Julie Churchill, DVM, PhD, DACVN Dr. Julie Churchill is a Diplomate of the American College of Veterinary Nutrition and Associate Clinical Professor at the University of Minnesota. She is the director of the Clinical Nutrition Service at Veterinary Medical Center. Her clinical interests include; the role of nutrition in maintaining wellness, obesity prevention and treatment, the nutritional needs of geriatric patients, nutritional management of kidney diseases, and critical care nutrition. Practical Tools to Incorporate Nutrition in Preventive Care: The 5th Vital Assessment This session will discuss practical tips and tools to leverage what already occurs in wellness exams and enhance the nutritional care of your patients. A nutritional screening can be done quickly to identify red flags or risks that would indicate the need for a more in-depth evaluation. This discussion will provide new resources and focus on practical tips for practicing clinical nutrition. Case examples will demonstrate the easy application of nutrition in primary care. Call for Consensus About Feeding Cats? Tackling Current Nutritional Nontroversies: Carb Free? Canned? How Can We Do Better? This session will evaluate current controversies of feeding feline patients, dry versus canned, low to no carbohydrate diets etc. Using practical tips to discuss how to evaluate each patient and make recommendations specific to felines. Cats are unique in their feeding behavior and nutritional needs. What are the top priorities to prevent nutritional disease? State Budget Bill Legislative Update Jordan Lamb, DeWitt Ross & Stevens, s.c.
The Wisconsin State Legislature spent most of the spring of 2015 working on the 2015-17 Biennial Budget Bill. The State of Wisconsin operates on a “biennial budget” cycle. This means that every two years, the legislature passes legislation that will determine how state money will be spent for the next two-year period. Each budget cycle runs from July of an odd numbered year through June of the next odd-numbered year. The State budget covers appropriations made to all State agencies, the University of Wisconsin System and numerous boards and commissions. The State Budget bill is a unique piece of legislation because it is the one bill that is passed by the Legislature that must be signed. The budget is supposed to be finalized and signed into law by July 1 of each odd-numbered year. If that deadline is not met, then state spending will carryforward as allocated under the previous budget. During the 2015 budget process, the Governor and the Legislature considered a number of issues of interest to Wisconsin veterinarians. The following summarizes those issues and their status as of the time that this article went to print. Please note, however, that there were still several steps in the budget process at that time. Accordingly, this may not accurately summarize the final 2015-17 biennial budget. A. Veterinary Examining Board Moving to DATCP
Governor Walker’s proposed budget included language to move the Veterinary Examining Board (VEB) from the Department of Safety and Professional Services (DSPS) to the Department of Agriculture, Trade and Consumer Protection (DATCP) and to transfer all veterinarian and veterinary technician licensing fees from DSPS to DATCP. The Wisconsin Veterinary Medical Association (WVMA) strongly supported and advocated for moving the VEB to DATCP. The WVMA supported this move because it would increase the efficiency and quality of the services available to the Veterinary Examining Board and those that are provided to the public by the Board for the following reasons: • DATCP houses the Wisconsin State Veterinarian; • DATCP houses the state Division of Animal Health, which works to protect animal and human health, to control serious animal diseases and protect the food supply; and • DATCP’s attorneys are familiar with both animal health and consumer protection issues and will be well suited to handling VEB support, as well as license violations and unauthorized practice enforcement. However, there were some technical changes that needed to be made to the Governor’s budget, as introduced, in order to fully effectuate this transfer. On May 21, the Joint Finance Committee (JFC) adopted an omnibus motion, which moved the VEB from DSPS to DATCP and also adopted almost all of the necessary technical corrections. The only issue that the JFC did not address was giving DATCP the authority to hire additional program revenue-funded positions to staff the board and to investigate complaints. There is a process to request authority for DATCP to add these provisions after the budget bill is adopted, which requires authorization from the Governor’s office and passive review by the JFC. WVMA will be
requesting that this position authority be granted to DATCP so that the VEB can be properly staffed and complaints can be fully investigated when the VEB moves to DATCP. B. Wisconsin Veterinary Diagnostic Lab Staying at UW-Madison
