A message from Friends. In ages past, a friendship was a sacred bond between two people forged over time. When you met someone you became friends because you “clicked”. Today you “click” and voila, you have a new friend! I am fortunate to have many lifelong friendships created the old fashioned way. I also have a lot of new friends that I consider to be very close regardless of our physical distance. To maintain a deep and lasting friendship there are certain pillars that need to be in place to support it. Acceptance Before you can be true friends with someone, you have to accept them. If you find yourself judging your friends on a regular basis, they may not be the right kind of friends for you OR you yourself may need to work on not being so judgmental. Acceptance means ridding yourself of any preconceived notions of how your friend should behave. Acceptance is the greatest gift you can bestow upon your friend. It is a vital pillar of a true friendship. It is also the greatest gift you can give to yourself. Remember, friendship is a 2 way street. If you are willing to accept your friends little idiosyncrasies, they in turn will be much more tolerant of yours. Understanding If you cannot place yourself in the shoes of your friends, you will find it hard to empathize with them. If you don’t understand your friend’s actions then simply ask them. True friends care enough to understand the reasons behind the actions of their dearest friends. They know what makes each-other happy and sad. They are considerate of each-others feelings. Trust Trust takes a lifetime to build and mere seconds to destroy. A friendship without trust is like a fish without water; it cannot survive. If you cannot trust your friend, you will always remain guarded in their presence. You can never be open, honest or your true self with them. A friendship without trust is hollow and a waste of time and effort. Follow through Actions always speak louder than words. I say these words on a regular basis. When you have this mindset, sincerity flows naturally into your actions. Say what you mean and mean what you say. Empty promises are worse than silence. It undermines all of the other pillars of your friendship.

Now back to that CLICK I mentioned at the beginning. Technology has allowed us to find friendships that never would have occurred. Many of the people I consider true friends I have never met face to face – they are scattered across the planet. I cherish my friendships, old and new. The friends I have never seen in person have enriched my life in so many ways. We share music, jokes, opinions and life’s ups and downs. 5 Signs Your Diet Is a Fail You’ve considered it for weeks, months, years even. And now is the time that you’ve decided to make a change and go on that diet. But don’t just dive in feet first. First, take a long, hard look at the diet you’re considering and answer five questions before proceeding. Only then can you be sure your diet is not going to land you in the land of diet failure. 1: Does it make you hungry all day every day? When you’re on a diet, it’s normal to feel the occasional tinge of hunger. Much of those light hunger pangs, however, should be done away with by drinking a glass of water. And if you stay busy enough with life in general, you ought to be able to ignore some other hunger. But if your diet has you feeling hungry at all times, you’re not going to last long.To avoid falling into the pit of hungry despair, go with a diet that lets you eat protein, fiber, and healthy fats. Also, as stated above, drink plenty of water to avoid confusing hunger with thirst. 2: Does it force you to drop food groups? A healthy diet is one that incorporates appropriate amounts of food from each food group. When a diet cuts an entire food group from your eating options, you’re going to have a hard time surviving your diet for longer than a week or two. One of the most popular food groups to cut is carbohydrates. While not eating carbs will indeed help you lose weight, carbs are what make it possible to store energy to make it through the day. No carbs, no energy, no willpower to maintain your diet. 3: Is your mood suddenly unpredictable? Everyone gets moody every once in a while, but if your diet is too restrictive, you may find your mood swings coming with greater regularity and severity. This happens because excessive caloric restrictions messes with the chemicals in your brain. Before letting your diet ruin your relationships and put your job at risk, reconsider your diet and find one that helps you be cool, calm, and collect. 4: Does it insist there is no need to exercise? If this is the type of diet you’re considering or are in the midst of, beware! Exercise comes with countless health benefits that will make your weight loss all the more beneficial. From preventing chronic pain to improving your energy level and sleeping better, exercise is a vital component to any diet. 5: Do you still weigh the same? It is true that the best way to lose weight is slowly—approximately one or two pounds per week. But take note that slowly doesn’t mean not at all. In the event you’ve been on a diet for a few weeks without any results to speak of, then your diet is a flop. Drop it immediately and find something that will help you lose pounds. Otherwise, you’ll get discouraged with your diet and swap it for the old habits that got you where you are now.

