2025 Water Utility Rate Changes
Starting Feb. 1, 2024, Windsor residents will see an increase in their water utility bills, which will be reflected on bills starting in March 2024. This is part of the town’s annual review and adjustment of water rates, a necessary process to cover the increasing costs of water treatment, system maintenance and future infrastructure investments.
The rate increase is necessary to ensure Windsor can continue providing safe and reliable water services. Like all municipalities, Windsor faces rising costs in maintaining water infrastructure, treating water to meet safety standards, and planning for future water supply needs. As a result, rate increases are a standard part of managing a sustainable utility system.
For 2025, the base water fee will increase $2.39 per month, to $25.18. The consumption rate per 1,000 gallons is increasing $0.70 to $7.41. For a typical household using 5,000 gallons of water per month, this equates to an increase of about $5.89 per month. In other words, one gallon of water costs seven-tenths of one penny.
Water rates are also structured based on usage, with tiered charges to encourage efficient water use.
The first 16,000 gallons are billed at the Tier 1 ($7.41/1,000 gal.), while higher rates apply to water usage beyond this threshold.
In addition to water rate increases, residents will also see increases in stormwater and wastewater charges. The stormwater fee will rise to $6.78 per month, a $1.00 increase, which helps maintain the stormwater system that reduces flooding and protects local waterways. The wastewater fee will increase to $34.34 per month, a $5.72 increase, supporting the treatment of wastewater to meet federal standards.
These rate increases are essential for maintaining and improving Windsor’s water, stormwater and wastewater systems, ensuring long-term sustainability and continued service reliability.
As Windsor continues to evolve, the community input aspect is crucial so changes are made with residents and business owners in mind. Currently, town staff and consultants are working on two plans to revitalize and improve the downtown experience: the Downtown Master Plan and the Downtown Parking Management Plan. These initiatives are designed to guide the development and enhancement of our downtown area, ensuring it remains vibrant, accessible and welcoming for residents, businesses and visitors alike.
The Downtown Master Plan aims to revitalize public spaces, promote economic development and preserve
the character of Windsor’s historic downtown. It focuses on improving pedestrian areas, enhancing green spaces, supporting local businesses and creating a more enjoyable experience for everyone. By strategically planning these improvements, Windsor can ensure that the downtown area thrives as a hub of community activity for the entire northern Colorado region.
The Downtown Parking Management Plan addresses current and future parking needs to make it easier for residents and visitors to access downtown Windsor. This plan will optimize parking spaces, improve signage and explore innovative solutions to manage parking demand
effectively. The goal is to create a seamless and stress-free parking experience that supports downtown businesses and enhances the overall visitor experience.
Public input is essential in shaping the direction of these plans. Feedback from the public will help ensure that the development aligns with the needs and desires of the community. Looking to get rid of your live tree after the holidays? The Town of Windsor is once again offering free Christmas tree recycling for residents! Trees can be dropped off west of the roundabout on Windsor Lake Rd., behind the new Windsor Police Department, 960 N.15th St, during daylight hours only. Trees must be free of all decorations, including wire, hooks, tinsel, tags and lights. Artificial trees, wreaths, brush and other yard waste are not accepted. Limit one tree per household.
