The City of Abbotsford received approval to increase the capacity of four existing water wells in order to meet peak demand for water during summer months. The wells are located in the southwest corner of Mill Lake Park. The current pumping capacity is 75 litres per second (L/s) and the existing pumps will be modiÂżed to increase the capacity to 290 L/s. A total of 2,505 million litres of water may be drawn from these wells annually, between May and September. The City of Abbotsford will provide notiÂżcation to the public at least two weeks in advance of the annual start-up of the wells. For the 2011 season, the Bevan Avenue wells are expected to begin operating from early July onward, as needed. During August and September, 2011, the City and its contractors intend to complete watercourse maintenance at up to 29 locations on the Sumas and Matsqui Prairies that involves the removal of in-stream vegetation and accumulated sediment (see map). The removed sediment will be disposed of appropriately as per provincial environmental regulations. The City submitted an environmental report as part of the Canadian Environmental Assessment Act (CEAA) review process to the federal authority, Fisheries and Oceans Canada (DFO). Final approval from DFO will be required/in place prior to the works being undertaken. A teen involved in a brutal assault at a Mission restaurant last year has been sentenced to six months’ open custody, three months of community supervision and 12 months’ probation. He has also been ordered to pay more than $1,100 in dental and medical expenses to the victim. The 18-year-old, who cannot be named because he was a youth at the time of the offence, was found guilty in January of aggravated assault. He was recently sentenced in Abbotsford provincial court. The teen was also found guilty of breaching a condition of his probation, from a previous offence, that he not be in possession of any weapons. The incident took place at about 12:30 a.m. on Feb. 19, 2010 at the Boston Pizza restaurant located in The Junction shopping complex in Mission. Two Mission RCMP officers arrived for a dinner break at the restaurant in the midst of a fight that had broken out among 20 to 30 people. The main altercation was occurring at the end of the bar, where one of the officers observed the youth punch another man, who

was covering his face with both arms. According to Judge Donald Gardner’s written reasons for sentence, the assailant was holding a glass, which shattered in the victim’s face. The youth then struck the victim twice in the face with the broken glass. The officer drew his gun, ordered the attacker to stop and took him to the floor.

Gardner described the assault as a “serious violent offence.” He said the victim required several staples to stop the bleeding on the top of his head, and 30 to 40 stitches for the cuts on his face. He now has permanent scars on his forehead and one of his cheeks. In addition, two of his front teeth were fractured and had to be extracted. He has since required several dental

surgeries, including a bone graft. Gardner said the victim has been in “a great deal of pain” since the assault, and has difficulty sleeping at night. Evidence presented at trial indicated that the assailant told a psychologist and a youth court worker that he “did not intend to inflict harm to the extent caused and, in the moment, saw it as a mutual fight as he feels the victim was fighting back.” In sentencing the youth, Gardner took into consideration Crown counsel’s submission that the teen has shown little remorse for the incident and has two previous convictions for assault. One occurred when he was 14 and punched someone during a fight while the other accused kicked the victim. The second was at school in February 2008, and resulted in a sentence of 18 months’ probation. Gardner ruled that the youth must complete a violent offender treatment program, obey a curfew of between 10 p.m. and 6 a.m. daily, and be subject to a weapons prohibition for two years upon his release from custody. Open custody involves living at a youth facility, but has less stringent controls and greater privileges than a secure-custody youth centre.

An American man who tried to cross the AbbotsfordHuntingdon border crossing on July 14 with an undeclared, loaded .380 handgun has been charged with three offences. Jack Rena Vinson, 54, was charged in Abbotsford provincial court with smuggling goods into Canada, unauthorized possession of a firearm and possession of a restricted firearm with ammunition. Vinson is currently in the custody of the Canada Border Services Agency (CBSA). The CBSA has seized 75 firearms in the Pacific region, which includes Abbotsford, from Jan. 1 to July 18, according to

spokesperson Stefanie Wudel. She said most of the weapons were personal firearms belonging to travellers from the United States who neglected to declare them. Also recently seized were five loaded handguns and a loaded shotgun at the Aldergrove border crossing. Two travellers, Hugh Wayne Barr and Danny Ray Cross, were en route to Alaska and did not declare the weapons, which were found during a search of their vehicle. They have been charged with firearms offences under the Criminal Code and smuggling under the Customs Act. Each was ordered to post $50,000 bail for their release.

