A fifth Subway sandwich shop robbery, this time hours before closing, has police concerned that the perpetrators are becoming more bold. The latest gunpoint heist occurred at the Subway in the 32600 block of George Ferguson Way at 8:40 p.m. Monday. Three of the four prior robberies happened just before closing time at the shops, but the store hit on Monday is open until 11 p.m. “Two customers exited with sandwiches, and the bad guy entered with a gun,” said Abbotsford Police Const. Ian MacDonald. “The suspect or suspects are prepared to target the stores during operating hours, and not just closing time. That’s concerning.” There were three Subway robberies in September, the first occurring on Sept. 4. All happened about five minutes before closing. On Oct. 18 the Subway in the 1900 block of McCallum Road was robbed about 35 minutes before closing, with a female customer in the store. The woman responded to a police request that she contact them, and is working with officers.

“We’re getting some valuable information from her,” said MacDonald. There have now been four different Subway restaurants hit, with the outlet in the 2600 block of McMillan Road having been hit twice. Manj Gosal owns two Subway stores in Abbotsford – one of which was robbed. “We have to rely on police, and they need to get control of this – it’s been five now. “As business owners we are very concerned – not for ourselves, but for the safety of our staff and customers as well.” He pointed out that other Abbotsford businesses, including banks, have been targeted by robbers in recent months. The APD’s lead investigator on the Subway holdups is closely examining video of the culprits, said MacDonald. In Monday night’s robbery, the suspect was described as short, wearing dark pants and shoes and a dark hoodie with the hood strings pulled tightly around his face. “The only thing visible was his eyes and the tip of his nose,” said MacDonald. MacDonald said the targeting of a fast food franchise is highly unusual, but now that the culprits have a method of operation he is not surprised to see Subway remain their target. “In policing, a lot of times you see bad guys stick with what they know,” he explained. MacDonald said the APD is working with Subway, offering advice on “target hardening”

A female purse snatcher has struck twice in Abbotsford during the last week. Const. Ian MacDonald said the first incident took place Thursday, Oct. 20 at about 4:45 p.m., when a woman in her 60s was walking from the bus loop on Bourquin Crescent towards Gladwin Road. She was taking the route behind Sevenoaks Shopping Centre when a woman on a bike rode up to her and grabbed her purse. MacDonald said the victim screamed for help and, although there were some people in the area, no one came to her aid. She reported the incident after she arrived home. The thief is described as a woman in her 20s, about 5’ 4” tall, with blonde hair, blue eyes and bad skin. The second incident took place two days later, also at 4:45 p.m., in the Safeway parking lot in
the 32500 block of South Fraser Way. A shopper had just sat down in the driver’s seat of her vehicle and had not yet shut the door when a woman ran up to the car and grabbed her purse. The victim began screaming, and a man briefly chased the culprit, who escaped after getting into the passenger side of a green mini van. The Good Samaritan then followed the van in his own vehicle and obtained the licence plate, which was reported to police. MacDonald said the van’s registered owner was tracked down. She was ruled out as having been involved in the robbery, but indicated that other people use the van. MacDonald said police are now trying to talk to those people. Police believe the two incidents are related, he said. Anyone with information is asked to call the Abbotsford Police Department at 604-859-5225.

