The vehicular metaphors are apropos. After almost two decades of public service, as a Conservative MPP (Newmarket—Aurora) and cabinet minister for former premiers Mike Harris and Ernie Eves, Frank has turned the corner on a new chapter of life. Make no mistake. Retirement isn’t part of the ex-politician’s lexicon. “My days are busier than ever,” he said in the kitchen of his elegant Aurora home. In addition to serving on numerous public and private boards, the man who continues to look fit and presidential, parlays his political insight and business experience into advisory services. Agreeing to share his two and four-wheeled passions for VIP Garage, Frank demonstrated the meticulous preparedness constituents benefitted from since 1995. “Yes, I’m a car guy,” he enthused, fanning out photos, actual and illustrative, of the motorcade of exotic rides he’s enjoyed since he could legally drive as a teen in Leamington, Ont. trails in and around Point Pelee was heaven on earth,” he said. “I totaled it within six months of getting it.” Rewinding, he recalls those days without helmet laws, T-boning a carelessly driven station wagon, catapulting some 50 feet and left splayed on the road. “All I remember is some lady asking me if I was alive,” he said, Turn to page W4

We’ve all heard the same baloney – and usually from a wellmeaning older relative. “I’ve been driving 50 years and have never needed winter tires...” And so it would start, along with the wag of a finger and stern look: “If people would just slow down and leave enough distance, they wouldn’t need to waste money on more tires.” “It’s about driving for the conditions…” Talk about stating the obvious. What he’s really saying is, “I’m in total control of my ride at all times, and the rest of you morons just don’t get it.” I have yet to meet a driver who can command the elements, predict within inches where their vehicle will halt on black ice, and somehow prophesy the actions of other motorists. But maybe “Uncle Bob” is that guy. In reality, most of these wisenheimers have been rolling the dice for decades. And it’s a matter of time before they eat their words.

‘Eat their words’ No doubt I’ll receive a few emails from those who take offense, but I’ve yet to hear a convincing argument against buying a set of winter tires – other than “I spend winters in Florida.” Safe cold weather driving is all about traction and, like it or not, you get far less of it with all-season tires when the temps drop below seven degrees Celsius. At this point, their rubber begins to harden, whereas the specialized compounds in winter tires remain flexible well past minus30, delivering up to 50 per cent more traction. I had a chat with Carolyn Goard, communications manager for the Rubber Association of Canada, who confirmed that it’s not just the tread – which is nonetheless more effective – but the tire’s elasticity that allows it to splay and grip the Turn to page W3

Larger 2016 Malibu gets smaller, thriftier engines km/h (55 mph) on electricity alone. Above that speed the engine kicks in automatically. With a combined 182 hp, the Hybrid’s fuel numbers are an estimated 4.9/5.2/5.0L/100 km which, when the final numbers are in, could set the bar for the segment. The Hybrid is also the first Chevrolet to employ Exhaust Gas Heat Recovery (EGHR), which uses the heat from the exhaust system to warm the engine and cabin. It also aids engine startup and fuel flow in cold weather. The first thing you’ll notice about the 2016 Malibu, besides size, is the styling that’s reminiscent of the Impala. There are three clever cue lines, one of which starts just aft of the headlights and continues to rise along the shoulder line to the rear where it blends in with a sharply descending rear window and short overhang rear valance. The hood and cowl are lower than the 2015 model, improving aerodynamics. Further enhancing airflow are active grilled shutters on some models. Inside, the new Malibu feels as big as the Impala and I’ll bet it’s close. What I liked was analog main instrumentation coupled with a digital 4.5-in in driver information display. If you include the optional 8.0-in centre stack, that’s 12.5-in of screen. An interesting feature is called Teen Driver. With the 8.0-in MyLink infotainment system, it lets parents restrict certain vehicle functions to support safer driving and to view their kids’ driving statistics such as maximum speed, warning alerts and more. OnStar’s 4G LTE with Wi-Fi hotspot is standard on all models with a threemonth/3GB data trial (whichever comes first). Android Auto and Apply CarPlay are also part of the mix. Metroland Media PALO ALTO, CA: Not only is the 2016 Chevrolet Malibu the best looking in decades, it is also the largest and most frugal yet. Chevrolet officially says this is a mid-size sedan, but privately admit it falls somewhere between mid- and full-size. It is 58 mm (2.3 in) longer than the 2015 model with a 91 mm (3.6 in) longer wheelbase, allowing for 15.8 cu ft of cargo volume. Rear seat legroom is increased by 33 mm (1.3 in) to 38.1 in, looking (to me) more like an airport limo. And while the size is up, the 2016 is a full 300 lbs lighter than the 2015, and that includes the frame that is no less than 100 lb lighter. And you won’t find a V6 in the lineup, but three inline four-cylinder engines — all with the latest fuel-saving technologies. Standard powerplant on the Malibu is a new 1.5-litre turbo, which is much smaller than the 2.5-litre it replaces, with 160 hp and a stout 184 lb/ft of torque with a six-speed transmission driving the front wheels. Fuel economy is rated at 8.7/6.3/7.6L/100 km city/highway/combined. A higher output turbo 2.0-litre with 250 hp and 258 lb/ft of torque is mated to a new eight-speed automatic, the first time an eight-speed has been used on a GM frontdrive vehicle. Consumption is rated at 10.6/7.1/9.0L/100 km. The third variant is the Hybrid with new 1.8-litre turbo and two-motor drive unit derived from the Volt. With an 80-cell, 1.5 kW lithium-ion battery, the Hybrid can reach 88

