With the start of a new year, the Wisconsin Veterinary Medical Association (WVMA) will celebrate the organization’s 100 year anniversary. Many activities and events will be held throughout the year to remember the past and prepare for the future. “We are excited to celebrate this monumental achievement with the membership,” says Kim Brown Pokorny, WVMA executive director. “This is a great time to reflect on what our profession has achieved and educate the public on the role veterinary medicine has played over the last 100 years.” In each publication of the WVMA Voice, look for pictures from throughout history with facts from that time period. The first member to correctly guess the year in which the picture was taken will receive a $25 Culvers gift card. Answers can be submitted to Bailey Quam at bailey@wvma.org by the 30th of every month. Online, look for weekly Throwback Thursday pictures shared on the WVMA Facebook and Twitter pages. Members are asked to submit pictures from their own collections. A proclamation will be signed by Governor Scott Walker during 2015 to mark the 100 anniversary of the WVMA. Members will also be able to celebrate together on a Milwaukee Brewer’s bus trip which is in the early planning stages. More information on this will be released through email and in the WVMA Voice as details are finalized. A reception will held during the WVMA Annual Convention. All members and convention attendees are asked to attend and listen to a keynote speaker and enjoy appetizers and refreshments. As plans become finalized, look for information to be shared via email and through the WVMA Voice. One hundred years ago early veterinary professionals banded together to form the Wisconsin Veterinary Medical Association (WVMA). While I can only speculate on why forming this organization was so important to the founders, I do know why being a member of the WVMA was important to me upon graduation and why those reasons are still relevant today. I have been a member of the WVMA since I graduated from Iowa State University School of Veterinary Medicine in 1984. I had school loans to pay back and didn’t make much money, but I couldn’t wait to join because I was proud to have graduated, passed boards, and begun my professional career. It didn’t look bad on my job resume either. The first newsletter I received I read every article, every paragraph, every sentence and every word. I searched the job postings for anything available in the southern half of the state. I read articles featuring or written by practicing veterinarians with leadership roles in the WVMA. I eventually met many of them at the annual WVMA Annual Convention. I read about issues facing the profession and steps the WVMA was taking towards resolving them. I devoured all of this information because it made me feel better connected to my profession and like a small part of the whole. The underlined portions above are benefits I received and used as a member back in 1984. I created a current list of benefits below, and as you can see, it is very similar to the list above as a new graduate, but it also includes many others I still use today, such as: • Job listings on the website and in the newsletter. • Professional development delivered by high caliber experts, meeting the CE requirements for Wisconsin licensure. • Being a member still looks good on job resumes. It shows dedication to your profession. • The WVMA Voice as a broad source of information.
• Networking with other like-minded professionals to learn best practices, new ideas or meet new people. Talk with experts you might not otherwise meet. • Find a mentor or be a mentor to someone else. • Email dissemination of breaking news. • Current events. • Training and workshops throughout the year. • Monitor government legislation affecting the profession and either support it or fight it if needed, something you could not do on your own, but can do as an organized, resourceful professional association. • Public relations and marketing of the profession to accurately portray the profession and eliminate inaccuracies or negative impressions. • Advocate for the protection of existing privileges, remaining open to new possibilities and responding to new threats. • Discounted rates or bulk buying through WVMA valued partners. • Discounted memberships for veterinary students and new graduates. • Learn how to be a leader by serving on the Executive Board, participating on committees or volunteering. If you are not happy with the work of the association, influence the direction you would like to see it take by serving on a committee, running for a board position or serving on a task force. In exchange for the multitude of benefits provided, all you have to do is pay your dues! Dues provide the organization with the funding necessary to carry out its work. Don’t wait until sometime in the future. The issues facing our profession are changing constantly and we need to be ever vigilant. Renew today and feel like a small part of the whole. n

