The body of a man was discovered at the entrance of Sevenoaks Shopping Centre on Wednesday morning. Abbotsford Police were on scene at approximately 5:30 a.m. after a cyclist called in a report of a man down. Cost. Ian MacDonald said upon arrival police administered chest compressions and first aid, but “it was apparent that the person was deceased.” The body was located by the Bourquin Crescent bus loop in the mall parking lot, close to a small stairwell. The police are treating the case as suspicious. MacDonald said it didn’t appear the victim had knife or gunshot wounds, however, he did have injuries. “It’s too early to rule out anything yet.” The victim has not been identified, but MacDonald described him as being in his 20s or 30s. The crime scene is across the street from a large residential apartment, and MacDonald said police will be talking to the residents. Bourquin Crescent between South Fraser Way and Mill Lake Road remained closed at mid-morning Wednesday. If anyone has any information, contact the Abbotsford Police at 604859-5225.

Ice made from rainwater System will harvest rain for the AESC

Members of the Abbotsford Heat hockey squad will be playing on rainwater next season. A rain harvesting system is being built for the Abbotsford Entertainment and Sports Centre (AESC) and will be used to make the ice in the facility. It will be the first professional grade indoor ice arena to use rainwater. The project is expected to save approximately 830,000 litres of water each season. It is also estimated that the program will save the city a little more than $3,000 per year in water, sewer and energy charges. Installed, the system costs $27,000, so the city will recoup its investment in just over eight years. According to the staff report released on Monday, about one million litres of water is required each hockey season to make and maintain the ice. Creating the initial playing surface requires 38,160 litres, and an additional 370,000 litres (10,000 litres per game, 37 games a season) is needed to maintain it during play. An additional 420,000 litres is used for practices and

community rentals. The AESC system will be capable of generating 30,000 litres of water for every 25mm (one inch) of rain. “The rain will be collected on approximately 13,000 square feet of the AESC roof,” said Amy Wakeford, water conservation program coordinator for the city. The water is collected into eight tanks, located in the facility’s boiler room, and will be used almost daily to run the Zamboni ice cleaning machine. According to Wakeford, the city also has a 9,000 gallon tank ready to collect rainwater in the city equipment yard. That water will be used for city watering of trees and flower beds. The city is also looking at creating similar systems at both the Abbotsford and Matsqui recreation centres. Abbotsford’s average rainfall is 1,575 mm (62 inches) per year. The new rainwater harvesting system is a partnership between the City of Abbotsford, the AESC and two local businesses, Barr Plastics and Saxon Mechanical.

TEMPLE PARADE On Sunday, Aug. 28, a parade will be held in Abbotsford as part of the Centennial Anniversary Celebration of the Gur Sikh Temple, located at 33089 South Fraser Way. The parade begins at the temple at 10 a.m. It will proceed west along South Fraser Way, turning north onto Gladwin Road. It then travels west on Maclure Road and ends at Abbotsford Exhibition Park at about 3 p.m. Road closures will be in effect. In preparation for the event, a full road closure between Bourquin and Ware streets will begin at 7:30 a.m. For information call Sherry Davis at 604-851-4151.

A large fire broke out in an industrial complex located at 2337 Townline Road at about noon on Tuesday. The fire was reported by a neighbouring occupant after he noticed intense heat coming from the unit next to his. The Abbotsford Fire Rescue Service was called out, and had to deal with thick smoke and high flames before getting the blaze under control. The unit was a full furniture storage warehouse, which made a quick knockdown of the fire challenging. It took crews approximately two hours to have the blaze completely extinguished. An early assessment of the damage is approximately $250,000. Approximately 40 firefighters and 12 apparatus from seven fire halls fought the fire. There were no injuries reported. Fire Investigators now have the task of sifting through the debris to determine a cause.

Surrey man sues over cannons Black Press

A Cloverdale man, fed up with apparent inaction to quell blueberry-cannon noise, is suing the City of Surrey for “unanticipated expense and emotional harm.” In his claim, Jim McMurtry accuses the city of neglecting “to discharge its duty to enforce its own bylaws.” “The city turns a blind eye to many of its bylaws, from monster homes and truck parking on the ALR to cosmetic pesticides and the destruction of active bird nests. More to the point here, it neglects to ever fine a farmer that violates its noise law on the use of propane cannons,” McMurtry writes in an email to media. City officials were unavailable to comment Tuesday morning. McMurtry, a teacher who lives near 168 Street and Highway

