Wisconsin Veterinary Medical Association Inducts Pets into Pet Hall of Fame
The Wisconsin Veterinary Medical Association (WVMA) is proud to honor four inductees into the 2014 WVMA Wisconsin Pet Hall of Fame. In its 20th year, the Wisconsin Pet Hall of Fame celebrates pets that exemplify the affection, loyalty, and value of the human-animal bond. Each year the WVMA honors this special relationship in three categories: companion, hero and professional. The 2014 inductees have contributed immensely to the lives of their owners and their communities. These four extraordinary pets were honored during a noon luncheon ceremony held on March 15 at the Glacier Canyon Lodge in Wisconsin Dells. The event was sponsored by Merial and Boehringer Ingelheim. Companion – Bettie
Bettie, a 3-year-old Boston Terrier from Madison has an incredibly strong bond with her owner, Jessica Eisenmenger. The pair has been inseparable since the day Jess brought Bettie home. Every day, Bettie sits on Jessica’s lap while she completes cystic fibrosis treatment. In return, Jessica did everything she could to help Bettie battle intestinal lymphoma. “Bettie is a true companion to Jess in every sense of the word,” says Bettie’s veterinarian Dr. Amanda Falch of Middleton Veterinary Hospital. Their strong bond and positive attitudes have helped both stay optimistic and determined, making Bettie and excellent inductee into the Wisconsin Pet Hall of Fame. Companion – Vanessa
Vanessa, a 1-year-old kitten from Rockland, was adopted by a family after they tragically lost their son, a dog and a kitten in a short period of time. The family was devastated. Pam Benson, decided to adopt Vanessa, a tiny kitten, at their local shelter. Immediately, Vanessa brightened the Benson family’s lives. “Vanessa was just what the family needed, she was vibrant, full of spunk and her terrible kitten antics kept the Benson family laughing, lessening their sadness,” says Vanessa’s veterinarian Dr. Debbie Padilla Kruk or Morganside Veterinary Clinic. “The bond Vanessa shares with the Benson family is a true example of how an animal-human bond can heal the soul,” says Dr. Padilla Kruk. The joy and happiness Vanessa brought and continues to bring the Benson family makes her an ideal inductee for the Wisconsin Pet Hall of Fame. >>> Continued on Page 4

