Peary will run again

Abbotsford Mayor George Peary will run again. Peary announced his intention to seek a second term of office on Monday morning and said he looks forward to a busy election campaign. He knows that both the P3 water debate and the ongoing financial situation surrounding the Abbotsford Entertainment and Sports Centre will be key issues. “One of the reasons I decided to run again is because we need to secure a new water supply for the city,� he said. The city has applied for more than $60 million in funding to enter into a P3 agreement for a new water treatment plant on Stave Lake. As part of the municipal election, a referendum will be held to seek voter approval to move forward with the P3 project. “There will be a full public debate, and I will be happy to stand on stage and debate it with anyone.� Peary supports the P3 option, and said he believes a majority of council also agrees with the idea. He said the opposition argument that the city is privatizing water is not true. “BC Hydro has agreed to sell us the water,� said Peary adding the city owns it before, throughout and after the treatment process. As for the entertainment centre, it’s a work in progress. “There is no question my life would have been much easier as mayor if the previous council had not moved forward,� he said about the initial Plan A projects.

Stanley Cup riot victim Crystal Ratvay now has some new wheels, thanks to the generosity of friends and strangers. Ratvay, a student at University of the Fraser Valley in Abbotsford, was presented with a red 2003 Chevy Cavalier on Saturday through an arrangement that had been organized by Mark Woodall of Surrey. Woodall has a friend who owns South Surrey Repo, and he called him after reading in the media about how Ratvay’s 1990 Cavalier had been flipped and smashed in the riot on June 15. Ratvay, 30, had been given the car by her aunt earlier that day to help her travel from Chilliwack to attend school and other appointments. Her first trip was to visit her friend Michael Didyk in Vancouver to watch Game 7 in the Stanley Cup final between the Vancouver Canucks and

Dies after arrest Passed away early Sunday morning

A man who suffered cardiac arrest while in police custody and later died in hospital did not have a Taser or baton used on him, according to an Abbotsford Police spokesman. Const. Ian MacDonald, speaking on Saturday, said the only force used on Christopher Leslie Kampman, 37, was related to his being handcuffed and taken into custody. Kampman died early Sunday morning in hospital. He had been in serious condition since suffering cardiac arrest in the back of a police car on Friday morning. Kampman was found in the backyard of a home in the 2300 block of Rosewood Drive after police received a report of a prowler

just before 3:30 a.m. MacDonald said two officers arrested Kampman, who was combative and appeared to be under the influence of alcohol or drugs. He said Kampman was making incoherent remarks, and one of the officers requested an ambulance. Additional officers arrived to assist. Kampman was searched and placed in the back of a police car while awaiting the arrival of the ambulance. MacDonald said Kampman “abruptly stopped moving or making sounds.” Officers opened the back doors to the police car and observed that he was no longer conscious. Police requested the ambulance respond “Code 3” – emergency status. BC Ambulance staff arrived and deter-

The Abbotsford Police Department has asked that the Lower Mainland’s Integrated Homicide Investigation Team (IHIT) conduct an investigation into the circumstances leading up to Kampman’s arrest and death.

“We need the public to call if they know what he was doing in the days and hours leading up to his death,” said Sgt. Peter Thiessen. Kampman had no criminal record, according to provincial court records. Anyone with information is asked to call the IHIT tip line at 1-877-551-IHIT (4448).

Police seized eight rifles and four handguns from a house on Gladys Avenue on Saturday morning. A 42-year-old man faces criminal charges.

A home where 12 firearms were seized on Saturday morning has been visited by Abbotsford Police 14 times so far this year. Const. Ian MacDonald said the house – located in the 34000 block of Gladys Avenue – is known as a nuisance, and the 42-year-old man who was arrested for possessing the weapons was on police “radar” throughout the Lower Mainland. Police who executed a search warrant at the home found eight rifles and four handguns, including a loaded one on a table. The rest were found under a mattress and in various other locations throughout the residence. MacDonald said police will now be looking at the history of the weapons to see if they are connected to any previous crimes. The man who was arrested faces firearmsrelated charges. Two other occupants of the home – a man and a woman – were detained by police and released without charge.

Metro Vancouver joined the city of Abbotsford in opposing a new rock quarry spanning 310 acres on Sumas Mountain. Metro parks committee chair Gayle Martin said Metro and the Fraser Valley Regional District are considering Sumas Mountain for a future inter-regional park – building on the FVRD’s existing Sumas Mountain Regional Park – and the planned quarry would be a poor fit. She said it would hurt plans to create more parkland with an extensive network of trails. “The whole of Sumas Mountain is a wonderful asset for the Lower Mainland,” she said. “Would you like a rock quarry in the middle of Stanley Park?”