10, lodged his complaint at the provincial small claims court in Surrey Friday. In his claim, McMurtry alleges the city has done nothing to protect his family from the cannons, “even when their use contravenes the city’s own noise bylaws.” According to the bylaw, a noisescare device may be used to protect berry crops provided certain conditions are met, including: the device is only operated between 6:30 a.m. and noon, and 3-8 p.m. (or dawn to dusk, whichever is lesser); no more than one device is operated per two hectares of crop; the device is only used for wildlife predation management and not prior to the onset of bird damage or after the crop is harvested; single-shot devices fire no more than once per five Continued on A7

Bacons hold quiet viewing A private viewing of slain Abbotsford gangster Jonathan Bacon was held last Friday afternoon at Henderson’s Funeral Home in Langley. It was announced discretely, and there were about 30 friends and family in attendance. Henderson’s management said it has received no information about a funeral for Bacon, and suggested the family may conduct a private ceremony. Henderson’s would not confirm media reports that Bacon’s body has been cremated. It has since been reported by Vancouver media outlets that a funeral service for family and close friends has been cancelled. Bacon, who police called a key figure in the Red Scorpions gang, was shot to death outside a Kelowna hotel and casino on Aug. 14. Four people were in the vehicle with Bacon when he was killed. Full-patch Hells Angel Larry Amero and Independent Soldier James Raich were both wounded, and a young woman was paralyzed when a bullet struck her neck. Another woman was also wounded. Members of the police gang task force kept an eye on the viewing ceremony in Langley.

Abbotsford’s Affordable Housing Strategy took another step toward completion on Monday as council examined a proposed draft of the document. It is being developed in response to the ongoing challenge of creating more affordable housing options in the city. Affordable housing is defined as any home or rental property that costs 30 per cent or less of the gross household income.

According to the stats contained in the staff presentation, from 1991 to 2010, the average household income rose by 41 per cent while rental costs rose by 36 per cent. However, the value of homes rose 206 per cent making ownership more challenging than ever before. The strategy identifies five main objectives: Preserve existing affordable housing units, build new affordable housing units, improve people’s ability to afford housing, create livable neighbourhoods and pursue senior government, the private sector and

community agencies for partnerships. A final strategy should be complete by the end of October, after the city holds a series of public consultations in September. “I’m confident that it will be well received,” said Abbotsford Mayor George Peary. He said the city has long been a front-runner in developing affordable housing options. He recalled that the former District of Matsqui – which amalgamated with Abbotsford in 1995 – was the first community in the Lower Mainland to legalize secondary suites.

The support will go towards the building of Holmberg House, the first adult hospice residence in Abbotsford. Keep the kids safe With news of a three-month-old baby being thrown from a vehicle after an accident in Washington, coming just days after a toddler fell through the third-storey window of a Surrey townhome, now is a good time for parents to be reminded to be extra vigilant concerning the safety of their children. Sometimes, it’s a child who sneaks away from their parents’ eyes for just one second, and is temporarily lost; other times, the story is of an unattended youngster falling into a pool. Every summer, these types of incidents – almost always accidents, with no neglect, malice or intent involved – seem to pop up across our communities. In both cases – the child in the window, and the baby thrown from the car – the youngsters are remarkably expected to be OK, which is welcome news. They are the lucky ones. Perhaps it’s something about the season – the weather is warmer, so families are spending more time outside, win-

dows and doors are often left open, or screened in, giving the illusion of safety. But whatever the reason, adults should be encouraged to take every step necessary to ensure the safety of children this summer. That car seat appears strapped in properly. That screen window seems secure. But looks can be deceiving, especially through the eyes of a child. And while children cannot be protected from everything – they are going to scrape knees, fall down, sometimes break bones – the proper safety measures still need to be taken to ensure they’re as far away from danger as possible; they are far too precious a commodity for their safety to be taken for granted. Accidents do happen – even in the event that every possible safety measure is followed – but many don’t have to, and we should be doing as much as we can to keep our children safe. – Black Press

