Aboriginal fisheries on the lower Fraser River are “out of control” and vast amounts of salmon supposed to go strictly for food, social and ceremonial purposes are instead sold on the black market. That’s the assessment of Department of Fisheries and Oceans (DFO) staff tabled in evidence last week at the Cohen Commission into the decline of Fraser sockeye. DFO investigators estimated 97 per cent of lower Fraser sockeye harvested under aboriginal food fisheries are sold, according to one document summarizing internal department concerns after an April 2010 meeting. Scott Coultish, who heads DFO’s Intelligence and Investigation Services branch, defended the figure before the commission Tuesday, saying it reflects staff estimates. That and other evidence filed at the inquiry gave fresh weight to long-running claims of widespread native poaching and illegal sale of salmon. “The root cause of illegal harvest is the sale of that product,” said the 2010 document. A 2006 operational intelligence assessment by DFO’s Special Investigations Unit warned illegal sales of First

Nations-caught fish are widespread across B.C. via back door dealing to restaurants and fish shops as well as door-todoor sales. “The FSC (food, social and ceremonial) First Nations fishery on the Lower Fraser River is largely out of control and should be considered in all contexts, a commercial fishery,”

“The FSC First Nations fishery... should be considered in all contexts, a commercial fishery” DFO the assessment said, warning DFO is “unable to effectively control the illegal sales.” Various methods and levels of sophistication allow First Nations-caught salmon to be laundered into regular commercial markets, it added. The assessment called for more effort to identify and charge retail buyers in the Lower Mainland and said more resources are needed to step up enforcement.

The findings were in response to a 2005 probe by fishery officers who suspected large amounts of First Nationscaught sockeye was going into cold storage at outlets across the Lower Mainland for later illegal sale. Project Ice Storm was an audit of 110 Lower Mainland fish plants that found 345,000 sockeye in storage as of September 2005. That was the end of a season where low sockeye returns meant no commercial fishery was allowed, nor was any aboriginal economic opportunity fishing (a limited for-profit commercial fishery for First Nations.) All the fish in the plants was therefore FSC fish and much of it seemed packaged for sale. But the investigation ran out of funding, DFO officers never got proof any of the frozen salmon were sold and no prosecutions resulted, the inquiry was told. Randy Nelson, DFO’s director of conservation and protection in the Pacific region, said further budget cuts expected will likely continue to limit the department’s ability to target illegal sales and poaching. Although it’s impossible to say how much illegal fishing happens, Nelson told the inqui-

The BC Environment Industry Association (BCEIA) has condemned the sentence given last week to an Abbotsford man who had been charged with 52 environmental offences. Association director David Rogers, who chairs the group’s hazardous waste committee, said the $20,000 fine issued to Ed Ilnicki is “sending the wrong message.” “We are upset at how low the fine is and we do not see it as a deterrent to others,” he said. The BCEIA consists of businesses related to environmental stewardship and sustainable development. Its website says it has been ”protecting the environment since 1992.” Ilnicki, 63, pleaded guilty to three charges of failing to retain a qualified expert – as ordered by the ministry of environment – to document potentially hazardous materials at two properties in Abbotsford in 2006. The remaining 49 charges, including 35 related to hazardous waste disposal, were stayed. Rogers said a more meaningful sentence would have been a $35,000 to $50,000 fine, which is what

He said the other factor is the impact on taxpayers when government is forced to clean up a mess made by a company. Rogers pointed to the almost $1 million that the ministry of environment paid to clean up a previous site – on Industrial Avenue in Abbotsford – where Ilnicki operated as Canadian Petroleum Corp. The site was declared an environmental emergency in 2005 due to materials left behind when the company moved the previous year. Also in 2005, Ilnicki pleaded guilty to two offences related to that property and his company was fined $10,000, which he has not yet paid. The BCEIA will discuss the issues at its next directors meeting and hopes to set up a meeting with the ministry of environment.

