A charge of failing to remain at the scene of an accident has been dropped against Brent Parent, the 40-year-old Langley man on trial for allegedly running down and killing 21-year-old Silas O’Brien of Abbotsford on March 13, 2008. Crown prosecutor Donna Ballyk made the announcement as closing arguments in the road rage trial got underway Friday morning (Nov. 4) in a B.C. Supreme Court chamber in New Westminster. The prosecution, Ballyk said, “admits at the start that it has failed to prove [the charge] beyond a reasonable doubt.” The exact wording of the withdrawn criminal count refers to a person who “with intent to escape civil or criminal liability fails to stop the vehicle” at an accident scene. Defence lawyer Vincent Michaels suggested that the removal of what he described as a “hit-and-run” charge amounts to an admission by the prosecution that his client did not deliberately run down O’Brien. Michaels argued that the fatal collision occurred when Parent returned to the scene of the collision in the 25800 block of 16 Avenue in Langley when it was an “unusually dark night with no ambient lighting” and that when the enraged young men from the truck that had landed in the ditch charged at Parent, he drove away without realizing he’d hit one of them. Five police officers from across the province have been recognized with Solicitor General Community Safety and Crime Prevention Awards – and three of them are from the Abbotsford Police Department. “That’s a pretty good day for us,” remarked APD spokesman Ian MacDonald after the awards were announced Sunday. Const. Davin Turner and Const. Mark Zawadsky worked together with the APD Youth Squad, and were honoured for their work in defusing a serious rivalry between two groups of youth. Over a period of many months, the intervention was successful in engaging the youth to focus on their educational goals, and put the conflict behind them. “Tur ner and Zawadsky’s proactive approach represents the highest form of service to youth in

the community of Abbotsford. Const. Turner and Const. Zawadsky are being honoured with the Wael T. Audi Youth Policing Award for their outstanding commitment to working with youth in their communities,” said a press release from the government caucus. The anti-gang message delivered by Sgt. Mike Novakowski has been highlighted in the past. After a series of gang-related

homicides in 2008 and 2009, he developed and implemented programs to promote positive life choices to youth, their parents and the community. These campaigns included a series of high profile posters, videos, radio commercials and school presentations to thousands of Abbotsford students from elementary school right through to secondary school. Novakowski also generated provincial anti-gang awareness through campaigns that involved speaking to more than 3,000 parents. He used a seized Hummer as a rolling crimeprevention billboard. Novakowksi was being honoured with the Kenneth M. Lemckert Community Policing Award for “exemplary leadership in the area of community policing.”

Four other charges against Parent remain, including criminal negligence causing death, dangerous driving causing death, dangerous operation of a motor vehicle and failure to stop at an accident with a vehicle. The prosecution says that Parent became enraged while driving home with his brother late at night because he thought the truck O’Brien was riding in had deliberately flashed its high beams at him. Parent, according to the Crown, first deliberately drove his vehicle into the other truck and forced it off the road and into a ditch, then returned to the scene of the accident where he ran down O’Brien. Defence lawyer Michaels said the “fundamental” question is whether the prosecution has proved beyond a reasonable doubt that his client is guilty of the named offences.

Silas O’Brien, 21, was killed after being struck by a truck driven by Brent Parent in March 2008. Michaels said the two O’Brien friends who were in the truck with him, Sam Dooley and Luke Stephen, were not reliable witnesses. He noted that while Dooley and Stephen claimed they did not swear or make threats after their truck ended up in

the ditch, two eyewitnesses who spoke to the three young men shortly before Parent returned to the crash scene said the opposite, that the young men were obviously upset and angry and using the “F-word” and were making threats against the driver of the other truck.

Michaels said Dooley and Stephen have altered their testimony to throw as much blame as they can on his client “to minimize their fault and maximize Parent’s responsibility.” Michaels said that while his client acted in a “hotheaded and immature way” by deliberately tapping his brakes to obstruct them, the three young men contributed to the confrontation by charging at Parent’s pickup truck when he returned to see if anyone had been hurt. Michaels said the two young men exaggerated the first, accidental collision into a deliberate one and inflated Parent turning his truck toward them to illuminate the scene with his headlights into a deliberate swerve at them to make events “larger than life .... as inculpatory and inflammatory as possible.” The judge was expected to reserve his decision until a later date.

