JANUARY The Abbotsford Chamber of Commerce recommends that the city drop out of the Fraser Valley Regional District. In an eight-page report, the chamber says the move would save the city $2 million a year. The chamber says the value Abbotsford gets back from being a member of the FVRD is dubious. It cites only the 911 and fire dispatch services as the main benefits to the city’s membership in the FVRD. Abbotsford Coun. Patricia Ross says while she respects the chamber’s perspective, she doesn’t agree with its conclusion. Abbotsford Police announce the city is likely to lose its title of “murder capital of Canada” after a dramatic drop in homicides in 2010. Const. Ian MacDonald says new initiatives targeting gang violence helped to curb the city’s murder rate. There were four homicides in Abbotsford in 2010 compared to 11 the year before. Statistics Canada reported that Abbotsford had the highest number of murders per 100,000 people in both 2008 and 2009. MacDonald says the rate of violent crime dropped dramatically after police formed a gang suppression unit. A report on FVRD’s transit needs reveals the city must raise transit expenditures from the present level of $10 million per year to $80 million by 2040. After reviewing the report, council votes in support of a staff recommenda-
tion that future transit planning in the city focus on local investment. Lynne Harris, vicechairwoman of the Abbotsford-Mission Transit Commission, says 80 per cent of trips begin and end in Abbotsford. She contends that the city needs to develop a strong transit system serving the area.
FEBRUARY The University of the Fraser Valley announces it is operating above capacity after higher unemployment rates send more people back to school. UFV vice-president Eric Davies says it’s up to the provincial government to step up and provide more post-secondary funding. Students left on long waiting lists aren’t graduating on time, further delaying their entry into the workforce. A deadly mid-air collision occurs over Mission as two planes tangle wings. One aircraft manages to land safely. However, the other crashes into the Nicomen Slough, killing the pilot, Don Hubble. A passenger in the plane, Patrick Lobsinger, dies after being transported to hospital. Council votes in favour of a pay raise. Effective Dec. 1, councillors receive a seven per cent increase while the mayor gets a nine per cent bump. Councillor’s annual paycheques go from $34,700 to $37,200, while the mayor’s increases to $94,500 from $86,600. Coun. Dave Loewen says he voted for the pay raise in order

APRIL Abbotsford council votes in favour of pursuing a private-public partnership (P3) to create a new water supply and treatment plant at Stave Lake in Mission. Couns. Patricia Ross and Lynne Harris are the lone representatives to vote against the proposal. Ross says she voted against the plan after Mission opted not to participate in the P3 plan. She says for Abbotsford to go at it alone feels “like a hostile takeover” against the city’s neighbours in Mission. The number of homeless in Abbotsford drops in half compared to 2008. Results from a survey from the FVRD and Mennonite Central Committee (MCC) shows the number of homeless people plunged from 235 in 2008 to 117 in 2011. Volunteers visit local shelters, soup kitchens and homeless service providers over the course of a day in order to count the number of homeless. Ron Van Wyk of the MCC says volunteers conducted lengthy interviews, asking homeless people their age, home

MAY A new report from city staff reveals that the Abbotsford Entertainment and Sports Centre ran a deficit of $3.4 million in 2010. The deficit includes an anticipated payment of $1.2 million to the Abbotsford Heat AHL team. The arena also ran a deficit of $2.6 million in 2009. The 2010 operational costs for the arena were originally pegged at $4.3 million, but ended up being just over $5.8 million. As part of the deal to bring the Heat hockey team to Abbotsford, the city signed a supply fee agreement with the hockey team guaranteeing $5.7 million in revenue. The city is on the hook for the difference if the team doesn’t bring in the expected revenue. Abbotsford MP Ed Fast is named to Prime Minister Stephen Harper’s newly formed majority government cabinet. Fast serves as Minister for International Trade and Minister for the AsiaPacific Gateway. Fast was elected Abbotsford MP in 2006, but this is the first time he’s served in cabinet.

