Finally, Chad needs to invest in a high-quality, citizen-generated data system. This will complement other data sources by mapping local infrastructure and community assets, and it will provide frequent feedback on the availability and quality of service delivery. Investing in additional and complementary sources of data will also help to inform the analytical work that is needed and designed to collectively identify effective development policies and interventions. This will help the authorities identify the footprint of the state (or lack thereof) across the country and build incentives for greater accountability, improving current analytical techniques that rely solely on low-frequency survey and census efforts.