The Occupy movement is coming to the Fraser Valley and will make its first appearance in Abbotsford this Saturday at noon outside the Clearbrook Library. Three organizational meetings have taken place recently in preparation for the demonstration that calls itself a grassroots campaign against corporate capitalism and financial inequality. And now, they are ready to move in. On Twitter, organizers have discussed whether to bring tents to the Abbotsford general assembly. Occupy first started on Wall Street in New York City, spread to Vancouver, and now the Fraser Valley. Occupy Maple Ridge had its first meeting at Memorial Peace Park on Nov. 6. “Currently, we are focusing on actions starting in Abbotsford, because we have a lot of Abbotsford members and supporters right

now,” said Rachel Murrell, spokesperson and organizer for Occupy Fraser Valley. Murrell, who is from Chilliwack, told Black Press the movement is not aimed at any particular party, but is focused on bringing people from all political backgrounds together to evaluate the current democratic makeup. “We can all agree there is a problem with the system, and it’s getting worse exponentially,” she said. According to Murrell, corporations wield too much influence over government, while the voice of the most vulnerable, the poor and the disabled, is being lost. The gap between the rich and the poor is only widening, with the middleclass disappearing. Corporate-owned stores are pushing out smaller businesses. The Occupy movement has recently come under attack, with the death of a protester last Saturday at the Vancouver’s Art Gallery grounds. The city is taking steps to remove the camp.

A semi truck tipped into the ditch on Sunday afternoon at Sumas Way and Fifth Avenue. Workers were removing wood roofing materials from the trailer. According to police it was southbound and attempted to pass traffic by driving on the shoulder, but the shoulder was too soft. There was no injury to the 41-year-old driver from Surrey.

The Cohen inquiry will hear more evidence in December to weigh reports that a deadly salmon virus has infected multiple species of wild salmon on the B.C. coast. The commission into the decline of Fraser River sockeye had ended hearings in September and began taking final submissions Friday. But commission counsel Brian Wallace said the inquiry will reconvene for two more days of testimony in mid-December. “Testing of samples of Pacific salmon from two areas of the province has indicated the possible presence of the Infectious Salmon Anemia (ISA) virus in several Pacific salmon,� Wallace said. More results are expected within a month, he said, adding the inquiry has asked for the latest test results and information on the fish. The first reported detection of ISA in two sockeye smolts sampled along the central coast was disclosed by SFU researcher Rick Routledge in early October, after the inquiry stopped hearing witnesses, including experts on salmon diseases. Independent biologist and anti-fish farm activist Alexandra Morton said three more salmon taken from lower Fraser tributaries – a chinook, a coho and a chum – also tested positive for ISA virus. The Canadian Food Inspection Agency (CFIA) is analyzing the samples and has not yet confirmed any of the positive tests.

All-candidates meetings An all-candidates meeting for Abbotsford city council candidates running in the Nov. 19 municipal election is set for tonight (Nov. 8), and will focus on the 21 council candidates. Mayor candidates were featured at an earlier meeting. It runs from 7-9:30 p.m. at the Matsqui Centennial Auditorium (32315 South Fraser Way). An all-candidates meeting for those vying for a seat on the Abbotsford board of education takes place Nov. 9. It begins at 7 p.m. at the Abbotsford Arts Centre, 2329 Crescent Way. Garage burns A garage at 30273 Canary Court was severely damaged in a ďŹ re on Friday night. At about 9 p.m. the Abbotsford Fire Rescue Service responded to a reported structure ďŹ re, and upon arrival, fire crews observed heavy smoke and ďŹ re coming from the roof of a singlestorey, detached garage. FireďŹ ghters contained the blaze after approximately 30 minutes. The ames and smoke did an estimated $50,000 damage, said deputy ďŹ re chief Dale Unrau in a press release. The cause of ďŹ re has not yet been determined, but is not considered suspicious at this time. Fire investigators along with the provincial electrical inspector are investigating. Political realities

Elections are a great opportunity to explore fresh ideas about the way we’re going to move forward over the next few years. But as voters listen, they should keep three questions in mind: Do candidates truly understand the issues of the community? Do challengers have ideas to follow criticism? Are these ideas affordable What are the consequences of the change being promoted? The first one seems obvious. Except that in every election – federal, provincial and municipal – there are candidates who run on a single issue, although the jobs of elected officials involve myriad tasks and problems. So here’s a suggestion for candidates: Don’t just tell us what you’re against. Tell us what you are also for, and how you’re going to achieve it. Tell us what it’s going to cost and how it will be paid for. In other words, do your homework.

