So you can stop reading. What use is it to you to know that a lot of test trams will run through Amstelveen this autumn, because the 300 or so GVB tram drivers are in training for the renewed Amstelveenlijn (Line 25)? You’ve probably seen one of these new, still empty trams passing through the city. Did you know that Line 25 will start operating on 13 December 2020? And that this is according to schedule? So that’s possible in Amstelveen, how cool is that!

The Stadshart is due for renewal and improvement. A new theatre in the City Square and a fresh-food market are some of the possibilities offered by the Spatial Development of the Stadshart Concept. The proposal also lays down the scope for owners such as Unibail-Rodamco and a.s.r. to set up their plans. The aim is to create an appealing city centre, where the functions of living, shopping, restaurants and cafĂŠs, culture and work give each other a boost. Because the Stadshart is a place for every resident of Amstelveen.
The Directorate General for Public Works and Water Management (Rijkswaterstaat) is going to expand the A9 from three to four lanes per direction between the Badhoevedorp and Holendrecht interchanges and build a track change. The work on the A9 is part of the Schiphol-Amsterdam-Almere road expansion. The extra lanes improve traffic circulation, and with it the accessibility of the northern Randstad. The quality of life in the area will also be improved: at Amstelveen, the A9 is being built on a lower level over a section of 1.6 kilometres, with three coverings: at Oude Dorp, the Stadshart and the Bovenlandpad. At other places along the motorway, the Directorate General is constructing fourteen kilometres of baffle boards (noise reduction). The work is expected to start in 2020 and will be finished in late 2026.
The former express tram 51 has been converted into a reliable and safe tram that from 13 December 2020 will run as Line 25 between Amstelveen Westwijk and Amsterdam-Zuid. The stops of Line 25 are Station Zuid (Strawinskylaan), Parnassusweg, A.J. Ernststraat, Van Boshuizenstraat, Uilenstede, Kronenburg, Zonnestein, Onderuit, Oranjebaan, Ouderkerkerlaan,. Sportlaan, Meent, Brink, Poortwachter, Sacharovlaan and Westwijk. The Amsterdam Transport Region is the commissioning principal. Metro and Tram of the Amsterdam municipality is supervising the execution. VITAL is the main contractor. The project will be carried out between 2017 and 2021.
NO MORE DETOURS FOR CYCLISTS! Early on Monday morning 24 August, the bicycle paths along the Beneluxbaan were officially reopened. This means that detours on this route are a thing of the past. The bicycle paths between Sportlaan and the border with Amsterdam are fully accessible again. These were temporarily closed due to the work on the renewed Amstelveenlijn. In addition to the new bicycle paths at the three roundabouts, a bicycle tunnel was added at the Ouderkerkerlaan fly-over. A new bicycle path was built at the Keerpuntweg. In some places, the municipality is still carrying out maintenance on existing bicycle paths that have not been modified. TOGETHER WITH THEIR COLLEAGUES FROM THE ENVIRONMENTAL MANAGEMENT TEAM, THEY ARE THE CONTACTS FOR THE LOCAL RESIDENTS.
COMING UP WITH SOLUTIONS TOGETHER
Commissioned by Rijkswaterstaat, VeenIX is widening the A9 between the junctions Badhoevedorp and Holendrecht. The A9 will be constructed at a lower level over a section of 1.6 kilometres along Amstelveen. The work is commencing, which means that residents will really be affected. Josselien: ‘We frequently talk to residents and organizations and make an inventory of whether there is a need for more information on certain topics. If so, we pass this on to our communication advisors. Will the work directly affect residents? Then we look for solutions together. Take the residents of the Fideliolaan, for example. After the trees were cut down, they had a direct view of the VeenIX construction site. We therefore placed a willow fence

in consultation with residents. We also did this at the Meester F.A.Van Hallweg.’ Jara: ‘Together with local residents who are directly inconvenienced by the work, we try to see how they can get through the coming years as smoothly as possible and how we can help them with that. Of course, the sky is not the limit, but there are definitely possibilities. Together, we often come up with good ideas.’

