Dominique van Elsacker is a familiar face in Rotterdam. With a wealth of experience and strong ties with the city, she’ll be driving efforts to shape a vibrant and accessible urban environment as new chair of the Rotterdam Central District (RCD) Association and Business Investment Zone (BIZ). A passion for collaboration and building connections has been a constant in her career, whether for student housing at Woonstad Rotterdam or in her role at various local non-profits. For Dominique, it all comes down to how a city makes its residents, entrepreneurs and visitors feel welcome and at home. Bringing a fresh perspective to her new position, she is ready to further invigorate Rotterdam.
CAN YOU TELL US A BIT ABOUT YOUR BACKGROUND?
“I’ve had the opportunity to make many steps for a variety of organisations in this city. My background is in commercial real estate with the City of Rotterdam, primarily working on building and maintaining partnerships and boosting participation. The city centre is definitely familiar territory for me. I currently work as urban housing manager for student housing at Woonstad Rotterdam, and am also chair of Binnenstadsbedrijf Dordrecht, a public-private partnership to promote and enhance that city, and treasurer of LOKAAL Rotterdam. And I’m in the city on my downtime as well.”
YOU ARE NOW CHAIR OF THE ROTTERDAM CENTRAL DISTRICT ASSOCIATION AND RCD BUSINESS INVESTMENT ZONE. WHAT ARE YOUR PLANS FOR THE TIME AHEAD?
“There are plenty of challenges ahead. Our task is to realise the association’s ambitions in line with the BIZ plan. There will be a great deal happening in the district as plans that have been in the pipeline for years now come to fruition. This includes construction, transformation and an overhaul of outdoor spaces. It’s crucial that our owners, users, hotel guests and visitors continue to feel welcome, that we continue to be an attractive and accessible place for people to work, and also go on developing and preparing for all the changes.”
CREATING CONNECTIONS AND ENGAGEMENT ARE THINGS THAT ARE IMPORTANT TO YOU. IS THIS SOMETHING WE NEED MORE OF IN RCD?
“Creating connections and engagement is essential, if you ask me. RCD is a super dynamic area and serves a huge number of tenants and business owners, but also travellers and others who happen to be in the area. We are talking about major urban developments that will pose added mobility challenges in terms of area access and the allocation of scarce space, and particularly affecting liveability. Injecting more greenery is a clear ambition and an ongoing focus, and necessary. These are challenging tasks that can only be managed effectively by means of collaboration, building connections and cohesion and keeping informed about new opportunities and developments.”
YOU MENTIONED THAT ROTTERDAM HAS GIVEN YOU A LOT. CAN YOU SAY MORE ABOUT THIS?
“I found everything in Rotterdam: friendship, work, love and purpose. I’ve made lasting friendships at every job I had in the city over twenty years. This city has so much to offer if you’re open to it. To know it is to love it – I really believe that. Rotterdam keeps challenging and surprising me with beautiful encounters and discoveries. I always assumed I could settle down anywhere, but now have to confess I was wrong. We lived outside the city for four years for the sake of my husband’s kids, but we’ve been back since 1 November and I couldn’t be happier.”
YOU ARE TAKING OVER FROM HANS DE JONGE. WHAT ELEMENTS OF HIS VISIONS DO YOU WANT TO CARRY FORWARD?
“It is both an honour and also daunting to step into Hans’ shoes. Over the past ten years, Hans has really solidified RCD and that’s a tremendous accomplishment, crowned by the establishment of the BIZ. Hans and I got to know each other in the time that I was director of the Rotterdam city centre organisation. I admire the way he forges connections and partnerships and I want to build on that together with the board and RCD team, which are already making great and very effective strides. Establishing a BIZ is a huge achievement in itself. Reaching our objectives is the next big step. That’s what we’re working on now, in order to keep and strengthen members’ confidence.”
IS THERE ANYTHING ELSE YOU WOULD LIKE TO TELL READERS OF RCD MAGAZINE?