Do candidates also understand the limits of the office they’re seeking? Municipal governments and school boards are creatures of provincial legislation. Their powers are clearly defined. And although those powers continue to evolve, they remain limited. Vision and ideals are important, but they need to be grounded in reality. Which brings us to the third question: Are they practical? Candidates could promise to cut our tax burden in half, hire twice the number of police officers and firefighters, or cut the budgets of other departments. But they need to demonstrate the implications of these suggestions. A freeze on spending may mean reduced services (or the need for alternative sources of revenue) because of factors like inflation. Being a politician may appear easy – until you become one. – Black Press

Residents spooked by Plan A Re: Andrew Holota’s column, Nov. 4. Many Abbotsford residents are “spooked” by Plan A. Before that we were “spooked” by having been walked right to the brink of the near disaster we know as Sumas Energy 2 by the mayor and council of the day. It was the monumental effort from a few local heroes including Patricia Ross, not city hall, which stopped SE2. As many of us remember, SE2 reneged on its share of the cost of the sewer and we’re paying for that just as we are now subsidizing “our” money losing hockey team. There is at least one common denominator in these situations. Despite the generous compensation city hall pays to lawyers and consultants on our behalf, we emerge with a reasonable expectation that council may well walk us into yet another contract that protects the other party better than it does us. After all, how often do we see anyone on council with business acumen and experi-

ence comparable to that of negotiators for a multinational company? With a water project of this magnitude and complexity what reason is there to think council’s performance will be any more effective than it has in the past? While I’m not personally opposed to P3 arrangements, one way in which we are vulnerable is through the confidentiality a contractor argues is necessary to protect their bidding and business practises. Potentially, everything about the contract will be confidential and closed to us. However, protections afforded a contractor’s need for competitive advantage, real or exaggerated, is less a concern than the collateral protection mayor and council inherit from oversight of their errors and accountability by agreeing to confidentiality. Council claims long ago to have seen and been preparing for what they themselves call a now urgent and critical need for a new water source. Nevertheless, a priority was put on Plan A. Can anyone imagine Plan A surviving a referendum

today had this $300 million millstone been laid on our necks first? Not I! So, how are we to perceive them? Incompetent? They’re just so limited in foresight that mistakes happen? Ah well, learn and move on. Manipulative? It’s ingrained in human nature, we all need to keep ourselves accountable. Both? No surprise. But since we have a chance here to avoid a horrendous debt load it’s worth considering that our people at city hall are also just so limited in imagination that all they see is a big problem that simply has to have a big solution. Naturally enough a big solution can mean only one thing, throw big money at it, it’s always worked before. To answer Mr. Holota, a workable alternative to the debt enslavement this project will impose does exist. A no vote will merely force city hall to reflect on the interests of the Abbotsford taxpayer, possibly to reopen for business on our terms, not the simplistic spending habit they’re accustomed to. More celebration, not less With Halloween tucked away for another year we can all sit back and admire political correctness at work. No fireworks, no community celebration, just the ghost of Halloween wandering around wondering where everyone was. Where is the laughter in Abbotsford? Why the sound of silence? Vancouver continues to sell fireworks. Greenwich Village, New York, has a huge, televised three-hour parade and even the sleepy little town of Boulder, Colorado, closes off downtown Pearl Street and everyone comes out for a Halloween party. Being out of step with the times is what it is. Abbotsford should find every excuse it can to hold community celebrations, just for the excuse of being together – happy and laughing. At Halloween children going from door caught up in the moment gives us all that and more. What we need is more, not less celebration. Myron Neville

The signatory was the manager of the Norrish Creek water supply from 1992 to retirement in 2003. In part I agree with former Abbotsford city engineer Ed Regts. Expanding the present Norrish Creek system is the most economical, however as he stated, this does not solve the problem for future supply. We are about to expend $291 million to construct the

Stave Lake water source. The AECOM report estimated that Abbotsford could face water shortage problems by 2016. What is the estimated life of the Stave Lake source? For an additional $110 to $159 million we could develop the Harrison Lake source and have a reliable supply for 75 years plus. Did the city consider approaching Langley, Maple Ridge, Aldergrove, Rosedale,

Chilliwack or First Nations to partner on the Harrison source? Lastly, much has been said with regard to the $65 million we will receive from the federal government if the P3 is approved. The money is tax dollars, whether or not the source is federal, provincial or city, it is our money, it just comes from a different money pot! Allan C. Kraus

Police helicopter tracks down car thief

The driver of a vehicle stolen in Abbotsford ran from police, but stopped when he realized the Air One helicopter was also tracking him. The incident took place

Wednesday, after a resident reported that his 1990 black Mazda pickup with white canopy had been stolen overnight from his driveway. A police officer spotted it about 40 minutes later in the area of Mt. Lehman Road and Automall Drive.