Don’t live in fear Domestic violence unit supports victims

A new approach to handling domestic violence matters in Abbotsford has resulted in fewer cases being tossed out of court. Kevin Murray, the Abbotsford Police domestic violence unit (DVU) detective, said of the 80 files he has handled in the last year, 70 of them have successfully gone through the justice system. “Success is measured by the victims showing up in court to testify,” he said. Of those 70 files, Murray said there were three acquittals, and the rest resulted in convictions or the issuing of peace bonds. Although he didn’t have numbers for the rates before the

He didn’t want the baby, so he kneed her in the stomach – hard – while she was sleeping. Ranjit, four weeks pregnant, awoke in pain, and clutched her stomach. “Why did you do that!?” she cried to her husband. “What are you talking about? I was sleeping,” Gurpreet replied. (The names in this story have been changed.) She moved to the couch. The next morning, she was bleeding, and drove herself to the hospital. She didn’t tell the doctor what had happened, and an exam showed that the baby was fine. Later that day, Ranjit confronted her husband about the assault. He didn’t care. Gurpreet said the only reason he had married Ranjit and come to Canada was so she could pay off the debt that he and his dad owed in India. He said the pregnancy would interfere with her ability to work, and if she didn’t pay off the debt, he would leave her and marry someone else. Ranjit was devastated. She had always envisioned a happy marriage, with a husband who loved and supported her, and who would be excited to have a family. Someday, they would

buy a house together. She had seen Gurpeet on a family video shown to her by a friend and thought he looked nice. Later, she went to India to meet him and felt he would make a good husband. The two were married in 2007, and Gurpreet joined his wife in Canada in 2009. Ranjit didn’t know she was being used. She told Gurpreet she would not pay off the money he owed. She was sleeping again when on two other occasions, Gurpreet punched her in the stomach with all his strength. Ranjit was in such severe pain after one of those incidents that she called an ambulance. Gurpreet didn’t go with her, and Ranjit didn’t tell medical personnel what had happened. She did not seek any medical attention on the third assault, but she began sleeping separate from her husband, using a bout of the flu as an excuse. She confided in friends and co-workers about the abuse, and they urged her to report him to police. At first she was scared and resisted, but concern about her unborn baby was more persistent. Ranjit had never before been in a police station and didn’t know what to expect, but she walked through the doors and told her story. Continued on A6

Later that day while she was at work, Ranjit received a call. Her husband had been arrested and would not be allowed back in their home. That night, she felt more relaxed than she had in a long time. She no longer had to worry about Gurpreet starting a fight or risking the life of the child he had shown no interest in. Over the next few months, she leaned on the support of her coworkers and the Abbotsford Police Department’s domestic violence unit, which offered guidance and support through the court process and beyond. When her baby daughter was born healthy and strong later that

year, Ranjit had never felt such love. It gave her the strength to keep going, and she had no more fear. Gurpreet did not receive jail time for the assaults, but conditions were placed upon him to keep him from contacting Ranjit or being near her. She has not heard from him since, and has been told he has moved out of the province. He has shown no interest in seeing his daughter, and has even denied that the baby is his. Ranjit doesn’t care. She is doing all she can to provide her baby with positive influences and all the warmth, love and stability a child can have. “I want to give her a good future. I want to teach her the good,” Ranjit says. “Always, I dream.”