Mission’s relationship with Abbotsford is strong, according to Mayor James Atebe, despite the fact the neighbouring cities are going a different route on a water system. Abbotsford residents will vote Nov. 19 on a referendum whether to move forward with a public-private partnership (P3) that will access up to $65.7-million in federal grant money for a water system using Stave Lake as its source. Mission council decided April 4 it would not partner with Abbotsford on the project, due to Mission residents’ concerns about private involvement. Atebe says Mission hadn’t finished “doing its homework” on the proposal, and therefore couldn’t support the idea. “That decision stands,” he said. If Abbotsford voters give the the go-ahead, an extensive public consultation process will
follow, given that infrastructure will need to be installed through Mission to reach across the Fraser River. Mission’s water demands are not as pressing as Abbotsford’s, he continued. “Mission has options,” said Atebe. “Our water source is sufficient for now. Abbotsford is in a more critical situation than we are. Council doesn’t believe Mission is in the same pressure cooker.” District staff is currently exploring other alternatives. The City of Abbotsford has said the current water supply will not be adequate after 2016. And while contentious, Mission’s mayor maintains there has been no souring between the municipalities. “This is only one issue. We still continue to have a very strong relationship with Abbotsford,” including discussions about shared transit, sewer and health care.
Robber hits liquor store
A liquor store in the 31900 block of South Fraser Way in Abbotsford was robbed just before 11:30 a.m. on Tuesday. Details are sketchy, but Const. Ian MacDonald said a man entered the store, demanded cash, and stated he had a weapon, although he didn’t show one. The suspect then fled with
cash. He is described as six feet tall, balding, with a hairy neck and wearing black clothing. That area of South Fraser Way – which intersects with Clearbrook Road – was the scene of three other robberies last month. One took place Sept. 21 at the Subway restaurant, and simultaneous robberies occurred Sept. 24
at the Coast Capital Savings and RBC. Two suspects, ages 25 and 30, were later arrested for the bank robberies and face charges related to more than 20 such incidents in eight communities. Anyone with information is asked to call the Abbotsford Police Department at 604-8595225.

Not ‘family-first’ The decision by the Liberal government to stop paying performance bonuses to senior managers at Community Living BC provides a damning glimpse into an agency that has lost touch with its primary purpose. CLBC’s website says it exists to help “adults with developmental disabilities and their families achieve goals and live the life they want.” But recent decisions by CLBC to close group homes and cut services for mentally challenged adults suggest the only people achieving their goals are those managers earning bonuses. It’s doubtful the bonus benchmarks include happy developmentally disabled adults living in a supportive environment. To its credit, CLBC has never hidden its bonus program. It’s spelled out in documents readily available on its website; vice presidents can earn up to 10 per cent of their base annual salary in bonuses and the CEO is eligible for a 15 per cent incentive. Last
year more than $36,000 was paid to three vice presidents, and another 60 CLBC employees made almost $300,000 in bonuses. The incentive program started in 2005. But it finally attracted the spotlight when families started to complain of adult developmentally disabled children being squirrelled away in hospital wards and seniors care homes because there was no longer a place in a group home, or being moved from a group home in which they had thrived for years because it was being closed. Adults with developmental disabilities are some of the most vulnerable people in society. But with proper support and a stable environment, they can make valuable contributions and thrive. The bonus system might work in business, but in an agency working with vulnerable people it’s definitely not “family-first.” – Black Press

B.C. Views My first glimpse of B.C.’s care system for developmentally disabled people was as a teen in the early 1970s. My grandfather brought me to his workplace, Tranquille “school.” The Kamloops institution that began life as a tuberculosis sanitorium in 1907 was by then converted to warehouse a different group of society’s outcasts. Ambulatory inmate-patients wearing locked-on football helmets wandered the courtyard of a sprawling prison-hospital complex that featured its own fire station. Tranquille would hit the headlines a decade later, when Human Resources Minister Grace McCarthy announced that she was enacting a plan, years in the making, to close such places. Tranquille, with 323 inmate-patients and 675 staff, would be first. A 1983 newspaper report captured the mood: “Mentally retarded persons in insti-
tutions must not be ‘dumped back on the doorstep of their natural families’ when these institutions are closed, the executive director of the B.C. Association for the Mentally Retarded warned Monday.” The B.C. Government Employees’ Union began an occupation of Tranquille buildings the next day, expelling managers. The sit-in lasted three weeks, joined by Tranquille’s 120 psychiatric nurses, before staff agreed to work on the system that would replace it a year later. Some patients did go back to their families, with support services. And today B.C. has a network of 700 group homes, essentially smaller institutions. Their province-wide union contract was just renewed under the B.C. government’s “net zero” wage mandate, with an additional $18 million to enroll employees in dozens of contracted agencies to a pension plan for municipal employees. Lobbying and court action have forced expansion of provincial services to those diagnosed with autism and fetal alcohol conditions. People with Down syndrome and other disabilities now live much longer, to the point where some develop dementia as well. All this is on top of the many previously independent seniors
developing dementia and other disabling conditions at an accelerating rate. Stephanie Cadieux, the latest minister of what is now called Social Development, has asked for a multi-ministry examination of the adult care agency, Community Living B.C. As CLBC’s budget rises past

