Locally, ADSIC is responsible for the Abu Dhabi IT agenda and plays a very important role in supervising the e-Government program implementation, sponsoring initiatives and competencies that are of critical importance to the project and to the overall Abu Dhabi e-Government strategy, which, in accordance with the Abu Dhabi 2030 Vision, supports initiatives for sustainable innovation of technology, nationally and internationally, and the use of innovative applications for developing and improving content production locally. Our strategy reflects the international standards of WSA, especially in relation to utilizing ICT as the means for the welfare and well-being of mankind. The mobile revolution has reached all sections of society and also the less developed count-ries in South East Asia or Africa. Access to mobile networks has become as important as clean water or basic foods.

Mobile content and innovative applications empower people to read or visualise colours when they are blind, find each other where there are no street numbers, overcome motoric and cognitive limitations. They change the entire experience of tourists be, it in Italy, Saudi Arabia, Mexico or Denmark. They alter the radio experience in Latvia, local news availability in India, citizen reporting in the Russian Federation.
This catalogue and the World Summit Award for mobile content (WSA-mobile) provide you with an overview of the best of mobile content and innovative applications in the world. WSA uses the mechanisms of a contest and an independent jury process to select, demon-strate and promote outstanding content and mobile solutions with global relevance. Thanks to great volunteer work of a unique global network of national experts, WSA shows that innovation and excellence come from all regions and cultures and provide truly new forms of knowledge and information exchange. The activities of the World Summit Award are conducted within the framework of the United Nations’ World Summit on the Information Society (WSIS), mandated by the WSIS Plan of Action and executed in collaboration with UNESCO, UNIDO and ITU. On a biennial basis, these events bring together renowned experts and business leaders as well as high ranking government representatives to discuss latest innovation in mobile con-tent. The event allows the 40 winners to present their products on a global stage. This booklet is an impressive compilation of 40 outstanding products that make a difference and therefore have been selected by the WSA-mobile jury. I wish to congratulate every participant in the World Summit Award this year. I am deeply grateful for your commitment to making the most of new technologies for the benefit of all societies. In the past 25 years, new technologies have transformed the way we communicate, create, collaborate, and grow together. Promoting inclusive and accessible global broadband connectivity for sustainable development is the goal guiding the Broadband Commission for Digital Development that UNESCO co-chairs. Much of the information revolution is happening through mobile phone devices, with active mobile subscriptions soon to exceed 2.3 billion -- and most progress is taking place in the developing world. In this year when States will define a new global sustainable development agenda, we must do everything to nurture and harness the power of new technologies for positive and inclusive change, to bridge digital divides, especially for women, to support local content, to advance mobile learning, and to bolster the active engagement of young women and men. These objectives guide all of UNESCO’s work – for instance, through the YouthMobile Initiative – and they are the inspiration for the World Summit Awards. Together, we are working to empower women and men to build inclusive knowledge societies.
I would like to warmly congratulate all the winners and all participants in the 2014-15 World Summit Awards. The expanding use of mobile phones is creating new domestic demand for mobile applications and services geared towards improving access to a variety of content. Locally developed apps for local markets are emerging fast in developing countries, offering news, practical information and content that supports social and community development. Economic, social and environmental development is dependent upon innovation and entrepreneurship. At UNIDO, we believe that Inclusive and Sustainable Industrial Development (ISID) is instrumental for poverty eradication, the creation of shared prosperity and stronger environmental safeguards. These objectives can only be achieved with the contribution of courageous entrepreneurs who take the path of innovation and responsibly create prosperity for themselves and for their community. A good example of this process is given by the contribution of Information and Communication Technologies (ICT) to wealth creation in both developed and developing countries. ICT have great potential for reducing poverty, as they make it possible to overcome one of the greatest hurdles to broad-based development: the lack of access to information suffered by individuals, households and business, particularly by micro-, small- and mediumsized enterprises. ICT also play an important role as a catalyser for successful business strategies, including improved productivity and access to essential information and new markets. ICT and innovation are powerful means to defeat poverty, by creating shared prosperity while safeguarding the protection of the environment. They are ultimately instrumental to achieving an inclusive and sustainable industrial development. I am pleased to convey my best wishes and congratulations to the winners of this prestigious award. A Chinese proverb states, “A person who says it cannot be done should not interrupt the man doing it”. As an entrepreneur and an innovator, you will certainly encounter people who have doubts about you. Don´t let those people get in your way. Instead, use their doubt as further motivation.
We continue to be impressed by the creativity and innovation that emerges on the Internet. So much of it comes from young, talented Internet citizens who see Internet and mobile technology as means to promote social benefit. We look forward each year to the World Summit Awards and World Summit Youth Awards, which bring to the world’s attention some of this excellent work and the people who have created it. The Internet Society congratulates the impressive assembly of 2014 winners and all the participants in this exciting global initiative.
ICANN today, is actively working on bringing the next 4 billion users online. Today we stand at just over 3 billion connected users, and the Internet is an integral part of our lives; accessible through many devices. A couple of years ago, we set on a journey to expand the Internet through our New Generic Top-Level Domain Programme, and specifically the Internationalised Domain Names. Local content is an important part of this expansion. To have script other than Latin allows for millions of users to be part of content creation on the Internet and to provide access to content in their very own language. The challenge now, is to populate the internet with local content, to complement the expansion of the domain names. We support the objectives of WSA and view it as an important platform for cultivating creativity and innovation in developing local content to ensure the inclusivity of today’s information society.

