Report: Many homeless need long-term support Kevin MILLS Abbotsford News

Abbotsford has seen a dramatic decrease in homelessness, while most other Fraser Valley communities have seen numbers rise, according to the final report of the 2011 Fraser Valley Regional District Homelessness Survey. Preliminary findings were released in April, and the completed report takes a look at the possible reasons why the numbers changed. “That’s something we can’t explain at this point,” said Ron Van Wyk, the survey’s coordinator. He noted the changes from 2008 to 2011 are significant, but could be a one-time occurrence. They can’t be considered a pattern until the next homeless study in 2014. The report does suggest that Abbotsford’s drop could be the result

They need long-term support. As for homeless people with drug addictions, the report recommends providing more “no-barrier”

Abbotsford Homeowners Want to Know The Value of Their Home, But Are Afraid to Ask! Abbotsford – A hassle-free service allows homeowners to receive up to date real estate market information speciÀc to their home without having to meet with a real estate agent. Some homeowners are reluctant to meet with a realtor as they may only be in the early stages of planning a move or may not yet know if they will move. “Should we sell or stay? How much equity do we actually have?” Often these questions cannot be answered without knowing the current value of your home. Determining the value of your home is based largely on comparing your home to similar homes that have recently sold. This comparative approach should consider several factors – features of each home, location, neighbourhood, length of time on the market, etc. However, access to this type of information is generally re-

served for the real estate agents and their clients. This free service provides each homeowner with a Real Estate Market Update speciÀc to their property. This update includes detailed sales information of similar homes that have recently sold within the homeowner’s area, as well as the current listings. This data includes a photograph of each home, asking prices and selling prices, the number of days on the market, price reductions and a complete description of each home. To have a free Market Update sent to you, specially tailored for your home, call this 24 hour free recorded message at 1-800-251-4944, enter extension #4811. This hassle free, no obligation service is provided by Rod Poole of Landmark Realty Corp. You may also call Rod’s ofÀce directly at 604-309-6068.

Patricia Ross, who is also chair of the FVRD, said the report raises multiple issues, especially the need for more detox facilities in the Fraser Valley. She said there are numerous factors contributing to Abbotsford’s decrease in homeless numbers. “You can’t look at just one factor,” she said, pointing out many groups are offering help. “The Salvation Army has done such a great job ... they work with the person to discover the cause.” She said the report shows all facets are working together to tackle the homeless issue. “The first step is to identify the problem. We are well on our way.” The number of homeless in Abbotsford dropped from 235 to 117 in 2011, and Mission’s dropped

A total of 345 homeless were counted in the survey conducted in March 2011, compared to 465 counted in the 2008 survey and 411 in 2004. Among the survey’s other findings are: T homelessness is a result of poverty, unaffordable rental rates, family breakdown, mental health issues and drug addiction; T nearly two-thirds are homeless for one year or longer; T more women sought shelter in transition houses in 2011, rising to 34 from the 21 in 2008; T more women were homeless in 2011, jumping to 45 per cent from 32 per cent in 2008; T addiction was reported by 37 percent and mental health issues by 20 per cent; T the majority of survey respondents (66 per cent) came from outside the region.

in and out of prison. Novakowski said Digeorgio’s mom expressed to her son how worried she was about his lifestyle, but he had difficultly breaking away. Novakowski shares the story, including photos of Digeorgio as a boy, to illustrate the steps that can lead to gang involvement and the tragic consequences that can result.

Operation Vector also reviews the progress the APD and the community have made, including the formation of the gang suppression unit in spring 2010 which has been responsible, in part, for a dramatic drop in gang murders and violence. A caring, but firm hand Abbotsford is making significant headway in dealing with a very complex and controversial issue – homelessness. Evidence of that is contained in the 2011 Fraser Valley Regional District count, which found 117 homeless people in this city, a drop of almost half since the last count in 2008. Mission had similar positive results. Meanwhile, Chilliwack, Agassiz and Hope all experienced significant increases. Why are Abbotsford and Mission more successful in reducing their homeless numbers, while neighbouring communities are not? One answer may be Abbotsford’s policy of dismantling homeless camps, and referrring their occupants to shelters and the social services available to them. Some may take it, and others may just move elsewhere. It’s not a perfect program, since many homeless people don’t want the help, for a variety of reasons.

They may be distrustful of other shelter clients. In many cases, they are dealing with mental illness, or substance abuse issues, which are barriers to accessing more permanent housing. In that respect, the district’s final report recommends that no-barrier housing, with strong support systems to deal with the issues the homeless bring with them, are key factors in solving the homelessness issue over the long term. Along with the care, however, there have to be boundaries. The public generally understands that homeless people need help to resolve their situations. However, leaving them to camp under bridges, or in urban/suburban bush areas, is not acceptable. The City of Abbotsford has it right. Move the homeless out of the camps, towards existing services, while continuing to lobby senior governments for more assistance. It seems to be working.

