On Nov. 19, Abbotsford voters will be asked to approve or reject a proposal to enter into a public/ private partnership (P3) to deliver a new source of water to this city. The Abbotsford/ Mission Water Sewage Commission (AMWSC) currently supplies water to 160,000 people in the region with a capacity of 143 million litres per day (MLD), but the city predicts population growth will require a system to service 430,000 people within 20 years. The AMWSC ran into water shortages in 2007 but watering restrictions and four new groundwater wells from the Abbotsford-Sumas Aquifier pushed the next anticipated shortage to 2017. The highest demand ever recorded was 137 MLD
in July 2006. A new system would create a capacity of 400 MLD in three phases: 100 MLD by the summer of 2016 to meet current demand, 225 MLD by 2024, and

A News special series full capacity by 2031. The construction would involve a water intake station on Stave Lake, a pump station on the east shore, a treatment plant north of the District of Mission, a 6.6-kilometre raw water
transmission main from the pump station to the treatment plant, and a 12.4-kilometre treated water main from the treatment plant through Mission, across the Fraser River to existing Abbotsford water infrastructure. Mission City council voted to reject support for the Stave Lake project under private partnership in April, but it can’t block Abbotsford’s access to water from Stave Lake, nor construction if Abbotsford chooses to proceed. Last week, the city announced a $200,000 public education campaign on the issue. Abbotsford Mayor George Peary and council members, with the exception of Coun. Patricia Ross, (see story on A8) are in favour of a P3 project, touting potential federal funding and reduced construction risk for the city.

The City of Abbotsford recently launched a $200,000 awareness campaign to help inform residents and promote the concept of a public-private partnership to establish a new water supply and treatment facility at Stave Lake. The city has maintained from the beginning that a P3 project is the “best and most cost-effective option.” The possibility of $61 million in federal funding for a P3 project is something Mayor George Peary has said the city “will not turn its back from.” Peary maintains that under a P3 agreement, “the city will always own the water,” it will “own the treatment plant,” and will set the water rates. The city also believes that by involving a private partner, a certain amount of risk is transferred from the city to the private sector. Under the P3 agreePEARY ment, the private company would be responsible for the maintenance and upkeep of the plant for the full 25-year term, after which the city then takes over. Peary has compared it to getting a “25year warranty.” As the Nov. 19 referendum approaches, the city is planning to host five public information meetings and two town hall phone meetings to answer questions and address public concerns about P3s. “If you need to see an example of a P3 project at its best, take a look at the Abbotsford Hospital,” said Peary.

With annual payments of nearly $14 million, it’s going to cost this city $345 million over 25 years for a new water supply and treatment centre at Stave Lake under a public-private partnership. And those projections by the City of Abbotsford are based on the city borrowing $149 million – not the $230 million which voters will be asked to approve in the Nov. 19 referendum. “The $230 million is a maximum safeguard ... we have to put the maximum number in the referendum,” explained Pat Soanes, general manager of finance and corporate services for the city. Here’s how the city numbers work: The city is hoping to receive $61 million in federal funding from PPP Canada (no decision has been announced yet), that would bring the amount down to $230 million. In its projections, the city has included $51 million in expected “grants” and “recoveries,” including the possibility of provincial funding. With no federal funding for P3, the city would hope to receive up to $63 million in provincial grants and other recoveries, plus $30 million in reserves. That would leave $235 million to be borrowed at 4.59 per cent. Over 25 years that would result in payments of approximately $15.85 million a year, plus another estimated $1.3 million a year for the city to run the plant, resulting in an annual payment of $17.4 million, or $435 million over 25 years. Originally, the Deloitte Touche report indicated that a P3-run facility would cost $1 million a year more to operate than if the city operated it. However, the city considers that figure to be closer to $300,000, as the report assumed the city could use some of its present staff to run the new facility, which administrators maintain would not be possible, due to lean staffing levels.

Other Canadian cities have experimented with the P3 format for water supply, with varying results. In Moncton, New Brunswick, a P3 agreement has reportedly worked well. In 1999, Moncton solved its ongoing water quality problems by signing a 20-year P3 deal with Veolia Water Canada to build and operate a water plant. City administrators say the deal has worked for both sides. The story was different in Hamilton, Ontario in 1994. At that time, city officials entered into a 10-year water contract with Phillips Utilities Management Corporation. “The deal was also for waste water management. That’s a big difference (from the Abbotsford proposal) – it makes it that much more complex,” said Dan McKinnon, director of water operations in Hamilton.