With a booming economy, Abu Dhabi has four per cent of the world’s known natural gas reserves and ten per cent of the oil reserves, including 90 percent of all the oil in the United Arab Emirates, which at current production rates are expected to last for another 100 years. Nevertheless, Abu Dhabi is continuously pursuing alternative commerce and business to diversify the economy, with focus on education, culture and tourism. Exquisite hotels, like Emirates Palace, St. Regis, Park Hyatt, Anantara and many more, have placed Abu Dhabi on the luxury hotel
map for world class travelers and events. Etihad Airways, the national airline of the United Arab Emirates based in Abu Dhabi, commenced operations in 2003 and has become one of the fastest growing airlines in the history of commercial aviation. Under the auspices of the United Nations in September 2000, the largest ever gathering to that date of heads of state and government signed up to the Millennium Declaration – a detailed statement about the world’s development aspirations. Contained within that Declaration, the Millennium Development Goals (MDGs) were designed to be achieved over a 25-year period, beginning retroactively with the metrics of 1990. The quarter-century was considered long enough for every developing country to meet the first seven goals covering education, health, environment and gender equality. An eighth goal described some of the obligations of the developed countries that included providing aid, freeing up international trade, and transferring essential technologies. In one year, the agreed threshold will have been reached. Compared with the generally slow progress in the 1990s, the record since 2000 has improved. According to the December Millennium Development Goals Report 2014, the proportion of people in dire poverty worldwide will have been more than halved by January 2015, the beginning of the fateful year; all developing regions will have achieved virtual gender parity in primary education; the clean water access
Why new post-2015 UN development goals? The MDGs became the core of the UN development agenda, even though several of the system’s organizations were slow to sign up. Starting in 2012, the UN has been trying to forge a new agenda, based on a new set of “sustainable development goals” (SDGs, inspired by the Rio summit on the environment in that year), again intended to focus its operations. The following year, a highlevel panel chaired by three serving heads of government established some important parameters, two in particular. First, any new set of goals should build on the MDGs but have more breadth. Apart from sustainable development (including climate change), they should include concerns about economic growth and jobs, promotion of peace and security, and inclusive governance. Second, they should be based on a global partnership, meaning that all should be universal—that is, not distinguishing developing and developed countries. Until this past summer, extensive and exhaustive consultations centred on an “open working group” of UN member states. The tortuous process resembled that of most intergovernmental committees, and the “wisdom” consisted of a long and not entirely coherent listing of the hobby-horses and interests tabled by at least one of the 193 member states. The resulting 17 goals and their 169 explanatory paragraphs have largely ignored the pleas of the high-level panel for succinctness and priorities. However, they will continue to be debated by governments until the SDGs are formerly approved in late 2015.
From January 2016 until 2030, therefore, the UN will have a new and greatly expanded development agenda. Addressing these global challenges will not mean business as usual for the UN, and because the new agenda is so much more comprehensive, its implementation will raise several challenges.
Country and global goals The SDGs face challenges of both form and of substance. If, as expected, the list of goals and targets remains long and complex—it would be harder to be longer and more complex—choices will need to be made among them. Will there be a minimum number of goals and targets to be measured for every country? A different set of goals for each country? Or a mixture? And as soon as the goals are approved, their detailed application will have to be determined. How will each be measured? The MDGs were chosen in part because readilyavailable metrics existed for virtually every country. But how will new SDG concepts such as security or governance be determined? Subjective and contested measurements along with better capacities for statistical compilation are required. Who will do the monitoring? To be objective, the SDGs should be tracked by parties other than governments. Should the monitors be local civil society organizations, international nongovernmental organizations, or the UN itself? Should the UN emulate its own practice in the human rights domain and institute “universal periodic reviews” of each country’s development performance? At the global level, an enormous effort will be required to address problems that transcend political borders. Climate change is just one of the main environmental challenges, accompanied by maintaining biodiversity, reclaiming forests, managing water resources, and ensuring accessible energy. Reducing global inequality includes regulating global financial markets, reforming financial institutions, promoting orderly migration, and extending “special and differential treatment” for poorer developing countries in trade. Other goals refer to infrastructure, economic growth and productivity. The UN also is supposed to help reduce violence everywhere along with corruption and bribery in all its forms.
Fit for post-2015 purpose? Clearly, the UN system cannot be expected to provide institutional solutions to all these challenges. For example, the World Trade Organization will have a major role for commerce. In infrastructure and finance, the World Bank Group and regional development banks will be involved. In health, a major role can be anticipated for the Global Fund for AIDS, Tuberculosis and Malaria, and the GAVI Alliance for Vaccines. Such non-UN bodies are not merely partners because they are encroaching on the UN’s traditional territory. And the landscape is changing for the UN in other ways. Such new intergovernmental configurations as the G20 offer alternative forums to the universal United Nations. Emerging powers like Brazil and India are vying for influence and providing alternative means of assistance to developing countries. Technical assistance of the kind which has been provided by the UN is increasingly being eclipsed by more appropriate and specialized sources. Aid itself is being supplanted as an input to development by foreign direct investment, private capital, worker remittances, export receipts, taxes, and mining royalties. At a time when its core resources are declining, a diminished UN system confronts a growing number of powerful development organizations and must decide how both to render itself more effective and rededicate itself to the domains for which its global reach and universality give it a comparative advantage. To enhance effectiveness, the system must cohere more, and its component organizations must cooperate not compete. A strong centre of strategic direction is needed. Business processes must be streamlined. Setting global norms and standards – the bread-and-butter of the UN’s comparative advantage – should be supplemented by more concerted efforts to ensure compliance. The SDGs will be toothless without adequate follow up. While the UN’s country operations can be scaled back, there will be specific situations in which its role will remain indispensable, particularly in conflictprone countries, in recovery and reconstruction, and in the aftermath of natural and human-made disasters.

goal will have been reached; and there have been impressive results in fighting malaria and tuberculosis. In other areas, global measurements indicate shortfalls, some substantial. Primary school enrolment is still not universal; chronic child malnutrition is still too high; child and maternal mortality rates have not declined adequately; and sanitation standards have not been met. And while a few countries will have been able to achieve all the goals, the majority will have fallen short on several. Conflict-prone stateswill have made limited if any progress.
There are around 7 billion mobile subscriptions worldwide, this is equivalent to 95,5 percent worldwide. But what will happen in the next years and how will mobiles change our society, our business, our way of living? We asked members of the World Summit Award Global network about their thoughts and predictions.

