ANNUAL REPORT WORLD FAMILY OF RADIO MARIA NGO ASSOCIATION 1. LETTER BY THE PRESIDENT We are at the third edition of our Annual Report which aims at granting to our stakeholders transparent and accurate information about the activities of World Family of Radio Maria in the year 2013. We consider this activity extremely important in order to give full transparency about World Family’s activities, projects, accounts and impact to all our Associate Members and all the stakeholder that are interested to our activity. Our activity is growing year after year in more than 60 countries in the 5 continents. Our mission is supporting the social and cultural growth of the populations through communication projects aimed at development. But not only economic development: every day we work with local associations training and supporting them in order to provide a real impact to their communities, working to promote peace, knowledge, spiritual and material growth with a major focus on the poorest areas of the world. A lot of efforts are requested to those who are committed to improve people’s life by empowering them through knowledge, skills, information and formation, especially when one works with so many different culture, languages and approaches. Such work requests us to upgrade continuously our organization and above all the people who are involved in it. I think in 2013 we fully carried out responsibilities with courage and determination, aware that our actions touch millions of people in the world. Which is a great responsibility: to use communication to spread those values that make human being more and more human. With this in mind in 2013 World Family of Radio Maria worked restlessly to achieve its goals in line with the objectives set by its Associate Members during the World Conference that, held every three years in Italy, is a benchmark in our way for spreading and developing Radio Maria project in the world. In this Annual Report we highlight our activities, resources, accounts and strategies used in 2013 to get our current results and, which will be the starting point for our so important work in the next future. 2. INTRODUCTION For this edition of the Annual Report, like in the past year, we referred to the model suggested by the Italian Agency th

for the Third Sector, approved by the meeting of the Council held on 15 April 2011 with resolution 147 and entitled “A Guide to Annual Report of no-­‐profit organizations”. Our Association believes that the Annual Report is an important tool for the “reporting of responsibilities, behaviours and corporate results”. Therefore, through its Annual Report our Association wishes to provide, potentially to the entire audience of its stakeholders, information that goes beyond the economic figures, found in the financial statements. We would like to thank all the collaborators and volunteers that allowed us to achieve all the results of the past year 2013 focusing on the following challenges that our organization will face and resolve in the next couple of year. Knowing the particular economic crisis that affected Italy and consequently all the no profit organizations and the world of the international cooperation, we were able to react quite well maintaining the main objectives and projects that we fixed for this year 2013. Which was possible thanks to the improvement of the standard of organization through the continuous efforts to involve all stake holders around our organization and investing in some important areas as information technology and communication data. The year 2013 followed the World Congress of Radio Maria, which was held in Collevalenza, Italy, in October 2012. The Congress gave to World Family guidelines for the next three years. World Family carried out its activities in line with those guidelines and with its mission consisting in support to social and cultural growth of people through communication projects. In collaboration with several no profit organizations spread all over the world our association not only fulfilled its own goals, but also contributed to the integral development of human being, in line with the Millennium Goals of the United Nations. In more than 60 countries in the 5 continents, it supported programs which aim at improving the standard of living by informing, forming and educating millions of people using media every day. Together with local communities and associations, World Family contributed to encourage peace in countries with open conflicts: peace among and within peoples, especially by spreading values of solidarity and brotherhood of the Catholic Church. The World Family’s commitment to continue in the future years, as in the past, its operational efforts to projects in developing countries was hereby confirmed, thinking that the work of communication for development through the

religious values of the catholic teachings, could help local communities to grow in a better civil life together with the open behaviour to the differences. Radio is a simple special instrument to do that and doing projects in the development countries to help local association of volunteers to build their local communication activities with great involvement of the population is our main goal. This didn’t only mean that materials, technicians and skilled consultants were sent, but also that a huge number of volunteers were involved in the activities. Here is a summary of the activities subdivided by large geographical areas:

