Seniors’ micro-suites approved Lynnhaven Society will get new facility

A new low-rise apartment complex that will provide micro-suites for seniors in the downtown area was given swift approval by council Monday night. The unanimous vote came despite concerns raised earlier in the evening during a public hearing. A handful of people spoke against the proposal, citing parking problems, safety issues and the small size of the planned apartments. However, new Mayor Bruce Banman said council felt the project should move forward. “Basically, it was based on need, more than anything else. We are going to be up 24 affordable suites on this deal overall.” The proposal calls for two rental apartment buildings to be built on Braun Avenue, just off McCallum Road, in the downtown area. Each building will contain 32 micro-suites, consisting of about 280 square feet of living space, providing low-income housing for seniors. The suites are furnished and rent would be no more than $480. The $6.4-million project is being constructed by Algra Brothers Developments for the Lynnhaven Society. The society’s current facility, located on Lynn Avenue, was built in the 1950s, designed to supply housing for veterans. As the years passed, other seniors were welcomed into the homes. However, now 60 years old, the buildings are deteriorating and will likely be torn down in the near future. Many of the seniors have voiced their

wish to stay in the older facility. Residents have the option to move into the new micro-suites, or seek other options. One of the main concerns raised at the public hearing was about the location. The street is close to Jubilee Park, which has a history of criminal activity, as does the surrounding neighbourhood. “The foolishness of placing 30, 40, 50

Conceptual drawing of micro-suite development. seniors in that area is, well, it would be bad,” said Ward Draper of the 5 and 2 Ministry, a local church group that works with those in need. “What’s going to happen if you do do that? Where is that demographic that is already living there going to go? I go up and down ‘crack alley’ every day. Do you want seniors right there? We have stacks of needles, we have active prostitution in that alley. We have drug dealing going on,” he said. But Banman feels the new construction could alleviate those problems.

“There are some concerns, but basically by the time the construction goes into place I think a lot of the concerns in that neighbourhood, the crime, is basically going to disappear. “The type of people who like to use those back streets don’t like a lot of attention ... During the construction phase there is going to be tons of activity and security and people down there.” He feels the increased presence will drive the criminal element away. Banman also plans to talk to the police chief and discuss the “need to spend a little more extra attention out there.” Once construction is complete, a different kind of crime prevention will occur. “There’s nothing better to monitor crime than seniors,” said Banman, adding that the extra eyes in the area will be a deterrent. “My sense is this is the beginning of a change in that neighbourhood.” Abbotsford Police Const. Ian MacDonald agrees with part of the mayor’s theory. “The urban renewal and the rejuvenation of communities or areas is kind of a long-standing practice that has met with a lot of success,” said MacDonald. However, he doesn’t believe the area is a high-crime location. He said the Abbotsford Police and the bike squad have done a significant amount of work reclaiming the neighbourhood and Jubilee Park. As a result, MacDonald said calls to that area aren’t “staggering.” “Our calls for service down there are not disproportionate to the rest of the city.”

Youth centre aims to raise $100,000 One-quarter of goal reached to maintain services

An Abbotsford youth centre still needs to raise $75,000 to reach the goal for its Christmas fundraising campaign. Cyrus Centre, located at 2616 Ware St., is aiming to collect $100,000 this season. Director Les Talvio said that amount will enable the facility to maintain its services for atrisk homeless youth and their families for 2012. These offerings include four emergency-shelter beds, 10 extreme-weather beds, a resource centre, counselling, family support, employment coaching and meals. Talvio said the centre’s numbers have stayed consistent over the past year, with 30 to 50 youth using services each day, and about 1,500 meals (breakfast, lunch and dinner) provided each month. The centre is open 24 hours every day of the year for youth 18 years old and under. “We’re the only ones doing this out here. “There are no other youth shelters (in the area),” Talvio said, adding that the next closest one is in Maple Ridge. We are so blessed to be part of this community.” As part of its fundraising campaign, Cyrus Centre is taking part in the “Raising the Roof ” homeless initiative. This involves the public purchasing a specially designed toque for a minimum $10 donation. All funds raised in Abbotsford stay in the community. The centre is also requesting donations of hoodies, gloves, fast food gift cards, office supplies/gift cards, hot chocolate, sugar and powdered coffee creamer. With $12,000 worth of food donations, last year’s food drive supported by the Fraser Valley Automall was the most successful to date. That is, until this December rolled around. That record has now increased to $15,000, due to this year’s collaborative efforts of the automall’s eight dealerships, Save-OnFoods, and the Abbotsford Fire Rescue