On Point It must be a corollary of Murphy’s Law – a seemingly endless run of wet, cold spring weather is finally broken by a blessed sunny day or two, but never on the weekend of a potential fishing trip – which features an automatic return to clouds and showers. Nonetheless, call it determined optimism, or weather denial, or just blind faith, a pal and I are pushing ahead anyway with an upcoming angling adventure plan. If nothing else, there’s always the anticipation of new forays into the bush – and memories of ventures past. Which leads me to a fishing-related tale worth the retelling. Many years back, a friend and I were working on a youth hostel not too far from Chilliwack Lake. We were in mid-hammer one fine sunny day when a fellow walked up the

path, and in Quebecois-mangled English, asked if we had “som plaars.” With a good deal of gesturing, we got the idea. This obvious tourist wanted pliers. Well, those we had, but why did he want them? The explanation was about as confusing as the original request. “Mon buddee, e as ook in is az. E is der. Non karr,” the guy says, pointing. Good thing I took French accent in school. After some thinking, I was able to translate. “I think he said his buddy has a hook in his ass, he’s just over there, and they don’t have a car.” We went with the pliers. Just in case, I took a first aid kit. I was bang-on. Buddy was in a nearby cabin, lying on his stomach on a mattress, clad only in swim trunks. And there, imbedded in his lower right cheek, was the offending “ook.” I assumed it was the usual routine. A couple of rookie fishermen, casting from shore. On the back cast, the lure snags on a branch, which dramatically changes its forward trajectory, and final target.

And what a huge brute of a lure it was. Back in Quebec, those boys must have been fishing for pike, or landlocked sharks, or some such beasties, because this weapon – in loud red and white swirls, and equipped with

And with no small degree of precision, Doc Holota and his able assistant proceeded to do bush surgery – with a successful outcome, I might add. Later that night, the two Quebeckers – one with a slightly awkward gait – showed up at the hostel, packing another bottle of muscatel, which they presented with gratitude. We humbly accepted their praise, and flapped our hands and arms through another conversation. We didn’t tell them we could have loaded buddy into my car, and driven him to Chilliwack Hospital – featuring anesthetic – about a half-hour away. But I’d never carved a hook out of someone’s keister before, and that was a fishing story you just can’t pass up.

The case for responsible pet ownership, The News, May 24. The article has some merit, but my concern is with the 74 million dogs running wild in North America, or drooling in a house near you. Dogs routinely and randomly dump feces on private and civic properties. Cats on the other hand, are intelligent, and effectively use a litter box. Many, but not all dog owners, must escort their pooch through city parks and streets with an assortment of kitchen catchers. Ugh! Dogs bark! All day, all night, and early morning, when irresponsible pet owners throw them out in the street or leave them in back yards with nothing better to do than growl and snap at passersby. Irresponsible dog owners in the thousands are everywhere. They in fact, are the case for responsible pet ownership. Non-dog owners are the casualties. Too many dog owners have the attitude that their little mutt can do no wrong: Can bark freely all day if it wishes, and neighbours be damned. Your bold headline screams of “Cat-astrophic toll.� Yet Guthrie-Corbett should know how many humans end up in hospitals due to vicious attacks from wild or domesticated dogs. I have never heard of a pack of calicos attacking a child. After living in my neighbourhood for over 10 years, I have yet to hear a barking cat. Colin Blackburn

The front page of the May 24 News was certainly an eye-catcher, but the view of a “local advocate” who maintains domestic cats should be licensed and kept indoors to reduce wildlife casualties is not shared by everyone. Why would you license a pet that is kept indoors? Seems like yet more restriction of animal and citizens rights. Of course one always needs responsible pet owners – but not imprisonment of innocent pet cats indoors for life. One often hears pets are “like family,” and not many people would lock up family members and never allow them outdoors. The real problem may be that

other factors are more to blame than might at first be apparent. If government would curtail clearcutting of large areas of green space for more and more development, might not birds and other wildlife have sufficient areas to live that are not so close to residential homes? Who is to blame in these conditions? There are so many examples where the fault lies firstly with humans, but putting in cruel laws is not an acceptable solution. If some think licensing and imprisonment is a viable lifestyle for any animal, I suggest they try visiting an animal “factory farm.” Lila Rauh, Mission

Rocket launcher turned in Vikki HOPES

The Abbotsford Police Department (APD) has become the recipient of a unique estate item. An M72 rocket launcher, circa 1970s, was turned in to the department on Tuesday by the family of a man who had died. He had been a collector of guns and military memorabilia. It’s the first such weapon that the APD has had in its possession, and it poses no danger. “It’s still operational, but it didn’t come with any rockets,” said APD spokesman Const. Ian MacDonald. He said the family also turned in the man’s gun collection.

The family of a weapons collector who passed away turned in this rocket launcher, designed to be used by infantry against armoured vehicles. It’s not uncommon for family members to want to rid themselves of such collections after the death of a loved one, he added. “What they traditionally tend to do is sell the items or bring them to the police department for disposal.” MacDonald said the APD is now considering whether to destroy the rocket launcher

or to use it for educational presentations or displays. “People are always interested to know what police end up seizing or have turned in to them.” The M72 rocket launcher was designed in the U.S. and was introduced in the 1960s as a light anti-tank weapon. A loaded M72 was found last October

by a BC Hydro crew clearing brush under transmission lines in an area north of Victoria. A Canadian Forces ordnance disposal unit was called to retrieve the weapon.