CA, about an hour south of San Francisco where I drove all three engines starting with the 1.5-litre which, believe it or not, felt like a V6 except at passing speeds where the turbo needed time to spool up — which it did fairly fast. That was not an issue with the 2.0-litre, where its 258 lb/ft gave it the grunt needed to come up to any speed with just a touch of the gas pedal and no detectible delay in power delivery. The Hybrid was taken on a rather short route in downtown Palo Alto. Frankly I didn’t drive it far enough to frame a driving impression, so I’ll wait until it comes to market to do a full road test. During the drive, my partner remarked, “I’m having a hard time trying to find something wrong with this car.” Later, we both sat down and went over the Malibu again and could only come up with a

sizeable lower A-pillar as a detriment. There will be five models in Canada: L (starting price, $21,745); LS ($24,245); LT ($25,245) and Premier ($32,045). Pricing on the Hybrid will be released mid-2016. At the press preview, it was obvious the Chevy personnel are on a high about the new Malibu. One official said GM used to have a “launch and leave” mentality, meaning they would introduce a new model and go on to the next thing. This time, the official said Chevrolet wouldn’t make that same mistake, but make a concerted effort to lead the segment.

Still no valid argument against winter tires

Continued from W1 surface, enabling you to stop more quickly. “All-season tires are a compromise,” she adds. “Winter tires are superior and will outperform them – even on bare asphalt.” The Traffic Injury Research Foundation backs this up, citing 30 per cent shorter stopping distances at temperatures just below freezing. Of course, Ontarians can’t count on dry pavement – even downtowners who insist it never snows south of the 401. So tread patterns do matter, and winter tires have noticeably wider, more aggressive grooves, along with efficient channels to drain water and eject snow. And don’t forget about the sipes – those deep slits in the tread that improve its flexibility and help it cut through water and slush. Putting it all together, winter tires provide better traction in the snow at minus 40 degrees Celsius than all-seasons at plus four. Which could easily make the difference between stopping safely and crashing. And who hasn’t had some jackass cut in front, and then slam on the brakes? Any savings from pooh-poohing winter tires will quickly evaporate once your insurer jacks up rates over the next several years. Popping tires on and off today’s oversized alloy wheels can be pricey, not to mention hard on the rubber. Instead, I’d suggest buying a set of smaller steel rims. Tires for 16-inch steelies are far less expensive than for 17- or 18-inch alloys, and they’re less prone to salt damage. Just be sure to get the correct substitute (with same outside diameter) or your speedometer will be off. Some motorists cheap out by installing

winter tires on just the two drive wheels. Which would be fine if you didn’t need all four to safely turn and stop. On a FWD vehicle, the added traction in front – and not in rear – will cause oversteer. On a rear-driver, the opposite occurs as the back wheels push the less grippy front wheels through a corner and not around it. Indeed, winter tires are a no-brainer, but tire pressure monitoring systems (TPMS) can be a hassle. Some use data from the ABS system, some are direct and use sensors on either the valve stem or inside the wheel. For the latter two, you’ll need sensors installed on the new rims or face a warning light all winter. Either way, reminds Goard, TPMS is not a replacement for checking tires manually with an old-school pressure gauge. Winter tires became mandatory in Que-

