Crime rate spiralling down Reduction of nearly a third in three years

The Abbotsford Police Department (APD) has recorded a total 29 per cent drop in crime in the last three years, with reductions in almost all categories. Preliminary year-end statistics released at last week’s police board meeting indicate that the depart-
ment is on track with its goals to reduce all Criminal Code offences. “The trend to an increasingly safer city seems to be borne out in the stats,” said Const. Ian MacDonald. Areas in which drops were recorded last year, compared to 2010, include murder, home invasions, stolen vehicles, thefts from vehi-
cles, and break-ins of homes and businesses. One of the largest drops – 21 per cent – was in the number of stolen vehicles. There were 639 such crimes in 2010, compared to 505 last year. MacDonald said the crime reduction unit can take credit for that, Continued on A6

Black ice contributed to several collisions Monday morning in Abbotsford, including one that shut down power to more than 3,000 homes. Abbotsford Police Const. Ian MacDonald said most of the crashes occurred between 4:30 and 6 a.m., before the temperature rose. The only incident outside of those hours was at about 1 a.m. in the 29000 block of Fraser Highway, when a vehicle slid into a ditch. A few hours later – at 4:40 a.m. – a Jeep Liberty was heading west on Fraser Highway just past Mt. Lehman Road when the driver hit a patch of black ice, slid into the oncoming traffic lane and into a snowbank. The vehicle landed on its roof at the side of the road, and the driver suffered only minor injuries. Another collision took place at 4:47 a.m. on Harris Road near Gladwin. The driver of a westbound Dodge Ram pickup attempted to pass the vehicle in front of him, lost control and went off the road. Just two minutes later, a driver heading west on Maclure Road near Clearbrook Road lost traction and ran into a hydro pole. The impact toppled the pole and sent power lines across the road, landing on the roof of an eastbound car. Continued on A10

No jail for bringing guns over border American soldier was driving to new posting in Alaska Vikki HOPES Abbotsford News
A member of the American Armed Services who tried to cross the Abbotsford border with two handguns last May should not be jailed for what was an obvious mistake, a provincial court judge has ruled. Judge Ronald Caryer said Staff Sgt. Ditrek Lamone Mack, who has had four tours of duty in Afghanistan and Iraq, believed it was legal to carry guns into Canada as long as he was leaving within 24 hours. According to provincial court documents, Mack, his wife and their three children were crossing at the Sumas border on May 1, 2011, on their way to Alaska, where he had been transferred. Mack did not disclose that the guns were in the car, but the vehicle was searched and two loaded Taurus PT firearms were found: one in the console and one in a
bag. Mack had purchased the guns in Georgia, where he was stationed, through the army/ air force exchange. The guns were seized, and Mack was charged with smuggling goods into Canada, unauthorized possession of a firearm and possession of a prohibited firearm with ammunition. He pleaded guilty, and his sentencing hearing was held recently in Abbotsford provincial court. In his ruling, Caryer noted the cultural distinction between the use of firearms in Canada and the U.S. “We are not a gun culture here ... We have very strict rules about how they (guns) are to be stored ... That is inconsistent with the cultural values that Americans place on the right to bear arms.” He also commented on the role that the “proliferation of guns” has played in recent gang shootings – including the
death of Jonathan Bacon in Kelowna last summer. However, he acknowledged that Mack’s intention was not to smuggle guns into Canada for criminal use, and he had a stellar reputation as a decorated member of the American army. Caryer said he did not want to sentence Mack to any jail time, as he would then be unable to serve in the army, including an upcoming deployment to Afghanistan. “He is a person that we all owe a great debt of gratitude and thanks for going and representing the allies in the fight against terrorism,” Caryer said. “He has committed a criminal act, but it is a one-off and it is done basically by mistake.” The guns and ammunition were forfeited for destruction, and Mack was prohibited from possessing firearms or ammunition in Canada for five years. He was also given a $500 fine.

