The three main charities that fundraise in Abbotsford over the Christmas season have not yet reached their goals for the year, but staff are optimistic the community will come through. Both the Salvation Army and the Abbotsford Community Services’ Food Bank/Christmas are on par with where they were last year at this time. As of Monday, the Salvation Army had raised about $220,000 of its $500,000 goal, while the Christmas Bureau had collected approximately $304,000 of its $700,000 goal. Cyrus Centre for youth was about halfway to its $100,000 target. All the funds are used for programs and services operating year-round. The three charities expect the funds to rise significantly this week, as tallies come in from various community supporters and the Christmas spirit sets in among the public. Christmas Bureau director Dave Murray said much of their funds are still being counted from donations collected at area

Like most communities, finding the right mix between the desire we all have to live in a community that boasts all of the amenities – recreation amenities, arts and cultures amenities, housing options – but to recognize that what we also need are jobs. Jobs are a function of investment, primarily by the private sector. Ensuring there is a land base available to accommodate that investment and we continue to be viewed as a favourable place for that investment and job creation. And we have a tremendous record here ... I think we are going to have to address issues around transportation and transit – how we move, not just within the city, but between the cities. What are your views on Abbotsford’s water supply needs? There is clearly an issue here. Few of us think about a secure, safe drinking water supply until something happens that tells us it may not be as secure or safe as we thought. I am not someone who was at all critical that the city, the mayor and council of the day identified the fact that there was a need, there was an issue, and took some steps to provide people with an option on how to address that. Now folks have made a decision and declined the option that the mayor and council and city identified for them. That’s democracy. That’s fine. I think at times, governments of all stripes get criticized for not doing something and then they get criticized for trying to be proactive and identifying options for people ... The issue is not going away. Will there be provincial funding available for a new water supply? Money is tight and probably one of the most disappointing aspects of what has transpired is when you have secured a very, very generous funding commitment from the federal government, and top marks to Minister Ed Fast, our local MP, and the federal government. When a community declines that kind of offer it becomes that much more difficult to secure it again, so the math just got a little more complicated on this one. The province is clearly challenged, as are all levels
of government. Our community has received significant provincial dollars over the past 10 years ... there has been an unprecedented level of investment ... The issue isn’t going away and there is no guarantee about where the money is going to come from. But it will ultimately come from the taxpayers. What are your thoughts on the 2011 municipal election results? It’s an interesting one to analyze ... I have known former Mayor Peary for decades, was

to describe my approach to the mix that people often talk about. Are there plans to redevelop the old MSA Hospital site? There is, and there are discussions continuing. I can say this, that the health authority and the city are working together and have worked closely. The idea is to utilize the site in a couple of ways. One, to capitalize on both its history and central location. To centralize some ancillary health and social services there, with the new hospital obviously being the centre of acute care services, but there are a variety of other health-related services and social services that are provided to our citizens and it’s an ideal site for that. We’re also looking at the possible involvement of some other social service agencies that I think people would be interested in welcoming to Abbotsford. As well, there is a seniors’ complex on the site that is in need of upgrades and we are exploring ways to take a portion of the site and utilize the value of that to assist with the upgrade of the facility. So broadly speaking that’s where we’re at. What is the future of health care? Will the budget continue to rise? Well, it can’t, and certainly not at the rate that has been. When we met as health ministers in Halifax a few weeks ago, that was very much the subject of discussion. When we became government 11 years ago, the health care budget was about $8 billion. Today it is $16 billion. It cannot double again because the pressure that it’s placing on other areas of public service is intense. So I am convinced that the transition we need to see, and are going to see, and I hope to promote, is the one that talks about disease prevention instead of purely disease treatment. Chronic diseases are largely, not entirely, but many chronic diseases are preventable or their onset can be delayed or influenced by lifestyle choices. Whether it’s smoking, whether it’s eating, exercise, we all know the mix and the one thing that I have tried to do ... repeatedly, is say to folks ... to quote a former president, “Ask not what the health care system can do for Continued on A7

NewsBytes EIGHT VEHICLE BREAK-INS Eight vehicles had valuables stolen from them during a 24hour period in Abbotsford, and police are reminding drivers to be more cautious. The thefts started at about 7 a.m. Monday, and most of the vehicles involved were unlocked, said Const. Ian MacDonald. The cars were parked in various locations around the city, including parks and driveways. The thefts included wallets, purses and electronics. MacDonald said in one case a man left his keys in his unlocked vehicle. A thief left the car behind, but took the keys and later used them to enter the home and steal items. MacDonald reminded drivers to use an anti-theft device, lock their vehicle even when parking for a brief time, and take their valuables with them.