Bad heroin kills two More deaths suspected to be linked to drug

High-potency heroin circulating around the Lower Mainland has resulted in two overdose deaths in

Abbotsford, according to the Abbotsford Police Department. Spokesman Const. Ian MacDonald said the deaths occurred between January and April of this year, and

are among 21 recorded throughout the province during this time. Last year, there were no heroin-related deaths in Abbotsford and eight across B.C. in the same period.

Some tested heroin has been shown to be two or three times the usual potency, he added. This is done intentionally to get users hooked more easily or it can be inadvertent, he said. “When illicit drugs are manufactured, there’s not a lot of quality control.” MacDonald said front-line officers have been advising known drug users that they significantly lower their dose at this time and never shoot up alone.

Saddened by pilot’s death Jean-Luc Deba was ‘extremely experienced’ The pilot who died while fighting forest fires in Slave Lake, Alta. was an “extremely experienced and intelligent man,” according to the Abbotsford company that hired him. Laura Siemens, operations manager of Campbell Helicopters, said Jean-Luc Deba, 54, of Montreal was a recent, but valued, addition to the company. He had been hired for the upcoming fire season. “We are all heartbroken with this loss,” Siemens said. Founding president Bruce Campbell expressed condolences to Deba’s family and friends and everyone who was involved in the rescue efforts. “This is a tragic time for our company, our employees and their families,” he said.

In its 27 years of operation, Campbell Helicopters has never before experienced a serious injury or fatality, he added. Kelly Cup triumph a thrill for Isherwood Dan KINVIG

On Thursday afternoon, Mark Isherwood and his Alaska Aces teammates hopped on a plane and took a sight-seeing flight around Mount McKinley, the highest mountain peak in North America. It was a fitting end to what was an ascendant hockey season for the 22-year-old defenceman from Abbotsford.

Isherwood was a key cog as the Anchorage-based squad battled its way to the Kelly Cup championship, emblematic of ECHL supremacy. The Aces were ridiculously dominant in the playoffs, going 12-1 to set a league record for fewest losses in a single post-season. They clinched the title last Saturday, defeating the Kalamazoo Wings 5-3 to seal a five-game series win.

Isherwood’s first season of professional hockey was also highlighted by individual accolades. He led ECHL rookie blueliners in goals (15) and points (35) in 70 regular season games, and was named to the league’s all-rookie team. “I don’t think you can ask for much more,” Isherwood enthused, speaking to The News via cellphone. “I mean, I love winning, and I got to do a lot of that here.

“This has been one of my best years of hockey. I may never play with these guys again, but I’ll always remember this team. The Robert Bateman Timberwolves junior boys rugby team got the last word in their epic season-long duel with the Yale Lions, winning the Fraser Valley championship on Wednesday. T h e T-Wolves won the first meeting of the season between the two teams, beating Yale 20-14 in late April to clinch first place in Upper Fraser Valley regular season play. Yale responded by beating Bateman 22-3 in the Upper Valley playoff final on May 4. The Fraser Valley title game served as the rubber match, and the T-Wolves came away with a hardfought 24-20 victory. Kent Hicks had a huge game for Bateman, scoring a trio of tries, while Spencer Maver also found the end zone and Ricky Van Bugnum booted two converts. Yale’s tries came from Spencer Miller, Jimmy Ahn and Kyle Van Ek, and Miller added a penalty and a conversion to round out the scoring. “The weather played a big part of it,” said Chris Kleisinger, who co-coaches the Bateman squad with Daniel Webster. “It was a rainy day, so we had to keep the ball tight.

Funds for cricket The RBC Foundation is contributing a $25,000 grant to the City of Abbotsford’s efforts to improve access to cricket. “The cricket pitch at Clearbrook Park currently sits on uneven ground, which makes it hazardous for players,” said Abbotsford Mayor George Peary. “We will now be able to renovate and level these grounds.” The pitch renovation and reinstating of the permanent wicket is expected to be completed by fall 2011.