“A lot more things can go wrong on the waste management side.” Just over a year after signing the deal, a sewage spill poured millions of gallons of waste into Hamilton’s harbour, and flooded more than 100 homes. Sewage spills were not new to the city, which McKinnon said has the second oldest water and sewer system in Canada, but the large size of the spill had anti-P3 groups pointing to the failure of the private sector to fulfill its agreement. Before the incident, the private company had laid off nearly half the original workforce and critics blamed a lack of personnel for the accident. What followed was a long battle between the city, the company and those affected by the spill, over responsibility for the damage. The company denied fault for more than three years before finally settling.

The downside of this system is that project costs can escalate and the government is ultimately responsible. A P3 contract mitigates some of those risks, such as cost overruns, lateness and quality, which are handled by the private company as stipulated in the contract. Most P3 experts have identified the key to success in a P3 partnership as requiring the initial efficiency to outweigh any increased costs over the long-term. P3 critics have in the past said four previous P3

Other, smaller spills occurred in the following years, and the 10-year deal changed hands on several occasions. According to McKinnon, P3 deals were not as common in 1994, and the “contract was looser than it should have been. “Was it a disaster? No. Were there a number of problems? Yes. But there weren’t any dealbreakers.” He said the city and the private sector both made mistakes. In 2004, with the contract complete, Hamilton began looking for a new P3 partner to run the water/sewer facility. “The fact that we were going back to give it another try says a lot.” But the history of problems seemed to put the private sector on edge. Every bid the city received was higher than the cost of running it in-house. “The price we got back was above our budget.”

The service portion of the contract, however, has exchanged corporate hands. P3s have been negotiated in Canada for decades, but in B.C., regardless of the terms of the contract, the ownership of the asset and infrastructure is retained by the public. the city plans to move forward, and the level of urgency that is being placed on the issue. “I agree that we need Stave Lake, but with conservation we can go a little beyond 2016,� said Ross. A P3 system would allow a corporation to design, construct, partially finance and operate the water treatment plant for 25 years. The city would pay for the service, as long as a pre-deter mined amount of water and level of quality are maintained. The city would have free access to the plant to test the quality on an ongoing basis. If the water quality dips below the established level, the city can withhold payment. But frequent testing still worries Ross. “It’s not the same as being there day after day.� And she wonders, if a problem does occur, could the city force a major corporation’s compliance? “They could easily challenge us in court,� she said. “And who would control the water system while we argue?� Operation of the plant was the main stumbling block that saw the District of Mission pull out

Strengthening ties with sister city Three members of the Fukagawa International Friendship Society (FIFS), from Abbotsford’s Japanese sister city, arrived in Abbotsford Friday, to strengthen ties between the two communities and to look at enhancing its home-stay program here. Yukiko Kamigaki, chair of the Fukagawa board of education, Yoshiko Kutsuwada and Yasuko Yokota, members of FIFS, will be billeted at the homes of three Abbotsford families. The visitors will embark on a rigorous schedule of lunches, meetings, meet-and-greets, shopping, tours and a Thanksgiving dinner, said Aird Flavelle, vice-president of the Canada-Japan Friendship Association. Professor Satoshi Kotaki, FIFS president, said the two-week sum-
mer program for his Fukagawa students is highly valued. “About 100 students from Fukagawa have participated in this program since it first began almost 14 years ago. We wish to discuss ways to ensure that it continues for future years.” Kotaki said that during his stay in Abbotsford in late August, a discussion with the Canada Japan Friendship Association of the Fraser Valley showed Abbotsford was eager to send students to Fukagawa and build on international relations. If the program is finalized, Kotaki said “our program will be a real exchange. “We will be able to offer home stay and provide students with many opportunities to join various activities during their time here.”

Understanding the issues A recent Angus Reid poll revealed that more than half of the 300 respondents had little to no awareness of the water issue on which they’ll be asked to cast referendum ballots Nov. 19. It’s not entirely surprising. The proposal of a public-private partnership in the creation and operation of a new water source for the City of Abbotsford is complex, and awash in statistics, politics, ideology and rhetoric. In this issue, The News continues its ongoing coverage of the controversial issue, with the city’s explanations of how and why this option is being pursued, and the views of some who oppose it. It’s hoped that readers will take the time to absorb at least some of the information offered. There is indeed a great deal of it to take in. And ultimately, there may not be simple answers to what seem to be simple questions. Who would the city partner with? That’s not yet known, and won’t be unless the referendum passes, and bids are
invited from the private sector. What are the conditions of the contract with the private partner? Again, that won’t be clear until that partner is found, and a contract is negotiated. That could be years away. Can a contract be bulletproof in terms of protecting a public resource from private control? As one expert says, much is dependent on the conditions of the contract. How much would a P3 project cost? As you’ll read today, it depends on a wide variety of figures and projections. The city is putting forth some very optimistic figures, including $51 million in “grants” and “recoveries.” Will those be realized? Perhaps, and maybe not. If the latter, the costs of a P3 project rise significantly. Nonetheless, it’s up to taxpayers to become informed, ask their questions, weigh the answers, and vote accordingly. To go to the ballot box knowing little or nothing about this issue would be a travesty.

