Charges in shots-fired case Accused was out on bail from prior charges

Charges have been laid against a man allegedly involved in the shotsfired incident that resulted in five local schools being locked down last Thursday. Narinder Singh Gill, 19, has been charged with assault with a weapon, using an imitation firearm, possessing a weapon for a dangerous purpose and breach of recognizance. He has been remanded in custody and is due to appear today in Abbotsford provincial court. Abbotsford Police tracked down a suspect after high school students reported hearing shots being fired from a grey Honda Accord that fled the area of Blueridge Drive and Townline Road at 11:20 a.m. The students, who were on their lunch break, reported the incident to school staff, and police were notified. Five neighbouring schools – Rick Hansen Secondary, Eugene Reimer Middle, and Blue Jay, Dave Kandal and Harry Sayers elementaries – were locked down for about an hour. The students had recorded the licence plate of the suspect vehicle, and this led police to a home on Homestead Crescent, said Const. Ian MacDonald.

Police and school authorities locked down five schools last Thursday after shots were heard.

Family members reported that the registered owner of the vehicle no longer lived there, and further checks led investigators to a home on Siskin Drive. MacDonald said the suspect was found outside talking on his cell-

phone. His vehicle was seized and is undergoing a forensic examination. MacDonald said a weapon was found, but it’s not clear where it was located or whether it was a real gun or a replica. Crown counsel has proceeded with imitation-firearm charges for now. “Should a genuine firearm, or evidence of one, be recovered, the Abbotsford Police will be recommending additional charges,” MacDonald said. He said initial reports indicate that the shots were allegedly fired after the suspect became involved in an altercation along Townline Road with some teens. He did not know whether these were the same youths who reported the incident. The provincial court database shows that Gill was previously charged with two counts of aggravated assault, one count of uttering threats, and breach of recognizance in an incident from Oct. 21, 2010. Co-accused Kuldeep Singh Gill, 21, was charged with two counts of aggravated assault. The two were released on bail. They are next slated to appear in court on those charges on June 22, and their trial is scheduled to begin July 26.

The surprise announcement last Monday by the B.C. government that additional community gaming grants have been made available has enabled some local nonprofit groups to keep operating with minimal or no cuts. In Abbotsford, 59 groups – mostly parent advisory councils – found out they will receive a total of $392,000 in addition to what they had been previously told they will receive for the next year. New Premier Christy Clark announced last week that across the province, an additional $15 million has been provided to help return funding to traditional levels for more than 2,000 groups. The Center for Epilepsy and Seizure Education received the largest boost in Abbotsford – $120,500. Laura Yake, director of the centre, said the money helped bring the facility above its previous year’s funding of about $205,000. The center, located on Ventura Avenue, was told at the end of March that its gaming grant had been cut to $120,000. “We were devastated. It struck a blow to our core programs and our clients services ... What would we have to do to keep our doors open?” she said. Yake said “tears of joy” were shed when the centre received word about the additional funds.

“We are so thrilled. It just means we’re going to be able to restore services and potentially build on what we’ve accomplished in the past.” Staff, volunteers and clients at the B.C. Schizophrenia Society (BCSS) office on Montrose Avenue were similarly excited. Mike McLean, president of the Abbotsford BCSS branch, said the group was already thrilled to find out late last month that they were getting a $43,000 grant after having received no money last year. McLean said if the grant application had not been approved this year, the office would have had to close. This week’s notification that the society will receive an additional $10,750 was a bonus, he said. The local BCSS can now think about expanding or restoring programs over the next year, he added. PacificSport Fraser Valley – which offers programs for athletes, coaches and volunteers – has found itself in the same position. General manager Linda Palm said the agency was first told its traditional grant had been reduced from $50,000 to $25,000. This meant planning for program cuts, and the biggest impact was to the Explore Sports summer day camps. Those camps can now be retained, after PacificSport found out it will receive an additional $25,000, bringing it back to the previous year’s level. Continued on A7

Alleged fraudster Man arrested in Ontario for Ponzi scheme Vikki HOPES Abbotsford News

A former Abbotsford man who was wanted on a Canadawide warrant for allegedly operating a fraudulent investment scheme has been arrested in Mississauga, Ont. Malcolm Cameron Boyd Stevenson, 55, was arrested March 21 by the E division RCMP commercial crime section. He is now in custody in B.C. awaiting trial on charges of fraud over $5,000 and theft

over $5,000, next appearing in Vancouver provincial court on May 2. He was also previously charged with contravening the Securities Act, but a trial scheduled for March 2010 was delayed, and a new date will be set. The warrant for Stevenson’s arrest was issued earlier this year. It is believed he was living outside of Canada, and he was arrested at Pearson International Airport while trying to re-enter the country. The arrest stems from an investigation into an investment vehicle called the Inter national Fiduciary Corporation (IFC), which operated between 2004 and