Spring’s New Beginnings Chris Booth, DVM
Springtime is always a wonderful time of the year, but especially this year due to our harsh, cold and never-ending winter. Spring seems to trigger a new excitement in life and helps create positive attitudes and optimism from all of the new changes we experience in the world each day. The feeling of warmth on our face on a sunny day, the pleasant sound of birds singing in the trees and the aroma of freshly mowed grass make it easier to put a smile on our face and enjoy the day. The best part about spring is it marks the start of so many new beginnings and new life. As veterinarians, we appreciate the new life that spring brings in the form of lambs, foals, kittens, fawns, chicks, bunnies and wide array of other animals. New life is all around us in the form of new plant life. Leaves on the trees, apple blossoms, wild flowers along the roadside, alfalfa in a farmer’s field or vegetables growing in our gardens all mark a new start and a beginning. It really doesn’t matter what the past seasons have given or challenged us with. This is a new spring and a new time to go forward. By the time spring rolls around, many of us are starting to see our action plans for our personal and professional lives kick into action. We spend lots of time and effort setting goals and developing ways to achieve them through the cold winter months. A new and brighter future is on the horizon and we are starting to reap the results of our efforts.
As the WVMA President, the spring is a unique time for me because I get the opportunity to share in the experience of new beginnings with many of our future veterinarians. The WVMA sponsors the Blue Coat Ceremony for veterinary students who will be starting their fourth year clinical rotations. The blue coat is symbolic for identifying students from clinicians and residents in the teaching hospital. This is a very special time for our future colleagues because it marks the beginning of their clinical practice of veterinary medicine. They have dreamed about this opportunity and worked towards it with all of their heart for years. The UW Veterinary School Awards banquet is another great event that helps to wrap up the veterinary school careers of students and marks the exciting time of many new and exciting career moments to come. These graduates will be embarking on a wide variety of career paths that will lead them to new jobs, new homes, new challenges and new opportunities that they have never imagined before. As WVMA members we can be extremely proud of the new colleagues we have entering our profession. It is important that we continue to support, mentor and encourage them as we work together to create a great future in the world of veterinary medicine. “Every day is a new beginning. I am excited to share that the WVMA Residue Task Force is taking their work and the HACCP for Proper Drug Use Program to the next level. The program is being launched nationally under the name Food Armor™ - WVMA HACCP for Proper Drug Use. There is a certification component being developed and dairy farms around the country will have the opportunity to become a Food Armor™ Certified Farm. In addition, the WVMA is in the process of hiring a part-time veterinarian to train veterinarians on the program and to provide in-field support. The position is being supported by companies and associations in the milk and meat industry that believe in our approach and the results. They are enabling the WVMA to elevate and accelerate our work on this issue. Program Background
The Wisconsin Veterinary Medical Association’s Food Armor™ - HACCP for Proper Drug Use is a proven, six-step on-farm program to ensure food safety, of both meat and milk, and responsible medication use on dairy farms. This program identifies potential risks (hazards) and provides the know-how and action plan to implement safeguards and management practices (critical control points), creating an achievable Hazards Analysis and Critical Control Points (HACCP) plan. The Food Armor™ Program requires veterinarians and producer teams to work seamlessly to create a HACCP plan that is customized to the farm’s management and employee’s skills and needs. It truly is a win-win for both veterinarians and producers. With veterinarian oversight, producers can evaluate their drug use and in most cases, find economic gains when using fewer medications (label treatments) with shorter withholds, resulting in fewer days out of milk and meat production. To date, the WVMA is the only individual and/or group that has provided the industry with a comprehensive solution to residue reduction and proper drug use. It is the only program of its kind to lay out how veterinarians and producers can work together to obtain the goal of food safety and stands to redefine drug use in the dairy industry. WVMA Inducts Pets into Pet Hall of Fame >>> Continued from Page 1 Hero – Tazer
Tazer, a 6-year-old British Labrador Retriever from Hayward, is committed to his owners Jack and Marlene Reeder. On May 17, 2013 Marlene was awakened by a barking Tazer and discovered Jack was not in bed. Marlene found Jack in his favorite chair, unresponsive and soaking wet. When the ambulance arrived, Tazer would not let anyone near his owner, Marlene had to pull him away and put him in his kennel. “Of the 13 Labrador’s Jack has owned, Jack believes Tazer is the smartest,” says Dr. Edward Haugen of Family and Farm Veterinary Clinic in Hayward. Tazer saved Jack’s life that night, making him an excellent inductee for the Wisconsin Pet Hall of Fame. Professional – Abby
Abby, an 11-year-old Labrador Retriever from Mazomanie, serves in the Pet Pals Pet Therapy program at the American Family Children’s Hospital in Madison. Pet Pals is a unique program because it is available to for all patients, especially children who are immunocompromised from organ transplantations or cancer chemotherapy. “It really takes a lot of focus and effort to constantly reposition their bodies so patients in wheel chairs, hospital beds and in parent’s arms are well within reach,” says Abby’s nominating veterinarian, Dr. Linda Sullivan of the University of Wisconsin School of Veterinary Medicine. Abby also helps veterinary medical students improve their clinical skills by quietly sitting while undergoing strict medical examinations. “From the moment Abby serenely completed her Pet Pals behavior evaluation, we knew she would be a very special asset for the program,” says Dr. Sullivan. “Her stellar volunteer work at the Children’s Hospital and the learning opportunities make her an ideal candidate for the Professional category for the Wisconsin Pet Hall of Fame. n

