A5 Large families protest high costs of tiered water rates in Abbotsford

Vikki HOPES Abbotsford News

Two Abbotsford moms are concerned with what they say was a delayed response in receiving information about the Kinder Morgan oil spill on Tuesday. Christina Bergstresser and Mary-Jane Dahl – both parents of Auguston Traditional Elementary students – said residents in the area were not informed about the 110,000litre spill until several hours after it occurred. “We didn’t know if our houses were going to blow up or if we were breathing toxic fumes ... For us, it was terrifying and it was freaky,” Bergstresser said. Dahl said she recognized the smell right away because she was living in Auguston during Kinder Morgan’s previous spill in 2005 at the same site, and the odour was the same. At that time, a rupture was detected in Continued on A4

Gavin’s $5,000 goal Neil CORBETT Abbotsford News

Nine-year-old Gavin Rutter is out to raise $5,000 for the Alzheimer Society of B.C., and as he started the final week of his campaign, the Abbotsford boy had already hit more than $3,000. Alzheimer’s campaigning is not the usual sort of activity one associates with

boys in the fourth grade, but Gavin was sparked into action by a little girl from Chilliwack he knows only as Campbell. Gavin’s grandmother, Jillian Armit, organizes the annual Investors Group Walk for Memories, which is coming up again this Sunday in Chilliwack. It is the Alzheimer’s fundraiser for a region that Continued on A4

Grow Ops Marijuana grow operations (Grow Ops) are a threat to public safety and often disrupt peaceful, residential neighbourhoods. Bylaw Enforcement Of¿cers, Building Inspectors and Fire Prevention Inspectors work with the Abbotsford community to locate Grow Ops and resolve safety issues such as faulty wiring and other building de¿ciencies. Ensuring safe neighborhoods for our children and families is everyone’s responsibility. The City relies on concerned citizens to provide tips on properties of interest. Indicators that there might be a Grow Op are: • minimal furniture and belongings moved in; • minimal garbage outside on garbage days; • numerous pots, fertilizer and other building supplies; • construction sounds; • bright lights; • excessive condensation on windows; • regular power surges; • unusual sounds (humming fans, trickling water); • strange odours; • abnormally warm buildings. Who to Call: If you recognize any of these signs and suspect a Grow Op in your neighborhood, contact Bylaw Enforcement at 604-864-5512 or growoptips@abbotsford.ca .

City Budget 2012 Direction from Mayor and Council Abbotsford City Council and the City of Abbotsford have embarked on the 2012 budget process. It is a top priority for Council to create an affordable, sustainable and relevant budget for today and tomorrow. In listening to you, I have heard the same message over and over – we cannot afford signi¿cant tax increases in this community. I have personally stated that I will not support budget increases beyond the cost Bruce Banman, Mayor of inÀation in 2012. We need to adjust our needs to reÀect the realities of a slow economy and our corresponding ability as residents to pay for City services. While we may not be able to achieve a zero percent increase for the 2012 budget, it is my goal to ensure that the budget reÀects only minimal increases this year and for the next several years. As we go through the budget process, I ask for your continued involvement and engagement. There will be signi¿cant opportunities for you to have your say in how we develop our priorities and achieve our goals. The message below from the City Manager provides information on the opportunities for residents to attend open houses, pull information from the website and provide comments through Facebook and other mediums. Additionally, you can always provide your comments in person to Council and to me as we all work through this process. Together we can achieve success for our City. Thank you for your continued support.