2006. It is alleged that the program bilked Canadian investors out of an estimated $37 million and was run by Stevenson; another Abbotsford man, Daniel Eric Byer; and a resident of Virginia, Preston Pinkett II. Pinkett, 72, was arrested in the U.S., pleaded guilty in December 2008 to conspiracy to commit mail fraud, and was sentenced the following year to 24 months in prison. Byer has not been charged, according to the provincial court database. The B.C. Securities Commission (BCSS) in February 2008 ordered the three men to pay $12.7 million to the courts for operating a

scheme that bilked 143 investors – 89 from B.C. – out of millions of dollars. The trio were also ordered to pay $4 million in administrative penalties and were permanently banned from trading or from being involved in any capacity in the securities market. The BCSS said the IFC scheme promised investors a return of six per cent per month through an “asset growth program.” This involved IFC purchasing “first tier medium term bank notes” and then selling them for a profit. The BCSS said the asset growth program did not exist. Instead, the three men used Continued on A10

DEADLY CLIFF DIVING A 26-year-old Abbotsford man drowned after jumping into Cultus Lake from a cliff near Lindell Beach on Saturday. Chilliwack RCMP said a friend of the victim called 911 at about 4:20 p.m. to report his friend had jumped into the lake and did not resurface. Police said the fatal jump was video-taped by one of the four friends who were cliff-jumping. “The first male climbed to approximately 80 feet on the cliff and was videotaped entering the water in an awkward position,” Const. Tracy Wolbeck said. “The man was seen descending into deeper water, and did not resurface.” The man’s body was recovered at about 7:30 p.m. by an RCMP dive team, assisted by Chilliwack search and rescue volunteers, who arrived earlier with two boats. There was no indication that alcohol was a factor in the accident, she said. The victim’s name is not being released, pending notification of family.

Kinghaven to operate second-stage apartment complex Abbotsford News

Three years after a proposed complex for homeless men was blocked by neighbours, a new site has been announced. In September 2008, the province announced it would approve funding of $11 million for a 50-unit site that was to be built next to the Matsqui Recreation Centre on Emerson Street. Volunteers from the Abbotsford Liberal campaign office on Montrose Avenue arrived to work on Saturday morning and were shocked to find a smashed plate glass window. On Friday evening the team for Abbotsford Liberal candidate Madeleine Hardin hosted a party to officially open their campaign office. It was attended by approximately 60 people, and they were at the office until about 11 p.m. Sometime between the end of the party and 8:30 a.m. on Saturday morning, the front window was smashed. Police speculate a bat or pipe was used. The culprit was not seen by a security camera. There was no vandalism to other buildings in the area that evening. “Obviously, I’m saddened that someone purposely smashed our window,” said Hardin in a press release. “The Abbotsford Police Department responded to our call quickly and is currently investigating.”

The nearest neighbour is the Level Ground Mennonite Church, which has been a strong supporter of KPHS, and it is separated by farm fields. The society already has three other types of services at the site. There are two beds for patients undergoing detoxification. Six more beds for “stabilization and transitional living” are designed to serve clients who are the most severely and chronically addicted. The Kinghaven Centre itself is a 52-bed facility that offers a 70-day intensive residential treatment program for substance abuse. The new George Schmidt Centre will be a natural extension of the programs offered at Kinghaven, said Walker, and men who complete other programs will be able to move onto second-stage housing at the same site, and “re-establish themselves.” The project will create jobs for five new employees, who will staff the facility 24/7. “It’s a major addition to Abbotsford,” said Walker. “Hopefully we can put a lot of productive

men back into the work force, or whatever they choose to do.” Last month work began on a similar facility for women and their children. It will include 41 apartment-style units, located at 3206 Clearbrook Road, operated by the Women’s Resource Society of the Fraser Valley. More than 80 women and children could be accommodated there. “The province actively seeks partnerships that result in an increase in the number of transitional housing and support services available to British Columbians most in need,” said Housing Minister Rich Coleman in a press release. The late George Schmidt was on the first board of directors for Kinghaven, when the facility was known as the MSA Halfway House. He spent 35 years working with the group, and was its longest serving member. Schmidt was the Dean of Men at Columbia Bible College, and in addition to serving on the board of directors, he offered the men of Kinghaven Bible study, held at the church next door. “He was a remarkable guy,” said Walker.

Another skate to drop And so ends Chilliwack’s first flirtation with a Western Hockey League franchise – not with the celebration of a championship win, or even the hopeful expectation of a next season, but with the odour of a relationship gone sour. The WHL has finally confirmed what few people doubted; that the Chilliwack Bruins are in the process of being sold. Formally, the deal is not yet done. But practically, it looks certain. The business of hockey clearly is a tough one. The arrival of the AHL’s Abbotsford Heat just down the road certainly didn’t help the Bruins’ cause. In 2008-09, the season prior to the Heat’s debut, the Bruins averaged 4,073 fans per game. They suffered a precipitous drop to 3,260 in 2009/10. The WHL’s confirmation of the Bruins’ sale leaves Chilliwack hockey fans waiting for the other skate to drop. Indications are that Chilliwack will have a team of some kind. Certainly Bruins minority owner Moray Keith

would want that. His Chiefs Development Group holds the 20-year lease on the Prospera Centre. And not only does it make good business sense to have a tenant, it’s part of the lease agreement with the City of Chilliwack. The Prince George Cougars are struggling with their own attendance woes and was one of the WHL teams rumoured to be heading to Chilliwack, but the team’s vice-president says they are staying put. The Kootenay Ice was another team rumoured as a possibility. If a WHL team finds its way to Chilliwack this fall, it truly will be “a building year” – not only for the team, but also for the relationships bruised by this awkward and ungainly divorce. Fans would welcome another season of major-junior hockey, but that support will be tempered. Sports franchises rely on two things: fan support (preferably through season tickets) and corporate support. Both commodities have been challenged. – Black Press