AVMA and WVMA Laud Efforts to Increase Veterinary Oversight of Antimicrobials The American Veterinary Medical Association (AVMA) and Wisconsin Veterinary Medical Association (WVMA) applauds recent actions taken by the U.S. Food and Drug Administration (FDA) that will allow for greater veterinary oversight of the use of antimicrobials in food animals. “This move by the FDA is one that we have worked toward for some time now, and we are pleased that veterinarians will be even more involved in overseeing the use and administration of antimicrobials on the farm,” said AVMA Chief Executive Officer Dr. Ron DeHaven. The release of a list of companies and their antimicrobial products that will no longer be used for growth promotion and will require veterinary oversight shows that a voluntary program instituted by the FDA is working and is effective, DeHaven said. The FDA list comes after the agency released Final Guidance 213 last year that establishes a threeyear timeframe for phasing out growth-promotion uses of antibiotics important in human medicine and phasing in of veterinary oversight. “The AVMA has long advocated that judicious use of antimicrobials
and greater veterinary oversight on the farm benefit human and animal health,” DeHaven said. “The FDA’s list serves as confirmation that the voluntary process is one that can produce positive results.” According to the FDA list, the 25 companies who intend to engage in the judicious use strategy by withdrawing approvals relating to any production uses and changing the status of their drugs from over-thecounter to use by veterinary feed directive or prescription hold 99.6 percent of the drug applications affected by Guidance 213. “The FDA has said that they are encouraged by the response from these companies, and the AVMA is equally pleased to see that so many of these companies are willing to participate for the greater good of animals and people,” DeHaven said. “The AVMA believes that veterinarians should strive to optimize the therapeutic efficacy of, and minimize resistance to, antimicrobials. The actions of the companies on this list reflect that position, and we believe these actions will benefit both animal and public health.” n

The “Do’s and Don’ts” of Employment Advertisments Stephen A. DiTullio, DeWitt Ross & Stevens S.C.
Advertisements are generally the first instance when an employer and a prospective employee communicate. Federal laws prohibit employers from advertising in a manner that indicates a preference for applicants based on their race, sex, religion, national origin, age, or other protected classification under applicable laws, except in those rare instances when such characteristics are considered Bona Fide Occupational Qualifications (“BFOQ”). Wisconsin law likewise prohibits advertisements from discriminating on any of the protected classes under Wisconsin law. Veterinary practices should ensure that their employment advertisements avoid gender specificity. Terms such as “repairman” or “hostess” are considered gender specific and should be avoided. Likewise, advertisements indicating age-based preferences or limitations must be avoided, such as “recent high school or college graduates are encouraged to apply” or that the company is “youth oriented.” Advertisements must be critically reviewed by a veterinary practice and its legal counsel as this is an area particularly vulnerable to class action lawsuits, but one that is often overlooked. It is recommended that advertisements should further contain an equal opportunity statement. In addition to prohibited discriminatory statements in advertisements, veterinary practices must be careful not to create an implied contract of employment

or any other such commitment. Guarantees as to job security, future advancement, permanency of the position, and employment for a specific duration must be avoided. Wisconsin Statute § 103.43(1) also forbids employers to influence, induce, or persuade an individual to accept employment by false or deceptive advertising. As such, veterinary practices may not misrepresent the kind of work to be performed, mischaracterize compensation to be paid, or misrepresent conditions of such employment. Likewise, employers who advertise during a strike or lockout are required to disclose that fact to prospective employees. Keep in mind that the rules and issues identified in this article apply to all types of advertisements whether they appear in a print publication or on the internet. The key point to understand is that employment legal risks begin at the point of advertising and hiring, not on the first day of employment. n