Other Hand So Metro Vancouver mayors have collectively decided that yet again, property taxes in those member municipalities will go up, as will another levy on gasoline. Don’t you think they’d get it … that people are sick and tired of more taxes? Don’t you think they could have been a little more innovative in their revenue generation ideas? For instance, why not create a lottery that raises funds on an ongoing basis? At least then a few of us might be winners. Or why not jointly get together with a private developer and build a huge central casino. We all know how much money they generate, and the source would be ongoing. Instead they whack property owners,
though they suggest it will only be for a couple of years. Uh huh. How often have we heard that? Remember income tax … it was imposed as a temporary solution to pay off war debt. That started at the end of the First World War, close to 100 years ago. We are still paying the “temporary” tax, and I’m sure we will, in perpetuity. Thankfully so far, Metro Vancouver and its free-spending mayors end at the Abbotsford boundary with Langley. Unfortunately, any truck that’s fueled within Metro will be adding to its cost charges, any deliveries of food, product and services to this community and all parts east of here. So like it or not, we will be helping pay for existing and expanded transit services within Greater Vancouver. I can’t fault the mayors for looking and planning for the future. But they need to apply their ‘visionary’ thinking beyond generating revenues from existing sources. If they want to create a people-moving future, then perhaps they should also create a money-moving fund that doesn’t involve ever-increas-
ing taxes on an already overburdened electorate. I can’t disagree that getting people out of cars and on to transit has environmental benefit, but continually increasing the cost of fuel is but a temporary fix that will impact everyone in the province, not just those who need or use transit. And if we out here in the “City
Continually increasing the cost of fuel is but a temporary fix... in the Country” are concerned, just ask someone who lives in Aldergrove, who will have to pay all those taxes and gasoline surcharges, yet will likely not see a SkyTrain or light rail or any other form of ‘rapid’ transit for decades. On the other hand, I wouldn’t mind contributing a buck or two a week to buy a lottery ticket that offers a million-
dollar windfall. That way, I’d have the option of contributing, and for my buck I’d at least have a finger-crossed chance of a benefit. Paying at the pump to subsidize transit, regardless of the funding route, when there is no opportunity or provision for a benefit, is no more or no less than a penalty for something I have no choice but to accept. Unfortunately, though each and every one of us will pay more, thanks to surcharges (small though they may be) on grocery products and everything else trucked out here, I’m not certain there’s anything we can do about it short of ensuring we never join Metro Vancouver. At this point there is little central and eastern Valley folk can do about the situation. That will be up to the voters of those mayors and councils to determine on Nov. 19. And that brings me to the acknowledgement that, in fairness to all other contestants in the Abbotsford municipal elections, this is my last column until after that date. markrushton@abbynews.com

Plan B for water shoved down our throats
Here we go again. Just three years ago we had something called Plan A shoved down our throats, and look at how well that Plan A joke has worked out. Now we are going to have this water issue shoved down our throats. I remember going to the Plan A forums and being told we don’t want naysayers here. Will the same thing happen with this water campaign? Correct me if I’m
wrong, but aren’t we, the taxpayers, paying for this water campaign just like we did for the Plan A campaign? Why do we have to pay for something that most of us don’t want? Where did the city get $200,000 for this campaign? Out of my pocket and yours, I thought the city was broke. I don’t know about you, but my wallet is drying up faster than the city says its water
wells are. When you have to spend this much money on water, someone again at city hall is dropping the ball. How do you come up with the year of 2016 as the date we will have no water? Stop scaring people into voting yes for this Plan B water campaign. Abbotsford is only a city of around 130,000 people – why do we need to spend this much money on water? We are paying too
much for taxes and all else for a small city as it goes. Put a hose into the Fraser river – there is plenty of water there. I just got my new water bill in the mail with a scare tactic brochure in it. It will go in the same place I put the Plan A brochure I got years ago, in the bottom of my bird cage. Drive Away Hunger Tour The Farm Credit Canada (FCC) Drive Away Hunger Tour visits Abbotsford on Wednesday, Oct. 12. The event, taking place across B.C., involves driving through communities to collect food and cash donations for food banks across the country. FCC works with local food banks to ensure the
donations go to people in need in each community. The Abbotsford leg of the tour stops at several elementary schools – Margaret Stenersen at 9:15 a.m., Auguston at 9:30, Alexander at 10, Ten-Broeck at 10:30, Jackson at 10:45, South Poplar at 11:30 and King Traditional at 1:30 p.m.