In Africa feasibility studies to support the growing of new local radios with high cultural and social profile were conducted in Liberia, Guinea Conakry, Equatorial Guinea, Madagascar, Mali and Nigeria, while in other countries we studied the possibility of expansion in Uganda, Kenya, Cameron, Ivory Coast and to improve the network and the equipment for projects in Mozambique, Sierra Leone, Kenya. In Mali and Nigeria the local situation of instability and legal impediments did not allow our projects to have a significant step forward until now. In Central African Republic we registered a loss in terms of equipment and operation as the war that the country experienced gave rooms to acts of vandalism in one of the branches of our project, whose equipment was stolen. Even in Bangui where a new headquarter for the local association had been built and equipment was sent, we had to suspend operations until the political and social situation is normalized. In Europe a new radio started in Kosovo, in cooperation with a local organization but also with partner in Albania. In fact this is an example of reciprocal help that our partners and members give to one another in order to grow together. In East Europe our efforts increased in empowering our local partners which are constantly growing and more local organizations are expressing their interest in our activities: in Montenegro and Belarus we had contacts and visits to evaluate possibilities of planning and implementing projects. Further development of our activities will depend on local legal and social conditions. In Ireland, Latvia and Macedonia feasibility studies were conducted and first phase of related projects will be implemented in 2014. In Latin America our efforts have been directed to improve and renovate broadcasting networks in Chile and Argentina while in Guatemala and in Mexico new radio automation systems were installed. Our commitment to improve people life continued in a special way in countries like Brazil and Dominican Republic where we participated in programs focused on vulnerable people: we believe education is the key to development, therefore World Family invested in programs aimed at increasing

knowledge in several areas (agriculture and food security, human rights, health, etc.). Special attention was given also to local culture support, as it is the case of Uruguay where local minorities were offered opportunity to value their traditions and customs through a new broadcasting project in the capital city. Lastly, 2013 was a year in which many efforts and resources were dedicated to Asia. In that continent, the particular political and cultural conditions of some countries where World Family was called to operate, forced us to find new ways of implementing our activities. In fact we focused our attention on new technologies in broadcasting: particularly the use of internet applied to the broadcasting gave chance in 2013 to a web radio in India and to set a studio for another web radio in Macao. More traditional activities were carried out in Indonesia and Philippines with renovations of some broadcasting systems, and in Papua New Guinea with installation of a new satellite link. In Armenia, the project of a local communitarian radio started in 2012, strengthened its presence in the country with more cultural and educational programs.

Particularly another important action of the World Family is to promote financial autonomy and sustainability of the projects in a given period; besides during 2013 World Family strengthened its efforts in providing professional formation and knowledge on methods of local communities involvement to people who are active in its projects. A total of 71 professional figures and several volunteers from all over the world were formed during training sessions that were held both in WF’s headquarter and in partners’ office. Most of them come from developing countries in Africa and Latina America. The training program was run with the collaboration of technical and professional people of formation areas. One of our 2013 successes was the fact of having developed teams and centres focused on formation in partner associations: in particular we have to underline the commitment in this field of our associate members in Guatemala, Rwanda, Malawi and Burundi, that organized and implemented continental courses. This is a sign that World Family’s investment in local human resources is the answer to the need of formation in developing countries. In Europe the main center for training has been World Family’s headquarter in Varese and Rome, but it is our intention to develop more centers in the continent during the next years. The idea behind is a participative formation where WF and local partners take the responsibility to form and train people who are involved in Radio Maria projects.

The Annual Report refers to the World Family of Radio Maria NGO Association, and also contains a few pieces of information concerning its main stakeholders, which are mainly the Associations of the individual countries.

3. IDENTITY OF THE WORLD FAMILY OF RADIO MARIA NGO ASSOCIATION The World Family of Radio Maria Association has its registered office in Via Rusticucci 13, 00193 Rome. Its main operational offices are located at the address of Via Mazzini 12, 21020 Casciago (VA). It is an acknowledged th

association that, on 15 September 2005, was enrolled in the Register of Legal Persons of Milan under no. 1539. During the course of the 2013 period, the Association had a total income of € 8.336.365 (including financial income). The Association has a workforce of 20 paid individuals, 19 of them are employees and 1 is on a project-­‐based contract. It also has 82 volunteer who are involved in several activities of the Association in Italy and abroad. The mission of the World Family of Radio Maria NGO Association can be summarized as follows: it is dedicated to assist and help, through its own services, the diffusion of the Radio Maria project throughout the world, specifically providing assistance to developing countries in order to create a local organizational culture within the scope of the means of communication and their related activities. This principle is contained in the corporate purpose, in article 2 of the Bylaws, which states: “The purpose of the association shall be the planning and realization of structures, training of personnel, research, and exchange of experience for the global distribution of the radio project Radio Maria”, as well it intends “methodically to pursue activities, with ample regard for continuity, which are exclusively education and training oriented in the promotion of broadcasting and mass media, principally in developing countries” and therefore “to encourage the social and cultural growth of the countries in which works, and particularly in those who are developing countries, through the promotion of its social, cultural, and religious values, for the improvement of social relations and the enrichment of human resources, with the help of radio broadcasts, and advertising of specific local events”. The Association thus operates in the cultural and socio-­‐educational sector, as well as in the sector of professional training, health protection and prevention, agriculture and environment. It pursues its aims through two main areas: 

The socio–cultural–educational area through the implementation of communication projects aimed at development

The professional training area through the implementation of technical training projects in the field of social communication.

