A strong gas-like smell reported in the Auguston area of Abbotsford on Tuesday was attributed to an oil spill in a Kinder Morgan facility. Kinder Morgan Canada spokesperson Lexa Hobenshield said oil was discovered in a tank containment area at the Sumas termi-
nal just before 7 a.m. that day. The company operates an oil pipeline that runs in the vicinity of Sumas Mountain, and has an oil storage facility in the 4100 block of Upper Sumas Mountain Road, just southeast of McKee Road. “To be clear, although we have oil in a containment area at Sumas Terminal, and local area residents are experiencing nui-
sance odours, there are no health concerns,” Hobenshield said Tuesday morning. She said the spill was contained on the property. Workers placed foam on the oil and vacuumed it up. Air quality in the area was monitored, she added. The cause of the release is still under investigation. Continued on A3

Stave Lake water proposal cost city $3.54 million

A total of $3.54 million has been spent on the unsuccessful Stave Lake water project. Abbotsford invested $2.44 million from April to November 2011, and another $1.1 million was spent before April 2011, in conjunction with the Abbotsford/Mission Water Sewer Commission (AMWSC). Tracy Kyle, director of water and solid waste, said a majority of the cost was for project development, which could still be relevant. However, another $1 million was spent on grant applications and communications. The city’s initiative to inform the public was originally expected to cost $200,000, but the final figure came in more than 50 per cent higher. “At the end of it, when we’ve added everything up and factored in the city staff time, it’s coming in at $326,000,” said Kyle. Included in that total was $85,000 for a team of students and part-time help who promoted the project at public locations, $46,000 to the PACE Group marketing company, $20,000 for two public opinion polls, $42,000 for mail drops, and various advertising costs, open houses and telephone town hall meetings. The city also spent $372,481 – and another $275,000 as part of the AMWSC – on grant applications, including the P3 business case which cost $502,000. That money went for naught after the public voted against the water proposal.

Mission Mayor Ted Adlem said he had not seen the report and therefore could not comment on the costs. “I’m not familiar with the figures, but I’m sure I will be made familiar with it the next time we go to a water and sewer commission meeting,” said Adlem. Abbotsford staff are discussing options for a new water supply and Stave Lake is still a possibility. Pizzuto said the AMWSC will provide direction on how to proceed. “It has always been our intent that we have a partnership with Mission and certainly the need for water for both Abbotsford and Mission is going to be there ... so we are glad to be able to discuss it with them again.”

“Appropriate regulatory agencies have been notified, along with local authorities and residents,” Hobenshield said. Local residents reported experiencing headaches and nausea due to the strong smell, and students at nearby Auguston elementary were kept inside for part of the day. Once the smell dissipated, they were permitted outside for the last 10 to 15 minutes of the lunch break, said school district spokesman Dave Stephen. Lark Rafuse, who lives in the Straiton Bowl area north of the Kinder Morgan site, said the smell was “horrible.” “I’m trying to stay inside ...

GROW-OP BUSTED Abbotsford Police busted a grow-op last Friday night in a west Abbotsford warehouse and seized 120 marijuana plants. Const. Ian MacDonald said the Marijuana Enforcement Project executed a search warrant at the facility – located in a business complex in the 30500 block of Progressive Way – at about 5 p.m. The grow-op was located in a 20-foot cargo trailer. MacDonald said the owner of the trailer, a 35-year-old Mission man, arrived at the site at about 7 p.m. Police will be recommending charges of possession for the purpose of trafficking and production of a controlled substance.
FOUR-WAY STOP TICKETS The Abbotsford Police Department is reminding drivers to be mindful of four-way stop procedures when approaching traffic lights that are not working. Const. Ian MacDonald said several drivers were ticketed on Monday when they sped through the intersection of Highway 11 and Harris Road. Lights were out in that area from about 8 a.m. to 2 p.m. “We had people flying at 100 k right through the intersection ... including semi-trailers,” he said.
MAYOR’S CAR ALLOWANCE Abbotsford Mayor Bruce Banman has been granted a car allowance by council. The mayor will receive $700 a month, or $8,400 per year, if he uses his own car. He also has the option of using a city vehicle. Council restored the allowance, which previous Mayor George Peary had declined.