Traditional gift wrap is not recyclable in the current system because of low paper quality, high dye content and the plastic ribbons and bows that often remain attached, which can contaminate the paper product. Program organizers are suggesting instead of using traditional gift wrap, people can make their own by using brown paper bags or a roll of brown paper and add festive decorations with crayons, paint and stamps. Other suggestions: Gifts can also be wrapped in newspaper, comics, magazines, old road maps or sheet music.Gifts can also be wrapped using blankets, towels, scarves and cloth bags. Old Christmas cards can also be reused and made into gift tags. Make sure you save gift bags, boxes, ribbons and bows to be reused year after year. People make choices … we know there is certain behaviour that is inherently risky, smoking being one of them. And the absence of exercise is obesity. When we meet with the other ministers they all pat the B.C. minister on the back and say you guys have the lowest obesity rates in the country, which is true. It’s 44 per cent, which is terrible. We need to do more to ensure our coming generation understands the imperative of making good choices … We’ve got the first generation that is not expected to live as long as their parents. I cannot think of a more tragic indicator of where we’re at. Polls suggest the provincial NDP party has pulled ahead of the Liberals. Your com-
ments? We have a lot of work to do. There’s an election in a year and a half and I think the government and the BC Liberal party are capable of being very competitive in that election and even winning it, though I never take that for granted. We have come through some very difficult economic times; they are not over yet. We have had to make some very difficult decisions that obviously illicit a reaction, and sometimes a very unfavourable reaction. What has generally resonated with the public over the last 11 years that we have been in power, though, is the realization that we are making those tough decisions on the basis of a set of basic principles. That governments shouldn’t live beyond their means; that the private sector is the engine that drives the economy; that we should do things to encourage investment and job creation; and
that the state has a responsibility to utilize the wealth generated from that investment to provide education, publicly funded and reliable health care system, public safety and support for citizens who, for no fault of their own, require that support. What we are going to need to do in the months ahead, particularly in the aftermath of the HST episode, is regain the trust of citizens...
The world is in the midst of an economic crisis. Is B.C. safe? Nationally and internationally the headlines have been about overall economic dislocation and uncertainty. The province has fared remarkably well. The economy continues to grow, albeit at a much reduced rate. We are still very, very vulnerable to the economic challenges the United States is facing. I’m worried about that. The possibility of the U.S. slipping back into
recession is ... very real and that will impact us. And yet through it all, our employment numbers have remained relatively stable. People continue to come to Abbotsford, to B.C. Investment continues to take place … I think in part, it is attributable to the responsible fiscal management that the government has delivered. We are not dealing with multibillion-dollar deficits. We are in a deficit. But it is by any measure a manageable one at this point and one we hope to retire in the next couple of years, and be back into a balanced situation. Despite the fact that our biggest customer historically, the U.S., are not purchasing products like wood products at the rate they once did, the markets we have developed in China and other Asian countries are providing us with an option that is keeping people at work in B.C.