Const. Ian MacDonald said the officer followed the driver as he proceeded west on Highway 1 and took the 264 Street exit in Aldergrove. The car continued south on 264th, west on 56 Avenue and south on 256 Street, where the driver pulled over and began running across a rural property.

Meanwhile, the officer had contacted Air One for assistance. MacDonald said the car thief looked up and saw the police helicopter tracking him. “He looks at the officer now behind him, stops and puts his hands behind him (for arrest),” he said.

Brian Jason Scharft, 39, of Abbotsford has been charged with possession of stolen property. He has several previous convictions for stolen property and theft, as well as assault, mischief, fear of injury and breach of probation, according to the provincial court database.

An Abbotsford woman is the recipient of a national award from the Canadian Diabetes Association (CDA). Marcia Foreman, a registered dietitian and certified diabetes educator, was presented Oct. 29 with the National Volunteer of the Year Award during a ceremony at the CDA’s annual general meeting in Toronto. The award recognizes individuals or group who have gone above and beyond in supporting the work of the CDA. Foreman said she was “deeply honoured” to be a recipient of the award. “It is my passion to support this world-renowned association which provides service, advocacy, education and research to those living with diabetes in Canada,” she said. Foreman acknowledged other CDA volunteers across the counFOREMAN try, saying, “Together, we are making a difference.” Foreman has volunteered extensively with the association for more than 10 years. She has raised more than $30,000 for the CDA’s kids’ camp, which helps children affected by diabetes learn important skills to manage their disease. She was also instrumental in developing an annual diabetes educational expo in Abbotsford, incorporating a World Diabetes Day component. This year’s event takes place Nov. 19 from 1-4 p.m. at Cascade Community Church (35190 DeLair Rd.) in Abbotsford.

The Abbotsford Police Department’s new Marijuana Enforcement Project (MEP) recorded its first bust on Thursday night. Police seized 844 plants – with an approximate value of $284,000 – in a warehouse in the 3000 block of McCallum Road. Nobody was in the facility at the time, and police are now using forensic evidence to determine who is involved. No other details were available. MEP was announced Thursday as a new initiative in which patrol officers – instead of only the drug enforcement unit – can investigate suspected marijuana grow operations. Police say grow-ops are linked to gangs and organized crime.

The former deputy city manager for Surrey, who previously worked for the City of Abbotsford, is suing the city for terminating him without cause last spring. Dan Bottrill filed a statement of claim in B.C. Supreme Court on Aug. 11 seeking damages from the City of Surrey for his dismissal. The City of Surrey sought someone for the position of deputy city manager in late 2007. Through a recruiter, the city “pursued” Bottrill, according to the statement of claim, “urging him to leave his employment with the District of Abbotsford” to work with Surrey. ‘No Free Ride’ launched Vikki HOPES Abbotsford News

Abbotsford Police launched a new program Wednesday designed to reduce auto theft in the community. Operation No Free Ride was introduced as a partnership with Canadian Tire, which is promoting the sale of anti-theft devices and displaying signs about the program in the store and on shopping carts. Sgt. Mike Novakowski said that last year in Abbotsford, an average of 1.5 cars per day were stolen. The Abbotsford Police Department (APD) set a goal of reducing that number to one car per day. Currently, the number sits at 1.3 – a reduction of 11 per cent. Operation No Free Ride developed from there. “Our goal wasn’t quite being reached, and we wanted to improve awareness,� Novakowski said. Earlier this year, the APD offered free steering wheel locks to drivers of the top-three moststolen vehicles in Abbotsford: pre-2001 Honda Accords, Honda Civics and Jeep Cherokees. Later, pre-2002 Dodge trucks were added to the list. Operation No Free Ride expands to include everyone, although the anti-theft devices must be purchased. Teen drivers are also part of the program. Novakowski said each secondary school in Abbotsford will post information about the program and offer a draw for a prize package that includes an anti-theft device, a vehicle

Fireworks ban works

Abbotsford Fire Rescue Service (AFRS) says the city’s ban on fireworks is making a difference. Fire Chief Don Beer said fire crews responded to two small fires during the Indian Diwali celebration – held this year on Oct. 26 – and one during Halloween. Exploring connection between relief work and peace The work of Mennonites locally and around the world has long been associated with peace. This association will be highlighted in a panel discussion at the University of the

Fraser Valley next week. Titled Engagement, it will focus on the question, “What is the connection between relief and development work, and peace?”