In 2000, the Wisconsin Veterinary Diagnostic Laboratory (WVDL) was reorganized and transferred from the DATCP to UW-Madison. At that time, the laboratory’s accreditation by the American Association of Veterinary Diagnostic Laboratories was in jeopardy, however, since the transfer, the WVDL has flourished and is now considered one of the leading veterinarian diagnostic laboratories in the country. The 2015-2017 Biennial Budget, as proposed by Governor Walker, created public-authority status for the University of Wisconsin System and, as a consequence, moved the WVDL from UW-Madison to DATCP. Many were concerned about this proposal and preferred that it stay attached to the University. On May 29, the Joint Finance Committee adopted an omnibus motion that addressed funding for the UW System and UW-Madison. As a part of that motion, the Committee voted to keep the Wisconsin Veterinary Diagnostic Lab at UW-Madison. No additional funding was provided to the lab, but it will remain attached to UW-Madison. C. WLIC Funding Preserved / DATCP Position Vacancy Eliminated
When the Livestock Premises Registration Law was enacted in 2005, DATCP was allocated both funding and a staffing position for the program. The intent of the law was for DATCP to contract with an outside entity, the Wisconsin Livestock Identification Consortium (WLIC), to administer the program. In addition, a single staffing position was allocated to DATCP in the event the relationship between DATCP and WLIC failed. The DATCP contract with WLIC requires DATCP to make payment of $250,000 annually. DATCP-WLIC contracts typically run one year, with a provision allowing extensions by written amendment. The current contract expires June 30, 2015 The 2015-17 state budget, as introduced by Governor Walker, proposed to eliminate the livestock premise staffing position at DATCP (delete the contingency position for the livestock premises registration) and also delete the associated GPR funding of $66,200 GPR annually. However, this funding, which was allocated for a staffing position, has become part of the cost of running the livestock premise registration at WLIC and is instrumental in making the program work effectively. Accordingly, WVMA and the other Wisconsin agriculture groups asked that the funding be preserved. The Joint Finance Committee (JFC) expressed support for WLIC and voted to maintain full funding for Wisconsin’s livestock premise registration program, preserving the annual $66,200 appropriation to complete the $250,000 annual payment. But, the Committee did eliminate the one unfilled contingency position vacancy at DATCP. n

Part 1 The first portion of this session will discuss common pitfalls and focus on building strategies for success. Weight Management; If Only They Could Lose, Everyone Wins! Part 2 This portion of the session will emphasize implementing a weight management program in practice, what are the roles of team members? How are dogs and cats different? How do you decide when you need a therapeutic diet and how do you compare them? Small Animal Track 2
Byron Blagburn, BS, MS, PhD, D (Hon.) ACVM (Parasitol) Dr. Byron Blagburn holds the appointment of Distinguished University Professor at the Auburn University College of Veterinary Medicine. He received his doctorate in parasitology from the University of Illinois College of Veterinary Medicine, and is an Honorary Diplomate of the American College of Veterinary Microbiology (Parasitology). The Confusing World of Canine and Feline Heartworm Disease Parts 1 and 2 All aspects of heartworm infection in dogs and many in cats are changing rapidly. This presentation will provide updates on treatments of heartworm infection including elimination of microfilariae and adult worms, and new strategies and recommendations for heartworm testing. We will also discuss prevention, including what we now know about resistance to heartworm preventive and how it might affect our prevention strategies. What’s the Latest on Fleas, Ticks and Vector-borne Diseases Parts 1 and 2 Controlling fleas and ticks requires an understanding of their unique biology, including prevalence of the different species in different geographic regions, as well as how to integrate environmental and “in on animal” control strategies. Also, ticks may transmit multiple disease agents. This presentation will discuss current control strategies
(including product options), and provide updates for common vectorborne cytauxzoonosis, and hepatozoonosis. What You Must Know About Emerging Parasitic Diseases Protozoan parasites, though small, are formidable disease agents. Diagnosis and treatment of common protozoal diseases often require a combination of unique strategies and unique anti-protozoal agents. This presentation will revisit important protozoal pathogens such as Giardia, Cystoisispora (coccidian), Tritrichomonas, Toxoplasma, and Neospora and provide updates on diagnosis, treatment and control strategies. Clinical Parasitology Challenge: Diagnostics in Veterinary Practice This is an interactive session in which interesting (and real) cases are presented for diagnosis, treatment and discussion. Each attendee will have an anonymous audience response device to interact with the speaker. Equine Track