TEMPORARY ENTRY AND EXIT RAMPS STADSHART
COLLECTIVE DESIRES AND INTERESTS
Together with the duo, we will zoom in on three eye-catching elements for Amstelveen over the coming period. For example, it is necessary to temporarily relocate the entry and exit ramps to and from the Stadshart (junction 5) in order to make room for the construction of the lower level location near the Stadshart. The temporary exit ramp, from Holendrecht, will later start at the Beneluxbaan. Jara explains: ‘Initially, it's mainly a matter of dumping a lot of sand in the temporary locations of the entry and exit ramps, so that the soil can settle and become firm enough. That will take place this year. Afterwards, we can build the entry and exit ramps.’ Josselien: ‘The traffic must, after the construction of the temporary entry and exit ramps, make a decision sooner on whether to leave the A9. This takes some getting used to in the beginning and will require clear and timely communication. We call attention to this during information evenings, in the media, the digital newsletter, on social media and at the online visitor centre of Rijkswaterstaat.’
All in all, plenty of things are happening. What does this mean for local residents? Josselien: ‘This of course depends on where you live, but people will inevitably see and hear the work; they might have to make a detour or change their usual route. For residents living in the immediate vicinity of the A9 motorway, we’re organizing online information moments about what is going to happen in their neighbourhood, for example for residents of the Meester F.A. van Hallweg and Oude Dorp. Later, we will also do this for other neighbourhoods close to the A9.’ Jara also explains that they regularly visit all the large companies and schools along the route to keep them updated. Jara: In consultation with the Keizer Karel College, for example, we fine-tuned the planning for the removal of the trees around the school and the sports field. Additionally, they take the interests of business owners in the Stadshart into account. Josselien: ‘For example, during the closure of the exit ramp to the Stadshart in early September, the works are planned in such a way that the exit will be open again on Saturday afternoon, as it is rush hour in the city centre at that time. We always do this in proper consultation with the municipality of Amstelveen. By taking everyone’s interests into account, we make sure that everything goes as smoothly as possible.’
THREE SUPPORT BRIDGES
Three temporary bridges will also be built in three places during the construction of the lower level. As a result, the north-south connection is preserved and cyclists, pedestrians and cars can cross the highway during the construction of the lower level. ‘We will start on this in the beginning of 2021’, says Jara. ‘We will build a temporary bridge at the Bovenlandpad for pedestrians. At the Kazernepad there will be a bridge for pedestrians and cyclists and at the Amsterdamseweg there will be a bridge for motorized traffic as well as pedestrians and cyclists. We will destroy the current fly-overs at these locations after the construction of the support bridges. When the lower level construction is complete, including the coverings, we will remove the temporary bridges again. The Keizer Karelweg will remain open for cyclists, pedestrians and motorized traffic.’ TEMPORARY BYPASS
The biggest job is building a so-called ‘bypass’ for the construction of the sunken basin. Jara: ‘Traffic must be able to pass through during the expansion. That’s why we’re building temporary lanes for traffic on the southern side, also known as a bypass. This gives us the space to build the lowered construction. We will build this bypass in the course of 2021, roughly from Oude Dorp to the Beneluxbaan, with a kind of meander around the construction site at the Stadshart.’ A temporary flyover will be built over the Keizer Karelweg on the southern side of the A9. Preparations, such as dumping sand to allow the soil to settle, will begin in early 2021.

Covering Stadshart The covering at the Stadshart will be 249 meters wide. This will include a roundabout with the entry and exit ramps 5 Amstelveen/Stadshart which connect to the Keizer Karelweg, the Burgermeester Rijnderslaan and the Meander. There will be a tree bridge (Bomenbrug) over the roundabout for cyclists and pedestrians. The current flyover will disappear. 10 AMSTELVEEN INZICHT

Covering Bovenlandpad There will be a covering with a cycling and pedestrian path and a park between the Burgemeester Rijnderslaan and the Meander. The narrow bicycle tunnel will disappear. The municipality of Amstelveen will build the park on the covering. The covering will be 85 meters wide.
Covering Oude Dorp The covering at Oude Dorp will also be 249 meters wide. After the construction of the covering, the municipality of Amstelveen will build a park with bicycle and pedestrian paths. Rijkswaterstaat will take care of the construction of the Amsterdamseweg with a bicycle and pedestrian path, the track for the electrical museum tram and the bicycle/pedestrian path Kazernepad.