Our city is Abbotsford! In accordance with the Community Charter, Abbotsford City Council is pleased to present the City of Abbotsford’s Annual Municipal Report for 2010. Abbotsford is a vital community filled with progressive energy and dynamic people. The Annual Municipal Report details the City’s key accomplishments over the past year and highlights areas of specific achievement for our City.

This year, Council approved the performance measurement and reporting framework within the City’s Strategic Plan to build on efforts to ensure accountability and transparency in the way services are delivered. The Strategic Plan sets out Council’s long-term direction and guiding principles for how the City will conduct business on behalf of stakeholders. It outlines high level goals that apply to all City operations, and sets priorities to ensure long-term fiscal-economic, environmental, and social community and corporate wellbeing for our City. Mayor and Council serve on many committees, boards and commissions and provide strategic input and direction on areas ranging from agriculture and arts to economic development and regional issues. In 2010, great progress was made in achieving many of the strategic directions set out by Council, including pursuing commercial and industrial development, expanding the economic capacity of the airport, along with the enhancement of community safety initiatives and agriculture sector support. Additionally, Abbotsford added to the scope of the City’s three major infrastructure improvement projects, the McCallum Interchange, the Clearbrook Interchange and the Abbotsford International Airport Improvement projects by securing further funding from our Provincial and Federal government partners. The City of Abbotsford is transforming into a vibrant community that is recognized regionally and Canada-wide for

Politics of the fearful

We’ve heard of the politics of fear, but Premier Christy Clark is quickly defining the politics of the fearful. The politician-turned-talkshow-host-turned-politician continues to avoid defending her political beliefs in public with yet another refusal to debate her opponent. NDP Leader Adrian Dix challenged Clark to a debate on the HST, a verbal tussle that would have been aired on Vancouver’s CKNW radio station. Clark declined the invitation. The premier’s decision to avoid debating Dix follows her avoidance of speaking to the HST in the legislature when she invoked closure when it was her turn to speak to the issue. And, of course, Clark refused to attend all-candidates meetings during the Vancouver-Point Grey byelection campaign that saw

her barely defeat NDP candidate David Eby. It is clear Clark is afraid to back up her style with substance, but why? If Clark truly believes the HST is good for B.C. and crucial to the future of this province’s economy, wouldn’t she be salivating at the opportunity to discredit HST opponents like Dix? In a statement in response to Dix’s challenge, Clark said the NDP is trying to politicize the issue – presumably unlike Clark and the B.C. Liberals politicizing the issue by running information ads that look and sound suspiciously like pro-HST promotional commercials. Critics have long accused Clark of oozing style and possessing little substance. The fact she appears to be running from every challenge does nothing to counter that criticism. – Black Press

s Will and Kate capture hearts and minds across the country, renewing (except perhaps in Quebec) passions many have for the monarchy, they are also reminding others how irrelevant that institution really is in Canada. Representing the Crown in this country is the Governor General … how many of you know his name, or what he actually does. In each province there is also a Lieutenant Governor, the names of whom I’m certain, other than B.C.’s Steven Point, escapes everyone. So why do we have them, other than to perpetuate a colonial perception that for all intent and purpose ended 144 years ago? And as far as the monarchy goes, Canada to them is little more than

a vacation destination to visit only rarely. Yet at every citizenship ceremony, new Canadians pledge allegiance to the Queen. I suppose in one way it is nice to have something the Americans don’t, but do we need to spend so much money for such minor bragging rights? Because you can be assured the Governor General and all those Lieutenant Governors cost us a fortune every year. Then again, I’m also sure that should these positions and titles be phased out, our governments would find something equally expensive to replace them. Yet while we continue to perpetuate importance of the monarchy, and our ties to Great Britain, it is interesting that the government of the UK has less regard for us, and its own citizens who live here. Case in point. If you are a British citizen living in Canada, and you need to renew your passport you’d think it was just a simple matter of, say, going to the British Consulate in Vancouver and making your application for renewal or, failing that, at least

contacting the UK’s Consul General in Ottawa. Nope, sorry: if a Brit wants to renew a passport while in Canada, he/she needs to pony up about $275 (in U.S. funds no less!), and send the application and money to Washington, D.C. for

Granted, there may be more British ex-pats living in the U.S., but even that should not override the long-standing relationship Canada has with our official ‘mother country’. Because like it or not, and regardless of your origin, by retaining the monarchy, Great Britain is just that to Canada. Will that last though, considering the incredible demographic change that immigration is bringing to this country? Will these new Canadians eventually demand that we mature into a completely independent nation, the only sovereignty we hold will be our own? In the meantime, at least Will and Kate are cute and they, like movie stars or hockey heroes, create a pleasant diversion to talk of the weather and, I would guess, the potential horde of mosquitoes we’ll probably fight off this summer. markrushton@abbynews.com

letters Re-name Canada Day With yet another flag-waving Canada Day behind us, replete with a veritable love-in of self-congratulatory fervour, one cannot escape the uncomfortable notion that it’s a slippery slope from patriotism to jingoism. National days celebrate historical achievement. The French people gave birth to their nation on July 14, 1789, and celebrate it as Bastille Day. Americans gave birth to their nation on July 4, 1776, and celebrate it as Independence Day. Canada began its journey to self-government on July 1, 1867, as the federal Dominion of Canada with the confederation of the new Canadian provinces. So let’s celebrate Canada’s birth as Confederation Day or, better even, return to our historical beginning and re-name it back to Dominion Day. E.W. Bopp

