FROM THE PRESIDENT
Becoming Servant-Leaders Chris Booth, DVM
Recently, I had the opportunity to participate in a team building exercise with the employees and managers of one of my dairy farm clients. We were treated to a presentation by Tom Thibideau who serves as a Professor at Viterbo University teaching in their Servant Leadership Program. Tom shared that servant leadership is a philosophy and set of practices that enriches the lives of individuals, builds better organizations and ultimately creates a more just and caring world. The servant-leader shares power, puts the needs of others first and helps people develop and perform as highly as possible. This presentation really caught my attention because I feel there are many situations in our veterinary careers and personal lives where these concepts can be applied. As I attempted to seek out further information on the servant leadership concept, I found the following summary on the Butler University website that further explains the principles involved: Ten Principles of Servant Leadership
By Robert Greenleaf 1. Listening - Traditionally, leaders have been valued for their communication and decision making skills. Servant-leaders must reinforce these important skills by making a deep commitment to listening intently to others. Servant-leaders seek to identify and clarify the will of a group. They seek to listen receptively to what is being said (and not said). 2. Empathy - Servant-leaders strive to understand and empathize with others. People need to be accepted and recognized for their special and unique spirit. One must assume the good intentions of coworkers and not reject them as people, even when forced to reject their behavior or performance. 3. Healing - Learning to heal is a powerful force for transformation and integration. One of the great strengths of servant-leadership is the potential for healing one’s self and others. 4. Awareness - General awareness, and especially self-awareness, strengthens the servant-leader. Making a commitment to foster awareness can be scary--one never knows what one may discover. 5. Persuasion - Servant-leaders rely on persuasion, rather than positional authority in making decisions. Servant-leaders seek to convince others, rather than coerce compliance. This particular element offers one of the clearest distinctions between the traditional authoritarian model and that of servant-leadership. The servant-leader is effective at building consensus within groups.
6. Conceptualization - Servant-leaders seek to nurture their abilities to “dream great dreams.” The ability to look at a problem (or an organization) from a conceptualizing perspective means that one must think beyond day-to-day realities. Servantleaders must seek a delicate balance between conceptualization and day-to-day focus. 7. Foresight - Foresight is a characteristic that enables servantleaders to understand lessons from the past, the realities of the present, and the likely consequence of a decision in the future. 8. Stewardship - Robert Greenleaf’s view of all institutions was one in which CEO’s, staff, directors, and trustees all play significant roles in holding their institutions in trust for the great good of society. 9. Commitment to the Growth of People - Servant-leaders believe that people have an intrinsic value beyond their tangible contributions as workers. As such, servant-leaders are deeply committed to a personal, professional, and spiritual growth of each and every individual within the organization. 10. Building Community - Servant-leaders are aware that the shift from local communities to large institutions as the primary shaper of human lives has changed our perceptions and has caused a feeling of loss. Servant-leaders seek to identify a means for building community among those who work within a given institution. n

Wanda Gordon-Evans, DVM, PhD, DACVS Following her DVM training, Dr. Wanda Gordon-Evans completed a PhD in Biomedical Sciences and became a board certified surgeon. Since joining the Wisconsin Veterinary Referral Center, she has maintained leadership positions in American College of Veterinary Surgeons, Veterinary Orthopedic Society, and the Scientific Advisory Board for Morris Animal Foundation. Dr. Gorden-Evans continues to publish in rehabilitation, regenerative medicine, and cruciate disease. Cruciate Rupture: What Should I Recommend? Cranial cruciate ruptures are one of the most costly and common diseases that we see as veterinarians, but treatment has been controversial. Multiple different types of surgeries are promoted and recommended. Owners are often given multiple choices with a range of costs. This session will sort out the evidence, the practical pros and cons of the procedures for the TTA, TPLO, tightrope, and lateral fabellar suture. After this session, it will be easier to talk to clients about their choices for care. Stifle Rehabilitation for the Surgical and Non-Surgical Patient Practitioners commonly treat pets with stifle injuries and abnormalities. This session will help the practitioner understand the role of rehabilitation in prognosis in patients with stifle disease. Because practitioners are faced with pets where surgical intervention is not possible either due to concurrent medical problems or financial considerations, post-surgical rehabilitation and conservative management for these patients will be discussed with an emphasis in rehabilitation techniques.

