From the City Club Report on Measure 26-146 The independent and non-partisan City Club of Portland issued a report on Measure 26-146. Here are some of their findings:
Measure 26-146 funds arts organizations to bring artists and musicians into classrooms, provide after school programs and field trips, and make arts supplies and instruments available. This funding will also support free access to the arts for every Portland resident.

Is 26-146 fair and affordable?

Measure 26-146 costs just $35 per year per income taxpayer above the poverty level. People at or below the poverty level pay nothing. But they gain a lot: Arts education has been shown to improve academic achievement and graduation rates for all kids – with an even greater impact among low-income students and students of color.
Can we count on it to deliver what it promises?
FACT: Measure 26-146 will be subject to annual audits and an Independent Citizen Oversight Committee that will regularly review fund expenditures and report the impact to the public. Every K-5 student will receive arts education each week and Portland residents will see a measurable increase in free access to arts and culture.
