Introduction The arrival of the global age has ushered in the time of the aerotropolis. 21st century airports do not merely play a role in air transportation, but rather are closely linked with countries' overall economic development. Due to the rise of global competition and the development of aerotropolis, airports are no longer just transshipment stations, but also optimal zones for commercial interchange. Because of this, many of the world's countries are pouring their energies into aerotropolis projects intended to gain a competitive advantage. Since an aerotropolis can serve as a hub of global flows of people, goods, money, information, and technology, it can stimulate the economic development of the country as a whole. Airports have always been seen as symbols of national competitiveness; now they have become new centers of global development. Airports are no longer just places where aircraft take off and land. Instead, they are evolving into multifunctional hubs characterized by passenger and freight transportation, logistics, leisure, and commerce. Taoyuan International Airport played this role when it began operating in 1979, and at that time was a model airport in the Asia-Pacific region. Nevertheless, due to low organizational level and lack of professional capacities, Taoyuan International Airport has gradually come to be perceived as a somewhat backward 20th century airport.

According to the 2009 report of the international airport rating organization Skytrax, the four international airports receiving five stars were Hong Kong International Airport, Germany's Munich Airport, Korea's Incheon Airport, and Singapore's Changi Airport, while the 13 airports receiving four stars included the Netherlands' Amsterdam Airport and Malaysia's Kuala Lumpur Airport. Taoyuan International Airport received only three stars, and its rating was the same as Thailand's Bangkok Airport. It is clear that Taoyuan International Airport lags behind the main international airports in Asia.


The airport age began during the second half of the 20th century, and is still going strong. Time-sensitive cargo handling and distribution facilities have been attracted to gateway airports, and the rapid development of the global service economy has made these airports magnets for long-term transport company headquarters, regional offices, and professional organizations and associations. Non-aviation activities at airports provide new sources of revenue, and airportcentered commercial development causes airports to serve as engines of urban development, and transforms them into centers of employment, shopping, trade, and commerce, and leisure destinations. These nonaviation functions and commercial land use have changed numerous urban airports into airport cities. Airport cities may gradually give rise to corridors, clusters, and backbone-shaped aggregations of airportrelated industries, which are gradually creating a new urban form—the aerotropolis.

The aerotropolis is a new type of urban form, and consists of a cluster of aviation-intensive or aviation-related industries. An aerotropolis contains various activities and infrastructure, such as retail and shopping centers, light industry parks, office and research parks, special districts, foreign trade zones, leisure and conference facilities, and residential development enhancing the competitiveness of aerotropolis firms. In form and function, the aerotropolis is very similar to the 20th century "metropolitan area," and both include an urban core and suburbs connected by commuters. In the case of an aerotropolis, however, the core consists of an airport, and the peripheral area includes aviationrelated industries. In line with its spatial development model, Taiwan can look forward to becoming an important node in the global network. Internally, Taiwan will tightly connect many core areas with different sizes and functions, and use transportation and information to achieve close linkage. This development will take the form of the "multi center node" network deployment model. Taoyuan will serve as a key gateway to the country in this model, and major effort will be focused on the development of aviation-related industries and improvement of international transportation connections. A highly flexible organization will be established to promote integrated local development and the development of the aerotropolis as an international gateway.

Responding to global competition and striving to boost Taiwan's national competitiveness, the Executive Yuan and Taoyuan County Government are jointly implementing the Aerotropolis plan, and hope to renovate and expand Taoyuan International Airport, stimulate the development of nearby related industries and free trade zones, rely on the West Coast Expressway to link with nearby Taipei Port , promote a "double-core" sea-air transportation network, make full use of the airport's advantageous location at the center of the two booming regions of northeast and southeast Asia, and create a 6,150-hectare international aerotropolis from Taoyuan International Airport and its surrounding area.

Taoyuan International Airport is Taiwan's gateway to the world, and is an important symbol of the country's international competitiveness. President Ma Ying-Jeou therefore included the "Taoyuan Aerotropolis Plan" as the flagship project among the i-Taiwan 12 Projects, and the government plans to invest NT$1.2 trillion in various development programs by 2020 in order to boost Taiwan's international competitiveness. The Legislative Yuan passed the "Statute for the Development of International Airport Park" on January 12, 2009. Thanks to the unstinting support of the Executive Yuan and Legislative Yuan, and the extensive preparations made by the Taoyuan County Government, the industrial and overall economic development brought by the Taoyuan Aerotropolis will set off the next surge of growth in Taiwan.

An Opportune Time for Urban-Rural Development Rapidly Changing Land Development Trends Launch a New Revolution

Taiwan enjoys a highly advantageous geographic location between northeast and southeast Asia. Among six major regional airports (Taoyuan, Singapore, Tokyo, Seoul, Hong Kong, and Shanghai), Taoyuan enjoys the shortest average flight time of 2 hours and 30 minutes to the other airports (5 hours and 25 minutes for Singapore, 3 hours and 30 minutes for Tokyo, 3 hours and 10 minutes for Seoul, 2 hours and 55 minutes for Hong Kong, and 2 hours and 30 minutes for Shanghai). This indicates that Taoyuan's superior location has a competitive advantage as a transshipment point.