The recipients of such activity are mainly local organizations in over 60 countries, of which over 50 are located in developing countries such as Africa, Latin America, Middle East, Eastern Europe and Asia. The Association operates according to codes of conduct that have consolidated themselves through the years, and specifically with no commercial, advertising or sponsorship contribution whatsoever.

The main stakeholders of the World Family of Radio Maria are the Associations that share and pursue the same purposes with the World Family, and which are distributed in over 60 countries, about over 50 of which in developing countries. Many of the local NGOs and not-­‐for-­‐profit associations, initially set up as counterparts in WFRM project, have enhanced their partnership over time and shared with WFRM the ideal inspiration and work method, thus originating an informal network that is basically located in the southern regions of the world and in transition countries. Most of the

NGOs that belong to the network have also become members of WFRM, to confirm the existing deep bond and collaboration. The stakeholders are contacted and their involvement is solicited through a monthly newsletter which is currently being revised and which is also published on the Association’s website. Beside it an annual institutional meeting and a few periodical continental meetings for informational and training purposes are held, at least an annual report and a magazine-­‐type publication are published (“Miracle of Volunteers”).

6. COMPOSITION OF THE CORPORATE BASE The members of the World Family of Radio Maria NGO are, pursuant to the Bylaws, individual not-­‐for-­‐profit associations. At the end of 2013, there were 57 members, compared to 58 members at the end of 2012. Association of Radio Maria Company Limited in Tanzania requested for resignation from membership, because its status of non for profit organization has changed in to profit organization. World Family of Radio Maria NGO accepted its resignation in accordance with the Bylaws. In fact only non for profit organizations can be members of World Family of Radio Maria. Board members are volunteers therefore they don’t receive any payment or attendance token during their term of office. The minutes of the Board of Directors and Directive Councils’ meetings are made available to the members and kept on file at the administrative offices in Casciago (Varese), at the address of Via Mazzini 12. The Chairman Emanuele Ferrario is the legal rapresentative of the Association. The World Family has not appointed a Board of Statutory Auditors because, since its very founding, in order to ensure the highest transparency possible, it was decided to submit the financial statements to a specific external auditing firm for certification purposes. Once they are approved by the Board, the financial statements for the period, published in both Italian and English, are personally distributed to all members attending the annual meeting, or sent in electronic format by e-­‐mail to all absent members.

7. INDEPENDENT CERTIFICATION/ATTESTATION OF THE FINANCIAL STATEMENTS As already mentioned, financial statements are submitted to auditing and certification by an independent company specifically. KPMG S.p.A., which will be paid a total of € 10.040,58 after conclusion of the certification process.

During the year 2013, eight employees were hired and two employees were terminated. One of the new employees previously had a project contract, now he is employed without a time limit. Two persons, a senior and a junior, were employed in the marketing and fund raising department, while a new employee in administration, and one more engineer in the technical department have been hired. In the office/studio in Rome a young collaborator was given an apprenticeship contract. The overall turnover rate, given by the ratio of total incoming and outgoing employees during the period, in relation to the employs average during the period is therefore equal to 19%. Employees are hired pursuant to the National Labour Collective Agreement for Commerce, tertiary sector. During the period, two project based contracts ended: th

1) Africa Supervisor, contract end date: 5 of November 2013, project aimed at optimizing the management of the existing radio stations in the African continent. At the end of this project the person involved was employed by the Association in order to integrate its African office. 2) Assistance in the organizational restructuring for the local association in Bosnia and Herzegovina, the contract th

ended on 30 of June 2013. th

One project based contract was valid during the all year as its end is on 15 of February 2014: Europe Supervisor, project aimed at optimizing the management of the existing radio stations in the European continent. There were no workplace accidents during the course of 2013, and there is no on-­‐going litigation on the topic of health and safety or concerning other issues with employees or project-­‐based collaborators.

