Carrie’s Favorite Cocktail Recipes

A Cuke in Thyme Ingredients 1 oz Wild Moon Cucumber 1.5 oz Vodka 1 sprig of Thyme San Pellegrino Limonata Combine the Wild Moon Cucumber, Vodka and Thyme over ice and shake well. Strain into a rocks glass over fresh ice. Top with Limonata. Garnish: Cucumber Peel. Glass: Rocks glass.

Jessica Rose Ingredients 1 oz Wild Moon Rose 1 oz Vodka 2.5 oz Lemonade Splash Fresh Lemon Juice Shake all ingredients over ice and pour into a high ball glass. Squeeze a lemon wedge and add as garnish.

Ingredients 1 oz Wild Moon Lavender Liqueur 1 oz Better Bourbon Squeeze of Lime Wedge 2 oz Ginger Ale Add everything but ginger ale in a shaker with ice and shake well. Pour into a Collins glass and top with ginger ale. Add lime wedge as garnish.

~As we hurry through our Memorial Day Weekend, let’s not forget what it really means.

Shortly after the Civil War, Memorial Day began as Decoration Day. “The reason for that is because it was a day on which Americans, South and in the North, would decorate the graves of soldiers who died in the Civil War. It was a “vernacular, grassroots kind of expression of mourning.” Major General John A. Logan, who headed a group for Union Veterans, declared in 1868 that Decoration Day would be observed on May 30. According to a Memorial Day history from the Department of Veterans Affairs, after World War I the holiday was broadened to include service members who died in all of the country’s wars, not just the Civil War. Memorial Day is for mourning. While we always want to thank our Military for their service, Memorial Day can be a very tough time...they’ve lost friends they were closer to than anyone else. To hear ‘Happy Memorial Day’ can really pour salt into a wound when they’re thinking of their brothers and sisters that aren’t with them anymore.” The Book, In Flanders Fields was written to speak for our dead soldiers, to give them a voice from the grave. John McCrae, a Canadian army doctor penned the poem, following the death of his close friend and compatriot Lieutenant Alexis Helmer. Helmer was killed on May 2, 1915 when a shell exploded during the second German gas attack. In the absence of a chaplain, McCrae conducted the funeral service for his friend himself. Grief and the trauma of war inspired his poem.

Imagine the Possibilities Today’s The Day… Look Better, Feel Better and Live a Better Life… By Terra Maddalone-Ristau Goodbye Love and Hello Spring Saying Goodbye is never easy, especially when it is someone you have loved for a lifetime and love dearly. Every breath you hear them take, you wonder if it will be their last. Every time you walk out of the room, you wonder if they will still be “with you” when you return. Everyone tries to prepare themselves for the final kiss of goodbye but you are never truly ready. As you watch life fade from the one you love, it is bittersweet and heartbreaking all at the same time. On one hand you pray for their suffering to end and on the other hand you pray for them to hold on a bit longer. This time of transition of saying goodbye also brings about thoughts of your own mortality. Am I living a life that would honor my parents, family and my God? Am I creating and building a life of serving others? When it is my time to leave this earth, how will I be remembered? My long goodbye to Dad wasn’t long enough but he took his final breath on his terms. He lived his life, His way, putting others before himself and building a legacy of love. As I said goodbye to my Dad and told him that I would see him in my dreams, I watched the calendar turn to Spring. I realized that it was my time to focus on “my Today.” Am I living life as I should, as I could? Am I building a legacy of love? Today, I choose to Live Happy, to serve others and to be a blessing in others’ lives. Today with a renewed spirit, I create a plan to take the steps to build a future that would honor my Dad. I share these steps with you in hope of creating a Ripple Effect of change in All of our lives. 1. Focus on Self: You can’t pour from an empty cup. Treat yourself to something special that will renew your spirit, take care of your mind and your body (I would be happy to share with you a

personal program that will help you to look better and feel better with Neora). 2. Read books on Self Development: begin with “The Slight Edge” by Jeff Olson, start with ten pages a day. You will be amazed with the results of setting that one item as a goal. 3. Treat others with a simple kindness: Plan a coffee or tea date; give the gift of your Time. Restart an old trend of meeting face to face and grow your world. 4. Plan a weekly phone call or Face time with someone who lives far away; stay connected. 5. Vegetable Gardening For Beginners from Christopher Haddon, Licensed Associate Real Estate Broker Howard Hanna Real Estate Services