Perspective missing in land use policy Mark

Rushton On the

Other Hand For the first time this year, the lawn tractor was rescued from its forlorn repose to actually cut the grass, though for the most part the lawn didn’t need it. Gone, at least for this year, were the smug emails to friends in the Cariboo gloating over the fact that I was mowing my lawn on the first of March while theirs remained a wishful expanse buried beneath a meter of snow. Here it is nearly the middle of April and even the trees remain bare. If there is a redeeming factor in monotonously running a lawn mower back and forth it is that it permits the mind to wander, to ruminate over world issues, or closer to home, the proposal by Metro Vancouver politicians to curb the establishment of mega-homes on agricultural land. Seems they are aghast that people build big houses, site them where they

want, and even have the audacity to add a swimming pool and/or tennis court. Apparently in the minds of certain civic politicians it is wrong for people to enjoy or use their own land, and to strengthen their argument, they suggest that these homes and pools make it difficult for future farmers to operate equipment and grow crops. I wonder, have they ever visited a farm that actually uses the soil? Didn’t they notice the large footprint left by barns, equipment sheds and the manure pit? And if they are so worried about arable farmland being covered by a single house, why did they permit literally thousands of acres of productive cropland to be cleared of topsoil and covered by vast swaths of greenhouses? Not that there is anything wrong with greenhouses, though let’s face it, they do not need to be located on soil that is suited to growing crops. Greenhouses would be best sited on mined-out gravel pits, or other nonarable land. The food they produce is excellent, is needed, and contributes greatly to our total agricultural output, but they don’t use an ounce of the soil that is, or was, beneath them. Nor too do

chicken barns or other ‘industrialized’ agricultural enterprises. Even blueberry farms don’t need to be on prime soil … the bush after all is native to mountain locations where the soil base is marginal at best. In addition, in growing blueberries the soil needs

Why permit thousands of acres of productive cropland to be covered by vast swaths of greenhouses? to be soured, thus most farmers load vast quantities of sawdust onto the land requiring significant remediation before anything else could be grown on it. And what about using large blocks of prime farmland to grow turf for urban lawns? How does that contribute to food production? So if it is acceptable to cover, in many cases in its entirety, a parcel of farmland with structures that do not use any of

the soil’s agricultural potential, why is it wrong to have a large home on a piece of land? The majority of the property is still bare and potentially arable. If the parcel size is too small to be a ‘viable’ farm, who is to blame for that? Probably the same politicians who are now bitching about it, and permitted the subdivision in the first place. I support the preservation of farmland, and will argue vehemently against carving it up for residential subdivisions, but to arbitrarily decide what people should or should not do on their land is wrong. If society collapses, and we revert to the days of subsistence living where every scrap of land is needed for survival food production, then the big houses will be torn down, the greenhouses will disappear because there isn’t the gas to heat them and the electricity to light them, and the politicians (or dictators) who survive will find something else that is “in everyone’s best interests.” In the meantime, leave us be, whether we live in tiny shacks or mega-houses – they are our homes and they are ours.

Rise to democratic responsibility on P3s Here are a couple of potential benefits. When problems arise around a P3 venture (start to finish) public officials will be able to defer responsibility to the private service provider. Also, public administrators are not responsible for private employees, so employer – employee relations are not a public service issue. We can ask ourselves just how socially democratic are we Canadians at this time. How important is our public social

Consider it a perperson rate This is in reply to Rick Bakers comments on April 9. Yes, if you have eight people in your house, your water usage rate will go up. But why do you think its okay for and elderly couple living alone, or a single parent with one child, to support your large household? I am not thrilled about paying a higher rate to support an estate house with swimming pool and hot tub and acres of lush green lawn. If you have a large household, then you should pay your share of the water. I have five people, but it's all a matter of conservation and paying my fair share. Don't think of it as a household rate, but a per person rate. Ernie Pepin

tem that we are "the tail wagging the dog." I would hope that the citizens of Abbotsford are as concerned as the citizens of Mission are about turning over the control of their water system to private corporations. He insults anyone who disagrees with his ideas and tries to strong-arm them into going his way. First off, the water he so much wants is not Mission's water or Abbotsford's water – it is BC Hydro's water and they have the final say. If you think you can go it alone then you better start telling the people of Abbotsford what the real price will be without Mission's help. I know the citizens of Abbotsford would like to hear the truth from you for once. Jim Hinds

