Manitoba Livestock Expo Report Kyle Wright First off I would like to give a big Thank You to all our exhibitors and sponcors for you support to the Limousin show at Manitoba livestock expo. With out you the show could not happy. Also big thank you to Eden meadows Limousin for traveling to brandon. We where so glad they could make the trip. Our judge was Dallas George from virden. He did a great job. There was 35 head entered which included 3 lim flexs. This is the first time in a long time we had a point show not including hosting a national show. PRESIDENT’S MESSAGE Jay-Dean Smyth Congratulations to the Limousin breed!!! We had 30+ limo’s at the MLE to make it a points show represented by Manitoba and Saskatchewan breeders. There was a record number of limo’s shown at the national show and sale in Regina at CWA. 140 animals entered and 130 animals shown. Very proud moment in our breed. Nice to see such a strong showing from 5 provinces. The livestock sales in general have been strong. There is a lot of enthusiasm in the industry. And is so nice to see! There was many sales in December to pick up some quality breeding to add to your own programs. Just a reminder of the AGM January 3, 2015 in Brandon, MB. The Ambassador Award will be given out at out AGM supper on January 3, 2015 at the Victoria Inn. We are always looking for people to join our board. Hope to see you in January! 2014 – A Year in Review for M anitoba Beef Producers M e l i n d a G er m an M BP G en era l Man ager Like most years in the beef industr y it has been a busy one with many unexpec ted issues arising. The industr y weathered a protrac ted winter, but when repeated heav y rains came in June and July we k new we were in for a challenging year. Many areas of Manitoba struggled with prolonged rain events, flooding rivers and lakes and the unwelcome consequences that arose: pasture and forage shor tfalls. Manitoba Beef Producers (MBP) has been work ing with governments and producers to address both the immediate and long- term issues. Once we ensured no herds were in immediate danger MBP worked on securing shor t- term programming such as a needs-based forage shor tfall and a feed and livestock transpor tation program. From the outset, MBP asked the federal and provincial governments to provide meaningful assistance that would lessen the risk of the continued herd contrac tion we have seen in Manitoba. As well, we asked the federal government to consider enac ting the livestock tax deferral provision to provide suppor t for producers forced to significantly downsize breeding animals to offset the lack of winter feed supplies. I n the past, these programs have been used to provide some assistance in times of emergenc y and devastating losses. Longer term, MBP has been work ing to ensure the provincial and federal governments address water management issues so we can move away from ad hoc compensation pro grams and get back to the business of planning for our produc tion year and marketing a calf crop. I n November the federal and provincial governments announced the Canada-Manitoba Forage Shor tfall and Transpor tation Assistance I nitiative under AgriRecover y. These programs are being rolled out but we are ac-

tively engaging both governments to discuss their limitations and to reassess for inclusion those hard hit areas of the province that have been excluded from the forage shor tfall pro gramming. MBP continually lobbies governments to pro vide policies and programming that will help lead us to a position that will see Manitoba’s beef industr y grow. Manitoba and Canada’s beef industries are at a critical junc ture. I n the last year we have seen tremendous work done by industr y and governments to open up significant international markets. Many of these markets were lost to us when we dealt with Bovine Spongiform Encephalopathy or BSE in 2003. O f note is the Canadian/European Trade Agreement, which once ratified will pro vide new dut y free access for 64,950 tonnes of Canadian beef wor th approximately $600 million annually. This European deal is for hormone free beef and will provide an additional marketing stream our beef producers. But that is just the tip of the iceberg as we see many Asian markets opening up for Canadian beef. The Canadian/Korea Free Trade Agreement was signed in September and over time we will see their tariff on fresh, frozen and offal produc ts eliminated. As markets in Korea and Taiwan open up to Canada and as the populations in Asian countries, including China grow the demand for our high qualit y beef will grow as well. More markets will mean more oppor tunities. Does this mean smooth sailing from here on? No, even with these oppor tunities we will deal with challenges. One of the significant barriers has been COOL or Countr y of Origin Labelling. I mplemented in 2008, this American polic y has cost the Canadian cattle and hog industries a minimum of $1.1 billion dollars annually. Despite a second successful ruling by the World Trade Organizations Compliance Panel indicating that the US continues to discriminate against live impor ts, the United States has once again appealed this decision. I t may seem like we continue doing the same thing over and over again without any results but in realit y we are one step closer to initiating retaliator y tariffs on cer tain US expor ts