Chiropractic Care and Pregnancy Throughout pregnancy, an expectant mother experiences many hormonal and structural changes in order to prepare the mother’s body for the developing baby as well as for the birth process. Some of these changes may include but are not limited to: •Postural changes including an increased lumbar curve (low back region) •Changes to the pelvis and sacrum •Joint instability •Pelvic ligaments loosen (due to the increased amounts of hormones necessary for birthing) and become strained •Protruding abdomen (stretching of the abdominal muscles) as the baby continues to grow • Weight gain (the breasts and uterus grow) These changes can cause spinal and pelvic misalignments (or, subluxations) leading to nerve interference, which can ultimately result in pain or discomfort for the mother. When the nervous system is stressed the expectant mother’s body is not able to function at its greatest potential. During pregnancy, a Doctor of Chiropractic will focus on aligning and balancing the musculoskeletal structures of the spine and pelvis. Maintaining an aligned pelvis is essential for creating constraint-free space needed for the developing baby. A misaligned pelvis and sacrum (triangular bone in the pelvis) can lead to restrictions called intrauterine constraints. When the key ligaments attached to the uterus are constrained, it can create torsion in the uterus. Torsion of the uterus makes it very difficult for the baby to get in the optimal position (rear-facing, head down) for birth. Correcting the imbalanced pelvis through a specific chiropractic adjustment can help reduce the risks of breeched deliveries, C-sections or other interventions such as forceps and vacuum extraction. Chiropractic care during pregnancy can reduce the risk for dystocia, which in turn has the potential to decrease the number of C-sections and contribute to an easier and safer birth. Mortensen takes to the Track for the First Time in 2016 On Saturday, April 16 the Your Hometowne sponsored Mortensen Motorsports #1M took to the track for the first time in 2016 at the Fonda Speedway for an open practice session. Practice sessions allow the drivers and race teams to test out their race cars to make sure everything is up to par before the actual racing season begins. It also allows race teams to change the setups on their racecars to see if they can “fine tune” them to run as fast as they possibly can. April 16 was no different for the Mortensen crew and their driver, 2011 Fonda Speedway 602 Sportsman Track Champion Mark Mortensen. They were at the track to see if all of the changes that were made to the car over the winter months were effective and with four sessions going out on track for each division, it gave them a chance to do just that. At the conclusion of the last practice session Mark was very pleased with the performance of the racecar and was looking forward to opening night at Fonda the following week on Saturday, April 23. When drivers took to the track on opening day at Fonda on April 23 the track was totally different than it was during the practice day so many teams were left scratching their heads as they tried to dial in their racecars to the track. In his heat race, Mark started seventh after drawing a number coming into the pit area to determine his starting position for the heat race and had a very “loose” racecar, which took him to a last place finish in his heat race event placing him 25th on the starting grid for the 25-lap feature event. The crew went to work on the race car to make it better and they succeeded as in the first two laps of the feature event Mark was able to pass six cars and was running in the 19th position when an accident occurred, not any fault of Marks at all, that ended his race night and resulted in serious damage to the #1M race car. At the time this story was written the damage was still being assessed but fortunately, Mark was not injured in the wreck. Mark’s next scheduled race was to be the opening event at the Glen Ridge Motorsports Park on Friday, April 29 but that will depend on how badly the racecar was damaged in the accident at Fonda. Our summer volunteer program runs June 27—August 5 and volunteers can sign up for one shift. Each volunteer will select a two hour time slot and will come at that day/time for the six weeks of Summer Reading (for example Mondays from 1:00 PM—3:00 PM). Volunteers must be available at least four of the six weeks to participate. We will have a volunteer sign-up and informational meeting on May 31 at 6:30 PM, potential volunteers must attend with a parent or guardian and will choose their time slot at this meeting. From the Highway Department
With the advent of spring, our attention turns to the great outdoors and this year we’re proud to have finally reaped the fruits of all our work in parks. As you will read, the Town Board commissioned a brand new park name Andersen Park on Van Buren Rd and opened a brand new dog park for our 4-legged residents to enjoy. We made long-awaited investments in Indian Meadows and finally paved those terrible park roads. Working with the leagues, particularly BHBL Girls’ Softball, we significantly upgraded many of our fields. More to come this year. As usual, we have stayed on pace with various development in our commercial corridor, most notably breaking ground on a brand new 104room hotel at the Water’s Edge Lighthouse property. The Town Board, the committees and staff remain committed to continuing the town’s balanced approached to economic development in an effort to boost the tax base without overdeveloping in our corridors. The town recently held its annual developers event where a panel of local business leaders discussed the town’s vision and the opportunities for Glenville ahead. I also want to point out the good work of the town’s Efficiency in Government committee which has hosted “Resident Focus Groups” as a way to help this administration meet its goal of inclusiveness and transparency. The meetings focused on particular topics, but often the residents have had opportunities to bring any issue up myself, Councilwomen Gina Wierzbowski, staff, or committee members. The next two meetings will focus on public safety and tax and finance, respectively. Please email me if you are interested in attending any of these focus groups at ckoetzle@townofglenville.org. Finally, the Town Board has progressed on its commitment to utilize technology in an effort to gain more operational efficiency. Two major initiatives to note are the automatic read water meters and new software that will help integrate the various town departments and help to boost communications between them. More to come on this in the coming months, but the town’s antiquated phone system will also be looked at for upgrades. Enjoy the season and have a safe and fun summer. The Annual Bulk Item Program will be held September 6, 2016 through September 20, 2016. As in past years, only one pass will be made. Once the truck has passed by your property, disposal will be your responsibility. Eligible items are to be placed on the edge of your lawn on September 5, 2016. Visit the town’s website for the list of eligible & ineligible items. Please remember, if it fits in your garbage can, put it in your garbage can. The intent of this program is to dispose of large items. This program has been moved to the fall due to vendor availability and not by choice of the town. Our vendor originally scheduled us for Memorial Day weekend, which in the past has generated many complaints from folks who wish to have picnics that weekend. When we requested another week, they moved us to graduation weekend (same issues there). Finally, the only other option was after Labor Day, which seems the best option at this point. There is only one vendor for the program, so we took what was available. We’re looking into options for next year that will give us more flexibility, but for now this is what the vendor can do. The Town Board remains committed to this program and felt it was better to have the program in the fall than not all. Spring/Summer yard waste including leaves, brush, grass clippings is the responsibility of the homeowner. Most garbage haulers include yard waste in their services. Please contact your garbage company for their specifics. Glenville residents may also bring yard waste to the Schenectady County Conservation District on Hetcheltown Rd. For details and permit requirements, please contact them at 399-6980. Remember, New York State Highway Law §319 reads “no obstruction should be placed in the roadway and/or right of way”. This includes sprinkler heads, property fences and dog fences to name a few. The average right of way is 10ft. from edge of blacktop. For the specific right of way of your road, please call the highway department. 2016 Planned Paving Program The Town will resurface approximately 4.5 miles of road in the 2016 Paving season. We will pick up where we left off on the upper right side of Route 50 on Frederick Road and continue down the right side to Pashley Road. We will also complete the remainder of Touareuna Road in West Glenville. We will perform drainage work in the Scotchbush neighborhood in preparation for the 2017 Paving season. Making Investments, While Sharing Services We have expanded our vehicle maintenance services to include our volunteer fire departments providing savings to our departments and (Continued on next page)

Hilton Hotel and Yates Farm Condo Projects Break Ground Two major development projects, one commercial and one residential, both recently broke ground in Glenville. One is the Hilton Hotel Homewood Suites at 2-4 Freemans Bridge Road and the other is the Yates Farm Condominium project on Maple Avenue. The Hilton Homewood Suites Hotel will consist of a 104-room, five-story structure along the banks of the Mohawk River, adjacent to the Waters Edge Lighthouse Restaurant. The Hilton has the distinction of being the first hotel to be built in Glenville. The anticipated 13-month construction timetable places the opening of the hotel in the summer of 2017, which is timed nicely to take advantage of the 2017 opening of the new Rivers Casino and Resort, currently under construction nearby in Schenectady. Regarding Yates Farm, this 44-unit condominium project was initially approved by the Town’s Planning & Zoning Commission in 2008. The housing market, particularly for condominiums, had taken a downturn about that time. The softening market, combined with a change in developers, resulted in the eight-year delay to the start of construction. The Amedore Group now owns the property and has started earthmoving and utility work. The project is to be located on the west side of Maple Avenue, at the intersection of Maple and Alplaus Avenues.

