But Doctor, I Just Want You to Write That Letter
By Yvonne Bellay, DVM, MS, DATCP animal welfare programs manager/epidemiologist Wisconsin law requires that all dogs five months and older be licensed and vaccinated against rabies. Some local municipal ordinances also require that cats be vaccinated against rabies. These requirements are in place to address the fact that rabies is a fatal zoonotic disease and a public health concern. The number of human cases of rabies in the United States has decreased from an average of 50 cases per year in the 1940’s to an average of two cases per year currently. This decrease in human cases is due largely to the increased vaccination of dogs and cats, licensing requirements with rabies vaccination prerequisites, leash laws and animal control programs. There has been some confusion regarding exemptions to the rabies vaccination requirement. There is no provision in the law that accepts a rabies titer result in lieu of rabies vaccination. In situations where a veterinarian determines that administering a rabies vaccine to a dog is medically inadvisable (for example, a previous anaphylactic reaction), the veterinarian may write a letter for the client explaining the reason. The owner must present that letter to the local collecting official who may then issue a license without the required proof of current rabies vaccination. The official is not required to accept the letter, the letter is valid only for the current licensing year, and there is no blanket or lifelong exemption. If the medical conditions requiring the letter persist, a new letter must be written for every licensing year it is deemed necessary. In addition, the owner must be informed that the dog is an unvaccinated dog for all purposes and will be treated as such if it bites a person or is exposed to a known or suspected rabid animal. The provision was put in place to give the collecting official an option. It prevents the owners of dogs not vaccinated due to medical issues from being in violation of both the vaccination and licensing laws. But it was never meant to allow owners to just opt out of rabies vaccinations. Veterinarians are not responsible for enforcing the rabies vaccination law. They determine there is a valid medical reason for not vaccinating, and they must sign their name to the letter. If a veterinarian does not feel the request is justified, the letter should not be written. l

Be a Mentor, Make a Difference Eighteen years ago, a neighbor stopped in to inquire about sheep farming. The family of four had a small acreage farmstead, and was intrigued with the possibility of adding a sheep enterprise to the farm. They already had a small flock of chickens and pets. The parents wanted to give their daughters “large” farm animal experience and thought sheep could do just that. One year later we sold them a small group of ewes to start their sheep flock. So began the process of mentoring the family in sheep farming. I spent time teaching them about feeding, care, and basic husbandry practices in the ensuing years. The girls learned a lot about sheep handling and behavior. They were involved in the frequent flock moves while rotationally grazing their sheep. They pitched right in with lamb processing at birth, vaccinating, and de-worming the flock in the summer.

Much to Brooke’s and my dismay, she was not accepted to veterinary medical school. But, her passion for animals and science was not to be extinguished by her rejection letter. She accepted a post grad offer from North Carolina State University in poultry science. She has completed her master’s degree and is now working on her PhD. Her area of study is the performance and behavior effect of different segments of the light spectrum on poultry using LED lights. This is important research for poultry producers.
Many of us have had the opportunity to mentor young people who are interested in veterinary medicine. Given the difficulty in gaining admission to veterinary medical school, many of these young people do not become veterinarians. All is not lost though; without doubt the mentoring we do has a positive impact on their lives, no matter where life’s journey takes them. The mentoring This experience piqued the interest of one of the daughters, Brooke, of young people leaves a positive legacy. This young lady is in veterinary medicine. Brooke decided to take college prep classes advancing animal health, welfare, and productivity, even though in high school; she would be the first in her family to attend college. she is not a veterinarian. Embrace the opportunity to be a mentor. Make a difference. l She attended UW-River Falls, enrolling in pre-vet classes. Brooke enjoyed the animal science classes and became involved with animal welfare issues and was active in the pre-vet club. To log experience hours for her application to veterinary medical school, she rode with me for farm calls and I gladly wrote her a letter of recommendation for her application.

Progress Made on Pharmacies Using Personal Information

It has been a slow journey, but we are finally making progress on the issue of “human” pharmacies using a veterinarian’s personal information on prescriptions and paperwork. Instances where information such as personal addresses, made up DEA numbers and other changes not approved by the prescribing veterinarian have been shared with us. Most of the reports have come from the Brookfield, Waukesha and Plymouth areas. We have shared these with Walgreens and they are working to address the issues at the individual locations. If you reside in another part of the state and are having similar issues, please email me samples of the incorrect information. I will then be able to get it addressed. For the areas that have been notified, watch the process to ensure that protocols are changing. If you are still receiving incorrect information, document it and send it to me. I’m glad the WVMA was able to help get this issue addressed. Having clients show up at your home is unacceptable. Thank you to the members and clinics who have provided me with the samples needed to resolve this issue. Helping veterinarians in instances like this is another example of the WVMA serving its members! l