NewsBytes MURDER CONFIRMED The Integrated Homicide Investigation Team has officially confirmed that the death of Abbotsford’s Ryan Saint Ange on Jan. 14 is a murder. IHIT spokesperson Sgt. Jennifer Pound said autopsy results have been completed, but the cause of death is not being revealed as it is part of the investigation. She said IHIT is still wanting to speak with anyone who might have information about the murder. Saint Ange, 21, was found dead by a friend who had stopped to visit him at his home in the 27700 block of 56 Avenue. Although others lived in the home, no one else was there when the friend arrived just after midnight. This is the first murder in Abbotsford since September 2010. There were four homicides that year in the city, and none last year. Last week’s snowfall had city workers on the roads, 24 hours a day, dealing with the blast of winter weather. “Basically we had about 15 pieces of equipment on the road – plows, sanders and graders – that were on basically 24-hour shifts from Friday (Jan. 13) to to Friday (Jan. 20),” said Rob Isaac, Abbotsford’s director of wastewater, drainage and asset management. He said the full-time effort cost about $55,000 a day. That translates to about one-third of the city’s $1.2-million annual snow clearing budget. “After Friday night we went back to on-call service ... and now we’re back to
a preventative response, the salt brine on the roads ... to alleviate black ice.” He termed it normal winter coverage. While the winter storm closed schools and made driving a hazardous exercise, Isaac said there were no “serious” problems, “other than the snow drifts and the winds on Sumas Prairie.” Even the sudden thaw did not cause the difficulties expected. The city had been working with the residents of Clayburn Village, preparing sandbags in case of flooding, but it didn’t happen. “No flooding, not that we’re aware of. The temperatures didn’t get too high so the snow melted slower.” While the snow and extreme cold have
been replaced by higher than normal temperatures – today’s (Tuesday) forecast is predicting rain and temperatures hitting 10 degrees Celsius and 12 degrees on Wednesday – there are still two full months of winter on the horizon. The plows are back at the public works yard, receiving maintenance, and will be back on the roads when required.
Waste services: Last week’s snowfall prevented many Abbotsford homes from receiving trash and recycling pickup service from the city. Any house that did not have garbage or recycling picked up will be allowed to place double the amount on the next normal day of service.

The City of Abbotsford had about 15 pieces of snow-clearing equipment operating around the clock last week.
The weather conditions last week may have been bad for drivers, but they were good for crime reduction. Abbotsford Police Const. Ian MacDonald said police received only one report of a crime during a 24hour period from Wednesday morning to Thursday morning. The incident involved a man climbing a pole to steal a closed-circuit video camera from a business in the 33300 block of South Fraser Way. MacDonald said the witness who reported the crime described it as follows: “The guy shimmied up the icy pipe at the back of the building like a sure-footed rodent.”

A demolition crew has been working for nearly two months to tear down and recycle the old Clayburn brick plant. It was announced in March of 2011 that Clayburn Industries Ltd. would be permanently closing its Abbotsford manufacturing plant at the end of July. The decision was then made to take the building down. “We do not have an obligation to remove the building at this point in time, but we’ve chosen to,” said David Lane, president and CEO of Clayburn Industries. “The building is not suitable for any other use, that we can envision, that would be suitable for this property.” The plan is to remove the manufacturing plant and the inventory storage sheds. “It is not our intent, at this point in time, to vacate the site. Nor is it our intention to remove the two-storey office building.” A few sheds on the west side of the property will also remain. The Clayburn name plays a large role in Abbotsford’s history. The brick plant originated in 1905 in the area now known as Clayburn Village, which was B.C.’s first company town as almost all of the homes were created for plant staff. The plant relocated several times before opening on its present Pine Street location in 1949. Despite the closure, the name Clayburn will endure. Lane said the company will continue to staff
the head office, finance, and administration and construction operations at the Abbotsford site. “All we are doing is removing the equipment and the buildings and the concrete foundations, backfilling the site to a level condition and prepping it for whatever it will eventually become.” Brad Morrison, general manager of Clearview Grinding Ltd. and project manager on the demolition site, said it will take a total of six months to complete the job. ‘There’s about 1,000 tons of steel and 15,000 tons of concrete,” said Morrison. His company reuses and recycles as much of the materials from a site as possible. One substance that cannot be reused is the nearly 100 tons of asbestos that was contained in the roof. “We have asbestos procedure that we have to follow through WorkSafe BC,” said Morrison. Crew members had to wear special suits, masks and other protective gear when handling the material. The asbestos was then shipped to a facility in Alberta. The rest of the building will be processed locally. According to Morrison, the wood will be broken down and shipped to a local company, to eventually be used as fuel. The concrete will have the rebar removed and then be crushed along with the brick and used for backfill. Whatever material cannot be recycled or repurposed will be taken away as garbage. “We strive not to fill up our landfills. We’re looking to recycle and reuse as much as we can. That’s our goal.”