Peter Muir, BVSc, MVetClinStud, PhD, DACVS, ECVS Dr. Peter Muir obtained his veterinary degree in 1985 and his PhD in 1990 from Bristol University in the United Kingdom. Dr. Muir subsequently obtained a Master’s degree from The University of Sydney in 1992 and then completed residency training in small animal surgery at the University of Wisconsin-Madison in 1995.
Cruciate Ligament Rupture in the Dog Lameness in dogs because of cruciate ligament rupture and associated stifle instability has been recognized clinically since the 1920’s. Surgical treatment to stabilize affected stifle joints has been used clinically since the 1950’s. For at least 50 years, the established view was that rupture of the cranial cruciate ligament was primarily a consequence of trauma, with stifle arthritis developing secondary to joint instability. It is now widely accepted that cruciate ligament rupture in the dog typically occurs through a non-contact mechanism. Fiber tearing predominantly affects the cranial cruciate ligament, but is also present in the caudal cruciate ligament. This lecture will discuss what is known about factors that initiate the condition and factors that promote disease progression over time. Pearls and Pitfalls of Cruciate Ligament Rupture Diagnosis Ligament injuries are generally classified as Grade I through III, depending on the severity of the injury. Grade I injuries do not affect joint instability and are associated with sub-failure damage to ligament tissue. Grade II injuries are associated with ligament elongation to the point that it is lax. Grade III injuries are associated with complete tearing of the ligament
and joint instability. This lecture will discuss some of the challenges with diagnosis and classification of cruciate ligament rupture, including clinical and radiographic assessment of the patient. Bilateral cruciate ligament rupture is common at initial diagnosis. Subsequent contralateral cruciate ligament rupture is also common, such that a large majority of affected dogs ultimately develop bilateral cruciate ligament rupture. Equine Track

WVMA Sponsors State FFA Veterinary Science Proficiency Award On June 10, Wisconsin Veterinary Medical Association (WVMA) President Elect, Dr. Jane Clark, presented Rachel Ries of Lomira, with the State FFA Veterinary Science Proficiency Award at the 85th Annual State FFA Convention in Madison. This award recognizes the student who best demonstrates an understanding of veterinary practices and animal health care in Wisconsin. Ries began her proficiency by working at Village Veterinary Clinic in Lomira. Over time she worked her way up from assisting certified veterinary technicians during appointments to caring for in-house patients by feeding, administrating medications and walking. Eventually she was able to shadow and help in the surgery room with caesarian sections. Ries has also learned how to put together surgery packs and how to use the sterilizing machine. These skills are helping her become a surgery assistant. The top five state finalists in the veterinary science proficiency area received monetary awards made possible by sponsorship from the WVMA. Ries has yet to find out if she will be selected as one of four national finalists. If selected, she will compete at the National FFA Convention in Louisville, Ky. in October. The four national finalists each receive a plaque and scholarship thanks to sponsorship by the American Veterinary Medical Association. n

WVMA Member Spotlight
Brandon Scharping, WVMA Executive Board Student Representative
Brandon Scharping grew up in Bangor, Wis., and graduated from the University of Wisconsin-River Falls with a bachelor of science in dairy science. Scharping has always had an interest in agriculture, especially the dairy industry, which inspired him to become a veterinarian.
“Over the next two years I would like to see an increase in student WVMA membership as well as gain more opportunities for veterinary medical students to gain educational experiences through WVMA support,” he says.
“I always enjoyed science in school, and I wanted to have a career in the medical field,” says Scharping. “A career as a veterinarian just seemed like the perfect fit.”
Along with his responsibilities as a WVMA student representative, Scharping is the co-president of the American Association of Swine Practitioners (AASV) Student Chapter and treasurer of the American Association of Bovine Practitioners (AABP) Student Chapter on campus.
Going into his second year, Scharping is coming to the executive board with a fresh perspective. “I decided to become a student representative because I wanted to learn more about the benefits of being a student member and then share that knowledge with my fellow veterinary medical students,” he says.
In his free time, Scharping enjoys attending Wisconsin Badgers football games, fishing, showing cows and competing in running events, with the hopes of completing a marathon someday. After graduation, Scharping plans to go into food animal medicine. n
Scharping has been a WVMA member since September and is excited to see what he can do to help bring the thoughts and ideas of current veterinary medical students to attention.

