Election Season Is Here

Every two years the residents of The Great Outdoors have the opportunity (make that responsibility) to choose their district representatives for the Board of Directors (BOD) and the Architectural Review Committee (ARC). This year is the Odd Yearmeaning if your property address ends in an odd number (1,3,5,7,9) you need to start thinking about whom you will be voting. This year’s election will also determine our Chairpersons for both the BOD and ARC. Voting day is Monday, January 23, 2023, so you’ll want to familiarize yourself with the candidates. We will introduce you to them right here in The Happenings For more information, see page 11.

Dear TGO Community, Happy Thanksgiving Weekend and Black Friday everyone! Today we officially begin the holiday season by feasting on Thanksgiving leftovers and going shopping. The CSA office is open today, and our Golf Shop is offering a Black Friday sale so you can buy a gift for your favorite golfers. Blue Heron is now offering gift cards in all increments which is another great gift idea for friends and neighbors.

Collections for our annual CSA Employee Holiday Fund is underway. You can now show your appreciation for the people you see working in the field each day to make TGO a great place to live. Our workers labored this year through the summer humidity and heat, followed by two hurricanes. These are our essential workers. 100% of this fund is distributed evenly to our full-time, front-line CSA workers, including our maintenance team, recreation team and lawn crews. Your contribution honors their hard work in 2022 and we are taking contributions through early January.

The community grounds are looking healthy after a full week of mowing last week, followed early this week with a comprehensive spraying of fertilizer and weed control from TruGreen. This treatment is the last spraying of 2022. Mother Nature provided some rain early this week, which was very helpful, because Hurricane Ian damaged the power supply for our golf course irrigation pump which also irrigates many of our TGO homeowner yards. Jordan and Shane are working to restore power to this pump, and hopefully by the time of this letter’s publishing, this issue will be resolved.

Candidates are needed for our Board of Directors, ARC Board and other positions here at TGO. This issue features a cover article reminding our owners that it’s time to step up and serve the community that you love. Our community works because our governing documents established boards that have the authority and obligation to make decisions and set policies to keep us GREAT.

Volunteers are making a big difference. Firewise volunteers are clearing our common areas and “busting” Brazilian pepper plants throughout our community. Most recently they worked to clear a thicket of debris and peppers found along the cart path and behind the bathhouse on the golf course, hole #16. The Nature Trail sub-committee is working with me to improve our nature trail surface. They recently recommended the purchase of a York rake, which is a large rake that is pulled and controlled by our CSA tractor. We are now using this rake as part of our routine maintenance on the trail surface, and it is making a big difference in smoothing out the surface for all who use it. Please help me thank our volunteers who continue to make TGO great!

Perhaps the biggest challenge for our restaurant (and all other small area restaurants, too) is finding and keeping qualified staff. Our Blue Heron Restaurant was sold-out for our Thanksgiving Buffet yesterday and the previous week we hosted many special events. We are short-staffed and recently experienced some turn-over in the kitchen. Last week we hired Chef Shawn who now has the goal to foster our back-of-house team. My point in writing this is to explain why I decided to close the Blue Heron last Sunday, November 20. Karan and her team are working so hard, and they deserved one rainy day to rest before the holiday season kicks into gear.

I will close my article with a HUGE, heart-felt Thank You and Congratulations to the entire CSA team. Last week we hosted 144 golfers and over 30 volunteers during the 32nd annual YMCA charity golf tournament, perhaps the biggest one-day golf event we hosted this year. The comments from our guests were outstanding. They were impressed with the condition of our golf course, our food service, parking operation, set up and coordination, but most commented on the consistent, friendly hospitality they received during the event.

Also part of the Board of Directors Organization are CSA Manager Billy Specht, Architectural Review Committee Chairman Leon LeBlanc and CSA Secretary Sharon Sanford. The CSA website at www.tgocsa.org has individual biographies and contact information for each director.

Owners are encouraged to attend all the Board of Director meetings. Green speaker cards are available if an owner wishes to address the board for three minutes about any issue. An informational packet with the meeting agenda is given to each household that attends. Prior to the meeting, the agenda is posted on official bulletin boards and shown on our TV Community Channel 732. The actual meeting is televised LIVE on this same channel.