bec in 2008, and a follow-up study three years later saw a five per cent drop in accident injuries. That may not sound like much, but keep in mind that roughly 95 per cent of drivers in la belle province were already using them. In Ontario, only 56 per cent of motorists are doing the same, and rather than government using the stick for compliance, insurance companies are offering a carrot via small premium discounts (typically 2-5 percent) for vehicles shod in winter tires.

“Wait a sec,” you say. “I have all-wheeldrive, ABS brakes, traction control, stability control, torque vectoring and other techy stuff to help keep my vehicle from becoming a twisted wreck.” All useless without grip. Not long after, Frank “inherited” his dad’s ’57 Plymouth Belvedere, a 212hp, V8 speedster. Immediately he swapped the fashionable white walls and hubs for slicks, “To make it look like a hotrod.” Privileged to be about the only kid with a car, Frank happily chauffeured pals to and from school and around bucolic Essex County. “That’s probably why I could have done better academically,” he said with a chortle. “I had a lot of distractions.” Weekends and summers, Frank worked as a labourer for his father’s growing construction company. By chance, he saw a ’69 Triumph Spitfire MK3 sports car at a Windsor dealership. It was love at first sight, he said of the British racing green, twin leather seated four- speed convertible. With his earnings, he bought it on the spot. The Spitfire was part of his youthful rite of passage, taking it to Clearwater, Fla. on his quest to “find himself.” He recalled taking the classic to a beach party. “I was showing off,” he admitted. “All of a sudden someone yelled that I was in trouble. Sure enough, the tide was lapping the car. “Fortunately we were strong kids and saved it. Otherwise it would have floated to Naples.” Older and wiser, Frank returned home, opting to attend Toronto Baptist Seminary, “to get an intellectual underpinning for my faith.” The experience, he said, afforded him a meaningful compass. In his mid-20s, he worked in financial services, selling insurance and estate planning. A comely ’74 glistening yellow Chevy Corvette had caught his eye. He pinned a

photo of the iconic 300hp American rocket on his office wall. It was his motivation to soldier on, meeting quotas. It worked, and after landing a major account, he bought the tawny beast. At that time, Frank got his first taste of politics. He ran for the Ontario legislature in the 1975 provincial election losing to Liberal Remo Mancini in the southwestern riding of Essex South. Still, lessons were learned, particularly about public perceptions, he recalled with a smile. “Here I was, a 25 year old kid in a canary yellow Corvette, asking rural Ontarians to make me their MPP,” he said. “The campaign manager pulled me aside and said this isn’t working.” Frank ran again in the next election. He decided on a more “politically correct” car for that round - a ’74 AMC Matador X. “It made the list of the top 15 ugliest cars,” he said. “I still lost.” Back to being an entrepreneur, Frank pursued his ardor for fine wheels. He lists a ’78 Silver Anniversary Corvette, a ’79 Jaguar XJ-12 and Harley Davidson Dyna SuperGlide Sportster among his stable. With a young family, Limited Edition Jeep Cherokees became the brand of choice because of capacity and safety features. Today, his pride and joy is a ’09 Porsche Cayenne SUV crossover. “I’ve always enjoyed driving a fine car,” he said. “Aesthetics are important. It has to feel good, have a comfortable cockpit and it needs to safe, reliable and responsive. “All my cars fell into that category except the Matador. But, you know, I liked how ugly it was.”

Toyota’s popular RAV4 adds a hybrid Jim Robinson

Metroland Media GATINEAU, PQ: Toyota was arguably the first to introduce the world to the compact crossover with the RAV4 in 1996. Since then this segment has taken on a life of its own with every automaker rushing to build one. For it’s part, Toyota plans to sell more than 40,000 this year in Canada to the point it is about to overtake Corolla in overall sales. Which brings us to the 2016 RAV4, and more particularly the RAV4 Hybrid that is new to the model lineup and now the seventh hybrid Toyota offers. The powertrain of the Hybrid is centred on a 2.5-litre, inline, four-cylinder gasoline engine that runs on the Atkinson Cycle mated to a small, high-torque electric motor inside the front transaxle. Regenerative braking changes the electric motor to a generator that captures the kinetic energy of the still-turning wheels when the brake is applied, storing it in the nickel-metal hydride (NiMH) hybrid battery pack. One of the beauties of NiMH is the pack is recyclable, unlike lithium-ion.

