Sumas Mountain Road - Temporary Road Closure During a rainstorm event in June 2010, the Kilgard Creek culvert on Sumas Mountain Road, near Lower Sumas Mountain Road, collapsed. Single lane alternating traf¿c was implemented as an interim measure until the culvert could be replaced. The culvert design is now complete and the replacement is scheduled for May 2011. To facilitate the culvert replacement and to address safety concerns during construction, a full road closure will be implemented May 2, 2011 to May 27, 2011. Road detour signs will be posted to direct traf¿c to the newly opened Whatcom Road connector. Licensing your dog shows that you are a responsible pet owner and greatly increases the chance of having your pet returned to you, should it get loose. They also help offset the cost of providing animal control services such as dealing with dangerous dogs, resolving barking dog complaints and enforcing leash laws. It’s time for Abbotsford residents to take a closer look at their garbage. Food scraps, grass clippings and other compostable waste are at the centre of a new initiative being proposed to Abbotsford council. A city-wide curbside compostable collection program is being examined and could start by early 2012. According to a staff report, more than half the garbage thrown out by Abbotsford residents consists of compostable waste. It’s trash that may no longer be welcome. Earlier this year, Metro Vancouver announced that food waste and compostables will be banned from garbage collection. And while the final details aren’t set, staff are assuming those rules will apply to the Matsqui transfer station. However, there are other motivations to change. According to Tracy Kyle, the city’s director of water and solid waste, the new program is both environmentally friendly and costeffective. Food waste and composta-

Presently, Abbotsford’s col-
lected yard waste goes to The Answer Garden Products on Huntingdon Road and is eventually sold as topsoil. Several communities send compostables to Fraser Richmond Biocycle, Vancouver’s largest supplier of topsoil and compost, which sells its product to
garden shops and other municipalities. “Most people don’t realize where their topsoil comes from,” said Kyle. Homeowners will be given kitchen containers to collect compostables, while the existing yard waste containers can be used for curbside collection. Staff examined several options for the collection process and are recommending the city collect all three streams of waste (recycling, compostable and garbage) from the west half of the city, while a private contractor be hired to collect from the east side. Recycling and compostables will be collected weekly, while garbage will be picked up once every two weeks. The annual cost of such a system is estimated at $4.4 million. Currently, the city pays about $4.5 million per year for garbage pick-up. “It was the least expensive of all the options we examined,” said Kyle. Kyle said proposals have been requested for a processing facility – either a local transfer station or composting site.

NewsBytes ONE-YEAR SENTENCE Jason “Booda” Reise, who pleaded guilty on Monday to the 2009 online luring of a 15-yearold girl, will serve no further time in prison. Reise, who also admitted in Chilliwack Supreme Court to sexual interference, was sentenced to one year, but was given double credit REISE under the law for the six months he has already served. Reise, 35, is now expected to be deported to the U.S., where he is wanted for parole violations, mainly related to property and drug offences.
PRISON LOCKDOWN Matsqui Institution was in lockdown this week, after an inmate was assaulted and had to be sent to an outside hospital for treatment. The injured inmate was found at approximately 8:20 p.m., and staff escorted him to hospital. His injuries were not considered serious. During the lockdown all inmates were secured in their living units, visits to the jail were suspended, and an investigation of the assault began.Matsqui Institution houses 266 male offenders.
RECOVERY REZONING The city has approved the first step in a rezoning proposal for the Kinghaven Peardonville House Society. On Monday, council passed the group’s initial request for the rezoning to allow expanded uses as a supportive recovery centre. A new 30-unit transitional men’s supportive housing project, called the George Schmidt Centre, will be constructed on the property, located at 31250 King Road.

Hansen, who had been an officer for about 18 months at the time of the incident, said she told two other officers on the scene about

Lemna testified Thursday that he tapped Disbrow on the chin twice with his foot, but the contact was minimal. An internal investigation led to Lemna being charged with assault in February 2010.

