前言 從海平面上升到沿海地層下陷 「綠洲新境土」, 是一個針對台灣面臨國土危機所反思出來的一個空間提 案; 新境土的「境」強調的是這個提案的反思不只是侷限在小區域或者建 築考量上,而是從大環境上去重新整合各方面的研究及空間資訊,給予台 灣正飽受環境災害影響的地區一個參考, 而「土」則是整個提案的最終關 懷核心,指的就是台灣的國土。「綠洲」本來指在嚴峻的環境中出現生機 蓬勃的土地,用來給予這個提案一個欲達到的目標。 根據聯合國及NASA的報告指出,全球正面臨快速海平面上昇的危機,而有 些國家甚至已經遭受快被淹沒的命運。根據研究推測,海平面會在五十年 之間上昇約一公尺,但是相對于台灣,海平面上昇的速度可能會是其他國 家平均的2倍快,也就是說大約五十年後台灣的海平面可能會上昇到3公 尺高。除此之外,由於大部份的一、二級以及石油工業產業發展區高度分 佈于沿海地帶,所以能源危機也會隨著國土被海平面吞噬而被討論。沿海 地帶因著這些產業的發展而產生嚴重性的地層下陷,使其就像是海平面吞 噬台灣土地的催化劑,快速的影響台灣的產業及生活形態 因此,這個提案的主要核心目的是在永續思考的系統下,重新整合規劃非 都市土地的紋理脈絡,而這個永續思考的系統統合了產業鏈,人居空間, 生態鏈以及再生替代能源,讓這份土地及人們在2055年之前有對於未來 型災害有抵禦的能力。

PRE. From Sea Level Rising to Land Subsidence

According to the reports of United Nation & NASA, the world have been facing up to the rising sea level which will make some of countries sank under the ocean. It had been predicted that the sea level will rise 1 meter within 50 years, however, the sea level rising speed of Taiwan is 2 times faster than the average. It means that the rising sea level would be 3 meter hight than before. Moreover, the development of primary industry and secondary industry is highly located along the west coast in Taiwan, the energy crisis would company with the rising sea level in Taiwan, and land subsidence has been getting serious. The land subsidence is like a disaster catalyst accelerating the phenomena of rising sea level. As a result ,the main purpose of this project is reorganizing the urban fring in a sustainable system which coporated the industies , residence , biological cycle & renewable energy in 2055 of Taiwan

當雨季來臨的時候,這些地層下陷的非都市土地都是第一個飽受淹水災害的區域。而地層下陷的原因來自于分佈于沿海非都市土地的一、二級以及石油工 業產業非永續性的生產活動及能源開發系統,污染水資源並過度抽取大量地下水。台灣各地區的非都市土地地層下陷最嚴重的就是雲林縣 Urban fringe are always the first and damaged seriously place when rain season comes. Most of urban fringe located at the west coast line in which highly develope with Industry , agriculture and fishery industry. Because of the developement of industries, these area are confronting with the land subsidence on the base of unsustainable manufacturing activities and systems. The most serious urban fringe area has being Yuan-lin county.

災害主因:非永續性水資源使用模式

UNSUSYTAINABLY USING OF WATER INCREASE THE MAIN DISASTER

紋理01. 石化工業人工島 根據水利研究報告指出,麥寮鄉在雲林縣個鄉鎮之中,是同時淹水 及地層下陷最嚴重的區域。由於石化工業、農業及養殖漁業共構在 此地區,所以水資源用量遠遠超出雲林其他區域。 在石化產業方面 ,有著全台灣最大的石化企業體,而其生產基地更是台灣填海造路 出來的有名工業人工島; 其生產活動所需的水資源主要來自南投集 集攔河堰引渠而至。其生產鏈中,「石油裂解」會消耗大量的水資 源及能源,大量的氣體及熱廢水會被排出至地表徑流及沿海。年復 一年,這樣的汙染式生產工作不斷的影響水系統。但是在經濟層面 ,目前這樣的產業所產生的石化能源及塑化民生原料還是非常重要 .。借由思考未來環境的新面貌,工業體的部分必須提出一個新的 永續生產轉型模式,並且在空間上探討能源方面「供」與「需」, 產生整體空間的建構機制來面對海平面上昇的環境衝擊。