Bargaining can work While all the sound and fury over education bargaining in the past four months has come from the B.C.Teachers Federation and BC Public School Employers’ Association, some real and substantive bargaining has been taking place. Unfortunately, it doesn’t involve the teachers. The BCPSEA has quietly concluded an agreement in principle with representatives of the Canadian Union of Public Employees and other unions representing support staff in the K-12 public education system. The agreement was announced on Thursday. The agreement is not a final contract, but rather an overarching framework which will apply if school districts can come to an agreement with their local unions by Feb. 29. The agreement in principle calls for no wage increases from 2010 to 2012, but does have a wage reopener clause. It does include some additional money, notably
$7.5 million annually for preparation time for educational assistants. CUPE has not been beating the political drums against the provincial government over education funding, as has the BCTF. Rather, it has worked with the employers’ representative to come up with a realistic contract that calls for no concessions. At the same time, it recognizes that the taxpayers’ ability to pay more has all but run out. Nor has it brought in moves designed to apply pressure, such as refusing to do report cards or formally meet with parents to discuss student progress, as the BCTF has. The BCTF has legitimate issues about class size and composition, and how to resolve a lawsuit it won over past changes to its contract. Premier Clark on her political year I recently sat down with Premier Christy Clark for a year-end interview to talk about her eventful first year back in politics. Here are excerpts from that discussion:
And that’s all starting to move pretty quickly. The Taku River Tlinglit economic agreement (mining development and protected areas in the Atlin area), there are a number of these agreements that are starting to flow out, and it’s been a long, slow, frustrating process. So now is the wrong time to walk away from the process, because there’s been 20 years of work invested in this, and we’re finally starting to see the fruits of it.
TF: People in general are a bit cynical about the treaty process. You could say that about Sophie Pierre (former Ktunaxa chief and chair of the independent B.C. Treaty Commission). In her report this year she talked about the mounting debt from 20 years of negotiations and basically gave an ultimatum to fix it or shut it down. Do you see the commission continuing as it is, or do you see some changes ahead? PCC: We’re not planning any significant changes to it. We are starting to see, just now, the fruits of all the work from the ministry and from the government and from the treaty commission.
TF: A related subject is the proposed Enbridge Northern Gateway oil pipeline. There’s a lot of aboriginal opposition to that. The federal Natural Resources Minister, Joe Oliver, not too long ago called this a “nation building project.” It certainly fits with your jobs strategy. Do you support the concept of the pipeline? PCC: First of all, we are foursquare behind the concept and soon-to-be reality of the liquefied natural gas pipelines, which would take B.C. gas and get it to the port at Kitimat. through the environmental approval process, it’s all working. The Enbridge proposal is far from that. Being able to get triple the price for Canadian oil would be a big benefit for Canada overall. But the project is one where we have to examine both the costs and benefits. That’s why it’s in the

This is the first of its kind, so I think we have to get a good look at it, and once we have the facts before us, we can have a debate about whether it should go ahead. TF: The carbon tax. Do you think it’s working, and will we see changes in the years to come?
PCC: I think that it’s probably affecting people’s and businesses’ decisions about their reliance on carbon as a source of energy. I don’t want to overstate that, though. The thing about the carbon tax is that it’s hard to know how much difference it’s made. But I think anecdotally we see that it has made some difference. We are in the process now of consulting with both the job creator community and citizens about where they’d like us to go next with the carbon tax. We have to keep in mind that the economy is fragile. But we want to remain a leader on the environment, which where we are right now in North America. ••• The interview also touched on Clark’s efforts to ease the pain of getting rid of the HST, and other issues. Prisoners should pay I can’t help but comment on Jeff Nagel’s article headlined “Embattled courts on way to ‘tipping point,’” in the Dec. 17 edition of The News. The problem with our justice system is the fact that the costs are due to the absence of proper judgments. When an offender is tried they are given a jail sentence at the expense of the public, via our taxation system, instead of placing all the charges against the offender or the offenders immediate family members to teach the offender a financial lesson they will remember the next they decide to break the law. Or when the offender commits a heinous crime, they are placed within the jails at the expense of the taxpayers. It’s as if the taxpayers are the guilty ones. But here again the prisoner receives free room and board for years on end, instead of placing

all the expenses upon the prisoner or upon the prisoner’s immediate family members, even if properties are to be confiscated – again teaching the offenders and their immediate family members crime does not pay. Doing it this way will cause all family members to police each other from going astray. For real heinous crimes, an early death sentence should be used and the portion spent in jail should be charged against the immediate family members. This action would give the victims family members closure to their family member’s departure. The way I see it, those in the justice system must blame themselves for the out-of-control expenses they caused via the abuse of our tax dollars. Rick Mueller

