50 Year Awards Recipients Recognized at WVMA Convention Robert W. Elkins, DVM

Dr. Robert Elkins graduated from Michigan State University College of Veterinary Medicine in 1956. He came to New Glarus to start a one man practice which was common in the 1950’s and 60’s. After several years, Dr. Elkins turned his one man practice into a dynamic duo which eventually expanded to four veterinarians. In 1996, 40 years after Dr. Elkins hung up his diploma he hung up his practicing days too. Dr. Elkins fondest memories over his 40 year career were relationships with farm families he served. Another fond memory is of UW veterinary students that were assigned to his practice each year. “These students added fresh thought and interesting conversation to each day,” recalled Dr. Elkins. “The basic practice of veterinary medicine is much the same as it always was,” says Dr. Elkin. “The client-vet relationship is much like that of James Herriot. The interaction with the dairymen and the farm family is a classic.” The greatest evolution he has seen in veterinary medicine is all of the technological advancements in medicine and equipment used today. Richard Larsen, DVM

Dr. Richard Larsen graduated from Iowa State University College of Veterinary Medicine in 1964. He helped found Dairyland Animal Health in Weyauwega, Wis. where he spent his 30 year career practicing both large and small animal veterinary medicine before retiring in 1994. Dr. Larsen worked mostly as a large animal veterinarian, but he spent time examining small animals in between traveling from farm to farm. The challenge of the profession, satisfaction of a job well done and all of the farm families are Dr. Larsen’s fondest memories while practicing at Dairyland Animal Health. In those 30 years, Dr. Larsen had many amazing experiences traveling from farm to farm and much has changed from when he started practicing. The greatest change for him and the profession is herd size. Small and medium sized herds are disappearing or growing to larger herds and how small animal practices are continuing to increase. With many challenges and changes in the profession, Dr. Larsen says that he is very thankful for his veterinary career. Wayne Siegfried, DVM

Dr. Wayne Siegfried graduated from Auburn University in 1964. He started his career at Columbus Veterinary Hospital as a small animal veterinarian where he became a partner. In 1967, Dr. Siegfried left the Columbus Veterinary Hospital and started the Siegfried Small Animal Hospital in Beaver Dam, Wis. Since 2001, Dr. Siegfried has been practicing part-time. Throughout his career, Dr. Siegfried has seen great evolution in veterinary medicine. Among this evolution are the continual technological advances in diagnostic equipment and in the operation of business. >>> Continued on Page 4 1

A Season of Change and Opportunity

Fall is my favorite time of year. I love watching the leaves burst into brilliant colors, the lawns turn lush and green again, the nights turn cool and the days become crisp and clear. The beauty of fall inspires me to get outside and exercise, something I don’t really do consistently, even though I know I should for my health and wellbeing. Why? My job is filled with stress, just like yours is, and that of your employees. Don’t get me wrong. I love my job just like you do, but like you I don’t take 15 minute breaks, stop for lunch or chat by the water cooler. I stand most of the day while teaching in class, putting out fires, or treating the animals in my care. I eat on the run and faster than most people. I am in danger of “burnout”. I recognize it. The nature of my job won’t change, but I can put in place measures to combat it by doing things that help me physically and settle me emotionally. While I am subject to “burnout”, many of you may be in danger of “compassion fatigue”. What is the difference? Burnout results from the stresses of the worker and the nature of the work environment itself, while compassion fatigue results specifically from the relationship of the worker, whether DVM, CVT, receptionist, office manager, or assistant, and the patient.

It is our compassion for our patients that attracted us to this profession in the first place, but it is also an area of great vulnerability. Veterinary medicine is perhaps the only profession where you tearfully walk out of a room where you performed a euthanasia of a beloved pet you’ve known for 15 years and then proceed directly to another room, pasting a smile on your face, to greet your next client. It takes a toll and we need to recognize it and start taking measures to combat it before it progresses from the early symptoms of complaining, irritability and apathy into more serious alcohol or drug abuse. We need to take breaks at work, sit down and eat a relaxed lunch, take off time for “me” and support each other in the work place. A good start would be having a conversation about it with your staff. In keeping with our WVMA mission values of “Compassion” (for animals and people) and “Well-being” (caring for one another) our new five year WVMA strategic plan includes gathering and developing resources and contacts to help our members work through issues such as these. It is a start. Since I have added serving as WVMA President to my plate, I decided to sign up for the American Kortelopet cross-country ski race. It gives me a goal that will get me outside. I hope you find something that works for you. n