Taoyuan County is located near the geographical center of the eight cities and counties in northern Taiwan (Yilan County, Keelung City, Taipei City, Taipei County, Taoyuan County, Hsinchu County, Hsinchu City, and Miaoli County), and possesses the two major transportation hubs of Taoyuan International Airport and the Taoyuan High Speed Rail Station. In addition, the nearby Taipei Port is functionally integrated and shares resources with Taoyuan County. Looking ahead to the future, Taoyuan County will assume a prominent two-port air-sea transshipment role, and play an important part in the development of northern Taiwan.

The spatial structure of Taoyuan County is characterized by a distinctive combination of "sea, farmland, cities, and mountains." The county's geographical areas include a seaside ecological belt, a protective coastal greenbelt, mountainside ecological greenbelts, a peripheral development belt on terrace land, a prosperous green terrace area, and a terrace urban development core. Taoyuan's terrace land is watered by a huge network of irrigation ponds and canals, which gives the county its nickname of "land of a thousand ponds." The development of the Taoyuan Aerotropolis will be coordinated with the county's aquatic resources, waterside greenbelts, and rural ecology to give the area a distinctive face.

Major Urban and Rural Development Areas in Taoyuan County

In order to achieve comprehensive urban-rural development, Taoyuan County will take the areas influenced by the Aerotropolis and three rail transportation systems—the High Speed Rail Line, Taiwan Railway, and MRT—as focal development areas, and will employ growth management mechanisms to properly manage development in these areas.

A Multifunctional Spatial Layout Thanks to its industrial diversity and major infrastructure projects such as the Aerotropolis and rail systems, Taoyuan County will evolve multiple urban centers, creating healthy and convenient urban living circles. The county's "transit-oriented development" (TOD) model will promote the fusion of industry and living, and stimulate peripheral land development. Meanwhile, cultural and conservation areas possessing superb ecological and environmental resources will emerge to provide urban residents with space for recreational and leisure activities.

The Taoyuan Urban Living Circle Urban core—The Taoyuan-Jhongli core contains mostly residential areas and commercial services; it is a center of R&D, information, financial, and knowledge services and innovation. Air transport core—In conjunction with the Aerotropolis, this core area will emphasize aviation-related industries, trade and logistics, refined agriculture, and living amenities. Gateway core—The High Speed Rail (HSR) station and Jing-guo Special District give this core transportation advantages and make it a transit-point for freight and passengers.

The TOD Industrial Development Axis Greater Taoyuan High-tech Industrial Park—A TOD model will be used to promote the fusion of industry and living, and industrial development mechanisms will spur peripheral growth. Spatial Links between Industrial Parks Linkou Industrial Park and Longtan High-tech Industrial Park— Advantages include close proximity, knowledge and industrial diffusion, and increased opportunities for interaction and cooperation. Overall planning taking the pattern of ponds, wetlands, and watercourses into consideration will create an ecological aquatic corridor giving the Aerotropolis an environmentally-friendly aquatic look.

To strengthen travel routes in northern Taiwan, and establish Taoyuan County as a major East Asian tourist center The integration of the coastal recreation line in northern Taoyuan County with such travel resources as the wetlands and cultural attractions on the Taoyuan Terrace will enable the creation of northern Taiwan travel routes with highly distinctive local features, making the county a travel destination and the gateway to Taiwan.

In order to ensure comprehensive industry planning, planning of industry recruiting for the Aerotropolis should simultaneously reflect supply and demand.

Drafting of the "Taoyuan Aerotropolis Regional Plan" in accordance with the Regional Planning Law in respond to the development needs of the Aerotropolis and introduce administrative flexibility.

The determination of the Aerotropolis industrial zone conditions should take into consideration location factors, distance from the airport and other industrial zones, industrial service characteristics, and complementarity/competition between industries.

Strategy 3 Creation of an industrial environment fostering a high level of R&D capabilities, acquiring or establishing links to the R&D resources and capabilities of nearby organizations, and encouraging some firms in traditional industries to collaborate with free trade zone firms and become production chain partners.

Strategy 4 Development of the Taoyuan Aerotropolis as a center of agricultural product value-added processing, logistics, and sales in line with Taoyuan County's geographical features and highly-distinctive agricultural products, and make the Aerotropolis an international gateway for agricultural product trade.

Strategy 3 Establishment of "National Gateway City" functions and image in keeping with the developmental characteristics of existing urban planning zones and in coordination with major development projects.

Strategy 4 The planning and development of land around Taoyuan International Airport must be accompanied by strengthened inter-agency coordination in order to integ rate the land development visions of central and local government agencies.

Strategy 5 In keeping with the appearance of the county's ponds, watercourses, and wetlands, formulation of urban planning or urban design standards and guidelines reflecting landscape aesthetics and the county's aquatic features and rural scenery; this will give the Taoyuan Aerotropolis a distinctive "blue-belt" character.

