ith the rising rates of tuition, student loans are increasingly a chosen option to help fund post-secondary education. Yet an average of 14 per cent of students now default on loans to pay for their schooling. For many, paying off the debt takes between 9.5 years to the maximum allowable term of 14.5 years, according to the Canada Student Loan Program. As more students warm to the idea of a loan, the national student debt continues to rise. Currently, it sits at just over $13.8 billion, according to the Canadian Federation of Students. While B.C. doesn’t have the highest amount of debt – students in the Maritimes carry that burden – this province has the highest interest rate in the country at 2.5 per cent above prime. That’s generated a call on the provincial government to reduce the interest rates on student loans. UFV President Mark Evered said he would also support a call for review of the student aid issue, looking not only at the interest rates but pay-back periods, and the availability of scholarships and bursaries, as well. Evered notes that it’s been an issue for a long time, adding the impacts on students varies tremendously, depending on the support they receive from family. “Many of our students are choosing to work while they go to school rather than accumulate debt. s students retur n to post-secondary schooling this fall, some will be faced with expectation from their parents to chip in for their education. In many cases, it will be because many parents hadn’t started saving. A recent study – the TD Canada Trust 2011 Education and Finances Survey – showed that 45 per cent of parents across the country whose children are eligible to begin postsecondary this season hadn’t started saving as of July. Tuition fees across B.C. vary greatly depending on what program is pursued. Excluding residence, meal plans, fees, and supplies, a typical 16-week term for a full-time student

Degrees of preparation attend post-secondary education have already started saving, while 57 per cent have started for kids eligible in one to five years, and 60 per cent for kids attending in six to 10 years. Nine in 10 parents under the age of 35 started saving for education shortly after their child’s birth, compared with only 60 per cent of parents currently aged 45 to 54, and 80 per cent of parents aged 35 to 44. Meanwhile, many parents expect their kids to chip in for their education – either from earning a scholarship, taking a student loan, working throughout the school year, or with money earned at a summer job. TWO FIRES IN TWO DAYS It was a busy weekend for Abbotsford Fire Rescue Service, which battled two large blazes. The first occurred on Friday at about 10:15 p.m. at a home at 3077 Todd Court. Deputy Chief Mike Helmer said the lone occupant was awakened by her two dogs, which began barking as fire broke out in the basement of the split-level house. There were no working smoke alarms in the residence. Fire crews contained video-online the blaze in about www.abbynews.com 15 minutes, and the cause is believed to be an electrical short. Fire damage was confined mainly to the basement and was estimated at $150,000. The second blaze took place Saturday at about 6:20 p.m. in a machine shed at 5192 Ross Rd. The fire was reported by the owner, who heard what she originally thought were firecrackers. When crews arrived, the large brick shed had heavy smoke and flames coming through the remains of the roof. Damage was estimated at $100,000. The cause is not yet known.

Drivers travelling by South Poplar Traditional Elementary on Tuesday morning were reminded that school speed zones are back in effect. Two Abbotsford Police officers – Deputy Chief Rick Lucy and Const. Don Ridder – parked their Harley-Davidson motorcycles at the side of Huntingdon Road and set up a speed trap. They were among several officers stationed at school zones across the city, as students resumed classes after the summer break. Lucy said the traffic blitz is planned for two weeks – during mornings and afternoons – with the intention to cover every school zone in the city.

He said the point is to remind drivers that the 30 km/h limits, which aren’t in effect during school holidays, are back. “The roads are busy. The kids aren’t as comfortable as motorists are,” he said. On Tuesday morning, most of the motorists driving past South Poplar school obeyed the speed limit, but the driver of a dump truck and trailer was issued a ticket for travelling more than 50 km/h. His fine was $253, but tickets in school zones range from $196 to $483, depending on the speed of the vehicle. Eight other tickets were handed out in that zone – six written warnings for speed, one for no seatbelt, and one “notice and order” for a vehicle deficiency.

An Abbotsford Police officer aims a radar gun at oncoming traffic near South Poplar elementary Tuesday morning.