The average number of sick days was equal to 3,9. However, this figure was determined by a long sick leave of one of the employees (41 days), otherwise the average sick days per employee would be equal to 1,73. During the year the Association has increased the number of training courses for its staff. In fact World Family decided to invest to increase knowledge and skills in several fields for different categories of personnel. Some courses involved also volunteers: TRAINING BODY

9. VOLUNTEERS There are 82 volunteers who work for the Association, one of which is the president. In Italy there are 25 volunteers distributed on the two offices of World Family of Radio Maria: in Rome 15 volunteers, in Casciago (operation and administration headquarters) 10. But most of volunteers (57) are foreigners who assist the implementation of each on-­‐going project with our partners in their own countries. Out of the total number of volunteers 56 are men, and 26 are women.

In Rome volunteers are committed to support editorial activities in cooperation with our partners, while in Casciago volunteers work in collaboration with administrative personnel. Please note that within the Associations that are members of the World Family, the Chairman and the members of the Directive Councils are all volunteers. The volunteers in Italy always attend the convivial holiday events held at the headquarters, especially during Christmas. An insurance policy is taken out for the volunteers to cover possible injuries.

OUTSOURCING CONTRACTS

For the procurement of certain services, the World Family of Radio Maria NGO relies on companies and people specialized in the sector. In particular, this occurs for the satellite service, for the audio streaming service, with skilled technicians in the radio and audio frequency areas. The satellite service allows the radio signal to be broadcasted throughout the country’s territory without relying on an infrastructure of capillary broadcasting apparatus in the country, thus resulting in a considerable reduction in investment costs as well as in routine and extraordinary maintenance costs. During the course of 2013, a total of € 410.150,29 was spent for this type of services. As regards audio streaming, which allows people to listen to the radio via web in any country of the world, the Association relies on the company IT Net, and pays a monthly fee. The cost of said supply was equal to € 31.420,03 in 2013. The “Technical Task Force” consists of a group of highly skilled technicians in the radio and audio frequency sectors. The World Family sends the Technical Task Force to developing countries to provide assistance to the local technicians in assembling, repairing equipment and apparatus; they also provide on-­‐the-­‐field training. Such expense increased as more interventions were done due to a number of projects focused on installating and upgrading of studios and network , the total cost was equal to € 128.590,26 compared to € 116.117 in 2012. Lastly, please note that there is no on-­‐going litigation with the owners of the services which are being outsourced.

SUMMARY OF RESULTS: A total of 51 projects was implemented in 2013, 23 of them started during the course of the year, while 15 ended in the same period. Some areas of social educational projects: Manufacture/supply,

A GLANCE AT SOME PROJECTS AND RESULTS In Cameroon a new studio was realized and started its operations in 2013 in Yaoundé therefore a new project was launched to extend the broadcasting network to several parts of the country in accordance and cooperation with local no profit organizations and the Cameroon Episcopal Conference. Also in Pointe Noire, Republic of Congo, a studio was installed with a previous project which ended at the end of 2012. Last year in Congo we started a new project whose focus is development: it intends to support programs aimed at developing the most vulnerable part of the society by spreading knowledge and relevant information through the radio. In Indonesia we accomplished the goal of installing a studio in Meden in 2012. From 2013 a new project focused on communication for development started. In Uruguay, after installing a new studio in 2012 in Montevideo, last year a new project started for the renovation and upgrading of the network in order to reach minority groups and local communities, where cultural support programs have been activated. A new country where WF was called in Africa is Equatorial Guinea. In 2013 the first phase of the project consisted in implementing the feasibility study which was done before. Official launching of activities of the local association is expected in 2014. In Mozambique a new headquarter has been planned in the capital city Maputo. Restructuring of building has been accomplished and equipment sent. In 2014 it is expected to start operations On the side of not accomplished project we have to record a case in which the goals could not be achieved: During 2013 in Central African Republic an armed conflict interested the whole country. Our project in Bossangoa had to stop as studio and offices were ransacked and equipment stolen. No person was injured but activities had to stop. For this reason, before the end of 2013, World Family started in Bangui a different project where it is expected to give life to a new broadcasting centre. Full implementation will be done once the political situation is stable and allows people and organizations to work in security and safety.