The City of Abbotsford is an active participant in the provincial and national economy and we must conduct our business with the future in mind. As we plan and prepare to adapt to the many changes that will be a part of that future, it is my sincere hope that you become engaged in the 2012 City of Abbotsford budget process. Please join us at any of the below Budget 2012 information sessions or presentations. Frank Pizzuto, City Manager Budget updates will appear in the City Page, as well as online on the City of Abbotsford budget information website page: www.abbotsford.ca/budget2012. Message from the City Manager It’s that time of year again– budget time at the City of Abbotsford. It is important to me to have an open dialog with you as we move through the 2012 budget process. Over the next few weeks, we will be providing you with information to help you, help us, create the most relevant and effective budget possible for Abbotsford. As we begin formulating the preliminary budget proposal for Council, it is prudent for us to look back over the past year. For months the budget exists as merely numbers on a spreadsheet. But, the numbers themselves don’t tell the story. Abbotsford, like all cities across the country this year, experienced the continuing challenges of the global economic downturn. The 2011 budget process was dif¿cult and required us to make cuts to many community services and programs. Our primary focus on crime prevention, community safety and infrastructure renewal meant that there were many challenges for us including eliminating capital projects, reducing staff, reviewing our core business practices and reducing overall costs. For the past year city staff have been working very hard, continuously looking at city policies and practices for innovative cost cutting measures in anticipation of the year ahead. Vacancy gapping and staff cutbacks reduced budget requirements by more than $1.5 million in 2011. While it has been dif¿cult keeping positions vacant, it has made staff rethink how we work. I would like to commend all of our staff for their tireless efforts toward making the City of Abbotsford such an ef¿cient organization. We have heard Mayor and Council loud and clear. Signi¿cant budget increases will not be approved. Our commitment as staff is to keep budget increases to a minimum and ensure that Council has good information to make budget decisions for the community. As in previous years I invite you to become involved in the budget process. The City’s website (www.abbotsford.ca) has a direct link from the homepage to budget information. Also outlined below is a list of public information meeting dates where you can participate and provide your input. Finally, questions and answers will be listed on our website and of course, I am always available to you through email, by phone, or via my Facebook page, to answer any questions or concerns you may have.

the pipeline on the north side of Ward Road, and several homes were evacuated. A total of 210,000 litres of crude oil was released into the surrounding area and made its way into Kilgard Creek. Bergstresser and Dahl were among the parents dropping their kids off at school Tuesday morning who were seeking answers about the source of the smell and whether they were at any risk. They said the school principal, who declined comment for this story, did not have confirmation of the spill until school began for the day. Bergstresser said given the timing of the incident, he should have been notified earlier and the school should have been shut down for the day, until air quality monitoring could be conducted. The Abbotsford Police began receiving complaints about the smell at about 4:30 a.m., according to Const. Ian MacDonald. Kinder Morgan spokesperson Lexa Hobenshield said the company was not made aware of the odour until

They said they are concerned about the potential for further incidents, particularly with Kinder Morgan’s proposal to double the capacity of its Trans Mountain pipeline. “I’m super-worried – so worried it’s made me question living here,” Bergstresser said. The Sumas terminal is part of the pipeline system which brings crude oil from Alberta to terminals in Burnaby and Washington State. Products can be temporarily stored along the pipeline in 22 tanks in Abbotsford, Kamloops and Burnaby. Environment minister Terry Lake told The News on Wednesday that the spill was confined to company property and poses no environmental or health issues. Hobenfield said Kinder Morgan is continuing to investigate the incident. “Our investigation will look at all aspects ... to ensure we are being as efficient and timely as we are able to be.”

Campbell told the audience how she raised the money at hockey games and at schools. “It looked like it felt good to talk on the microphone,” Gavin recalls, getting a laugh from Armit. age home spent $332 a year. He has talked with many families and they are feeling the financial crunch. “Many are struggling with this. The economy is down, jobs are hard to find,” he said. Bansal has been working with two associates, Musleh Hakki and Jasbir Singh Manku, gathering information and

comparing notes. After more than 40 hours of work, the three men appeared before council on Monday night to speak against the system. They were joined by a crowd of almost 100 supporters who shared their concerns. Bansal had three requests – eliminate the tiered system in favour of a flat rate, cancel the 10 per cent rate increases previously planned, and bill peo-

ple twice a year, rather than six times a year. “It costs the city approximately $21,000 each time they send out bills.” He said the city could save money by decreasing the bills and perhaps reduce pressure to raise taxes. Hakki said he doesn’t have a large family, but still recognizes the difficulties the system present. “People are suffering,” he said.

Oil spill

OF THE WEEK

Do you feel it is fair to charge more for higher water usage?

Is this what we can expect from the new pipeline? More than likely, we must decide what is most important to us as Canadians. Making sure that the rich get richer or that our children/our future are provided with a safe environment to live in? Time to decide people!

To answer, go to abbynews.com

Clint Tuttle

LAST WEEK, WE ASKED:

How the hell can we trust any member of the provincial or federal governments when it comes to environmental issues when they service big business!

Were you prepared for this week’s extreme winter conditions?

Steve Timm Why can’t we find another source that is renewable and less harmful. We as people need to say enough is enough.