CSA Board of Directors meetings are held on the third Wednesday from October through May. Planning meetings to set the agenda for the Board of Directors meetings are scheduled October to May on the second Wednesday of the month in the Plantation Manor at 10:00 am. They are open to attend for any TGO owner.

CSA DUES PAYMENT

The First Quarter Maintenance Assessment for 2023 is due January 1. Please drop off your payment of $900 at the CSA Office or mail it to: The Great Outdoors at 100D Plantation Drive, Titusville, FL 32780. You can also fill out a form to have your payment drawn directly from your bank account. The payment must be received by 5:00 pm on January 20, 2023 or there will be a $25 late fee.

District Meetings

There are ten CSA voting districts at The Great Outdoors. They are non-geographical, but are determined by the last digit in each property’s street address. The District Meetings are held monthly from October through May. Various districts join together to hold combined monthly meetings. There are two meetings per month with five districts in each one. Please note the upcoming meeting schedule if you want to attend your district meeting.

Architectural Review Committee

NOTICE IS HEREBY GIVEN that the next ARC Meetings will be held on the following Wednesday dates at 10:00 am on the Plantation Manor Porch: December 14, January 4, 2023.

The Architectural Review Committee meets for planning purposes on the Plantation Manor Porch at 10:00 am on the Monday before an ARC meeting.

All changes to your property that are visible on the outside require advance approval from the Architectural Review Committee. Application forms and ARC Guidelines may be obtained from the Community Services Association office or printed from The Great Outdoors Community Services Association website at www.tgocsa. org. All completed ARC forms must be submitted to the CSA office by Noon on the Wednesday before the next Wednesday meeting. Results will be available to pick up after the ARC meeting or from the CSA Office. Be sure ALL necessary paperwork is included with your ARC application. No approval will be given without having all the required data available at the ARC Meeting for review.

TGO property owners are encouraged to suggest modifications to the ARC Guidelines, which will be discussed during an annual review. Please submit them to the ARC Secretary, in writing, no later in the year than October 1.

Clearing Vegetation on CSA Property

Our Declaration of Covenants states that “No CSA land may be cleared of any vegetation without prior written permission from the Board of Directors or its designee. Unauthorized clearing of CSA property will result in a hearing, with possible fines and ordered replanting.” This only makes sense, as you would not cut vegetation on someone else’s property without permission first. In order to track this better, we will require anyone seeking permission to cut vegetation on CSA property to fill out an ARC permit. An approved permit must include the CSA manager’s signature, and a copy of the permit will be filed in your ARC file for documentation purposes.

Newcomers Orientation

The next Newcomer Orientation Meeting will be held in the Manor on Monday, January 16, 2023 from 11:30 am until 12:30 pm. Guest speakers from CSA, ARC, Nature Center, Golf, Activities, Firewise and Courtesy Patrol will share important information. Call Nancy Wagner at 607-542-6374 to reserve your spot.

Emergency Vehicle Protocol

Florida and TGO share the same vehicle and traffic laws as the rest of the US: Everyone must yield to emergency vehicles. If there’s no shoulder on the road, simply stop to allow an emergency vehicle to pass. We have all been driving long enough to know this. Please, when you see emergency vehicles coming in with lights flashing, pull over and let them pass! It could be your loved ones they are here for.

Opening for the Election Committee

There is an opening for owners who wish to serve on the Election Committee. An application needs to be completed to apply for committees. It is in the CSA Office or online on the website: www.tgocsa.org. Click on CSA Documents/Forms/Application for Committee Assignment. Fill out and turn into CSA Office.

President’s Council Meetings

Beginning with the first meeting in October, we will meet at the CSA Pavilion on the third (3rd) Tuesday of each month at 10:00 am. The dates for the monthly meetings are: December 20, 2022; January 17, 2023; February 21, 2023; March 21, 2023; April 18, 2023. Gerri Helms is the Chairperson of this committee and Chuck Benoit is the Vice Chairperson. Owners are invited to attend.