So you’d like to try your hand at vegetable gardening! Whether you live in the city or country, house or apartment, you can usually find a small space for a vegetable garden. Follow some basic guidelines and you should be growing in no time! Choose your spot It’s best to choose an area with more sun than shade because most plants need the sun for photosynthesis – the process where green plants transfer the sun’s energy into necessary nutrients. A predictable temperature is important because the seeds you choose are based on the environment you’ll be placing them in. Outside factors that alter the environment (for instance if you plant underneath your air conditioner unit) can alter a plant’s ability to grow. Avoiding animals that want to eat your crops can be difficult when you plant outside – whether it be rabbits, deer or the dog that has free reign of your yard, it’s probably best to place a small fence around your garden. Sink the fence to a depth of about 6 inches for best results. Choose your plants If you’re a beginner at garden planning, its important to talk to a gardening expert – preferably at the shop where you buy your seeds or plants. Be honest and tell the person how much time you can devote to your garden, what type of area you’ll be planting in and how much you’d like to grow. That way the expert can help you find plants that correspond with your needs and abilities as well as the climate zone you live in. Some vegetables grow faster and produce more than others, so you may want to plant fewer of the more productive plants and more of the slower ones. Choose your soil If you’re planting in containers, you should purchase porting soil, but if you’re planting outdoors, you’ll need to do a little investigating to find out what type of soil you’re dealing with. Pick up a clump of soil from the spot you plan on using and squeeze it together. If it crumbles and falls apart, you’re probably good to go. If it sticks together, your soil is most likely too wet to start planting. Your garden will only be as good as its soil: so prepare it well for your seeds. Rake it through, removing rocks, weeds, debris, or anything else that might interfere with your plant’s growth. Plan and begin Now is the time to plan out your garden patch. Make yourself a simple sketch to show you where each vegetable should go. Dig the trenches for your seeds. Leave enough room between the trenches so you can walk through without stepping on any plants. Check the seed packet for spacing and depth requirements. With your ruler, measure the proper distance between seeds and depth into the ground. Accuracy is important! Being too close to the surface or too deep in the ground can kill a potential plant. With the seed marker, mark what row you’re planting then drop your seeds into the holes. Lightly cover with the dirt. Pat the dirt down gently. Using your watering can or trickling hose to water your row of seeds. Don’t use too much - you want to let the dirt settle into itself, not wash away. can kill your plants, but so can too little. With the location of your seeds clearly marked, it should be easy to keep track of which plants needs more water and which need less. Weed: Pull up weeds as soon as you see them so that they can’t steal the soil’s nutrients from your vegetables. (just make sure what you think is a weed isn’t a new plant!) Wait: Patience is a virtue. Disturbing your new plants isn’t a good idea. Of course you’re excited to see your new plants grow, but trust that they’ll grow just fine, even if you’re not watching. Take a Closer Look at Myths Surrounding 529 Plans If you want to help pay for your children’s college educations, you might want to consider contributing to a 529 plan. With this plan, your earnings grow federally tax-free, as long as the withdrawals are used for qualified higher education expenses such as tuition and room and board. Yet, you may have heard some things about 529 plans that are keeping you from investing in one. However, these concerns may be more myth than reality – so let’s take a look at a few of them. “I need a lot of money to contribute to the plan.” This myth has essentially no truth to it. Typically, only a modest amount is required to open your 529 plan, and you can generally transfer small sums to it from your checking or savings account. “If my child doesn’t go to college, I lose out on the money I’ve put in.” This myth runs counter to one of the 529 plan’s greatest benefits: flexibility. If you’ve named one child (or grandchild) as a beneficiary of a 529 plan, and that child or grandchild decides against

pursuing higher education, you can simply change the beneficiary to another eligible family member. Furthermore, if none of your intended beneficiaries will need the 529 plan, you can name yourself the beneficiary and use the money to take classes or receive some other type of qualified education opportunity. In a worst-case scenario, in which the money is never used for education, you will be taxed on the earnings portion of the withdrawals – but had you never contributed to a 529 plan, the funds would have been taxed, anyway. (However, you might be subject to a 10% penalty tax, in addition to regular income taxes, again on the earnings portion of the withdrawals.) “I have to invest in my own state’s plan.” Not true. You’re free to invest in the 529 plan of any state, no matter where you live. But it could be advantageous for you to invest in your own state’s plan, as you might receive some tax breaks for state residents. (The tax issues for 529 plans can be complex, so you’ll want to consult with your tax advisor about your situation.) Investing in your own state’s plan also might provide access to financial aid and scholarship funds, along with possible protection from creditors. “A 529 plan will destroy my child’s chances for financial aid.” While a 529 plan could affect your child’s financial aid prospects, it might not doom them. And the benefits of building significant assets in a 529 plan could outweigh the potential loss of some needs-based financial aid. Before investing in a 529 plan, you’ll want to explore it thoroughly, as you would any investment. You can find details about a 529 plan’s investment options, share classes, fees, expenses, risks and other information in the plan’s program description or offering statement, which you should read carefully before making any purchasing decisions. Greetings! After a long, cold winter it’s nice to see everything “greening up” so nicely for what, I hope, turns out to be a pleasant and lengthy summer season. As you will read in this edition of the town’s newsletter, we have had a busy past couple of months and you’ll see we have an even busier couple months ahead. This year’s state budget season has not been kind to local governments. Although the property tax cap was made permanent, that state failed to provide any mandate relief. The tax cap has stressed local governments as they struggle to meet the ever increases in health insurance, wages and pension costs. It is the state mandates that largely drive up the cost of government for property taxpayers. Additionally, the AIM (Aid and Incentive to Municipalities) money that the state has provided local governments to actually try to help them deal with these mandates was removed from the state budget and the governor shifted the burden to counties by mandating that the counties make up for the cut. This means that counties will be required to share more of their revenues with local government, further stressing county budgets which also struggle with state mandates crushing their bottom line. You’ll read in this edition of the newsletter that despite the states mandates, the town is doing very well financially and is in a very strong position thanks to the hard choices that the Town Board has made over the previous years. Our fund balance (savings account) is healthy, debt is down and Moody’s just released a positive opinion of the town that confirms the town’s financial strength. You will also read that we have busy with new economic development projects that will help to continue expand the town’s tax base and provide more jobs to our residents. Two projects alone: the cheese factory in the Glenville Business and Technology Park and the high-tech firm in Airport Park will add another $40 million collectively into our economy and create about 60 jobs. You can read more in the economic development column. We have also been very busy in parks. Also you will read, we recently made significant investments in the town’s parks and more are planned this year. Much of the improvements have been funded by state grants and/or recreation fees paid to the town by developers that by code need to set aside money for park improvements. This has allowed us to continue our efforts to connect parks with new trails, install fitness equipment and build a new pavilion. More projects are coming, so stay tuned. You’ll also read in this edition of our town newsletter that we have been busy with Yates Mansion, planning Glenville 2020 and starting to build our pedestrian walkways throughout town. These are all incredibly important projects that make a town a stronger community. Watch for more information on each of these projects on our town website or at glenville2020.com. Finally, one of the Board’s important decisions this year is to finally determine the town’s direction in terms of physical space. For some time now, you have heard me and the Board talk about Town Hall no longer being adequate to serve the needs of our residents and employees. We have pursued a partnership with the village and proposed to share space in one municipal building. After years of talks, the village has declined to join us in that endeavor. Therefore, this year, you will start to learn more about the town’s options as the Board mulls our next move. The latest STAR changes: New York has been slowly shifting the STAR exemption program into a STAR rebate check program. 2015 saw the first major change to the STAR program. Property owners who purchased their homes after August 1, 2015, and who were qualified for a STAR benefit, were required to register for the “rebate check” program directly with New York State Department of Taxation and Finance. At that time, the dollar amount of the discount to the school tax bill was equal to the dollar amount of the rebate check received in the mail. Those changes in 2015 did not impact anyone who did not purchase a new primary residence. Those property owners who remain in their primary residence, and continue to do so, were allowed to retain their STAR benefit in the form of a property tax exemption (discount). However, the most recent state budget passed on April 1st adopted a few more changes. Please note that this year’s changes do not impact who is eligible to benefit from the STAR program. It only changes how property owners benefit from the STAR program. •Property owners benefit from the STAR program in one of two ways: - Either as a discount(exemption) on the school tax bill, or - As a refund (rebate) from the state. One of the significant changes adopted in this year’s budget bill mandates that any property owner currently receiving the STAR benefit in the form of an exemption that also has annual income in excess of $250,000, must switch over to receiving the STAR benefit in the form of a STAR rebate check. In other words, if your income exceeds $250,000, you will receive a STAR rebate check directly from the state, but will no longer receive the discount (exemption) on your school tax bill. This does not impact those property owners whose income falls below the $250,000 threshold. The other significant change for this year is that moving forward, for those property owners who receive the STAR benefit in the form of the exemption (discount), their dollar savings will never exceed the previous year’s STAR savings. (Prior to 2019, the STAR savings amount was capped at 2% of the previous year’s amount). However, for those who receive the STAR benefit in the form of a “rebate check”, the STAR rebate check may exceed last year’s rebate check but never by more than 2% of the previous year’s STAR rebate check.