Tiered water rates revisited Abbotsford will rethink its tiered-water rate system. After a lengthy debate and three delegations voicing concerns and offering suggestions to alter the billing system, council has referred the issue back to staff for a month. At issue is the negative effect tiered-billing has on households with large families or secondary suites.
The current water rate is $1.13 per cubic metre (1,000 litres). However, in the peak use months, May to October, only the first 60 cubic metres used in a billing cycle (every two months) is $1.13. The cost jumps to $1.43 for 60 to 91 cubic metres and rises again to $2.26 for every cubic metre over 91. Larger families use more water and many feel the system is unfair.

Building permits up 80% Following a rebound in October, building permit values in Abbotsford fell back in November, according to Vancouver Regional Construction Association’s analysis of a Statistics Canada Building Permit Report. Seasonally adjusted total building permit values in Abbotsford dropped 76 per cent in November to $6.4 million, down from $27 million in October. Non-residential permit values fell 92 per cent to $1.8 million from $22.3 million in October. The value of residential permits remained largely unchanged, rising to $4.7 million from October’s $4.5 million. “The permit value fluctuations in the past two months have been on the non-residential side, with residential permit values holding steady,” said Keith Sashaw, president of the VRCA. Year-to-date total permit values were 77 per cent higher to $259.1 million in the first 11 months of the year compared to $146.7 million in the same period last year. Non-residential permits were 217 per cent higher to $172.3 million, while residential permits were down five per cent to $80.3 million.

Abbotsford has received $890,000 in federal and provincial funding to upgrade electrical and control systems at the Barrowtown Pump Station. The announcement was made Tuesday in Vancouver and is part of Western Economic Diversification Canada’s Building Canada Fund. The funding, geared toward 22 flood mitigation projects, is aimed at helping communities meet their pressing infrastructure needs.

Impractical slots decision Puzzling is perhaps the kindest description that can be given to Abbotsford council’s 5-4 decision Monday night to disallow more slot machines at the Chances Community Gaming Centre. We understand long-standing concerns in regard to gambling. It is a recreational activity that certainly does have downsides. For some people it’s addictive, devouring income, tearing apart families and relationships, and in the most severe cases, leading to criminal activity to support the habit. There are moral arguments to be made to keep gambling out of a community entirely. Except, of course, that those who wish to gamble will simply go to the nearest city that does allow the activity. And the same thing will apply here in respect to Monday’s vote. Abbotsford chose to allow slot machines in 2009 at the former bingo hall.
Now, with public demand outpacing available slots, Chances wanted to bring the existing maximum of 125 machines up to 300 over time. The operation was seeing revenue walk away, as gamblers took their money to other facilities. Ultimately, the city and its various charitable groups that receive nearly $1.4 million from the gambling proceeds, are also losing out. The point is, gambling is already here. We don’t agree that more machines available translates into more money being taken from local family budgets, as opponents assert. That money will be spent anyway, at nearby casinos in Langley, Surrey, or in Washington state. In fact, a 2010 survey at Chances revealed that nearly half of the players come from out of town. The gambling genie is already out of the bottle in Abbotsford. Limiting the number of slot machines now makes little practical sense.