Sarowa recently signed a letter of intent to play for the Trinity Western Spartans this fall. A trio of her high school compatriots – Kayli Sartori, Katie Brink and Jaslyen Singh – had already committed to the University of the Fraser Valley Cascades, the Spartans' local rival. "I've played with them for so long," Sarowa mused, pondering the prospect of playing against her friends at the highest level of university competition in Canada. "But I think it'll actually be really fun, and a cool experience. There wouldn't be any hard feelings or anything. It would just be friendly competition, like how we were in practice." Sarowa, a Grade 12 point guard, shared the primary ball-handling duties with Singh as Mouat marched to the AAA title. She scored the title-clinching basket – a layup with five seconds remaining – in the Hawks' 69-64 win over Claremont of Victoria in the B.C. final. They’ve also taken the opportunity to celebrate the title. “All the young guys on the team live in an apartment complex together,” he explained. “So we brought (the Kelly Cup) back to the apartment the other day and just sat at the side of the road, letting fans come by and take pictures with it. Run for Water Sunday The Run for Water event, which is actually four different runs, takes place on Sunday. Last year’s event attracted 2,500 participants. There will be a full marathon (42.2 km), half marathon (21.1 km), 10K and 5K fun run. All four runs start and finish at Mill Lake. The run was established in 2008 as a benefit for the Hope International Development Agency. The Canadian charity works in Eastern Africa, installing fresh water delivery systems to impoverished villages. The marathon begins at 7 a.m., or

6 a.m. for people who finish in five hours or longer. The half marathon begins at 8 a.m., 10K run at 9 a.m. and 5K fun run at 9:30 a.m. There are cash prizes and Running Room gift certificates for the top finishers, including $500 for the first-place marathoner. There is no race-day registration. Saturday there is a last chance to register at Parallel Marketplace (1920 North Parallel Rd.) between 9 a.m. and 4 p.m., where runners will pick up race packages. Bruce passed away on Friday May 20th, 2011. Predeceased by his mother and father, his sister Joyce and brother George. Bruce is survived by his only son Danny (Pam), his sister Maxine (Don), his brother Don and his sister Lorraine as well as many nieces and nephews. Bruce will be remembered as a great father, coach and as a great friend to all who knew him. He excelled as a sportsman and always brought his legendary charisma everywhere he went. Brucie will be sadly missed but fondly remembered by all people that he touched over the years. A celebration, or two, of Bruce’s life will include a game of golf and a gathering afterwards to honor him and reflect as he wished for no service. She was a devoted wife, mother, grandmother and sister. Tej will live strong in the hearts of her husband, 5 children, their spouses, 11 soon to be 12 grandchildren, mother, 4 brothers, 3 sisters and large extended family. Her love for shoes - on her feet or ornamental - is evident the moment she walks into your life. Her hobbies are endless and everchanging. She’s a gardener, a golfer, a fisher, a quilter, a knitter, a bird watcher, and even a painter. Recently she had even become a gourmet cook. Marilyn is an avid beachcomber, collecting beach glass from as close to home as the Pacific Ocean, and as far away as the point where the Indian and Southern Oceans meet. Born March 26, 1950, in Beechy, SK, the first of seven children born to Frieda and Allan McKay. She was predeceased by her father and is survived by Bob, her sweetheart and husband of 43 years. She shone with determination, strength of character, openheartedness and a radiant personality, which touched so many. Langley was home for most of her life. She enjoyed painting, playing piano, organ and guitar, camping with family and friends, and she was gifted with languages. She later moved to Abbotsford and most recently lived in North Vancouver, with generous help from friends. With brave foresight Svenja began to prepare herself, family and friends for an inevitable journey. Her struggle with cancer was a challenge she fearlessly accepted while continuing to enjoy life and learn from it every day; managing her pain with Vipassana Meditation, and Tai Chi practice, always exploring new potential. Svenja was ever fascinated by humanity and culture and loved to travel the world: Europe, Asia, North and South America. She very much enjoyed visiting with her friends, colleagues and family and making new friends in the world. She was passionate about nature and ecology, enjoying the outdoors and teaching others about language, communication and the natural world. She accepted her first professional teaching assignment in the Nisga’a Nation, north of Terrace. She taught ESL in Taiwan, Bolivia, then in Langley School District. Svenja’s many students remember Ms. Holst’s terrific smile and patient, fun style of helping them to learn, often with music, leading choirs. Her friends and family will forever remember her positive energy, giving personality, and many gifts. She is survived by her Mother and Father, Tabea and Juergen, and Brother Ingo. Thanks to those who have been charged with her care and health, family, friends and colleagues, those of you who visited, sent greetings, and helped to brighten Svenja’s days.