The political focus has been on CLBC’s closure of 65 group homes with only 200 residents, and its push for adult adoptions rather than institutions with shift workers. This is true “community living” that should be established where practical, with appropriate inspections. The NDP wants a moratorium on group home closures, even if they’re decrepit or
mostly empty. It wants a backlog of 2,800 applications for new or increased service eliminated, apparently without any efficiency moves. It wants an “independent review” of CLBC followed by a full-time independent advocate for developmentally disabled people. (The NDP also wants independent advocates with office staff and investigative powers for seniors and forest workers. B.C.’s independent children’s advocate continues to pile up reports with questionable effect in another area of intractable and growing social problems.) Cadieux says CLBC’s internal service quality advocate has a high success rate resolving family complaints. A toll-free line has been set up to direct service issues to a new client support group. On Friday Cadieux announced that a bonus program for CLBC management has been terminated. “In a people-first organization like CLBC, an incentive plan based on targets and measures is, quite simply, not appropriate,” said a statement from the ministry. No targets or measures. As Premier Christy Clark was recently reminded on health care, even talk of defined cost control is too politically risky.

Contests for charity
Last Saturday, 10 local charities vied for a chance to win $10,000 through a contest held to celebrate the new Save-On-Foods location on Whatcom Road. Of the 40 charities that submitted applications, 10 semi-finalists were selected to guess how many cereal boxes were piled in the back of a large truck. Following the event, Save-OnFoods donated those 150 jumbosized cereal boxes to the local food bank, and Abbotsford News staff made the delivery. The top five charity representatives who had the closest guesses were from Canuck Place, Kids Sport, Abbotsford Hospice, Salvation Army and Abbotsford Youth Commission.

Representing local charities, finalists in a contest held last Saturday at the new Whatcom Road Save-On, are Laurie Shopland, Barb Schimnowsky, Kelly Railton, Deb Lowell and Bev Olfert.
During intermission at the Abbotsford Heat hockey game on Dec. 18, the finalists will each be paired with an Abbotsford Pilots player, who will shoot the puck at a small opening in a board covering the net on behalf of his charity representative. Save-On-Foods will award $5,000 to the charity which gets the puck closest to the mark. The award doubles to $10,000 if the puck makes it in. A separate contest for Save-OnFoods customers also took place last weekend, in which five contestants estimated the dollar value of a full shopping cart. Winners Shannon Lemperes and her son Chase took home the groceries, valued at more than $250.

A notorious Metro Vancouver demolition contractor who repeatedly exposed his unprotected workers to asbestos contamination has been found in contempt of court and could be jailed. The B.C. Court of Appeal ordered the arrest of Arthur Moore for violating an August 2010 court injunction that indefinitely barred him from operating his Surrey-based asbestos and drywall removal business. Moore operated last fall at at least 15 jobs sites in Delta, Richmond and Surrey, according to court evidence. He used business names like Tri City Hazmat, Surrey Hazmat and Effective Contracting to try to skirt the injunction. Former employees say he more recently operated in Surrey and Abbotsford under the name Pro Scan Environmental. “His conduct grievously endangered workers under his direction,” Justice Ian Donald ruled last week, finding Moore guilty of contempt. “Unless he can in some way mitigate his indifference to the lives and safety of his workers and his open defiance of the injunction, his misconduct requires a severe response.” Moore is to be sentenced in B.C. Supreme Court after his arrest. He could be jailed up to 120 days. Teenagers as young as 14 were sent
to demolish asbestos-laden houses without protection, court was told. Moore recruited young students in need of cash and hired recovering addicts from recovery houses in Surrey. “He exploits recovering young addicts as his workforce,” the court ruled, adding Moore’s failure to provide proper safety training or equipment was exacerbated by his “targeted recruitment of vulnerable workers.” Authorities don’t know how many employees worked for Moore and could eventually contract asbestosrelated lung disease or cancer as a result, but they may number in the hundreds. Associates said Moore quoted low rates to demolish old houses – a fraction of the price charged by competitors who take required safety precautions in dealing with asbestos. He claimed to take samples and get reports certifying buildings asbestosfree before demolition. But the hazardous material reports were forged, using letterhead stolen from legitimate labs, to hide the danger on his jobs. Moore did not show up in court to defend himself at either the 2010 injunction hearing or the contempt proceedings. WorkSafeBC’s efforts to deal with Moore had been frustrated in part because he has no significant assets to seize.