Glenville Police Department Update As Spring begins and the warm weather allows us to drive with our windows down, the Glenville Police are urging motorists to be aware of the modes of transportation we see when the weather permits, namely, motorcycles and bicycles. Unfortunately, most accidents involving a motorcycle or bicycle involve significant injury. We should be cognizant of the fact that these two-wheel riders are often hard to see and sometimes are hard to judge their speed. Furthermore, it is a proven fact that speeds do increase with warmer weather. The Glenville Police will continue our aggressive traffic enforcement throughout the town to ensure safe travels this Spring and Summer. Also, please be mindful of pedestrians walking on the roadways. Nighttime can be especially hazardous to walkers. We are sad to announce that Tracy Nethaway, Glenville Police Department’s first female officer has retired. Tracy began her career in Glenville after serving with the Montgomery County Sheriff’s Office from 1994 through 1999 and worked for the Town of Glenville from 1999 to 2019. Tracy was, and will always be, known for her kindness and concern for the Town’s elderly population. We wish Tracy the best in her new endeavors and hope that she visits often. With the retirement of Tracy, there was a vacancy in the Police Department. Luckily enough, we had a quality candidate on the Schenectady County Civil Service list. William Quandt, a life-long resident of Glenville, who had been hired by the State University Police, was interested in the opportunity to work for the police department he grew up to know. William was hired and started his career as our 23rd Police Officer on April 1, 2019. We are excited to have him and are thankful to the Town Board for the swift decision to fill the vacancy caused by Tracy’s retirement. Finally, the most exciting news for the Police Department is the agreement between the Glenville Fish and Game Club and the Town of Glenville to lease land at the club and create a separate gun range dedicated for the Police Department use. This agreement will allow us to finally have a range we can utilize on our schedule and perform the most pertinent and relevant firearms training required. We can’t express how much we appreciate the cooperation by the members of the Glenville Fish and Game Club, and we look forward to providing our officers with the best possible training facilities possible.

Agreement on A New Training Facility for Police Finally Reached The town secured a 15-year lease agreement with the Glenville Fish and Game Club that will allow the town to make much needed improvements to about a 1 acre site. The agreement gives the town police department exclusive use of the site where the improvements will be made and allows – in consideration for the lease – the club use of those improvements when the department is not using the facility. The long-term lease was critical to allowing the town to make much needed improvements for its officers. The planned improvements include a covered platform for the officers to prepare and shoot from, storage shed, privacy and safety berms, improved access to the site and dedicated bathrooms where officers can wash the toxic lead off their hands after shooting. In all, the improvements are expected to cost about $35,000. Town Supervisor Chris Koetzle called it a “win-win-win” stating that, “The officers get their much needed improved space, the club gets use of an improved facility and the residents win because there is no impact to them.” The police department has been shooting at this site for at least 50 years and there will be no chance to that practice. Improvements are expected to be complete by mid-summer.