Consider the Foundation – Helping Animals Through People Kim Brown Pokorny

The Wisconsin Veterinary Medical Foundation (WVMF) is in its second year and has covered a lot of ground since its inception in 2013. As the charitable arm of the Wisconsin Veterinary Medical Association (WVMA), the WVMF will help animals through people. People like you, whether it’s through donations, education, research, health care, emergency or disaster assistance you will provide in the future. A strong, respected voice for animals and those who care for them is needed. To help reduce suffering, secure a strong future for the profession and to enhance public health and food safety are great responsibilities. Still, Wisconsin is in need of a charitable organization that can address, and have started to address those issues in our communities and with future and current animal owners. WVMF initiatives will include, but are not limited to: • Education – scholarships - to help solidify the future of veterinary medicine • Leadership training – being able to identify and recruit potential leaders, educate and support and cultivate them • Emergency and disaster preparedness – animal emergencies are human emergencies • Public and community outreach education – an opportunity to expand educational and awareness efforts in our communities • Grants to fund research that will explore the causes, treatments and disease prevention • Charitable to include helping serve underprivileged areas through funding missionary work our members participate in • Food safety – Food Armor™, WVMA’s HACCP for Proper Drug Use program falls within this initiative • An endowment Please consider making a donation to the Wisconsin Veterinary Medical Foundation. He served on the Wisconsin Veterinary Medical Association (WVMA) Executive Board, president of the Dodge City Veterinary Medical Association and as the president of the Midwest Small Animal Association.

some small clients, Dr. Barcus said over the years he saw many of his clients sell their farms and retire or take jobs at the local industrial park driving semi. He also stated the fluctuating farm economy made it difficult to maintain a consistent income. In those 62 years of evolution, Dr. Barcus has seen a rise in small animal practices as well as the growth in veterinary medical schools.

Even with all of the change one constant remains, his love for the veterinary profession and mentoring veterinary students. Dr. Barcus said he received a letter last Christmas from an equine practitioner in Missouri expressing his appreciation for mentoring him during an internship. Dr. Barcus also takes great pride in his oldest son Kevin following in his footsteps.

Dr. Wayne Barcus graduated from the University of Minnesota College of Veterinary Medicine in 1952. He is a large and small animal veterinarian who predominantly practiced large animal veterinary medicine. Dr. Barcus said about his career, “I graduated at the right time.” He had a group practice that served many small and medium sized family farms. Dr. Barcus recalls how he was on a first name basis with all of his clients, their children and the family dog. After a 62 year carrer, Dr. Barcus continues to practicing part-time. Of

Dr. Barcus said of his 62 year career so far, “There have been many great memories, but overall it has been the appreciation of my services by my clients.” n

How to Provide for a Pet After the Owner’s Death Gregory E. Scallon, Esq., DeWitt Ross & Stevens, s.c.

In addition to my law practice advising professional service practices, practitioners and owners of professional services organizations and other businesses, I frequently consult regarding estate planning. A question that I’ve often gotten is how the owners of pets can be sure that their pets are adequately provided for after the owners’ deaths. I know that you, the veterinarians providing care for the pets, are also involved in this decision, because the pet owners will often tell me that they have already asked for your advice on how to assure proper care for their pets after the owners’ deaths. I assume many of you may also be interested in considering how to provide for your personal pets. Until recently, the answer wasn’t very satisfactory, at least from a legal perspective. Notwithstanding legal concerns, my impression is that the usual solution, as a practical matter, worked pretty well, notwithstanding the lack of legal precision. The most common solution was to arrange for care of pets by a close friend or family member, with a monetary bequest either during lifetime or in the owners’ Wills to provide for the cost of providing care (my guess is that most of the friends and family members agreeing to provide the on-going care for the animals would have done so with or without monetary support). The usual way to provide for dependents (e.g., children) in an estate plan is to establish a trust for the benefit of the dependents. However, until a recent change in the law, it was problematical to establish a similar trust for the benefit of pets. A recent change in Wisconsin law makes it easier, and with greater certainty of accomplishing the desired result, to establish a trust for the care of animals after the owner’s deaths (for simplicity, I refer to the owner of the animal as being the creator of the trust at the owner’s death; however, such a trust may also be established by someone who is not the owner of the animal, and the trust may be effective either during the lifetime or at the death of the party creating the trust). The Wisconsin legislature adopted Section 701.0408 of the Wisconsin Statutes, effective July 1, 2014. The Wisconsin legislation closely follows the provisions of