B.C. Views Federal Natural Resources Minister Joe Oliver set off a loud, but poorly informed debate as environmental hearings began into the Enbridge proposal to pipe Alberta oil to the seaport at Kitimat. Oliver’s open letter blasted foreignfunded environmental groups that “threaten to hijack our regulatory system to achieve their radical ideological agenda.” This letter was seized upon by critics and the media, and misrepresented as an attack on anyone who opposes the pipeline or further expansion of the Alberta oil sands. Of course, all opponents aren’t foreign or radicals. That was made clear when the Enbridge hearings opened in the Haisla village near Kitimat. Haisla members told the throng of out-of-town professional protesters to sit down and shut up. They don’t need self-appointed urbanites to speak for them.
The fact of foreign funding is no longer questioned, thanks to research by B.C. blogger Vivian Krause, primarily from U.S. tax returns. Three years after I first wrote about her work, it is finally part of the national conversation. What is the foreign-funded agenda? Oliver put it this way: “No forestry. No mining. No oil. No gas. No more hydroelectric dams.” Here are three notions that have become entrenched in the urban mind in recent years: Clear-cut logging is by definition bad. Alaska salmon is wild, and thus superior to farmed. Run-of-river hydro destroys rivers. All are aggressively promoted by certain environmental groups. And all are false. On forestry, B.C. media have been spoonfed by U.S.-backed environmental organizers since Clayoquot Sound in the 1980s, when wealthy Americans first decided to save B.C. from itself. Greenpeace founder-turned-critic Patrick Moore was in Victoria last week to speak to the Truck Loggers’ Association. He pointed out that North American “green building” standards reward locally sourced concrete and steel, but not wood. Why? Because big international organizations like Greenpeace and Sierra Club are
so invested in opposition to logging, they end up backing environmentally destructive policies. On oil, the debate has been dumbed down to the point where even movie stars can participate. Protesting a pipeline from Alberta to the

U.S., Hollywood darling Robert Redford recited the usual talking points about the “tar sands scourge.” Alberta oil sands can be seen from space, Redford moaned. So can Venezuela oil sands, a major U.S. source. So can Redford’s vast Utah ranch and ski resort development. Redford parrots the claim that oil sands extraction produces three times the greenhouse gases of conventional oil. This is the big lie of “tar sands” campaigners. Threequarters of emissions from all crude are
generated when the refined fuel is burned by things like Redford’s limo, or the airline for which he voiced TV commercials. The Alberta government reports that average emissions from oil sands crude are 107 grams per megajoule, slightly more than U.S. Gulf Coast crude at 104. California heavy crude comes in higher, at 114. And if carbon is the issue, what about U.S. coal mines that tear the tops off mountains and run the longest trains in world history to feed the country’s 600-plus coal-fired power plants? Where is Redford on that? And hijacking the regulatory process? Look no further than the Dogwood Initiative, an obscure Victoria outfit that admits to taking about 40 per cent of its funding from U.S. sources. Its “mob the mic” campaign signed up 1,600 people to speak at the Enbridge pipeline hearings. Among the signatories are “Cave Man” and “Jonathan Seagull.” But wait, aren’t oil, power and aquaculture companies foreign funded? Certainly some are. The difference is, they create jobs. 360 group wins National Award
Benefits of arts I am saddened and frustrated when I hear shortsighted and uninformed comments about money and support for the arts being an unnecessary waste in Abbotsford. Nothing could be further from the truth. The arts are a critical element in the development and maintenance of a vibrant, healthy community. The arts define a community’s identity, provide a legacy for tomorrow and honour the historic and cultural makeup of its citizens. The arts offer opportunities to engage citizens as creators and audiences for the enrichment and development of all. The arts have the ability to break down barriers, cultivate a celebration of diversity, and build bridges and understanding between disparate groups. The arts attract visitors and tourism dollars, and act as an ambassador for a community when those visitors return to their part of the globe. The arts help set the tone for the urban landscape and cultivate civic pride. The arts contribute substantial economic benefits, both directly and through spin-off business, thereby helping to ensure an economically vibrant and sustainable future for our city. While much of the visual and performing art going’s-on in our town are privately operated, there is a responsibility of municipal government to cultivate the arts as part of its community stewardship toward a vibrant and healthy community. With the arts being historically an undervalued sector in this town, it’s time for anyone who sees the value of the arts to stand up and be counted. Abbotsford’s own 360 Fabrication Inc. are the recipients of the 2011 Body Shop Magazine’s Custom Refinish award. Awarded annually, it is given to the top custom shop for all of Canada. Up until this year it has never been awarded to a shop on the West Coast. Brothers Rick and Daryl Francoeur (owners/founders) started 360 Fabrication in 2006 as a small auto body shop in a 3,000 s.q. ft. garage. At that time their staff included one painter along with themselves. In five short years they have already grown to become Canada’s second largest custom shop after moving into
a 22,000 sq. ft building located at 31450 Peardonville Avenue in Abbotsford. In addition, 360 is on route to expand their current 33 employees to more than 40. A custom body shop for exotic cars, trucks, hot rods/ muscle cars and bikes, their customer base spans far outside the Lower Mainland. With clients from LA through to Toronto that comprise of corporate clients, rock stars, and even professional athletes. 360 Fabrication is rapidly becoming known for their unique ideas and top notch quality custom work. Rick states that