A Supreme Court judge has said that Abbotsford Police exceeded their powers when they gathered evidence at the scene of a medical marijua-
na grow-op without a search warrant in February 2009. Justice Brian Joyce ruled at the end of a voir dire (trial within a trial) in Chilliwack Supreme Court on Monday that the
evidence should be thrown out against Pencho Batanov of Abbotsford. He was due to go on trial Nov. 21 on charges of unlawful production of marijuana and possession
for the purpose of trafficking, but the case was delayed by the voir dire. The matter stems from a report to police on Feb. 10, 2009, in which the caller indicated three men
wearing hoodies had entered the backyard of a home across from her residence in central Abbotsford. Police who responded to the call searched the outside of the home and noticed that

grow-op and they were concerned that a “grow rip” might have taken place. They went to the door of that home, announced their presence and entered the house when they received no response. The officers found no one inside, but came across the grow-op in the basement. The officers testified that they did a rough count of the plants, each arriving at a number between 150 and 230. One also made note that there were 21 lights. Another officer came across the medical marijuana licence, which indicated the maximum number of plants allowed was 49. They later returned to the residence with a search warrant and seized the plants and equipment, along with some documents. Batanov was later charged. Joyce said police were justified in entering the home in order to check on anyone who might have been injured or in need of help. However, they exceeded their powers when they collected the information that became the basis for the search warrant. Joyce said this amounted to an “unauthorized and unlawful search.” “Their powers are limited to those required to ensure public safety. They do not have the power, without a warrant, to conduct a search for evidence or otherwise conduct an investigation, within the residence, into an offence,” Joyce said. He ruled that evidence that should be excluded from the trial include the number of plants counted in the home when police first entered, the number of lights, and the content of the medical marijuana licence, as well as the evidence obtained as a result of the search warrant.

B.C. seeking extension on HST debt

B.C. will likely get extra time to repay the $1.6 billion transition fund it accepted when it implemented the harmonized sales tax, federal Finance Minister Jim Flaherty says. “It’s clear the money has to be repaid, and the government of British Columbia doesn’t question that,” Flaherty said at the end of a finance ministers’ meeting in Victoria Monday. “Their
view is that they’d like more time to repay it. It’s due at the end of March 2012. I had very good discussions with [B.C.] Finance Minister [Kevin] Falcon about that, and I’m hopeful that we’ll be able to come to an agreement very soon, which would give the province some additional time to pay the total amount.” Falcon had little to say about the discussions. “We’ve always been clear that we are going to uphold our obli-
gation under the agreement, and that’s to pay back the amount,” Falcon said. “And what we’re talking to Jim about is the terms of the agreement. Those conversations continue and I’m not going to negotiate that in public.” After B.C. voters rejected the HST in a referendum last summer, Falcon and Premier Christy Clark have discussed the terms of paying the money back. Clark confirmed last week that she had
asked federal officials to consider forgiving some of the money because the HST will have been in effect for more than two years by the time it is repealed. The B.C. government has booked the repayment as a cost on its books for this year and next, pushing the provincial deficit up substantially. Falcon has committed to balancing the province’s budget by 2013, when the next B.C. election is scheduled.

Rental vacancy high in Abby
Abbotsford has among the highest rental vacancy rates of the country’s major centres. The average rental apartment vacancy rate in Canada’s 35 major centres decreased slightly to 2.2 per cent in October 2011, from 2.6 per cent in October 2010, according to the fall Rental Market Survey released today by Canada Mortgage and Housing Corporation (CMHC). However, Abbotsford was found to be an exception to that trend. The survey reveals that the major centres with the highest vacancy rates were: Windsor (8.1 per cent), Abbotsford (6.7 per cent) and Saint John (5.9 per cent). On a provincial basis, the highest vacancy rate was in New Brunswick (4.8 per cent). “Modestly higher levels of employment among persons aged 15 to 24 likely increased household formation among young adults, thereby increasing rental housing demand,” said Mathieu Laberge, deputy chief economist at CMHC’s market analysis centre. “This, combined with the supply of newly constructed rental apartments moving slightly lower, pushed Canada’s vacancy rate downward. In October 2011, the major centres with the lowest vacancy rates were: Regina (0.6 per cent), Winnipeg,