Service. It seems Steve Magown’s ongoing plan to build the momentum of the fundraiser over the past five years has been successful. “Every year we want to make this a bigger and better thing because every year the demand is greater,” said Magown, spokesperson for the Fraser Valley Automall. In its first year, the initiative gathered nearly $7,000 worth of food donations. This Saturday, a convoy of trucks and cars will head down South Fraser Way,

from the automall at Mt. Lehman Road to deliver the donations to the food bank at 33914 Essendene Ave. Magown said that food will be piled high in the back of participating vehicles, including two or three fire trucks, two police cars, a Save-On-Foods semi-trailer and at least seven cars from different dealerships. “It seems that the more noise we make going down South Fraser Way, the more people come to donate the next year.” The event starts at 11 a.m.

NewsBytes CANADA-WIDE WARRANT Mission RCMP have issued a Canada-wide warrant for the arrest of 35-year-old Ryan Waylin Easton, wanted for breaching the conditions of his parole. LAWSUIT AGAINST PILOT One of the pilots involved in a mid-air collision east of Mission last February where two people died is being sued. Patti Hubble’s husband Donn died when his plane and Paul Knapp’s touched wings while formation flying, sending his aircraft into the Dewdney slough. Surrey’s Patrick Lobsinger, who was flying with Hubble, died on scene, while Hubble passed away a short time later in hospital. Knapp made an unscheduled landing in a farmers’ field a short distance from the slough. The civil claim against Knapp, filed in the Supreme Court of B.C. Dec. 7, alleges he was negligent, and this caused or contributed to the collision. The claims have yet to be proven in a court of law.

tion site. Spire plans to build a 1,000-unit storage centre. “Mt. Lehman corridor is going to change dramatically in the years to come,” Baerg said. “As you get those anchor commercial tenants, it’s going to invariably grow. There are other businesses that are attracted to that node just by virtue of proximity to all that activity.” The Vancouver Regional Construction Association (VRCA), has released a report, which examined building permit values during October. According to its findings, seasonally adjusted total building permit values in the region surged 112 per cent in October to $26.9 million, up from $12.7 million in September. Nonresidential permit values rebounded 271 per cent to $22.3 million from $6 million in September. The value of residential permits fell 32 per

cent to $4.5 million from September’s $6.7 million. Analysis of November’s permit numbers is not yet available. “Non-residential activity in Abbotsford hit its second highest level this year,” said Keith Sashaw, president of the VRCA. However, he said it is expected that fewer permits will be issued in 2012. Baerg said despite Sashaw’s forecast, the city is slated to have one of the most robust economies among Canadian municipalities based on gross domestic product. As for residential construction in 2012, Baerg said it would be highly speculative to guess where investment dollars will be going. He said that although the construction of singlefamily units has slowed since 2008, he expects the construction of multi-family units to continue to increase modestly in the coming year.

Revise drinking law Last week, the B.C. Supreme Court upheld most of the province’s new drinking and driving laws, with a notable exception. That exception – drivers who are believed to have blood alcohol samples over .08 will no longer be subject to automatic roadside penalties, but instead may be tested at a police station, and possibly charged with impaired driving. The new strict laws have had a dramatic effect on many people. More than 23,000 people have been caught up in the net since the new laws went into effect about 14 months ago. Most of them have been given suspensions and stiff monetary penalties. Many others have changed their habits, in some cases drastically. This is for the better. The province estimates that at least 45 lives have been saved, as the number of alcohol-related deaths on the roads has fallen dramatically in the past year. The court decision does, however, come to the welcome conclusion that inordinately stiff penalties cannot be levied by police with virtually no chance to ques-

tion the decision. Driving with a blood alcohol level over .08 is a criminal offence. Drivers so charged are subject to the judicial process, which comes to a final decision of guilt or innocence based on testimony, the admissibility of evidence and the facts in front of a judge or jury. The province has no right, under the constitution, to decide on criminal law. That authority belongs to Ottawa. The province can levy fines for offences related to drivers’ licences and the use of roads. That’s why the stiff penalties remain for those who blow in the ‘warn’ range of .05 to .08. There are no Criminal Code offences involved. Stiff administrative penalties remain as possibilities for many drivers, so there is no excuse to drink and drive over the Christmas holidays, or at any other time. It is now up to the province to revise the law, so that it provides proper safeguards for people accused of the criminal offence of impaired driving. – Black Press

