This critical juncture in the history of our democratic Republic, when our foundations are being weakened by misinformation and lies, has allowed us to do what we do best—provide voters with vital, non-partisan, non-political election information. In this interview, C70 leadership reflect on our unique role, how we can all strengthen democracy, and the future of Seventy.

What excites you about Seventy’s mission and impact?
ERIC
The role that Committee of Seventy has played for the past 120 years in terms of improving elections, improving voter access, and speaking out against and condemning public corruption when it occurs–I don’t know that there’s any other organization in the United States quite like C70. Seventy fills an important role as a trusted source of vital non-partisan, non-political information at a time when voters are so often the target of misinformation around elections.
C70’s mission and values are a perfect fit for the challenges we have right now. So many people fear that our democracy is not working the way it’s supposed to. They feel a disconnect between elected officials and the interests of citizens.
C70 is a trusted, constructive voice that can resist extreme partisanship and encourage collaboration.

How can we participate in strengthening democracy in Pennsylvania? ERIC
At a time when so many of our institutions have been weakened or discredited, we can all play an important role by getting out and voting and not taking our democracy for granted. Our individual power to speak the truth as a trusted friend or neighbor may be even more important than the media. Each of us can do our part by standing up for the truth, speaking out against lies, and thinking critically about the information we’re encountering.
Being well-informed and staying current on what’s going on at the local and state level is one of the most important things people can do to strengthen our democracy. The other is getting involved. We must resist indifference and demand better. As they say, voting is not a spectator sport. The more people who participate, get involved in volunteering, work at the polls, the stronger our democracy will be.
What challenges will C70 focus on moving forward?
LAUREN
Voting is necessary and incredibly important, but not sufficient to bring about the change we deserve. Beyond preparing voters to cast their ballot, C70 is focused on preparing people for active citizenship. The future of Seventy is providing education that allows people to empower themselves and their communities—to hold their officials accountable to the promises they made during campaigns, and demand more from their government. We are known for providing world-class resources, for shining a light on things that should be of concern to every Philadelphian and every Pennsylvanian. What’s next is to build on this work to bring our resources to more people and include more voices in the work. We’ll do that by expanding our Youth Civics work across the City and Commonwealth, continue to build the WeVote network to reach more people and communities, and continue to find strength in the inclusive coalitions we build to support our advocacy efforts.

As an organization that does sexual and reproductive health work, what we do is heavily politicized. What happens in elections truly, truly has a day-to-day impact on the work we do and on the access to care that folks in our community have. In particular, this year, we felt like it was really important to give our staff some additional briefings because there was so much misinformation in the air, very polarized positions, and also a backdrop of a constitutional amendment that was potentially going to impact our work and the work of our networks in a very significant way. We wanted folks to be aware of all the things that would potentially be on the ballot, and also to understand the processes which have become a little more complex, post-COVID, with more options but also more deadlines and changes. On Election Day, we co-hosted “Party at the Polls” events to boost civic engagement across Philadelphia. In five different city neighborhoods, voters and passersby were treated to food, entertainment, fun activities, and giveaways. It was a celebration of democracy in action.

When there aren’t enough poll workers, voting locations open late and lines can stretch for hours. Because Pennsylvania faces a perpetual poll worker shortage, we kicked our recruitment and training efforts into high gear well ahead of Election Day. Through our outreach initiatives this year, we recruited more than 1,000 poll workers directly through the C70 app and thousands more through partnerships with Power to the Polls and the League of Women Voters of Pennsylvania.
Did you know more than 40,000 poll workers are needed at least twice a year, every year, to staff the polls across Pennsylvania?
Seventy partnered with election administrators to protect and improve the voting process, combatting disinformation, and engaging citizens.
Our recruitment efforts helped ensure polling places were fully staffed with welltrained poll workers so voters were not disenfranchised, experienced shorter lines, and had a better voting experience.

WE PUSHED BACK ON PARTISAN GERRYMANDERING.

Since its launch five years ago, Draw the Lines PA (DTL), our citizen mapping initiative, has brought unprecedented transparency and citizen engagement to the hugely important process of redistricting. A total of 7,211 citizen mappers spent more than 25,000 hours of their own time drawing maps. In part because of our work, the congressional map selected in 2022 was far better on objective metrics than what was produced in 2011, and the state legislative maps saw major improvements as well.