means of private service providers. I tend to believe that P3s are more costly ventures, but how much more, and is that cost justified? Is the public ever fully informed upfront – can we handle such complexity? We seem to learn a lot in retrospect, after contracts are signed. In any event, public or private, this is still a people issue; resident, taxpayer and voter. Why don’t we rise to our democratic responsibility to pro-

vide direction to our public officials in the area of P3s. Please be

Control of water So the Abbotsford mayor thinks that because the people in Mission are very concerned about who owns their water sys-

infrastructure? How important is public ownership, management, development and funding for public resources and services? Where do we draw the line between public responsibility and private investment? We have heard from public officials that public services in health care, education, protection, utilities, etc. will always fall under the public domain. However, we see public revenue increasingly funding public services by

WINDSOR ST

P3 ventures are generally more efficient and affordable than “public works.” Reportedly, private enterprise is more capable of funding, designing, building and operating virtually any capital project. So let us assume that this is true and the public will pay the cost of resource development and service delivery plus the cost of a profit margin over a long term contract. Perhaps the only question is, what is a reasonable profit for private enterprise to extract from a P3 venture? But are there any other benefits for public officials when considering P3 ventures.

TOWNLINE RD

There is some healthy debate in the public arena presently pertaining to profiting from public resources and services. The public may need to consider the bigger logical and philosophical implications of continued Public Private Partnership (P3), or what many Canadians are increasingly calling P4. Good or bad, I like to think of the P4 model as “public pays 4 private profits.” Logically we can ask why public officials began purchasing public resource development and service delivery from the private sector. The public has been told by our public officials that

He said Chief Bob Rich attended a court appearance by Dutiaume on Friday, when conditions of his release were discussed, and let him know that Abbotsford Police would be issuing the public notification. Dutiaume was 15 years old in June 2002 when he posed as a donations collector for Unicef and forced his way into the Surrey home of a senior woman. He put a pillow over the woman’s face, punched her repeatedly, and raped her. The victim’s daughter arrived to see him fleeing with her mom’s purse. Robbery awareness message gets through Vikki HOPES Abbotsford News

Last year, the Abbotsford Police Department launched a poster campaign and held public awareness meetings about robberies at banks and other businesses. Const. Ian MacDonald said it looks like the messages are getting through. Earlier this week, an employee of a bank thwarted what police believe would have been a robbery attempt. Police had previously identified sunglasses, hoodies and hats/baseball caps as the main choice of attire for robbers. They created a poster for businesses to display that states, “No hats, no hoodies, no sunglasses. Please remove at door. MacDonald said the bank employee, who was aware of the information, noticed a customer wearing sunglasses on a dark, rainy day. She approached the man and asked him to remove his shades, but he instead fled the scene. MacDonald said if it wasn’t for her actions, the culprit likely would have robbed the bank and possibly could have had a weapon. “That’s exactly what we want ... Here’s a good example of what a business can do to help (the police), he said. Another example occurred on March 25, when an alert customer at an Abbotsford pharmacy spotted two suspicious looking men with a duffel bag that might have contained a gun, and called 911. The culprits left before confronting any pharmacy staff. Also that day, a successful robbery took place at a different pharmacy, in the 30400 block of Blueridge Drive. The suspect got away with cash and drugs, but he was caught on video — another tactic promoted by the police during

Robbery awareness efforts appear to be helping prevent crime, according to the Abbotsford Police, their awareness campaign last year. MacDonald said thanks to the video police have now identified a suspect in that incident, although no arrest has yet been made. He said police are planning more robbery awareness presentations this year.

And there will be plenty of time for questions said Peary. “People seem to forget, we are only voting on an application for funding.” He said nothing will be decided until November, when the public has final say during a referendum. “I’m sure P3 will be an election issue.” In Mission, a rally was to be held yesterday afternoon to urge Mission council to keep water public. The event was planned at municipal hall by the group Water Watch Mission-Abbotsford (WWMA). “We 100 per cent support council’s decision,” said rally co-organizer Janet Chalmers. Lawn watering restrictions reduced

A15

Total ban dropped in favour of bi-weekly sprinkling Kevin MILLS Abbotsford News

When the summer heat hits, local homeowners will be able to give their lawns some relief. Abbotsford council has voted to allow bi-weekly sprinkling this year. That’s good news to those who complained bitterly last summer about their lawns turning brown. In 2010, the city ordered a total sprinkling ban to conserve water. This year, from May 1 to Sept. 30, sprinkling twice a week will be permitted. Even numbered addresses will be al-

lowed to water lawns on Wednesday and Saturdays from 6-8 a.m. Odd numbered homes can water on Thursdays and Sundays, also from 6-8 a.m. Sprinkling restrictions have been imposed in Abbotsford since 1995. The city's maximum daily capacity of water is 143 million litres. In the summer, water use can come close to that mark. In 2007, the highest one day consumption occurred, at 139.2 million litres. Last year’s sprinkling ban dropped the peak day usage to 106.8 million litres. The decision to re-

turn to bi-weekly watering was made in part because the city is expecting to get approval from the ministry of environment to increase the amount of water used from the Bevan Wells. That would increase the daily capacity to 170 million litres. Other restrictions: Garden irrigation, watering of flowers, shrubs and vegetables may be carried out using a hand–held wand, a hose with a spring-loaded shut-off device or a sprinkler; Car washing on grass or gravel areas may be carried out using a hand-held

wand or hose equipped with a spring-loaded shut-off device; Where a lawn was newly seeded or sod-

ded, property owners may obtain a new lawn permit from the engineering department: New lawn