IoT: Putting the human back in the center.
The future of mobile technology is an interesting one. I look forward to a world where there is no line between human and machine, where we become one with technology. Technology doesn’t just come with us, in our pockets, on our wrists, or in our bags, but it becomes a part of us. It’s in our mind, it’s in our eyes, it’s in our dreams. Mobile technology will become ingestible inside our bodies, or embeddable, deep beneath the surface of our skin. In the future we may buy our technology from a doctor, rather than a phone shop.
What was called machine to machine (M2M) in 2010 has now become the Internet of Things in 2015. The profound difference is that the human has been placed in the center of this M2M interaction. However, we are far from a full-fledged physical web. All the IoT wearables that we found stuffed into our Christmas gift sock has been quietly slipped into bottom of our draw (never to exit). To drive adoption, we need to develop mesh value networks for our bodies, cars, homes and cities. One smart object alone is a novelty. The interaction and interdependence of all the various ambient nodes will provide the networked effect to drive data insights that will begin changing our world in 2015 in a profound manner.
John Gage, chief scientist at Sun Microsystems, coined the phrase, “The network is the computer” which became the company’s tagline for many years. Today this still holds true but I would like to add “Mobile is the network”. The increasing dominance of mobile devices connected to the internet over traditional desktops is irreversible. With wearable devices and IoT becoming more and more popular, we live in a world where mobile connectivity is not only critical but human rights. And mobile application is no longer just business tools but become personal essentials.

While it is always risky to look into a crystal ball with anything other than a wink and a nod, it’s fun to speculate about the future of mobile. Mobile entertainment in particular already seems futuristic to me, serving up everything instantly – from TV, film, music, games, sports to the social networks that unite them – all through a device that’s on us at all times, even as we eat, pray, love. What I think we’ll see more of in the year ahead are “media throughlines”, threads that help us binge on our favorite entertainment, and that draw together more about what we already adore across all formats. #Hashtags are a very simple form of
what I see coming down the road. They allow people to tag and participate in global conversations. Next, imagine if enhanced hashtags did more work for us, crawling through everything audio, video, text and delivering multimedia content bundles to our mobiles, essentially sensory magazines for our unique enjoyment. Content discovery and packaging will converge. I also see the relationship between entertainment characters and entertainment fans growing closer and becoming simultaneously more intimate and more automated. Right now, if you Tweet or post as a fan, you are part of an audience conversation. In the future, your comments will be harvested and incorporated into dialogue that your favorite characters send back out into the world.
via USSD - the simple keypad controls like *34# and the wikipedia pages have been broken down to SMS text messaging sized bits. Best of all, the service is free. Can you imagine what a change it does to a local farmer or small shop owner to suddenly have access to the content of Wikipedia, via simple ‘dumbphones’. No smartphone required. This is the kind of change for the Emerging World which is a revolution. Mobile is helping shrink the digital divide. We see it in services such as the Kan Khajura ‘radio station’ via Unilever in India, which delivers free radio content on the voice channel of mobile phones in parts of India where FM radio does not have coverage (over 100 million people in India live in such remote areas that still do have cellular coverage). 24 million in India have signed up to these services. I see wonderful innovation all over the world not just in deploying smartphone apps but on very simple servic-
es that run on SMS, USSD and voice. The beauty of voice is that it crosses over even the literacy gulf. And as a last item I want to mention a wonderful idea I saw just launched in Nepal called Ritiriwaj. It is designed to help preserve cultural rituals and customs, such as how a given tribe or culture celebrates its birthdays or weddings and various holidays etc. It offers guides on how to make the foods required for a given fest, the right colours and fabrics for the clothing required etc. If you live with your family in the village, your elders will know this. But if you’ve moved to the city or work in another country etc, then these rituals can easily be forgotten. But with our mobile, now we can even safeguard the cultural heritage of our customs and ways. I was truly inspired to see that use of mobile on my recent visit to Kathmandu. It makes me so proud to work in this industry that we can be of so much use worldwide.

As the world has passed the 100% mobile subscription penetration rate per capita, increasingly major global giant corporations talk about their ‘mobile first’ strategies. We hear how Apple is a mobile company, Lenovo increases its mobile involvement and Sony sold its laptop business as it sees mobile center to its future. Similarly banks, hotels, car manufacturers, retailers and restaurants are embracing mobile worldwide. For those industries the digital revolution coming through mobile is an evolution of what they were already doing. What many don’t notice is how very basic mobile services are truly changing life for people who never used a computer before, who often live beyond common conveniences such as TV reception, reliable electrical grid and even running water. Mobile is changing those lives and there it is a revolution. I saw for example visiting Kenya last year how Wikipedia is now available

Over the last decade, mobile design buzzwords have evolved from “mobile friendly” to “mobile first” to “responsive design,” which means creating designs that adjust to look good on any size screen. As we head into 2015, here are a few tips to help you make your apps (and mobile websites) more successful in an increasingly crowded mobile landscape.
Advertisers want evidence of real engagement with real humans and they are growing leery of click fraud. Look for ways to create – and measure – interaction with your audience, not just clicks or page views. That means studying what users actually do in your app, not just how many screens they view.
Add Contextual Relevance Make Information Bite Sized Mobile users have limited time, limited screen space, and a high chance of getting interrupted. Short, quickly consumed content is not only faster to digest; it’s easier to come back to again later – and easier to share. Bite-sized content also works well in responsive designs where small, versatile page elements are more easily rearranged to fit on small and large screens. Figure 1^
Measure Success by Interaction Not Clicks The advertising industry is moving away from “cost per click” to “cost per interaction.”