Code Runner is the first release for the brand, which is already garnering industry buzz. “It’s a way to combine intense storytelling with the popularity of geocaching.” Chapman said. “You walk around triggering different audio and visual content. Playing the role of a spy, for example, you
can hack into a security camera and “see” what it sees.” Geocaching is a real-world treasure hunting activity, based on using Global Positioning System enabled devices to find caches located around the world. As a Code Runner, you are recruited to find objects and locations at specific coordinates and use the information they contain. The game has been a labour of love for the team, who sacrificed evenings and weekends, and occasionally took time of from their regular jobs in order to keep the project moving. Agrifair, Ledgeview among funding requests Kevin MILLS

The Abbotsford Agrifair needs $200,000 in funding from the city, or it may be the end of the event, Pamela Brenner, general manager of the fair, told council Monday. The Ledgeview Golf Club Society made a similar request, seeking $250,000 in funding. Each year the city supplies money to agencies providing a service to the community. Last year, the city gave Agrifair $90,000 in funding, but the event still lost just over $20,000. “Now we are planning for Agrifair 2012, facing significant financial challenges.” In preparing the new budget, four options were considered by Agrifair’s directors – increase gate prices, reduce costs by cutting entertainment including the rodeo, acquire $200,000 from the city, or “close Agrifair’s doors,” said an emotional Brenner. “Are you prepared to see the end of an event that has been in this community for 101 years?” she asked. The Ledgeview Golf Club Society has never sought funding from the city before, but president Pat Differ said times have changed. “We were experiencing some difficulties with respect to the decline in the economy and the decline in the golf business. We were at a point where we were having difficulty ... continuing throughout the end of our lease, which has another four
years to go.” After running the course successfully for the past 30 years, the club lost $112,000 in 2010, $240,000 in 2011 and is expecting to lose $150,000 this year. Differ indicated the society is over-extended at the bank and may not be able to continue without the city’s support. The group was created in 1978 to run the city’s public golf facility on McKee Road. Council will debate the requests during its budget deliberations.

Thankful sisters give back

Their mother, Ruth Harris, had been undergoing months of chemotherapy for breast cancer when her stroke occurred. Hayley, now 23, was