B.C. jobs plan bumps into reality Tom

Fletcher

B.C. Views Premier Christy Clark’s “B.C. Jobs Plan” took some hits as she was finishing her week-long publicity tour to roll it out. The serious damage wasn’t from her political opponents on the left and right. The body blows came from Europe, the United States and China, where the storm clouds of a second recession continue to gather. As world leaders offered up a chorus of warning about debt and falling consumer demand, commodity markets for metals, coal and petroleum tumbled along with stocks. One of the few firm targets Clark offered was that eight new mines should be up and running in B.C. by 2015, with expansions or upgrades to nine more existing mines. That is the total arrived at after detailed meetings with the industry. But if China’s factories slow down because fewer Americans and Europeans

buy their goods, those projects can fade as quickly as the price of copper. Total provincial spending for the B.C. jobs plan comes out around $300 million. The big-ticket items were contributions to port and rail facilities at Prince Rupert and Tsawwassen. Another $24 million goes to staff up natural resource permit offices, which are backlogged after amalgamation of various ministry functions. NDP leader Adrian Dix leapt on that announcement, saying it proves that the B.C. Liberals starved the regional offices. He’s right on that. For example, the resource ministry’s regional director for Skeena told the Bulkley-Nechako regional district board this spring that he has 30 per cent less staff than five years ago. Some of that is a result of ending duplication of forest, energy and other ministries, but by this spring there were 65 independent power projects waiting for approval in Skeena alone. Of course the NDP would fix that backlog by killing off the projects, and presumably break up the natural resources ministry again, to ramp up their beloved government jobs. The NDP also jumped on B.C. Liberal MLA John Les for going to high-unem-

ployment Nanaimo and suggesting people should look north where jobs are going begging. Construction company Ledcor had job fairs in Prince George and Chetwynd in early September, looking for hundreds of truck drivers, heavy equipment operators,

The body blows came from the United States and China, where the storm clouds of a second recession continue to gather. drillers, blasters, mechanics, surveyors and labourers for the Willow Creek coal mine in Tumbler Ridge. Another job fair was held in Fort St. James around the same time, looking for equipment operators for the Mount Milligan copper-gold mine. I had a chat a couple of weeks ago with a grader operator in Dawson Creek, work-

ing in the gas patch. Most of the pickups he sees on job sites have Alberta licence plates. So let’s say you’re an able-bodied unemployed guy sitting in Nanaimo, waiting for a job to come to you. If that’s how you think the economy works, it’s no surprise if your preferred political message is Dix’s 1960s socialist blather about the government forcibly sharing the wealth. And it’s no surprise that you’re unemployed. B.C. Conservative leader John Cummins trashed the Prince Rupert port announcement as a payoff to local aboriginal people for a potash facility. “The usual Liberal policy of giving natives a veto on new projects has got to end,” Cummins said, demonstrating once again that he understands nothing about the evolution of this issue in the past 20 years. In summary, Clark’s jobs plan is to continue Gordon Campbell’s Pacific gateway strategy. The opposition parties are reheating decades-old failed options they hope will smell better than a stale threeterm government. And B.C. is, as always, at the mercy of world events. tfletcher@blackpress.ca

letters Paying fair share of taxes

Is everyone in Abbotsford paying their fair share of school taxes, and helping alleviate some of the enormous costs associated to providing an education? Enter the monster home issue that is starting to gain a great deal of notoriety. Monster homes are springing up by the thousands everywhere in the Greater Vancouver area, and they are intended to provide accommodation to multiple families where numerous

school-aged children abound. All of these homes, whether they be monster or conventional, are assessed one school tax and if they are situated on a farm that amount would be next to nothing. Compare this to an elderly couple who are living in their home struggling to make ends meet on a limited income while faithfully paying all of their taxes without any appreciable breaks. I believe the idea of homes housing mul-

tiple families is a tax loophole that has to be changed immediately. The definition of any good community is a place where everyone pitches in, and how anyone has the audacity to resort to such a scheme, whether it is legal or otherwise, is beyond me. This is a major problem that our city fathers chose to ignore – perhaps to earn votes – however, it is now a wonderful opportunity for anyone aspiring to run in the next municipal or provin-

cial elections to come forward and facilitate a solution. That alone ought to earn them a seat in public office real quick. It is essential that everyone living in those multiple family homes has to start paying their fair share of school taxes, and I would go a step forward and demand that they pay all those back taxes that they owe to our community as well. That ought to more than resolve our current fiscal difficulties. John Skorupa

We’ve been to your destination.