His artwork was part of a campaign in Mexico that asked people to trade weapons for coupons to be used in local stores. In all 1,527 firearms were collected and turned into 1,527 spades which were used to plant trees. The act symbolized how “an agent of death can become an agent of life.” It has become a tradition to plant a tree at the end of the exhibit.

The Abbotsford school district is running an imbalance in its operation of school buses, and a public meeting was held Thursday night at Rick Hansen Secondary to gather input from parents. District treasurer Ray Velestuk said the school-bus imbalance for 2010/11 was $280,000, compared to $240,000 the previous year. But Velestuck said the purpose of the transportation review
is not to eliminate the costs entirely. “We’re not trying to balance that, but we’re trying to close the gap a little bit,” he said. The Abbotsford board of education decided last year to extend the walk limits for students who qualify for free transportation. Previously, any student who lived more than 3.2 km from their school could ride the bus for free. That distance was then extended for the 2010/11 school year to coincide with Ministry
of Education recommendations – 4 km for children from kindergarten to Grade 5, and 4.8 km for Grades 6-12. Now any child living within those walk limits must pay a fee of $300 per student each year or $500 per family to ride the bus. Students attending a “school of choice” – one not in their catchment area – pay $535 each or $755 per family. At the time of the decision to extend the walk limits, the district expected an additional $252,600 in

Robbery suspect nabbed An of f-duty Vancouver Police Department (VPD) officer helped Langley RCMP round up a suspect in two Wednesday afternoon holdups. The first robbery was unsuccessful. Around noon on Oct. 5, a man pushed an employee at the Langley Walmart and demanded money from the till. When the teller told him she couldn’t open the till, the would-be robber left. Police believe the same man robbed the VanCity credit union at 201 Street and 88 Avenue around 2 p.m. the same day. The male suspect approached the teller, demanded cash, and used a bicycle to flee scene with a small amount of cash. Langley RCMP said an off-duty VPD officer helped locate and arrest the suspect near the scene of the crime. A 31-year-old Abbotsford man is facing charges.

Since resurrecting the senior football program in 2008 following a six-year hiatus, the Abbotsford Collegiate Panthers had never defeated their crosstown rival Rick Hansen Hurricanes. That all changed on Friday, as the Panthers' offence exploded
in a 42-20 victory at Hansen in the AA regular season opener for both teams. "I was pretty happy for the guys," Abby Collegiate head coach Jay Fujimura said. "It was a big thing for us, stepping up to AA, to try to get a win over an established program. There was a lot of pressure on the guys to
do that. "All the work they've put in over the past four years is starting to show, and I think it's pretty important for them to see that happening." The Panthers showed great balance on offence, with 23 passing plays and 22 rushing plays, and that diversity served them well.

A pair of subpar results during pool play derailed the national championship hopes of the Magnuson Ford Mariners FC under-18 boys squad.
Earlier in the week at the national tourney, held in Fredricton, N.B., the Mariners were in the driver’s seat in Pool A after winning their first two matches over the representatives from New Brunswick and Prince
Edward Island. But on Friday, they came out flat against FC Northwest of Manitoba, and dropped a 3-1 decision. Then on Saturday, they dominated play against St-Hubert of Quebec, but settled for a 1-1

Through the first three races of the Lafarge Cross-Country Grand Prix series, Abbotsford Christian Elementary has emerged as the oddson favourite to win the overall title. Abby Christian has racked up 61 points in the race for the Jane Swan Fitness Award, which recognizes the top school in the standings. They're 20 points clear of their closest pursuers, W.A. Fraser Middle (41 points) and defending champion MEI Middle (29). The Knights saw two runners win in their respective divisions on Wednesday at Clearbrook Park. Toby Siebenga won the Grade 4 boys race, while Cameron Piers topped the Grade 7 boys standings. Other winners on the boys side Wednesday included Parker Wakelyn (unattached, Grade 5), Noah Nickel (MEI Middle, Grade 6) and Matthew Connor (Chief Dan George, Grade 8).