History has shown hybrid buyers tend to want all the extras

Together they produce a combined 194 hp and 206 lb/ft of torque with a 0-60 mph acceleration time of 8.1 seconds, which is almost a full second faster than the standard gasoline model. Fuel consumption is rated at 6.9/7.6/7.2L/100 km city/highway/combined. During the press launch and driving normally on mostly secondary highways, my codriver and I achieved 7.7L/100 km. Had we used all the tricks such as coasting, folding the mirrors back and heavy regenerative braking, I’m sure we could have gotten into the high 6s. Drivers can adapt the Hybrid for best conditions with four selectable drive modes – Normal, Sport, ECO and EV. In EV, or all-electric mode, the Hybrid can cover 0.6 miles at speeds under 25 mph, which means running many errands can be done emissions free. A Hybrid System Indicator and fuel consumption indicator is located in a 4.2-inch TFT screen in the main gauge cluster. It is designed to “coach” the driver to operate the vehicle as economically as possible. Cargo volume is 38.4 cu ft behind the 60/40 split/fold rear seat and 70.6 cu ft with it folded. Thanks to the extra torque the Hybrid produces, towing is rated at 796 kg (1,750 lb). The Hybrids have standard Trailer Sway Control, which is part of the stability control system and counteracts forces that cause the trailer to sway by applying brakes to individual wheels. Both Hybrids are equipped with Toyota’s Electronic On-Demand All-Wheel-Drive System with intelligence (AWD-i) as standard. If wheel slip occurs, the system transfers

up to 50 per cent of torque to the rear wheels. Pushing an AWD Lock button fixes torque distribution at 50:50 at speeds up to about 25 mph in snow or wet conditions. The Hybrids are the first to offer Toyota Safety Sense (TSS), which will now be rolled out across the entire model range. It is centred on automatic pre-collision braking and blends Pre-Collision System (with Forward Collision Warning and automatic emergency brake), Lane Departure Alert, Automatic High Beams, Pedestrian PreCollision System and Dynamic Radar Cruise Control. In addition, the Hybrids are equipped with standard Blind Spot Monitor, Rear Cross Traffic Alert and Hill-start Assist Control (HAC). Like every 2016 Toyota, RAV4 is equipped with the Star Safety System that includes: Traction Control (TRAC), Electronic Brakeforce Distribution (EBD), Enhanced Vehicle Stability Control (VSC), Brake Assist (BA), Anti-lock Braking System (ABS) and Smart Stop Technology (SST). Using a battery of cameras around the car, Toyota now offers its new Bird’s Eye View Camera with Perimeter Scan that gives a live, rotating 360-degree view around the vehicle, helping the driver to see potential obstacles. There isn’t room to get into all the equipment on the Hybrids, but I have to mention the black and tan leather interior of the Hybrid Limited I drove which looked and felt like I was in a Lexus. With MacPherson strut and wishbone rear suspension systems, the Hybrid was actually quieter than the gasoline RAV4 SE I drove at the same press introduction. We didn’t have a lot of seat time, as we were driving two other new Toyotas over the space of about half a day. Fit and finish of the Hybrid was to the highest standard while the ride and handling over some of Quebec’s notoriously pot-holed roads was good, with the suspension soaking up the bumps well. The Hybrid is offered in two models and all loaded. The Hybrid XLE starts at $34,465, while the range topping Limited starts at $38,265. Toyota says the reason for this is that history has shown hybrid buyers tend to want all the extras. But if Toyota finds buyers want a hybrid lower down the price walk, it can adjust production. Toyota believes the RAV4 Hybrid is just the edge it needs to overtake segment leader Ford Escape as soon as next year. It’s a crowded compact CUV world out there, but maybe the 2016 RAV4 Hybrid will give that added spark to sales and make RAV4 the king of the hill.