Geotargeting makes it possible to deliver content when and where it’s needed. Apps like Geo-Reminder and Checkmark can send you an alert to pick up your suits before you drive past your dry cleaner or make sure you have your passport before you leave the house on the day of your next international flight. The next generation makes it possible to track location so closely you can follow customers around a store or guide visitors through a museum. Using Bluetooth wireless location beacons, such as the ones made for developers by Estimote, location apps are getting even more personal. Figure

Keep Your Audience Safe
Don’t Make Me Click
Research analysts at Gartner estimate that about 75% of mobile apps on the market are not secure enough to withstand the hackers that are headed their way. Invest more in keeping your users safe and you’ll keep them longer, especially after everyone else gets hacked.
Designers used to work hard to get all of the most important information “above the fold” (a term that comes from the practice of cramming the most important news above the fold in a print newspaper). The latest trend is to fill the first screen with one big image, or a single message, and invite users to scroll down the page to find more. Infinitely scrollable pages, made popular by sites like Facebook and Twitter, are catching on among bloggers and other content creators.
Push But Don’t Be Pushy Getting a text with a discount on the weekly special is a welcome reminder, but daily deals are generally too much and tend to wind up in spam filters. MobilePay is a mobile payment solution making it easy to transfer money to other users or to pay for goods and services online or in physical stores. It’s as easy as sending a text. Users enter a 4-digit pin, the amount, choose the receiver and swipe. There are three options when choosing the receiver; 1) enter a cell phone number, 2) choose a contact in one’s phone book or 3) choose a shop on the list of nearby shops in the system. MobilePay is completely free. Registration takes less than 5 minutes. More than one third of all people with a smart phone in Denmark have used the app. It has become an industry standard used so frequently, that the name is proverbial: “You can just MobilePay me later.” If money is sent to a person without the app, a text appears, informing the recipient that money is waiting, if they download the app. The amount sent is reserved for 30 days unless the sender cancels the transfer. Other features include requesting money from other users, splitting a bill at restaurants, paying for goods and services in physical stores, and paying at online stores without credit card details, by merely entering one’s phone number. If a MobilePay profile is subject to unauthorised use, Danske Bank will cover the loss. This app is a stroke of genius.
The proverb “short account makes long friends” is now delivered by MobilePay. The end of hard cash might be in sight too, at least in Denmark. You will never run out of cash from your pocket. This new kind of mobile payment solutions is spreading in many countries. Especially in Africa where 80% of transactions are still done in cash digital mobile cash has a great future. The friendly user interface allows customers to search among restaurants by geographical area or by preferred food type. A key feature enables customers to place orders including items from multiple restaurants all at once, something impossible without a digital tool. Other features provided by the Talabat app include viewing restaurant menus with pictures; special instructions reflecting customer preferences; restaurant coupons and value promotions; placing an order at a chosen time; instant updates on order status; management of account information; online instant service support through live Chat. The app offers a complete spectrum of online payment options using ATM or credit cards, in addition to C.O.D. The customer’s account can save one or multiple preferred addresses. Orders can be tracked and rated, allowing reordering of favourites. “Talabat credit” is very helpful for parents who deposit credit making it possible for children to order. Talabat has empowered small and medium businesses in the food industry to be present online and to open new markets otherwise beyond reach, either due to the high cost of an online website, or for lack of know-how. A food provider signed up with Talabat enjoys the full service of being around clients 24/7.
There is a common misconception among food outlets that mobile users want to download an app for every restaurant they wish to order from – they don’t. They are much more likely to download a app that gives them a wide choice of restaurants to choose from. If Talabat can provide me with the opportunity to order a takeaway from all my favourite restaurants, big and small, take payment securely and ensure reliable delivery, why would I ever want to clutter up my phone with numerous, rarely used mobile apps from individual restaurants?

Dubai Police brings together a variety of services such as SOS alerts, traffic status, fine payments of drivers, tourist complaints, and direct contact with key Police officials in one app. Furthermore, the app from this pioneering department also includes a fast-track service for appointments and document procurement. The app leverages uniquely mobile phone capabilities, such as location services to deliver the best that technology is capable of. Football (Futbols) is a mobile application launched as part of the campaign “Pass to get a better result!” in response to an initiative of the State Chancellery to improve public administration in Latvia. Users can use this “pass” to evaluate government services and provide immediate feedback on the quality of their experience with public offices. The Football app aims to make the “football game” among civil servants more professional, client oriented and precise. With a database of more than 500 public institutions including address and location from the user’s stand point, contact information, as well as working hours, users can easily find any institution and evaluate the quality of service by filling out a simple form. Friendliness and responsiveness of government employees, rendering of immediate understandable help, and a thorough handling of substantial questions are among the issues relevant to the survey. A feature for providing suggestions for improvement completes the Football package. Feedback is collected in the Chancellery which regularly reports to the Prime Minister, to ministers and to state secretaries regarding progress in the development of a professional public administration. The Football app is a unique digital tool for societal participation in good public administration.
Mobile government content and services will become truly impactful not just if they are aligned with existing organisational processes, but if they also provide convenience and usefulness to the key stakeholders: the endusers or citizens. The Latvian government has shown that its mobile services are effectively marketed to citizens who can also assess the services via a ‘football game’ metaphor. Citizens can assess the work of over 500 public institutions, rate their service quality, and provide personal comments on responsiveness, friendliness and helpfulness of the government employees. Furthermore, the citizens can provide suggestions on improving the service. The jury commends the Latvian government for showing that mobile content need not just be ‘pushed’ to citizens but that feedback and suggestions can also be ‘pulled’ or solicited via mobile apps.