Sidewalks and Pedestrian Trail Development Continues The town has invested heavily in making this community a walk-able town. We have added miles of pedestrian friendly paths and we will add even more in 2019. As many of you know, our vision is to connect our neighborhoods to our commercial corridors to our parks with pedestrian friendly paths. The next phase in that connection is the Glenridge Path, which, will finally be completed this year. We will also continue to seek partners to help fund the riverfront path that links a business and residential corridor in Glenville with a park in Scotia and that also links the Empire Trail in Schenectady into one big loop. This year, through a state grant, we will hire an engineer to plan a town-wide pedestrian loop that will finally help us achieve this goal. For too long, students in both the SGHS and BHBL schools have not had a safe way to school. We will ensure that walking paths get done at both HS/MS that will give our students in both of these districts a safe passage between each of those respective schools.

Yates Renovation Also Continues

Restoration efforts are underway at the historic Yates Mansion. Last year we accomplished much: we cleaned up the property, started the demo of the interior and removed the non-historic part of the exterior. We were successful in getting the home placed on the state historic registry and we are currently waiting to hear from the national registry. We have begun the research into the family and we are starting to get a better understanding of the home and the Yates family. This will ultimately serve as the town’s history and cultural center and will house the town’s historic archives. Our 2019 plans include the continued renovation of the mansion and further exploration of the recently uncovered foundation next to the main part of the house. Our immediate next steps include the replacement the home’s mechanical systems.

Glenville Going Solar Working in conjunction with the county, the town will lease two properties to be used for solar production: the old landfill on Baryhadt Road and land at the town’s water plant on Van Buren. Both of these sites will be used to generate power that will ultimately power the town’s needs, as well as the village’s. Additionally, community solar power is expected to be available for residents who wish to purchase “green energy” from this project. The project is currently being reviewed by the town’s Planning Board and GE Solar – the developers – are expected to break ground by June. There is no cost to the town and expected savings to the town is thought to be at about $30,000 per year.

Glenville Parks Updates

Town Hosts 9th Annual “Let’s Talk Business”

Neatly 100 people came out for the town’s annual business event to network and learn more about the town’s coming economic development plans. Supervisor Chris Koetzle spoke about the Glenville Business and Technology Park’s new Master Plan and changes to Freemans Bridge Road that are planned with the Complete Streets program and a new land use overlay district. Ray Gillen of Metroplex also addressed the crowd and spoke of all the development going on across Glenville. Ray noted that the town’s great water source, infrastructure and business-friendly approach to the planning process has helped to attract many of the new businesses that now call Glenville home. The event was held at Clynk in the Glenville Business and Technology Park on Route 5 and was catered by Riverstone Manor.

Highway Update As our highway budget permits, we will be paving town roads in Woodhaven this year. In the event of a severe storm in the Town of Glenville that causes down trees and limbs, we ask that residents place debris out to the curb side as soon as possible. Crews will make a onetime pass through town. Spring/Summer yard waste disposal, including leaves, brush, and grass clippings is the responsibility of the homeowner. Please contact your trash hauler for their details. Code §99 entitled Brush, Grass and Weeds states that property owners must maintain their lot or land. Any such lot or land that allows uncut growth of grass, weeds or brush, or any noxious or poisonous plants to accumulate or grow to a height in excess of 10 inches will be in violation. Glenville 2020 Glenville has a rich and proud history and we’re going to celebrate it! It is this administration’s policy to promote, present and celebrate our great culture and heritage - this is what makes a community more livable: a shared experience and memory. Glenville has so much to offer our residents – whether it is our great museums like ESAM, community events like Oktoberfest or fantastic parks like Maalwyck, Andersen and Indian Meadows, our residents can celebrate Glenville. In the next year, we will celebrate our 200th anniversary as a town. This year we will spend time planning for that celebration. In 2020 we will celebrate our bicentennial through year-long events that will highlight that town’s diversity while celebrating its unity and will include parades, picnics, learning series, and will include two signature events. We are looking for the community to come forward and help us celebrate this important milestone. Maalwyck Park – This summer will mark the start of the next phase of park development which involves bringing utilities into the park and constructing a pavilion with both a concession stand and restrooms. The establishment of the two new playing fields will enhance the park’s utilization by a variety of sports teams and other groups. Indian Meadows – This winter was a great time to get out and enjoy the trails in Indian Meadows. Thank you to our volunteer trail groomer, Greg Stevens! Partnering with the Glenville YMCA and the Glenville Rotary, we hosted our first Park Trail Tour. A large group of participants gathered on a bright February day to enjoy cross-country skiing or hiking the Glenville Greenway Trail which connects Indian Meadows to Andersen Dog Park. Maps of the Greenway can be found on the Town website. As we move into spring, everyone is busy getting the park ready for a variety of summer time activities from baseball games to August’s Thursdays in the Park. Love My Parks Day on May 4th brings together many wonderful volunteers to help clean up and beautify our parks. Dog Park (Andersen Park)- We appreciated everyone’s patience as we waited for the dog park to dry out after a very muddy spring thaw. The dog park has now reopened for the enjoyment of our four-legged friends and their owners alike. Please be courteous and follow the posted rules.