“I am excited to get to work and look forward to meeting and working with everyone! I want to hear all about stakeholders’ expectations and experiences of our organisation and will be reserving lots of time to get personally acquainted in the time ahead. Preferably at their locations, if possible. And of course I hope to see our members at our organised gatherings.”

CENTRAL DISTRICT (RCD) ASSOCIATION AND BUSINESS INVESTMENT ZONE (BIZ) ABOUT 10 YEARS RCD:
“In 2014 the city of Rotterdam asked me to be chairman of the RCD Association, a cooperation between public and private parties to enhance development of the RCD area. That was also the year the new train station Rotterdam Centraal was opened and this beauty immediately took the hearts of many people. It is a hub and important entry to the city with approximately 170.000 travellers per day (more than 60 million per year!). RCD became an area with excellent mobility connections, a magnet for new businesses, living and working. A short summary of RCD highlights of the past 10 years.”
“CIC decided to make their first foothold outside the USA in Rotterdam in the iconic Groot Handelsgebouw and this ecosystem for innovation and business development has grown rapidly, creating thousands of new jobs. At the same time at the east end of RCD a grassroots movement was the engine for a whole range of creative startups and places to be (Annabel, Biergarten, etc.). A City Initiative with ZUS as leader created Luchtsingel and Schieblock as a hub. And so the unique combination of high end corporates and creative startups came into being. Creation of housing and other functions changes RCD gradually into a very lively, mixed area.
A number of plans for high rise, innovative buildings were created: First/The Modernist, Tree House, Pompenburg, RISE and Lumière. Hofplein 19 and 20
are redeveloped and used in a new way. For Schiekadeblok and Spoorstrook are plans in an advanced stage. Groot Handelsgebouw will be carefully adjusted and Weena 70 is now a temporal hub waiting for redevelopment. The old railways viaduct (Hofpleinlijn) is in the process of becoming a beautiful park (Hofbogenpark). The start of the rebirth of Hofplein into a green hub will start in 2025. All these plans are coming into execution in the next ten years, so the area will change in look and feel dramatically. With the creation of the legal entity BIZ RCD (business improvement district) a vehicle for area development has been available from the start of 2023.”
“Improvements of ‘city at eye-level’ (the
base of the buildings) are on their way. Pocket parks have been created and more green will enter the public space. Mobility has been a key field of attention the past years. There will be a major shift in mobility behaviour the coming years and we will have to secure the accessibility of the city centre for logistics: RCD is also a vital economic engine for the city as a whole. The good existing cooperation with the city is the key to success. My successor Dominique van Elsacker has a long experience in ‘making city’. She has a background in real estate and retail. In 2016 she was co-founder of the BIZ Urban Department Store in Rotterdam (now Organisatie Rotterdam Centrum), one of the largest in its kind in The Netherlands. Dominique has a big heart for the city and is well connected. We are all very happy that she will lead RCD in the years to come.”

We asked people in the area which places and events they wouldn’t want to miss in the Rotterdam Central District. From inspiring workplaces to cultural hotspots and hidden gems, this neighborhood never fails to surprise.
“When I fancy a drink, I usually head to Stallers, Dubbel Tien, or Toffler. I also pop by Maassilo regularly, all fantastic spots with a great vibe! I work at Sococo, managing the dishwashing area, so you’ll often find me in the Rotterdam Business District. It’s nice to dive into the city after work to relax a bit.”
“I’m on my way home after a workday in Rotterdam. When I feel like heading into town, I often go to Oude or Nieuwe Binnenweg. These spots have everything I’m looking for: liveliness, cozy cafés, and an energetic atmosphere. They’re my favorite places to unwind and soak up the city’s vibe after work.”
“I’ve just returned to Rotterdam after an exam in Utrecht. I live here with my girlfriend, and after a long day, I love grabbing a good sandwich. I often head to BUN Rotterdam; they really have my favorite sandwiches in the city. A little moment for myself after a busy exam period.”
