition to the flat rate, you’re charged based on how much water you use. These
rates are divided into tiers, which vary depending on your water usage. Each household pays a standard monthly rate for water, with rates based on a tiered system. The first 16,000 gallons are billed at the base rate (Tier 1). Usage between 16,001 and 22,500 gallons is charged at the Tier 2 rate, and anything over 22,500 gallons is billed at the Tier 3 rate.
For example, if a resident uses 18,000 gallons in a month, they'll pay the standard rate for the first 16,000 gallons, and the extra 2,000 gallons will be charged at the higher Tier 2 rate.

In addition to these charges, residents will also see:
Stormwater maintenance fees that cover the cost of maintaining the Municipal Separate Storm Sewer System (MS4), reducing flood risks and complying with environmental regulations.
Wastewater maintenance fees that ensure proper treatment and disposal of wastewater, funding for upgraded infrastructure, protects local downstream water quality and supports sewer system maintenance.
