She lost her 37-year-old husband to a heart condition about eight years ago, and her parents were a strong support system. Balbir said the laws around vehicle-related deaths are “too lenient” in Canada. “I guess we need to do something about the tightening of those laws,” he said. Gill was hit by a vehicle on Sept. 30 while crossing at a marked crosswalk at

Clearbrook Road and Newcastle Drive at about 6:15 p.m. The accident was reported by someone who came across Gill lying on the road, but the driver was gone. When emergency crews arrived, they found Gill suffering from serious injuries. He died at the scene. Police then issued a description of a 1990 Ford pickup that had been seen driving erratically along Clearbrook Road just moments after Gill had been struck. Howarth turned himself in to police the following day.

Final numbers are still being tabulated for the Fraser Valley homeless count, but it appears there is some optimistic news in Abbotsford. At a post-count debriefing last week, it was noted that outreach workers and shelter operators see fewer homeless people in Abbotsford seeking emergency housing during the coldest and wettest winter days. They were reviewing the past three years, since the last homeless count took place in 2008. Ron Van Wyk, the director of programs for Mennonite Central Committee (MCC), said speculation is that the addition of a new homeless shelter in Mission that is available 24-7, in addition to more secondstage housing, has decreased the demand for shelter in Abbotsford. MCC coordinated the count for the Fraser Valley Regional District (FVRD) cities and towns: Abbotsford, Mission, Chilliwack, Agassiz, Harrison and Hope. The 2008 homeless count saw the number of people living on the street rise

Of those, 235 were in Abbotsford, and about 100 in Mission. The new numbers are expected to be released at a press conference next week.

Van Wyk said the provincial government is apparently using the count information in setting policy. “Certainly government is listening to this, and responding to this,” he said, referring to housing projects, including a new Clearbrook Road facility for women and children which is under construction, and will be operated by the Women’s Resource Society of the Fraser Valley. He noted that Chilliwack has also brought facilities onstream which will serve the region’s homeless population. Van Wyk said the 2011 count went according to plan, and about 150 volunteers across the region, including some 50 in Abbotsford, visited places where homeless people are known to congregate. They had a survey of 19 questions, designed to find out how long people have been homeless, where they are from, their age, what shelters and other services they use, what health issues they have, the reasons for their homelessness and others. Van Wyk said the information is being tabulated, and responses entered into a computer.

An excavator was brought in to help firefighters extinguish spot fires after one of the buildings at Green River Log Sales caught fire Saturday morning. Mission Fire/Rescue Service was called to the Timberwood Avenue cedar mill just before 10 a.m., and arrived to find heavy smoke and flames shooting from one of the large buildings facing the Fraser River, said Chief Ian Fitzpatrick. The structure and contents had been auctioned off the week previous, he said, and welding crews had stopped working on that building Friday evening. The fire was not suspicious, said Fitzpatrick. Thirty firefighters worked to extinguish the blaze for about two hours.

EARTH DAY Abbotsford cut its electricity consumption by 1.65 per cent during Earth Hour, held Saturday from 8:30 to 9:30 p.m. This was just under the province’s overall reduction of 1.8 per cent – nearly twice as much as in 2010, when a 1.04 per cent cut was measured. Province-wide, 117 megawatt hours of electricity were saved as many residents switched off lights, TVs and other appliances. Pitt Meadows topped the province with a 5.7 per cent reduction. The worst performers were West Kelowna and Williams Lake, at .11 per cent.

The man charged in connection to the death of 80-year-old pedestrian Bachan Gill on Sept. 30 pleaded guilty yesterday in Abbotsford provincial court. Kenneth Howarth, 27, appeared briefly to enter a plea of guilty of failing to stop at the scene of an accident with a person. A pre-sentence report will be presented in court in six to eight weeks, after which sentencing will take place. Howarth faces a maximum prison term of five years. Gill’s son, Balbir, speaking outside of court, said his family was disappointed when they were told that Howarth had been charged with only one offence, but were relieved that he pleaded guilty. “At least he’s saying, BACHAN GILL ‘Yeah, I have done it.’” Balbir said his family has been devastated by his father’s death, particularly his mom, Surjit, who suffered a stroke on Jan. 8 and remains in extended care. The couple had been married for more than 60 years at the time of Gill’s death and had three sons and a daughter. Balbir, his wife and their two children – a

