THE IDEA The World Summit Award is today the world’s leading initiative for selecting and promoting the best products in creative e-Content and innovative interactive applications. It started in 2003, initiated by Austria in the framework of the United Nations’ World Summit on the Information Society (WSIS). Presently, 168 countries are actively participating in the process.
"The overall goal of WSA is to show and demonstrate the richness and diversity of e-contents. ICTs are creatively used around the world, but only very few know about it. WSA bridges the content gap by finding out the best and putting them on stage. It also narrows the digital divide in terms of access to quality information. The WSA creates global recognition and success for the best. It provides an equal chance for all producers irrespective of their country of origin, size of investment, amount of marketing money or cultural or linguistic background. GLOBAL CONTEST The backbone of the WSA initiative is the bi-annual global contest on e-Content and Creativity. It is held in eight categories, covering the entire life cycle. There are 8 nominations for the Global Contest from each participating country. NATIONAL CONTESTS As of today over 50 countries run national contests, based on WSA rules and procedures. Other countries do national pre-selections, based on a decision by a committee of experts. Winners of national contests are automatically nominated for the WSA global contest.

EXPERT PANEL All WSA national activities are conducted through the WSA Expert Panel. The panel is re-selected every two years whereby only one Expert per country becomes the main focal point. The Expert supports and coordinates all WSA activities in the respective country, including the national pre-selections. GRAND JURY 2003 — Dubai 2005 — Bahrain 2007 — Croatia WSA Grand Jury is called every two years and takes place on invitation of national partners/governments. It is independent and composed of 34-36 leading international experts in the field of ICT and e-Content production.

With the launch of Denmark’s shared public citizen portal, borger.dk, Danes have gotten a single online entrance to the public sector. The portal provides easy access to all public information and digital selfservices. It functions as a looking glass, thus gathering and presenting all digital services known in the public sector, and introducing them as a coherent whole to Danish citizens. The portal is the result of the largest digital cross-sector project ever seen in the Danish public administration. Borger.dk includes also media articles, interactive services and transactions concerning 18 overall topics including family and children, disabilities as well as residence and buildings.
Democracy demands transparency. The principal website of the German Bundestag is a world class show case on how to make it easy for citizens to follow parliamentary proceedings. More than 60.000 HTML-Pages, 80.000 PDF-files and 6.000 hours of video are augmented by interactive features such as online-petition procedures, discussion groups or an online reservation for visits. In depth analysis of current topics and sophisticated search functionality add democratic value. About 100 editors keep background information about members, structure and organization, committees, lobby groups, sameday minutes and proceedings up-to-date. A history section offers a virtual tour through the famous Reichstag building. Sub-sites for the youth address the future.

It’s the dream of all citizens plagued by unresponsive bureaucracies. The Express Government ATMs are advanced automatic teller machines and offer 59 fully automated services to the common citizen. The 22 modules are distributed to over 16 cities in the state of Chiapas and are available 24 hours a day, 365 days a year allowing one to pay taxes, obtain Birth Certificates, Driver’s Licenses and Vehicle Plates. It is government service within minutes. Thus operating costs have been reduced, productivity increased, and public access improved. Finally, it is clean public administration as the ATM Express Government cannot be corrupted.
MAPLight.org is a groundbreaking public website. It puts the spotlight on the connection between money and politics in the United States of America. Two public databases are combined: a data base of all known campaign contributions to any legislator, and a database on how legislators voted on specific bills and resolutions. Bringing the data on money and voting together provides unprecedented insight into the legislative processes in the US. The website is a treasure for journalists, NGOs, and bloggers. It helps citizens to hold legislators accountable. MAPLight.org s findings make complex research publicly available in an instant and show that public scrutiny can be also visually appealing, easy-to-use and customizable.