Fatal collisions down 69% from 13 in 2010 to four last year. Collisions with injuries dropped 11 per cent – from 445 in 2010 to 394 last year. MacDonald said police are still concerned about the number of crashes and fatalities and want to bring the stats down even further in 2012. The traffic section phased in more officers in the last half of 2011, and those numbers are now where they need to be, MacDonald said. There are currently one sergeant, 10 enforcement constables, two collision reconstructionists, and one clerk. MacDonald said there will be increased enforcement and more awareness campaigns – aimed at drivers and pedestrians – this year. “We’re certainly hoping we’re going to see an impact in reducing injury collisions (and fatalities),” he said. Police will release a more detailed year-end report at a later date.

MacDonald said the system was changed at the beginning of this year, and “historical” reports are now recorded under the year in which they took place. Tenants continue with complaint After some five weeks of cold, the heat is back on at Vista Villa apartments. On Tuesday, The News published an article about how Pat Beaulieu was organizing a petition of fellow residents in the Robertson Avenue building to try and put the heat on property management company Mainstreet Equity Corp to repair the building’s ailing BEAULIEU boiler. Abbotsford South MLA John van Dongen was helping the residents deal with the province’s Residential Tenancy Branch, and contacted Mainstreet management on behalf of the residents. However, by Wednesday night, Beaulieu was informed the heat in her suite should be back on. “I’m sitting here, warm,” said

a delighted Beaulieu, her happy sentiment echoed throughout the building. “The ones I’ve checked with do have heat.” She said the residents will still continue with the complaint process they have started with the Residential Tenancy Branch, because heat is supposed to be included in their rent. She feels they should be entitled to reimbursement. Beaulieu said one resident has emails showing she started complaining about having heat off in her suite as far back as September. She said it came back on just in time to counter the past week’s more extreme winter conditions, but the building was chilly. “Even with my (portable) heater on, I was down to 61 degrees (16 C) here on Tuesday night.” Other residents, who were using their ovens for heat, would have been even colder.

Prepared for winter
It took awhile, but winter finally arrived, albeit just for a week. That white stuff that fell from the sky and turned the roads to a slippery mess serves as a reminder that Lotus Land is still a part of Canada, the great white north. And with its arrival came the usual lineups at garages as drivers hustled to get snow tires installed so they could navigate the area’s hills and highways. The last two winters have been relatively kind to local drivers. Annual winter snowfall has decreased generally over the past 20 years. That’s a long way from the winters of 2006 and 2008 when the Lower Mainland was repeatedly hammered by storms. The winter weather can indeed be fickle and unpredictable. And still we continue to gamble we won’t need to bear the expense of installing snow tires, getting the car tuned up for winter driving, tucking
an ice scraper under the front seat, topping up the windshield washer reservoir, or even having proper winter boots and clothing along in case the car gets stuck, and walking becomes mandatory. Those drivers in seasonal denial aren’t hard to spot. They’re the ones with the death grip on their steering wheel, peering through the tiny patch of windshield they bothered to clear with a handy credit card, sliding around in even a light snowfall. It would be funny, if it weren’t so dangerous. West Coast drivers aren’t the best winter drivers because we don’t get much practice at it. We need all the help we can get. That means getting those snow tires installed, keeping those fluids topped up, clearing the snow and ice off all the windows, and taking it easy in dark, slippery conditions. Winter’s here. Other Hand The wonder of snow is that it can be both concealing and revealing. Concealing is obvious … the ‘revealing’ part is when things are covered, it proves they are not used. Such as the dozen or so vehicles in the parking lot behind city hall; from the heavy coating still observable on Friday before the thaw, it was obvious none had been driven for the entire time we had snow. So, if these vehicles can be parked for a week, why have them at all? Would it not be more financially beneficial to the taxpayer to have city employees use rentals when they require a car, rather than saddling the city with the yearly costs of purchase, insurance and depreciation? Certainly there is reason for Abbotsford to have municipal vehicles, but so many that at least a dozen can sit idle for a week or so? Just a money-saving thought.
Also observed while in the vicinity of city hall was sidewalk cleaning, and that not even one shovelful of effort was made to clear the way into the International Friendship Garden. Does that mean even the city has acknowledged no one ever uses that walled-in ‘park’? Then again, who is going to bother visiting a ‘garden’ under a foot of snow, so maybe I can let that one go. What I can take issue with is the lack, or perhaps infrequency, of snow clearing on many sidewalks under the responsibility of the city. I cruised around Mill Lake Park, and while it appeared the walks had been cleared of the first heavy dump of snow, subsequent snowfalls seemed to have been ignored. And the sidewalk bordering Ledgeview Golf Course saw no effort at all. Yet, in my travels about the community, many citizens were diligently scraping every flake of snow off the walks in front of their homes and businesses. There is a bylaw requiring snow clearing, therefore should not the city abide by its own rules? However, out in the boonies where I live great effort was expended by the snowplow operators. Our roads were
cleared quickly and early, and out on the prairies of Sumas and Matsqui, they were busy busting drifts and keeping routes open. Downtown, on the other hand, was still a bit of mess even by mid-week. When you live outside the urban area,