“I don’t live in Rotterdam, but I’m here often. My hairdresser recently moved to Rotterdam, so I always add something extra to my visit. Today, after my haircut, I treated myself to a nice sandwich and fresh juice at Lebkov, a relaxing spot. It’s places like these that make my trips to the city even more enjoyable.”
“I work in the Groothandelsgebouw, where I founded my own startup. Every day, the whole team gets together for lunch, a great moment to step away from work and share new ideas. We’re based at Kleinhandel, a spot with various communal spaces where we can easily meet and collaborate, something incredibly valuable for a small business. I’ve just returned from a meeting, coincidentally here in the Central District. It’s fantastic to work in such a dynamic environment, surrounded by other entrepreneurs and professionals who are constantly developing new ideas and initiatives.”
“On days when I’m feeling a bit rough, I love to check out different food spots. I might grab something tasty at the corner deli, perfect comfort food. Today, I joined Merijn at the hairdresser, so we turned it into a fun day out. Rotterdam really has the perfect places to spend a day like this.”

International recruitment agency Robert Walters recently moved into premises on the 23rd floor of World Trade Center Rotterdam. The company was seeking a new location with good transport links, and WTC fit the bill. Their new office space looks every inch the inspiring and motivating workplace. Linda Driessen, hospitality manager at WTC Rotterdam, says the partnership with Robert Walters was a good match from the start. For Robert Walters, the relocation marks a major change with positive effects on the energy in the team.
Quintin de Koning, who joined Robert Walters almost 14 years ago, is now director interim and permanent recruitment in Rotterdam. “It’s amazing to see how we have grown as a company.” His colleague Ellora van Woerkom, who has been with the agency for 12 years, heads the temporary recruitment teams in Rotterdam and Eindhoven. She tells us that “the location and image of WTC Rotterdam are an excellent fit for Robert Walters”.
Linda Driessen says that WTC Rotterdam had an immediate connection with Robert Walters: “For us, it’s absolutely brilliant to have such
a great tenant occupying this beautiful floor. Robert Walters has the penthouse floor, with a fabulous view out over the whole of Rotterdam.” According to Quintin and Ellora, Robert Walters’ employees enjoy being where the action is, at the heart of city life. “You see kids playing up on the roof of their school or you see surfers splashing into the water. There are so many options here, from going for a walk around the block to grabbing a quick coffee. The location does a lot for the energy and atmosphere.”
The design of Robert Walters’ new premises in WTC Rotterdam is based on neuroscience, which makes for a unique working environment that
brings out the best in our people. “We brought along the best elements of our Amsterdam office, like the Grand Café, to Rotterdam. As soon as you walk in there’s a nice, cosy feel”, Ellora says. All this suits Robert Walters’ energetic and driven team. Quintin: “Employee wellness is important to us and facilities like the Vondelgym and Served coffee bar at WTC align perfectly with that.”
Linda is also very enthusiastic about Robert Walters’ office concept. “It’s a good fit with this building”, she says. “More and more companies want an inspiring working environment and our modern facilities provide that. We also support tenants’ initiatives like Meatless Monday at Robert Walters.” Robert Walters caters breakfast, lunch and after-work drinks for its employees. “This brings people together and creates valuable moments, as when trading tips and experiences over lunch”, Quintin explains. “And, of course, we also hope our new office and all its perks will attract fresh talent.”

Delftse Poort launched an innovative workplace app developed by CBRE Investment Management (CBRE IM), called the Elevate Office App. Lynn Kouwenhoven, Asset Management Analyst at CBRE Investment Management and Lieke Poppe, Community Manager at CBRE Property Management both played a key role in its development. The Elevate Office App brings together a range of functionalities to simplify workday processes for tenants, from ordering coffee and opening restricted entrances to organising community events. By offering all this and more, the app helps to build a stronger community within the building and connects people with shared interests through its new ‘community groups’ feature.

The Elevate Office App goes beyond practical support. Developed for CBRE Investment Management’s Dutch Office Platform, in collaboration with CBRE’s property management team and DEPT, the app strengthens the Delftse Poort community. Community manager Lieke highlights its focus on connection: “The app lets tenants join ‘community groups’ to connect over shared interests like cycling or chess. It’s an opportunity to make real connections.”