Can critical thinking become too critical? Jeff

Nagel

My View Maybe we love to rebel against authority. Maybe we feel we’re our own experts, empowered by the ability to search any topic online. Maybe it’s the role of social networks, where some folks trust anything their Facebook friends tell them but refuse to believe a newspaper report. Whatever it is, too many of us seem too quick to distrust the scientists, experts and other traditional leaders of our society. Don’t get me wrong. Critical thinking is a good thing. Evidence, data, decisions and policies should be challenged. You have to be your own advocate. But it strikes me as an insult to doctors who invested years of study when we try to out-think them, armed with a quickie diagnosis from Dr. Google. Physicians, of course, weren’t the only

ones fighting an uphill battle against the over-informed masses in 2011. Economists who said B.C. would be wise to keep the harmonized sales tax found their advice ignored by the majority of voters. Astronomers were still rebutting a viral email hoax that’s circulated for years, claiming a rare celestial event will make Mars appear as big as the moon. Pollution experts struggled to counter YouTube and Facebook posts claiming to expose the “real” radiation levels B.C. was receiving from Japan’s nuclear disaster. Granted there are situations where scientists disagree, or may be aligned with opposing stakeholders. The debate over Metro Vancouver’s garbage incineration plans and the possible role of fish farms in the decline of sockeye salmon come to mind. In the case of the Fukushima disaster, nearby Japanese residents were right to disbelieve almost everything they were first told. For the most part, though, I worry for our future if too many of us engage in knee-jerk cynicism. India’s prime minister Dr. Manmohan

Singh (a doctor and a politician, pity him) said it well last week: “Rampant distrust of all authority imperils the foundations of democracy.” I’d say it imperils our health as well. When too many vaccination rebels refuse to get a shot to help keep serious diseases at bay, we are all put at greater danger.

I worry for our future if too many of us engage in knee-jerk cynicism. We saw this two years ago with the H1N1 flu vaccine refuseniks and more recently with parents holding chicken pox parties rather than have their kids submit to Big Pharma and the needle. Besides a failure to filter and intelligently assess the glut of information now at our fingertips, we seem to have a related problem: an inability to realistically assess risk.

As a result, we have a low-level insurgency against BC Hydro’s wireless smart meters, despite the fact every square inch of the Lower Mainland is blanketed by wifi and cellphone signal networks. We have schools ringed with parents’ cars because of the pervasive fear that lurking pedophiles will snare our children on the walk to class – despite the fact nearly all molesters and abductors are known to their victims and families. We worry about the big C and how to avoid it because cancer rates are rising – never mind that’s largely because we’re living longer and not dropping from heart attacks as early. And we have the public’s intense fear of crime, despite generally falling crime rates. I’ve run out of space, but I suspect the 9/11 conspiracy theorists, moon landing skeptics and Holocaust deniers have already tuned out. For the rest of you still with me, thanks for reading. I trust you didn’t believe a word. Jeff Nagel is the regional reporter for Black Press in the Lower Mainland.

Three-year-old German shepherd Roxy was happy to pull a sled stacked with bundles of The Abbotsford News for the Clearbrook-area route. It was the canine carrier’s first time pulling anything, but Vienna said Roxy’s help made the route much easier.

QUESTION: My skin is feeling dry and looking quite dull… what treatment can you suggest for a quick improvement?

- Lesley, Chilliwack

ANSWER: Chemical peels are a great treatment for an instant ‘pick me up’! These peels create an even and controlled shedding of our damaged skin cells as they exfoliate and stimulate the epidermal layers. The acids used in a peel are natural occurring acids, derived from fruits and plants. They work by dissolving the “glue’ that holds these dead skin cells together. It is a very quick, pain free procedure and can be repeated as often as every 2 weeks. After the peel the skin will immediately look smoother, radiant and feel softer, all done over lunchtime! The effect of a peel is a kind of ‘spring cleaning’ for your skin!

rates to demolish old houses – a fraction of the price charged by competitors who take required safety precautions when dealing with asbestos. Moore claimed to test buildings to certify them asbestos-free before demolition. But the hazardous material reports he produced were forged, using letterhead stolen from legitimate labs, to hide the danger on his jobs. He recruited young students, some teens as young as 14, as well as recovering addicts from drug recovery houses in Surrey. Some had told the court they were instructed to “run” if WorkSafeBC officers showed up. Lee Loftus, president of the B.C. and Yukon Building and Construction Trades Council, said he’s disappointed with the sentence. “For someone to get 60 days for putting people at risk like this is just despicable and criminal,” he said. Justice Richard Goepel emphasized the need to protect the public and deter other potential violators in handing down the 60-day sentence. Nielsen said jail time for civil contempt is highly unusual and reflects the seriousness of Moore’s conduct, calling it a positive step for workers’ safety. “I think the 60 days is a good deterrent,” he said. “I think it will deter other bad actors as well. As an employer, you don’t want to go to jail.” Moore operated as AM Environmental at many job sites across Metro Vancouver and into the Fraser Valley, and later changed business names in an attempt to skirt the injunction. He completed the demolition of a single-family home at 2304 Grant St. in Abbotsford in April 2011, but it is not known if asbestos contamination was an issue there. He quoted low