Glenville Senior Center Invites New Members The Glenville Senior Center invites anyone aged 55 or over to become a member. The Center hosts a wide variety of programs, bus trips and services. Center offerings include golf, bowling, bocce and pickleball leagues, yoga and exercise classes, art classes, card playing, mahjong, book club, films, social events and more. The Center also provides a wide range of community services including limited transportation for area seniors, AARP tax return preparation, driver safety courses, and educational speakers. A daily lunch program is provided through Catholic Charities. The Center’s 2019 annual membership fees: Scotia-Glenville residents $15.00 per person; nonresidents $25.00 per person. Marion On Friday, April 12th, the town of Glenville and members of the Glenville Senior Center honored our volunteers who give a combined total of over 5,000 hours annually to the Senior Center. Our volunteers make all of our activities possible: social events, trips, senior transportation, sports leagues, classes, educational programs, etc. Our volunteers serve on the board of directors, the front desk and the dispatch desk. We also honored Marion Grimes for her lifelong volunteerism with a proclamation presented by Supervisor Koetzle. Not only was she part of starting the senior organization, Marion also served on the committee to have the Senior Center built. Marion has been a volunteer for over 70 years and she is a US Marine! She continues to serve the residents of our community. Thank you, Marion!

Economic Development

Finance Roundup:

Over the past 10 years, the town of Glenville has benefited from balanced, controlled economic growth that has helped to expand our tax base, bring additional amenities into our town, and has brought new jobs for our residents. Over the years we have worked in partnership with private developers, landowners, and government agencies to clean up contaminated properties, fill empty buildings and lots, and beautify our commercial corridor. All of this has led to a revitalized community that makes Glenville a great place to work, play and live! Our investments in Town Center have spurred millions of dollars of additional investments by private companies. The lights, banners, sidewalks and the clock have defined the commercial corridor and have created a destination where businesses want to locate. Simply put, making investments in our commercial corridor drives economic development and builds our tax base. Recently, we were proud to announce that Five Guys is coming to Town Center and that is only the latest of many businesses that have wanted to make Glenville their home. We also finally were successful in having National Grid remove those ugly utility poles and as part of our continued beautification effort, we are currently working with Metroplex to bring definition and a focal point to Town Center. With Town Center complete, we look to our next areas: Freemans Bridge Road redevelopment. Over the last two years the town has received state grants to study the redevelopment of Freemans Bridge Road. The first grant studied the “Complete Streets” concept and the second was to help with Waterfront Revitalization on lower-Freemans Bridge Road. Among the recommendations are: pedestrian friendly paths, traffic calming elements, beautification and creating the sense of community identity. This year, we will advance our plans to redevelop this important corridor. Recently the town of Glenville undertook a threeyear process to update the town’s Master Plan, which was last written in 1991. In this process, we discovered various codes that were out-of-date or not in line with the updated plan. The Town Board created a committee: the Codes Review Committee that is working to update the town’s codes. Some areas of study include: an overlay district for Freemans Bridge Road, a new land use schedule, and updates to the sign code. Lastly, but certainly not least, the town Planning Board recently approved a $30 million project for Belgiosio Cheese that will bring 50 new jobs in Glenville. They plan to break ground this month. Additionally, the town is in the process of review a $10 million project that will bring another hi-tech company and more jobs to the Airport Tech Park by the airport on Route 50. Stay tuned, there’s more to come.

Recently Moody’s issued an opinion about Glenville’s finances that have reinforced the administration’s philosophy and approach to budgeting that has placed the town on solid financial ground. The assessment states that: “Glenville’s credit position is high quality…” and “The key credit factors include a very strong financial position, an extremely small debt burden, and moderate pension liability.” The report went on further to say, “the town is in a robust financial position.” Some highlights from our most recent budget include: We expanded our tax base to bring additional amenities and jobs into our town. All of this has led to a revitalized community that makes Glenville a great place to work, play and live! Over the past nine years we have reduced the allocation of the town’s savings account by over $1 million a year; down from allocating $1.4 million annually before our administration to just about $340,000 in the 2019 budget – a reduction of 75%. This means, that is it the administration’s policy to no longer allow the town’s savings accounts to be used to pay for operational needs. In other words, we have protected the taxpayers’ savings account so that it can be invested into important capital needs as opposed to squandering on day-to-day operations. That practice is like paying your credit card bills with your 401K. It’s dangerous and can lead to financial disaster and we are not going to allow it. Over the past nine years we have reduced our debt from $23.1 million to $13 million – or a reduction of about $10 million dollars. This has saved us a tremendous amount of finance charges. Since 2009 we have reduced our finance costs by 67% or by $500,000 per year in savings, saving the taxpayers over $5 million. Our finance payments have dropped from over $800,000 per year in 2009 to just about $270,000 in 2018. Thanks to our prudent financial management, we have built up our reserve accounts to protect the residents from the sudden costs of emergencies and/or the ongoing need to invest in our town’s infrastructure and capital assets. In fact by protecting our fund balance and cutting our debt we were able to (for the first time) create a capital and debt reserve fund. Our debt reserve fund was created and has grown to $2.67 million. This means that we can meet our obligation without impacting the resident’s tax liability.

Town to Make Decision on Capital Needs Space needs continue to be a problem for the town. The current Town Hall is inadequate, outdated and does not meet the town needs. Recently, Scotia decided not to partner with the town to build a joint facility which would have saved both municipalities a lot of money. Now that the town has a clear way forward, we will finally make a decision which will either result in siting and building a new town hall or lead to large renovations in our current building. A recent study indicated that the work necessary on our current town hall that would meet all of our needs were about $6 million – it seems imprudent to spend that much money on a building that has so many structural issues. Therefore, building on the town’s $1.5 million grant from the state to rehab the police department, the town is currently exploring its options for a new facility that will improve safety and increase efficiency of our operations. Watch for more information this spring and early-summer as the Town Board will begin evaluating various options to help the town meet its ongoing growth.