Glenville Parks Update

While staying under the tax cap, we have updated our vehicle fleet with 5 new vehicles as well as replacing some of our highway construction equipment enhancing our ability to perform maintenance and improvements to our highway infrastructure. We also continue to explore inter-municipal cooperation and implementation with respect to shared services with snow plowing and street sweeping. The mild winter also allowed us to perform work in our parks earlier than usual in preparation for a great summer season. As always if you ever have concerns or questions, please do not hesitate to contact us at the highway department.
Glenville’s 5th Annual “Let’s Talk Business” Expo Glenville’s newest park, The Anderson Park opened on April 15th. Complete with a dog park for your 4 legged friends this new park is a wonderful addition to the community. A 100’ X 100’ small dog area and a 100’ X 200’ large dog area provide space for dogs to play off-leash. Additional site amenities will be added over the coming weeks, and paving and striping of the parking area will also occur. A trail for dogs on-leash extends from the dog park area, heading north toward Glen Haven School. Andersen Dog Park use requires a permit, which is free to Glenville and Scotia residents, and $50 for non-residents. Proof of dog licensure and current vaccinations are required for a permit, obtainable at the Town Clerk’s Office. Indian Meadows Park – The BH-BL Girls Softball fields have undergone a bit of rehabilitation with the replacement of both infields. The result is a nice improvement, and more improvements are planned. This project was again a town/club partnership, and we look forward to working with the club over the coming months and years. Paving – With the Indian Meadows Park roads having been gravel since the park’s inception in the 70’s, the majority of the park was finally paved this past fall, and what a difference it’s made. A smooth road, not dusty and much nicer looking are some of the benefits of a newly paved surface. Striping is planned for all parking areas. We hope you’ll enjoy the new driving experience, and please, drive slowly and carefully! Efficiency In Government Committee – The Efficiency in Government committee conducted a survey of the general public on the services offered by the Town of Glenville. The purpose was to determine how the public felt about the manner in which the services were delivered. While the responses indicated overall satisfaction with the service delivery, volunteers to serve on focus groups were solicited with 76 residents agreeing to serve. Two focus groups have been held thus far, The first, on economic development and zoning, indicated the greatest concern was traffic, both traffic safety and congestion. The second focus group, largely on code enforcement, revealed a need to continue public education on building permit requirements as well as how code enforcement is administered. As an example, is someone is cited for a code enforcement violation, simply by due process (which is a right that everyone has), it might be two months before enforcement can occur in the absence of a cooperative violator. The next focus group is scheduled for May 24th and will address public safety. Results of these focus groups will help shape revisions to the Comprehensive Plan as well as provide feedback to the departments for services delivery.

On April 21st the Town held its 5th annual “Let’s Talk Business” Exposition at the Water’s Edge Lighthouse Terrace at 2 Freemans Bridge Road. Once again the Expo was well received, with over 100 local business owners, commercial developers, realtors, local property owners, commercial brokers, and local government officials in attendance. The Expo is meant to showcase commercial and industrial development opportunities in Glenville, and to highlight recent development success stories in the Town. To that end, the Water’s Edge setting was well-chosen, as the five-story Hilton Homewood Suites Hotel is under construction on the same property, literally a few steps from the Terrace. New to the program this year was a panel discussion that featured local business owners and representatives, including Wolf Hollow Brewing Company Co-Owner Peter Bednarek, Water’s Edge Lighthouse owner Pat Popolizio, David Ahl, Vice-President of the Industrial Parks Division of the Galesi Group, and IKON Realty representative Todd Drowlette. All four panelists and their companies are actively pursuing and/or managing commercial and industrial projects in the Town, and they offered a glimpse of how far the Town has come in recent years to become a desirable location for new businesses within the Capital District.

The question is frequently asked about what projects require permits. The easy answer is that things regulated by the code or our Zoning Ordinance require permits so we can verify compliance. Those things include Accessory structures such as sheds, fences, garages, and pools. New houses and commercial structures also require permits but then it gets a little more unclear. Any alteration to a house like moving walls, doors, windows and plumbing require permits, however simple repairs where you are replacing in kind do not require a permit. When in doubt just give us a call we will be happy to advise you. As always make sure to keep your smoke and CO detector batteries fresh, your house numbers visible from the road, and have a safe spring and summer.