The who’s, the how’s and the why’s

General Manager of the Honda Way, Pat Loehndorf, is turning up the heat in 2012 with a massive giveaway in conjunction with the Abbotsford News and their 90th Anniversary celebrations. He will be teaming up with a talented group of local auto shops to refurbish a 2001 Honda Civic Coupe. The contest, My Sick Civic will see a vehicle makeover including; wild paint, graphics, new tires, exhaust and stereo, among many other tricked-out modifications. The Sick Civic will also come equipped with an extended warranty, since it is indeed a late model car. Loehndorf says the “number one priority of the group is to ensure that the vehicle is safe on the road, but that it is also something to be proud of.” The multimedia contest will be open to the public today. Once the car is complete to everyone’s standards, it will be displayed in various high traffic areas to view and there will be additional ways to enter to win. There will be no purchase necessary for participation. “We understand that purchasing a vehicle can be an expensive process, so this is simply our way of giving back to the community of Abbotsford the best way we

Reinprecht, Wolves sweep Heat

Dan KINVIG Abbotsford News

Steve Reinprecht probably wouldn’t mind if his Chicago Wolves played the Abbotsford Heat every night. Over the course of a two-game set against the Heat at the Abbotsford Entertainment and Sports Centre this week, Reinprecht doubled his season goalscoring total from four to eight. He scored twice in the Wolves’ 3-2 win on Tuesday, and potted a pair before the game was seven minutes old in Wednesday’s rematch, which ended 5-0 in favour of the Vancouver Canucks’ affiliate. “That doesn’t bode very well for what I had going (before), Reinprecht joked afterward, alluding to his four goals in 30 previous games. “But it was nice to contribute. SURGE PROTECTION PROTECTING YOUR ENTIRE HOME RIGHT AT THE ELECTRICAL PANEL If you are one of the many Lower Mainland homeowners who recently suffered a power outage as a result of weather or utility grid problems, you may also be dealing with damaged appliances or electronic equipment.

• FACT: Following a power outage, it is not uncommon for a damaging surge of electricity to enter your home when the power is restored. A good analogy of this is the pressure built up in a garden hose when the tap is turned on, and the hose nozzle is suddenly opened. • FACT: It costs approximately $8,000 to $10,000 to replace the electronic equipment in the average BC home. • FACT: Power bars are a good idea, but have limited use as they can not be installed on many key (and most expensive) appliances such as the range, fridge, laundry machines or furnace, to name just a few. • FACT: The average home experiences approximately 20+ small internal energy spikes daily, created by appliances cycling on and off. These small surges cause pitting or tiny holes in the electronic circuit boards of appliances and entertainment equipment, resulting in a significantly shortened service life.

• FACT: Electrical surges are believed to be the main cause of up to 40 % of all computer hard drive failures.

A good quality whole home surge protector, professionally installed directly on the main electrical panel by one of our electricians, will protect your entire home from the damaging effects of a power surge. Call us today to schedule your appointment.

Heat have lost five of six From A23

had a lot of chances, and our line played really well.” For the Heat, the losses were particularly galling in light of the fact they came in front of two of their largest home crowds of the season (5,000 on Tuesday, 5,216 Wednesday). “We knew we were going to get some good crowds in here (to see the Canucks’ farm team), and we wanted to show them what kind of team we are,” centre Ben Walter said. “It’s really disappointing.” After spotting the Wolves a 3-0 lead on Tuesday before mounting a rally that came up a goal short, the Heat said all the right things about the importance of a strong start. Then they came out on Wednesday and made all the

same mistakes. Reinprecht’s two early goals ended Heat goalie Danny Taylor’s night – he got the hook in favour of Joni Ortio after allowing two goals on five shots. Jordan Schroeder greeted Ortio with a quick goal, hammering home a one-timer off a sweet feed from Bill Sweatt. Sweatt got a goal of his own on the power play in the middle frame, and Stefan Schneider rounded out the scoring in the third period. Eddie Lack posted a 29-save shutout, but the horde of Canucks executives in attendance probably didn’t gain any new insights into his abilities – the Swedish keeper was rarely tested by the Heat. Abbotsford (25-16-3-0) is in third place in the West Division,

but just two weeks ago, they were battling for first overall in the AHL. They’ve lost five of six games heading into the allstar break, which could hardly come at a better time. Head coach Troy Ward’s finger is nowhere near the panic button, though. He noted the Heat are an injury-riddled unit at present, missing key forwards Greg Nemisz, Jon Rheault and Quintin Laing. “When we had a 9-1 December, we were in sync, we were healthy, we were cruising,” he said. “Now we’re not in that position, so we’re struggling. “I’m totally cool with it. We can go through adversity for another three weeks.” For more Heat coverage, including video highlights, visit abbynews.com