In November, Abbotsford voters put an end to the debate as they defeat the referendum by 75 per cent. Fast says he was surprised when Harper called him. “It’s gratifying, but also humbling,” says Fast. The minster joins nine other new faces in cabinet following the federal elections.
JUNE The impact of the Stanley Cup riots reaches out to Abbotsford as 70 police officers from the city are dispatched to downtown Vancouver to help with riot control. The officers were already on standby in the event that any problems broke out in Abbotsford, but the situation here remains peaceful as thousands of fans gather along South Fraser Way. A local woman who left her car parked downtown the day of the riots returns to her vehicle to find it flipped upside down. Crystal Ratvay, who has suffered from posttraumatic migraines since 2005, breaks down in tears when she discovers the car that an aunt had given to her is totalled by rioters. A replacement car – a 2003 Chevy Cavalier – is later donated to her. A tractor-trailer bound for Maple Ridge smacks
into the Sumas Way overpass leaving debris on the road. The truck, which stands at a height of 4.8 metres, barrells into the overpass where signs indicate a height clearance of 4.62 metres. The Ministry of Transportation and Infrastructure says the driver received a permit to drive the route he was on. However, the permit should not have been issued in the first place. A tireless volunteer at W.J. Mouat Secondary passes away after a ninemonth battle with cancer. John “Opa” Smeysters was best known as the equipment coach for the Hawks’ football team. Smeysters also served as a paymaster at bingo fundraisers, a frequent chaperone at dances and even a guest lecturer for social studies classes where he recounted his experiences during the Second World War. Legendary rock band KISS performs at the Abbotsford Entertainment and Sports Centre, wowing a sold-out audience. A film crew also shoots several scenes in town for lead singer Gene Simmons’ reality television show Family Jewels.

JULY A hit-and-run accident takes the life of a star athlete from W.J. Mouat. Desmond Bassi, 17, was walking down Blueridge Drive when a driver ran into him. The driver, who is also 17, turns himself in after the incident and now faces criminal charges. Bassi was a star receiver for the Hawks as well as a key member of the basketball team. Ex-NHL player Ryan Walter takes the reins of the AHL’s Abbotsford Heat. Walter, who replaces outgoing Heat president Tom Mauthe, says the job is “a wonderful opportunity.” The new president previously served as a Vancouver Canucks assistant coach under Alain Vigneault from 2008 to 2010. He also played in the NHL for 15 years with the Washington Capital and Vancouver Canucks and won the Stanley Cup with the Montreal Canadiens in 1986. Abbotsford gangster Jonathan Bacon is killed outside an Okanagan resort in a gunfire attack that leaves four others injured. Bacon, who grew up in Abbotsford but was residing at an undisclosed location in the Lower Mainland, was a prominent figure in the Red Scorpions gang. A gift to the banks Gift cards are wildly popular. They’re easy to send in the mail or stuff in a stocking. They show at least a semblance of thought was given to the recipient’s desires yet still empower that recipient to get something they truly want. But they can come with a downside, that has yet to be addressed by Ottawa. Canadians spend about $6 billion a year on gift cards. A survey last year by Maritz Research suggested almost half of Canadians were hoping to find a gift card under their Christmas tree. They’re also popular with retailers. Statistics Canada says more than 80 per cent of large Canadian retailers offer gift cards. The credit card gift card issued by a number of banks seems like the perfect gift solution. But beware the fine print. There’s lots of it – most of which works against the consumer to devalue the worth of the card. Gift cards issued by retailers are regulated by provincial consumer
laws. In B.C., that means they can’t have expiry dates and consumers can’t be charged fees to acquire or maintain the cards – what you buy is what you get. But bank credit card gift cards are regulated by Ottawa, which has yet to act to protect consumers against extra fees or expiry dates. Those fees can quickly chip away at the full value of the gift card, from a transaction fee to actually buy the card, to monthly maintenance fees, to charges to have the bank check the balance remaining on the card. If the card does expire, the bank will gladly issue a new one for a substantial fee, plus a cancellation fee equal to the balance still on the card. It all adds up to make a credit card gift card seem more a gift to the banks than the recipient. It’s time the federal government brings the rules for those cards in line with those that apply to retailer gift cards. Black Press