As many of you may already be aware, recent legislation was passed which changes the way that taxpayers will benefit from the STAR program. For any new homeowner as of March 2, 2015, the STAR exemption will now be a STAR rebate check. This change impacts NEW HOMEOWNERS ONLY. If you currently have a STAR exemption (as of 2015 school year) and have not sold your property, you are not impacted by this new legislation and you can therefore keep your current property tax exemption. The eligibility requirements to qualify for STAR savings have NOT changed. For basic STAR, you must occupy your property as your primary residence, and your income can not exceed $500,000. For enhanced STAR, you must occupy your property as your primary residence and your income can not exceed $84,550(for 2016 tax roll-based on 2014 income). The STAR program provides relief from your school tax bill. New homeowners will no longer be eligible for a property tax exemption, however they will be eligible for a rebate check in the same dollar amount as the standard STAR savings noted on the school tax bill. New homeowners must register with NYS Dept. of Taxation and Finance in order to enroll in the STAR Rebate Program. This can be accomplished one of two ways: • Enroll on-line at https://www.tax.ny.gov/pit/property/ star/index.htm or • Call the Tax Dept. call center at (518)591-5232 or (518) 591-5233. Our office has been advised that if you are a new homeowner, eligible for the rebate, and you register with the NYS Dept. of Taxation and Finance, no later than July 1st, you will receive your STAR rebate check some time during the month of September.
Update on the Town’s Comprehensive Plan Effort Over the last six months the Town has continued to make steady progress on preparation if its new Comprehensive Plan. The current Plan was adopted in 1990, and has served the Town’s decision-makers and community well. However, in the last quarter century the Town has evolved considerably, as has technology and innovation. The 26 year-old plan, as solid and insightful as it has been, is not well-suited for a growing Glenville in 2016. While most communities hire a consulting firm to prepare their Comprehensive Plan, often at a price tag in excess of $100,000, the Town opted to keep the task in-house and take advantage of the talents of both Town staff and citizen volunteers to prepare the Plan. Town Economic Development and Planning Department staff have been drafting the Plan, with the Residential Advisory Committee and Comprehensive Plan Committee – both comprised of volunteers – reviewing and reworking the draft as needed. The Town hopes to have a completed first draft available by the beginning of the summer, with public information meetings and hearings to follow over the balance of 2016.
Important Tips: • Property owners with an enhanced STAR exemption will continue to receive an annual renewal form which must be completed and returned to the assessor’s office no later than March 1st of every year. • If you are a new homeowner and you have your taxes escrowed by your lender, you should contact them directly to advise them to review your tax escrow account, based on these changes, in order to prevent a shortage of funds when tax bills are issued. •Rebate checks will be in the same dollar amount as the typical STAR savings noted on a tax bill.
From the Town Clerk We have a new application at the Clerk’s Office. With the opening of our newest town park, Andersen Dog Park, all dogs who wish to use the park must have a dog park tag. How do you obtain an Andersen Dog Park Tag? Your dog must have a current dog license issued by the Glenville Town Clerks Office, as well as proof of current Rabies and Distemper vaccines. Additionally, you must fill out a dog park application form, which can be downloaded from the Town’s website or picked up at the Towns Clerk’s Office. Once the application is complete and vaccinations have been verified, a tag for Andersen Dog Park will be issued. Why do you need a dog license? It’s the law. New York State requires all dogs ages four months and older to be licensed. The license proves you own your dog and proves your dog is up to date on vaccines required by law. Failure to license your dog could result in a $250.00 fine.

From the Police Department With the arrival of spring, there will be an increase in the number of bicycles and motorcyclists on the roadways. Operators of both are particularly vulnerable to injury and/or death if involved in an accident with a motor vehicle. This is an opportune time to review some statistics and other information that will be relevant to all operators of any type of vehicle on the roads. According to the New York State Department of Motor Vehicles Statistical Summaries for 2014, the most current year available, there were 5,827 bicycle/motor vehicle crashes in NYS, resulting in 47 deaths and 5,722 injuries. Eleven of the deaths and 1,431 injuries were caused by a failure to yield the right-of-way, while an additional 19 deaths and 1,437 injuries caused by some type of error by the bicyclist. An additional 5 deaths and 511 injuries were caused by one of the involved operators disregarding a traffic control device. As to motorcycles, there were 142 accident-related deaths and 4,055 injuries in 2014. Of those, 11 deaths and 335 injuries were to passengers who were on the motorcycles. Failure to yield the right-of-way was listed as the contributing factor in 29 of the fatal accidents and 702 of the accidents resulting in injury. Unsafe speed was the contributing factor in 69 deaths and 653 injuries, while 8 deaths and 186 injuries were the result of unsafe lane changes. While these statistics are just a snapshot of a large amount of data, they reveal some very important points that operators of all types of bicycles and vehicles must be aware of. Bicycles and motorcycles are more difficult to see than cars and trucks. The reality is that, as human beings, our visual processing is not perfect, and we frequently look only for what we expect to see – and after a long winter, that means we are used to only looking for full-sized motor vehicles. It is easy to overlook smaller bicycles and motorcycles unless you are actually looking for them, which is what all operators need to be aware of. Bicyclists must obey the same rules of the road that drivers of cars do, including obeying all traffic control devices and lane usage and riding with traffic. It is not appropriate for bicyclists to use the sidewalks along highways as it can make it more difficult to be seen by drivers of cars. By law, all bicyclists under the age of 14 are required to wear approved bicycle helmets when bicycling or as a passenger on a bicycle. Adult bicyclist, while not required by law should use common sense and wear approved helmets. In 2014 (latest data available) 28 of the 47 deaths of bicyclist were of persons not wearing a helmet. That does not include the number of traumatic brain injuries that were a result of not wearing a helmet. Be smart, be a good role model for your children, wear a helmet. Motorcycle operators should always be aware of cars waiting to enter the roadway ahead of them and have an avoidance plan in case the operator of the car pulls out in front of them. It must be pointed out, however, that unsafe speed is a contributing factor in many of the motorcycle accidents resulting in injury or death. The easiest way to prevent many of the accidents is to slow down. Any body in motion travels at a rate of 1.466667 feet per-second per-mile-per-hour. If the driver of a motorcycle is speeding and traveling 50 mph in a 30 mph zone, they will travel over 73 feet in one second as compared to 44 feet if they were proceeding at the speed limit. This difference in distance can play a significant factor in whether an accident will occur or not and is in the control of the driver of the motorcycle. The same is true with unsafe lane usage. I do not think there is a driver on the roads today who has not been illegally passed by a motorcycle which also, in all likelihood, was traveling at an unsafe speed. All operators must remember that we share the roads with many types of vehicles, and we must be cognizant of this fact and always be attentive while driving. While we all need to be on the lookout for bicycles and motorcycles, those who operate them must also realize they have a responsibility to obey the rules of the road as well.