On Point Ultimately, it has to happen, even in the world of “undating.” The Split. The Break-up. The Dumper and the Dumpee. It’s the mother lode of gossip fodder in the Facebooking, Tweeting, texting world of young teens. Good fun for the spectators. Deep and heartfelt drama for the cast. And another bemusing and bewildering episode for the theatre management (parents). Let me explain the concept, from the perspective of an observer rather than a participant, although I have some reliable insight in regard to the latter. If you are a parent of a youth, you will most likely be familiar with the dating rituals of early adolescence – early being the operative word. networking, and whatever else our society throws at our eagerly accepting new generation, our newly minted teens are attempting to emulate what passes for adult relationships – sans the adult part. Kids who have yet to understand what hormones are, are trying some on for size in the digital world. It’s all very clumsy, and rather confusing, since rarely are any of these “real” romantic relationships (perish the thought). How does one “date” if one can’t meet the basic requirements of the ritual, i.e. actually go on dates – let alone without parental supervision or presence. Hence the term “undating.” They can’t drive. They have homework. They have family, and friends, and sports commitments – and on the weekends, often all of the above. So, that pretty much leaves school, and/or the social media option. More on that later. Hanging out together at school – what does that entail? Most wellmanaged school environments have a no-PDA policy (Public Displays of
Affection). No kissing, pawing, clutching, groping, etc. (Note to the principals and teachers who strictly enforce this policy: Thank you. Oh, thank you). So, little to no actual physical contact leaves just the labelling: “She’s mine. He’s with me.” Ownership status at 13. What a concept ...

You can text all sorts of things that sound cool, and you don’t actually have to be in the presence of “her” to say it. Facebooking is a whole lot easier than face-to-facing.
After the “dating” (lasting a few weeks or few months) comes the unhitching of the hardly hitched. And what do they have to pattern their break-up after, other than the scripts they’ve been given – the same ones that compelled them to sample this strange game in the first place. There are tears, awkward explanations, excuses, regard and regrets, silence, or in some cases, reconciliation, and then the cycle repeats. And throughout the process, there is a legion of social network “friends” who leap to become involved via endless hours of texted tidbits, speculation, inexperienced advice, and ever-sosincere support, all there for everyone to see. It’s online, real-time soap opera. Even if I could peel away 40 years, I wouldn’t want to do it. It’s confusing enough for two very young people to try to replicate in their lives some form of adult relationship, let alone have it digitally displayed for others to experience vicariously. For those who live their lives in cyber-space, that last word might be one to Google.