Amanda Adams, PhD Dr. Amanda Adams received her PhD in 2008 at the University of Kentucky, Gluck Equine Research Center, in Veterinary Science with an emphasis in equine immunology. She continued her research as a Postdoctoral Scholar at the Gluck Center from 2008-2011 and in 2011 she became an Assistant Professor in the Department of Veterinary Science. Basic Equine Immunology Due to the critical involvement of the immune systems in all animal functions, understanding immunity is essential to understanding animal health and medicine. This session is intended to be an Immunology 101 lesson and will thus give an overview of how the immune system functions in the face of pathogen invasion. Thus, this lecture is intended to take one on a tour of how the immune system is activated and by doing so the innate and adaptive immune systems will be reviewed. Overview of Equine Vaccines and Ongoing Studies Vaccination is one of the most effective tools, alongside of basic biosecurity measures, to aid in preventing infection or to limit its consequences and thus it is critical to understand how different vaccine formulations activate the immune system. This session will give an overview of how different vaccine formulations activate the immune system. In addition, a few of the ongoing vaccination studies at the Gluck Center will be shared. Immunology of the Young Horse The development of equine immunity from the fetus to adulthood is complex. The foal’s immune response is quite naïve over the first months of life until the immune system becomes adult-like. It is important to understand this process, as it offers some explanation for the increased susceptibility of foals to certain pathogens. This session will overview immunity of the young horse and maternal antibody interference will be discussed along with vaccination strategies of the young horse. >>> Continued on Page 9

Effect of Weaning Stress on Immune Function in Horses It is important to recognize that the weaning process of foals involves a period of considerable stress which likely contributes to an increased risk of infectious disease in these young horses. This session will give an overview of how weaning impacts the physiology of the foal along with the immune system. Strategies to overcome weaning stress on immune function will be discussed by sharing recent data from the Gluck Center. Geriatric Horses: Vaccination, Deworming and Inflammation Given the growing number of geriatric horses worldwide, it is critical that we understand how the aging process may or may not affect the maintenance of health of these special needs horses. This session will give an overview of how the aging process affects the immune system of the geriatric horse. In addition, recent studies from the Gluck Center will be shared on vaccination, deworming and modulation of inflammation of geriatric horses. Equine Metabolic Syndrome (EMS) vs. Pituitary Pars Intermedia Dysfunction (PPID) Often times the understanding of EMS and PPID are confused and given the differences that exist between the two conditions it is important that this information be reviewed. In this session, the conditions of EMS vs PPID will be reviewed and ongoing research at the Gluck Center for each of these conditions will be mentioned. Large Animal Track 1
Kristen Friedrichs, DVM, DACVP After graduating from the University of Wisconsin, Dr. Kristen Friedrichs spent eight years in private practice as both a dairy and companion animal veterinarian. She returned to the UW for a clinical pathology residency and currently is an assistant professor in clinical pathology with responsibilities in diagnostic service, teaching and research. Clinical Pathology for the Dairy Practitioner: When the Diagnosis is Not at the End of Your Stethoscope Part 1 Session 1 addresses the importance of proper collection and handling of blood samples and will include a discussion of the advantages and disadvantages of using the in-clinic versus reference laboratory. This session will also begin a discussion of hematological disorders and interpretation of the complete blood count, starting with abnormalities in red blood cells. Clinical Pathology for the Dairy Practitioner: When the Diagnosis is Not at the End of Your Stethoscope Part 2 Session 2 will continue the discussion of hematological disorders and interpretation of the complete blood count, addressing leukocyte changes and will follow with interpretation of the biochemical profile with regards to disorders of the gastrointestinal tract.
