NOVELOG Objectives The salient scope of the proposal is to provide guidance for implementing effective and sustainable policies and measures in order to come up with the most tailored and applicable solutions for urban freight & service transport, and to facilitate stakeholder collaboration through the development, field testing and transfer of best governance and business models.. Specifically, this scope is achieved through the targeted understanding of urban freight and service trips which will be fostered by data collection on city logistics, field implementation of city logistics measures, typology development of the city logistics components, shaping consistent implementation channels for successful solutions and guidance provision to cities for crafting and applying evaluation techniques according to their needs and constraints. Policies, measures and solutions towards CO2-free city logistics will be implemented in selected European cities in order to enhance the urban freight transportation system including the last mile distribution taking into account the specificity of the cities, and their take up on local, regional, national and European levels. Through the project assessment framework, the effectiveness, efficiency and impact of those measures are evaluated in specific sites. The implementation of policies and measures in cities with different urban freight environment and structure configuration constitutes a validation tool towards the assessment of business models and the provision of guidance to similar future initiatives and projects, leading to a dynamic take-up process in EU cities and contributing to the EC policy making process. The specific objectives are set as follows: 

To understand current needs and trends on urban freight transport through the identification of key influencing factors and future scenario development.

To understand the reasons of the failures in city logistics implementations.

To link policies and supply chains business models and in particular to develop innovative policy making incorporating sustainable and effective business model of city logistics solutions.

To interrelate innovative policies and measures and mode of application with cities’ typologies and impacts.

To assess the effectiveness of the policies and measures on specific city contexts.

To incorporate best fitting policies and measures in integrated urban planning and Sustainable Urban Mobility Plans at local level

To build sound, collaborative, sustainable and efficient business plans based on multi-stakeholder cooperation

 To facilitate and guide stakeholders’ collaboration for improved policy making. Social, economic or political changes are taking place at an increasing rate, while the capacity of cities to plan for the future is wanted. Cities and their administrations are accustomed to focus on present issues and short-term goals. But, if cities want to deal with these changes, they will have to develop sufficiently simple and straightforward visions and scenarios to address political and social changes. with technological developments are leading to fundamental changes in users’ and operators’ behaviour. The growing urban population and other existing trends (e.g. home delivery, e-commerce etc.) will lead to increased demand for goods and services with cascading effects on urban logistics (European Commission, 2013). This is where the NOVELOG project kicks in: it provides cities with resources and expertise to reflect on and develop concepts, guiding principles and scenarios. More importantly, these visions will be implemented and “tested” in reality.

NOVELOG applicability frame

NOVELOG will deliver tools for assisting cities in performing their UFT in the most appropriate way. All respective activities within the project focus on enabling formulating a dynamic framework, based on theoretical and scientifically strong background and foreground, where necessary, but at the same time actual and validated information will be incorporated in it, so that to make the framework directly applicable by the cities. The project expands in two parallel directions. One direction refers to the development of the individual tools, which are required for guiding cities in decision making, and the second is implementing the tools for the identification and selection of the policies and measures that optimize their UFT. As depicted in figure 3, NOVELOG evolves over collection of knowledge related to the environment, which affects and within which operate city logistics. Various data exist, which compose this knowledge, that NOVELOG will collect and process, based on the first NOVELOG tool “Understanding cities”. This first tool sets the scene for “WHO” the guidance is for and comprises of the stakeholders in the urban supply chains, the generated freight demand, factors influencing its generation, including policies and measures, measurement methods, assessment methodologies and indicators quantifying the impacts. The extended data collection and process will provide the grounds for the subsequent NOVELOG tools to be developed. It will: 

Provide knowledge about city typology, policies and measures, and impacts to the NOVELOG “Toolkit”

List various ways on how to proceed to implementing certain policies and measures, which are considered by the NOVELOG tool “Guidance”

Indicate assessment methods used for assessing performance of policies and measures, to be incorporated in NOVELOG tool “Evaluation framework”

The city will use NOVELOG “Understanding cities” to develop scenaria under which the city stakeholders want to assess the performance of alternative policies and measures. These scenaria will comprise of time horizon for the assessment (current or future) and different conditions of the influencing factors, as for example low, medium or high levels. Based on these scenaria, the city will establish its objectives. Based on these objectives, as well as the grid of city typologies, policies and measures and impacts, the second tool, NOVELOG “Toolkit” will identify “WHAT” should be done, and suggest those policies and measures that best suit the city towards satisfying their anticipations.

NOVELOG tool “Guidance” will provide the guidance on “HOW” to implement the alternative measures identified by “Toolkit”, assisting incorporation of freight solutions in the sustainable urban mobility plan of the city, providing a business model for their sustainability, and drafting an action plan. Implementation will feed in the “Evaluation framework” tool of NOVELOG, which will provide assistance on “WHY” should a measure be selected or not, in terms of the degree of improvement, when compared to the city’s performance before the measure, in terms of where the city stands at, as compared to other cities, and in terms of sustainability, when forecasting the measure’s efficiency in time. The tool will provide the overall evaluation framework, but also which specific measurement or estimation methods should be used, depending on the particularities of the cities. Outcomes of the implementation and evaluation will feed back into the overall NOVELOG framework, and enable updating and learning of the individual tools.