Abbotsford Heat forward Paul Byron received his second callup of the season from the Calgary Flames on Monday afternoon. Byron was summoned after the Flames' forward depth took a hit in the wake of Sunday's game against the Chicago Blackhawks. Matt Stajan was placed on the injured reserve after suffering a sprained ankle, and Rene Bourque was suspended two games for a hit on Chicago's Brent Seabrook. Byron has four goals and three assists in 18
games with the Heat this season. During an earlier stint with the Flames this fall, Byron posted two goals and a +4 rating in six games. Four Bruins picked for midget all-star game
Four members of the Fraser Valley Bruins have been named to the B.C. Major Midget League all-star hockey game. Forwards Jake Virtanen, Mitch Skapski and Matt Revel made the cut for Team Blue, along with defenceman Austin Edwards. The trio of forwards each find themselves among the top 12 in BCMML scoring, while Edwards, with 22 points
in 24 games, is second in scoring among blueliners. The all-star weekend runs Jan. 14-15 at Coquitlam’s Planet Ice. This past weekend, the Bruins wrapped up their pre-Christmas schedule on a high note, sweeping a pair of road games against the Thompson Blazers. The Bruins edged the Blazers 5-4 in Saturday’s opener, with Revel and Virtanen potting two
goals apiece. They completed the sweep with a 6-5 triumph on Sunday, with six different players finding the net – Virtanen, Skapski, Bradley King, Mike Nolan, Clayton Lake and Josh Hwang. The Fraser Valley club evened its record at 10-10-4, good for eighth place in the BCMML, and they’re just one point back of the sixth and final playoff spot.

In Brief Q Noah Juulsen, captain of the Abbotsford bantam A1 Hawks hockey team, was the recipient of the Dallas Saunders Award at the recent Abbotsford International Bantam AAA Tournament. The award is presented annually in memory of Saunders, who died tragically in 1996 at the age of 15 after being hit in the chest with the puck while attempting to block a shot. Juulsen, a skilled two-way defenceman, was picked for the 2011 edition of the award, which emphasizes leadership and character. The Hawks went 1-1-1 during round robin play at their home tourney to finish third in their pool, and wrapped up the event with a 4-3 win over Kelowna. The Cloverdale Colts won the title, doubling up on Okanagan Hockey Academy 8-4 in the final.

Members of the University of the Fraser Valley athletic department knocked on doors around Abbotsford last weekend seeking donations for the Abbotsford Food Bank, and filled 21 boxes with nonperishable items. The walk-and-knock was spearheaded by Alexa McCarthy and her teammates from the women’s basketball squad, with help from other Cascades sports teams.

Watoto Children’s Choir
T he Watoto Children’s Choir is coming to Abbotsford on Jan. 17 at Central Heights Baptist Church, located at 1661 McCallum Rd. With the word watoto meaning “the children” in Swahili, 51 choirs have been founded since 1994 to address the Ugandan orphan crisis. In sub-Saharan Africa, more than 14 million children have been orphaned by the HIV/AIDS
epidemic. With three established Watoto Children’s Villages in Kampala, Uganda, and Gulu (northern Uganda), the agency currently provides care and education to 2,500 children. The organization is hoping to care for 10,000 children by 2023. Guys and Dolls on stage
Musical will be performed by Yale Secondary Theatre Melissa WELSH Abbotsford News
Every year, Yale Secondary High School puts on a largescale performance. This February, the musical theatre’s show will be based on the broadway stage play, “Guys and Dolls.”
Written by Jo Swerling, with music and lyrics by Frank Loesser, the story is a popular one, adapted first into a book and then into a film starring Frank Sinatra. The play also won a Pulitzer Prize for drama in 1951. Students and staff have started rehears-
als for the concert that will include singing, dancing and a comical story. The plot line centres on characters from the 1950s, who gamble not only with their wallets, but their hearts as well. Performances of the musical will be held at the Abbotsford
Arts Centre, at 2329 Crescent Way. Show times are Sunday, Feb. 12 at 2:30 p.m.; Feb. 13 & 14 at 10:30 a.m.; and Feb. 16-18 at 7:30 p.m. Tickets are $12 and can be purchased at the school, located at 34620 Old Yale Rd. For more information, call 604-853-0778.