Automated Visitor Call-In - 321-383-8802

The automated system offers two methods to provide access for a visitor. Call no more than 24 hours prior to your visitor’s arrival. Send an email to: guest@tgocsa.org, no more than 48 hours prior to your visitor’s arrival. The phone number and email address you use must already be registered with the CSA Office for the access request to be accepted. This system cannot confirm that your request was received or respond to any additional messages.

Service and Set-Up Calls - 833-697-7328

The CSA has a contract with Spectrum that includes Spectrum TV Select and Spectrum Internet services. If you are experiencing problems with their service or need to set up a new service, call the number above. Tell them your community at The Great Outdoors has a bulk agreement known as the Bronze Package.

TGO Community Channel 732

Our television channel for Community Services Association and other information about The Great Outdoors can be viewed using a digital TV tuned to Channel 732 on the Spectrum Cable TV system. The TV must be equipped with a Spectrum TV cable box or digital adapter.

If you have questions about lawn spraying, getting sprinklers adjusted, or any other services provided by the Community Services Association, residents should contact the CSA Office by email at service@ tgocsa.org or call 321-268-9767 to mention your concerns.

Vehicle Barcodes

If your vehicle needs a barcode installed, call the CSA Office at 321-268-9767 to schedule a REQUIRED appointment. They install them everyday, but will not do “walk-in” applications. If you need a barcode installed on your Recreational Vehicle, they’ll install RV barcodes on Fridays ONLY, and they want to visit your home or RV site to hopefully complete that barcode installation without moving your RV.

TruGreen regularly applies spray applications to our lawns and common areas that includes an herbicide for weed control, a liquid fertilizer, and an insecticide to kill chinch bugs, and other turf-damaging insects. These applications are scheduled in 2022 as follows: November 29 & 30

TruGreen is also offering “service-call” visits to TGO. If you are still having problems with lawn pests or weeds, call the CSA Office at 321-268-9767, and we will put your address on the TruGreen list. They will make an additional visit on December 15, 2022.

TruGreen advises all TGO residents to stay off treated areas of your lawn, and to keep your pets off treated areas, until the application has thoroughly dried.

AED Basics

(Automated External Defibrillator) Have Someone Call 9-1-1 While You Operate AED

The Automated External Defibrillator (AED) is a portable electronic device that diagnoses incorrect heart rhythm patterns that could potentially be life threatening. The device treats the condition with electrical shocks.

AED use requires minimal training because an electronic voice prompts the user through each step. If you are helping a person who collapsed and you’re unsure if a heart attack is the reason, don’t hesitate to use the AED. Every minute counts.

The device determines if the patient needs an electrical shock or not. Simply place the AED pads on the patient’s bare skin, one on the right upper chest and the other on their lower left side. No one else should be touching the patient because false readings could result. The AED will advise you, the device operator, what to do next.

TGO has seven AEDs located at CSA buildings.

Contractor Restrictions

Contractors employed for repairs, construction, renovation, or installation at residences that are in The Great Outdoors are not allowed to work on Sunday, except in an emergency or with the advance permission of the CSA.

From Monday through Saturday, contractors must leave TGO by 6:00 pm from October 1 to April 30 and by 7:00 pm from May 1 to September 30. Call the CSA Office at 321-268-9767 during regular weekday office hours to request any exceptions to these contractor work restrictions.

Guide to Living With Alligators in TGO

There are 32 Lakes in The Great Outdoors and all of them are home to alligators. Please keep these points in mind to be safe when alligators could be nearby:

• It is illegal to feed, taunt or harass an alligator.

• Do not swim or wade in any of our lakes.

• Do not walk near the shorelines and do not walk your pets near shoreline.

• Do not allow your pets to swim, exercise or drink in or near our lakes.

• While alligators can be active at any time, they are most active between dusk and dawn and move during the night to different water sources.

• Please give our alligators the respect and space they deserve.

• For your safety, as well as the safety of your family and pets.

KEEP YOUR DISTANCE!

Men’s Breakfast Group

Plans are coming together for another great season of breakfasts for the men of The Great Outdoors. These breakfasts will be held on January 21, February 18, March 18 and April 15, 2023 in Fellowship Hall of The Great Outdoors Community Church.