Unit handles 80 cases a year From A5

wouldn’t show up in court to testify, either due to fear of their abusers or because they had remained in the relationship and didn’t want to cause ripples with their partners. Murray said a lack of followup from police and lawyers meant that victims didn’t feel supported. “If they had reservations about proceeding with court matters, there was no one they could bounce those feelings off of,” he said. The formation of the DVU resulted in one police officer being assigned full-time to handle domestic violence cases, in consultation with Sandy Jawanda, a victim services worker from Abbotsford Community Services. As well, two Crown prosecutors were designated to deal only with domestic violence files. Murray said the team’s ongoing contact with the victims has made a big difference, whether it’s to reassure them or to answer their questions about court proceedings. “The goal of our section is to make sure the victim is safe.” The DVU also has a budget for assisting women who need funds for such things as moving expenses or, in the case of one victim, a bus ticket to leave town.

Murray said although there are hundreds of domestic violence files handled by Abbotsford Police each year, the DVU is limited to managing about 80 cases a year. Murray said he reads through each file himself, looking for those that meet certain criteria, including the level of violence, whether the abuser is a repeat offender,

In another case, a man was despondent that his girlfriend had broken up with him. He texted her 800 times over a four-day period. The victim was hesitant to testify because she feared that her ex-boyfriend would stalk her and possibly assault her in retaliation. With the support of the DVU, she went through with the court proceedings, and the man received a sixmonth conditional sentence (house arrest). Murray said a big part of the team’s success is that they are not judgmental toward the women, no matter what decisions they make, including remaining with their partners. Information is provided to them on community resources that could assist them in the future. There is one message that he wants to get through to the women, above all. “They do not need to live in fear,” he said. And, ironically, he doesn’t want his name published because if we did, the criminal element in town would immediately target him. He is one of 29 people in Prince George with a licence to grow marijuana for medical purposes. He fought throat cancer. He’s had dozens of rounds of chemo and radiation. Marijuana helps him. One of the downsides of beating a tough cancer is that it changes you. He explained to me that there comes a point when you realize that, even though you’ve beaten back the disease, you’re not going to be the same person you were.

In his case, his cancer left him unable to produce saliva and difficulty swallowing. Because of that, he was unable to sleep through the night. He hit a wall a while back and realized that those side effects of his treatment would never go away. So he decided to try medical marijuana. He doesn’t even smoke it. He cooks it in muffins, has one before he goes to bed … and sleeps like a baby. It works for him. He has a licence to grow 25 plants at a time but only grows about eight at a time. He’s invested about $10,000 in his hydroponics equipment and grows marijuana properly. Last month Health Canada announced it wants to change the rules regarding medical marijuana, which would mean my friend with throat cancer would no longer be able to grow his own marijuana and, instead, have to buy it from a commercial producer. It doesn’t take an MBA to figure out that if you grow your own food it will cost you less than if you have to buy it

at a grocery store. The same goes for marijuana. He says if he buys marijuana from Health Canada now it costs about $5 per gram and the potency is about 12 per cent. He can easily see the cost doubling to $10 per gram, which would cost him

He sees the proposed new rules as a way the Conservatives see to fill all the new jails they want to build about $3,600 per year. Plus, the potency of homegrown B.C. Bud is a lot higher than the 12 per cent commercial grade stuff. As you can well imagine, he is dead-set against the proposed Health Canada changes. He feels the proposed changes

are a knee-jerk reaction by the Conservative government to an Ontario judge who ruled Canada’s laws governing medical marijuana are unconstitutional. He sees the proposed new rules as a way the Conservatives see to fill all the new jails they want to build, as mandatory jail sentences for drug infractions are in the Tories’ new crime bill. All he sees with the new regulations is a higher cost for himself, and others who don’t break the rules in place now, and the threat of jail if he decides to save a few bucks and continue to grow his own. “Why aren’t we looking at (medical marijuana) as a counter to pharmaceuticals?” he asks. Good question. He’s looking to contact other medical marijuana growers in order to lobby against Health Canada’s proposed changes. They have to do so by the end of the month. Mysticism sweeps through churches In reading Gertie Pool’s letter on church responsibility I was impressed by her insight regarding the general condition of churches in Abbotsford. However, I would add that her observations extend beyond our city to include a sweeping agenda targeting churches throughout North America. The ‘seeker sensitive church’ is a term used to describe the “lukewarm” attitude Gertie mentioned in her letter. With the phenomenal success the mega-church movement has had, the strategies attributing to mega growth have been adopted by many denomi-