NDP leader Adrian Dix: TF: There was a lot of cheering at your convention Dec. 10 when federal NDP leader Nycole Turmel said that B.C. shouldn’t have to pay Ottawa back the $1.6 billion HST transition payment. That hasn’t been your position. Isn’t this a mixed message for the public? AD: No. In the federal election campaign, the NDP advocated for that position, and they said that if they were elected, and of course it was the late Jack Layton who put forward the argument that B.C. would not have to return the money, would we have voted at that time to get rid of the HST. Obviously, while the NDP did extremely well in that election, we didn’t win. Mr. Harper won. He says we have to pay the $1.6 billion back and
the Liberal Party of B.C., Ms. Clark and Mr. Campbell’s party, signed a very bad deal for B.C. that we’re stuck with. TF: You replaced Carole James this year. At the root of that situation was a complaint about a policy vacuum in the B.C. NDP. I put it to you that that vacuum still exists … AD: [laughs] I guess I can’t count on your support. TF: I’m making a list here. Increase corporate taxes to 2008 levels. Bring back a corporate capital tax and use that to fund student grants. Have I missed anything? AD: In January and February, many people criticized those proposals, especially the one returning corporate taxes to 2008 levels. And then the government adopted, briefly, those proposals in May. So I’m delighted that I’m moving the political debate in a positive direction. I defy you to name any opposition leader in any jurisdiction in Canada who has been as specific on taxation as I have 18 months before an election. You’re going to see our detailed program in advance of the election. At the NDP convention I spoke at length about the key issues of our time, about
the things that I’m campaigning for right now, including improving skills training in our province, addressing issues of inequality, addressing the fact that raw log exports are out of control in the province. I get criticized on some days for being

TF: The B.C. Liberals leapt on your recent statement about potentially increasing income taxes for high earners. This sounds like [federal NDP leadership candidate] Brian Topp’s suggestion of a new top tax bracket. Is that what you were saying? AD: On personal income taxes, I think
because the B.C. Liberal Party has continually increased costs on middle class people, for example, shifting the hydro burden onto residential customers, and subsidizing industrial customers. They’re raising MSP premiums, raising ferry fares, raising long-term care fees, they have specifically gone after the middle class. I don’t think there’s really personal tax room there for middle-income people. That’s my view and my position. TF: So does that mean increasing taxes for higher income people? Teen escaped after being robbed and groped Police are still looking for tips that might help them catch the suspect in the sexual assault of an 18-year-old girl. Abbotsford Police released a composite sketch of the suspect last Friday, but Const. Ian MacDonald said no one has been arrested in connection with the incident, which occurred on Dec. 18. MacDonald said the teen victim was walking through a field on the east side of John Maclure Elementary – located in the 2900 block of Oriole Crescent – at about 8:15 p.m. when she noticed a man standing in the darkness. She attempted A police sketch of the suspect. to walk in the opposite direction, but was grabbed by the suspect. The woman screamed, and the man indicated he had a weapon and demanded money from her. He obtained some cash and other items from the teen, but also groped her and attempted to force her into a sexual act, MacDonald said. She was able to free herself and run to a safe place. MacDonald said patrol officers and a K9 unit were unable to locate the man when they were called minutes later. The investigation is now in the hands of the major crime unit. The suspect is described as an Indo-Canadian man in his 20s with a thin build and short hair. He was wearing a black baseball cap, a black

Metro passes new dirty diesel rules Owners of the most soot-spewing backhoes, excavators and other diesel equipment operating in Metro Vancouver must now register their machines and pay hefty annual fees. A new regional bylaw takes effect Jan. 1 that Metro hopes will prod equipment operators to upgrade to cleaner diesel technology to help reduce cancer, respiratory illness and other health risks from particulate pollution. The most polluting off-road diesel engines are classified Tier 0 and must be registered and labelled with a ‘T0’ decal to operate in Metro. They’re being charged $4 per horsepower for 2012, but Metro intends to steadily raise the fees in the years ahead and expand the rules to more machines. Fees that start now in the hundreds of dollars – for a 100horse excavator, for example – could be in the thousands within a few years. Owners who retire a Tier 0 machine or upgrade it to Tier 2 or better will be refunded 80 per cent of the fees paid in the previous three years. Diesel soot emissions are responsible for about two-thirds of the lifetime cancer risk from air pollution in the region.

About 4,500 homes in Abbotsford and Mission were without power on Christmas Day due to a powerful windstorm. There were numerous reports on Twitter and Facebook of people being forced to barbecue their Christmas turkeys. The outages occurred between noon and 1 p.m. The biggest outage affected more than 3,600 homes in the area south of Prior Avenue, north of Highway 1, east of Babich Street and west of Empress Drive. Power was restored in that area by 4:30 p.m., but the longest outage lasted 11 hours – from 1 p.m. to just after midnight – to almost 230 homes on Sumas Mountain. Winds reached gusts of between 70 and 90 km/h. Environment Canada said the storm was caused by an intense cold front moving into the region.