A suspect(s) armed with a real or imitation handgun robbed the Subway restaurant in the 2600 block of McMillan Road twice this week. The first robbery took place Sunday night, and the second Tuesday. Both occurred at about 10 p.m. and involved a man with a gun demanding cash from an employee. The suspect was not caught in either case. Const. Ian MacDonald said that in the first incident, no customers were in the business when the man approached a 17-year-old female employee. He then fled on foot with an undisclosed amount of money. Patrol officers and a dog unit tracked the suspect for a distance but did not locate him. The man is described as Caucasian, about 40 years old, 5’ 5”, with a scruffy beard and wearing a dark hoodie and dark pants. When to start saving? The sooner you start saving for your child’s post secondary education, the better. That’s the advice from Allan Catlan, an administrator at the Edward Jones financial group in Abbotsford. “We have clients who get social insurance numbers for their newborns and start saving right away,� he said, adding that that’s all that’s needed to set up a Registered Education Savings Plan (RESP). Like any other investing, it’s how long you are in the market that is the most important factor. Sooner is better for a few reasons. First, because of compound interest, which is interest added to your principal investment. The longer you stay in the market, the more you are going to gain. Secondly, the ups and downs of the market will eventually even out. Catlan recommends putting away $2,500 a year, per child. That works out to approximately $200 a month, per child. The federal government will contribute up to 20 per cent of what is put into an RESP, to a maximum of $500 a year. In order to maximize the grant, your contribution should be $2,500 a year. If that number is out of reach, then it’s best to put something away rather than nothing, says Catlan.emphasizing that parents should “always try to start now.� For a list of provincial grants, bursaries and scholarships, visit www.gov.bc.ca and search Student Aid. On average, student debt on graduation rose from $15,200 to $18,800 during the same decade. In addition, the number of graduates who owed $25,000 or more on their loans increased to 27 per cent in 2005 from 17 per cent in 1995. Forty-five-year-old Vladimir Dvoracek, head of the economics department at UFV on student loans, believes the numbers reflect an increase in education costs. Dvoracek remembers paying $900 a semester at the University of Waterloo when he attended over 20 years ago. The current tuition at the same school per semester is around $5,000. “Has the student income gone up by a factor of six? The answer

is no. So what is it that’s happened that’s made tuition and the expense of going to university so expensive? The economy is supposedly growing in real terms. We’re supposedly richer than we were 25 years ago. From a student’s point of view, it’s actually more expensive.� Dvoracek attributes the issue to a couple of factors. Mainly, a “transfer of wealth from one generation to another,� with one generation choosing not to subsidize the schooling costs of the next. In addition, there is now a much higher rate of people attending university, making it more expensive for the government. And finally, the types of grants made available have changed, “making it more difficult for less affluent students to go to university without accumulating this large debt.� With an average loan at about $28,000, and an income level after graduation at less than $30,000, Dvoracek believes it’s too difficult for students to pay off their debt.

Dates with death RCMP Const. Janelle Shoihet had it right when she summarized the array of high-end, high-speed vehicles seized in White Rock last week. “Some of these, we’ve only seen in movies,” she said. Indeed, the scenario that played out had all the trappings of a summer flick – a bad one. Teenagers, fast cars, an apparent race to the beach. It’s the acme of cool imagery for the widescreen or the Xbox. But it wasn’t a movie. The cars were real and so was the danger. As the message of an award-winning student commercial for ICBC earlier this year asserted, “speeding is only cool in the movies.” It’s a message the young people involved apparently have not spent any time absorbing. Their attention has been focused on very expensive toys – Ferraris, Maseratis, Lamborghinis, Mercedes, Aston Martins and high-end, high performance Audis and Nissans. These are the kind of sleek, glossy

cars designed to do just two things: one, inspire a Pavlovian reaction among car buffs; two, travel very, very fast. Fueled by hormones, bravado and what must be an inexhaustible supply of cash, they chose to play their deadly game of tag on streets where ordinary people – mothers, fathers, seniors, children and other teens – have every right to live their lives with some expectation of survival. These aggressive teens’ high-speed fantasy didn’t have a violent, bloody end, for which we can only be thankful. They lived and were able to be coolly insolent, or flip the bird, while officers attempted to educate them. As many have noted online, the $196 fines they received are “chump change” for such well-heeled miscreants. They will go on, on a fast path to their inevitable fates. Pray they do not waste innocent lives in the process of racing to their own ultimate dates with death. – Black Press

Tough sales tax choices remain Tom

B.C. Views Bill Vander Zalm’s most fantastic claim after the defeat of the harmonized sales tax was that B.C. could go back to the old provincial sales tax in six weeks if the government wanted to. Remember, this is the guy who once figured he could run an election campaign out of his car. He also promised to cut the price of beer, and then once elected, brought in a property purchase tax instead, without consultation. But I digress. Vander Zalm’s typically simplistic analysis soon gave rise to another conspiracy theory. That’s the one that holds that the B.C. Liberals are dragging their feet on reinstating the old provincial sales tax so they can rake in added revenue for another 18 months. That would help repay the federal government $1.6 billion for the transition fund that helped B.C. institute the HST.