the Uniform Trust Code that have been in effect in many other states for several years, and, therefore, provide guidance on implementation of the terms of the new Wisconsin legislation. A trust may be created for the care of one, or more than one, animal alive during the owner’s lifetime. While the animals will ordinarily be alive on the date the trust is created, an animal may be added as a beneficiary after that date as long as the addition is made prior to the owner’s death. Animals in gestation but not yet born at the time of the trust’s creation may also be covered by its terms. The trust terminates upon the death of the animal or, if the trust was created to provide for the care of more than one animal alive during the owner’s lifetime, upon the death of the last surviving animal. Property in a trust established under this new law may be applied only to its intended use, except to the extent a court determines that the trust property exceeds the amount required for the intended purpose. Property not required for the intended purpose is to be distributed as directed by the owner. The intended use of a trust for the benefit of animals may be enforced by a person designated in the terms of the trust (the “Trustee”) or, if none, by a person appointed by the court. The person appointed by the court to enforce the trust should also be a person who has exhibited an interest in the animal’s welfare. Should the means chosen through the trust not be particularly efficient, a trust created for the care of an animal can also be terminated by the trustee or court order. Termination of the trust, however, requires that the trustee or court develop an alternative means for carrying out the trust purpose. While many pet owners may be satisfied with a more informal solution to care for their pets after their deaths, for those who prefer a more formal structure, this additional alternative of a Trust for the care of an animal may be the perfect solution. n


WVMA Members Excel at AABP Conference

Student Chapter of AABP, University of Wisconsin School of Veterinary Medicine This year’s American Association of Bovine Practitioners (AABP) Conference took place in Albuquerque, N.M. There were six UW Bovine Club members in attendance and they participated in many activities including pre-conference seminars, research presentations, committee meetings, visiting the trade show, networking with industry and veterinary professionals, the 2nd Annual Stampede 5k Run and the annual Quiz Bowl. Thank you to Katie Dunbar for serving as the AABP Student Delegate and organizing travel and lodging. All of the students enjoyed their time at the conference and would recommend that others attend in the future. Our two Co-Presidents, Jenn Holle and Peter Strassburg, were recognized as each were awarded both the Amstutz Scholarship and the AABP Bovine Veterinary Student Recognition Award. These awards are selected based on interest in bovine veterinary medicine, bovine experience, work experience and extra-curricular involvement. The future of our veterinary profession depends on people with a passion and commitment to the art and science of bovine veterinary medicine. Thankfully there is no shortage of that while attending veterinary medical school at Wisconsin, as we are blessed to be taught by the industry’s leading experts in dairy cattle health, welfare, and nutrition. It was clear to all veterinary students representing UW-Madison at this year’s AABP Conference that we are truly lucky to be involved in such a unique profession with a bright future full of endless opportunities. n

REPORTING ANIMAL DISEASE:

A Veterinarian’s Quick Reference

Veterinarians are legally required to report suspected cases of certain diseases to either the Wisconsin Department of Agriculture, Trade and Consumer Protection or the U.S. Department of Agriculture. Some of these are foreign animal diseases that we have never had in the United States, such as H5N1, the dangerous strain of avian influenza that's been found in Asia, Europe and Africa, or that we previously eradicated, like foot-and-mouth disease. Others are diseases that we are attempting to eradicate, such as pseudorabies and bovine tuberculosis. When veterinarians report these diseases, a state or federal veterinarian will investigate and, if necessary, submit samples to either the U.S. Veterinary Laboratory in Ames, Iowa, or to Plum Island Research Center in New York (for suspected foreign animal diseases). Until test results are available, the premises are likely to be quarantined.