Canada’s MMAR program

Health Canada responded to The News’ questions via email. How does the system work? The Marijuana Medical Access Regulations (MMAR) provide a means through which seriously ill Canadians can obtain access to marijuana for medical purposes. An authorization to possess, and/or a licence to produce, marijuana for medical purposes may only be granted when all criteria have been met, as stated in the MMAR, including the requirement for a medical practitioner’s signature. There are two categories under which individuals can apply

for an authorization to possess marijuana for medical purposes. Category 1 refers to individuals who suffer from various symptoms related to multiple sclerosis, arthritis, cancer, epilepsy, HIV/AIDS, or spinal cord injury/ disease, or in case of compassionate end-oflife care. Category 2 refers to individuals who are suffering from symptoms associated with an illness other than those mentioned in Category 1. Individuals applying under Category 2 are required to have the signature of a physician, to support their application, and where the physician is not a specialist, he/she must provide details regarding the evaluation of the applicant by a medical specialist in the area of specialization relevant to the treatment of the applicant’s medical condition. Once approved, individuals have three options for obtaining a supply legally: 1) They can apply under the MMAR to access Health Canada’s supply of dried marijuana. 2) They can apply for a personal use production licence. 3) They can designate someone to cultivate on their behalf with a designated-person production licence. Furthermore, holders of a production licence can produce

marijuana for a maximum of two individuals who have authorizations from Health Canada to possess marijuana for medical purposes. In addition, the maximum number of production licences (either personal-use or designated-person) at one site is four. An individual applying for a production licence must provide details about the site, including a description of the security measures they will take. What is Health Canada’s response to the criticism that there is not enough supervision of growers? Health Canada’s inspectors have the authority to conduct inspections for compliance with the MMAR and the terms of a licence to produce marijuana for medical purposes. Where the production or storage site is a dwelling-place, Health Canada inspectors must have the occupant’s consent, or a warrant issued by a Justice to enter the place. Police say they don’t know what the addresses are of legal grow-ops – is this a problem? Information regarding an individual’s application, authorization or licence is private and confidential. In order to protect

the privacy of such individuals, Health Canada does not discuss or disclose their information to third parties. However, Health Canada is authorized to provide limited information in response to a request from a Canadian police force engaged in an investigation under the Controlled Drugs and Substances Act (CDSA), or the Marijuana Medical Access Regulations (MMAR). Health Canada is currently considering measures to reform the Marijuana Medical Access Program and its regulations. In its considerations, the department is focussing on three key objectives: public health, safety and security; reasonable access to marijuana for medical purposes; and examining the overall costs to Health Canada. Any changes to the program will balance the need to provide legal access to this controlled substance with the government’s responsibility to regulate it.

A minimum step ahead

The decision by newly minted British Columbia Premier Christy Clark to raise the provincial minimum wage to $8.75 on May 1, increasing to $10.25 in a year, will do little to improve the lot of workers at the bottom of the pay grid. In 2001, B.C.’s $8 minimum wage was the highest in Canada. It’s stayed there ever since, while other provinces have recognized the ever-increasing cost of living by raising theirs. Now it’s the lowest. Even after the initial boost of 75 cents this May, B.C. will still have the lowest minimum wage in the country. Think of all the things that have become more expensive in the past 10 years: rent, utilities, gas, transit, clothes, food. In fact, it’s safe to say no staple of everyday life is cheaper today than in 2001. According to Statistics Canada the low-income cutoff for a single individual with no dependents living in a large city in 2009 was $22,229 before taxes. That’s $11.11 an hour for a 40-hour week, 50 weeks of the year. And

Imagine trying to feed, clothe and house a family on less than $22,000 in Metro Vancouver, where the average monthly rent for a two-bedroom apartment is more than $1,100. The price of poverty goes beyond non-existent bank accounts and absent luxuries. Substandard housing and poor nutrition from an unbalanced diet often lead to health problems, putting further stress on an already burdened health care system. Kids who go to school hungry or without the supplies they need to do their work often perform poorly and get left behind, making it difficult for them to pursue opportunities later in life that will free them from the cycle of poverty. Business groups say they can’t afford to pay a higher minimum wage. Reality says we can’t afford not to. – Black Press