01. Fuel Industry Area

In Yuanlin county , Mailiao district is the most serious flooding area associated with the problem of land subsidence. It is influenced by different industries development and over-exceeded water resource ; such as fuel industry (Formosa Petrochemical Corporation), fishery industry and over reliance on chemical agriculture. On the aspect of industrial coporation, most of water resource is depended on the capacity of Jiji water dam. When the fuel production called “Naphtha Pyrolysis” is manufactured, there are lots of water and energy would be over exceeded and released into the stream and ocean. It had gradually damaged the water system year by year. However, the industry is extremely important for the supply of fuel energy and plastic manufacturing. Hence, it should confront the problem of rising sea level nowadays.

紋理02. 養殖魚塭 養殖漁業是麥寮當地居民主要從事的生產活動。然而這樣的傳統產 業,需要大量的水資源來維持魚類生長的環境溫度及質量。然而由 於其魚塭位置多位在石化工業周遭,地表水系已被工業污染而無法 使用,人們開始汲取地下水來維持魚類的生長質量;年復一年,人們 無止盡的過度開採,使的現今地下水必須在地下三百公尺以上才汲 取的到水源,而人們無法從生計上改變這樣的水源使用模式,形成 了當地地層下陷的主要原因。

02. FISHERY FARM TEXTURE Fishery industry is a major industry which the residents work for the life. It requires a lot of water to maintain higher fish catches associating to the quality of water resource. However, it is polluted by waste water discharged from the neighboring industries. In order to keep the health conditions in fish pool, fishery farmers cannot help drilling the stratum over 300 meter to supplementary the water resource. That’s the main reason why the land subsidence is seriously occurred in this area.

紋理03. 傳統農業 農業麥寮鄉當地的次級產業,分佈于其東部。 農業雖然並不會即 時性的被海平面上昇問題所衝擊,其產業活動與空間也是存在著 潛在的威脅。在分析麥寮的區位條件時,發現麥寮的路網大多由 稻田之間的小路所構成,當雨季來臨時,這樣的路網系統會變成 是疏水系統,而不是交通的路網。為了提升這塊土地對於季節性 水資源的可承載性,這樣的傳統地域特性應被作為外來空間整合 的前提去面對2055年的淹水衝擊。

03. AGRICULTURE PATTERN Agriculture is a secondary industry distributed on the east side of Mailiao. Although, it doesn't have the instant risks triggered by the rising sea level and the land subsidence, it still exists potential threat. When Mailiao settlement is analyzed, the contexture of the place is organized with the paths among the paddy field. But, when the wet season set in Mailiao district, the paths perform as the drainage system, instead of traffic network. In order to sustain the settlement capabilities, the new pattern of Mailiao settlement should be proposed to cope with the flooding threat in 2055 A.C.

在麥寮地區,有許多已經被廢棄的魚塭,而其進而轉變成候鳥們的棲息濕地,這使得成為提案最佳的契機點而讓這塊土地有機會 可以復甦回以往的自然生命力。也許可以說,我們的永續提案必須回應環境與萬物間複合的緊密關係。另一方面讓麥寮當地的產 業活動可以在這關係之間有效的管理使用能源及自然資源。 現今,我們正面臨一個資源日益匱乏的時期,為了調節產業發展與環境復甦的對立,提出一個針對水資源方面策略型的空間計劃 是對麥寮地域問題很關鍵的解決之道。所以在這個提案中,“自體循環”的聚落概念是一個永續機制,也是麥寮革新性的空間紋 理。新的空間紋理結合了對於水資源的過濾機制及儲蓄機制。然而在水的系統機制中,配合水利發電技術,賦予新的麥寮聚落能 源互相聯繫,產生維持聚落生活的電力來源。

In Mailiao settlement, the abandoned fishery pools have been turned to the habitat of migrant. It is a turning point to return the land to nature. Better to say, we need to propose the sustainable lifestyle strategy responding to the complex connections between environment and creatures. On the other hand, the industries in Mailiao district have been consuming a great deal of energy and natural resource. Presently, we would face to the threat of the resource shortage. In order to reconcile the development between industry and environment, to propose the strategical plan of water resource usage in Mailiao settlement could be the key for the solution. In this competition, the self-circulation water resource is proposed as a new sustainable mechanism and innovative spatial pattern for Mailiao settlement. The new spatial pattern is the mechanism combined the function of water filter with the water reservoir. This combination strategy makes spatial pattern performing as the interconnected power system and generating the electricity for Mailiao settlement.