This season the breakfasts will be catered by the Blue Heron Restaurant. Tickets will be $12.00 each and will be sold the two Sundays prior to each breakfast in Fellowship Hall following church services.

Our first program will be of interest to all of us and will tell us of the great work of Samaritan’s Purse as they help meet the needs of people affected by hurricanes, floods, earthquakes and other disasters. Our speaker will be Mark Nelson, Regional Director, Donor Ministries for Samaritan’s Purse.

GOLF CART DECORATING

Friday, December 09 at 9:00 am

Santa’s head elf, Pam Phillips, needs help from other elves to decorate a golf cart for the annual Christmas parade to be held later that day. The fun begins at 9:00 am at Pam’s house at 920 Grande Haven. She needs a number of volunteer elves to ensure the Nature Center is well represented in the parade. CLAIRE AND ERNIE CARLSON TRAIL

The Claire and Ernie Carlson Trail begins on the path between the TGO Library and the Golf Cart Nature Trail. Look for a post with a white blaze and a blue blaze. Follow the blue blaze to the Golf Cart Trail follow that west and north to the double white blaze where you turn back into the forest area. Continue to follow the white blazes back to the beginning. This is an easy walk through pines, palms and oaks. Distance .94 miles. Betty Salter

NATURE CENTER UPDATE

Since the vandalism of the Nature Center, the insurance adjuster has inspected the damage. A cleaning company has given an estimate to clean the inside of the building and power wash the outside. No date for cleaning has been set and our President, Dolly Akers, is attempting to get some clarifications regarding the cleaning. Everyone involved is trying very hard to have the Nature Center opened by Christmas.

The Artisan Market, held in the Plantation Manor, was another popular event put on by the Activities Committee. Above: Kathy Drugan and her daughter Erin were representing KD Designs (Kathy’s company) by selling bracelets, earrings and other hand-crafted jewelry at the Artisan Market. Linda Lasa and Susan Bonneau enjoyed the Hidden Lakes Welcome Back Hoedown Party last week. Everyone loved the theme and enjoyed Sonny’s BBQ, plus the fellowship and the line dancing lessons. It was a great afternoon for all.

What If It Floods in TGO?

That was the title of my Firewise article two years ago. This past month we put speculation to rest. Two hurricanes, IAN and NICOLE, both paid Brevard County a brief visit: Brief but WET! Our wetlands were already saturated from Summer rain storms. “How much higher can the water table get?” We were going to find out.

Riddle Answer: The outside.

Parts of TGO that are normally damp after a good thunderstorm were now covered by several feet of storm water. It is called a FLOOD!

What can we learn from this flooding that may help mitigate the next hurricane flood experience, particularly with reference to vehicle use in the flood waters?

LESSON #1: Don’t drive a vehicle through standing or moving water. TURN AROUND, DON’T DROWN! A husband and wife took a turn onto a boat ramp that looked like a wet road in the dark of a rainy, hurricane night in Miami. They drowned in their car! Don’t underestimate the force of moving water against a car door! A window is usually your best exit. Do electric windows work under water? YES, for a while.

LESSON #2: If your vehicle is stalled out and in contact with the road, you might abandon it to the rising flood waters and make your way, on foot, to safety. A cane, a hiking stick or trekking poles can make this a safer walk. The water is still rising. Check your surroundings. Things could look different later. Look for high ground (a hill) or dry structure (a house). Don’t leave valuables behind! Have a rescue whistle tied to your hiking stick. Three distinct blasts mean “Help Me!” (Repeat at periodic intervals).

LESSON #3: Moving water can pick up a car weighing thousands of pounds and move it. The vehicle, by this point, is no longer running. It may be floating (for a while)! Get away from it and make your way to a point of safety.

LESSON 4: Use CHECK LISTS to keep track of necessary equipment and procedures. Review the lists periodically (regularly), not just before the next incident. Add or Subtract items as your survival knowledge and skill increase. These CHECK LISTS are the living, breathing soul of your family’s survival!

There are many challenges to health and safety that become obvious in the context of a flood or other natural disaster. Plan for the safety of you and your family, including your pets... and even your neighbors!