Other Hand Like it or not, most of us (considering the usual voter turnout, perhaps that should be ‘some of us’) will be making a rather large number of decisions this year. First a federal election, then an HST ballot, then a possible provincial vote (or at the very least a byelection in Point Grey), followed by municipal balloting in November. Throw in the Stanley Cup and the gamblers among us will have a banner year winning (and losing) on their favourites. Much has been said over the past few days about the number of federal elections that have been held recently – four in seven years. However, it has been 31 months since the last one, the previous three each held just 24 months apart. This longer gap I’d suggest, is telling about the preparedness and the finan-

cial ability of the opposition parties to mount a campaign. Because we all know that the desire for political power surmounts everything but the cache of money to achieve it. This fact alone has allowed the Conservatives to enjoy a rather lengthy term as a minority government. However, being in a minority also means a certain amount of compromise and an inability to take definite action on a number of issues. I have a feeling after May 2 that will change, and that the Conservatives will finally succeed in their long-sought majority. Then again that may just be wishful thinking, though I know for certain that despite what the rest of the country does, much of British Columbia will stay true Blue. A few more seats in Atlantic Canada, a handful in Ontario and B.C. will become the deciding factor in who rules the land, once and for all (for at least four more years anyway). Then we might see some significant legislation to get us out of deficit financing, spur the economy, tackle crime, hopefully shake up the judiciary

and, a pet of mine, eliminate the long gun registry. Throw in a bunch of new fighter planes, some ice-breakers to protect the sovereignty of our northern regions and we may end up with a country that will encourage people to always stand proudly to sing O Canada, instead of only during hockey games.

The Conservatives will finally succeed in winning their long-sought majority Yes, the older I get the more right wing I become. I did however, lower to half-mast the flag that always flies at my house when Pierre Elliot Trudeau passed to the great beyond . . . something I won’t do when Brian Mulroney enters the same state. As a political animal, I relish the challenge of elections, but only when

I’m involved beyond simply casting a ballot. Since where I live, and most readers of this column reside, there isn’t much of a decision to be made . . . the incumbent right winger will succeed (as usual, with probably the greatest majority in the country). And that means not a lot of fun to be had in a campaign where the end result is all but decided. Provincially in this community that matter is almost a given too, but on the civic scene I’m guessing there will be some change come November 19. That, however, remains to be seen depending upon the combatants. What also remains is the distance the Canucks will go in the playoffs. They are at least guaranteed the first round. If they make it to the finals, they will probably make it to the Cup. Like Harper’s Conservatives, this is their best chance in a ton of years, and if they fail they will be relegated, as will political has-beens, to ignominy. I’m keeping the faith though, because I have no desire to fly the flag at halfmast this year. markrushton@abbynews.com

Black and white; (letter-writer) Dan Garrett apparently sees everything in these two colours. Fortunately, we live in a country that understands that people and life in general runs from white to black through a whole range of grays. Because of this we can print diatribes like “porridge with some milk” and “put the “good” ones on work gangs” as part of our freedom of speech while also printing Mark Rushton’s article. I do not disagree with Mr. Garrett that these “convicted criminals” need to pay their debt to society for whatever crime society found them guilty of, but to paint every person in a corrections facility in our province with the same black

brush is plain wrong. These people run the whole gamut of humanity and the reasons they are in prison are as varied as the reasons we are not. A few will never be able to function outside those walls, but for many the programs they take and people they meet while serving their sentences are the first chances they have to change their past and move towards a future that will help society rather than harm it. Don’t get me wrong, I am not for paying the inmates more money, however I do believe that turning the clock back to an era of gulags and forced labour camps is not the way to go. Brenda Borba

RCMP for Abby?

Re: Police funding unfair: Chamber The chamber of commerce and Mayor Peary have little to complain about, in my opinion. When Abbotsford and Matsqui amalgamated and opted to maintain the Matsqui Police Department (now Abbotsford Police Services) it opted to forego the savings (it’s actually a cost avoidance) it could have benefited from had it chosen to have the RCMP as its policing force. Putting aside that both municipal police and the RCMP forces are equal in professionalism, integrity, and ability to serve the Canadian public in law enforcement, it is important to have some insights into why the RCMP in some larger municipalities and smaller localities have some cost avoidance. Remember, by paying less for RCMP policing, a municipality does not save money but avoid a cost versus paying for 100 per cent of policing. There is a difference. For example, many administrative costs, nationally for the RCMP, can be shared by the municipalities in which the RCMP serve, thus spreading this cost among all the contracts avoids some costs to each partner. Maintaining administrative and operational data bases by the RCMP can be shared among all partners where the RCMP has contracts; thus, again the contracting part-

ners will reap some cost avoidances. Another example is the maintaining of centralized and specialized squads to investigate serious crime. The same goes for the RCMP training academy, a national personnel department, a national financial department, and maintaining central dispatch facilities. If Mayor Peary is serious about avoiding some policing costs, i.e., the $4 million he speaks about, he would be more persuasive in his argument if he and the council would look at bringing the RCMP into Abbotsford to pro-