B.C. Views Attorney General Shirley Bond is coming off another busy week, announcing new sheriff and clerk training for B.C.’s constipated court system. Then Bond joined Premier Christy Clark to introduce B.C. to another kind of sheriff, the former Los Angeles district attorney best known for busting up one of the biggest nests of crooked cops in U.S. history. Richard Rosenthal went on to clean house as independent monitor of police forces in Portland and Denver, and now he takes on B.C.’s troubled police patchwork, which has been losing the public’s confidence along with the courts. Bond’s other ministry, Public Safety and Solicitor General, announced its senior officials had selected the next commanding officer for the RCMP in B.C. It is unprecedented for a province to do that, but as B.C. gets ready to sign

a new 20-year contract with the federal force, Bond and Clark are trying to demonstrate that they, not Ottawa, are now wearing the pants in this relationship. We’ll see. As the police and court legs of B.C.’s justice system were being strengthened, Auditor General John Doyle released his latest report on the shaky third leg, corrections. In a masterpiece of understatement, Doyle’s office headlined its news release “Opportunities for improvement in community corrections.” You have likely heard about the overflowing B.C. jail system, where even segregation inmates are now being doubled up, as the long wait continues for a new jail in the Okanagan. But as Doyle’s report sets out, nine out of 10 convicted adult offenders aren’t in custody. They’re on house arrest or probation, many with court-ordered conditions to report their whereabouts, stay away from their victims, stay sober and complete various rehabilitation programs. Many are violent. There are currently 24,000 of them, an all-time high and an increase of 28 per cent in the past six years. As with the jail population, a larger

proportion have mental illness as well as addiction. And Doyle found that only about a third of them actually complete the programs they are supposed to take to prevent re-offending. Corrections branch officials say their program for male spousal abusers has a

That’s a pretty good result for an awful crime, the second-largest category of offenders after impaired driving. But that success rate only applies to offenders who actually complete the program. Doyle found several cases where convicted abusers breached their orders to stay away from a spouse, and were not returned to court. There are undoubtedly more, but B.C.’s 450 probation

officers can’t keep all the files up to date, much less punish every breach of conditions. Training hasn’t kept up either – fewer than half of current probation officers have completed the ministry’s anti-spousal abuse course. The NDP deplores all of this and has decades of practice doing so. The part about offenders not completing their rehabilitation reminded me of Dave Barrett in the late 1960s. In his autobiography, Barrett tells how he got into politics because prisoners in B.C. jails weren’t able to complete vocational programs. Barrett was a social worker at the old Haney Correctional Institution. By 1970 he was Opposition leader, demanding that the W.A.C. Bennett government shut down Haney, by then notorious for trades training that prisoners weren’t locked up long enough to finish. Each inmate was costing B.C. more than $4,000 a year, a huge sum wasted, Barrett thundered in the legislature. Today, Doyle calculates B.C. jails cost $71,000 per inmate per year, or $194 a day. Community supervision spending works out to $7 a day. tfletcher@blackpress.ca

letters Thanks and encouraging news from Lilee-Jean’s family It’s a cold and wet Saturday and I just got home after dropping by the communitywide bottle drive in support of Lilee-Jean Putt. I can’t put into words how in awe I was as we pulled up and saw the parking lot of the Abbotsford News so full of bottles and cans and volunteers! Christmas is such a busy time, not to mention an icy cold time, so it was amazing to see how many people, most of whom don’t even know Lilee-Jean, were out sorting thousands upon thousands of bottles and cans. Bottle drives are not exactly a nice and clean fundraiser, and they are a lot of work. That’s why I wanted

to write in and try to express just a little bit of the gratitude we all feel towards the city of Abbotsford. Thank you to all those who brought in their cans etc. Thank you to the businesses who donated refreshments. Thank you to those who helped with advertising. Thank you to Candace and family for getting the drive going. Thank you to those who volunteered on Love for Lilee Day. Thank you to the recycling depot for their offer to match all the donations received. And thank you to all who have shown their love for Lilee and her family through their words of love and encouragement

and prayers. Thank you that as a community you have all been so amazing in so many ways. All this love really keeps us going. We all want to have an impact in our world and to make a difference, and it’s awesome to see how Lilee-Jean’s little life is already doing just that. She has really brought people together and shown us what an amazing place the Fraser Valley is. Plus, because of her, we’ve seen so many huge donations made to Children’s Hospital. Lilee-Jean turned one last Monday (Dec 5) and it has been an exciting week since then! Part of that excitement came with