Features include: a price index realtime check at over 200 stores using bar code scanning; international commodity price check; favourite items cart; cart sharing with family through social media; GPS enabled search for retail outlets; complaint submission with attachments and complaint follow-up; latest news & push alerts/advice; recalls and warnings; monthly expense planner; and contact details. The app enables consumers to optimize daily planning and spending, ensuring privacy and protection from scam products. Counterfeit and expired goods have been seized by PACP field inspectors due to public complaints using the PACP app and corruption in the retail industry has been reduced. By offering a real-time comparison of PACP-approved prices at different retail locations before purchasing, the app enables improved consumer satisfaction. Through the Electronic Consumer Guide, the PACP has reduced operational costs and streamlined service delivery including the consumer hotline, while also reducing queues at service points.
“Electronic consumer guide” is a smart solution for better consumerism. It enables to get useful information on-site: like information about commodities or their prices in other nearby shopping places, just by quickly scanning their bar code. As well – it helps to manage consumers’ shopping experience, provides tools to plan and organize family’s monthly budget, or helps to creates and share a favorite “virtual cart”. It also submits consumer’s complains to the responsible public institution. Available on different mobile platforms, it is a good extension of the work implemented by Public Authority for Consumer Protection of Sultanate of Oman.

Citizens use ReportIn to reflect neighbourhood issues like cars parked in forbidden spots, broken sidewalks or urban sanitation. Photographs and posts bring problems to the attention of local government, with follow-up tracking and solutions. SuggestThink is a vehicle for citizen generation of ideas for projects or services that can change the community. RateHelp helps local government to improve public programs and spaces by asking citizens to rate the overall quality, cleanliness and accessibility of equipment and services. Colab.re analyses responses and provides this data to guide public policy-making processes. The app is free for local governments, offering a management tool to engage with citizens efficiently through access to posts and feedback, as well as to interact directly with the public through notifications. In a country like Brazil, where 80% of the population lives in urban areas, Colab.re creates better cities through citizen and government collaboration, strengthening the power of citizens to engage in and improve urban life.
There are two strong forces that will change the game both in marketing and politics: context and community. While we have been talking about content in the past years and about the right methodologies of content delivery (storytelling), context has become the more relevant argument for the community: “in which context is happening what?” – is the springboard question to the community’s attention. The old and current model of democracy allows citizens to vote for their representatives (parties) to follow a common ideology of running a country. The future will bring aggregated public tasks that derive from the citizens digital footprint(s) - and a solid and reliable administration to deliver to these tasks will replace the current model of parties. Implementing social media into political discussions is the first step in this direction. I see a few of these ideas popping up and can only recommend to pay attention on what is happening here: projects like Colab are shaping our future as a citizen

U-report is a free SMS-based system that allows Ugandans to speak out and to work together for positive change. Similar in functionality to WhatsApp, the text message programme is designed to give young Ugandans a chance to voice their opinions on issues they care about. Users opt in at no cost by texting the word “JOIN” to a short-code. The registration process entails answering questions on age, gender, district, village and how one heard about U-report. This data allows subsequent polls to target particular districts or gender. Over 262,000 U-reporters in Uganda with an average age of 24 years currently take part. Roughly two-thirds of users are male. Each week an SMS poll soliciting opinions on a given issue/topic or an alert is sent to all U-reporters. Responses are analysed by district in real time by the U-report data platform and aggregated to the national level. Results are shared and issues arising are explored further with additional questions. U-report benefits government and society by raising awareness of pertinent issues and by issue advocacy at the national level, while promoting community-led development and information sharing. U–report aims to build partnerships with NGOs, youth organisations, faith-based organizations, and private companies to further community development goals at the grassroots level and strengthen the local involvement of young people.
Civic engagement apps have come to stay. Civic engagement is the encouragement of the general public to become involved in the political process and the issues that affect them. However, it can be witnessed that these apps are built for smartphone users only, hence excluding the most marginalized from civic participation, i.e. the people living in areas that need attention. UNICEF Uganda´s U-report has solved this in a beautiful way by the means of a free SMS service. Among its population of nearly 40 million, almost 1% of the citizens are already participating solving community development issues via SMS – truly impressive!!!

Co-designed with an internationally recognized Austrian game developer, CURE Runners helps youth to deal responsibly with money, a key to a self-determined life free of poverty. CURE Runners achieves the intended learning effects playfully, via popular digital media, eye-to-eye and in the user’s language, without an ominous educational approach. Enriched by educators and debt counselling practitioners, the game’s story unfolds on an island destroyed by a virus. Survival is possible only with the CURE - a powerful, green liquid which is also the island’s currency and a scarce resource. Players need the CURE to live, pay for food and survival gear, or for housing. With free-running elements and a gripping gameplay, the game trains responsible money-management as the adventure unfolds. Money is a highly emotional issue that connects to self-worth, inner fears, hope and inclusion in society or among friends. CURE Runners is aimed at young people aged 14-19, before spending patterns leading to debt traps are internalized. Throughout the game, the player practices making smart choices, so as to balance status elements, detect debt traps, and reach survival goals. True to the principle of fun, CURE Runners was released as a casual game in Austrian app stores without emphasizing the educational aspect. The game will be later integrated into educational contexts, where key learnings can be deepened.

