'KDM budget an insult,' claim opposition parties

Opposition parties in the KwaDukuza Council are unimpressed with the municipality's record R3.5 billion budget for the 2023/24 financial year. They have dismissed the budget as an “insult:” to residents and businesses of KwaDukuza.

The Official Opposition Party in Council, the Democratic Alliance (DA) feels that the municipality ignored received with regard to proposed tariff hikes. DA Caucus Leader in Council, Cllr Tammy Colley says a number of objections were sent to the Municipal Manager, but these appear to have fallen on deaf ears. Colley further raises serious concerns about the escalating energy losses, adding that there appeared to be very little will on the part of the municipality to curb such losses.

Colley adds that residents of KwaDukuza have made it clear that the increases reflected in the budget are unaffordable.

“Another major concern is the electricity tariff increase of 15.1%, with the NERSA approved increase at 18.49% for bulk purchases. Bulk purchases to Eskom sit at over 1,1 billion and the Department is losing almost 27 percent in electricity to technical and non-technical losses, it is clear that there is no will to deal with this scourge in KwaDukuza.

“We must see the Energy Loss Task Team reforming in order to get on top of this open tap of lost revenue.

Employee related costs are 24% of the operational budget, with the increase for this year at 5.4%. Yet do not see any urgency in filling the critical posts that affect service delivery,” stated Cllr Colley.

The DA has however welcomed the huge increase in

capital budget, which now sits at R950 million. Nevertheless, Colley said capital projects linked to flood disaster needed ongoing monitoring.

Another opposition party, the Independent Alliance (IA), said its initial reaction was that the budget is very good, however here were areas of concern. IA Chairperson Commie Nhleko said the cost of electricity in KwaDukuza was extremely high, as compared to other areas.

“There is no place in the entirety of KwaZulu-Natal with electricity as expensive as KwaDukuza. Every citizen of KwaDukuza will tell you that if you buy an electricity token for R100, you get only 43 units, which means a whopping R57 of your R100 s lost to the consumer.

That is our cry.

“We will continue to call on the Mayor and the ruling party to revisit this matter, is it has a profoundly adverse impact on the people.

“On the issue of refuse removal, the suggested increase will add further burden on consumers. The increase will further impoverish our people,” Nhleko stated.

Kick in the face

The IA has further reiterated its call for security services to the in-sourced, in order to curtail rising costs. Nhleko raised serious concerns about the recent break-in at the municipality's Finance Office, which allegedly happened under the watch of the current security service providers.

“As the IA our call is that we must stop using the residents of KwaDukuza as a source of income for the municipality. We cannot use our people as a source of revenue for KwaDukuza Municipality when we are sitting at 40% unemployment rate,” Nhleko said.

ActionSA is also equally unconvinced, with KwaDukuza Caucus Leader Nel Sewraj accusing the municipality of moving at a snail's pace in addressing the issue of energy losses.

“ActionSA does not believe that due diligence was done in the compilation of this 2023-24 Annual Budget. It was shoddily done. Furthermore, explanations for increases are neither clear nor complete. So, ActionSA is of the opinion that this budget leaves much to be desired and we believe it's a real kick in the face of our hardworking and overburdened residents,” Sewraj pointed out.

Relief for motorists as fuel prices drop

Cash strapped consumers will experience some relief at the pumps this week when the price of all grades of petrol and diesel decreases.

The price of paraffin will also decrease, with an increase in the price of gas.

Fuel price adjustments as announced by the Department of Mineral Resources and Energy (DMRE) are as follows:

• Both grades of petrol will decrease by 71c.

• Diesel 0.05% sulphur will decrease by 84c.

• Diesel 0.05% sulphur will go down by 80c.

• Wholesale illuminating paraffin will cost 43c less.

• The Single Maximum National Retail price for illuminating paraffin will decrease by 58c.

• The Maximum LP Gas Retail Price will increase by 75c.

“The average international product prices of petrol, diesel and illuminating paraffin followed the decreasing trend of crude oil prices during the period

under review, while the price of LPG increased.

"Petrol and diesel prices decreased, even though there is increased demand ahead of the driving season in the Northern Hemisphere. LPG prices increased due to the increase in the prices of Butane.

“These factors led to lower contributions to the Basic Fuel Prices of petrol, diesel and illuminating paraffin by 125.11 c/l, 133.83 c/l and 94.95 c/l, respectively,” the Department said.