More than 1,700 books donated The United Way of the Fraser Valley Reading Tree, in partnership with United Way of the Fraser Valley, has contributed more than 1,700 children’s books to Alexander elementary school in Abbotsford. Principal Jim Van Meer said the donation was a “really encouraging event” for the school. “This gift of books was a terrific boost to our literacy efforts at Alexander elementary,” he said. “We were able to provide our students with a huge variety of books to choose from just before the recent spring break. They were all excited to be able to

take home some books from this collection. There was something for everyone.” Wayne Green, executive director of United Way of the Fraser Valley, said the agency was thrilled to be involved with the program, which provided 10 books for every student at the school. Reading is critical in the development of young children. When parents read to their children for even 20 to 30 minutes a day, those children are more likely to succeed in school as well as in their future lives,” he said. This is the third school in the Fraser Valley that has benefitted from the United

Way’s partnership with the Reading Tree. Since 2007, Reading Tree has delivered more than three million quality children’s books into the hands of children throughout North America. “Children get so excited when they receive ‘their very own book’ to keep and take home to read with their family. It is a special moment when families sit down and read together. That is what this program is all about,” said Denise Finch, market manager for Reading Tree. For more information and locations of the Reading Tree collection bins, visit readingtree.ca.

Tyler, Sebastian and Royce – all Grade 2 students at Alexander elementary – look over some of the books recently donated to the school.

The MSA Kiwanis Club of Abbotsford meets every Wednesday morning from 10 - 11 a.m. at the Legacy Building, 3270 Trethewey Street, Exhibition Park. There, different club projects are planned. In addition, entertainment, such as interesting speakers, take place several times a month. The club is proud of the civic minded men and women who comprise the membership. Together, they financially

support many local organizations. The club also provides baby layettes to local hospitals. As well, dolls made by the club members go to orphanages around the world and to the Vancouver Children’s Hospital and the Seattle Children’s Hospital. These objectives will continue to be successful if we can continue to attract energetic, community minded people to volunteer with the MSA Kiwanis Club of Abbotsford.

The meetings are open to new-comers. While the membership is an active and friendly group of mostly seniors, all ages are welcome. MSA Kiwanis Club provides an opportunity for people to share their experiences, knowledge and time in providing a service to your community and the children of the world. celebrating The Gur Sikh Temple Khalsa Diwan Society y Abbotsford

April 14 - May 29, 2011

The Reach Gallery Museum Exhibition

Our Communities Our Stories:Sikh Pioneers – 100 Years of Immigration, Integration and Identity

Arriving more than a century ago, determined Sikh pioneers from Punjab, India came together against many odds to establish a community in Abbotsford, anchoring it with one of the first Sikh temples in North America - the Khalsa Diwan Society Sikh Temple (built 1908 - 1911) in Abbotsford, BC. This significant temple has been designated as a National Historic Site by the Canadian Government and is the only one of its kind in the Americas to be bestowed with this honour. Historic photos that document the establishment of Abbotsford’s Sikh community, family artefacts that illustrate the stories told by pioneers and a glimpse into the Sikh faith provide a fascinating background for the community-wide temple Centennial celebrations. This exhibition is organized in collaboration with the Khalsa Diwan Society and Centre for Indo Canadian Studies at the University of the Fraser Valley.

April 15th Vaisakhi Luncheon The Fraser Valley Indo Canadian Business Association will host a community luncheon in honour of the Centennial c celebrations of the Historic Gur Sikh Temple and in celebration of Vaisakhi.Vaisakhi is the harvest and religious festival celebrated by Sikhs all over the world. Members of the local community have been invited to partake in the langar (free kitchen) at the Khalsa Diwan Society Gurdwara on South Fraser Way. In the spirit of Vaiaskhi , all invited guests will get an introduction to the Sikh faith, its tenants, the significance of Sikh symbols and the ethos of the religious and cultural community.

Despite pelting rain, 260 runners braved the elements to participate in the Reach Discovery Run on Sunday morning. That was up from 214 runners last year. The event is the largest single fundraiser for The Reach, and brought in more than $10,000. Dave Stirling was the fastest 10k runner on the day, completing the course in an impressive time of 40:40, while Rod MacDonald ran the quickest 5k at 22.29. Both men are from Abbotsford.