Granted, trying to smash through snowdrifts is beyond the vehicular ability of most, but others are usually a little more prepared to deal with the challenges winter can bring (despite the occasional moan about it). But ‘downtown?’ While the streets were plowed, they weren’t that well done, and the huge ‘windrows’ down the
middle of streets made turning left into malls and parking lots difficult, particularly if you happened to be driving a small, low-slung car. Then again, the guys in big fourwheelers seemed to take particular joy in blasting their way through them, and in a sense clearing the way for the less well equipped. The truth however, is that for all our complaining, those living in the rest of the province, and throughout the country would have seen the last week or so as a minor inconvenience. In fact, the snow we had was mild in comparison to what we had four or five Christmases ago, and certainly nothing like the winter of 1969 when for weeks we were snowed under, with drifts in some areas hitting 20 feet. Be happy with what little ‘winter’ we just experienced. Remember the Christmas card mornings of last week, and be appreciative that in just a few weeks the flowers will be blooming again. Then maybe, the million-dollar Friendship Garden will get the occasional visitor.

Canadians are trying to have their moral cake and eat it too. Why is it repugnant to kill an unborn child because she’s a girl, but OK to kill her because her parents already have all the children they want? The fact we need to face as a society is that female feticide is repugnant because killing little girls is wrong. And if killing little girls is wrong (and we know it is) then abortion is wrong too, because that’s what abortion does every day, many times over in Canada. So yes, let’s do what we can to reduce and end sex-selective abortions, but if we really want to be consistent in our morality let’s do what we can to end all abortions. Jared White
Think of pets in cold weather In the cold weather, please let’s not forgot our pets. Maybe your dog or cat is used to being outside. But these are extreme conditions. Either bring your pet inside, or make sure they have lots of food, and shelter to get out of the cold. I know I will hear, “Well, what about our homeless?”
They need help too but our pets rely on us for help. Animals cannot help themselves. Let’s not forget them out there in the cold and snow. Farm animals like horses need blankets, and the other barn animals of course need a barn or shelter of some kind.
Let’s also not forget our feathered friends. If you have seed, hang up a peanut butter or fat feeder mixed with seed. Let’s help our helpless animals. After all, are we not called man – kind. Sandra Denisuk

I wish to comment on an editorial published yesterday in the Canadian Medical Association Journal regarding the “repugnant” practice of “female feticide” or sex-selective abortions. See http://www.cmaj.ca/content/ early/2012/01/16/cmaj.120021. I am very happy that this respected medical journal is treating this very important subject with the attention it deserves. However, I am concerned by the lack of moral consistency this subject engenders in many Canadians. On the one hand, we rightly conclude it is morally repugnant to terminate a pregnancy for an undesired sex; on the other hand we conclude it is morally acceptable to terminate a pregnancy for almost any other reason.

Motoring mishaps on icy roads From A1
MacDonald said the driver of that car remained in her vehicle until rescue crews arrived. The incident left 3,200 BC Hydro customers without power, covering an area east/west from Clearbrook Road to Automall Drive and north/south
from Downes Road to Peardonville Road. Power was restored to all homes by early afternoon. The last incident took place at about 6 a.m., when a Mazda CX-7 travelling east on Blueridge Drive towards Clearbrook Road spun out in the middle of the road and got stuck.
The driver was able to move her vehicle a few minutes later when city crews arrived on the scene. MacDonald said other areas of Abbotsford were also icy, including Straiton Road, which police shut down for a few hours until it could be salted and sanded.