In a continued effort to encourage higher rates of recovery, BCUOMA has built a strong support network across the province. Today, participation includes 207 brand-owner members, 37 collectors and processors, 480+ return collection facilities and more than 4,000 generators. In addition, BCUOMA is reprising its successful ambassador program this summer – with two ambassadors touring the province to educate and raise awareness of the importance of used oil and antifreeze recycling.

Although it’s commonly accepted that oil and antifreeze are not household garbage we can simply throw out, more than 1.3 million litres of used oil ends up in BC landfills every year. When you consider that it only takes one drop of oil to contaminate a million drops of water, the problem is clear: there’s just too many drops to count, too many to ignore. BCUOMA is a non-for-profit organization that encourages British Columbians to responsibly recycle used oil, oil filters, oil containers, used antifreeze and antifreeze containers. Since the launch of the program in 2003, British Columbians have done an exceptional job of recycling their used oil materials.

B.C. voters will get an extra two weeks to decide the fate of the harmonized sales tax. Acting Chief Electoral Officer Craig James has extended the HST referendum deadline to compensate for mail delivery delays stemming from the Canada Post labour dispute. Ballots that had been due back July 22 must now be returned to Elections BC by 4:30 p.m. Friday, Aug. 5. Eligible voters who are not on the voters list will now get until July 22 to request a voting package. The ballot packages came with a postagepaid envelope, but voters can also choose to directly return their ballots to a Service BC or Elections BC collection centre by Aug. 5. (Locations listed at www.elections.bc.ca) Elections BC says voters should receive their voting packages by July 7. Results of the referendum may not be known until September. Voters are asked to vote ‘Yes’ if they want to eliminate the 12-per-cent HST and return to the combination of the five per cent GST and seven per cent provincial sales tax. They’re to vote ‘No’ if they want to keep the HST. The province, in an effort to rally more support to retain the tax, has pledged to lower the rate to 10 per cent by 2014.

With a trip to the national championships on the line, the under-18 boys team from Magnuson Ford Mariners FC simply wouldn’t be denied. The Abbotsford side crushed the Shuswap FC Selects in the Provincial ‘A’ Cup final on Sunday at Hugh Boyd Park in Richmond, winning 5-0 to punch their ticket to nationals in Fredricton, N.B. in October. “This was our year, and we weren’t going to let this slip away,” Mariners captain Colton O’Neill

said afterward. “Going to nationals was the goal, but we’re not happy just with this. We’re looking to win nationals now.” The Mariners’ dominance was comprehensive – they raced out to a 4-0 lead at halftime, and could have easily tacked on three or four more goals with a little better finish. But it’s a measure of the lofty standard they’ve set for themselves that they weren’t entirely pleased with the performance. “That wasn’t us at our best – no disrespect to the other team,” Mariners head coach Alan Errington said, Continued on A21

TOP 7 HST MYTHS The BC Liberal “myths” about the HST just keep piling up. Following is their latest Top Seven – all new and misleading as ever – HST Myths: 1. The HST is now 10% - False The HST is 12% and will not be 10% for three years – if ever. There will be an election before that, and even if the HST were to miraculously drop to 10% - it will still apply to hundreds more goods and services than a 12% PST/GST for a total tax increase to consumers of $1.6B per year. And who says it won’t go right back up again later?

2. The HST will lower taxes – False This one is hilarious. The HST increases taxes for British Columbians by $2.8 Billion per year. That’s an average annual increase of $500 per person - or $1208 per average family – forever. Finance Minister Falcon says if his side loses he may disregard the result and expand the PST to items previously exempt – which would be illegal. Do you really trust this guy to cut the rate if he wins?

3. The HST will save you money - False And the tooth fairy is going to leave you a quarter under your pillow too. To get their numbers to show the HST actually “saving” you money they are calculating only “routine purchases” and that 90% of what you pay in HST will be passed back to you in lower prices. Have you seen lower prices?... We didn’t think so.

4. The HST benefits seniors - False Seniors and people on fixed incomes are some of the hardest hit by the HST. A one time rebate of $175 if you vote in favour of their tax in exchange for paying it for the rest of your life is a deal only a snake oil salesman would offer. Why take $175 when you can vote to cancel the HST and keep all your money? How dumb do they think we are?