We led the charge to open up primary elections in Pennsylvania.

Pennsylvania’s closed primary elections have shut out more than one million voters from important elections every year. That’s why, this year, we launched Ballot PA to repeal closed primaries. Our efforts have resulted in increased momentum and support for enfranchising independent voters, particularly military veterans.
Our team testified at public hearings the State Senate held in April and the State House in August about the need to give Pennsylvania’s 1.1 million independent voters the chance to participate in primary elections.

Rocky Bleier, four-time Super Bowl champion with the Pittsburgh Steelers and veteran of the Vietnam War, spoke out in support of the senate bill that would repeal closed primaries.
We put residents first in drawing local political lines.
For decades, the process Philadelphia City Council used to redraw its 10 districts was notoriously opaque and without real opportunities for residents to participate. During the 2021 councilmanic redistricting, Seventy led an engagement campaign to inform communities about the issue, collect input, and press Council to hold an open process. The effort was successful in limiting the number of communities split by district lines and convincing City Council to count prisoners in their home districts for the purposes of map-drawing, a first in city history to address “prison gerrymandering.” The endeavor also resulted in Councilman Derek Green introducing a redistricting reform proposal to put the drawing of district boundaries formally into the hands of residents.
We pressed Congress to Reform the Electoral Count Act
Seventy’s President and CEO Al Schmidt spoke with members of Congress to sound the alarm on threats to democracy and pinpoint vulnerabilities in state and federal election law. Advocacy by Seventy and other good-government and voting rights organizations, including Issue One, R Street Institute, and the Brennan Center for Justice, led to the bipartisan Electoral Count Act, which modernizes the process for counting Electoral College votes and added safeguards against manipulation and subversion of the democratic process.

We expanded language access for voters.
Seventy partnered with community leaders and Philadelphia election officials in developing a plan to expand voter resources in six new languages beyond Spanish and Chinese, which are covered under the federal Voting Rights Act. Election guides, voter applications and polling place signage are now offered in Russian, Vietnamese, Khmer, Arabic, Haitian-Creole, and Portuguese, providing critical information in the primary language for thousands of city voters. Collaboration with City Commissioner Seth Bluestein on the initiative will also lead to the creation of a new Language Access Advisory Committee as a formal group to advise and support city officials in continuing to improve the experience of limited-English-proficient voters.

Our Buchholz Fellowship program designed to develop and connect emerging leaders just welcomed our sixth cohort. These young leaders from across the private and non-profit sectors work to advance C70’s mission and the future of our democracy.





We developed new teaching and learning resources to strengthen civic education.
Because we know how vital it is to reach young people as early as possible, we developed a range of new resources and programs designed to educate, engage, and empower youth in civics and government.
Elections & Voting Curricula clearly explain the inner workings of our electoral system and the ways it impacts every aspect of our lives.
THE WILLIAM PENN FOUNDATION AND THE TRANSFORMATIVE JUSTICE COALITION GENEROUSLY FUND THIS PROGRAM.
C70 Teacher Advisory Council made up of high school teachers from across the Commonwealth, is helping to develop resources and conduct outreach to other teachers.
Mock Election in partnership with PA Youth Vote gives students the opportunity to experience voting firsthand, a crucial act of active citizenship.
We expanded our membership program.
Seventy’s membership program, established in 2019, now boasts a total of 449 members. This year, we launched an exclusive “Super Citizen” membership tier in partnership with the Philadelphia Citizen and Young Involved Philadelphia that offers unique opportunities for civic engagement and leadership development.
Studio C70 Interviews allow students and C70 staff the opportunity to interview candidates in their region seeking office in Pennsylvania.
Youth Election Ambassador Corps invites young people to the polls on Election Day to observe the electoral process first-hand.
PA Civics coalition As a member of the PA Civics coalition, we’re working alongside organizations that provide Pennsylvania teachers with the tools they need for effective civics education.
Partners in the Unify Challenge College Bowl, where we helped recruit students from Pennsylvania to participate in convenings where students share perspectives across different ideologies and strengthen their civic dialogue skills.