Hero from the past also integrates specific T-Shirts into the game to provide gamers with more characters, just by sliding the Windows Phone over the T-shirt. Description Developed by Mexico’s National Council for Culture and the Arts, Nezahualcoyotl is the first app of its kind, with a collection of multimedia resources about a famous Mexican poet king, bringing to life a new concept of what an e-biography can be. Though the poems of Nezahualcoyotl have endured since 1418, and his image and name are omnipresent, many people are unaware of his life as warrior, prince and politician. In addition to Nezahualcoyotl’s poems in the Náhuatl and Spanish languages in audial and textual format, the app includes interviews with experts, a comic book for youngsters and an innovative time line, in fact, a time-cycle based on the Aztec concept of the calendar. Náhuatl, the language used by the dominant culture when the Spaniards arrived in Mexico in 1521, is today the Mexican indigenous language with the largest number of speakers. The research for Nezahualcoyotl is by Patrick Johansson, the foremost expert on the subject in Mexico, who translated poems attributed to the ruler of Texcoco exclusively for this app. Rich in content and well structured, the interface uses antique Aztec ornaments as design elements, transporting users to an ancient era. Most impressive is the presentation of a digital facsimile of the codex that included the poems, a first in Mexico. The Nezahualcoyotl app testifies to the fact that technology and creative contents offer the best approach to reach new generations.

“The rich poetic legacy attributed to Nezahualcóyotl — 15th century indigenous Mexican Sage and poet-king”— is the subject of the iPad application developed by the National Council for Culture and the Arts. The organization’s mission, that includes preserving and supporting the enjoyment of Mexico’s cultural heritage, is clearly served by the media and information rich experience of the poetics, and ability to explore the historical and cultural context from which it emerged. Cosmopolitan military leader, law-maker, and architect, Nezahualcóyotl contributed to Texcoco’s cultural richness, referred to as the “Athens of the Western World”, by the 18th century New World historian Lorenzo Bernaducci. Ancient Aquileia 3D puts archaeologically interesting cultural content on a mobile platform with detailed augmented reality (AR+) reconstructions of main locations from the ancient Roman city of ÂAquileia, one of the most important in its time. An interactive map of the city makes it possible to dynamically overlay the plan of the modern city with that of the ancient Roman one. Recognized as a World Heritage Site by UNESCO in 1998 and visited by over 500,000 people annually, Aquileia is a small centre today where the ancient Roman buildings, with the exception of the majestic Basilica, are only partially excavated, with ruins of mosaic floors and traces of walled perimeters visible. Computer generated images and video sequences combine to make an impressively broad multimedia gallery of the city’s archaeological remains, allowing visitors to use their devices as peepholes in time and as interactive video guides. Bringing together GPS and accelerometer data, the AR+ mode allows for interactive exploration of by-gone city streets and virtually reconstructed buildings. A quite different one in m-Tourism & Culture category was the application that revealed the artistic path behind some of the most famous works of Vincent Van Gogh. Based on x-ray studies that have been made on his paintings this application shows how Van Gogh used his canvases many times and some of the different techniques he used to create his paintings in a very sophisticated way. The app also offers lots of extra-information. For example: How he used the paint to create the unique surface of his paintings. It even shows that one of his paintings contains sand, most likely from the windy shore he was painting it at. This application gives an overview about the tools he used, a glimpse of the world he lived in and the way he saw his surroundings. You can see where he was working, what the cottages and gardens did look like in real life and how his paintings were part of the scenery he must have loved. It is an amazing app that combines years of scientific work into a formula that is easy to understand. The way this application works gives me chills like travelling through time, seeing the world and almost feel like how he must have felt when painting these sceneries, trying to get his feelingings on canvas. “Touch Van Gogh” is a superb and useful app for anyone who is interested in arts, culture or history.

World Heritage Denmark is an app delving into the three Danish world heritage sites, while also unfolding a broader story about world heritage as a phenomenon. Inviting users, especially young people, into the immersing tales of the great kings of Denmark, the magnificent architecture of the old church where the great kings are buried and the impressive castle where Shakespeare’s “Hamlet” took place, the app lets historical characters tell the story of the world heritage sites. Motivated to present the place said to be the foundation of the Danish nation and identity, the Danish Agency for Culture aimed the app especially at tweens visiting the sites with their families. The look and feel designwise is much like modern fantasy movies such as Lord of the Rings, to stimulate historical imagination and appeal to youngsters. Through location-based augmented reality, the user experiences the sites through the eyes of central historical figues. The app can be used both onsite and offsite. Users explore the sites through interactive maps, video, panoramas or text and images with easily decoded iconography. Exploring off-site, users can experience high quality 360-degree augmented panorama views of the three locations, giving the viewer an amazing impression of the very different sites. As the historical sites are remote and have thick stone walls and metal covered roofs, the app works without access to GPS and wifi, utilizing iBeacon technology instead, in order to help the user find the points of interest with this lively interactive digital guide.
World heritage Denmark used also augmented reality and beacon technology to jump into the history of Denmark. Through this application visitor can really see the castle where Shakespeare’s Hamlet took place. This project was really a work of art. The application combined a lot of historical information of the three world heritage sites in Denmark. 360 degree videos, person galleries and deep insights to the history are told with easy to access way. The application makes it interesting and exiting also to young and children to get information and visual appearance of the real history of ancient kings and queens who lived and were buried in these sites. You can almost see the history of Denmark in real life through this app. I find it fascinating that we have got s many new ways of exploring the history with the new mobile technology, what used to be boring and dusty, is now fresh, easy to absorb and understand through the great application design.