Record Keeping and Informed Consent Seminar Scheduled for August 20 The Wisconsin Veterinary Medical Association (WVMA) will be hosting a record keeping and informed consent seminar for Wednesday, August 20 at the Glacier Canyon Lodge in Wisconsin Dells. Megan A. Senatori, Esq. and Gregory E. Scallon, Esq. from DeWitt, Ross & Stevens S.C. will lead a discussion about the legal obligations of Wisconsin-licensed veterinarians to keep and maintain veterinary records. The discussion will focus on legal requirements, including recent changes to recordkeeping requirements that became effective on May 1, 2014, as well as the overall importance, both legally and professionally, of well executed recordkeeping by veterinarians. The discussion will address: the recent legislative changes, what needs to be included in a veterinary record and why, how records should be kept and maintained by veterinarians, as well as ownership of records and confidentiality issues under existing law. In addition to an overview of the law, Megan and Greg will provide hypotheticals and real case examples of recordkeeping practices that veterinarians should avoid. Participants will be invited to ask questions to provoke an interactive discussion aimed at improving recordkeeping skills. In addition, they will discuss informed consent requirements and best practices for veterinarians to comply with informed consent. Understand how these laws will affect you and your practice and how to be a master record keeper. Please pre-register for the seminar by August 13. Refunds will be issued prior to the 13th with a $25 administrative fee deducted. No refunds will be issued after August 13. n
IN THE NEWS
Tramadol to Become Schedule IV Controlled Substance Recently, the Drug Enforcement Administration (DEA) published its decision to schedule tramadol as a Schedule IV controlled substance. The rule becomes effective August 10 of this year. The DEA’s action was fairly swift, having published its proposal to schedule tramadol just eight months ago. Upon conducting its eight-step analysis, the DEA found that relative to Schedule III drugs, tramadol has a low potential for abuse and limited physical dependence, and coupled with tramadol’s medical legitimacy, DEA determined Schedule IV to be the most fitting for tramadol. In its final rule, DEA recognized the use of tramadol and other tramadol-containing products for management of moderate to moderately severe pain. It also defines tramadol as an ‘‘opiate’’ which means DEA believes tramadol is capable of triggering addictions similar to morphine. In veterinary medicine, tramadol has been used in pain control protocols, especially in dogs and cats.
10 August
2014
So what does this mean for veterinarians who regularly utilize tramadol in their practices? In some cases, drug-label mandates could cause disruptions in commercial availability. Conversely for tramadol, its scheduling is expected to be helpful from a distribution standpoint, as current differences across state rules have reportedly been logistically challenging for veterinary distributors. In fact, in January of this year, the American Veterinary Distributors Association indicated its support for DEA’s consideration to schedule tramadol, in part, because distributors will be able to operate more efficiently and consistently nationwide. The DEA provided for a slightly extended 45-day window of time for drug sponsors to incorporate a “C-IV” on the label, and for distributors to deplete their current stocks of non-controlled tramadol. As of August 15, containers of tramadol will be labeled with a “C-IV” and all applicable DEA requirements will apply. Remember also to follow state rules, which might be more stringent. n

LEGAL BRIEFS
Emergency Response Liability Protection for StateRegistered Veterinarian and Vet Tech Volunteers Jordan Lamb and Laura Benson, DeWitt Ross & Stevens, S.C.
In the event of a natural disaster or a foreign animal disease outbreak in Wisconsin, local or state governmental agencies may call on veterinarians and veterinary technicians to provide voluntary emergency assistance. Under Wisconsin law, licensed veterinarians and certified veterinary technicians who are called upon to volunteer and who register with the state Department of Health Services through the Wisconsin Emergency Assistance Volunteer Registry (“WEAVR” / https://weavrwi.org/) will be afforded broad civil liability protection when providing voluntary assistance, as long as specific criteria are met. First, the veterinarian or veterinary technician must be “licensed as a veterinarian or certified as a veterinarian technician” at any time within ten years prior to the volunteer date to receive liability coverage. The license or certification can never have been “revoked, limited, suspended, or denied renewal” during this time period. Wisconsin law also recognizes valid licenses and certifications issued by other states or territories for emergency volunteer purposes. Next, in order for these volunteer practitioners to qualify for statutory liability protection, a “state of emergency” must be declared by the governor or the local government. The governor can declare a state of emergency through an executive order. A local government may declare an emergency by ordinance or resolution. A federal state of emergency also qualifies as a state of emergency for purposes of this emergency volunteer statute. The practitioner must also volunteer his or her services on behalf of a health care facility, a mass clinic or at the request of the Wisconsin Department of Health Services or a local health department. (Note: A mass clinic is a designated space arranged by the Department of Health Services or a local department in response to a public health emergency.)
Finally, a volunteer practitioner must always “register” with the Department of Health Services through the WEAVR system. As a part of that registration, the practitioner agrees to provide his services without compensation from the facility, clinic, or department for whom he is providing services (other than reimbursement for travel, lodging or meals). The practitioner’s employer may, however, compensate him for his volunteered services. If the practitioner meets these criteria, then he qualifies as a state employee for purposes of any claim related to the assistance provided and qualifies for worker’s compensations benefits. (Note, however, that the practitioner will not qualify for worker’s compensation benefits if he receives any compensation from his employer for his services other than reimbursement for travel, lodging or meals.) The only exception to these provisions is that this liability protection will not apply if the practitioner’s “acts or omission involves reckless, wanton, or intentional misconduct.” In addition, Wisconsin law does not provide statutory liability protection to volunteers who act outside of this framework (i.e., Good Samaritans, self-deployed or spontaneous volunteers) or those veterinarians or veterinary technicians who provide volunteer services through non-governmental organizations. Licensed veterinarians and certified veterinary technicians who are interested in serving as state emergency volunteers may want to consider serving with the Wisconsin Animal Response Corps (“WARC”). The Wisconsin Department of Agriculture Trade and Consumer Protection created WARC to specially train veterinarians, veterinary technicians and others to respond to emergency situations involving animals. To learn more, go to DATCP’s web site at: http://datcp.wi.gov/ Animals/Wisconsin_Animal_Response_Corps/, or click the WARC box when registering as a volunteer on the WEAVR online system. n