Clinical Pathology for the Dairy Practitioner: When the Diagnosis is Not at the End of Your Stethoscope Part 3 Session 3 will address interpretation of the biochemical profile and urinalysis with regards to disorders of the liver, urinary tract, and muscle; and will end with a discussion of clinical pathological changes in sick neonates. Jason Osterstock, DVM, PhD Dr. Jason Osterstock is the Global Genetics Technical Services Lead for Zoetis with responsibility for supporting the development and commercialization of genomic technologies in beef cattle, dairy cattle, and sheep. He received his BS and DVM from The Ohio State University and completed an internship at Colorado State University prior to working as an associate veterinarian in a mixed animal practice in Nebraska. Dr. Osterstock spent 6 ½ years at Texas A&M University including completion of a PhD in genetic epidemiology, faculty service in the veterinary teaching hospital, and leading ruminant health research efforts as an assistant professor at Texas AgriLife Research in Amarillo, TX. Dr. Osterstock joined Zoetis, in 2010 and has worked in various capacities in the genetics and animal health businesses. Basic principles in genetic improvement and genetic testing will be reviewed in the context of how and why this additional information becomes important to genetic selection. Dairy Genetic and Genomic Evaluation in the US This session will examine the resources available to US dairy producers to inform genetic selection decisions. Included are a description of the US dairy genetic evaluation system, the traits supported, and the key factors shaping the data that is available to commercial dairy producers. Genomic Data and the Commercial Dairy This session will utilize examples and data from real-world settings to help illustrate the benefits of genomic technology. Transition Dairy Cow Ration Pit Falls and Alternatives Transition cow feeding and management offer an opportunity to “set up” these cows for success in the next lactation or result in “broken” cows. Ten key focus areas will be explored and discussed including dry matter intake, low energy diets, feed additives, drenching, and metabolic disease risks. Cow Talk on Feeding Program; Are We Listening? As veterinarians serve, walk, and observe their herds, several tools and approaches can be used to evaluate the current situation and identify bottle necks. Tools are fecal starch levels, milk component variation, manure wash, forage and TMR particle size and evaluation, bunker/bag evaluation, fecal scoring, and locomotion interpretation. Let’s Talk Dairy Nutrition with High Producing Cows This session will feature recent topics and areas of interest shared by enrolled veterinarians including feeding economics benchmarking, chromium supplementation, amino acid balancing, role of shredlage vs. plant processing, uNDF and NDFD applications, grouping strategies, and feed additive selection. Additional topics will be added based on feedback and interest. J. Richard Pursley, BS, MS, PhD Dr. J. Richard Pursley received both a BS and MS from Kansas State University and a PhD from the University of Wisconsin-Madison. He is currently a Professor of Animal Science in his 20th year at Michigan State University. His research is focused on ovulatory follicle development of dairy cows and how follicular
development dictates fecundity outcomes. He co-developed Ovsynch, an ovulation synchronization strategy for dairy cows that allowed for effective use of timed-AI. The mission of his research is to develop practical solutions for dairy cattle infertility. His extension/outreach program is focused taking these practical solutions to the field to enhance the veterinarian’s role in reproductive management of client’s dairy herds. Predicting Chances of Pregnancy in Dairy Cows Based on Various Phenotypes Various phenotypes have been identified that are either beneficial or detrimental for dairy cow fertility. Several studies providing evidence that a number of reproductive parameters including how antral age of the ovulatory follicle may be the key limiting factor to fertility of dairy cows and can be utilized to predict fertility levels. Standing Estrus is not an Indicator of High Fertility in Lactating Dairy Cows This session will present convincing evidence that inseminating cows to a standing estrus does not provide high fertility in lactating dairy cows. Fertility programs such as Presynch-11, G6G and Double Ovsynch alter both antral age of the ovulatory follicle and the hormonal milieu during the growth of that follicle to provide greater chances for pregnancy. Unilateral Double Ovulation is a Key Determinant of Pregnancy Loss in Lactating Dairy Cows New data will be presented on how double ovulations affect pregnancy loss in lactating dairy cows and how the hormonal environment during follicular development impacts the rate of double ovulations. n

Holly Hovanec, WVMA executive board student representative
Holly Hovanec grew up in the northern suburbs of Chicago, but has resided in Wisconsin since her family moved to Newton six years ago. With a wildlife ecology degree from the University of Wisconsin-Madison, Hovanec became interested in veterinary medicine after being lured onto a dairy farm by a veterinarian. “After riding along to farm calls, talking with farmers, and witnessing my first C-section, I was inspired to pursue veterinary medicine,” says Hovanec. “The camaraderie and respect within the veterinary community was generously manifested to me as I spent more time in the clinic, and I wanted to be a part of it for life.” Going into her second year of veterinary medical school, Hovanec is excited to become a liaison between the University of Wisconsin School of Veterinary Medicine and the WVMA. “I think it is crucial to continue maintaining and growing this connection,” she says. “I also want to gain insight into the decision-making process of the veterinary community in Wisconsin by serving as a voice for students.” In the next two years, Hovanec hopes to see more encouragement for students to participate in statewide events related to veterinary medicine.

Along with her new position on the WVMA Executive Board, she is the secretary for the Wildlife, Exotic and Zoo Animal Medical Club and serves on two faculty-student committees. She still remains active in her undergraduate capstone research project involving trapping and tracking coyotes Holly Hovanec and foxes in Madison and will be traveling to Ecuador to participate in a veterinary missionary trip in July. After graduation, Hovanec plans to pursue a career as a mixed animal veterinarian while incorporating her interests of holistic medicine and chiropractics. n