11 Critical Home Inspection Traps to be Aware of Weeks Before Listing Your Home for Sale Abbotsford - According to industry experts, there are over 33 physical problems that will come under scrutiny during a home inspection when your home is for sale. A new report has been prepared which identiÀes the eleven most common of these problems, and what you should know about them before you list your home for sale Whether you own an old home or a brand new one, there are a number of things that can fall short of requirements during a home inspection. If not identiÀed and dealt with, any of these 11 items could cost you dearly in terms of repair. That’s why it’s critical that you read this report before you list your home. If you wait until the building inspector Áags these issues for you, you will almost certainly experience costly delays in the close of your home sale or, worse, turn prospective buyers away

altogether. In most cases, you can make a reasonable pre-inspection yourself if you know what you’re looking for, and knowing what you’re looking for can help you prevent little problems from growing into costly and unmanageable ones. To help homesellers deal with this issue before their homes are listed, a free report entitled “11 Things You Need to Know to Pass Your Home Inspection” has been compiled which explains the issues involved. To hear a brief recorded message about how to order your FREE copy of this report, call toll-free 1-800-478-1805 and enter 1003. You can call any time, 24 hours a day, 7 days a week. Get your free special report NOW to learn how to ensure a home inspection doesn’t cost you the sale of your home.

It takes pressure to make diamonds, and Matsqui Blades coach Bette Roberts believes that concept applies to speed skaters as well. That’s why she’s particularly pleased that five of her shorttrack athletes have qualified for the BC Winter Games, which run Feb. 23-26 in Vernon. “This is a great opportunity for our kids, every couple of years, to have a higher-level competition,” Roberts explained. “The pressure of getting into a race in the medal round is valuable. “The more that you can experience pressure, when you finally get to that final race where it’s be-all end-all to get the gold medal at the Olympics, if it doesn’t work out, you’re not going to explode. It’s all a learning curve.” Roberts knows a thing or two about developing raw youngsters into elite speed skaters – former Blades Alanna Kraus and Bryce Holbech went on to earn spots on the national team, and Kraus won a pair of relay medals at the Olympics (bronze in 2002, silver in 2006). The club’s current crop of promising upand-comers includes Trenton Chard, Madison Karpes, Jordan Fournier and siblings Derek and Alexander Chizawsky. They comprise the Blades’ contingent on the Fraser Valley zone squad which will compete at the BC Games. Chard, who will race in the boys 15-16 age group, is the veteran of the bunch – he’s already participated

RENOVATIONS BC Games a great learning opportunity: Roberts HARDER 604-302-8336 “It means a lot, knowing I finally get to go to such a meaningful meet,” he enthused. However her charges fare in Vernon, Roberts is simply pleased they have an opportunity to participate. “Having to group together with a different (zone) coach and different chaperones, it’s a great experience for them – it helps them mature,” she said. “It keeps kids in the sports. They might just get turned on by something like this and work even hard-

in two previous BC Games. But he’s never climbed the podium before – his best individual finish is fourth – and he’s determined to rectify that hole in his resumé. “Lots of my friends have medals, and they’ve held it over me for a while,” he said with a chuckle. Qualifying for the Games is particularly gratifying for Derek Chizawsky, who came up one spot short of making the team at the zone trials two years ago.

Life is short slow down! Being responsible for your life is making sure that you make the right choices that will beneďŹ t you and society. We are the result of the choices that we make. Our values guide us in the decisions that we make. There are instances in life where we are the byproduct of the choices that are made on our behalf. As you live your life, it becomes clear that life can become stressful. Living life in the fast lane does not allow us time to think. In Canada, the life expectancy

of an individual is between 81 to 83 years of age. I am 45 years of age. I am more than halfway through my life. The material things are becoming insigniďŹ cant. “What does it proďŹ t a man if he gains the world and forfeits his soul?â€? Leaving a legacy is what I strive for. Adding value and inuencing people is where it is at. People do not remember us for the things that we have but for the things that we do. Therefore, human responsibility just goes beyond us.
