EDITOR’S NOTE
After years of studying English and spending too much time thinking about grammar and syntax, one of my greatest quibbles with the language is that seasons, unless part of a proper noun, aren’t capitalized.
I’ve often wondered: how can a change as significant as a season not warrant a capital letter? Why treat it like a common noun?
During my time in Japan, seasons have taken on a different meaning. Knowing our time here is finite, each shift underscores the urgency of making the most of our numbered days to explore this beautiful country.
That said, I still miss home, especially at this time of year. Growing up in New England, I cherished autumn and everything that came with it: colorful leaves, apple cider donuts, sweaters, hay rides, and pumpkin patches. Luckily, there is plenty to do to distract me from any feelings of nostalgia.
One of the things I love about Yokota is the way the community comes together to celebrate. It truly feels like a home away from home. When we asked folks to share their Halloween photos from last year, we not only received tons of snapshots of creative costumes and decorations but also many stories and memories of families and friends coming together.
In this issue of Horizons, you’ll find upcoming Halloween events to help you celebrate the spooky season with enthusiasm, as well as practical information on finding a job overseas (which can be scary!), voting (don’t be daunted), and more!
We hope this issue inspires you to embrace the season, create new memories, and make the most of the time you have in Japan.

Starting a new job can be scary, no matter who you are or your professional situation.
Nicole Watson, a dual-hatted Civilian Personnel Flight Chief and Civilian Personnel Officer, offers reassurance.
“Our team provides detailed guidance on the full range of HR management functions, including requirements, accessions, development, sustainment, and separations. We also offer employees essential information regarding their overseas benefits and entitlements,” Watson said.
Supporting both local nationals and U.S. civilians, they ensure a diverse and wellrounded workforce.
One of the standout programs they administer is the Direct Hire Program, which is designed to facilitate the recruitment of military spouses at locations outside the U.S. when they are stationed with a military member at a foreign duty location. This program offers a streamlined hiring process for positions at GS15 and below, and it allows military spouses to bypass the traditional application process through USAJobs.
The benefits of the Direct Hire Program are significant. It opens up a wide range of opportunities for military spouses without restricting them from using other available hiring authorities. This flexibility can be a game-changer for those looking to continue or start a career while stationed overseas.
The Civilian Personnel Office’s commitment to the community extends beyond just job placement. They actively engage with spouses and the broader public by supporting job fairs and spouse expos.
“There’s nothing more rewarding than seeing the excitement on the faces of spouses who come to our office after an event, thrilled to be starting a new job because of the guidance, information, and tools we provided,” Watson said.

Halloween at Yokota Air Base is more than a single night of celebration. With themed events and activities happening throughout the month of October, the base becomes a festive hub of ghoulish fun and community spirit.
We asked our followers on Facebook to share their spooky inspiration; they did not disappoint! From hilarious to haunting, the decorations and costumes were all scary good.
The Halloween season at Yokota Air Base is a shining example of how community spirit can turn a holiday into something truly memorable. Whether it’s through creative costumes, creepy decorations, or the simple joy of trick-or-treating, the base comes alive with a shared enthusiasm that makes Halloween here a highlight of the year. It’s a time to celebrate not just a holiday, but the incredible sense of togetherness that defines Yokota.
NOKOGIRIYAMA
HIKING WITH TOKYO BAY FERRY CRUISE
The tour includes bus transportation, a one-way ropeway ride, and temple admission. Please note that this trip involves a significant amount of walking, including ascending and descending many steps. The food at Kanaya Port primarily consists of seafood. If the ropeway is not operational, we will take the bus up. If the ferry boat is canceled, the tour will return via the Aqua Line tunnel.
Built on a 650-mile island surrounded by 360° of water, the “Umihotaru Parking Area” is located approximately midway along the Tokyo Bay Aqua Line Expressway. This bridge/ tunnel combination has an overall length of 8.7 miles, consisting of a 2.7 miles bridge and a 6 miles tunnel, making it the fourth-longest underwater tunnel in the world.
Mount Nokogiri, named for its saw-tooth-like mountain range, is home to the Nihon-ji Buddhist temple, which dates back to 725 AD and is located near the summit. The highlight of Mount Nokogiri is the Jigoku Nozoki, or “Peek into Hell,” a thrilling viewpoint at the mountain’s peak. Be prepared to climb over 400 steps to reach the top, with more than 2,600 steps throughout the entire mountain. After “peeking into hell,” we will visit the impressive Buddha statue carved from stone, standing 102 feet (31 meters) tall—equivalent to a ten-story building—located midway up the mountain.
On our way back, we will take a 40-minute ferryboat ride across Tokyo Bay.

Rolling Through Life: David Douttiel’s Global Journey in Bowling and Community Engagement
David Douttiel, the new manager of Tomodachi Lanes, found his passion before most of us could tie our shoes.
At just three years old, he began bowling. Little did he know just how far the sport would take him from Richmond, Virginia.
From playing in youth leagues to bussing tables as a teenager, Douttiel spent as much time as he could in bowling alleys. Following high school, Douttiel moved to Wichita, Kansas, to attend college and continued his bowling career by working at a local bowling entertainment center.
“I learned the ins and outs of the bowling industry for about seven years and eventually became the league director,” Douttiel said. During his tenure, he revitalized a struggling league program through innovative league products and a strong community engagement approach.
In 2022, Douttiel’s journey took a significant turn when he joined Round 1 as the Bowling and Events Manager. This role involved traveling across the country to train new stores and managers. His expertise eventually led him to San Antonio, Texas, where he opened a new Round 1 location as the Assistant General Manager and later became the General Manager. This experience deepened his understanding of the broader family entertainment center industry and set the stage for his next big adventure.
While he had done a lot of crisscrossing the country, Douttiel had always dreamed of living abroad. “After talking with a lot of my friends that have lived overseas and family, it seemed to always lead to me wanting to live abroad and Japan kept coming to the top of the list,” he said.
He is now stationed at Yokota Air Base and he isn’t slowing down. His mission is to transform the bowling experience, aiming to offer more than just bowling. “We are working on more community-based programs such as the Super Bowl watch party event. We are still working out the details, but you’ll be able to bowl and watch the game.” Another initiative, “Beat the Commander,” is designed to engage E1-E4 service members who may not be familiar with the bowling center, offering them a chance to connect with the community.
Douttiel is also working to bring back professional bowling events, including clinics with pro bowlers and tournaments that foster friendly competition between American and Japanese bowlers. These efforts aim to strengthen community bonds and provide enjoyable experiences for all participants.
One of Douttiel’s most memorable experiences so far in Japan came during the change of command ceremony for Colonel Burt Okamoto. The event, attended by numerous city officials and mayors, highlighted the strong sense of community in Japan. This sentiment was further reinforced during a tournament in Odawara, where Douttiel was pleasantly surprised by the support he received from the local bowling center staff. They had been informed by Kudoh-San, a resident pro, about Douttiel needs and went out of their way to assist him, reflecting the deep community spirit that Okamoto had spoken about.
David Douttiel’s journey from a young bowling enthusiast to a key player in transforming the bowling experience at Yokota is a testament to his passion for the sport and his dedication to building vibrant, engaged communities. His innovative plans and deep appreciation for the community highlight his commitment to making a lasting impact in the world of bowling.