into Canada. This step will send a clear message that Canadians will not continue to accept this trade barrier. Af ter fighting this issue for several years we are star ting to see a light at the end of the tunnel, and we applauded the Canadian Cattlemen’s Asso ciation and governments for their ongoing attention to this impor tant issue. MBP is both your provincial industr y voice and is also represented nationally on various boards, including the Canadian Cattlemen’s Association and the National Cattle Feeders Association. We have had a ver y busy year work ing on these and many other impor tant issues and challenges. I want to leave you with one last thought, one that is critical to our industr y. For some time we have struggled with finding sk illed workers for farms, feedlots and pack ing plants. Many young and sk illed workers have gone to the resource rich areas of Canada to work in the oil and gas industries. Now granted, the tide is turning somewhat with the current price of oil, but we have for a long time struggled with labour shor tages. At first I did not think this was a significant issue here in Manitoba until we were on the road at our fall distric t meetings. I ran into a former colleague who, af ter retiring from his career said he is now work ing harder than ever on his farm. When I asked what was hap pening he told me his hired man quit, as he had retired at the youthful age of 70. While I am pleased that my friend’s hired hand has retired and will enjoy the fruits of all his years of hard work I can now see the star t of a crisis here. More and more we hear of producers struggling to find a sk illed hired hand or labourer. More and more we hear of feedlots and pack ing plants struggling to find enough sk illed labourers to run at full capacit y. Now if I think back to the ‘dark ages’ of BSE and how, despite the closed borders, we were still able to move animals, albeit slowly, through our value chain. I magine that sce nario now k nowing these key players in the beef industr y are no longer running at full capacit y. I t paints a frightening pic ture if we do not find some potential solutions. This is-

sue continues to be a priorit y issue for MBP. The beef industr y did have a win this summer when we successfully lobbied to have feedlots listed as ‘primar y producers’ thus allowing them access to the federal Temporar y Foreign Worker Program. I t is challenging to present to you all the ac tivities MBP has been involved in this past year but I hope I was able to highlight a few of the major issues and oppor tunities. Perhaps our paths will cross over the nex t year and I can fill you in on the exciting ex tension and education ac tivities we have been involved in as well. Limousin successes were achieved by breeders across the country in 2014. I would like to congratulate all the Manitoba breeders and thank you for your continuous dedication to Limousin. Some of you had your best bull sale season ever, while some of you earned your way into a multi-breed supreme competition and won! Many of you invested volunteer time to promote, help where needed and made things happen. It takes ALL of you to advance the Limousin breed to the next level.

News followiNg the ClA BoArd deCemBer meetiNgs: • There is a small change to the Elite Dam Program effective for 2015. The progeny must be registered in order to count in the qualification. • As a follow up to the inquiry at the Annual General Meeting regarding the CLA social media content, the Board formalized a policy. "The CLA is to use social media to propagate positive Limousin news and events relevant to Canadian Limousin breeders.” • The Board directed the General Manager to attend additional events (such as private production sales) when possible and feasible. The Executive will select the events that Anne is to be present at to represent the CLA.

Your 2015 CLA memberships and/or administration fees will be invoiced on January 5, 2015. Please advise the office if your contact information has changed. Whole herd enrolments are due January 15, 2015. The CLA AGM will be August 8, 2015 in Stratford, Ontario. Brian Lee, Tim Andrew and Richard Renaud will have concluded their term on the Board. Tim Andrew has completed one term and is eligible to run again. Richard Renaud, who had taken on the remaining of Luc Forcier’s term, is eligible to run again. However, Brian Lee has now completed two terms and cannot run again.