Nickelback’s announcement of a $50,000 donation to Children’s. Part of the excitement came as we saw the crazy amount of support that you all put out at the bottle drive. But the biggest excitement came as we got Lilee-Jean’s MRI results on Friday, and were told that her tumor has shrunk in half after the first two rounds of chemo! On behalf of Lilee-Jean and all her family, thank you all for your encouragement and prayers. But please do keep it up. We love you all! Carolyn Putt (Lilee-Jean’s aunt)

Immigrants have responsibilities Re: “Fund only official languages” by Hank Nlielsen (Dec. 9) I so agree with this writer! When my family emigrated to Canada from Russia via Germany, here is what the government expected of us: To begin with, “Get a job!” because there were no hand-outs as we got off the boat, so we either sank or swam – our choice. My parents were both educated people, but because they knew no English they had to do menial jobs, like house cleaning, and at night they had to attend English classes. Once they achieved a degree of fluency in English, they were able to enter their professions, my father as an engineer and my mother as a nurse. As for us children, I at age 12 and my two older sisters were placed in Grade 1 until such time as we mastered the Grade 1 reader. Then came Grade 2 with the same assignment, and so on, until we reached the grade level for our age, by which time we were quite proficient in English. During high school my sisters and I worked in people’s homes, performing housekeeping duties

and babysitting for our room and board, while our parents worked to earn enough money for a house, so the family could be reunited. All along, we spoke Russian and German at home, and to this day we remain fluent in both languages. We were also taught the traditions of our country of birth, as well as cooking traditional foods, and we have delighted many friends with these dishes. My sisters and I managed to attend university where we earned bachelor’s and masters degrees. I very much doubt that this would have been possible had we been pampered with “English as a second language,” instead of being totally immersed in English through our primary school years. We are very grateful that the prevailing system encouraged our assimilation into this society, and it goes without saying that, had we felt this to be too much of an imposition, we certainly had the option of returning to where we came from. But instead, we became very proud Canadians. Yes, immigrants do have responsibilities. Margie Pratt

SAINTS is a Mission-based end of life sanctuary for senior and special needs animals with nowhere else to go. Four local community groups are coming together this Sunday for an evening of Christmas music. Happening at the Church of Jesus Christ Latter-day Saints, at 30635 Blueridge Dr., the concert will include performances by the Saint Joseph’s Diocese Ensemble from Mission, the Serenada Singers, choirs from the Latterday Saints Church and a five-member violin ensemble from the Abbotsford Youth Orchestra. The event is being held to build bridges between the different organizations, said Brody McDearmid, an organizer with the Latter-day Saints Church. “We wanted to improve our relationship with the other churches and groups in the community and we found that (Christmas) is a common denominator.” In its first year, McDearmid said that he hopes audiences will walk away saying the evening was touching and inspiring. He also noted that the seating area will include the chapel and hall within the church with audio and visual mediums set up, so that everyone gets a front seat experience. Decorations and a Christmas mural, especially created for the event, will be on display. Admission is free and light refreshments will be available for attendees following the show. There’s a water fight brewing over watersport access at Albert Dyck Park. Last week, Dave Miller of the Fraser Valley Water Ski Club (FVWSC) circulated an email soliciting support to “save waterskiing in Abbotsford.” The cause of his concern is a series of proposals from companies seeking to construct a cable park at Walmsley Lake, a former gravel quarry at the centre of Albert Dyck Park, located in southwest Abbotsford near the airport. A cable park features a permanent overhead cable system to pull water-ski/wakeboard riders via an electric motor, as opposed to

being towed behind a boat as in the traditional version of the sport. Cable skiing/wakeboarding is popular in Europe, and is slowly gaining popularity in North America. There are only a handful of cable facilities in Canada. “It’s a different sport altogether,” said Miller, an Abbotsford Sports Hall of Fame inductee in 2007 who has won slalom titles in boat-powered water skiing at the Pan American Games and the World Championships. “A cable pulls you around, so the whole dynamics of the way you would ski is different.” Mark Taylor, general manager of Abbotsford’s Parks,