Focus on Freemans Bridge Road - Economic Development Grant Funding One of the numerous keys to a community’s successful economic development program is a safe, efficient and resilient transportation network. Without such, a community’s businesses and residents will lose revenue needlessly, become stagnant and eventually start to deteriorate. When deficiencies are identified in the transportation network, it becomes the community’s obligation to ensure that improvements are planned and constructed in a timely manner for the benefit of everyone. Such is the case with Freemans Bridge Road. Over the years, this New York State owned facility has seen a slow but steady transition from rural/agricultural uses to industrial businesses and now to largely retail and mixed land uses. Freemans Bridge Road must accommodate a much larger vehicular, pedestrian, bicycle and transit traffic volume and turning movements, than it was ever originally designed to safely accommodate. With the new $15 million dollar, 100 room, Hilton Homewood Suites hotel under construction on the Waters Edge Lighthouse Restaurant and Inn site and the nearby $480 million dollar Mohawk Harbor & Rivers Casino Resort developments on the former American Locomotive (ALCO) site, pressure on this outdated transportation facility is greater than ever. The associated volume of anticipated traffic and safety issues resulting from these transformational developments dictated that the following actions be taken. Freemans Bridge Gateway Improvement Project. Funded by a Local Waterfront Revitalization Program grant from the New York State Department of State with funds provided under Title 11 of the Environmental Protection Fund, this project will investigate the feasibility of improving the safety and aesthetics of this pivotal gateway into the Town of Glenville. Furthermore, this analysis will consider the associated adjacent land uses and zoning along the lower section of Freemans Bridge Road, beginning at the Mohawk River and continuing north to the intersection with Maple Avenue. A $100,000 project that will result in a vision for not only this gateway and Freemans Bridge Road, but also those properties alongside the right-of-way that are crucial elements in the future of Glenville and its Mohawk River waterfront. Capital District Transportation Committee (CDTC) – 2016-2017 Linkage Program. Glenville officials were recently notified by CDTC that the town’s application to conduct a “Complete Streets” feasibility analysis of the Freemans Bridge Road corridor was selected for funding. What is a “complete street”? Smart Growth America and the National Complete Streets Coalition, define complete streets as, “’streets for everyone.’ They are designed and operated to enable safe access for all users, including pedestrians, bicyclists, motorists and transit riders of all ages and abilities. Complete Streets make it easy to cross the street, walk to shops, and bicycle to work. They allow buses to run on time and make it safe for people to walk to and from train stations.” Town officials are presently organizing to initiate this evaluation which will be conducted over the summer and fall of 2016. The intersection at NYS Route 50, Freemans Bridge Road, Worden Road, and Airport Road, collectively known as Thomas Corners, is and has been a major source of angst for travelers over the years, whether in car, bus, on foot or bicycling. The intersection is dangerous at best, and a source of significant traffic backups and delays, resulting in excessive vehicular emissions and loss of time and money for businesses and residents within Glenville. One solution to improve operations at this intersection is through the installation of a roundabout to replace the existing signalized intersection. A proposal was submitted to the Capital District Transportation Committee (CDTC) in January 2016 requesting an estimated $3 million dollars to alleviate congestion at this pivotal intersection. The proposal would consist of design and construction of the new roundabout, including provision of transit improvements, pedestrian sidewalks and bicycle accommodations. Furthermore, stormwater management practices would be evaluated and installed for improved runoff quality and reduced quantity. Finally, the installation of new energy efficient lighting would occur to further increase user safety. This proposal is presently under review by CDTC’s Planning Committee, along with an additional 122 proposals from municipalities throughout the greater Capital District Region.