The finance ministry provided some details to get a better sense of the task ahead. First, there are 70,000 businesses in B.C. that switched their accounting and point-of-sale systems to the HST. It’s not likely that they kept notes, hardware and software on hand in anticipation of having to switch back. Then there are the roughly 1,000 businesses that start up each month in B.C. Assuming most of that continues, by the time the federal and provincial governments undo the HST in March 2013, there will be thousands of businesses that have no experience dealing with the PST. They’re in for an unpleasant surprise. Here’s one example. Smart Tax Alliance co-chair Mike Jagger got involved in the effort to defend the HST because of his experience running a security company in Vancouver. Due to the ambiguous nature of the PST rules, he got expert advice on how to pay the tax. Three different experts gave him three different answers. You have probably heard by now that after the rejection of the HST by 55 per cent of voters, the PST is to be reinstated as it was before July 2010. Finance Minister Kevin Falcon vowed,

“I can assure British Columbians PST will not be applied to such items as restaurant meals, bikes and gym memberships – just as it was before the HST was introduced in B.C.” That sounds pretty definitive. But I’ve learned in the last two years that there is

For instance, should B.C. reduce tobacco taxes by seven per cent? Unless you’re a smoker, you probably didn’t notice that the HST raised the price of cigarettes by that amount. Tobacco was PST exempt, with the province historically having chosen to impose a separate “sin tax” instead. Liquor taxes also went down under HST, from a 10-per-cent provincial tax

to seven per cent. The B.C. government increased the Liquor Distribution Branch markup to hold onto the revenue, billing it as a policy move so as not to encourage drinking. The hotel room tax also went down by a point under HST. Should that be raised? These are policy decisions that still must be made, with the province still in deficit. • A correction to last week’s column: I referred to a PST reduction for Toyota Prius hybrids, suggesting it would be restored. letters Development no guarantee The push to encourage development around UFV reminds me of the letter “Little gem is ignored” (Aug. 19/11). I sincerely hope our city leaders pay attention to the important concept of location. While it is difficult to pinpoint why one area attracts public interest when another does not – sometimes the reasons are intangible – we would save time and money recognizing that it is a reality. For years now our city has pumped money and concrete edifices into the area surrounding city hall. While there is traffic entering and leaving buildings, few warm bodies remain to enjoy the greenery – even that not hidden by fences. The area appears to lack the ‘spark’ needed to command visitors’ interest.

Compare that to Abbotsford’s old downtown. The buildings may be in constant flux – some new, some old, some being painted, some needing paint – but the area is bustling with humanity and attracts attention. From what I hear, it always has, regardless of macro financial highs and lows. As we head into leaner economic times, locations that attract are more important than ever. The idea that tax dollars can draw people to an area does not always prove to be true – so before our leaders consider signing more cheques, I hope they research whether the money will provide results. “Build and they will come” is not a guarantee. On principle, HST money must be repaid to Ottawa Citizens are always complaining that politicians lied or that they did not keep their promises. On the news last night, there was Premier Christy Clark coyly smirking about getting out of repaying Ottawa the $1.6 billion BC took to implement the HST. Undoubtedly, most British Columbians are cheering for Clark to be 100 per cent successful in reneging on British Colombia’s written agreement with the federal government on implementing the HST. As a society we like to talk the talk about integrity, morals, ethics, and principles as long as it isn’t costing us, as individuals or a society, anything or any inconvenience. But as soon as it becomes inconvenient or is going to cost us effort, or worse

money, we walk away – ignoring integrity, morals, ethics and principles. We had an agreement with the federal government on the HST whereby the province of British Columbia would receive payments totalling $1.6 billion dollars in exchange for implementing the HST. In that agreement it was clearly set out that we had the right to change our minds and extinguish the HST. It was also clearly set out that if we chose to change our minds and not participate in the HST, the $1.6 billion would have to be repaid to Ottawa. The fact the $1.6 billion would have to be repaid to the federal government if we voted to extinguish the HST was oft cited in the discussion leading up to the