nations to some degree. Entertainment with a variety of stage acts and loud music draws crowds. The focus on Scripture, which was once the defining factor in guiding the lives of believers, is no longer central in church activity. Many of our churches now promote self-help gurus and mystics with their feel good philosophy peddled under a Christian label. It seems that anything endorsed by popular TV talk show personalities is good enough for the church when crowd appeal dictates the direction of changing doctrines. With the open door, feel

good policy of many of our churches these new doctrines conflict with Scripture and what was taught 20 years ago. Gertie ends her letter saying, “I strongly believe, however, that a neglect of vibrant church teachings on moral issues should have been included in this list”. While I couldn’t agree more it seems to me that this statement applies to the church, as it was 20 years ago. Locals admit riot involvement

Two Abbotsford residents are among 37 people who have turned themselves in to police for their participation in the Stanley Cup riot on June 15, according to the Vancouver Police Department (VPD). Their names have not been released, as they have not yet been charged. The VPD’s integrated riot investigation team is currently preparing charges against the 37 – 30 males and seven females – but the process is “lengthy and complex,” according to a VPD press release. At least one Abbotsford riot participant has been identified on Facebook. He is shown kicking in the glass door of a business and helping to flip a car, but it is not known if he is one of the individuals who came forward to police. The 37 who turned themselves in are mainly from the Lower Mainland, but also include individuals from Victoria, Tofino, Comox and West Bank. An additional 111 people are under investigation for criminal acts related to the riot. Hundreds more have been identified. Some of the alleged crimes include: assault, mischief, break and enter, theft, robbery, arson, weapons possession, and possession of stolen property.

A provincial committee has convened to consider a possible blanket ban on home use of pesticides for cosmetic purposes throughout B.C. MLA Dr. Margaret MacDiarmid, a cancer survivor, heads the bipartisan special committee now weighing the potential to outlaw the sale of pesticides and the possible impact on farmers and forestry. Dozens of B.C. cities already have local

bans on residential use, but MacDiarmid said the ability to buy a herbicide or insecticide in one area and use it in another means there are grounds to consider a B.C. standard. Two brothers believed to be high-ranking members of the UN Gang were arrested Wednesday night in Abbotsford for allegedly possessing two kilograms of heroin. The names of the two – aged 33 and 35 – have not been released, as charges have not yet been laid. The gang suppression unit, assisted by patrol division members and the Municipal Integrated Emergency Response Team, executed a search warrant at a home in the 31000 block of Wagner Drive. Const. Ian MacDonald said police hadn’t yet formed to conduct the search when two men left the home and drove away. The vehicle was followed to a nearby residence. One of the men got out, and was arrested at the residence. The driver was stopped by police and arrested a short distance away.

Meanwhile, the men’s parents were home, and a search of the Wagner Drive house was conducted, turning up $1,000 cash and a kilogram of heroin with a street value of about $170,000. MacDonald said police believe the residence was being used as a drug supply house with clear ties to the United Nations Gang. In addition, police seized an armoured 2001 Ford Expedition. A search of the vehicle yesterday afternoon uncovered another two kilograms of heroin in a hidden compartment. Both men are facing charges of possession for the purpose of trafficking. MacDonald said the two are wellknown to police. The younger brother is believed to be the same man who was the victim of a 2007 targeted shooting that occurred on Wagner Drive. He was coming home in his SUV when two men emerged from some bushes and shot at him, striking the ve-

Agricultural enhancement agreement signed The City and the Abbotsford Community Foundation (ACF) signed an Agricultural Enhancement Endowment Fund Agreement this week. The deal creates a fund providing grants to promote sustainable agricultural practices, encourage innovation, increase agricultural productivity and build capacity in the agricultural sector. The criteria for funding and the granting process will be the responsibil-

ity of the newly formed Agricultural Enhancement Grants Committee chaired by ACF board member Brian Loughlan.