Studio equipment was renovated or completely replaced in 7 countries: Belgium, Burundi, Cameroun, Guatemala, China, Mozambique and Central African Republic (the last two not yet completed). Renovations of broadcasting plants in 9 countries: Chile, Republic of Congo, Democratic Republic of Congo, Malawi, Mozambique, Philippines, Rwanda, Uganda, Burundi, while in more than 15 countries extraordinary works for repairing or upgrading old equipment were executed both in radio and in audio frequency.

Involvement of local communities Every day programs that are produced in local communities and especially among the most vulnerable people are aired by national radios. Together with our partners we try to give voice to the voiceless making local communities protagonists of our programs, especially in developing countries. Activities in professional training area 2013 was a year in which WF invested considerably in human resources, especially through its partners that dedicate part of their activities to formation. The idea of having dedicated teams to formation in every continent has been successful. In fact the groups EFCA (Equipo de Formación Continental de America) in America and FARM (Formateurs Africains Radio Maria) in Africa have been looking after the formation of new members of associations in their continents, organizing training sessions and workshops. In Tanzania, country where a training center was already set some years ago, our local partner was involved to organize and implement training sessions in cooperation with FARM and other local no-­‐profit organizations in 3 more countries: Rwanda, Burundi, Malawi. Such collaboration supported and supervised by WF, gave life to field trainings which were particularly successful. A total of 26 people coming from 16 African countries were trained in five different session (2 in Rwanda, 2 in Burundi, 1 in Malawi). The sessions were in the area of editorial management and administrative management. Empowering our partners was one of the objectives of WF efforts during 2013: the result is not only visible in the way trainees are working now in their associations and countries, but also in the fact that in Africa there are three more centers for training, which are contributing to the general development of Radio Maria project in the continent. Also in Latina America the training activities continued with vigour during the year 2013. In fact 16 people were trained in management and editorial techniques, in 4 training sessions. In Europe the WF training department directly organized 7 training sessions whose beneficiaries were people involved in local associations not only from Europe but also from America, Africa, Asia. In fact a total of 25 people were trained in WF headquarter, 12 from Europe, 9 from Africa, 2 from Latina America, 3 from Asia. WF headquarter serves until now as training center for Europe and also for the other continents when there are sessions with a worldwide target. With European no-­‐profit organizations WF is in the process to organize training centers dedicated to Europe, like Dar es Salaam is for Africa and Guatemala for Latin America.

An important workshop was held in Italy for all those people who, as member or partners of WF, are involved in formation. During the workshop new strategies of training were identified. Participants were 18 in total, coming from Europe, America and Africa.

The item “Contributions from members” consists of a variable membership fee and a fix annual fee paid by the associations to the World Family of Radio Maria NGO. The fix fee amounts to 500 USD, while the variable fee is based on the gross revenues shown on the financial statements of the previous year of each association. “The other donations from members” are donations given by the associations for the co-­‐financing of specific projects of communication for the development and projects of information and education to development. The item “Government contribution” consists of the 5 per thousand of taxpayers’ income received by the State and intended for not-­‐for-­‐profit organizations. The item “Donation from third parties” regards donations from both, associations and from private supporters. Hereby the “Variation in inventory”, reported in the income statement, for the amount of € 64.333, has not been included, as they are specific bookkeeping adjustments; including this item, the income would be € 8.335.495.

EQUITY DIMENSION

The financial statement of the World Family of Radio Maria NGO has always been drawn up according to the provisions of the Italian Civil Code for corporations and in order to guarantee the utmost transparency, they have always been submitted to the certification by a primary auditing firm. It has been appropriately integrated by considering the “Directives for financial statements drawing up of non – profit originations”, drawn up by the Italian Non – Profit Agency. In particular, the financial statement layout has been made by considering the “Directives” in order to give a better view about the “core activity” and in fact to guarantee a major transparency. During the year 2013 the revenues of the World Family were equal to € 8.399.828 net of variation in inventories (€ 64.333) and decreased by € 190.359 compared to 2012 (€ 8.590.187). Despite the reduction of the available financial resources during 2013, the year ended with a surplus of € 21.442, while during the previous year there was a surplus of € 87.153. As usual the surplus is not distributed, but will be used for institutional activities, as provided for by art. 4 of the Bylaws. Even during the year 2013 the World Family of Radio Maria NGO did not carry out any advertising or specific activity for collecting funds. The donations are usually made through banking and/or postal channels. As clearly shown by the aforementioned data, there are no subjects that, due to the entity of their contributions, can jeopardize the Association’s independence. The Association has no contractual relationship underway with the Public Administration.