referendum on keeping or extinguishing the HST. Prime Minister Stephen Harper clearly and definitely stated that if British Columbia chose to extinguish the HST the province would have to repay the $1.6 billion dollars to the federal government. Knowing that a major consequence of choosing to extinguish the HST would be repaying Ottawa that $1.6 billion dollars, British Columbians voted to extinguish the HST – we voted to return the $1.6 billion to Ottawa. That may be an inconvenient truth, but for a people or a society of integrity, morals, ethics and principles there would be no option other than returning the money. James W. Breckenridge

Their brother, Mark Frederick, will shave Cheryl’s head. For now, though, Waterhouse is enjoying her current look. “I’ve had people ask me if I’ve done this for medical reasons ... but I really like this hair because it’s half as much work,” she jokes.

Valley sales steady in August It’s been a hot August for realtors in the Fraser Valley. The Fraser Valley Real Estate Board processed 1,341 sales on the Multiple Listing Service (MLS) in August – an increase of 35 per cent compared to the 997 sales during the same month last year and slightly higher than the 1,322 sales in July. “We typically see a summer dip in sales in August compared to July and that didn’t happen this year,” said Sukh Sidhu, president of the Fraser Valley Real Estate Board. “We attribute the current steady market to interest rates remaining favourable, as well as buyers taking advantage of home prices softening slightly in certain markets and an influx of new inventory across all property types.” The board posted 2,644 new properties on its MLS in August, an increase of 26 per cent compared to August of last year and 10 per cent fewer than it received in July. The number of active listings in the Fraser Valley remained at 10,074 in August, on par with July’s volume.

“The number of homes on the market remains at a yearly high, which combined with a decrease in sales, can put downward pressure on pricing. We’re only seeing this in some communities for certain property types, underlining the importance for both sellers and buyers to obtain local real estate expertise. “Year over year, home prices in the Fraser Valley are either on par or showing increases; month over month, benchmark prices for the three main residential property types combined declined by 1.3 per cent.” The benchmark price of a single family detached house in the Fraser Valley in August was $528,959, an increase of 3.7 per cent compared to $510,107 in August 2010. For townhouses, the benchmark price in August was $327,317, an increase of 0.9 per cent compared to $324,485 during the same month last year. The benchmark price of apartments in Fraser Valley in August was $245,751, an increase of 2.5 per cent compared to $239,659 in August 2010.

Towering 28 feet in the air and boasting a steep 27-degree slope, the new supercross start hill at Exhibition Park is indeed, as Abbotsford BMX club president Steve Baxter puts it, “pretty intimidating.” The intimidation factor is more of a drawing card than a deterrent, of course. The newlook track saw its first competitive action this past weekend, as more than 100 BMX enthusiasts traveled to Abbotsford for the final two races of the Western National series. Jacob was born on March 17, 1917 in Sommerfeld, Manitoba (fourth son in a family of 11 children) and passed away peacefully at The Hamlets in Kamloops, BC on September 3, 2011. He was predeceased by his loving wife of 70 years Sally and survived by his children Ken (Mary-Ann), Al (Sophie), Valery (Bill Braden), Barry (Karen), 11 grandchildren and 15 great grandchildren. Jac was a life-long communicator as educator, writer and workshop presenter with Co-operatives in Manitoba, and with B.C. Central Credit Union in British Columbia and around the world. As he said in his memoirs.... “The intensive lifestyle that my work subjected me to has not robbed me of my passion for being engaged with people, my constant sense of humour, and the joys wrought by working closely with people for the common good. It has brought me an inner peace with God and man in the here and now, and a deep faith in the love and peace in the hereafter. To God be the praise and the glory.” There were no idle times for him. He loved gardening, woodworking and had a big passion for painting. He loved studying the Bible and shared his faith in attending and leading Bible studies for many years. We will cherish his memory and dearly miss him. We would like to express our heartfelt thanks to the staff at The Hamlets of Westyde for their kind, compassionate care. A Memorial Service will be held to celebrate his remarkable life at 2:30 on Saturday, September 10, 2011 in the Chapel of the Valley View Funeral Home, 14660 72nd Avenue, Surrey, BC.