“The foundation is proud to be partnering with the City of Abbotsford to help our agricultural sector become more

productive and sustainable,” said ACF president Bev Brown. “The Agricultural Enhancement Grants Committee

will finalize the granting process and begin promoting this program to the agriculture sector this fall. The city’s

Cail MacLean is a newcomer to the Abbotsford Heat, but he already boasts strong ties to the local American Hockey League franchise. MacLean, named a Heat assistant coach on Thursday morning following two seasons at the helm of the ECHL’s South Carolina Stingrays, played for current Abbotsford head coach Troy Ward more than a decade ago. MacLean captained a Ward-coached Trenton Titans squad

to the ECHL Kelly Cup final in 2000-01. MacLean also served as an assistant coach under Jared Bednar, a former Heat assistant, with the Stingrays prior to taking on the top job in 2009. Rebels sweep Indians The Valley Rebels swept aside the North Shore Indians in the first round of the West Coast Senior Lacrosse Association playoffs, clinching the best-of-three set in two straight games. But after the completion of their opening rounds on Thursday, both Taylor and Hadwin came away reasonably pleased with their performances. Taylor carded a oneover 71, while Hadwin was one back after shooting a 72, and both golfers were well-positioned to make the cut heading into Friday’s second round. Taylor got off to an inauspicious start, double-bogeying the first hole, but it hardly rattled the notoriously unflappable Yale Secondary grad. He played the next 17 holes in one under par.

“I would’ve taken it (a 71) this morning,” he said. “I left a couple shots out there I’d like to take back, especially doubling the first hole. But to hang on and finish the rest of the day one-under is nice.” Hadwin, who started his day on the 10th hole, was a par machine in the early going. He made par on his first eight holes and made it look easy, narrowly missing a couple of medium-range birdie putts. An errant tee shot on the parfour 18th was Hadwin’s first hiccup, and he ended up lipping out on a four-foot putt to save par. He birdied No. 3 to get back to even, but went on to bogey No. 6 and 8. Hadwin said his blueprint for Friday’s second round includes “a lot of good solid shots, patience, and making a couple putts.” “I’m not that far off,” he said.

ANTYPOVICH, Bruce, passed away peacefully at Abbotsford, B.C. on Monday, July 18, 2011, at the age of 95 years. He was the last of a large family, born at Redberry Lake, Sask. Bruce worked at farming and truck driving most of his life. He is survived by many nieces, nephews, a number of church friends and his faithful friend, Vicki. A memorial service will be held at 1:30 pm on Friday, July 29, in the chapel of First Memorial Funeral Services, 27555 31 Ave., in Aldergrove, B.C.