Dr. Erica Sheets Dr. Erica Sheets attended the University of Wisconsin – River Falls majoring in Animal Science and minoring in Spanish. In 2004, she graduated from Iowa State College of Veterinary Medicine. For the past eight years, Dr. Sheets has practiced at Kiel Veterinary Clinic working almost exclusively with dairy cattle. Her interest in reproduction, herd health problems, young stock programs and employee trainings make her an ideal member of the WVMA Dairy Welfare Committee, which she joined in 2014. “Dairy cattle welfare is a topic I am passionate about,” says Dr. Sheets. “I feel that dairy operations of every size can benefit from proper cattle handling, employee training and standard operating procedures (SOP’s) for care.” Dr. Sheets has also completed the WVMA HACCP for Proper Drug Use Program where the importance of written protocols was reiterated. Dr. Sheets believes in the program so much that a WVMA member presented the topic at the clinic’s June dairy client meeting. “The presentation created good discussion on our dairies, which led to a better understanding of why protocols and veterinarian oversight are so important,” she says.

For current veterinary medical students, Dr. Sheets recommends to always show confidence and believes it is a big part of the profession. “Even if you aren’t 100 percent positive, at least come off that way in front of clients,” she says. “It’s okay to say ‘I don’t know’, but then you need to follow up with the client to show them you care about them and their animals.” Outside of the WVMA, Dr. Sheets participates in career day activities in the local school system where she educates grade school children about a career in veterinary medicine. She has also conducted tours at the veterinary clinic for youth organizations along with coordinating the two week externships the clinic offers to veterinary medical students.
It is crucial for the veterinarian to be considered the expert in certain situations on the farm when dealing with down cows, believes Dr. Sheets.
Dr. Sheets values her WVMA membership for many reasons, including the timely, high-quality continuing education sessions and networking opportunities with colleagues around the state.
“Not only do we have the ability to examine each case and give our client a prognosis, we also have the medical training to know when humane euthanasia might be the best option in situations like displaced hips, fractures and other,” she says. “Working knowledge of

Human to Cattle TB Transmission
A case of human to cattle transmission of tuberculosis was confirmed recently in the United States prompting a need for TB diagnosis initiatives on dairy farms. Individuals working on dairy farms who have lived in or recently visited countries where tuberculosis is prevalent pose a possible risk to herds in Wisconsin. The transmission of TB to a herd can become a costly problem marked by increased testing and animal culling. Workers that would be at greatest risk for TB infection could include any of the following: • Anyone who was in close contact with someone already sick with tuberculosis, OR • Anyone who lived or recently visited a country with a high prevalence of TB, OR • Anyone who has consumed unpasteurized milk products from a cow with TB According to the CDC, the majority of U.S. cases of TB among foreignborn individuals have been found in individuals from the following seven countries: China, Guatemala, Haiti, India, Mexico, Philippines, and Vietnam. We recommend that veterinarians take a moment to speak with dairy farm clients about considering having workers with a higher risk for TB tested, especially if they work directly with susceptible species. DATCP is working with other state partners to develop an information campaign about this issue.
Small Flock Poultry Veterinarian Training
More than 80 veterinarians participated in a 3-hour seminar for veterinarians on poultry medicine for small flock owners. The March 25th seminar featured nine veterinarians who presented cases in which they have helped small flock owners with health problems including common poultry diseases including coccidiosis and scaly leg mites as well as surgical cases concerning bone fracture repair and tumor removal. Participants also discussed the signs of serious poultry diseases such as Avian Influenza and Newcastle Disease, and how to protect Wisconsin’s poultry growers from these serious diseases. The veterinarians will be added to a special roster found on the DATCP website. The goal of the educational sessions is to identify small flock poultry veterinarians to whom flock owners can turn for professional advice. Breed Registration Tattoos and Numbers
Some Wisconsin veterinarians are still exporting cattle to other states using a breed registration tattoo and/or number. Please be aware that even if the receiving state accepts breed registration tattoos/numbers, this is still a violation of Federal rule. Federal rule states that if tattoos/numbers are not considered official ID unless both states have an agreement in place. Wisconsin has no agreements with other states and does not plan to establish any.