Commercial construction rising
Abbotsford has posted some impressive commercial construction statistics, thanks in large part to the new High Street development being built at the junction of Mt. Lehman and Highway 1. Non-residential construction investment in the Abbotsford area continued to increase in the third quarter of 2011, led by a 14.4 per cent increase in commercial spending, according to Vancouver Regional Construction Association’s analysis of Statistics Canada’s Investment in Non-Residential Building Construction report. “Non-residential building construction spending in Abbotsford has been rising steadily through 2011,” said Keith Sashaw, president of the Vancouver Regional Construction Association (VRCA). “Third quarter total spending is the highest since the first quarter of 2010.” Total non-residential building construction investment spending in Abbotsford rose 17.3 per cent to $44.5 million (seasonally adjusted)

THOMSON Robert (Bert) Thomas Passed away peacefully at Comox Valley Seniors Village, Courtenay on Wednesday October 12, 2011 at the age of 85. Bert was born on August 17, 1926 in Matsqui, BC and moved to Nicomen Island with his parents Tom and Rosa shortly thereafter. He spent many of his early years working on his fatherâ&#x20AC;&#x2122;s farm and then together with wife Lois on their own dairy farm on Nicomen Island. He left to take on milk testing career with the DHIA, ďŹ rst to Royston in the Comox Valley on Vancouver Island and then to Ladner in 1966 while servicing Delta/ Richmond. He then moved on to a long term janitorial role with the Delta School District. He retired from the school district and took full time employment looking after his yard and garden helping to keep family and friends supplied with fruit and vegetables. Pre-deceased by his wife, Lois , daughter, Vickie brother, Kenneth and sisters, Vernice, Dorothy and Agnes. Survived by son Bill (Penny), Grandchildren Ross, Kyle, Janet and Michael, great grandchildren, Dominic, Ariel, Ethan, Xander, Hannah, and Henry, brother Stewart (Inga) and sisters Margaret(Dudley) and Marion. TREANOR Patrick Joseph Oct 27, 1941 - Oct 19, 2011 Patrick Treanor, 69, passed away on Wednesday, October 19 at Christine Morrison Hospice, after a long battle with cancer. Patrick is survived by his wife Maureen, two daughters Anne and Amanda, son-in-law David and his grandson Dawson. He is also survived by three brothers Michael (Helen), James (Rosaline), Francis (Vera) and two sisters Margaret (Leon), Mary Catherine (Pat) and his brother-in-law and sisters-inlaw Tom and Helen Saunders and Elizabeth Oâ&#x20AC;&#x2122;Donaghue. Patrick was born in Deravoy, Monaghan, Ireland. He studied psychiatric nursing in Dublin and began his nursing career in England. He moved to British Columbia in 1970 and continued his studies at BCIT where he obtained his RN certiďŹ cate. Over his long career, Patrick worked at Lionâ&#x20AC;&#x2122;s Gate, Riverview, MSA and Mission Hospitals. He loved his career and made many life-long friends through his work. He was loved and respected greatly by his colleagues as well as his patients. Being surrounded by family and friends was what Patrick cherished most. He also found great joy through his woodcarving, golf, gardening, Friday night dance group and Sunday morning coffee with his buddies at Timmyâ&#x20AC;&#x2122;s. Patrick will be remembered most for his charismatic smile, his keen intellect and his generosity towards others.