A 37-year-old Abbotsford man, Jason Liss, has been sentenced to two years in jail and ordered to pay restitution of almost $91,000 after pleading guilty to a jewelry store heist. On May 10, 2009, the Romance Jewelry store, located in Lynn Valley Mall in North Vancouver, was broken into by two hooded men.

FALK Margaret (nee Willms)
SPENST Katherine Louise Passed away December 22, 2011 at the age of 83 years. Kay is survived by her loving husband of 62 years, John; children Dennis (Ewa), Charline Boshart, Karon (Frank) Brookes; 6 grandchildren; 4 sisters, 1 brother, other family members and many dear friends. She was predeceased by her grandson Jeffrey. The Broken Chain We all knew that evening God was going to call your name In life we loved you dearly In death we do the same. It broke our hearts to lose you, You did not go alone, For part of us went with you The day God called you home. You left us peaceful memories Your love is still our guide, And though we cannot see you You are always at our side. Our family chain is broken And nothing seems the same, But as God calls us one by one The chain will link again. Viewing will be held Friday, December 30 between 10 am and 11 am at Olivet Mennonite Church, 2630 Langdon St., Abbotsford, followed by interment at Maclure Road Cemetery at 11:30 a.m. The memorial service will take place at 1:00 p.m. at Olivet Mennonite Church. Margaret passed into the presence of her Lord on December 24, 2011. She was born on November 28, 1929 in Burwalde, Manitoba to Jacob and Anna Willms, the fourth of ten children. After attending a summer Bible Camp she entered into a wonderful relationship with the Lord and her spiritual pilgrimage began. When she was 16 years old her parents sold their farm, moved to the Fraser Valley and began attending the Arnold MB Church. Margaret sang in the church choir, taught Sunday School and Daily Vacation Bible School, and worked with the youth. Rather than return to public school she attended Abbotsford Bible School, graduating in 1953. In her final year there she met Werner Falk. After a courtship of 18 months they were in married in the Arnold Church. During the next several years three daughters were born to them. Margaret was a loving mother and grandmother and had a true servant’s heart. She did domestic work for many years to help support the family and her employers became very close friends. In addition to serving in her church, she volunteered for over 25 years at the MCC store in Clearbrook and sewed thousands of blankets and diapers to be sent overseas, saying a prayer for every child that would receive one of these gifts. In 2003 Margaret fell and injured her knee which led to other medical complications, eventually ending her stay on earth. Margaret leaves to mourn her loving husband Werner of 57 years, three daughters, Cheryl (Ben Wall) and their children Charissa and Geoffrey; Coleen (Gord Lint) and their children Thomas (Roxie), Alison (Ben), Jared (Chandelle), and Brandon; Janet (Raynold Nickel) and their children Mollee, Tessa (Aaron), Sydney, and Madison, and three great-grandchildren. We all miss her terribly, but rejoice knowing that she is with the Lord. A memorial service will be held at Bakerview MB Church on Clearbrook Road on Saturday, December 31st, 2011, at 11:00 am. In lieu of flowers, a donation to MCC would be appreciated.

Lal Singh May 15, 1935 - Dec. 23, 2011
It is with the greatest sadness and heavy hearts that we announce the sudden passing of Lal Singh Narang. He leaves behind a large family and dear friends who loved him. Lal is survived by his loving wife of 52 years, Maya Wanti (or as he always referred to her as his ‘lovely wife’); his children, Surinder Chawla, Palvinder Narang, and Debbie Narang; his grandchildren, Eric Chawla (Sunita) and Deepak Chawla (Mandy); and the new love of his life, his great grandchild, Aaliyah. He was predeceased by his daughter Rajinder Narang. Lal was born in Dhudike, India and immigrated to Canada in 1969. Lal worked in the forestry industry as a lumber grader until his retirement in 2001. Though he retired, he never sat still. Lal loved life and his family. He will be remembered for his strong work ethic and reliability, but most of all, for his warm, big smile. He was a man of few words, but his sharp wit, his easy sense of humour and great love for everyone will always remain with us. Lal will be sadly missed by all who knew and loved him. A viewing was held on Wednesday, December 28, 2011 at the Elks Hall in Merritt, BC, followed by cremation in Kamloops, and then a Service at the Gurdwara (Merritt Sikh Temple). In lieu of flowers, donations may be made in Lal’s name to the Heart and Stroke Foundation of BC, 1212 West Broadway, Vancouver, BC V6H 3V2, or the Canadian Cancer Society, BC & Yukon Division, 565 West 10th Ave., Vancouver, BC V5Z 4J4.