Alongside community features, the app offers practical services such as ordering coffee, renting bikes, accessing dry cleaning, signing up for events, viewing the weekly restaurant menu, and staying updated with the latest news. Lynn adds: “Community groups will launch soon to foster cohesion among tenants, helping them connect over shared interests and creating a more engaging work environment.”
Lynn underscores that strengthening the Delftse Poort community is a leading factor for CBRE IM. “Community building is about fostering interaction between people. Our current focus is on engaging tenants and encouraging them to actively explore the possibilities this app offers for creating a lively and engaged community.” There is also a loyalty programme that awards digital points for actions like ordering coffee, which can be redeemed for free items.
The Elevate Office App embodies CBRE IM’s vision of offering Delftse Poort tenants a modern and welcoming workplace experience. Lieke sees the app as marking an important step towards a more tightly knit community. Lieke: “It is a unique opportunity for us to connect people with each other and thereby enhance the workplace atmosphere. Once the community is up and running, we can go on adding to this dynamic and inspiring platform.”
Rotterdam: a city with many faces that is always evolving. As your new columnist at RCD Magazine, I want to take you along in my experiences as a resident of this ever-evolving city and a daily user of RCD.
This issue is all about new leadership. Our city and our association are both saying farewell to their captains this year: Ahmed Aboutaleb after fifteen years as city mayor, and Hans de Jonge after ten years as chair of the Rotterdam Central District Association. They are making way for new leaders with their own energy and ambitions. It’s the end of an era. Our elected leaders have amply proved their strong social commitment and ability to forge connections. They have laid a promising foundation on which to continue building a city for the future.
Joyce Kornet-Vreugdenhil is the General Manager of CIC Rotterdam and is leading their vibrant campus of startups and innovative businesses in the heart of Rotterdam Central District. Joyce also serves as a board member for the Rotterdam Central District Association. She lives in Rotterdam with her family.
As our newly appointed mayor, Carola Schouten, so succinctly put it at her swearing in: “Rotterdam is never only me, Rotterdam is always we. We are Rotterdam.” A city without its people is nothing but a heap of buildings. Rotterdam is distinguished by its open and forward-looking outlook, by its focus on innovation, and by its engaged citizens, with a unique DNA encompassing more than 178 nationalities. These people and their shared ties form the bedrock of our community, imbuing it with colour and a soul.
It will be up to incoming chair, Dominique van Elsacker, to further fill in the vision for this diverse district so expertly mapped out by our current chair, Hans de Jonge. In my work at CIC, I get to witness the positive impact that innovation can have on the world every day. Often, it starts with the question: how can we do this better, smarter, and more impactfully? How do our actions as leaders affect our society or our organisation?
The Luchtsingel is a prime example in RCD of how entrepreneurial spirit and leadership bring innovation. For years it played an important, unifying role in a piece of challenging urban development. Saying goodbye to this icon of Rotterdam will be painful.
But I have great faith in the power of our entrepreneurial spirit to create, to seize, and to build something new again. Because that, too, is Rotterdam.
In January 2024 it was announced that the design for Delftseblok by Loer Architecten and Studio Steenbruggen had won the tender for the first phase of Schiekadeblok. Architects Frank Loer and Steven Steenbruggen submitted their concept for the transformation of four buildings on Delftsestraat on behalf of a development consortium consisting of De Fundering, Zadelhoff and Volkshotel. With a program spanning more than 10,000 m2, the future Delftseblok boasts buzzing creative studios, a quirky hotel, low-key restaurants and locally run cafés, and a rooftop landscape with... hot tubs! As a former board member of the business association, this project is a dream come true for Frank Loer and his firm, which will be working on the very buildings in which they are based.