‘YOU COULD SAY THAT THE STADSHART IS NEVER FINISHED’, SAYS JELLE WESTRA. AS URBAN DEVELOPMENT PROGRAMME MANAGER, HE HAS BEEN INVOLVED IN THE RENEWAL OF THIS DYNAMIC AREA SINCE 1989. HE TAKES US BACK IN TIME AND LOOKS TOWARDS THE FUTURE.
WHY WAS THE REDEVELOPMENT OF THE STADSHART NECESSARY?
‘The shopping centre opened in 1960. I saw this as a four-yearold! The area looked very different and consisted of four separate shopping areas. These were separated by busy streets and parking lots. The goal was to turn it into a single unit. The number of inhabitants grew, so we wanted to create a lively and urban area with something for everyone. The first shovel for the renewal work hit the ground in 1993. Looking back, we turned the shopping centre into an Amstelveen city centre with a variety of buildings and public squares: not only shops, but also cultural facilities, hospitality businesses, extra housing, a City Square and the City Gardens.’ WAS THE DEVELOPMENT ALWAYS A SMOOTH PROCESS?
‘The creation of the Stadshart in the nineties was a hectic time. Not only for the administrators, civil servants and developers who worked on the project, but also for the entrepreneurs, residents and visitors. The centre was under construction for years. Emergency measures were taken for the shops and the library and the Schouwburg closed for a year. Still, construction went reasonably smoothly. The plan development took only four years and construction took 15. In 2009, the original Stadshart project was concluded with the completion of the Kokusai restaurant in the City Gardens. As far as I am concerned, the biggest setback is the vacancy of the former V&D building, as a result of which the east side lags behind the rest of the centre.’ WHAT ARE YOU MOST PROUD OF?
‘For me, the library building at the City Square is the icing on the cake. Due to the fact that I work at Amstelveen InZicht experience centre, I have the pleasure of being there every week. It’s not only a beautiful building; it’s also the living room of the city. A popular place where people including youngsters like to meet, work, study and get 12 AMSTELVEEN INZICHT
together. Furthermore, Amstelveen can take pride in the Bijenkorf. The department store has been here since 1998 and still draws many visitors from throughout the region.’ 2021 MARKS THE 60TH ANNIVERSARY OF THE STADSHART! TO WHAT DEGREE IS THE STADSHART NOW ‘FINISHED’?
‘The Stadshart is a dynamic area that must continually adapt to societal trends and developments. Things could be a bit livelier and nicer in terms of atmosphere, so I’m looking forward to further renewal. I expect a lot from the arrival of a cinema complex with an entrance at the City Square, so there’s more to do for young people as well. Furthermore, there are advanced plans for expanding the shops on the Rembrandtstraat. With the arrival of covered terraces at the Nieuw Loopveld, it will look more like a shopping street. The shopping strip in the south-eastern corner of the City Square will also be expanded and modernized. For slow traffic there will be a Bomenbrug (tree bridge) with a branch to the City Square via a new passage. Additionally, the expansion and covering of the A9 is a unique opportunity to make the City Square more accessible in the future.’

The bronze Piglet by sculptor Karl Ilyich is an icon in Amstelveen. The statue is located in front of the HEMA in the Binnenhof and has had children riding on its back for many generations. The so-called Achterommetje near the Amstelveen Cultural Centre; the predecessor of the Schouwburg.
Until 1996, Plein 1960 served as a parking lot and market area. The 'Sawtooth-flats' are visible in the background. The shops here were temporarily moved to ‘De Singel’ shopping centre near the police station during the reconstruction. The construction of the City Square parking garage, the Rembrandthof and the Oosthof (expansion of the Binnenhof) took two years. The basement continues under the gallery flats.
The construction pit for the City Square parking garage was ten meters deep. The floor was poured under water and checked by divers. The water and soil were drained to a location east of the city via a system of tubes. AMSTELVEEN INZICHT 13