Instead of focusing on how many of us failed on our resolutions, let’s challenge ourselves to use that failure to motivate ourselves to try again. Livestock Producers Advised to Start Using 840 Tags for Official Identification Department of Agriculture, Trade and Consumer Protection
As 2015 begins and it’s time to order new tags, livestock producers should be aware of some important changes concerning the use of 900 series prefix tags and American ID, say state animal health officials.
“If a 900 series tag or American ID is newly applied to an animal on or after March 11 2015, the tag will not be considered official identification and another tag will need to be applied,” McGraw says.
Starting March 11, 2015, only tags that start with 840 and tags that follow the National Uniform Eartagging System (NUES, metal, silver, brite tags) will be recognized as official identification. Any tag with a 900 series prefix or American ID will not be accepted as official ID for cattle unless that animal was tagged before March 11, 2015.
Another change is that metal USDA approved tags that follow the National Uniform Eartagging System (NUES) will be acceptable as official identification provided they have a U.S. shield. Tags purchased in the last couple of years will have the U.S. shield, but tags purchased prior to that time may not. All tags applied as official identification on or after March 11, 2015 are required to have a U.S. shield.
“We suggest that livestock producers get an early start and use 840 tags when needed for official identification to avoid any confusion and possible improper tagging,” says Dr. Paul McGraw, Wisconsin State Veterinarian. The rules changed in early 2013 when the U.S. Department of Agriculture published a final rule establishing general regulations for improving the traceability of U.S. livestock moving interstate.
“If your tags do not have the U.S. shield, you need to order new tags bearing the shield,” McGraw says. For more information about the Animal Disease Traceability rule, check datcp.wi.gov and search “traceability.” n

Looking Ahead to the 2015-16 Wisconsin State Legislature Jordan Lamb, DeWitt Ross Stevens, s.c.
The 2014 elections are behind us and we now look forward to the 201516 Legislative session. Governor Walker was reelected to a second term and Republican Brad Schimel, the Waukesha County District Attorney, was elected Attorney General. All seven incumbent members of the U.S. House of Representatives from Wisconsin were reelected and Republican State Sen. Glenn Grothman captured the open 6th Congressional District, which was vacated by retiring U.S. Representative Tom Petri. A Special Election will be required early in 2015 to fill Grothman’s State Senate seat. Wisconsin State Senate
The Senate Republicans have increased their margin of control by one seat to 19-14 for next session. There will be seven new State Senators when the 33-member Wisconsin Senate convenes in January for the start of the 2015-2016 Legislative session. Four members of the Assembly – Rep. Janet Bewley (D-Ashland), Rep. Howard Marklein, Rep. Steve Nass (R-Whitewater) and Rep. Janis Ringhand – have been elected to the Wisconsin Senate. In addition, new Senator, Devin LeMahieu (R-Oostburg) will replace Sen. Joe Leibham (R-Sheboygan) and Roger Roth (R-Appleton), who formerly served in the Assembly, will replace retiring Sen. Mike Ellis (R-Neenah). Former Sen. Van Wanggaard (R-Racine), who was recalled in the 2012 recall elections, will return to the Senate in 2015, replacing Sen. John Lehman.

Wisconsin State Assembly
In the Assembly, the Republicans will have a 63-36 margin when the 2015 Legislative session begins in January. That is the largest Republican majority in Wisconsin since 1957. There will be 25 new members of the Assembly in 2015, consisting of 18 new Republicans and 7 new Democrats. Legislative Leadership for 2015-16
The new Legislature has already elected their leaders for the 2015-16 session. Representative Rob Vos (R-Rochester) will return as Speaker of the State Assembly. Representative Peter Barca (D-Kenosha) will remain the Assembly Minority Leader. In the Senate, Senator Scott Fitzgerald (R-Juneau) will again be the Majority Leader. However, the Senate Democrats have selected a new Minority Leader, Senator Jennifer Schilling (D-LaCrosse), who replaces Senator Chris Larson (D-Milwaukee.) 2015 Legislative Session Starts with the Budget Bill
The 2015-17 Biennial Budget bill will take center stage early in this legislative session. This is Governor Walker’s third budget bill and the Administration faces the announced projected $2.2 billion shortfall in state revenues when compared to what state agencies have requested for the 2015-17 budget. The budget bill will be an early and central focus of the first six months of the 2015 legislative session, as it will encompass funding issues ranging from transportation to education and health care. The Legislature will convene its new session on January 5, 2015. n