The DMRE added that the decrease in the cost of Brent Crude Oil also contributed to the lowered fuel prices.

According to the department, the factors leading to this include:

• The release of the Chinese Purchasing Managers Index (PMI) data, which has decreased, indicating lower economic growth. On the other hand,

demand for crude oil imports to China is increasing, although at a slower pace compared to April 2023.

• The collapse of a third bank in the US (First Republic Bank), which created uncertainty and fears of another financial crisis.

• The passing of the US debt ceiling bill, which indicates the ability of the US government to meet financial obligations. The conclusion cushioned crude oil prices from decreasing further.

• The unexpected inventory builds despite OPEC+ production cuts announced in April 2023. The market is uncertain if further cuts will be discussed at the upcoming meeting in June 2023. The price adjustments will be effective from Wednesday (today).

Ndwedwe Home Affairs to open on Saturday

The Department of Home Affairs has announced that its Ndwedwe branch will be open this coming Saturday, from 8am to 3pm. First time ID applicants (16 years or above) will be attended to. They must have birth certificates, and be accompanied by their parents, who must carry copies of their IDs.

Smart card ID collections will also be done, as will be applications for birth certificates, for children under 30 days old.

Other services will not catered for, on the day.

Groutville electrical substation goes live

KwaDukuza Mayor Lindile Nhaca has unveiled a highcapacity power sub-station in Groutville that will ensure energy stability for thousands.

The official opening of the substation, took place on Thursday last week.

The multimillion project is named General Gizenga Mpanza, the late struggle stalwart and Army General of the uMkhonto Wesizwe (MK) who hailed from Groutville.

“Today, we honour a gallant fighter who was imprisoned on Robben Island for 15 years.

General Gizenga dedicated his life towards consolidating political power for the advancement of the liberation struggle. We wish to honour his life and legacy just as equal to his efforts and commitments of realising a non-racial, nonsexist, and democratic South Africa.

“The Gizenga sub-station will significantly reduce overload and tripping that had been experienced in the past.

The municipality will be able to monitor load demand and breakdown period. We are also happy that this project is being unlocked at a time where KwaDukuza is in the cusp of implementing the SCADA system which will allow for remote monitoring and control of several other sub-stations,”

said Nhaca. The co-funded facility was constructed in response to the rapidly growing population and electricity demand. National Treasury for providing a portion of the funding, to the tune of R26 million, through its programme called the National Development Partnership Grant. The total value of the project amounts to

R65 million, with the balance of R45 million being funded by the Council of KwaDukuza.

The Gizenga sub-station will strengthen supply of electricity to the following areas: Ward 07, 09, 29, 10, 14, 15 & 24. These areas include Thembeni, Dube Village, Groutville Mission, Charlottedale, Umfolozi TVET College and Malende.

The project since its inception has created over 45 jobs for the local community. More than eight subcontractors benefitted with each providing various services ranging from site security, brick laying, civil, plant hire, electrical installation. The construction of the substation began in 2021.

Eskom ropes in “experts” to tackle loadshedding

Minister in the Presidency responsible for Electricity, Kgosientsho Ramokgopa, announced on Friday last week that technical experts supported by the Resource Mobilisation Fund (RMF) will be stationed at various power stations across the country from Monday, 5 June 2023.

He said the team will go around the four power stations where the Energy Availability Factor (EAF) is low.

These, according to the Minister, include Matla, Kriel, Majuba, and Kendal power stations.

In addition, support will be given to open-cycle gas turbines, which poses a challenge when it comes to logistics and storage and is confident that the experts will provide solutions.

The RMF, which was launched in March this year, already raised R100 million from businesses and philanthropies.

The funds will be used to provide technical support and capacity to the National Energy Crisis Committee (NECOM) and employ the best minds in the game to end

load shedding.

These experts, according to the Minister, include former Eskom employees, while others are industry experts.

He said the professionals, who come highly recommended, will be allocated according to their specialities.

On the demand management support, he said he was confident that the programme will be oversubscribed.

“Remember, we did say that there's huge potential that can be derived on the demand side essentially, clawing back the megawatts on the demand side without necessarily interrupting households' ability to get their daily requirements. But how smart we engage about how we engage with energy solutions.”

He said he was happy to indicate that Eskom has agreed to waive the requirement for security deposits to enable the wheeling of electricity to municipalities in good standing.