物理性-化學性-生物性-涵氧 污水的排放會根據一系列的淨化日程,從物理性到涵氧,一步步的處理成淨化度85~90%的循環水; 新鮮的水會被送到對面垂直空間被利用注入魚塭系統或者居住用水,而啟動該垂直空間的廢水排放機制,以此循環 。多餘的循環水會被暫時儲存在聚落塔的表層儲水艙,並等待下一次的淨化時間點。 The wasted water will be released based on the water purification scheduale, the water will be purified step by step,when the water has been purified, the gray water will be piped into another fishery tower for exchanging the wasted water .The gray water will be stored at the facade shaped as a cell and released at the next purification point.

為了達到自體循環的機制目的,新的垂直發展聚落必須要建立在新的聚落活動思維上。新的地域發展以摩天高塔的形式被提出,然而塔的量體組合來自養殖漁業一系 列的生產線,魚類從幼年,中年到成年,不同時期會被送到不同單位養殖,伴隨著水的輸送,由於水在高塔中輸送,利用物理位能變化,被動性產生電力來維持塔中 的運作,而不以賴主動性的發電設備。 垂直化的生活空間結合著新魚塭養殖空間,低樓層為居住曾,漁民們不需要再艱巨的環境話從事養殖活動,在整合化的系統中讓生產活動更順暢,品質也更高。由於 這樣的聚落發展需要面臨水的龐大載重,所以利用了weaire phealan這樣的結構特性去處理這樣住宅與魚塭空間的複合塔體。 In order to achieve the purpose of self-circulation mechanism, the spatial pattern in vertical dimension is needed for new settlement development. Hence, the form of settlement is proposed as a skyscraper style allowing the vertical arrangement for fishery production line. Besides, the settlement could generate the clean water through gravity-type filter, instead of the electrical one. Better said, the living space in a skyscraper type village get more advantage than before. But, if the fishery industry is combined with the residential space, the settlement structure would face to the influence of water gravity. Thus, the weaire phealan structure is proposed as the possible structure system dealing with the combination of residential space and fishery production line.

Detail04._residential cells 麥寮地區擁有強風與潮濕氣候的特性,因此在生活條件上,對於通風日曝等條件應成為建築設計的重要方針,讓室內環境達到節能的效 果。被動式的通風設計,讓對外的開窗與樓梯間管道成一個自然通風的循環系統。Weaire phealan 的特性讓住宅空間賦予可消長的特 性,由於幾何形的堆疊規性,這樣的居住結構可以滿足台灣人傳統觀念家庭人數增減的需求,總共有三個單元可堆疊抽換,其平面配置 可在未來依照人口需求堆疊擴充。

Mialiao settlement has a strong wind and wet weather, thus, the living conditions of ventilation and solar exposure should be considered as a design principles. For the sustainable development in Mailiao settlement, we try to include metabolism philosophy to design the units of residence. In the new skyscraper style settlement, the units of residence is designed as the prefabricated weaire phealn structure locked with service core; the stair tunnel is designed to evacuate the hot air from residential space. The residential units have three prototypes associating with three typical taiwan families' demands. Moreover, every units are considered as the expanding unit for others.

一個weaire phelan 是一戶透天式居住空間,彼此以服務核相連接 。這樣的空間單元因為weire phelan的幾何特性成可變動性,在 未來的生活形態,住宅空間可以因為這樣的單元特性隨意擴充。 兩個單元或三個單元,單元的平面完全依照不一樣單元鍵結在一 起的考量去規劃出標準平面, 而整座垂直場域會隨著時間而消長 ,不會因為生活空間被垂直化而失去台灣居住觀念中「家庭」的 觀念 A prototype weaire phealn unit is a family, whcih connects each by each with srevice core. Three prototypes can be adpated based on the geometry of weaire phealan system. In the future, the prototypes make the resident be able to suspend their house by joint the units. Two units or three units as a family, year by year, the tower will reshape the whole building and changed by time.