Power export plan isn’t dead yet Tom

Views He would never quite admit it, but former premier Gordon Campbell’s push for self-sufficiency in clean electricity has always looked to me like a long-term strategy to export hydroelectric power. It still looks that way. B.C.’s spring and summer runoff match perfectly with peak air-conditioner season in California. But the recent review of BC Hydro operations discusses how the prospects for exports have changed since Campbell’s 2007 energy plan. The government instructed BC Hydro to wean itself off power imports by 2016, even in drought years, and obtain new capacity mostly from outside sources with net zero greenhouse gas emissions. Nuclear plants were formally ruled out. The review of BC Hydro by three top bureaucrats acknowledges that government directions have “placed pressure on BC Hydro to increase their energy supply

through increased long-term agreements with independent power producers (IPPs).” Cue the doomsayers. Independent power production is enemy number one for BC Hydro unions. Their champion, NDP energy critic John Horgan, was immediately out with a grossly distorted version of the report. He cherry-picked statistics to compare the $124-per-megawatt hour average cost for delivering independent power with the lowest end of the spot market for electricity, which currently swings wildly from around $4 to more than $50. In fact, the report puts the average price paid for IPP power at $63.85. Compare that with the projected cost of $87 to $95 for power from Site C, the proposed third dam on the Peace River that will be BC Hydro owned and operated. The $124 figure includes other costs, notably extending the electricity grid to connect IPPs. Horgan claims to favour wind or run-of-river for remote areas with no other clean energy option, but apparently is against hooking them up to the grid. (Further evidence that current NDP energy policy is nonsense: Horgan opposes Site C based on an assumption of little or no growth in mines, mills or other indus-

tries such as liquefied natural gas, which an NDP government would be a good bet to deliver. He’s against smart meters for the same reason he’s against the HST – because it looks like a popular pose right now.) When it comes to electricity exports, the

carbon taxes and cap and trade programs are, if not dead, at least dormant in North America. Climate change has fallen off the front page as the U.S. and Europe grapple with economic troubles. So I was surprised to find that this month Powerex, BC Hydro’s electricity trading company, wrote to the California Air Resources Board asking for clarification of the state’s proposed changes to its greenhouse gas reporting and cap and trade rules. California wants to prevent suppliers from engaging in “resource shuffling,” where a supplier such as B.C. might import coal power from Alberta for its own use, while selling supposedly clean power for export. Considering that restriction, B.C.’s selfsufficiency rule starts to make more sense. If B.C. is not importing power, its supply must be clean. Also, a meta-analysis on climate effects came out last week in the journal Science, detailing world-wide species migration due to warming. letters Water poll results will be tainted

If you’re wondering what’s wrong with handing over our water to a P3 (Public Private Partnership), look no further than the City of Abbotsford. The discovery that our city has already carried out a poll to garner support for the Stave Lake P3 water project illustrates the problem. A lack of transparency, consultation, financial disclosure and open democratic process are hallmarks

of private corporate practice with public resources. All of those apply here, even at this early stage in the process of trying to sell us on a private for-profit P3. Only after several inquiries from local media and Water Watch did the city manager even admit the city commissioned a poll – which, by now, has likely already been completed. The questions asked in the poll have not been made public.

Even though this is a publicly-funded poll seeking input from Abbotsford residents, those same residents aren’t allowed to see the questions. In other jurisdictions (including the City of Vancouver) the norm is to make the questions of a public poll public – available from the city clerk and on the city’s website for all to see. The City of Abbotsford has declined to say who

authorized the poll, who made up the questions, or how much the poll is costing taxpayers. City manager Frank Pizzuto does admit that it was not approved by city council. The process has ensured that the results will be tainted. Water Watch Mission-Abbotsford has heard from several residents who were contacted by phone and say they were

asked questions that were clearly biased in favour of P3s. They were also reportedly even asked how they voted in recent elections. The lesson seems to be that the first thing to go in a Public Private Partnership is us - the Public.

I live in a lovely little rural town in beautiful British Columbia. I actually have a difficult time appreciating this little town because of the incessant growling and cracking of mufflers from motorcycles, trucks and cars? If it was a dog barking incessantly, then would it be acceptable to ask for law enforcement? If a neighbour was playing their loud music relentlessly day and night, then would it be acceptable to ask for law enforcement? If it was your brother or father working shift work; your grandmother who was ill, or your sister’s baby who’s trying to sleep, or your own sleep was in jeopardy, then would it matter? Do we believe that this unremitting noise of mufflers is contributing to the quality of lives of British Columbians, let alone this small town I live in? Did you know that when speaking to the offenders, I was told that I should move, and it was simply a product of where I live? Did you know that when I called city hall, I was told there was no recourse and no noise bylaws in existence, and that I simply live too close to the highway. Is the sound of all this roaring and

Slanted survey Desensitized to loud noise?