5. The HST benefits families – False Next to seniors, working families are hardest hit by the HST because they are among the largest consumers and have dependent children. Bribes of $175 per child when your cost is closer to $400 a year each makes you wonder if they think all of us failed math as badly as they did. And what about a single mom with two kids going to college? She gets nothing while the Premier and Finance Minister who earn big six figure salaries get the rebate. Nice.

6. Business will pay more so you pay less - False A temporary increase of 2% in corporate taxes will be passed on to consumers with increased prices. Either way you pay the final bill whether it’s in HST or higher prices.

7. We’ll owe $1.6 Billion if we cancel the HST - False The “Independent Panel” says the HST generated $850 million more than budgeted. Setting aside that is the biggest tax grab in BC history, it means government already has $850 million to repay Ottawa. BC has only received $1B, and Ottawa collected $300M more in corporate taxes under HST than under PST. So it’s a wash. And keeping the HST would cost British Columbians alot more than killing it – over $28 Billion in new taxes in just 10 years.

The NHL parent club also retained a quartet of the Heat’s key players, re-signing forwards Carter Bancks, Quintin Laing and Jon Rheault, and defenceman Joe Piskula. Bancks and Piskula earned two-year, twoway deals, while Laing and Rheault inked AHL-only contracts. The trio of newcomers will compete for roster spots with Calgary, but their signings also signal the Flames’ commitment to building a winner at the AHL level in Abbotsford. Walter, son of former NHLer Ryan, has eclipsed the 50-point plateau each of the past five AHL seasons. In 2010-11, the 27-yearold centre finished ninth in AHL scoring with 70 points (23 goals, 47 assists) in 77 games with the Lake Erie Monsters. Walter also has 24 NHL games under his belt with the Boston Bruins, New York Islanders and New Jersey Devils. “Ben is a consistent goal scorer and point producer at the AHL level,” Flames general manager Jay Feaster said in a press release. “He is a player our scouts identified during the season last year as someone with very good hockey sense who would significantly add to our depth. At the same time, his character and work ethic are such that we are pleased to have him leading the way for our younger players in Abbotsford.” Desbiens is a former Vancouver Canucks prospect who spent the bulk of the last three seasons with the Manitoba Moose. The burly forward notched 11 goals and 16 assists for 27 points in 67 AHL games in 201011, and also suited up for 12 games with the Canucks. Wilson was second among AHL blueliners in scoring in 2009-10 with 60 points in 75 games for the Rochester Americans. Last season he posted 48 points in 66 games with the Amerks, while also playing 15 NHL games with the Florida Panthers.

22ND ANNUAL BIG BROTHERS BIG SISTERS

ELSIE ANTONSON

Oct. 2, 1924 - June 28, 2011 With a single tear slipping from her eye as she slept, Elsie Elizabeth Christabelle (Bailey) Antonson took her last breath Tuesday morning and went to be with her Lord, joining her father, mother, stepfather and three sisters in a peaceful place. A wonderful daughter, sister, soldier, wife, mom, friend, neighbour, co-worker, and choir member – she filled all life’s roles with great love. She leaves behind her husband of 64 years, Al, four children, Brian (Sue), Rick (Janice), Judy (Bob) and Greg (Eunice), five grandchildren, Brent, Sean (Hilary), Jeremy, Kristin (Tim) and Andrew, and three great grandchildren, Tristin, Sierra and Riley, with one more to be born in August. She also leaves brother-in-law Alf and sister-in-law May, nieces, Marian, Holly, Joyce and Sheryl, and nephews Frank, Harold, Keith, Carl and Scott. Extended family of Alan and Anne and Wendy, and many close friends and the wonderful neighbours of Cottage Lane also mourn her loss. Elsie was born in Wynyard, Saskatchewan, moved west in 1944 to join the Army, met Al and married him in 1947, and lived as an adult in Vancouver, Burnaby and Abbotsford, and filled the dash (“-”) between 1924 and 2011 with her winning smile and her welcoming heart. As a lifelong Christian, active in church and choir, Elsie became friends with a host of pastors and their wives, and now sings in a heavenly choir. Her singing led us all on road trips and summers at Camp Luther. She travelled the world with Al, and read voraciously, passing along those loves to her children and grandchildren. And her sharp wit and keen sense of humour kept us all on our toes, and she said repeatedly “Every day on this side of the grass is a good day”. She always will be an inspiration to us, she was so comfortable in who she was, what she was and what she stood for. She was a very forgiving woman, and she got lots of practice at that with our family! We celebrated her life at Peace Lutheran Church in Abbotsford on Monday July 4th. Her ashes were spread in the Memorial Garden at the Church. We all thank the Menno Home in Abbotsford for the wonderful care they provided our Wife/Mom/ Grandma/Great Grandma/aunt/sister-in-law in her final months. She will be with us beaming her beautiful smile in our hearts and memories forever.