Avoid Estate Problems by Updating Beneficiaries Like many people, you might not particularly enjoy thinking about your estate plans, but such planning is necessary to make sure your assets go where you want them to go. And it’s just as important to regularly review your plans with your tax, legal and financial professionals in case any changes are needed. For instance, some of your wishes expressed in your will may be overridden by beneficiary designations you filled out years ago. If these designations become outdated, your assets could be passed to those you didn’t intend. You might be surprised at how many of your financial assets and legal documents have beneficiary designations tied to them. If you have an IRA, a 401(k) or other employer-sponsored retirement plan, a life insurance policy, an annuity, a transfer-on-death (TOD) arrangement, or any of a variety of other assets or accounts, you almost certainly named a beneficiary. And this beneficiary designation offers a simple, direct and efficient way to get assets in the hands of your loved ones who survive you. However, as time goes by, you may experience many changes in your life — and when your life changes, your beneficiary designations may need to follow. But if you are like many people, you might forget to update these designations after a marriage, divorce or other change in your family situation. And because the beneficiary designation is a legally binding document, the asset will go to the person you once named as a beneficiary, regardless of your current relationship status. It really doesn’t take much effort to look over your accounts and legal arrangements to ensure that your beneficiary designations are current — and if they aren’t, it’s pretty easy to change them. In fact, for some financial accounts, you may be able to update the beneficiary designations online. In any case, plan on reviewing your beneficiary designations regularly, but especially when you experience a change in your life. Here’s one more thing to keep in mind: Make sure your current beneficiaries are informed that they will eventually be receiving your 401(k), IRA, life insurance proceeds or other assets that require a beneficiary designation. This advance knowledge may help your loved ones as they plan and maintain their own financial and investment strategies. Although it’s clearly important for you to update your beneficiary designations and to communicate your actions, you will still need to attend to other areas of your estate planning, such as providing care for minor children or dependents, deciding who you want to receive specific items that do not carry a beneficiary designation, naming someone to manage your affairs should you become incapacitated, and specifying the control you wish your beneficiaries to have over their inheritance. These are just a few examples of estate-planning considerations. Because everyone’s situation is different, you will need to consult with your legal advisor to determine the level of estate planning you require. As we’ve seen, updating your beneficiary is one piece of the puzzle — but to leave the legacy you desire, you’ve got to complete the picture. The Spartan Hall of Fame Redux by Sam Capuano
In January, we took a look at a few members of the Burnt Hills-Ballston Lake Athletic Association Hall of Fame, Blaise Iuliano, Dick Stevens and Wes Carr. As that column was particularly well received, I thought it would be worthwhile to zero in on a few more members of that illustrious group. First up this month is Robert Curtis, Class of 1945 and a 2014 Hall of Fame inductee. Many of course know Bob from his years at Curtis Lumber and then Saratoga Lumber Traders. The Curtis (originally Curtiss) name and lumber in this area goes way back to 1822 when one of Bob’s ancestors, Captain Isaac Henry Curtiss, built a sawmill on Charlton Road. Bob took over the family business in 1949, a few years after graduating from BH-BL. He also served for years on the Board of Directors at BSNB, which included time as Chairman of the bank’s Audit Committee. It was that latter role that allowed me to get to know this fascinating man well during my time as BSNB’s Auditor. He loved his business, and was equally passionate about banking. He was just as home wearing a suit in the BSNB board room, as we was covered in sawdust at his day job. And his sports? He was a three sport star, in basketball, baseball and soccer, playing at the varsity level in each for four years. He also, like your columnist, served as Class President in his Junior and Senior years. Bob passed away last year, and he is missed. Bob’s coach on those teams was Walter Reid, and the two of them were inducted into the Hall the same year. Reid worked at the school from 1939 through 1969, and is considered the Founding Father of the BH-BL Athletic Department. Like many of a more recent vintage, I first became familiar with his name going to football games, as it is prominently displayed at the entrance to the field. He coached soccer, baseball and basketball during his time on Lakehill Road, and was also a physical education teacher. He holds the distinction of being at the helm of the first Spartan Saratoga County League Championship baseball and soccer teams. For good measure, he skippered the first soccer Section 2 Champ as well. From non-sports perspective, he was everything from Director of Guidance, and even was Superintendent of Schools for a few years in the late 1960’s. Pretty impressive stuff for the man for whom the High School Athletic fields are named. Last up for this month, is another long time coach, Ed Dempsey, who coached Spartan baseball and football for almost 30 years beginning in 1955. He also played those two sports at the former Mont Pleasant High School in Schenectady, and did the same at New Mexico Highlands University. After a few years teaching sixth grade, Dempsey began teaching phys ed and coaching. When Burnt Hills fielded its first football team in 1955, Dempsey was there as Murry O’Neil’s top assistant, a position he held until 1984. Because of this long tenure together, O’Neil and Dempsey are understandably always grouped together in people’s minds. But they were quite different. O’Neil was an excitable man, especially during football games, as he stood, bent over nervously with his hands on his knees, his voice often rising an octave or two. His success speaks for itself. Dempsey was more reserved, and spoke in a staccato manner that commanded respect from all of us who played under him. And, maybe even a little fear. His offensive and defensive lines reaped the benefits of this style, as they were never outworked in games. While he is best known for the gridiron, Dempsey also coached baseball for twenty years. I think I learned more about how to properly play catcher from him in my first two weeks of freshman practice in 1979 than in any other time before or since. I still see Coach Dempsey around Ballston Spa every now and then, and whenever I do, I stop whatever I am doing, and chat with him. I suspect, I am ‘Til next time, keep on smiling. Medicaid: Spouse in a House and Exempt Resources There are certain resources that are protected if