Instead of these parts being at war with one another which feels like anxiety, over-doing, having no purpose, depression, and over-thinking, you will notice more calm and contentment, clarity and peace. When you can notice what causes intense emotions within you, you can begin the soul work of healing. These emotional triggers reveal to us our unhealed wounds. You can then use these cues as a way to learn about why you feel a certain way when you are being triggered. Using Mindfulness with our thoughts, actions and behaviors can lead to the life-changing experience of self-acceptance, self-compassion and self-love. Albany’s Budget is Bad for Upstate What New York Really Needs Is Meaningful (and Real) Mandate Relief for Local Governments

The new downstate centric Legislature joined with Governor Cuomo to pass a $175 billion spending plan that is packed with new taxes, fees and social policy that will ultimately end up costing New Yorkers more. The state budget enacted new taxes on everything from car rentals, to internet purchases, to paper bags, to prescription drugs. All these are meant to close the state budget deficit and help prop up the aging mass transit system in New York City. In the end this is another cash raid on upstate residents to make them pay for downstate problems. Local governments across the state didn’t make out so well, either. The property tax cap was made permanent but no mandate relief was provided in the budget. The tax cap has stressed local governments as they struggle to meet the ever increases in health insurance, wages and pension costs with no relief from the state. Worse, the state piles on with ever increasing (and costly) mandates that drive up the cost of government for property taxpayers. This has all led to many towns and villages needing to cut back on services, increase debt, or raid their fund balance (savings) to help make ends meet. That’s a recipe for fiscal ruin. Additionally, the AIM (Aid and Incentive to Municipalities) money that the state has provided local governments to actually try to help them deal with these mandates was removed from the state budget and the governor shifted the burden to counties by mandating that the counties make up for the cut. This means that counties will be required to share more of their revenues with local government, further stressing county budgets which also struggle with state mandates crushing their bottom line. The governor and Legislature didn’t do the taxpayer any favors either by making changes to the popular STAR program. This is the tax reduction that was applied directly to the property owner’s tax bill. Going forward, the program has become more cumbersome for residents since new homeowners will be required to opt into a check rebate system and existing homeowners will have their growth in tax relief frozen at 2019 levels forevermore unless they opt into the cumbersome tax credit rebate program. (See the Assessor’s column in town’s newsletter for more information on this.)

I remember the old Ronald Reagan line he used when describing when a government taxes and spends too much, “If it moves, tax it. If it keeps moving, regulate it. And if it stops moving, subsidize it.” Thirty-five years letter the governor and the Downstate Legislature haven’t learned that we can’t tax our way to prosperity or out of a deficit. But in completely unrelated news, New York State saw the largest population loss in the nation in 2018. We saw almost 50,000 people leave the state. Chiropractic and its Connection with the Immune System For years, it has been said that the immune system is a continuation of the nervous system. The reason for that is because the nervous system plays a critical role in alerting and sending immune system cells to where damage or an infection is located. Because the body has the ability to heal itself, when the nervous system is free from interference, the body is able to function (and respond) more effectively. This results in improved overall health and well-being. The lymphatic system also plays a big role in immunity. The thymus gland, responsible for developing thymocytes to T-cells and much more, has a huge nerve supply. This is also why it plays a major role in the development of immune cells. Dysfunction in the nervous system slows the immune process and can potentially result in overreactions or hypersensitivities, like allergies. Allergies are an inappropriate response to a substance that is not harmful to the body. We have within us a powerful neurotransmitter called Substance P which is 100 to 400 times stronger than histamine in triggering symptoms. Substance P may play a role in these overreactions in the body; it is transported through nerves and released in response to dangerous stimuli. Many allergic reactions may be due to some type of nervous system dysfunction resulting in inappropriate release of substance P. Stress can also cause changes in immune response. Stress hormones can slow the immune response, which is why when people are under chronic stress their immune system is “down”. Certain types of immune cells responsible for attacking invaders are sensitive to certain brain chemicals like stress hormones. Whenever the body comes into contact with a dangerous stimulus, there is an increase in activity of the sympathetic nervous system. Most people are aware that we have a sympathetic state (fight, flight, or freeze) and a parasympathetic state (rest, digest, and repair). What you might not know is that our bodies are designed to be 20% sympathetic and 80% parasympathetic. Sadly, the majority of people are “sympathetically dominant”, creating the majority of health problems we see. America, as a society, is always on the go. We are always in sympathetic overdrive trying to GO, GO, GO all the time! The chiropractic adjustment facilitates movement towards a parasympathetic state. When we adjust you, we are putting your body in a state of ease instead of a state of dis-ease. By removing nervous system interference, spinal adjustments can help improve immune system function. Disturbances (or subluxations) in the nervous system can affect the body in a couple different ways. It can become hyperactive, for one, which will cause abnormal conditions and disease processes. Secondly, it can become hypoactive which, in some cases, can lead to cancer. Cancer cells grow and function out of control because the wrong sets of genes are turned on and left on because the nervous system has failed to repress them. Furthermore, long term changes in the nervous system have been shown to correlate with certain diseases such as fibromyalgia, chronic fatigue syndrome, and autoimmune disorders. Dandelions It’s amusing how our attitudes change over time. We all look back at those pictures of ourselves from the 90s, 80s, 70s, 60s and earlier and are amazed at the hairstyles and clothes we wore then. At the time, my generation thought we were the height of fashion with our big hair and bellbottoms. If you happen upon an old episode of Columbo on the tube, you’ll be amazed at how long men’s sideburns were. And then there were the bold, psychedelic patterns of the disco era. Now we simply look back at all this and wonder, “What were we thinking?” You might not realize it, but the same thing happens with plants. Some plants are popular for awhile and then they are replaced with another. You can go on the internet and find the “Perennial of the Year” and “Annual of the Year” for this and past years. Sometimes it is the color that makes the plant popular and sometimes it’s because the plant is a newly bred variety. Sometimes, just as in the fashion world, plants that were popular in the past enjoy a revival as new gardeners rediscover plants that their grandparents loved. There’s one plant though, that has suffered a fall from grace so complete that few of us are even aware that it was once one of the most beloved of plants on the planet. The plant I’m referring to is the ubiquitous dandelion. It might surprise you to know that, at one time, there was NOT ONE dandelion growing on the entire continent of North America. Even knowing that, you’d probably assume that it was just an unfortunate accident that they’re here…they must have gotten here along with another plant or as a seed stuck to someone’s shoe. Actually, the dandelion, that scourge of our lawns that we detest so much, was brought here by European colonists intentionally. In fact, more than one group of colonists