The redevelopment of Schiekadeblok has been scheduled in phases, starting with four buildings on Delftsestraat. An invitation to tender was published last year, calling for ideas that were innovative but also respected the area’s unique character. “What we want to do with Delftseblok is to preserve the soul of the place. It’s not a simple modernisation project, but a way to conserve and enrich the good things that are already here”, Frank says of the plans. The winning design includes existing entrepreneurs and introduces a business model to spur the area’s cultural growth. “One of the model’s key features is the addition of a hotel, which will contribute not only economically, but also create space for local entrepreneurs and cultural initiatives. The hotel will be a real hub; a place where the local community and visitors meet. This will enable existing businesses to stay while at the same time breathing new life into the neighbourhood.”
“The ground floor is a central component of the redevelopment. At street level, a mix of cultural initiatives will bring public areas to life. Roodkapje/Burgertrut, De Nieuwe Lichting and Radio Operator are just a few of the local partners playing an important role. We want the block’s street level to be a dy-
namic space.” Facades on the Delftsehof side will be open and inviting, with glass roll-up doors that can be opened to create an indoor-outdoor flow in summer. “This will strengthen links with the rest of the city,” Frank explains. “Turning the back into a front will draw people together, giving the whole city block new appeal.”
Frank stresses the importance of preserving the Reconstruction-era character of this part of the city, particularly the iconic building on the corner designed by Rotterdam architect Hugh Maaskant. “This building is an outspoken example of Rotterdam’s rich history that deserves to be restored to its former glory. But we also want to add something new that blends seamlessly with what’s already here. To harmonise the old and the new, we designed two additional floors. A glass lower level creates a visual break, while the uppermost level incorporates elements reflecting the original architecture.”
Sustainability is central to the redevelopment, with green roofs to promote biodiversity and climate resilience. “Working with landscape experts like Felixx and Ginkel Groep, we’re creating a ‘green paradise’ that will have a positive impact on nature, with water storage and space for urban flora and fauna. The roof will be more than just a functional space. It will be a place where people can come to relax, surrounded by greenery and the skyline of Rotterdam.”
For Frank, who was active in RCD’s business association for many years, this project is a personal highlight. “I’ve always wanted to contribute to a sustainable and creative future for Rotterdam. To have an opportunity to realise this vision for Schiekadeblok is a dream that comes true.” The redevelopment of Schiekadeblok promises to give Rotterdam not only a renewed urban cultural centre, but also a place where past and future merge in a sustainable and inspiring environment. As Frank sums up: “This project is about more than buildings. It’s about creating a sustainable Rotterdam where creatives come together and enrich the city.“

BIZ is short for ‘Business Investment Zone’ and all BIZ members take part in developing a five-year district revitalisation plan. In RCD, the major concerns to be addressed are liveability, mobility and climate adaptation.
The BIZ issued its response to the City of Rotterdam’s mobility plans. This followed a critical evaluation in recent months by the RCD, Centrum and Meent BIZs, Gastvrij Nederland, Horeca Nederland, MKB Nederland and Bijenkorf of proposals under the Traffic Circulation Plan (Verkeerscirculatieplan) and plans for the redevelopment of Hofplein, P+R strategy and Zero Emission Zone (ZES zone) to be implemented in 2025.
Unifore presented its plans for Club 455, in which it announced a renovation of the former Unilever building.
The BIZ joined Rotterdam Partners, expanding its Dutch and international network and strengthening cooperation in Rotterdam and beyond.
The planters installed earlier this year were very well received. Another four planters will therefore be placed opposite Duke of Tokio in February 2025. A 2025 plan for greening the RCD area has been drawn up and will be presented at the annual meeting.
The BIZ has set up a sports pitch on the lawn outside Starbucks and the mobility square. It will be officially opened as soon as lighting is installed. We wholeheartedly encourage people to play sports and this location is open for everyone to use immediately.
Ernst Kramer has taken a seat on the BIZ board and is now one-half of the mobility duo.
In October, the City of Rotterdam and BIZ members met to consult on Thermal Energy Storage (TES). Members convened to jointly examine ground capacity and promote cooperative use of the system.