“So we think that this will significantly improve a generation because this was

one major stumbling block.”

The Minister also announced the two additional hydrogen projects the Risk Mitigation Independent Power Programme have been approved by the Eskom board and believes the project will reach a close by the end of June this year.

The project, according to the Minister, will add an extra 274 megawatts (MW) to the grid.

In addition, he said preparations are underway to release an additional Bid Window.

“We're looking at the additional Big Windows in June and July of 2023 and this will include a Big Window number seven for wind and solar PV.”

He also reaffirmed government's commitment to the decarbonisation agenda and between these Bid Windows, he said Eskom is looking at between 5000 MW.

“We need to make sure the prospects of these projects are located geographically in the areas that have got access to grid capacity.”

When a fire broke out at her tiny house in the area of Shayamoya near Shakaskraal, Sindisiwe Jiba (28) could not believe that her problems were about to worsen.

Jiba occupied the house with her 4-year-old daughter, who is doing Grade R at Shakaskraal State Aided School. Jiba and her daughter were not at home when the fire broke out, however the neighbours had the presence of mind to immediately alert her, and also rescue essential documents from the raging inferno.

Unfortunately, all the furniture, kitchen appliances, clothing and food were destroyed. As a result, Jiba and her daughter were forced to move out and seek shelter elsewhere. This, according to Jiba, severely disrupted her daughter's schooling.

“To this day I can see she is struggling at school, because of the trauma we have been through. It si for this reason that I have decided to make an appeal to the community out there, to assist us with items of furniture and clothing so that we can move back into our house,” Jiba said.

The incident happened about three weeks ago, and Jiba believes the fire ma have been related to a prolonged power outage which the area was experiencing at the time. Among the items she needs the most in order to put her house to right again for her beautiful little daughter, is

paint, as all the walls were left charred.

“Actually, I would greatly appreciate anything in the way of household items that Good Samaritans out there can spare, to enable my daughter and I to move back in. It's so painful to see my daughter yearning for normal life. Although I am relentlessly trying to apply for jobs, we all know things ate very difficult at the moment,” Jiba said.

Interschool poetry contest a resounding Success

Stanger Manor Primary School hosted a successful Interschool Poetry Recital Contest on the 31st May 2023, at the school library.

The competition was attended by grade 4 to 6 learners from 13 schools falling within the KwaDukuza Circuit and

surrounding areas. Recognizing the need to get back to serious and yet enjoyable academic activities after Covid-19, Manor Primary Principal Dr AP Narain and Departmental Head Mr N Maharaj spearheaded a massive poetry recital competition. The event was expertly managed by coordinators Mr N Maharaj, Ms AV Pillay, and their team consisting of Mrs I Mayakisten, Mrs SP Zungu and Miss A Mkhize.

All the adjudicators, Mr T Sahadev, Mr RR Maraj and Mr AK Diplall agreed the standard was very high. The winners were as follows:

Rapid rise in influenza cases

Influenza cases at sentinel influenza-like illness (ILI) and pneumonia surveillance sites have been steadily increasing since week 15 (starting 10 April 2023) (figure 1). Private laboratories have also detected increasing numbers of influenza cases, and NICD has received reports of influenza clusters in schools and workplaces.

The 2023 influenza season started in week 17 (week starting 27 April 2023) when the influenza detection rate (3-week moving average) breached the seasonal threshold and remained on low activity for two consecutive weeks in the pneumonia surveillance programme (figure 1). The increase in case numbers has been identified in all 6 provinces where surveillance is conducted. As of 28 May 2023, the most commonly detected subtype and lineage is influenza A (H3N2) (146/272, 55%), followed by influenza A (H1N1)pdm09 (116/272, 43%) and, influenza B Victoria (3/272, 1%). 181 samples have subtyping results pending.

Influenza A(H3N2), A(H1N1)pdm09, and influenza B are common seasonal influenza strains in humans.

Influenza A(H1N1)pdm09, which is sometimes incorrectly referred to as “swine flu” has been one of the circulating seasonal influenza strains following its emergence in 2009. The term “swine flu” should not be used as it causes unnecessary panic. The clinical course of infection and management of this strain is similar to other influenza strains.

Although the majority of

people with influenza will present with mild illness, influenza may cause severe illness, which may require hospitalisation or cause death, especially in individuals who are at risk of getting severe influenza illness or complications.