Restorative Justice aims to resolve crime outside of the traditional court system through encouraging first-time offenders to take responsibility for their actions and to make amends directly to those they have harmed—most often through a face-to-face mediated process. This program also allows for those who have been negatively affected to have direct input into how the harm will be repaired, and what amends are needed to make things right. Giving a voice through this non-adversarial process to those who have been directly affected allows for healing and closure to occur.

ANTON (Toni) FUSSI 1930 ~ 2011 Our beloved husband, father, Opa and Uhr Opa passed away on Sunday, December 18, 2011 with his loving family at his side. Toni was born in Austria on June 8, 1930 and immigrated to Abbotsford with his family in 1954. He started his plumbing business, A.F. Plumbing, shortly thereafter and retired in 1989. He had a love of the outdoors, fishing, gardening, music and woodworking. He is predeceased by his mother and father, Elisabeth and Eustachius, his sister Agatha and his brother, August. He is survived by his loving wife, Susanna, his children, Melitta (Greg), Susanna, Toni (Peter) and Robert (Rhonda); his grandchildren, Christine, Gregory (daughter Zayla), Andrew, Trent and Brianne; his step grandchildren, Sonia (Darrell), Fred (Diane), Paul (Renya) and Victoria (Daniel); seven step great grandchildren; three step great great grandchildren. The family wishes to thank the caring staff at the Abbotsford Regional Hospital. A Mass will be held at St. Ann’s Roman Catholic Church, 33333 Mayfair Avenue, Abbotsford, BC on Friday, December 23, 2011 at 10:30 am. In lieu of flowers, a donation in memory of Toni Fussi may be made to the Canadian Cancer Society.

Predeceased by her husband, William “Bill”; son, Ronald; grandson, Richard; five brothers and four sisters, she will be lovingly remembered by her children, Gerald (Naomi), Reginald (Roseanne), Beverly (Darcy) and Evelyn (Dennis); her grandchildren, Carla, Michael, Jason, Ryan, Desirae, Andrew, Bradley, Megan and Joshua; her sisters, Hulda Koop and Annie Goertz; brothers, Samuel and Edwin Goertz as well as numerous nieces, nephews, extended family and many friends. Lyn was a 30 year member of Mission’s Hospital Auxiliary, and a great supporter of many local charities. She was a heck of a rummy player too. She is sadly missed by many. Lyn requested no service however a brief graveside service will be announced at a later date.
EHRENHOLZ, Richard Lucien “Dick” Richard Lucien “Dick” Ehrenholz was born in Poland on August 5, 1924, father, John Louis Ehrenholz and, mother Lidia Halikow, survived by siblings, John Ehrenholz, Lucy Fatkin, Alice Stark, Shirley Allert, Nettie Donovan and many cousins. Immigrating to Canada as a young child, they lived a short while in Saskatchewan before relocating to Bradner, B.C., where he went to school and met the love of his life of 67 years, Rose, who he married on August 26, 1944 and had four children Wayne Ehrenholz (predeceased), Ron Ehrenholz, Elaine Dyck, Diana Kowaliuk, 2 Son-In-Laws, Gary Dyck and Lyle Kowaliuk as well as 8 Grandchildren, Jason and Karmen Ehrenholz, Amanda and Gregory Dyck, Josh and Shelby Lockwood, Makayla and Courtney Kowaliuk. Married life began in Bradner on their family farm on Interprovincial Highway and he resided here until 1989 when they moved to their current address on Marshall Road in Abbotsford. Bradner was very much home for Dick and he became an integral part of the Community through his involvement in the Bradner Community Club. Dick’s work history started in the logging camps and the road construction industry throughout the Province of B.C. and concluded with a 22 year career as Deputy Superintendent of Public Works at Matsqui Municipality, when he retired in 1988. He was a big, gentle man, who loved sports, enjoyed people and displayed a logical demeanor that allowed him to think through problems and handle situations with grace and dignity. He loved his family and friends and enjoyed life to its fullest. Dick passed away at 11:40 p.m. on December 17, 2011 surrounded by his wife and family. Memorial Services will be held Wednesday, December 28, 2011 at 2:00 p.m. at Bradner Hall. In lieu of flowers, the family asks that donations be made in his name to the Heart and Stroke Foundation.