vide policing services. I again want to make it clear that the Abbotsford Police Services’ capabilities in law enforcement is not in question here. But, having a national police force with its central administrative and operational personnel in many areas, and who stand behind each and every officer on the street will, when the cost to policing is distributed to all its contracting partners, reduce the overall cost for policing and that cost reduction is passed along to every municipality where the RCMP is present. Stave Lake Water Supply & Treatment Project Council Presentation The business case for the Stave Lake Water Supply and Treatment Project will be presented to the Abbotsford and Mission Councils on April 4, 2011. To address growing demands on our water supply, the Abbotsford-Mission Water & Sewer Commission (AMWSC) is undertaking the development of Stave Lake as a new water supply source for the City of Abbotsford and the District of Mission. Approximately $300 million is required for this project, which is beyond the AMWSC’s capacity to develop alone. Cost-sharing partnerships and a variety of funding agreements are needed for the project to proceed.

If this happens, Abbotsford and Mission will seek the assent of the electors in the Fall 2011 as the next step in moving forward with the process.

People want, and want...

Re: Whiteford letter, “What’s the matter with all of our elected officials? Obviously, health care is not your top priority.” What is the matter with our elected officials, Ms. Whiteford? You, and the majority of other citizens, along with reporters, pundits, the media and opposition politicians. Where do you suggest the government get the funds to build more hospitals or pay more medical staff ? Billions of dollars in demands for new infrastructure and services that everybody demands and refuses to pay for. People demand to keep under-utilized schools open, build new schools, smaller class sizes, more hospitals and hospital beds, more medical staff, more expensive medical treatments and drugs, they want to spend billions more to build and staff prisons to lock more people up for longer periods of time, they want, they want, they want... They want everything now and they want it for free – or at least they don’t want it to cost them any money or to raise their taxes. You want more schools and hospital beds? Then that is what you should have been demanding the government spend its money on rather than spending billions on the two-week blowout that was the Winter Olympics. The money being spent on replacing the stadium roof in Vancouver would pay for St. Paul’s hospital to be renovated.

And as happens in the real world our spendthrift ways are catching up to us. The cost of the services government provides are climbing – medical costs are increasing exponentially. Without an increase in revenue to offset these spiking costs we are going to be getting fewer services across the board – forget about more. Will we have a discussion about our priorities, about the costs of programs, about what we can afford and what we cannot, about what is – rather than what we believe or want to be? Will we acknowledge we cannot have everything we want and discuss what we are willing to pay and what services the dollars we are willing to pay will purchase? No, people will support the party that tells them what they want to hear – that there is no problem and to party on. Then people will complain that the politicians lied to them, ignoring the fact that lying to them is what voters reward politicians for doing. Could the government be run in a more cost effective manner – yes; could the money be spent more wisely – yes; could the future financial health of the province be much improved – yes. Will it? Well... If people want to see the root cause – and where the solution lies – to our current and increasing political, social and economic woes they need only look in a mirror. James W. Breckenridge

Darrin Hotner, 42, of Abbotsford were each sentenced on Friday in Seattle to two years probation, a $5,000 fine and 120 hours of community service. Jody York, 36, formerly of Abbotsford and now of Barriere, was sentenced to the longest prison term – 59 months – and was taken into custody on the spot. Edward Russell, 34, of Surrey was sentenced to 54 months in prison, three years of supervised release and a $10,000 fine. He was also taken into custody. The men were described as managers in a drug organization that moved thousands of pounds of marijuana into the U.S. in PVC pipe, hollowed-out logs, wood chips and hidden compartments in tractor trailer rigs.

The leader of the conspiracy, Rob Shannon of Maple Ridge, was sentenced in March 2009 to 20 years in prison. Shannon, along with Devron Quast of Abbotsford, was arrested in June 2008 following a three-year

Hall became involved in the scheme in late 2004 and withdrew in 2006 “because he no longer wished to be involved in criminal activity.” Hotner allowed marijuana to be stored at his Abbotsford farm before it was loaded for transport. The other defendants sentenced on Friday were: Bryan Hanna, 28, of Vancouver, who received one year in prison; Brian Stone, 48, of Surrey, one year probation and 80 hours of community service; and Frederick Davey, 63, one year probation. The B.C. government has chosen the quickest, cheapest way of deciding whether to scrap the harmonized sales tax. In a statement released Friday, Attorney General Barry Penner said the B.C. Liberal cabinet is moving ahead with a mail-in vote on the HST with a target date of June 24. Premier Christy Clark campaigned for the leadership on an early vote, and the government expects to save more than half of the $30 million cost of an in-person vote. “Moving to a mailin ballot is expected to save taxpayers $18 million and address potential voter fatigue” with a federal election now expected in May, Penner said. Lipsey, Winston Neil 1916 - 2011