WVMA Sponsors State FFA Veterinary Science Proficiency Award By Bailey Quam, WVMA communications and project specialist
On June 12, WVMA President, Dr. Robert Leder, presented Edwin Schott, of the Sauk Prairie FFA, with the State FFA Veterinary Science Proficiency Award at the Wisconsin FFA Convention in Madison. This award recognizes the student who best demonstrates an understanding of veterinary medical practices and animal health care in Wisconsin. Schott started his Supervised Agriculture Experience by riding with his Mom, Dr. Lynae Schott, on emergency calls after school. After helping his Mom, Schott began helping other veterinarians at Sauk Prairie Veterinary Clinic. When a veterinarian at the clinic suffered a heart attack, Schott was able to work full-time during the summer for the clinic and later assisted that veterinarian with physicals tasks. This unique experience gave him a lot of hands-on experience, and he continues to work for the clinic part-time. Future plans for Shcott include working at Sauk Prairie Veterinary Clinic this summer and attending the University of Wisconsin-Platteville in the fall where he will major in Animal Science. After graduation, he hopes to attend veterinary medical school. The top state finalists in the veterinary science proficiency area received monetary awards made possible by sponsorship from the WVMA. Schott has yet to find out if he will be selected as one of four national finalists. If selected, he will compete at the National FFA Convention in Indianapolis, Ind., in October. The four national finalists will each receive a plaque and scholarship thanks to sponsorship by the American Veterinary Medical Association. l

A Short Primer on Trademarks for Veterinarians By Joseph T. Leone, DeWitt Ross & Stevens, s.c.
A good trademark, as any marketer will tell you, creates an instant, indelible feeling in a potential buyer of your goods or services. Compare, for example, Rolex® with Timex®. Does a Rolex®-brand watch keep better time than a Timex®-brand watch? Unlikely. Why then can Rolex charge several thousand dollars for a stainless-steel watch, while Timex can charge no more than perhaps fifty dollars for a steel watch of comparable accuracy? It’s all in the trademark and the advertising behind the trademark.
Trademarks and service marks are identical in form and function. The only difference is that trademarks apply to goods; service marks apply to services. So for a veterinary practice, you would seek to register a service mark. A trade name, in contrast, is your corporate name: the legal entity under which a company is organized.

Current Events and Emerging Outbreaks By the WVMA One Health Committee May 2018: The California Department of Food and Agriculture (CDFA) reported detection of virulent Newcastle Disease in a small flock of backyard chickens in Los Angeles County. This is the first U.S. case of virulent Newcastle Disease since 2003. May 2018: Recent research by Plummer and colleagues identified that mineral licks in the wild can serve as reservoirs for Chronic Wasting Disease prions, the causative agent of the disease (Plummer, et al. PLoS ONE, 2018). May 2018: The Center for Disease Control and Prevention (CDC) said that Wisconsin reported 4,299 human cases of Lyme Disease in 2017, the highest case number to date.

Value of WVMA membership: The WVMA is a great resource and helps the veterinary community stay up-to-date with current events in our profession. It’s a good networking opportunity and serves as a support system for Wisconsin’s veterinarians. Most memorable part of her veterinary career: I’ve been a veterinarian for just one year now, and I think it’s true when everyone says that you learn a lot straight out of school. Those trainwreck calls serve as some good character building. One of my most memorable calls was a farrowing on a hobby farm. I can count the number of times I’ve done anything medically related to pigs on one hand. My boss gave me some pointers over the phone on my way out there. The owners eventually got the gilt squeezed in-between a board and a barn wall and I fumbled through my first farrowing. I was thankful for small arms and I’m sure the gilt was as well. Since then, swine clients seem to be coming out of the woodwork; so now I’m (unexpectedly) learning a lot about pigs. Another memorable call was for a “cow off feed” that didn’t clean. Turns out she had a five-day old dead calf in her. It was my first time on that farm, but I was pretty confident that I could get the calf out and told the client it would take me about 40 minutes. I was wrong. After a 3-hour fetotomy I finally got everything out. I was pretty spent (and completely soaked in rotten fluid). The farmer told me I

When heading out to what you suspect will be a tough call, just tell yourself that you are going to handle it (even if you feel like you can’t). I try to remind myself that if other people can figure this out, then I can as well. And if I need some guidance over the phone, my bosses are just a phone call away. When interviewing for jobs, make sure to find a clinic that’s the right fit. I’m fortunate to work for a practice that has been extremely supportive, encouraging, and makes me feel like part of the team. That makes all the difference, especially if you decide to move 943 miles away from home. For those smaller students wanting to be dairy vets, make your DA incisions lower on the cow, and keep a sturdy stool in the truck for calvings on big Holsteins. Those five-gallon buckets farmers have are way too wobbly. Veterinary medicine outreach: My clinic is very involved with the community’s agriculture and 4-H groups. I give tours of some of our dairies to grade school kids and enjoy teaching them about cow health and veterinary medicine. The summers get busy with local fairs, so I try to spend as much time supporting clients at those events. I think it’s important to keep the young community involved in agriculture! l