brought it with them to their new homes in America. Germans are known to have brought it with them and Spanish colonists introduced dandelions into Mexico including what is now the American southwest. The reason they made a point of bringing dandelion seed to the New World is because they depended on it to keep them healthy. The dandelion, which is actually a plant native to Asia, has a long history as a beneficial and medicinal plant. In China, it is mentioned in herbal texts as early as the 7th century. We can assume that it was used medicinally in China even earlier. In Wales, it is mentioned in the writing of physicians during the 1200s. A French physician gave us the name dandelion when he called them ‘dent de lion’ or ’teeth of the lion’ describing the ragged shape of the leaf. Other common names for the dandelion have been: Blowball, Cankerwort, Swine Snout, Wild Endive, Sin in the Grass and another French name, pis-en-lit which translates as “wets the bed”. This last name describes the dandelion’s ability as a diuretic. The Latin name for the dandelion is Taraxacum officinale which can be translated as ‘disorder remedy’. Dandelion leaves are a wonderful source of vitamin A as well as potassium, calcium, phosphorus and iron. Common knowledge of our ancestors was that the various parts of the dandelion can be used to treat urinary tract infections, abscesses, eczema, gout, boils, stomach aches and even snakebite. It has also been used to treat high blood pressure and as a liver purifier. The white sap in the flower’s stem has even been suggested as a cure for warts. The list goes on and on. I’m certainly not suggesting that you use dandelions medicinally, but it makes for interesting reading. One would think that, since there are references to the benefit of dandelions about as far back in history as history goes, there might be something to all this. One thing is for sure, our ancestors were not going to the New World without the seeds of their favorite cure. It is no wonder that they are everywhere. We may have completely lost sight of the virtues of the lowly dandelion but they are still with us nonetheless. I’ll have to admit that tender young dandelion greens sometimes make it into the salads at my house. They are a little bitter but, when mixed with all the other greens, they’re pretty good. For some, it is an acquired taste. We once served some dinner guests salad with dandelion greens in it without their knowledge. They enjoyed the salad but called the next day to ask us, “What was in that salad anyway?” I won’t go into detail. Chicken Burrito Salad Servings: 6

Salad: • 1 small head romaine lettuce, torn into small pieces • 1 cup cooked brown rice • 1 can (15 ounces) black beans, drained and rinsed • 1 can (14 ounces) diced tomatoes • 1 can (10 ounces) chicken breast chunks, drained and flaked • 1 can (10 ounces) corn kernels, drained • 1 can (4.25 ounces) diced green chilies, drained • 1 can (2.2 ounces) sliced ripe black olives, drained Dressing: • 2 tablespoons fresh-squeezed lime juice • 1 tablespoon fresh chopped cilantro • 3 tablespoons extra-virgin olive oil • salt and ground black pepper, to taste Salad: In large platter or individual bowls, place lettuce leaves. Top with brown rice, black beans, diced tomatoes, chicken, corn, green chilies and black olives. Dressing: In small bowl, combine lime juice and cilantro; whisk in olive oil. Add salt and pepper, to taste. Drizzle dressing over salad.

Easy Weeknight Seafood Paella Servings: 4

• 1 tablespoon olive oil • 1 medium yellow onion, diced • 1 small green bell pepper, cored, seeded and diced • 2 large garlic cloves, minced • 1 box (8 ounces) yellow rice • 1 can (14 ounces) vegetable broth • 1 can (14 ounces) diced tomatoes • 1 can (10 ounces) whole baby clams, drained • 1 cam (8.5 ounces) peas, drained • 1 can (6 ounces) medium shrimp, drained • 1 can (3.8 ounces) sliced ripe olives, drained 1. In 2-quart saucepan over medium heat, heat oil; add onion, green pepper and garlic. Cook 5 minutes, stirring occasionally. 2. Add rice and vegetable broth. Over high heat, bring to boil. Southern Style Succotash with Sweet Corn Sauce Servings: 4 • 4 ounces olive oil • 1 can (14.5 ounces) sweet corn kernels, drained • 1 can (15.5 ounces) butter beans • 1 can (15 ounces) sweet peas • 1/2 cup sliced canned carrots, drained and diced • 1/4 cup canned diced tomatoes • 8 sprigs fresh thyme • 1 fresh bay leaf • salt and pepper, to taste Dressing: • 2 tablespoons fresh-squeezed lime juice • 1 tablespoon fresh chopped cilantro • 3 tablespoons extra-virgin olive oil • salt and ground black pepper, to taste Add olive oil to large skillet and quickly saute all ingredients with salt and pepper until heated through, about 5 minutes. Serve on top of Sweet Corn Sauce. • 6 ounces canned corn, excess liquid strained off • 3 ounces champagne or dry white wine • 4 tablespoons butter • salt and pepper • thyme sprigs In blender, puree corn and champagne until very smooth. Mortensen Motorsports Update for May 2019 By Ron Szczerba