On 12 November a meeting was held to discuss routing for all area construction projects.
The winter season officially kicked off on 14 November with the RCD lighting ceremony. Also on 14 November, a large mobility meeting was held to present all city traffic changes.
On 28 November, members and business owners held a climate consultation about ways to make buildings and the area more sustainable and the public funding available for this.
On 9 December there will be a meeting about the Hofplein redevelopment, providing information about all construction processes and activities.
Duco Gommers joined Solved-Parella in July of this year as associate partner focused on tenants in Rotterdam. Other firms tend to work with external specialists, which can slow things down. Our process is faster and smoother.”
Solved-Parella opened an office in the Millennium Tower this past September. “We have a terrific spot on the 16th floor, with an amazing view. It’s ideal for office receptions and the lobby of the downstairs hotel is perfect for grabbing a coffee. We regularly hold presentations about Rotterdam on the 23rd floor.” The building was a strategic choice. A location close to the station was non-negotiable, says Duco, “as it’s easier for our colleagues from Amsterdam to travel to. This location is at the centre of the action and perfectly fits our vision.”
The firm is involved in a variety of projects in Rotterdam, offering all disciplines in-house, from office search to workspace design and delivery. “We advised care organisation Laurens in the Alexandrium area, for example, as well as the Trust IT firm and RSA, an insurance company. The list of companies is long, but these are some nice
examples.” With a key focus on modern office spaces, Solved-Parella is catering for a growing market. “Since the Covid-19 pandemic, we’ve noticed that the workplace itself is playing an increasingly important role in attracting and retaining staff. Managements ask us to design offices where people want to be, because you get more done in the office – from sharing knowledge to collaborating and training. We take our clients on a customised journey to deliver exactly that.”
Since the Covid pandemic and rising interest rent rates, clients are reassessing their needs when it comes to office locations. Duco: “There is a highly demand for high-end sustainable mix use office buildings in Rotterdam, and finally there are new projects in the pipeline for the next two to three years. Companies may consider a new office in the upcoming years now is the right time to act, and therefore we can help them with this consideration in our “stay or go” analysis. A unique approach is a crucial role in this process. We have developed tools that deliver real value. The Dutch Railways (NS) are in the midst of a technological transformation powered by virtual reality, augmented reality and generative artificial intelligence. These technologies are enhancing both internal processes and the passenger experience. XR Technology
Lead Rainish Lalai is putting these technologies to work within NS and sees both opportunities and challenges. “We are creating the future of mobility today. Technology is more than just a tool, it’s at the basis of how we live, work and travel.”
Rainish Lalai’s work is, in his own words, multifaceted: “I focus on extended reality, or XR, which encompasses VR, AR and mixed reality. My role is to discover new possibilities, implement proofs of concepts and inspire my colleagues.” XR is thoroughly embedded in NS, Rainish says: “We use VR for things like training and design validation. Employees learn how to operate equipment using virtual simulations, for example, which saves time as well as money. We are exploring to use VR to do preliminary design validations of station renovations and already have this in place for the train interiors designs. It helps us work with greater efficiency and precision.”
Rainish is excited about the possibilities of AR. “AR lets mechanics work together remotely, reducing travel time and boosting efficiency, but it goes beyond that. AR can enhance processes in every corner of our organisation, from technical support to passenger assistance. It’s more than a nice innovation: it’s the foundation of how we work and travel. We are building the future of mobility right here, right now.”
NS is investing not only in XR, but also in generative AI. Its internal ChatNS platform is one example with a dedicated team. The platform makes AI tools available organisa -
tion-wide to help employees work more efficiently. “Using generative AI and XR together opens up lots of capabilities, such as virtual assistants to support employees during training and simulations”, Rainish explains. But, he adds, technology is never an end in itself: “It’s about creating value. That’s the power of innovation.” With backing from all levels of the organisation, up through the board, Rainish’s team has full scope to experiment and demonstrate that value.