to convert the gravel pit into a permanent water ski facility back in 1995. The man-made lake was used for the Western Canada Summer Games that year, and has hosted many professional tours and provincial and national events since. The FVWSC has constructed outbuildings at the park to house their equipment. They lease the property from the city. Miller met with one of the potential cable park operators to see if they could coexist with the FVWSC at the site, but was told

it wouldn’t work logistically. “Because they would put all these obstacles in there, ours would just be in the way of theirs – our jump and slalom course and all that,” Miller said. “We’re not saying there’s anything wrong with a cable park. We’re just saying you have to go do it somewhere else. This is what we do. “It’s like taking hockey players out of the rink because we want to be fulltime figure skating or something.” Since making his appeal for support last week, Miller has received more than 100 letters from water ski enthusiasts from all over the world. “They’re coming in from France, Switzerland, South Africa, the U.S., South America,” he said. “People have been here from all over the world, and they know of the lake. “I don’t believe that the city or council will support it, but we’re just sort of getting our ammunition ready, because they’re going to present it to council.” Miller said there’s no other location locally for the water ski club to set up shop. “We’d be done,” he said. “That’s the unfortunate thing.”

The Abbotsford Heat made a move to bolster their defensive depth on Tuesday, signing blueliner Russ Sinkewich to a player tryout (PTO) contract. With Brett Carson recalled by the Calgary Flames on Sunday, the Heat were in need of another defenceman, and they have some familiarity with Sinkewich – he suited up for two games with Abbotsford last season.

The 26-year-old native of Westlake, Ohio had been playing with the ECHL’s Alaska Aces. A big presence at 6’4”, 219 pounds, Sinkewich has six points and 34 penalty minutes to go with a +13 rating with the Aces this season. Passed away November 23, 2011. It is with deep sadness the we must announce the sudden passing of a kind and gentle soul. We know that she is in a better place without worries and pain. Her passing will be felt by those left behind including her twin sister Elaine (Ken), brother George (Annette), sister Janet (Paul), nieces and nephews including Nicholas, Douglas, Lisa, David and Laura and her many friends. You will be in our hearts forever Cathy. You are greatly loved and will be deeply missed. A celebration of life will be held at Trinity Christian Reformed Church, 3215 Trethewey St., Abbotsford, BC on Friday, December 16 at 1:30 pm with reception to follow. Beloved Mother & Grandma, passed away peacefully Dec. 7, 2011. Predeceased by her husband Ken in 1981 and brother Les in 2005. Phyllis is survived by her 3 children Gail(Alex), Rod(Barb), and Colleen; 8 grandchildren, Chuck, Jennifer, Stacey, Colin, Amanda, Matthew, Cody, and Sadie; 7 great grandchildren; nieces, nephews and many friends. Phyllis was an active volunteer in several organizations for many years. She was also an Overseas Veteran, and a 52 year member of the Royal Canadian Legion and Ladies Auxiliary. Phyllis was also Citizen of the Year in 1977. The family wishes to thank the caring and loving staff at the Mission ECU for the care given during her 6 years there. A service will be held on Saturday December 17 at 10am, at Woodlawn Mission Funeral Home. In lieu of flowers, a donation in Phyllis’ memory may be made to Dr. Stuart Pavilion Extended Care, Mission, or to a charity of your choice.

David F Martens was born September 6, 1921 in Aberdeen SK. In 1948 he married Martha Redekopp, and together they had six children. In 1964 he moved his family to Burns Lake BC where he worked as custodian for the local School District. In 1994, Dave and Martha moved to Abbotsford, most recently to Menno Terrace. He passed away peacefully surrounded by his family Dec 9, 2011. Dave is survived by his wife of 63 years, Martha, and his children, Darlene (Cliff) Jones, Fran (David) Buhler, Stan (Leona) Martens, Gary (Carol) Martens, Joyce (Dan) Siemens, Melanie Martens (Curtis Wrobel). Dave’s life was defined by his faith in Jesus Christ, his love for his family, and his honesty in life. The family would like to thank the staff at Menno Terrace and ARHCC. In lieu of flowers, donations may be made to the Gideons. The funeral will be held Saturday Dec. 17th at 1:30 pm at Cedar Valley Mennonite Church, 32870 Jansen Ave. Mission BC.