With a mission to promote national interests by informing society and forming public opinion on important matters, LR is the most popular station in the country. However, LR has very few listeners among younger audiences, who generally do not relate to the conservative brand of FM radio. To get the attention of the touchscreen generation, LR introduced a new product – PIECI or FIVE – a digital radio available only as a mobile app. The content, details and context make FIVE stand out: hip design, exclusive interviews and music, and various genre sub-stations are some of the basic elements of FIVE making the app highly appealing to young listeners. Many of the features can be accessed with gestures instead of buttons, keeping the design clean and trendy. FIVE also collects listener behaviour data and sends personalised push notifications. The Hiru TV mobile application combines high definition technology and quality programming to create an unparalled global virtual theatre for Sinhala speaking viewers. From personal experience I know how hard it is to stay up to date on what is going on in your homecountry when you are living abroad. Hiru TV has made this much easier for the 3 million Sri Lankans that live and work overseas. With the LIFENEWS app, people can record these events and start to earn real money, by sending videos and photos to LIFENEWS in just seconds via their mobile phone. By its nature broadcast news is one-directional and lacks the interactivity as well as the speed of delivery offered by digital media, so needs to come up with innovative ways to keep itself relevant. The LIFENEWS app cleverly incentivises people to opt-in to receive notifications on their mobiles which are delivered in a timely fashion – as the events unfold – with contextual relevancy, based on the users location and involves them in the news-collection, by encouraging them to use their mobile to take pictures/videos of the event and send them in for possible inclusion and a financial reward. It’s a compelling and effective campaign – I hope it becomes part the station’s long-time multi-media strategy.

With a nice lookand-feel, the app provides important information about environmental issues. The C ColorADD Color Identification System is based upon three monochromatic symbols representing the primary colors. The universal code enables colorblind people to understand colors, ensuring equal accessibility for all when color is a factor of identification, orientation or choice, thus minimizing the feeling of “loss” resulting from incorrect interpretation of colours and increasing well-being and self-esteem. It is estimated that 350 million people are colorblind, about 10% of the worldwide male population. With a double touch on the screen, you can freeze any image or slide a chromatic ring to a specific area, allowing a more precise view if needed. Results can be shared on social networks, while images saved on the mobile device can be analyzed later. Purchasers of the app contribute to the ColorADD Social Responsibility Program to enable early diagnosis of color blindness in schools. Jury Comment With almost 5% of the world’s population being colorblind (8% in men), unlike so many entries that “solved problems which didn’t really exist”, this App effectively addresses a real social issue, with a tangible and meaningful outcome. It is simple, well designed, easy to use, technically proficient, and promotes both inclusivity and understanding. Furthermore, I was also impressed with the Developer’s considered approach to Corporate Social Responsibility, with a percentage of all sales being used for early diagnosis of the problem in schools.

The Arko app was developed to make people in the Philippines aware of flood hazards in their community. An average of twenty typhoons hit the Philippines every year, causing major flooding dangerous to life, when people do not know where to go for safety. The Arko app provides a flood scenario in any location within a 250 meter radius. By knowing the possible hazards, users of the Arko app can plan ahead before floods begin. Flood maps generated from computer simulations over high-resolution topography, indicating three categories of flood heights marked red, orange and yellow, enable safe evacuation plans, identification of blocked roads, plotting of emergency access routes and positioning of search and rescue facilities. The Arko app also has an hourly rain forecast based on the analysis of doppler data from the Philippine weather bureau. Other features of the Arko app include typhoon track markers, monitoring of distant locations, and marking of safe places. The developers of Arko believe that everyone – individuals, ngos, academe, religious organizations and the private sector, should participate in disaster mitigation efforts. The disaster problem is so immense that no group of government agencies can handle it alone and harnessing volunteers in the community is essential. The twin app of Arko, the DOST-NOAH app, was produced by Rolly Rulete, the son of a fisherman in Mindanao. One of the best applications available, it promotes a culture of safety and preparedness, encouraging everyone to participate.
With global climate changes we see more devastating effects of natural phenomenas in large cities and crowded areas. Floods, heavy rains, snow, typhoons, earthquakes, and a lot of other hazards occur quickly and sometimes without previous notice. These uncontrollable and unavoidable situations endanger the lives of millions every year. Arko is a product that can help people in need when these kind of calamities occur, and can save lives of people who need information at risky situations and don’t have any other means of information to decide about where to go or what to do in these cases. Braille Board is the first application developed for Arabic speaking visually impaired people using smart phones, and supports writing on touch screens using the Arabic Braille language instead of the QWERTY keyboard. Braille Board translates the typed Braille code into Arabic letters and numbers. Blind people do not have to learn any new typing technique; they can type in the same manner as in the “Perkins Brailler.” Although Braille Board is mainly oriented to non-commercial use, commercial adaptations are feasible. The main advantages of Braille Board: no extra equipment is required to be connected to the smart phone, making Braille Board less expensive than any other solution; Braille Board is dynamic; the user can enter the six standard inputs (initial points), but is not limited to these points in later entries. Braille Board is also simple to use, with one entry for each character, supported by voice prompts responding to the input. The technique of translating the point touched by the user to a specific letter can also be used to support other languages and alphabets.
As smartphones are evolving and adding new technologies and sensors it’s also easier to add new tools to this “21st century Swiss Army Knife”. Never the less developers trend to focus on more complex and sophisticated tools. Braille Board is a perfect example of how simple ideas can become powerful inclusion tools. SnooCode is a free award winning mobile application that solves the problem of missing addresses in developing countries like Ghana. Apart from the extremely well-to-do, most people in Ghana live in houses without numbers on streets without recognizable names. As a consequence, they cannot access services such as emergency and postal services or register their addresses with a service provider. Once downloaded, SnooCode generates a unique, robust and easy to memorize geolocation-based six-digit code used to provide directions. Because SnooCode is over 230 times more precise than the UK postal code system, a street name or house number is not required. Once a person has their code, no smart phone is needed to use it. Just mention the code: “I live at COF K8D.” The code can be entered into forms when opening bank accounts, used to claim a piece of land, or to pinpoint problems in the local community. With a selfchecking system, SnooCode can detect errors in the code before the user sets off, and in some implementations can function accurately without either a mobile network or Internet connection. By aggregating these codes, logistics can be greatly improved in everything from e-commerce to public heath and sanitation. SnooCode is a major demonstration of inclusion and empowerment through a service which is taken for granted in so many countries – that of having an address and being able to use it for the solution of practical problems.
With the SnooCode app, you can point a mobile phone at any home, restaurant, or other location, and generate an alphanumeric code that can be used in place of a street address. If you’ve ever been given directions that went something like: ‘Go two blocks past the general store, turn left at the big blue house, and continue until you get to the giant tree that was cut down last year...’ you understand how challenging it can be to find a place that does not have a street address. SnooCode is already being used to create new street addresses quickly and efficiently in Ghana, and it has great potential to help other developing countries as well.