Technological advances at NS are bound to make travel more efficient, personalised and sustainable. Wearables like smart glasses can provide real-time travel assistance, while digital twin-based virtual tours can lessen the stress of navigating unfamiliar stations. Rainish thinks technology can also make travel more accessible, for example by providing AR assistants to guide travellers through complex stations or offer real-time help with travel problems. “These aren’t dreams. These are steps we are taking right now.”

According to Linda van der Windt, manager at De Rotterdamse Uitdaging, they match community organisations with everything from products to practical skills, services, knowledge and event tickets. The Hofplein Fountain is a well-known fountain located in the centre of Rotterdam. In 1939, the shipping company Van Ommeren gifted the fountain to the city to celebrate their 100th anniversary. Initially, the fountain was meant to be placed near the Maastunnel, but the outbreak of the Second World War delayed this plan. It was not until 1955 that the fountain was finally installed at Hofplein, as part of the city’s reconstruction after the bombing in 1940.
The architect J.R.A. Koops designed the fountain. Sculptor Cor van Kralingen created the eight animal statues, including a hippopotamus, a crocodile, and a sea serpent,
which are positioned at the corners of the fountain. These animals, made from shell limestone, also function as water drains. Additionally, Van Kralingen designed water lilies that spout water, and these were crafted from wrought iron by artist blacksmith Karl Joseph Gellings.
The Hofplein Fountain is not just a piece of art but also a gathering place where Rotterdammers come together to celebrate. For example, when Feyenoord wins a match, supporters often jump into the fountain to celebrate. As a result, the fountain has become a symbol of pride for the city. It is also frequently used as a backdrop in films and music videos.

In 2019, for the fountain’s 80th anniversary, it underwent renovation. New technologies were introduced to make the fountain more sustainable. Energy-efficient pumps, LED lighting, and an improved water circulation system were installed, making the fountain not only more beautiful but also better for the environment.
The Hofplein Fountain is an important landmark in Rotterdam and symbolises the city’s post-war reconstruction and modernisation. It is a site of both historical and cultural significance and a beloved meeting place for many Rotterdammers.

A familiar landmark bridging Rotterdam-Noord with the city centre since 2015, the Luchtsingel has now been partially dismantled. This unique project originated as part of Test Site Rotterdam, spearheaded by ZUS office and IABR, and breathed new life into a forgotten quarter of the city where vacant and derelict properties were rife. The 390-metre wooden footbridge, along with DakAkker on Schieblock, Park Pompenburg and the public area at Hofplein, became a vital conduit and catalyst for growth. The project continues to be an inspiring model of urban renewal and connection.
Rotterdam kicked off the National Tile Flipping Championships last spring with a call to city residents and businesses to trade their grey paving for green planting. At the launch, seventy Rotterdammers got flipping, motivated by slogans like ‘fewer tiles=more green’ and ‘plant by plant, comrades!’ The day began with breakfast and an inspiring exhibition at the Natural History Museum. The city is powering ahead with its urban greening efforts, which include creating 180 m² more green space in Rotterdam Central District. Rotterdam is among 150 participating municipalities campaigning for climate-resilient gardens and greater biodiversity.
Rotterdam’s iconic Hofplein is getting a complete green makeover. Now still a busy intersection, soon it will be a lush and lively urban plaza. The new design will provide cooling during hot summers, prevent flooding during downpours and be a healthy environment for people and wildlife. There will be more space for bicyclists and planted walkways where pedestrians can stroll or relax on benches beside the fountain, which will stay right where it is. Trams will also continue running across the square, with access for emergency services and local traffic as well. The new and improved Hofplein will be an attractive, future-ready focal point in the city, where living, working and relaxing come together.
In order to realize our ambitions and to optimally develop the potential of the district, we have been bundling all the knowledge and interest groups in the area into an association since 2009: Rotterdam Central District.
Not only are we aware of and familiar with all of the developments in the area, we are also joining forces in the neighborhood to create a good reputation for the district. We are a catalyst for positive change. We discover, connect and take action to make this happen.