FRISON, JERRY JOSEPH Passed away peacefully on July 20th, 2011 in Abbotsford, BC after a short battle with prostate and bone cancer. Jerry accomplished being the owner-operator of Frison Courier Ltd for much of his lifetime before retiring at age 60. He enjoyed travelling and continually learning the English language and poetry. But, Jerry will be most remembered for his love of movies! Jerry is survived by his loving wife, Irene; his only child, Jeffry and wife Crystal. He was a proud son of his mother, Fran and brother to Carol. Many memories were shared with Carol’s family including husband Stew, nephew Adam and niece Ramona. Although very brief, he was a loving and very proud grandfather to his first granddaughter, Alexis who was born June 29th, 2011. He will be sorely missed but never forgotten. A celebration of life will occur at Noon at July 29th at the Cascade Church, 31590 Delair Rd, Abbotsford, BC. She is survived by her husband David, her parents Askel and Doris Andersen, her brother Birger and wife Patricia and her brother Brian and wife Alison. She is awaiting the promised resurrection to life again in the paradise earth. It is with great sadness that we announce the passing of our beloved son, brother, uncle, great uncle. Keith left us with his mother at his side peacefully after a courageous battle from a stroke on July 14. He was born and grew up in Abbotsford where he remained his whole life with family and friends. Predeceased by grandparents David and Elizabeth Schroeder, sister Ruth Hindmarch, brother-in-law Wayne Hindmarch. Survived by mother Doreen (Adrian) Lundstrom, sister Delina (Norm), brothers Dean, Charles and Richard. Also survived by niece and nephews Sabrina (Joe), Steven Michael (Ladona), Joshua, and great niece Meagan, great nephew Mattias. Plus many extended family and friends. Gone too soon, but never forgotten. Visitation will be Monday July 25, 7 pm - 9 pm at Woodlawn Funeral Home, Abbotsford, BC. Funeral service to be held on Tuesday July 26, 2011 at 1:00 pm Cascade Community Church, 35190 DeLair Road, Abbotsford, BC. Interment to follow at Maclure Road Mennonite Cemetery. Guests are welcome back at the church for refreshments afterwards.

OBITUARIES Sutton-Atkins, Joan

POTTS John (Jack) Passed away at home in Abbotsford, BC on July 17, 2011 one week before his 95th birthday. Born July 24, 1916 in Kingston, Ontario he is predeceased by his wife Dorothy in 2005 and by brothers George, Reginald, Hubert and Kenneth and sister Gladys (Michie). He is survived by his sisters Dorothy (Rhydwen) and Irene (Amey) both of Kingston, ON. Lovingly remembered and sadly missed by his daughters Judy Kellogg of San Carlos, CA, Margaret Brown of Vancouver, BC, son, Dennis Potts (Wendy) of Newport Beach, CA; his only grandchild Darrin Brown (Alexia) of Vancouver, BC and his only great grandchild, Kara Leah Brown as well as many other relatives and friends. Jack’s first career was in the Canadian Armed Forces; he entered in the lowest rank and retired with the highest non-commissioned rank of Sgt Major WO1. He was made a Member of the British Empire (MBE) in 1945. He and his family lived in Grande Prairie, AB, Victoria, BC, Catterick Camp, England, Ottawa, ON and Vancouver, BC. In 1962 the family moved to San Carlos, CA where he started his 2nd career in electronics and lived there for 16 years. After retirement Jack and Dorothy moved back to Vancouver and then to Abbotsford, BC in 1990. Jack had a lifelong interest in amateur communications, enjoying many years with his ham radio club. In April 2007 Jack became part of the close knit community at Hallmark on the Park Assisted Living. He was very happy and content in his last years thanks to the caring and respectful staff, the wonderful environment and the many friendships he developed. A memorial service will be held in the Fireside Room at Hallmark, 3055 Princess Street, Abbotsford, Tuesday, July 26, 2011, at 10:30 AM. In lieu of flowers, donations may be made to a favourite charity in Jack’s name.

Joan Sutton-Atkins died peacefully July 19 in Abbotsford, BC at the age of 87. Joan was born in Vancouver to parents, Stewart and Jessie Mackie. She was predeceased by her grandson, Todd, in 1985. She was happily married to her childhood sweetheart, Phil, for 63 years till his passing in 2005. They raised their three children in Delta, then after retirement they moved to Abbotsford in 1987. They enjoyed traveling to England, the Philippines, Australia, and especially Hawaii. She is survived by her children, Judy (Bruno), Susan (John), and Phil (Karen), grandchildren, Leanne (Stephan), Chris (Jana), Lisa (Ray), Scott (Shannon), Philip (Trisha), Matt and Hannah, great-grandchildren Aleisha, Adrielle, Emma, Abby, Owen, Philip, Cade, Devon, and Liam, and sisters, Cecilia and Bernice. We would like to thank the Menno Home where Mom resided for the past 8 weeks, for their heart-felt care and concern for her. There will be No service as requested by Mom.