rehabilitation centre monitoring Ruth’s progress. Hayley said with the help of the Heart and Stroke Foundations Stroke Recovery Program, their mother is once again living on her own. The program offers Ruth independence after hours of rehab and speech therapy, as well as a community support worker and 20 hours a week of companion help to adjust to living alone again. She used to cook and package meals for Bob, a homeless man and his dog in downtown Abbotsford. The first time the girls could take her out of the hospital they went to visit him to let him know she was doing well. Hayley, who was once scared her mother would never live to meet her first grandson, said if the doctors could see Ruth now, they would be shocked. Ruth can no longer talk, and is largely confined to a wheelchair, but she can walk with a cane and understands conversations. The girls do all the grocery shopping, prescription refilling, food preparation and household chores. Home care and the community support worker assist with the rest of the daily appointments and meal prep. Hayley runs Suburban Nail Bar and Maureen is the owner of Xtreme Talent, a dance and fine arts school, both in Abbotsford. The sisters are raising awareness
and support for the organization they say has given them their mother back. Through Xtreme Talent, Maureen organizes the Divas and Diamonds beauty pageants for girls under 20. Last Sunday, she unveiled the fundraising efforts of a Queen of Hearts themed pageant. Twenty-eight girls from B.C. and Alberta had been raising money for the Heart and Stroke Foundation in friendly competition with Maureen and her students. The children at Xtreme Talent know Ruth well and were returning cans and bringing in piggy bank money to support the cause. The event raised an estimated $2,800 for the Heart and Stroke Foundation, with one contestant reportedly raising $600 on her own. Maureen’s students eked out a win but final totals are still being collected. All proceeds raised by the competing divas and Xtreme Talent and its students go directly to the foundation. Insights into Canadian real estate Real estate is a huge part of the Canadian economy. Housing-related spending accounts for more than 20 per cent of Canada’s Gross Domestic Product, contributing about $330 billion to the Canadian economy in 2010. That number is up 7.1 per cent from $308 billion in 2009. This and other key findings are in the ninth annual Canadian Housing Observer, released recently by Canada Mortgage and Housing Corporation (CMHC). “The Observer is unique in its in-depth review of housing conditions and trends, including developments – both domestic and international – that influence housing finance and housing market developments in Canada,” said Karen Kinsley, president of CMHC. “The Observer’s data provides insight into Canadian residential mortgage practices and housing market trends, while highlighting the importance of housing in this country.” The 2011 Observer looks at other important housing data including: Q The anticipated growth in the influence of se-
niors on the housing market in the future as their share of the population rises from about 14 per cent to almost 24 per cent by 2036; Q How urban core housing need improved between 2002 and 2008 as 87 per cent of urban Canadian households either had, or could afford, acceptable housing in 2008; Q How low interest rates, coupled with a small inventory of existing homes for sale, helped push the average MLS price up by 5.8 per cent in 2010 to $339,042; and Q How condominiums accounted for one-third of all housing starts in major Canadian urban centres in 2010, compared with 29 per cent in 2009. Online, users can access a broad range of statistical information on housing conditions from national, regional and local perspectives. New this year is the launch of additional online interactive tables featuring housing data at the local level for more than 100 selected municipalities. The online publication and data are available at www.cmhc.ca/observer. CMHC is Canada’s national housing agency.

Jasper Moedt says that “hate” is too strong a word to describe the emotions involved in the red-hot basketball rivalry between his University of the Fraser Valley Cascades and the Trinity Western Spartans. The Spartans went on to win silver at nationals. That barn-burner of a playoff series reached a boiling point late in the third quarter of the decisive Game 3, as Cascades power forward Josh Kufske was ejected after stomping on the head of the Spartans agitator Kyle Coston. It was a retaliatory move after Coston, having fallen to the floor battling for a rebound, grabbed Kufske’s ankle and hung on as he tried to run up-court. Kufske no longer plays for UFV – he retired at the end of last season in order to focus on his young family. But Moedt, his former Yale Secondary teammate, is eager to pick up where Kufske left off in the physicality department . . . within the rules, of course. “I think that Josh went a little too far,” noted Moedt, who sat out all of last season with a torn ACL in his right knee. “But they’ve got some guys that really like to try and play a little too physical, maybe outside the rules. “I think he (Coston) works really hard to get into people’s heads. I think it’ll be a mental test for us.” The Cascades men are ranked 10th in the nation, and at 9-5 in Canada West play, they’re one game up on the Spartans (8-6) for the third and final guaranteed playoff spot in the Pacific Division. Abbotsford’s college volleyball teams were on Vancouver Island on the weekend, and it was the Columbia Bible College women who fared the best. Boxing coach victorious in return Blue Corner Boxing Club head coach Ingo Schubert made a triumphant return to the ring last Friday at Cascades Casino in Langley. As part of the regular Friday Night Fights promotion, Schubert, 51, took on Blue Corner boxer Calep Weitzel in a four-round exhibition bout.
It marked Schubert’s first bout in nearly 18 years, and served as a fundraiser for his son’s hockey team, the Abbotsford bantam A2 squad. The two traded some heavy hits – Schubert’s smooth style flowed as he bobbed, weaved and delivered surgically placed attacks to Weitzel’s body and
head, while Weitzel responded with some shots that shook his teacher. In the end, Schubert won in a split decision. Kevin Enns, head coach of the bantam A2 hockey team, put up a good fight, but lost his light heavyweight match to Julian Kim of Port Kells.