I was one of those Abbotsford residents who was surveyed by telephone regarding the proposed P3 water source and treatment centre at Stave Lake. Because the survey was obviously slanted to elicit a positive response to the P3 proposal it will certainly not accurately gauge public opinion. The province says it will step up efforts to block problem gamblers who want to be barred from B.C. casinos but complain the voluntary selfexclusion system often fails to stop them. A pair of newly released studies confirm significant numbers of excluded gamblers sneak back in despite safeguards that include licence plate recognition systems and facial recognition software. One-third of the 169 enrolled gamblers studied by researchers over a four-year period said they walked back in undetected to place bets. Licence plate detectors can be beaten by

gamblers who take transit instead, the findings say, while the facial recognition systems so far haven’t performed well. “It was not very difficult to enter a casino,” according to one study led by Dr. Irwin Cohen of the B.C. Centre for Social Responsibility at the University of the Fraser Valley. Most of the excluded gamblers who tried to go back in a casino got through every time, Cohen found, and only a minority ever reported being caught. Five per cent of those who snuck back into casinos had done so more than 25 times. A companion study by the Responsible Gaming Council

(RGC) Centre for the Advancement of Best Practices looked at the practices at five casinos in B.C. Voluntary selfexclusion does help, the studies found. Sixty-five per cent

never tried to go back inside a casino and 35 per cent abstained completely from gambling – even at home. That beats the general success rate of around 10 per cent for programs like Gamblers Anonymous, the report said.

An estimated 38 per cent of self-excluded gamblers got treatment of some sort. But both sets of findings say the program lacks teeth and calls for stiffer penalties when banned gamblers are caught coming back. The only real consequence right now, other than being ejected, is the loss of winnings. Gamblers so far can exclude themselves from six months to three years, but not permanently. There are hopes an improved facial recognition system now being tested will prove more effective. BCLC also says it will circulate shortlists of the most frequent or recent violators to all gambling venues in the region to help staff better detect high-risk patrons. Eighty-three per cent of gamblers in the study listed slot machines as their gambling problem, while 61 per cent said casino card games, 33 per cent listed Internet gambling and 26 per cent said video poker in casinos. Seventy-three per cent of the studied gamblers said they lied to family about gambling and 34 per cent said they had suicidal thoughts due to gambling. More than 3,700 gamblers are currently self-excluded.

Months ago, the National Parole Board promised to notify Ernie Crey if serial killer Robert Pickton is transferred between prisons for any reason. Now the feds have retracted the offer by way of a letter to Crey, whose sister is thought to have been slaughtered on Pickton’s Port Coquitlam farm. The Valley Sto:lo elder and frequent spokesman for the victims’ families was told he doesn’t automatically qualify for notifications because Dawn Crey wasn’t among the six missing women Pickton was actually convicted of murdering. “It’s upsetting,” Crey said, calling the error a combination of insensitivity and incompetence. He’s not sure if the same treatment befell families of the other 20 murdered women, whose charges never went to trial, or if it was limited to the third set of suspected victims like his sister, where charges were never laid despite DNA that placed her on the farm. “We’ve had missteps like this all along the way,” Crey said. It comes as multiple critics accuse the provincial government of bungling the Missing Women Inquiry, which is itself supposed to probe the litany of police errors that let Pickton prey on vulnerable women for so long before his 2002 arrest. Victoria refused to provide an extra $1.5 million so women and First Nations groups can have legal representation and fully participate in the upcoming hearings. Several groups vowed to boycott the inquiry after they were denied legal funding. “We have no confidence that it will be able to produce a fair and balanced report,” said Corbiere Lavell, president of the Native Women’s Association of Canada, which wants a national inquiry.

She said Victoria has created a flawed and one-sided inquiry by limiting legal funding mainly to police and government members who are called to testify. Critics say counselllors, support workers and others close to the Downtown Eastside’s vulnerable women will be under equipped to put hard questions to well-defended police and government reps who might have had the power to stop Pickton. Inquiry head and for-

mer attorney general Wally Oppal agreed and pressed hard for more money. Last week, he gave up and the inquiry reshuffled its budget to free up a smaller amount of cash to hire a team of four lawyers to represent the 12 unfunded groups. Inquiry executive director John Boddie said the commission was concerned “the critics of the actions of the government and the police may be silenced.” It’s not yet clear if

those who walked away from the inquiry will return. Lawyers are being provided for the families of the missing women. The changes don’t yet instill confidence in Crey. “I think what we’re seeing is the unravelling of the inquiry right before our eyes,” he said. The inquiry will hold forums in nine northern B.C. communities Sept. 12-22 and begin hearings in Vancouver on Oct. 11.