Member Spotlight Dr. Joseph Kelley
Dr. Joseph Kelley began his career in the veterinary medical profession at a young age by helping at the Sauk Prairie Small Animal Hospital, which was owned by his father, Dr. Dale Kelley. After receiving his bachelor’s degree at the University of Wisconsin-Platteville, Dr. Kelley was part of the third class to graduate from the University of Wisconsin Veterinary Medical Teaching Hospital in 1989. After practicing in Illinois, Dr. Kelley joined his father’s practice in 1990 and bought the practice in 1992. Dr. Kelley’s great memories include working with his father in the early years of his career. “When I joined him in practice we learned new techniques, new therapies, saw the introductions of new drugs and we spent many hours talking about all the changes,” he says. “We were excited to go to continuing education and learn the latest things and come back and show it to each other and break it all down to how it could help the patients in our hospital.” For current veterinary students, Dr. Kelley recommends taking full advantage of the tools available. After graduation, he believes you should set the bar high for your first job. “Even if it means making sacrifices, find a good job at a very good facility that practices top notch medicine. The first job will go a long way in defining who you are as a veterinarian and how you practice medicine for the rest of your career,” says Dr. Kelley. As a way of keeping passion in his own career, Dr. Kelley has found volunteering to be the best reminder on why he chose the veterinary medical profession. For the last five years, he has been volunteering for World Vets, an organization that implements and manages disaster and veterinary relief programs to help animals and educate people around the world. Through this program, Dr. Kelley has been able to help
people in Costa Rica, Nicaragua, Dominican Republic, Honduras and Nevis. Currently, he is working on organizing a trip to Peru in August. “At all these locations we have run a free clinic as well as a free spay and neuter hospital for the local people who cannot afford care for their pets,” says Dr. Kelley. Working with veterinary assistants, certified veterinary technicians, pre-veterinary students, veterinary students and fellow veterinarians has shown Dr. Kelley how much he enjoys working with and teaching current veterinary students how to do surgery. “It is a win-win situation for everyone,” he says. “I come back from these trips and share my experiences and I find that nothing I have tried works as well as a World Vets trip to make me appreciate belonging to this profession and being able to come to work every day.” As a member of the Wisconsin Veterinary Medical Association (WVMA) since 1992, Dr. Kelley believes organized veterinary medicine is essential for the profession. “The continuing education and the work at the state and national levels to protect veterinarians and the patients they care for and many other facets of the WVMA keep our profession strong,” says Dr. Kelley. n