Strategy 6 Establishment of various types of airport-related industry zones reflecting the status of peripheral land and site characteristics; determination of principles governing permissible uses. Subprojects must be drafted and overall development completed.

Strategy 7 The Airport MRT will influence the spatial structure of adjacent and peripheral areas, and will provide an opportune moment for improving urban spatial quality and promoting urban development. In accordance with the "transit-oriented development" concept, Aerotropolis Quality Living Area will be centered on transit stations and extend out as far as easy walking distance.


Transportation Strategy 1 Assessment of airport passenger and freight transport lines in conjunction with related major projects; drafting of road improvement strategies.

Strategy 2 Clear delineation of the functions and positioning of peripheral transportation systems around the airport to ensure that the airport and peripheral transportation systems are mutually linked and fully perform their respective functions.

Strategy 3 The HSR's Taoyuan Station must be effectively integrated with the Taoyuan MRT system in order to avoid overlapping functions, accommodate other major transportation projects, and increase transportation performance.

Strategy 4 In the wake of globalization, international airports have become new centers of global economic activity. A state-owned airport enterprise should be established in accordance with the "Statute for the Development of International Airport Park" in order to perform airport park development, operation, and management tasks. In order to enhance service functions and efficiency, and boost the service quality of the airport as a whole, management of the Airport Park will be implemented in line with business principles.

Strategy 5 In conjunction with the development of the Airport Park, HSR station, and logistics park, the HSR special district will be transformed into a convention/exhibition center catering to international exhibition and commercial gatherings. At the same time, the full-scale deployment of wireless and fiber-optic communications facilities will provide ubiquitous wireless communications services.

L and use development concepts for the Taoyuan Aerotropolis

Land Use Concepts In accordance with the planned overall spatial layout of the Taoyuan Aerotropolis, the Aerotropolis as a whole will consist of the two development rings of the "Airport Park" and "Aerotropolis"; based on their characteristics, these two development rings will be divided into eight major functional areas:

Inner ring: Taoyuan International Airport park ("yolk") This ring will contain land needed for the operation of the airport and the development of directly-connected dependent industries.This ring includes the Airport Special Zone and Free Trade Zone.

Outer ring: Taoyuan Aerotropolis ("egg white") This ring surrounds the Airport Park, and serves to support the Airport Park, meet relevant industrial development needs, and provide trade, recreation, and lodging services. This ring includes Free Trade Related Industrial Zone, Airport-Compatible Industrial Area, Trade Exhibition Area, Coastal Recreation Area, Quality Living Area, Aviation Industry Area and Refined Agriculture Development Area.

Transportation Development


National Highway and Railway Transportation System The Taoyuan Aerotropolis includes two national highways (National Highway No.1 and National Highway No.2) and three rail transportation systems (the HSR, the underconstruction Blue Line of the Airport Access MRT System, and the Green Line of the planned Taoyuan MRT System). These transportation systems will strengthen mass transit service in Taoyuan County and throughout the Greater Taipei area.

Apart from the existing road network, the transportation system serving the Taoyuan Aerotropolis will include MRT systems and the planned "ten-crosswise and ten-vertical" road system planned for the county. These systems will form a three-ring road system around the Aerotropolis (including inner, middle, and outer rings), and will also include axial roads. This comprehensive road transportation network will link the Aerotropolis with the outside world.

According to the conceptual development plan for the Taoyuan Aerotropolis, the land within the Aerotropolis will be divided into eight functional zones. The Taoyuan Aerotropolis will occupy 6,150 hectares during the current stage. Plans call for the expansion of the Aerotropolis to 7,000 hectares, or even 8,000 hectares, in conjunction with actual construction and development progress, which will achieve an even more complete level of development.

Development Methods

Non-urban land

The Taoyuan Aerotropolis will be developed in accordance with the "Taoyuan Aerotropolis Regional Plan." This plan includes the following development methods for the "Airport Park" and the peripheral "Aerotropolis":

Non-urban land not within the foregoing areas will be developed in accordance with guiding principles for functional zones in the Taoyuan Aerotropolis Regional Plan. A development permission mechanism will be used to promote the future overall development of the Taoyuan Aerotropolis.

Airport Park The Airport Park includes the Airport Special Zone and Free Trade Zone. As prescribed in the "International Airport Park Development Statute," land acquisition will be performed by means of allotment, expropriation, or zone expropriation, and development will comply with the Executive Yuan-approved "Airport Park Framework Plan."

‧Current urban planning zones Current urban planning zones include the Taoyuan Air Freight Park and Passenger Transportation Park (Dayuan Nankang area) special zone plans, the Dayuan urban plan, Dayuan (Guolin area) urban plan, and HSR Taoyuan Station Special District plan areas. These areas will be developed in accordance with current urban planning regulations; development methods will include urban land readjustment and zone expropriation. ‧New or expanded urban planning zones New or expanded urban planning zones include the land around Airport MRT stations A11, A15, and A16. This land will be developed in accordance with the "transitoriented development" model, which is intended to promote the development of land around station districts. Overall development will be performed following zone expropriation.