your spouse is in a nursing home, or going to a nursing home, and may need Medicaid. What happens to your resources if you live at home, are over 65, and have a Spouse applying for Medicaid coverage for nursing home care? In 2016, a spouse that is in a nursing home is permitted to keep a minimum of $14,850 in resources and a minimum of $50 in income per month. The spouse living in the community may keep at minimum $74,820 in countable resources allowance (“CSRA”) and $2,890.50 in income per month. There are resources that do not count toward the CSRA. The exempt resources include normally the essential personal property of both spouses. A car will be exempt for the community spouse. Insurance with a face value of less than $1,500, and life insurance with no cash surrender value such as a group life policy are exempt. Prepaid funeral expenses and irrevocable burial funds are also exempt. If a spouse is in their home will also be exempt. The community spouse must reside in the house for the house to be exempt and may not have net equity of more than $828,000 for the year 2016. IRAs and other deferred compensation, if in payout status, should be treated as a stream of income and not a part of the person’s resource allowance. New Season The tulips popped up so fast out of the growing green grass. My eyes were amazed as the rain ran away and in came the suns warm rays. I jumped to my feet in praise and in salutation; hello new season, you are my salvation! There was a time and there was a place, but now is the time to move from this space. The outlook is good as it has always been; and always as it should. The future is bright this I know; the path is faint but soon it will show. I will keep a steadfast pace, my heart in the lead, with God’s soft hands of grace. The renewal and growth of my footing below fills my spirit with a creative flow. Soaring so high like never before, I feel it deep, deep within my core. I will bow to the graces of this wonderful gush, my heart races and my face is a flush. The excitement draws near, from the depths of my soul, creating a new and lively role. I will participate fully and strong, allowing my heart to sing its new song. Vision as We Age Part IV If you are over 40 years of age, you’ve probably noticed changes in your vision. Beginning in the early to mid-forties, most adults may start to experience problems with their ability to see clearly at close distances, especially for reading and computer tasks. This normal aging change in the eye’s focusing ability, called presbyopia, will continue to progress over time. Initially, you may find you need to hold reading materials farther away to see them clearly. Print in the newspaper or on a restaurant menu may appear blurred, especially under dim lighting. If you already wear prescription glasses or contact lenses to see clearly in the distance, the near vision changes caused by presbyopia can bring about the need to use bifocal or multifocal lenses. If you are nearsighted, you may have discovered that you now need to remove you glasses to see better up close. If you have enjoyed relatively good vision throughout your life and haven’t needed eyeglasses or contact lenses to correct distance vision, then the development of near vision problems after age 40 can be somewhat of a concern and a frustration. Greek Style Shrimp and Orzo A versatile, one dish dinner ready in less than 30 minutes
• 8 oz. orzo pasta • 2 TB. olive oil • 1 medium onion, cut in half, then sliced thin • 2 carrots, thinly sliced • 3 cloves garlic, chopped • Optional other vegetables like red bell pepper, broccoli, peas, etc. • 12 oz. large shrimp, pre-cooked or peeled and shelled (ifraw) • 4 c. chopped greens like spinach, chard, or kale • Zest and juice of one small lemon • 1-2 tsp. salt, to taste • 1 tsp. black pepper • 1/3 cup Kalamata olives, sliced ( optional) • 3/4 cup feta cheese • Optional toppings: chopped parsley and chopped tomatoes 1. Cook orzo to al dente according to package directions. 2. Meanwhile heat the oil in a large skillet over medium-high heat, add the carrots and onions and saute for 3-5 minutes. Add the garlic and and any other optional vegetables; cook for another couple of minutes or until the vegetables are crisp-tender. 3. Add the shrimp along with the spinach, chard or kale and cook until done (you can use cooked shrimp- just add it after the spinach has wilted). 4. Stir in the lemon zest and juice, salt, pepper, and olives along with the drained orzo. 5. Mix well and serve sprinkled with the feta and any other toppings. Steak Salad with Creamy Garlic-Pepper Dressing
Chili-Rubbed Pork Chops Serves 4
A hearty, satisfying salad with seasonal vegetables and a flavorful garlic and black pepper dressing.
Dressing: • 3/4 cup olive oil • 1/3j cup Greek yogurt (or sour cream) • 3 TB. lemon juice • 1 TB. white wine, white balsamic, or rice vinegar (basically a mild vinegar) • 1 TB. Dijon mustard • 2 cloves garlic, minced • 1 tsp. coarse ground black pepper (or to taste) • 1/2 tsp. salt (or to taste) Salad: • 1 head romaine lettuce, chopped • 1 lg. sweet onion, sliced and slices cut in half • 1 & 1/2 cup cooked garbanzo beans (or 1 can, drained) • 1/2 lb. cooked steak, cut into thin strips (can be warm or cold) • 2 small tomatoes, cut into wedges • 4 oz. feta cheese, crumbled 1. Make Dressing: 2. Add all the ingredients to the jar of a blender and whir until blended. Thin with 1-2 TB of water as needed for pouring. (Makes 1 & ¼ c.) 3. Make Salad: 4. Layer the ingredients in the order listed on a large platter, ending with the feta cheese. 5. Drizzle with some of the dressing and pass the rest at the table. Recipe inspired by An Oregon Cottage
• 2 large onions • 1/3 cup New Mexico chili powder • Kosher salt • 1/2 teaspoon dried oregano • 1/2 teaspoon ground cumin • 1/4 teaspoon ground cloves • 2 cloves garlic, smashed • 8 thin-cut boneless pork chops (about 2 pounds total), trimmed • Vegetable oil, for brushing • Cooked Polenta (either precooked roll or make from scratch) 1. Roughly chop 1/2 onion and place in a blender with the chili powder, 1 1/2 teaspoons salt, the oregano, cumin, cloves and garlic. Puree, adding about 1/3 cup water to make a thick paste. 2. Slice the remaining 1 1/2 onions into thin rings and place in a bowl with the chili puree and pork; toss to coat. 3. Lightly brush a large cast-iron skillet or grill pan with vegetable oil and place over high heat until almost smoking. 4. Place 4 pork chops in the skillet and surround with half of the onions. Cook until the pork starts to blacken on the outside and is cooked through, about 4 minutes per side. 5. Repeat with the remaining pork chops and onions. 