The UFV Cascades began their exhibition season this week, with a decisive loss to a tough NCAA school. It was a humbling experience, getting beaten 105-50 by the University of Texas (Arlington) Mavericks on Monday night at the Envision Athletic Centre, but Cascades forward Jasper Moedt was upbeat. “It’s nice to be back, and I’m happy with what we did last night,” said Moedt. He expected a tough game, given that the Mavericks had blown out the secondranked UBC Thunderbirds 108-60 and Trinity Western 115-71 in earlier matches. The Texans didn’t disappoint, coming out determined to dominate the Cascades. Moedt said his teammates stuck together, and focussed on playing hard defence. He predicts this year’s edition of the Cascades will be one of the best the school has seen. “We were supportive and positive. We showed character.” Moedt was a leader on the court, with 14 points and 10 rebounds. Sam Freeman added 10 points and had three steals. The leader for Texas was LaMarcus Reed with a 20-point performance. The Mavericks were just much bigger, more athletic, and a rich vein of talent ran through their entire lineup. Continued on A19

On Monday night they lost 68-55 to a team from Serbia that returned as champions. Assistant coach Adam Friesen has been running the Cascades in Craddock’s absence. “He’s doing a great job,� Moedt enthused.

Fans of the UFV Cascades, Trinity Western Spartans and other CIS basketball and volleyball teams will be able to watch their schools in action live on their computer this year. The Canada West Universities Athletic Association announced on Wednesday a partnership with Stretch Internet to launch CanadaWest.TV, the official home of web-based broadcasting for all 14 Canada West member institutions during the 2011-12 season and beyond. The first network of its kind in Canada, CanadaWest.TV will be the exclusive live home of all Canada West basketball and volleyball games along with selected games in other sports including football, hockey, and soccer. “We are thrilled to announce this partnership with Stretch Internet and launch this online network, which will greatly enhance the experience of our fans who want to catch live Canada West action for those who cannot make it to the game,” said Ben Matchett, Canada West vicepresident of marketing. “It provides us with a unique opportunity as a conference and as individual schools to have our product seen by fans across Western Canada and around the world, and our new mobile platform means they will not miss a minute of the action no matter where they go.” Live video for all streamed games will be available online as well as on all Flash 10.1-enabled mobile devices and, for the first time in Canadian university sport, on all iPhone OS devices – including the iPhone, iPad and iPod Touch. “I cannot emphasize enough how thrilled we are to partner with Canada West,” said Stretch Internet president Ryan Ermeling. “Our plat-

(Torrans) Born 1924 in Swift Current, Saskatchewan. Died August 14, 2011 in Abbotsford, BC. She was predeceased by her husband Henry in 2010. She is survived by her four children, Ken, Radiance (Laura), Howie and Eric, their spouses and a stepgranddaughter, Agapi. Paulina was predeceased by all of her sisters and brothers. In particular, she felt the loss of two brothers who died in WWII. As a young married couple Henry and Paulina moved from Saskatchewan to the Fraser Valley and raised their family in Chilliwack and Yarrow. Henry and Paulina will be remembered by many who attended the Alliance church in Chilliwack and Yarrow in the 50’s, 60’s and 70’s. Henry and Paulina lived in Vernon, BC from 1989 to 2008 when illness compelled her to move into Menno Home in Abbotsford. We are grateful to all the staff at Menno Home East Two for their years of attentive care and kindness to our mother. We are grateful to all the extended family who offered their companionship and support and in particular Martha Wiens, Paulina’s sister-in-law. A graveside ceremony was held at Chilliwack Cemetery on August 18. It is with profound sadness that we announce the passing of our beloved son Marco Richard Corbin who died suddenly in a tragic accident on August 16th, 2011 at Osoyoos, BC. He will be lovingly remembered by his parents Bob Corbin and Elena DiGiovanni; his younger brothers Robbie and Tony ; Savannah Penner - his high school sweetheart; his grandmothers, aunts, uncles, cousins, friends, friends’ parents, his guitar students, and the many members of the community whose lives he touched. Marco was a 2011 graduate of Heritage Park Secondary, a multi-talented musician, performer, scholar and athlete. He will be cherished forever as a stellar son, brother, grandson, nephew, cousin and friend to all. He has impacted this community by bringing music, leadership and compassion, and by setting an example of youth actively contributing and making a difference in the world. As the oldest sibling of the Corbin Brothers, he lead the group, playing for numerous charities, fundraisers, talent shows, school functions, private and professional events. Mom was an exceptional mother, grandma and great grandma, caring and patient, her love knew no bounds. She had a passion for family and friends, enjoying golf, bridge and laughter. Mom lived a full and happy life. Family would like to thank the staff at Dr. Stuart Pavillion, for their care and kindness to our mom.