In a roundabout way, Kevin Connauton had to go backward in order to move forward in his hockey career. Over the summer, the Vancouver Canucks prospect spent hours working on one of hockey’s most basic skills – backwards skating. It was an apt metaphor for where Connauton’s game needed to go in order to improve his professional stock. The 21-year-old defenceman, a thirdround draft choice by the Canucks in 2009, had always been a terrific offensive player – in 2009-10, he racked up 72 points in just 69 games during his final junior season with the Vancouver Giants. the Cascades faced opponents at both ends of the Canada West spectrum. On Friday, UFV dropped a 78-61 decision to the undefeated Regina Cougars, the top-ranked team in the nation. They pushed the Cougars, though, trailing by one point heading into the fourth quarter before the hosts pulled away down the stretch. On Saturday, the Cascades had an easier go of it – they crushed winless Brandon (0-14) by a score of 65-30. The UFV women (10-4) are second in the Pacific Division, trailing the UBC Thunderbirds (10-2). ARMSTRONG, Anthony Charles
7 September, 1951 17 January, 2012 The powerful, creative, talented, generous spirit that was Tony passed peacefully on Tuesday 17 January at Cascade Hospice in Chilliwack. While Tony wanted to live, he knew the catastrophe of pancreatic cancer. He made each step easy on family and friends by accepting his medical condition, getting his affairs in order, and keeping his humour and insight razor sharp. He had closed his company FUBAR Electric and passed the torch for his many projects. Left to miss him most are his family: wife Karen Saenger, mom Phyllis, brothers and their families (Jim and Eileen, Shannon, Jeff, Brendan and Sara; Jo, Owen; Andy and Marilyn, Clayton, Kody; Gerry and Caroline), dad-in-law Adolf, sisters-in-law and their families (Susan and Phill, Ellen and Cameron, Maya, Jessie and Anja). Tony was predeceased by his dad Bob, sister Rosalie, momin-law Lotte, and nephew Morgan. Seldom reverent, Tony was a man of ever-ready contradictions: uncomplicated yet complex, tough but soft, exuberant yet cautious, shy yet engaging, critical and compassionate. He brought the same curiosity, wonder, and affection to the care of small critters as to the workings of the universe. Special thanks to Drs. Winston and Brown at the Abbotsford Regional Hospital and Dr. Bull at the Cascade Hospice for their personal attention and care. Nurses too numerous to mention will never be forgotten for the gentle and dignified way in which they treated Tony. Please, no flowers. FRIESEN Henry Dec. 11, 1921 ~ Jan. 20, 2012
Henry was born in Aberdeen, Saskatchewan to Abram and Margaret Friesen, the 2nd of 9 children. As a young boy, he spoke German only at home, not learning English until he attended school, as was common with the Mennonites of that area. Henry attended school until the completion of grade 8. At age 13 he began working at a neighbouring farm to contribute to the family income. When he was 19, Henry’s family moved from Saskatchewan to Mission, BC. He was unwilling to leave behind his beloved horses Tex and Bill, and so convinced his father to allow him to fashion a covered wagon, and bring his horses to the West Coast from the Prairies, with the journey taking him 3 months. In October 1943, Henry was voluntarily inducted into the Royal Canadian Air Force and served his country in WWII, being discharged in September 1945, once Armistice was achieved. Henry married the love of his life, Irma Braun, on June 30, 1948 in Mission, BC. In 1952, they relocated to Manning, Alberta with 4 children. They homesteaded there, clearing the treed ½ section, producing a farm from wild land. While there, 5 more children were added to the family. In 1971, the family moved back to the Fraser Valley, farming 32 acres of raspberries. They left the farming life in 1988. Henry was an active member of the communities he lived in, as well as the churches he attended, and was always willing to lend a helping hand. He was a hard worker with a very generous heart. His Lord and family were everything to him. Henry passed into the glorious presence of his Lord and Saviour on January 20, 2012, with most of his children at his side. He was predeceased by his wife of 59 years, Irma, his youngest son Ron, his parents and numerous siblings. Henry is survived by his children, Donna Ferriss (Vern), Cecile Friesen, Geraldine Rook (Roger), Vern Friesen (Karyn), Mel Friesen (Evelyn), Deb Wright (Ed), Tom Friesen, and Patty Stone (Phil) as well as 39 grandchildren, 33 great grandchildren, 4 siblings and a multitude of extended family. The Lord has blessed us in both the life and passing of our dearly loved father – Blessed be the Name of the Lord! A memorial service will be held at Clearbrook MB Church at 11:00 a.m. on Wednesday, January 25, 2012. In lieu of flowers, donations may be made in Henry Friesen’s honour, to Samaritan’s Purse. THIESEN Bernard Bernard Thiesen of Abbotsford, BC passed away peacefully at the age of 90 on January 11, 2012 at Abbotsford Regional Hospital. Ben was born in Herbert, Saskatchewan on October 24, 1921 and married Helen Kroeker in 1944 who pre-deceased him in September 2009. He was the founder and owner of Clearbrook Auto Metal and enjoyed spending time with family and traveling with Helen. Ben is survived by his six children Barb, Lorraine, Rita, Ben, Karen, and Wanda; fourteen grandchildren; and two greatgrandchildren. Although suffering from Alzheimer’s for more than a decade, Ben remained vital, active, and engaged in life until a few days before he passed. She taught at Atchelitz Elementary in the Chilliwack district.