6. The Wonder-Filled World of Minecraft The summer class offered to this year’s 7-10 year old Beginning I Modern Dance students will send you into another creative dimension! “Minecraft: Creative Movement Mode”, will have students no longer just playing the game, but becoming the game of Minecraft. Dana will choreograph an imaginative dance in this wonderful, digital world and structure an improvisational dance that allows students to fly and discover blocks in their new Minecraft world. This 8-week summer dance session will put a whole new spin on the Minecraft obsession! Each class will be 75 minutes long, and will incorporate modern dance instruction for the first hour followed by 15 minutes of craft activities related to the Minecraft theme. Students will create their own 3-D blocks that will be used in the dance, design a plush pillow block to sleep on after a long day in the creative world, decorate a crispy block treat, make a perler Minecraft character keychain, and more! Students will also design part of their own character costume. Dance pants and a shirt will be provided that are included in the price of this class. Students will perform their Minecraft dance for parents and friends at our last class. This class will run on Tuesdays from 5:15-6:30pm. If there is an overwhelming demand, another section will be added on Tuesdays from 4:00-5:15. Classes begin Tuesday July 5th and run for eight weeks, ending on August 23rd. The fee is $135. This class is for 7-10 year old children with some movement experience. Children just turning 7 with no experience will be too young. Fireball Run, a world-famous television and internet streaming series, will be crossing New York State in late September, passing through southern Saratoga County on September 29/30, 2016. Welcome events are planned in Ballston Spa and Clifton Park as 40 competing teams vie for top honors in solving clues, engaging with historic artifacts and meeting significant figures in our region and nation’s history. Contestants also aid in the search for America’s missing children, and to date 48 children have been found in part by their efforts. This is going to be a great opportunity for southern Saratoga County and the Burnt Hills-Ballston Lake area because the show will focus on our area as opposed to typically-known tourist destinations. We know about the hidden gems that make our hometowns so special, and this is our chance to share them with the world! The 2016 edition of Fireball Run is also the show’s 10th Anniversary. Previous contestants have come from all over the world to experience once-in-a-lifetime occurrences such as the chance to drive the only Lunar Rover still on Earth (the other one is on the Moon!), meet the WWII fighter pilot who led the first planes over Normandy in 1944, physically hold John Wilkes Booth’s firearm, and more. Because it is a contest, details of their visit to our area will not be revealed until after their arrival, but there are sure to be some interesting surprises in store as the show explores the rich history and culture of our region. Event organizers will be rolling out the red carpet in Ballston Spa and Clifton Park as contestants in cars like this one cruise through our area in search of clues to win the Fireball Run contest. More information on the welcome and farewell celebrations will be coming out shortly, so please save the dates of September 29 and 30 and come be part of the festivities! Area residents are asked to save Thursday, September 29 (Ballston Spa, late afternoon) and Friday, September 30 (Clifton Park, early morning) on their calendars as the welcome and farewell events will be taking place and we want a big crowd for the movie cameras. Let’s plan to come out and show the contestants our community spirit!

Edging This is the time of year when we’re planting and starting to worry about weeds. When I’m talking to customers about mulching to prevent weeds, I’ll mention covering the soil with cardboard or brown paper before putting down the mulch. This is the moment where I either get the raised eyebrow or even the hairy eyeball. I guess this is because most folks view cardboard as garbage so I’m suggesting putting garbage on the ground under their mulch. There’s a constant battle between the lawn and the flowerbeds. The grass is always trying to invade the flowerbeds, and we are always trying to stop it. We call this ‘edging’. There are lots of options. Some folks sink edging blocks or even bricks into the soil. There is also metal or plastic edging that is buried in the ground. All this is done to prevent the grass tillers (underground shoots) from taking hold in our landscaping and flowerbeds. Installing edging is a pain in the rear and in the case of blocks or bricks, the grass always seems to find a way through a crack. Metal or plastic edging

I just toss the clumps I dig out into the bed...why waste good soil I say. “But what about all the grass and weeds in the bed...and all the clumps of grass you tossed in?” you’re asking. I suppose that I could spend a couple of hours digging out all the grass and weeds, but I have a much quicker and easier way to deal with that...cardboard! A layer of cardboard will smother the grass and it will die. All the clumps of sod that I tossed in will compost into the soil. I’m always on the prowl for large pieces of cardboard. I was lucky that a coworker had just done some home improvement and gave me the cardboard that a new front door and some appliances came in. Once the bed is all covered with cardboard, I used a razor knife to slice the cardboard along the edge of the bed. Make sure that the cardboard overlaps heavily so the grass and weeds can’t get through...8” of overlap will stop them. I also used the razor knife to cut the cardboard so it fits around the trunks of the pines and hydrangea. Now all that’s left is putting mulch on the cardboard. This is the fun part, and it goes down quickly. I put a 4” to 5” layer of cedar mulch down. There are many types of mulch, but I like cedar because it’s cheap and smells nice too. Now, with the mulch down, the area looks great and mowing will be simple. It looks a little sparse now but more plants can be added to the bed easily. Just brush the mulch aside, cut a hole in the cardboard and plant....easy peasy and it looks sooo much better now. In all, this took less than a half hour, and I used 7 bags of cedar mulch. can work but you can never mow right up to it so you need to spend more time trimming the edge with a weed whacker or grass shears...remember those? There is an easier way, and all you need is a shovel. I use a straight bladed shovel for a nice neat edge. Simply slice into the grass at the edge of the bed at a steep angle 4” deep. Grass can’t cross that barrier of air so it won’t make it into the bed on the other side of the trench. This is much easier than installing blocks or rolls of edging. Best of all, I can mow right up to this edge so I don’t need to waste time weed whacking. After 3 or 4 years you’ll need to re-cut the edge but it is easy and quick once the edge is established. But wait!! It gets better! I have an area that is difficult to mow around so I decided to turn it into a mulched bed to make mowing easier. You can see the difficulty...there’s a storage bin, a couple of weeping pines, a hydrangea and a stump...it is nasty looking and darned near impossible to mow around all these obstacles. I used the hose to outline the edge I want. It will be a nice rounded bed that will be easy to mow around. The next step is to make a few slices along the hose so I know where to make my edge. Then I simply finish making my cut...steep in the lawn side and sloping up into the bed