Food Bank BIGGEST EVENT OFF THE SEASON E N th seeking extra help Annual

The Abbotsford Food Bank wants local residents to pitch in and help out by donating food and funds this spring. As the number of individuals in need continues to grow, community support is increasingly important. To restock the shelves with nutritious and staple foods such as beans, canned meats, rice and cereal, residents in Abbotsford are encouraged to donate to the Extra Helping Spring National Food Drive, which kicked off April 8 and runs through April 28. During that time, residents can purchase or bring nonperishable food items and drop them into the Extra Helping food donation bins in their local Extra Foods and Real Canadian Superstore locations. People can also make a cash donation at the checkout counter. This year, the goal is to raise $1.2 million and 1.2 million pounds of food for local food banks across Canada. In B.C., the most needed non-perishable items include: canned meat and fish, canned soups and stews, beans in tomato sauce, peanut butter, dry pasta and pasta sauce, and baby items such as baby food and formula.

Officer seeks to quash hearing

ip to

Vikki HOPES Abbotsford News

An Abbotsford Police officer has petitioned the Supreme Court of B.C. to have his public hearing quashed with the Office of the Police Complaint Commissioner (OPCC). In his petition, Const. Doug Lemna states that police complaint commissioner Stan Lowe “did not have jurisdiction to order a public hearing” into allegations that Lemna had abused his authority during an arrest on Oct. 9, 2009 when he was serving as an acting sergeant. Lemna and fellow officer Const. Daryl Young were filmed on video, later posted on YouTube, after detaining two men during what was believed to be a drug transaction near Ravine Park. They arrested the alleged purchaser, trafficker and another man. An internal investigation by the Abbotsford Police Department (APD) was ordered by Chief Bob Rich to determine whether excessive force had been used. In December 2010, the investigation concluded the allegations could not be substantiated against Lemna, but could be against Young. A copy of the decision was forwarded to the OPCC. On Jan. 14, the commissioner issued a notice of public hearing for both Lemna and Young. A date and location have not been set. Lemna states in his petition, filed last Thursday in Supreme Court in Vancouver, that Lowe did not follow proper protocol, as defined in the Police Act. A subsection of the act states that a decision of the “discipline authority” – in this case, the APD – is final and conclusive when a finding is made of no misconduct, unless the OPCC appoints a retired judge to “review the investigating officer’s report” or “make his or her own decision on the matter.” The petition states that retired judge Carole Lazar had been appointed only as the adjudicator of the hearing. The OPCC orders public hearings into matters involving misconduct of municipal officers and which it deems are “necessary in the public interest,” according to the agency’s website. Hearings determine whether there has been any misconduct on the part of an officer and, if so, what disciplinary measures should follow. Meanwhile, Lemna is due to go to trial April 20 on a criminal assault charge related to a separate arrest. That incident took place in September 2010, when police responded to reports of breaking glass in the 2600 block of Jasper Court. When officers arrived, two people fled on bicycles. They were stopped and detained a few blocks away. It is alleged that Lemna used excessive force on one of the individuals.

Designed for the crew and engineered for the driver Buckle in and hold tight. Dodge is jumping back into the sport utility (SUV) segment with the 2011 Dodge Durango, a three-row vehicle spacious enough to carry the entire crew and performance-tuned to thrill anyone who truly loves to drive. Durango will lead the Dodge brand’s new product onslaught for 2011. From its sleek exterior design to its modern, spacious interior, and intelligent, fuel-efficient and powerful powertrain options, the 2011 Dodge Durango is all-new from the inside out. And the changes are more than skin deep. The Durango’s unibody structure is more than 25 percent stiffer than its predecessor. The end result is a vehicle with crossover versatility, SUV capability and performance in a different league than its competitive class. “Dodge Durango appeals to customers who need the versatility of a crossover and capability of an SUV, but want the refinement and characteristics of a premium performance vehicle,” said Ralph Gilles, President and CEO, Dodge

Brand and Senior Vice President, Design — Chrysler Group LLC. “Durango owners love to drive and relish the feelings it evokes, but also want a vehicle that stands out from the crowd and expresses their individuality.” Durango customers live busy lives. They need a vehicle that is spacious and flexible enough to haul three rows of passengers and their gear, but powerful and agile enough to keep it fun. Durango customers are looking for the perfect balance of functional versatility and luxury at an outstanding value. Durango is the only vehicle in the segment that will meet their needs. The all-new Durango is available with two powertrains that provide rear-wheel-drive performance and fuel efficiency. Engines available in the all-new 2011 Dodge Durango include the flex-fuel 3.6-liter Pentastar V-6 and 5.7-liter HEMI V-8 – both engines feature variable valve timing (VVT). When equipped with the Pentastar V-6, the Durango can drive more than 500 miles on a tank of gas.