Get back to original values Open letter to Mayor George Peary: I respected you as a person when you were the principal of my children at Yale Secondary School. You compassionately spoke about the trust given to you from the parents and you expressed your love for the community. However, I have followed your career as mayor with discontent. I have watched our business property taxes rise by 30 per cent in four years while we sub-

sidize the new malls or big box stores by allowing a property tax break for five years. You are consistently punishing the mom and pop businesses that founded this community with their many hours of hard work and dedication to their families and to our community. This is more than evident as I drive through our city and see the shops whose doors have closed. I feel that you are no longer connected to those who built

this town with their own blood, sweat and tears. I believe that you have lost your focus as mayor. You only look at our community from the perspective of a government official whose only income has come from taxpayer dollars. I strongly urge you to reconsider your priorities and return to the values upon which this city was built. George, we too just want to compete in a fair and honest environment. Bob Peters

NDP’s Dix just doesn’t get it And it looks like he’s not changed one bit since then. Whether it’s finding new and exciting ways to send jobs out of the province, like taxing the pants off people and small businesses, or whether it’s “fresh ideas” like taking the forestry industry back to the 1950s and trying to compete with paper and product manufacturers in the global market, clearly Mr. Dix just doesn’t get it. The NDP were not kicked out of office in 2001 because the people were bored. They were kicked out because they just can’t see past their own noses and make decisions only in the favour of special interests, not the people’s interest. Perhaps the NDP is the one in need of an education. Pamela Gardner

Listening to Adrian Dix’s finance critic, Bruce Ralston, on a radio call-in show this week, as he tried to explain why the NDP oppose Premier Christy Clark’s investment in the Prince Rupert port expansion and the Kitimat LNG plant, was almost farcical. Basically, the NDP’s argument was that we would be better off paying for people to go to school. The NDP’s jobs plan is to spend millions of taxpayer dollars to educate people for jobs that don’t exist, while simultaneously opposing tax cuts and investments in projects that would actually create jobs that people could actually train for. Like a lot of British Columbians, I don’t miss the days of endless deficits, special-interest corruption and unemployment that Mr. Dix’s last tenure in government produced.

De Jong goes high-tech Local provincial politics went high-tech on Monday as Abbotsford West MLA and Minister of Health, Michael de Jong held his first “virtual” townhall meeting. Thousands of residents living in the riding (based on the last provincial election voter’s list) received a phone call on Monday night, inviting them to listen in and ask questions during the one hour phone in

In all, more than 14,000 homes were called and approximately 4,500 people listened to some part of the discussion. “I think it went pretty well,” said de Jong who explained he first heard of this technology during the BC Liberal leadership campaign. For the past several years, de Jong has hosted monthly breakfast meetings, but decided to try the AT OUR NEW LOCATION!

Healthy Forests Healthy Communities Fraser Valley Community Dialogue Session A wide range of knowledgeable forest leaders are raising the question of the future of BC’s forests and the potential impact on families and communities. The people of BC rely on forests to fulfill a wide range of needs, from recreation to resources, from employment to clean air and water. Community Dialogue Sessions across the Province will constructively explore the expressed needs of concerned citizens, helping to determine if current management practices enable local forests to satisfy their public purpose. Constructive Sessions are intended as constructive dialogue and not a forum for complaints. Outcomes from these dialogue sessions will be used to inform a future forest vision, provided to senior decision-makers as a recommended guide for resources management in BC. As part of the Healthy Forests - Healthy Communities Initiative, the Canadian Institute of Forestry and the UBC Faculty of Forestry are sponsoring a Community Dialogue Session on: Date:...........Wednesday, October 5, 2011 Time:..........7:00 - 9:30pm Location:...Mission Leisure Centre, Room 4, 7650 Grand Street This is an ideal forum to send or emphasize your message to managers TODAY on what forest lands management in the Fraser Valley and BC needs to ensure the health of your family and community. Plus, hear about the Healthy Forests - Healthy Communities initiative and the views of Ken Zielke, MSc, RPF on the need for ‘A Forest Management Charter for BC’

In Brief

Q Abbotsford golfer Adam Hadwin and playing partner Roger Sloan of Merritt fell just shy of qualifying Canada for the World Cup of Golf. At a qualifying tour nament at Caracas Golf Club in Venezuela last week, the Canadian duo combined to shoot 21 under par through four rounds. That left them in fifth place, with the top three teams moving on to the World Cup. Q Sophie Schmidt has been named to the Canadian women’s soccer roster for the Pan American Games in Guadalajara, Mexico. The 23-year-old midfielder from Abbotsford was one of 17 players selected by newly hired coach John Herdman for the Pan Am Games, which run Oct. 18-27. Schmidt, who already has 68 caps for Canada, plays for Floridabased magicJack of Women’s Professional Soccer. Q Three Ledgeview golfers emerged victorious at the recent Zone 3 Champion of Champions tournament at Royalwood Golf Course in Chilliwack. In the junior girls division, Brooklyn Kraakman won in a sudden-death playoff. Grace Rustulka won the senior ladies title by two strokes, while Brian Bates won the senior men’s division.