letters Disability may not be visible I wanted to write a letter in regards to an incident my husband had this week. We have a son with muscular dystrophy. He is six years old. He has a disability parking pass that goes in whatever vehicle he is going to be getting in and out of. As of right now he is still in the ambulatory stage but can only walk so far before he is tired, so to the average person that does not know or understand, he looks perfectly fine. parking in the disabled spot, in front of my son when you have no idea of the situation and for calling my husband a liar. My son did not need to see that, and we do not need the added stress. I am hoping this letter will make people realize that people need to learn not to judge people/situations based on face value. Next time you are about to jump in and scream at someone who has a disabled parking pass in the car when the physical impairments may not be visible, maybe you will think first before you speak. A. What stupid spending priorities? Re: Disappoint Harper, and vote letter by Keith Hebert, The News April 19. Keith Hebert suggests that the federal Conservative government has “stupid spending priorities.” I’d like to ask Mr. Hebert if he could be more specific: What is so stupid about the Conservative priorities? Would it be in the area of job creation? Or could the stupid spending priorities be in the area of family support, or eliminating the deficit? Or just maybe Mr. Hebert thinks it is stupid to make
our streets safer by taking a tougher stance on crime, by passing stronger laws? Or could it be that Mr. Hebert doesn’t like the idea of having the infrastructure of the prison systems modernized, or even the building of additional prisons? Maybe it’s the idea that the federal Conservative party wants to give more rights to the victims of crime rather than to the convicted offenders. Does Mr. Hebert also think it is stupid to invest in new fighter aircraft to replace
the older, and obsolete CF-18 fighter jets? Could it be that Mr. Hebert doesn’t like the idea of a stronger, better equipped Canadian military, so that when soldiers, seamen and airmen who are put into harm’s way, won’t be able to do their job? For your information, Mr. Hebert, the military has one purpose and one purpose only – to kill the enemy. We need a stronger military and safer streets. Calculated cliff jumping In light of the recent tragedy at Cultus Lake, there is some important information that cliff jumping enthusiasts should bear in mind when engaging in this sport. My son has been cliff jumping for a number of years. When I spoke to him about the sad loss of David Cleverley, he pointed out that jumping has rules; it is taking a calculated risk that should be calculated on the side of life, not death. There are several areas at various heights starting as low as 10 feet above the water. Some of these areas do not require a person to jump very far, while others require a serious exertion to run and leap out far enough to clear rocks below. It is not calculating on the side of life to have to clear rocks, or as my son put it, that is just plain stupid. The first rule is to always check the water below the cliff to determine the depth, the shoreline and what effort it will require to make it into water deep enough to support the jump. At this time of year the water
is very cold which may affect the physical reaction to the water. Currents are starting to speed up, and in some areas undertows are increasing in strength. Secondly, begin jumping at lower levels to get used to the sport. You need to develop a sense of how to gauge the terrain as well as how to fall from lower heights. It is already painful to fall incorrectly at 10 feet, but not necessarily life-threatening. Try jumping off a high dive in a swimming pool in controlled conditions before you take to the rough water where there are no trained professionals to assist you if you have problems. Rule number three: Always wear shoes and do not point your toes. Keep your feet flat and enter the water in a straight plunge. If you point your toes, it will cause the body to angle backwards as you enter the water, hitting your back and knocking the air out of your lungs. People can be knocked unconscious and may not surface due to the lack of air
in their lungs. Which brings us to rule number four; the buddy system. Always jump with people who know the area. They should have strong enough swimming skills to be able to pull you out of the water if you get into trouble. Having a “spotter” on the ground would also make sense for people who are trying new heights. Local pools offer swimming and water safety lessons, including applying first aid. It is important to have some basic knowledge in artificial respiration, as well as how to move people in case they have broken limbs. Impacting water from a great height can be fun, but it can also be the same as hitting pavement if you enter the wrong way. Remember, you are important. Look after yourself because we love you; no one can replace you in our lives. Get the training you need now to have a safe, fun summer. Aeriol Alderking

There won’t be a traffic light at the intersection of Whatcom Road and Mountain Drive – at least not yet. After a 45-minute debate Monday afternoon, council decided to take a wait-and-see approach on a request by residents for the new signal. Instead, an amber flashing light will be installed on a sign, warning drivers coming down the hill on Whatcom that the intersection is approaching. No other safety upgrades will be done until the new shopping centre on Whatcom is completed in the fall of 2011. That will allow city staff to see how the complex will affect traffic. The decision to wait was not a unanimous one.
Coun. Lynne Harris urged council to install a light, despite a staff report saying it wasn’t needed. “I am not an expert ... in my mind, signalization is required there,” said Harris. Her motion received support from Couns. Patricia Ross, John Smith and Dave Loewen, however, the remaining five members voted to wait. “We either respect the professional recommendation of our staff, or we ignore them,” said Coun. Simon Gibson. He said the report indicated a light, which would cost about $180,000 to install, could create rearend collisions at the intersection. “That’s a lot of money if we are going to increase the likelihood of accidents,” said Gibson.

last year,” Lapointe said. “I think people are pretty realistic.” Last year included the huge run of sockeye that return to the Fraser’s Adams River tributary northeast of Kamloops once every four years. Some scientists think the already big run was further intensified because ash from an Alaskan volcano may have fallen at just the right time to fertilize ocean water and increase the food supply for juvenile sockeye from the Fraser. Lapointe doubts the volcano theory, instead believing the wide variations possible in salmon returns can account for the difference. Over the long term, about five adult Fraser sockeye tend to return for every one that spawned four years earlier. This year’s return was spawned by roughly 900,000 adults four years ago. But that’s a far cry from the 4.5 million in 2006 that produced 2010’s huge run. Even so, the forecast models indicate this year’s run could vary anywhere from 1-15 million fish, with the median of around four million most probable. Adams-bolstered run spawned in 2010 returns in 2014. “The next three years in particular are coming off low runs,� Lapointe said. “2007, 2008 and 2009 were very low returns with fairly low numbers of spawners.� Those dismal runs prompted the federal government to appoint the Cohen Commission now probing the decline of Fraser River sockeye. While the official count of sockeye last year remains 34.5 million, Lapointe confirms that is still expected to be revised down to around 30 million. It will still stand as the biggest in almost a century, since an estimated 39 million returned in 1913, before the Hell’s Gate rock slide disrupted salmon for decades. One silver lining for 2011 is that fishery managers expect a very large number of pink salmon, which come back every two years. More than a billion pink fry came out of the Fraser and about 17.5 million of them are expected to return late this summer. “That’s by far the largest out-migration we’ve seen,� Lapointe said. “So there’s potential for a much larger pink salmon migration.� Pinks aren’t as lucrative or desired as sockeye, but Lapointe expects they will be heavily fished anyway. “I think it’s the pinks that are going to provide the bulk of the harvest for folks this year.�

Cocaine bust An Abbotsford man was among four people arrested April 12 in Quesnel as part of a cocaine trafficking ring. RCMP said Kelly Edward Champagne, 34, was arrested with David George Massey, 43, of Quesnel and James Darren Peacock, 36, of Chilliwack at a strip mall. Two kilograms of cocaine and a large sum of cash were seized from two vehicles. Massey’s common-law wife, Tanya Lynn Shepherd, 42, was arrested the following day. Searches of a home and four businesses produced several rifles, two handguns, ammunition, body armour, two Tasers and more cash. Also seized was stolen property worth hundreds of thousands of dollars, including a one-ton flat-deck truck, an excavator, a tractor and other machinery. The four face a range of charges. Champagne was charged with drug trafficking and possession of stolen property over $5,000. He is also set to go to trial May 10 on a separate set of charges – five counts of possession for the purpose of trafficking – related to an offence in Abbotsford in February 2009.

These days, a significant amount of Kelly Lochbaum’s time is poured into serving as a volunteer coach with the junior varsity football team at Robert Bateman Secondary. Ask the former B.C. Lions linebacker why he thinks it a worthwhile investment, and he’ll point back to a dark period in his life when he thought his football career was over. In July 1992, just after his graduation from W.J. Mouat Secondary, Lochbaum was involved in a seven-car pileup on Highway 1. He suffered serious nerve damage in his back, and was in near-constant pain whether standing or sitting. Medical treatments seemed ineffective, and the promising prospect lost his football scholarship to Simon Fraser University. After a year away from the game, Lochbaum recovered sufficiently to return to the gridiron with the Abbotsford Air Force junior program, but he still wasn’t sure he had a future in the game. That’s when Dave Johnson got involved. The head coach at Abbotsford Senior Secondary got on the phone on Lochbaum’s behalf and found him a roster spot at Butte Junior College in Chico, Calif. After two seasons there, Lochbaum landed a full scholarship to Northern Arizona University. Lochbaum went on to play nine seasons in the CFL – eight with the B.C. Lions. He twice

Ken Yates is being inducted into the Abbotsford Sports Hall of Fame as a community sport builder, and the description couldn't be more fitting. There's a plethora of recreation facilities in Abbotsford which bear Yates's fingerprints, a product of his 23 years as the city's director of parks and recreation (1977-2000). Consider, for instance, the very YATES Hall of Fame which Yates is about to enter. The local sports shrine is housed within the Legacy Building at Exhibition Park – both the building and the park were developed under Yates's guidance. His career came to an abrupt end in 2007.

While attending a soccer game in England, he was the victim of an unprovoked mugging by a hooligan. He hit his head on a concrete curb, and was advised by brain specialists not to play rugby again. “From a rugby perspective, you always want to go out on your own terms,” he noted. Cannon, who now works as a financial planner in Penticton,
prefers to focus on the positive. He looks back with particular fondness on the travel opportunities afforded him by rugby. He had his passport stamped in Malaysia, Japan, Dubai, New Zealand, France, Hong Kong . . . and the list goes on. “It gives you a good perspective on the world outside of our little nutshell of North America,” he said.

Lochbaum to reflect on the coaches who impacted him — the likes of Johnson and Denis Kelly, his high school bench boss at Mouat. “Your parents raise you, but you definitely take a piece of each coach you had,” said the 38-year-old, who works as a realtor in Abbotsford. “I get to pass that on to the kids.”