Groups at increased risk of severe illness or complications of influenza include pregnant women, people living with HIV, people with chronic illnesses or conditions like diabetes, lung disease, tuberculosis, heart disease, renal disease and obesity, the elderly (65 years and older) and children less than 2 years old. These groups should be encouraged to seek medical help early.

As the influenza season has started, the influenza vaccine remains the primary means for preventing seasonal influenza infection (figure 1). Ideally, the vaccine should be administered before the influenza season (March to April). However, even if the season has already started, it is never too late to get vaccinated, especially for individuals who have high risk of severe influenza illness or complications.

To prevent contracting or spreading the influenza virus, the following measures are recommended: avoid close contact with sick individuals, stay home when sick, cover mouth and nose when coughing or sneezing, regularly clean hands, avoid touching the mouth, eyes, and nose, and clean and disinfect commonly used surfaces. Clinicians should include influenza as a possible diagnosis when managing patients with respiratory illness.

Islamic schools are filled with talent!

The AMS Soccer Tournament held on Saturday the 3rd of June 2023 at Orient Muslim School, Al Falaah College has reference.

Firstly I must acknowledge the planning, preparation training and hard work that went on behind the scenes long before we witnessed an absolute soccer feast that our students treated us to. All the matches were run with clinical efficiency, with just a few minor glitches. The players, referees, announcers and spectators must be applauded for their exemplary behaviour which augurs well for the future of such contests.

The massive crowd of supporters at the venues, especially in the late evening finals at Al Falaah College, bears ample testimony that something is being done right at Islamic schools, which is an excellent advert for our schools.

Although I had to travel from Stanger to meet and greet many colleagues and ex-students, it was worth every kilometre as I was acknowledged warmly by all.

The finals of all divisions were played at Al Falaah under powerful floodlights (Eskom can learn a thing or two from them), and no spectator left the venue until the final whistle. The atmosphere was electric and every player gave off his best in a spirit of friendly rivalry.

For me the event winner was the game of soccer.

It is worth mentioning that the ZMS under-15 team lost in the semi-finals and conceded only one goal in the entire contest.

They were unbeaten in open play and lost only on penalties.

The under-17 lost 2-1 in the finals to Orient Islamic School, after soundly beating them 3-0 in the qualifying round.

Fixing municipalities a top priority, says Ramaphosa

President Cyril Ramaphosa says measures to improve the lives of South Africans will only truly become effective when the challenges in local government are addressed.

The President was addressing the nation through his weekly newsletter.

Municipalities, the President wrote on Monday, are at the coalface of serving South Africans, as they are responsible for delivering basic services such as water, sanitation and electricity to citizens.

“The people of South Africa expect and are entitled to local governments that are there to serve them and uphold their right to dignity. All spheres of government are committed to play their part to make this a reality.”

The President reflected that at a meeting of the Presidential Coordinating Council a platform to engage with provinces and local government on Friday, 2 June, the matter of improving the lives of the people was high on the agenda.

“The Council was presented with proposals on local government reform and improving intergovernmental coordination in the critical areas of electricity distribution, water and sanitation services, waste management and roads.

“The Council focused on the challenge of municipal underspending. While many municipalities are in great financial difficulty, they often do not spend the grants they are allocated by national government.

“In the last year, around 88 municipalities failed to spend at least 10% of their Municipal Infrastructure Grant, which is supposed to be used for eradicating infrastructure backlogs. Another challenge is that money that is not allocated for a specific purpose is often misspent,” President Ramaphosa said.

Revenue collection

According to the President, low revenue collection in municipalities stymies the ability of municipalities to implement projects and programmes, and must be addressed urgently.

“It is imperative that municipalities must have credible, sustainable and well-managed revenue collection programmes that apply fair and equitable standards to all customers. Citizens should play their part by paying for services. All businesses and government departments must pay outstanding debt to municipalities,” the President pointed out.

Turning to the issue of Municipal Audit Outcomes for 2021/22, President Ramaphosa said although clean audits are not the only way to measure the performance of a municipality, this must improve.

Of the 257 municipalities in the country, only 38 have recorded clean audits from the Auditor-General.

“While clean audits are not the only indicator of good service delivery, there is a clear correlation between achieving good audit outcomes and improving services to communities.

“In the face of the great needs of our citizens, the dire material conditions in which millions of people live, and ongoing service delivery failures, the findings of the Auditor-General are serious and need a coordinated response,” he said.