Scotia, NY – On Saturday, April 13 the “Track of Champions Fonda Speedway held an open practice session and the Your Hometowne sponsored #1M of Mark Mortensen was there to “test and tune” his DKM Cyclone chassis. Mark timed third fastest overall with a lap of 20.502 secs and was able to try out some different things with the racecar before the 2019 season opener. The season opener at Fonda was scheduled for Saturday, April 20 but was cancelled due to rain which came down the night before and the morning of Saturday the 20th forcing Fonda Speedway promoter Brett Deyo to cancel the racing program at noon time to save the drivers from having to tow to the track for nothing. The season opener at Fonda was then moved to Saturday, April 27. Mark started his career in the 602 Sportsman class in 2011 with his first career win in the class coming on 4/30/2011. He was also crowned the 2011 Fonda Speedway 602 Sportsman Track Champion and since that time has put together a lot of success in the division with many different goals being accomplished along the way. He currently sits second on the All Time 602 Sportsman win list at the Fonda Speedway with 21 victories at his home track the Fonda Speedway. The Pursuit of Happiness I very good girlfriend of mine gave me a little gift the other night. It was a gesture of love. The package was simple and yet beautiful. Inside wrapped in tissue was a miniature bag. Quite similar to one of those reuseable grocery bags from Hannaford. The tiny bag had handles and as I drew it out of the package the letters written on each side read... Be Happy. Most of us believe we are relatively happy. At the same time knowing we could be happier, maybe a lot happier. What is it that holds us where we are? Do we procrastinate? Do we lack the courage to be truly ourselves? Do we even know what our true selves would look like? Most recently I have noticed on social media that people are ready for a change. Me included! I do not believe it is all about having the snow finally gone. I wrote about the Vernal Equinox a few months ago. Stating the fact that we too are ready for a change. Maybe we are feeling what the earth feels more than we thought we did. Where do we begin to pursue happiness...? Or a better question is “why are we resisting happiness?” Overwhelming busy schedules, no down time or sleepless nights. That can take the wind right out of your happiness sail! So how does one stop resisting and start pursuing? Here is a quick list of ideas. Remember this is simply a list; YOU will have to do the homework. #1. Take a deep breath - you got this! #2. Take time to think about what is missing. What changes you want to make. Take time to listen to your goals and dreams. #3. Create a game plan - Put it on the calendar. Make it important. YOU ARE IMPORTANT! If you want to start exercising then set the time aside to do so. Lose the phone! Don’t check FaceBook, social media, emails or texts. Make your happiness a priority! #4. “The quality of your life is determined by the quality of your habits!” Trade in those old warn out habits, break those chains and recharge with new ones. Healthier ones, more fulfilling ones, ones that put you on your path to your dreams and goals. #5. Now the light is on! You can start to feel it welling up inside of you. A “can- do” attitude. #6. Surround yourself with people that will encourage you and support you. Not everyone will agree, as some are not ready to pursue a new happiness sail. Keep in mind that we can inspire others not by telling but simply by doing! You might just be encouraging someone else. And last but not least... Build your life on grace and gratitude. Seasonal Exfoliation I cannot wait to turn my soil, plant my vegetables, and get some color! We put so much effort in making ready for summer. As I drag out my patio set, scrub the house, and deck, call for a blacktop reseal and get my furnace serviced I realize my body is also going through its spring cycle. A change of season is a time when we all can benefit from a detox. Some of us go on fasts or juice diets and weight loss shakes, some eliminate a meal. There are endless ways to prepare. For me I look at adding more walks outside, adding more fresh produce and fish, and adjusting my supplements and meal replacement shakes. Our heavy winter diet no longer serves us and it’s time to shed our extra weight. Time to think fresh seasonal foods, rich in anti-oxidants, vitamins, and more water. Take a moment. Do we stop to think what our skin goes through? No not until we start to peel of our Spring has sprung!!! Just feeling the sun on my face and the wind at my back is so marvelous! I can’t outerwear and face the dreaded “MIRROR.” Do we realize we must act! Our winter skin care regime no longer serves us. We don’t need the heavier products we used all winter long nor do we need the extra weight! Peeling off layers pertains your skin also. That dull complexion happens when the dead layers of the skin adhere to the face. This also prevents our expensive skin care products for doing their job. What waste of $$$!! How do you get the sun kissed glowing look? Exfoliate! I don’t mean going to CVS and buying scrubs that contain, asbestos (It’s in baby powder, acne, and too many other products out there,) anti-freeze,

animal by products, artificial fragrance, walnut hulls, or plastic beads. I refuse to support any food or skin care systems with any of these toxins in them. Especially when it comes to babies, children, or pets! The marketing campaigns and subliminal messages are everywhere. Even when we shop for food the music piped in is generated to make us hungry and there are cues to trick our brains into believing their messages. I can go on. Seasonal exfoliation requires sluffing off layers of dead cells. In my practice I suggest ways you can do this in one single visit. I don’t know where you can get such a highly personalized service, look your best, and save money, and gain knowledge about harmful products. Again, it depends on your personal skin care needs. Men, women, and teens with acne, dry, oily or aging need help with exfoliation It is very important to do these special treatments before summer comes into bloom and the sun is at its highest in the sky. Some of the ways we exfoliate are glycolic, TCA, and micro-needling procedures. These are always performed by a licensed and insured esthetician, plastic surgeon, or dermatologist. Do not try this at home! You would not believe the burns and scarring I’ve had to correct over the years. Not only is this very dangerous in the wrong hands it very expensive to correct.