It is with sadness that we say goodbye to a sweet and gentle soul. Winston (Winse) Neil Lipsey passed away peacefully at the Cottage Pavilion Care Home in Abbotsford on March 24th, 2011. He will be dearly missed by his sweetheart and wife of over 70 years Marion, his loving children Judy Dunning, Linda (Tom) Ramirez, Robert Lipsey, and Connie (Brian) Blacklock, Grandchildren Kerry, Kim, Chris, Pat, Brad and Aimee , 12 Great Grandchildren, 2 Great Great Grandchildren, his sisters Edith and Bev, sisters-in-law Helen, Pearl and Tressa, and all his many relatives. Throughout his life, his easy going good nature won him many friends by whom he will also be affectionately remembered. He is predeceased by his parents Robert and Sarah, his brothers Bill and Guy and sister Beryl. Winse was a self taught mechanic, operating his own garage - “Winse’s” - in Saskatchewan at the young age of 15. He enlisted in the Canadian Air force during the second World War contributing as an aero-engine mechanic. He and Marion moved from Saskatchewan to Abbotsford in 1953. They settled in the community of Mt. Lehman where they owned and operated Lipsey’s Esso Service and later retired in the city of Abbotsford. Nothing pleased Winse more than to hit the road in his camper or motor home on a moment’s notice with Marion as his “navigator”. He also loved the great outdoors, animals of any sort and especially little children. His other passions included wood crafting in his shop, coin collecting, curling, fishing, music, dancing and a good game of cards. His children and grandchildren were his greatest source of joy and he spent many happy hours enjoying their company. Ever cheerful and optimistic, he always kept his sense of wonder and found something to be happy about every day. The family would like to thank Dr. Chafe of the Cottage Pavilion for ensuring Dad’s comfort and peace. A heartfelt thank you to his family physician, Dr. B. Randhawa who took such gentle and good care of Dad over the years. We cannot say enough about the wonderful care Dad received over the last seven years at the Cottage Pavilion. Each one of you had a place in Dad’s heart. Thank you so very much for helping to make Dad’s last years so happy and full. Visitation will be held at Woodlawn Funeral Home, 2310 Clearbrook Road on Thursday, March 31 from 6 – 8 pm. A Celebration of Life will be held on Friday April 1st 2011 at Woodlawn Funeral Home at 1:30 pm. Interment will be held at a later date at the Aberdeen Cemetery in Aldergrove. He is survived by his loving wife Lena, a few months short of their 70th anniversary. (nee Landals) Wigelsworth, Hazel Sutherland passed away into the presence of her Lord after a brief illness on Wednesday, March 16, 2011 at home, Abbotsford, BC. Hazel was 86 years. She was predeceased by her husband Maurice of 63 years in 2009. She leaves behind her son Robert (Linda), daughters Bonnie (Ian) and Christa (Bruce). She has (4) grandchildren Jeffrey, Craig, Brett and Lauren; (3) great grandchildren Daniel, Megan and James. She was predeceased by her parents, (1) sister and (3) brothers. Hazel was born July 9, 1924, in Lougheed, AB. Her family moved to Edmonton when she was just four years old and remained living there until the war when she moved with her parents to Jasper, AB. Hazel and Maurice were married in the little white United Church in Jasper and then moved back to Edmonton. With Maurice’s job in the oil industry they did move around, they spent a total of 15 years in Edson, AB where they enjoyed the outdoor activities and surrounding areas and eventually moved in 1976 to Abbotsford, BC where they enjoyed its mild climate and all it had to offer. Hazel was quite in involved in her children’s lives as they grew up but she also enjoyed curling, reading and doing service work with the Eastern Star. She had a tremendous group of friends in Abbotsford. She enjoyed playing Mahjong, going to the Old Age Pensioners (which she is a life member), lunches and other social activities which kept her very busy. A Memorial Service will be held at Mount Lehman United Church located at 6256 Mount Lehman Road, Abbotsford, BC on Saturday, April 2, 2011 at 1:00 pm. She will be greatly missed by all her family and friends in the surrounding community and abroad.