A frigid bout of cold weather in the middle of October led to the Con necticut River freezing, so settlers couldn’t get their usual liquid sugar shipped on time from across the pond. A Thanksgiving turkey mix-up inspired what popular meal trend? Frozen TV dinners

In 1953, a Swanson employee accidentally ordered a colossal shipment of Thanksgiving turkeys (260 tons, to be exact). To deal with the excess, salesman Gerry Thomas took inspiration from the prepared foods served on airplanes. He came up with the idea of filling 5,000 aluminum trays with the turkey – along with cornbread dressing, gravy, peas and sweet potatoes to complete the offering. The 98-cent meals were a hit, especially with kids and increasingly busy households. With in a single year, over 10 million were sold and a whole industry was born.

TGO Ambassadors Escape to Margaritaville Rally, Nov. 10-13, 2022 (4 nights) Kick-off Rally

Originally 25 rigs signed up, but with Hurricane Nicole’s arrival, we ended up with 18 RV. Even Camp Margaritaville in Auburndale, Florida, evacuated after learning Nicole was heading their way. They re-opened on November 11 and let our group come in at 11:00 am, so we lost a day of our rally.

The first night we had the Margaritaville Dinner in the Retreat room. It has beautifully hand painted walls with the Margaritaville theme. Our photographers, Mike and Linda Lodge, took pictures of everyone, using a party theme picture frame and a flamingo head piece, Margaritaville glasses and Hawaiian leis. Our bartenders, Jan and Pat Elzey, always kept our drinks full and helped in the photo shoot fun.

The dinner was Cheeseburgers in Paradise with all the fixings, “lettuce, tomatoes, Heinz 57, big kosher pickle, well, good God Almighty, which way do I steer.” Gary Henry, Mark Luchi and Lynn Barnes cooked 52 hamburgers for the group. Our second day we toured the Chain of Lakes in Winter Haven on five platoon boats, by the old Cypress Botanical Gardens, where they still put on water ski shows you can watch from Legoland or the boat. We had lunch on the water at the Harborside Restaurant.

Back at the retreat, we learned history on Jimmy Buffett and then answered 19 trivia questions about his songs, awards and where the largest Margarita was made, called “Lucky Rita,” which was 8,500 gallons that served 181,333 6 oz. Margaritas, in Las Vegas and broke the Guinness World Record. In the evening, members listened to live music, or watched football at the Tiki Bar. Our last day of the rally, we enjoyed a Margaritaville Scavenger Hunt, where items were placed around the RVs in plain sight, pool area, water slide and Tiki Bar. Members had 90 minutes to locate the 19 items. There were prizes for winners and losers, and ended the day with our 4:00 pm socials.

Where does the speed limit change near speed limit signs?

Question: When the speed limit is changing on a road, does the new speed limit start at the sign, or does it start when you can see the sign?

Answer: The speed limit zone area becomes effective at the point you reach the sign. So if the speed limit sign/zone changes to a slower speed, slow down before the sign and not after. If the speed limit changes to a higher speed, wait until you get to the increased speed limit sign before increasing your speed.

WHEN EXACTLY DOES A SPEED LIMIT COME INTO EFFECT?

On paper, speed limits sound like a pretty simple idea. Legislators and experts agree upon a given speed at which it’s deemed safe to travel through an area and then let the public know by clearly signposting it. But a question we’ve received numerous times over the years is when exactly does a speed limit legally come into effect? Here now is the answer. Any posted speed limit sign comes into effect at the exact point the sign resides. In other words, if you’re driving at 15 MPH through a 15 MPH zone and you’re about to enter a zone that allows you to drive at 35 MPH, it is technically illegal to begin accelerating beyond 35 MPH until you’ve reached the sign indicating the higher speed limit... like when you are leaving or entering our park.

Contrary to what people may try to tell you, by the letter of the law there is no “buffer” or grace period near a speed limit sign, which is why you’ll notice that when the speed decreases drastically, you may see a helpful warning sign telling you this before the actual speed limit sign so you’re not having to suddenly slam on the brakes to get down to the posted limit before you reach the sign.

While it is certainly true that a police officer pulling you over in such a “buffer” scenario could be lenient and decide to just let you off with a warning, that’s entirely down to their own discretion and it doesn’t change that legally you’ve broken the law.