Playoff hopes up in smoke Scoring woes keep Heat out of AHL’s post-season party Dan KINVIG Abbotsford News

The Heat’s sophomore season in Abbotsford will not include a return trip to the playoffs. The Lake Erie Monsters made sure of that, downing the Heat 3-0 in Cleveland on Saturday evening. Matthew Ford scored twice for the playoff-bound Monsters, while Abbotsford native David Van der Gulik – a member of the Heat last season – rounded out the scoring. In the end, the result was rendered moot later in the evening when the Oklahoma City Barons defeated the Texas Stars 2-0 to clinch the Western Conference’s crossover playoff berth. The Barons’ win would have eliminated the Heat even if they’d beaten the Monsters. With their post-season hopes officially snuffed, the Heat dressed a youthPLAYFAIR ful roster for Sunday’s regular season finale in Toronto. Front and centre was 19-year-old Finnish goalie Joni Ortio, a sixth-round pick by the Calgary Flames in 2009 who made his North American pro debut in the Heat net. The Marlies got to Ortio for six goals on 30 shots, and Marcel Mueller’s hat trick paced Toronto to a 6-0 win. Speaking with The News on Monday, Heat head coach Jim Playfair termed his team’s failure to make the playoffs “very discouraging.” “We were able to overcome a lot of adversity this year, in that we were a very young team and had a lot of injuries,” Playfair said. “But at the end of the day, I’m very disappointed we weren’t in a position to continue on. “We’ve got exit meetings with the play-

Quite simply, the Heat couldn’t put the puck in the net with enough frequency. Their 186 goals scored was the lowest total in the AHL, and the power play was rated 27th out of 30 teams at 14.5 per cent. Given their inability to finish, it’s somewhat remarkable the Heat were alive in the playoff race until the second-last game of the regular season. It’s a tribute to their

commitment to playing a gritty, sound defensive game. Abbotsford’s goals-against total (212) was eighth-lowest in the AHL, and the penalty kill, after a slow start, was much-improved in the second half and ended up rated 11th overall (83.2 per cent efficiency). “We gave up the second-fewest shots in the league, and that speaks volumes about the structure our team was able to get to,” Playfair said. “The offensive part of it, I think we were seventh in the league in shots on net. So the finish is something we’re looking to address.” Improving the finish might require an

additional investment by the NHL parent Calgary Flames in proven veteran scorers for the AHL affiliate. The Heat were the youngest team in the league, and that inexperience was glaring at times. The addition of Ales Kotalik in February certainly helped matters offensively, but the Heat only had him for 25 games. “That’s something we’ll certainly look at,” Playfair said, speaking of adding proven talent up front. “You look at Oklahoma City and Texas. They’re teams that signed veteran goal-scorers in the off-season, and they’re playoff-bound.” Continued on A33

On an overcast, sometimes soggy opening weekend, the Abbotsford Cardinals’ bats simply didn’t heat up. The local B.C. Premier Baseball League outfit opened the regular season by losing three of four games at DeLair Park, scoring just one run combined over the course of the three defeats. Against the Langley Blaze on Saturday, the Cards ran into two of the league’s best pitchers in Tom Robson and Devon Stewart. Both Blaze starters struck out nine Abby batters as Langley swept the doubleheader by scores of 5-0 and 3-0. On Sunday against the Victoria Eagles, the Cards got into the win column with a 3-2 victory, but the Eagles won the back half of the two-game set 7-1. “We’ve got work to do with the sticks,” Cardinals coach Andy Rempel noted. “We faced two of the top pitchers in the league from Langley, and we had good at-bats,

we just didn’t get the timely hit we needed. “And we’ve just got to tip our hats to Victoria’s pitchers. They had us off-balance all game, and we couldn’t make adjustments.” The Cards’ lone win of the weekend came in thrilling fashion. In the bottom of the seventh with the score tied 2-2, Gabe Gomez and Adam Balliet both reached base on Eagles errors, and Ryan Lucky’s two-out single

drove in Gomez with the winning run. Lucky, the Cards’ shortstop, said his team just needs to be a little more selective at the dish in order to ignite the offence. “We’ve got a lot of potential,” he said. “We just weren’t swinging at the right pitches. We’ve got to see the ball better, and hit what we can hit.” The weekend results aside, Rempel is excited about how his

team is shaping up. The Junior Cardinals feeder squad has been ranked in the top two for each of the past three regular seasons, and the senior club is set to reap the benefits of that development. “Overall, we’ve got a solid team – defensively, pitching, hittingwise, once we’re clicking,” Rempel said. “I’m disappointed with the start, but I’m not worried about the season. We’ll get it ironed out.”

Saturday was a momentous occasion for soccer in Abbotsford, as the local association officially launched its partnership with Magnuson Ford. The club formerly known as the Abbotsford Soccer Association will henceforth be called Magnuson Ford Mariners FC. The South Fraser Way auto dealership and the club announced a five-year pact in late January, and it figures to be a huge financial boon to the club. It figures to be a fascinating off-season for the Heat. The list of free-agents-to-be includes Playfair, whose two-year contract is set to expire. In the past, the Heat bench boss has stated his focus is on landing an NHL head coaching job, as opposed to an assistant coaching gig. “There’s some things out there,” he said, alluding to openings with Ottawa, Minnesota, New Jersey and Florida. “My style of coaching has to fit with what a general manager and

owners want to see in their team game. “That’s certainly something I’ll be exploring, but I’ll also be talking to Calgary about their future plans and what they want to do in Abbotsford.” Among current Heat players, Leland Irving’s future figures to be one of the more interesting summer storylines. The 23-year-old goalie led the league with eight shutouts, and his 30 wins were second-most in the AHL. With current Flames backup Henrik Karlsson headed to free agency, there’s specula-

Also unveiled were the club’s new mascot – a muscular blondhaired soccer player named Magnus – and the new Adidas gear. “Seeing the kids wearing their jerseys with the new logos, it’s really exciting,” said Layne Magnuson Jr., who owns the dealership. “I really feel like we’re working together. “We’re trying to take the marketing approach we use and bring it to the soccer association.”