"I always thought that my job as parks and recreation director was to try to develop facilities and programs that would assist sporting groups and enhance their abilities. "I never looked at it as a thing where I'd get a reward at the end. My reward was seeing those people get out on the playing pitch and succeed." Facilities developed during Yates’s local tenure included the Matsqui and Abbotsford recreation centres, the Twisters
Gym, the Air Cadet building, and the Abbotsford Judo Club. The highlight, though, was the creation of Exhibition Park, a 75-acre spread on a former landfill site which features Rotary Stadium, sports fields, and multi-use buildings. "That project was a joint effort by everybody in the community who had an interest in sports or agriculture," said Yates, who led a 16-member steering committee. "It was very gratifying." Yates was also instrumental in the successful hosting of the

Corcoran Gregory Paul
Gregory Paul Corcoran, longtime resident of Peace River passed away suddenly on March 30, 2011 in Peace River, AB at the age of 54 years. Greg was born on September 30, 1956 in Victoria, B.C. He attended elementary school in Clearbrook, B.C. and finished high school in Ottawa, then back to the lower mainland for university. Greg was an avid musician and devoted teacher. His most important roles were Husband, Dad and Mr. Mom. Greg was also a member of Peace Players and the lead guitar for the band “No Limitz”. Greg was predeceased by his father, Paul Corcoran and father-in-law Gordon Cairney. He is survived by his loving wife, Cara, sons Bradley, Adam and Josh, daughter Cadence (Cady), mother Bonnie Corcoran of Chilliwack B.C., brother Gordon (Clarice) of Wainwright, AB, mother-in-law Noel Cairney as well as brothers and sisters-in-law, cousins, nieces and nephews and many, many friends and students. Funeral Services for the late Greg Corcoran were held on April 6, 2011 from St. James Anglican Cathedral in Peace River, Alberta with the Very Reverend Iain Luke officiating. A music award has been created in Greg’s memory. Donations may be made to the “North Peace Performing Arts Festival.”
Passed away peacefully at Worthington Pavillion Abbotsford with family at her side. Zella was predeceased by her husband Len in 1979. She will be greatly missed by her children Bill Higginbottom (Mary), Carole Carson (Bud deceased), Dorothy LangHodge (Parnell). Seven grandchildren, Colleen Bruton, Susan Elderfield, Mark & Scott Higginbottom. Leah Currie (Wayne), Shelly Buchanan (John), Todd Lang-Hodge (Stacie) missing Nana also 12 great grandchildren and 2.5 great great grandsons. Also left to mourn her are Sister Fern Cunningham & fam. Stuart Scott (Rena) and fam. George Scott (Marg) and fam. Predeceased by brother Lloyd Scott, sister Chloe Cunningham, brother Jim Scott. Also leaves many nieces, nephews and friends, A thank you from the family to the staff at Worthington Pavillion for the wonderful care given to Mom and for being there for us. Celebration of life will be held at 1 p.m. on April 26, 2011 at Trinity Memorial United Church, 33737 George Ferguson Way, Abbotsford. Rev. Connie Thompson officiating. It is with sadness that we announce the passing of our beloved husband and father, Kern on April 18, 2011. Kern was born in Albany, Oregon to William Mills and Susan Cook. He served in the US Army and Naval Air Force in WWII. During that time he married Lucille Shilkett. Their first baby died of SIDS and they had a second daughter, Lydia. Kern had a Plumbing, Heating and Electrical business in Medford, Oregon until 1967 when he relocated his family to the Fraser Valley. He spent the following years operating a rock crushing business. During that time, he and Lucille parted. He married Judy Potts and raised her two sons. Judy died in 1994 and in 2001 Ken married his 3rd wife, Christine. He served for 6 years as administrator of Tabor Care Home. His last 5 years as consultant at Lynden Door, WA, USA, before his final retirement, were very enjoyable. He will be deeply missed by his wife, Lou, and children, Bob (Caroline) of Summerland, Colleen Horch (Richard), and Brad (Rose) of Calgary as well as 8 wonderful grandchildren and a ninth added by marriage. A memorial service will be held on Monday, April 25, 2011 at 11:30 am at Bakerview MB Church, 2285 Clearbrook Road.