At least fifteen million Brazilians have disabilities making them unable to speak. LIVOX is an alternative, augmentative communication software for people with motoric, cognitive and visual limitations, aiming to ensure that people with deficiencies do not encounter the same obstacles in the digital world as in the real world. The first application of its kind in Portuguese, LIVOX stands out in the alternative learning market due to its Intellitouch algorithms that understand where people with motoric limitations are trying to touch the tablet screen, based on how many fingers they use. Created by C arlos Pereira, a dad trying to communicate with his daughter born with cerebral palsy, LIVOX enables people with disabilities to speak. Due to its design simplicity combined with powerful algorithms, LIVOX also helps people to learn to read, write and to understand complex concepts like math. Through LIVOX, parents and teachers can create sets with similar meaning, breaking the complexity of language into smaller units which can be used by people with disabilities to play a video, to play music on a ‘digital’ instrument, to take school tests and much more. Disability profiles can be created by teachers, adjusting LIVOX parameters to meet the visual, motor and cognitive possibilities and needs of the person with a specific disability. Used by more than 10,000 people all over Brazil and thousands of schools, LIVOX has started a real revolution in alternative communication in Brazil and is getting ready to go worldwide!
Livox mobile software lets people with disabilities communicate in new ways. The product adapts to various types of disabilities, from problems with speech to motor control, with a smart interface for touch-screens. Livox lets users select the language of their choice for learning and for entertainment, and gives educators new ways to teach and evaluate disabled learners. ISLAMIC EDUCATIONAL, SCIENTIFIC AND CULTURAL ORGANIZATION
ISESCO CHARTER: A SIGNPOST OF STEADY PROGRESS The Charter of the Islamic Educational, Scientific and Cultural Organization has been keeping up with the Organization’s progress over the various stages of its development and growth, from its initial ratification as the Statutes of ISESCO to the Eleventh General Conference held in Riyadh in December 2012. Amendments to the Charter were made in order to meet the requirements of the qualitative progress achieved in the Organization’s scope of action as well as to adjust to its rapidly changing environment and fulfill development needs in its areas of competence. The Objectives of ISESCO as defined by its new Charter, following its amendment by the General Conference at its 10th session, are as follows:
a) To strengthen, promote and consolidate cooperation among Member States in the fields of education, science, culture and communication, as well as develop and upgrade these fields, within the framework of the civilizational reference of the Islamic world and in the light of human Islamic values and ideals. b) To consolidate understanding among peoples inside and outside Member States and contribute to the achievement of world peace and security through various means, particularly through education, science, culture and communication. c) To publicize the correct image of Islam and Islamic culture, promote dialogue among civilizations, cultures and religions, and work towards spreading the values of justice and peace along with the principles of freedom and human rights, in accordance with the Islamic civilization perspective. d) To encourage cultural interaction and support the aspects of cultural diversity in the Member States, while preserving the cultural identity and protecting the independence of thought.
e) To consolidate complementarily and coordination among the specialized institutions of the Organization of Islamic Coopera tion (OIC), in education, science, culture and communication, and among the Member States of ISESCO, and promote cooperation and partnership with similar governmental and non-governmental institutions sharing the same interest, inside and outside the Member States. f) To increase interest in Islamic culture, highlight its specificities and publicize its landmarks in intellectual studies, scientific researches and educational curricula. g) To work for establishing complementarily and correlation among the educational systems of the Member States. h) To support the efforts of educational, scientific and cultural institutions for Muslims in non-Member States of ISESCO.
MEMBERSHIP OF ISESCO Up to February 2014, ISESCO numbers fifty-two (52) Member States, along with three (3) Observer States, out of the fifty-seven (57) Member States of the Organization of Islamic Cooperation (OIC).