Playfair, though, believes Irving could still use additional seasoning, citing current NHLers Corey Crawford (Chicago Blackhawks) and Cory Schneider (Vancouver Canucks) as goalies who have benefitted from extended AHL apprenticeships. “My personal theory is, Leland has to win a playoff round to prove he’s a (top) American Hockey League goaltender,” Playfair said.

HILDEBRAND Howard Clark June 10, 1960 ~ April 6, 2011

With heavy hearts, the family announces the sudden passing of Howard on April 6, 2011. He will be sadly missed by his mother, Olga Hildebrand, his siblings Carol (Tony) Helgason, Janice (Larry) Benge, Gordon Hildebrand, his nieces and nephews Hjortur, Ivar, Stefan, Mihaela Helgason, Zoey and Lucas Benge. He was predeceased by his father Abe Hildebrand in 1983. Howard spent his early years in Dominion City, MB, before moving with his family to Aldergrove, BC. He was most recently employed by Greyhound Courier Services. Memorial Service will be held on Friday, April 15th, 1:00 pm, at the Level Ground Mennonite Church, 31216 King Road, Abbotsford.

REEVE Gladys Dec. 8, 1953 ~ April 2, 2011

Passed away peacefully in Christine Morrison Hospice, Mission, BC on April 2, 2011. She is lovingly remembered by her husband Ken, daughters Nikki Carleton, Emmy (Jason) Epp and Coralie Carleton, stepchildren Sam Reeve and Will Reeve, her father Gordon Magnusson, all of Abbotsford; sisters Roxanne (Chuck) Kroeker of Winfield, BC, Karen (Don) Allen of Regina, SK and Bev (Dave) Jakelski of Perth, Australia; the students and staff of Alex Hope Elementary School; and a host of other family members and friends. Gladys was pre-deceased by her first husband Ron Carleton and her mother Mildred Magnusson. A Memorial Service will be held at 11:00 am Thursday, April 14, 2011 at Northview Community Church, 32040 Downes Rd., Abbotsford, with a reception to follow.

Esther Mary Unruh (nee Kroeker) peacefully went to be with her Lord and Saviour on April 8, 2011, at Christine Morrison Hospice, surrounded by her loving family. Esther was born September 8, 1916 in Winkler, MB, the fifth child of Jacob and Anna Kroeker. Esther was predeceased by her parents Jacob and Anna Kroeker, husband Dr. Henry Unruh (1988), sons Richard (1992) and David (1996), sisters Lena Pries and Annie Funk; brothers Peter Kroeker, Jake Kroeker and Menno Kroeker. She will be lovingly remembered and greatly missed by her children Dale (Jean) Unruh, Ft. McMurray, AB; Pamela Gutierrez, Valley Centre, Kansas and Alexandra Unruh, Edmonton, AB; sister Luella Loney (Ted) and brother Bert Kroeker (Anita). She will be missed by her grandchildren Kelly Jean Unruh Behrman (Myron), Dale Unruh Jr. (Renee), Kristin Unruh, Darrin Unruh, David Unruh (Dana), Andrew Reimer, Holly Reimer, Jaslyn L’Heureux and great grandchildren Karli Jean Unruh Behrman, Nicholas Unruh, Dale Unruh III, Henry Unruh, MacKinley Unruh, Logan Unruh and Dawson Unruh. At age 11 Esther publicly stated that she wanted Jesus as her Saviour and Lord. Later at age 16 she was baptized on her confession of faith. Playing the piano, singing, art and painting were some of her passions. Described as having a contagious enthusiasm for life, Esther’s love for Jesus was reflected in all that she participated in and that love was also extended towards others. An eternal optimist, Esther was always joyful and praising. She took her responsibility of teaching her children to know and love the Lord Jesus as priority. Her strong convictions and faith remained a constant example for her children, family and friends. Her love and prayers will be dearly missed by her family. Graveside service will be held Thursday, April 14 at 11:00 am at Maclure Road Cemetery followed by a Celebration of Life at 1:00 pm at Central Heights MB Church, 1661 McCallum Rd., Abbotsford. The family would like to acknowledge with gratitude Dr. R. Welsh and his staff, nurses and caregivers at the Abbotsford Hospital and the team of caregivers at Christine Morrison Hospice for their excellent care. Special thanks to Joy and Helen Friesen, Mary Braun, Marion Reedhead, John and Isabelle Balzer and the residents of Central Heights Manor for the love and kindnesses shown to our mother over the years.