Food Armor™ The Next Step

In 2009, Wisconsin led the nation in dairy beef drug residues. Dairy producers and veterinarians were targeted as the primary source of the problem, and there was a call for increased regulation to deal with this issue. However, the WVMA choose to approach the problem differently and created the WVMA Residue Task Force, a group of veterinarians focused on developing a non-regulatory solution to the dairy beef residue problem. In the years since, the WVMA has trained veterinarians and producers how to implement Hazard Analysis and Critical Control Point (HACCP) plans for proper drug use on dairy farms. Earlier this year, the Residue Task Force elected to evolve the HACCP model into a certification program. The following goals were set for the new program: 1) Develop a nonregulatory risk management tool that facilitates implementation of HACCP plans for proper drug use on farms, 2) Support local veterinarians’ on-farm efforts in the area of proper drug use, and 3) Maintain and grow consumer and regulatory confidence in the Veterinarian-Client-Patient Relationship (VCPR). The new certification program creates a set of standards that allow farm owners and veterinarians to demonstrate proper drug use, and the entire HACCP program is now trademarked under the new name, Food Armor™ HACCP for Proper Drug Use. In this program, farms may be certified when they can demonstrate full implementation and maintenance of a six-step HACCP plan for proper drug use. Participation in the Food Armor™ certification program is voluntary for farms, but it allows farms to implement an effective risk management strategy for on-farm drug use. In this program, only veterinarians accredited through the Food Armor™ program, those that have completed Phase I and II training seminars provided by the WVMA Residue Task Force, may grant Food Armor™ Certification to farms. The Residue Task Force chose to limit farm certification to accredited veterinarians in order to maintain the integrity of the entire program. Only veterinarians have the training and expertise to help farms effectively manage on-farm drug use. * It’s important to note that in the Food Armor™ program the term “accredited veterinarian” refers to veterinarians accredited through participation and successful completion of the Food Armor™ Training, and does not reflect the veterinarian’s status in the National Veterinary Accreditation Program administered by the USDA.* Over the last several years, the WVMA’s Residue Task Force has offered numerous HACCP training seminars for veterinarians, and producers. These six-hour seminars covered implementation of the six-step HACCP plan for proper drug use on farms. In the new certification program, this section of training will be called Phase I and will continue to be available to any veterinarian that has an interest in proper drug use on farms. The WVMA offered the most recent Phase I training seminar on December 5, 2014 but has plans for several future seminars in 2015. The Residue Task Force is excited to offer the first Phase II training seminar on February 13, 2015. This seminar completes all necessary coursework for veterinarians to earn accreditation status. AVMA Leaders Elected to World Veterinary Association Council American Veterinary Medical Association
Dr. René Carlson, a past president of the American Veterinary Medical Association (AVMA) and Wisconsin Veterinary Medical Association (WVMA), has been elected president of the World Veterinary Association (WVA). Welcoming Carlson to the WVA Council is Dr. Lyle Vogel, a former AVMA executive who has been re-elected as one of two WVA councilors for North America. Dr. René Carlson The WVA is a federation of more than 80 national veterinary medical associations from around the globe. Founded in 1863, the WVA is the internationally recognized representative of global veterinary medicine and has collaborative agreements with the World Organisation for Animal Health, the Food and Agriculture Organization of the United Nations and the World Health Organization.
In recent years the AVMA has turned to the global stage to advance its strategic goals, particularly in the areas of animal welfare and veterinary education, and has dedicated itself to ensuring that the U.S. veterinary profession’s voice is heard in international settings. Much of this work involves engagement with other veterinary and scientific organizations working on an international level. “Veterinarians here in the states, indeed veterinarians around the world, benefit from a U.S. presence on bodies like the WVA” said AVMA President Dr. Ted Cohn. “It is critically important that we are able to bring such a strong voice to an international table of influence like the WVA Council. We congratulate Dr. Carlson and Dr. Vogel and look forward to increased collaboration with our veterinary colleagues from around the world.” Both Carlson’s and Vogel’s terms will run from November 2014 through 2017. Carlson served as AVMA president in 2011-12, and she previously served in the AVMA’s House of Delegates, on the AVMA Council on Education and as AVMA vice president. Her current role as the AVMA

director of international affairs includes serving as chair of the AVMA’s Committee on International Veterinary Affairs. Carlson received her doctor of veterinary medicine degree from the University of Minnesota and practiced smallanimal medicine for more than 30 years. “The WVA has tremendous potential to serve veterinarians and animal health professionals from around the world by facilitating Dr. Lyle Vogel collaboration in addressing important challenges, such as rabies control, veterinary medical education, animal welfare, the value of the human-animal interface and a humanely produced food supply of animal origin,” Carlson said. “I will bring enthusiasm, passion, pride, positive energy, teamwork and proven leadership to the WVA so as to further advance the credibility, visibility and branding of the WVA, enabling it to reach its true potential as the true ‘voice of global veterinary medicine’ in the 21st Century.” Vogel received both his doctor of veterinary medicine degree and a master’s degree in public health from the University of Minnesota. After serving for 26 years in the United States Army Veterinary Corps as a food safety and public health specialist, he joined the AVMA in October 1993 as the assistant director of membership and field services. He went on to lead the AVMA scientific activities and animal welfare divisions, before being named assistant executive vice president. Vogel retired from the AVMA in 2010. In his role as a WVA councilor, Vogel also serves as a member of the AVMA Committee on International Veterinary Affairs. “I recognize the trust and obligation given to me as evidenced by this re-election to the WVA, and I look forward to working with the association’s new leadership to take advantage of the opportunities before us to help the WVA become a truly international representative for the veterinary profession,” Vogel said. “We now have the ability to expand our membership, gain credibility as an international leader and provide valuable services to our members. I want to help the WVA achieve its great potential. n