The event takes place tonight from 6:30-8:30 p.m. in the main lecture theatre (B101) on the Abbotsford campus and will feature three experts who have been involved in relief and develop-

ment work in various regions around the world. Wayne Bremner, executive director of Mennonite Central Committee, B.C.; Garry Fehr, a UFV geography professor;

and Anita van Wyk, a UFV social, cultural and media studies professor, will be offering their views on the topic. Members of the audience will also be encouraged to join in

It will focus on how relief and development work are related to the root causes of political and social unrest, and contemporary concerns of war, and terrorism . The Oklahoma City Barons proved to be a slippery bunch, rallying from two-goal deficits on both Thursday and Saturday to sweep a two-game set with the Abbotsford Heat last week. On Thursday, the Heat took a 2-0 lead into the third period, but the Barons battled back for a 3-2 win, capped by Kevin Montgomery’s power-play goal with just 36 seconds left in the third period. On Saturday, Gilbert Brule’s powerplay goal at 2:53 of overtime lifted Oklahoma City to a 4-3 victory. With Heat defenceman Chris Breen banished to the penalty box for holding the stick, Brule – a former member of the Vancouver Giants – one-timed a feed from Ryan Keller past Heat goalie Joni Ortio. Brule’s OT tally enabled the Barons (8-2-0-1) to leapfrog Abbotsford (7-4-10) for second place in the AHL’s West Division. The Heat had raced out to a 2-0 lead on

The University of the Fraser Valley basketball teams were accompanied by a lot of fanfare entering the 2011-12 regular season, but they hit a major speed bump on opening weekend against Thompson Rivers University. The Cascades men, ranked No. 7 in the CIS national poll to start the season, could only manage a split on the road in Kamloops – they

won Friday's opener 77-69, but fell 91-83 in Saturday's rematch. The UFV women came in ranked No. 9 nationally, but they were on the wrong end of a sweep, losing 68-64 on Friday and 65-59 in overtime on Saturday. "It felt like everything was in place, but we just faltered from our game plan," Cascades men's coach Barnaby Craddock said, referring to his team's Saturday loss, while aptly summing up the weekend

for both UFV teams. The men's loss on Saturday was particularly galling – the Cascades led by 17 points at halftime and by as many as 21 in the third quarter, only to watch the WolfPack roar back to win. TRU shot a scorching 68.8 per cent from the field in the second half, led by Justin King, who finished with 32 points and 10 rebounds.