7 September, 1951 17 January, 2012 The powerful, creative, talented, generous spirit that was Tony passed peacefully on Tuesday 17 January at Cascade Hospice in Chilliwack. While Tony wanted to live, he knew the catastrophe of pancreatic cancer. He made each step easy on family and friends by accepting his medical condition, getting his affairs in order, and keeping his humour and insight razor sharp. He had closed his company FUBAR Electric and passed the torch for his many projects. Left to miss him most are his family: wife Karen Saenger, mom Phyllis, brothers and their families (Jim and Eileen, Shannon, Jeff, Brendan and Sara; Jo, Owen; Andy and Marilyn, Clayton, Kody; Gerry and Caroline), dad-in-law Adolf, sisters-in-law and their families (Susan and Phill, Ellen and Cameron, Maya, Jessie and Anja). Tony was predeceased by his dad Bob, sister Rosalie, momin-law Lotte, and nephew Morgan. Seldom reverent, Tony was a man of ever-ready contradictions: uncomplicated yet complex, tough but soft, exuberant yet cautious, shy yet engaging, critical and compassionate. He brought the same curiosity, wonder, and affection to the care of small critters as to the workings of the universe. Special thanks to Drs. Winston and Brown at the Abbotsford Regional Hospital and Dr. Bull at the Cascade Hospice for their personal attention and care. Nurses too numerous to mention will never be forgotten for the gentle and digniďŹ ed way in which they treated Tony. Please, no ďŹ&#x201A;owers. GAZSO Amelia (Emily) Elizabeth
Amelia (Emily) Elizabeth Gazso (nee Doka), age 87, of the Cottage Pavillion, Abbotsford, BC, peacefully passed away on January 21, 2012. Emily was the youngest of the family, and enjoyed her farm life with her father, mother, brothers and sisters in Saskatchewan. In 1945 she moved to BC and married Louis Gazso. They started life together on a small farm in Surrey. 1952 saw a move to a larger farm in Bradner where they were able to expand their herd of cattle and pigs, grow raspberries and raise their four sons. When it was time to retire, they sold and moved to a smaller farm on Columbia Road in Abbotsford. Their ďŹ nal move was to their city home on Vinewood Street. Emily, never one to be idle, embarked on a new career with the Menno home where she remained employed until her retirement. After Louisâ&#x20AC;&#x2122; death in 1997 she remained in their home, was an avid gardener and enjoyed time with friends and family. Emily was gifted at crocheting, knitting, baking and gardening. There never was a task unchallenged. At Christmas the family looked forward to the many Hungarian culinary treats, especially her Dobos Torte. Emily was predeceased by father and mother, Daniel and Esther Doka; brothers, Dan, John and Joe; sisters, Mary and Julia; and husband, Louis Gazso. Survived by sons, David (Barbara) of Bradner, Ben (Gail) of Abbotsford, Les (Shauna) of Chilliwack and Alex also of Abbotsford; grandchildren, Lee (Christine), Amber (Michael), Alan Blacklock, Hanna and Matthew; great grandchildren, Sydney, Courtney and Macartney. She will be missed. Heartfelt thanks to the staff of the Cottage Pavilion for the care of our mother over the past year. A Service of Remembrance will be held on Friday, January 27, 2012 at 11:30 am at Calvin Presbyterian Church, 2597 Bourquin Crescent, Abbotsford, BC. No ďŹ&#x201A;owers by request.