Citizensinformation.ie covers in an exemplary fashion subjects on Ireland ranging from employment rights, to buying a home, moving abroad, putting kids into school and much more. The information is divided into 14 categories so that users can readily access the topic relevant to them. Straightforward, accurate, and comprehensive the information is sourced from a wide variety of service providers, including Government Departments and agencies. Each category addresses a series of frequently asked questions on the topic and is supported by a wealth of in-depth information, case studies, supporting documents and downloadable forms.

The National HIV/AIDS website from Guyana provides HIV/AIDS related information to various targeted groups including medical professionals, programme staff, media professionals and general users. It is the primary storage site for HIV/AIDS information and related documents for the country and a tool for organizing, managing and sharing information among partners and donor organizations involved in HIV/AIDS programmes. Excellent features include a community building forum, a virtual library, an events calendar, a photo-gallery, a directory of implementing organisations, sections for ads and campaign materials, news articles, presentations, training materials, service listings and fact sheets. Let’s fight AIDS!
Have you ever been unhappy with a hospital? If yes, you will love Rate My Hospital ! The web site is a rolling online survey of patient satisfaction with the Irish health system. In line with the best of social software sites, it provides a single and clear platform for feedback on hospital treatments and services. To date close to 10.000 people have completed a comprehensive 23-part online questionnaire on their experiences in hospitals. The site aims to provide patient-centred transparency in the Irish hospital system, leading to improvements in the entire health infrastructure.
e-Contents can heal. The Arabic Video Phonetics software is the first of its kind as an Arabic augmentative speech therapy. It can be used by all ages to help Arabic speakers cope with phonological disorders to improve their speech. A main screen displays a table consisting of all Arabic phonemes divided into rows and columns depending on the place of the articulation. Users can select any of the Arabic phonemes to be displayed. The application can be used by teachers but also fosters individual practice. A user-friendly interface and several videos representing Arabic phonemes make it a clear and helpful innovation application.

Religion requires learning. With the DVD Hafss from Egypt a religious Muslim can learn the correct pronunciation of the Holy Book Koran. The learner listens to the ideal recitation of the electronic Sheikh of Kuttab and is asked to imitate it as close as he/she can. Hafss analyzes the learner’s pronunciation and evaluates it according to the rules of Tajweed, it detects types and positions of errors in the input utterance and prepares an appropriate corrective feedback. Eureka is a CD delivered LAN system of learning to supplement rural education in India. Description of the Product
Triangler is an innovative massive collaborative geometric outdoor mobile interactive game. Two teams of 5 players participate and try to score most points by enclosing enemy players within 150-metre equilateral triangles formed by three team members. Alternately, two teams of 100 can play in a city or rural area with 2000 meter triangles. Using advanced location-based and presence services on cell phones, you can locate yourself, your team buddies and enemy players. The value and fun of the game lies in the competitive collaboration, tactical coordination of triplet formation and operational sharing of communication tasks, which all help to enhance the team’s score.
The "Dom-3" project is a combination of an online game and a multifunctional web-site delivering an advanced massive virtual reality world where participants can learn about various ways and possibilities of socialization. Built on "Dom-2", one of Russia’s most successful TV programs ever, one can find acquaintances and communicate in the interactive mode by means of chats, messengers, and smart phones. Ratings of a character are based on game and competition scores, level of health and mood, quality of clothes and apartment and of course circle of friends. A high rating results in a higher social status, a better position in the dating service, a more prestigious job or an invitation to the best parties in the virtual world.
Description of the Product
The ULSS Asolo Medical Network in Italy provides every citizen, as well as general practitioners and specialists with a comprehensive and integrated medical system. A personal site stores all clinical reports, images, tracings, etc. of the case history of a patient and makes the data accessible online under password restriction. Previously-made tests and exams can be seen from around the world in four languages at the patient’s request, thus letting a nonlocal specialists perform a simple distance-diagnosis and allowing travelling Italians to give doctors abroad pertinent medical information. Privacy, security and confidentiality of all information is guaranteed by a secure protocol with the issue of a Web Server Certificate as a proof of identity.