In the aftermath of the 39-6 thumping his team absorbed at the hands of the Mission Roadrunners on Friday, Abbotsford Collegiate head coach Jay Fujimura termed it a “disappointing� defeat. But at the same time, the Panthers bench boss acknowledged the fact his team was in position to play for first place on the last day of the regular season was a big deal for a still-developing program in just its fourth year of AA high school football. “We knew going in we were going to have to play mistake-free ball, and unfortunately we didn’t,� Fujimura said. “But it was great playing for the conference championship in our fourth year. HARDER Dr. Harold Harold was born to John and Lydia Harder and grew up in Abbotsford; attended MEI and Columbia Bible College. He earned a Bachelor and Masters at UBC. Harold met his wife while teaching at Tabor College in Kansas. He married Gail Weigold in 1968 with a desire to serve Christ together. They moved to Langley, BC to teach at Trinity Western University in 1968. In 1970 they welcomed their son Mark to the family and their daughter Jennifer in 1975. In 1976 they moved to Iowa to complete a PH.D and moved back to Langley, to continue teaching at TWU for 2 years. They went to Bangladesh for 3 years to serve with MCC, where he was the director of operations. Harold continued teaching at TWU where he codeveloped the International Studies program in the School of Business at TWU. In 2007, he retired professor emeritus. He served on the Missions Commission at Northview Community Church and MCC Board. Harold leaves behind his best friend and wife Gail, his children Mark Harder (wife Alisha) and Jennifer Harris (husband Ryan), grandchildren Ethan, Monique and Cailie Harder, Joshua and Jacob Harris, and 5 sisters, Betty Esau, Martha Peters, Ruth Friesen, Lydia Boldt and Esther Busink. A memorial service will take place at Northview Community Church on November 12th at 9:30 am. It is with great sadness that the family announces the passing of William Robert (Bill) Sharp after a short battle with cancer in the Hospice of Mission Memorial Hospital. He was predeceased by his father William Royal Sharp. He leaves to mourn his wife Carol, son Brian (Melonie) Sharp, daughter Colleen (Lawrence) Locke, and his five grandchildren, Ashley and Devan Locke and Brenden, Brice and Bronson Sharp, all of Mission, BC, and his mother Phyllis Sharp of Abbotsford BC. A memorial service will be held at Abbotsford Pentecostal Assembly, 3145 Gladwin Rd. Abbotsford, BC on Wednesday Nov. 9 at 1:30 p.m. A reception tea to follow the service. NOTICE OF ADVANCE VOTING 2011 General Local Election and Other Voting (Referendum) City of Abbotsford and School District No. 34 An election by voting will be held on Saturday, November 19, 2011, from 8:00 a.m. to 8:00 p.m., to elect candidates for a three-year term for the of¿ces of Mayor, Councillor, and School Trustee, and will also include the Stave Lake Water System Partnering Agreement and Loan Authorization Bylaw Referendum Question: Are you in favour of the City of Abbotsford developing a new water supply source at Stave Lake (consisting of a water intake in Stave Lake, a pump station, a water treatment plant and a water transmission line from the Stave Lake to the City of Abbotsford) to ensure that the current YES and long term water needs of the City of Abbotsford are met by: the City entering into a partnering agreement with a private sector partner that will design, build, partially ¿nance and operate a water supply and distribution system from Stave Lake for up to thirty (30) years, incurring a maximum capital cost and liability to the City of TWO HUNDRED AND NINETY-ONE MILLION DOLLARS ($291,000,000)

Abbotsford City Bylaw No. 2105-2011, “Stave Lake Water System Loan Authorization Bylaw, 2011” WHEREAS: A NEW WATER SUPPLY SYSTEM, using water from Stave Lake, consisting of a water intake in Stave Lake, a pump station, a water treatment plant and a water transmission line to the City of Abbotsford (“Stave Lake Water System”), would be of bene¿t to the City; THE ESTIMATED TOTAL COST to construct the Stave Lake Water System, including incidental expenses, is $291,000,000, of which $230,000,000 is the maximum amount of debt intended to be created or guaranteed by this bylaw to cover the capital costs; THE CITY HAS APPLIED to the Government of Canada for a contribution of approximately $61,000,000 in funds to assist with the cost of designing and constructing the Stave Lake Water System under a partnering agreement; THE DEBT INTENDED TO BE CREATED OR GUARANTEED by this bylaw falls within the limits prescribed by the Municipal Liabilities Regulation under the Community Charter; THE INSPECTOR OF MUNICIPALITIES has approved this bylaw; and ASSENT OF THE ELECTORS has been obtained; NOW THEREFORE, the Council of the City of Abbotsford, in open meeting assembled, ENACTS AS FOLLOWS: CITATION Bylaw No. 2105-2011 may be cited as “Stave Lake Water System Loan Authorization Bylaw, 2011”. LOAN AUTHORIZATION (1) The Council is hereby empowered and authorized to undertake and carry out, or cause to be carried out, the construction of the Stave Lake Water System, to guarantee repayment or provide security for borrowing under an agreement, to do all things necessary for those purposes and, without limiting the generality of the foregoing, to: (a) borrow upon the credit of the City of Abbotsford an amount of up to TWO HUNDRED AND THIRTY MILLION DOLLARS ($230,000,000) to cover the capital cost of constructing the Stave Lake Water System; and (b) acquire such real property, easements, rights-of-way, licences, rights, or authorities as may be requisite or desirable for, or in connection with, the construction of the water supply system. Non-Resident Property Electors If you own property in the City of Abbotsford but reside outside the boundaries of the City, you may qualify to vote in the 2011 General Local Election. Non-resident property electors must produce at least two documents that provide evidence of your identity and place of residence, at least one of which must contain your signature. In addition, proof that you are entitled to register in relation to the property in the City of Abbotsford and, if applicable, written consent from a majority of the other registered owners of the property, will also be required.
