The family of a Maple Ridge man killed in a hitand-run in Abbotsford say they forgive the driver, and urge that person to come forward. Barry Cutforth, 37, was identified Monday morning at a press conference as the person killed on South Parallel Road, between Whatcom and Cole roads, on Oct. 14 at about 8:30 p.m. He was struck by a passing motorist, who might have been driving a darkcoloured vehicle, said Mission RCMP Sgt. Miriam Dickson. Cutforth was pronounced dead at the scene by emergency crews. Family members gathered at the site, where two white crosses at the side of the road are marked with sentiments such as “Mike’s brother and best friend” and “Barr – Love You.” A bouquet of white lilies rests at the foot of one of the crosses. Crystal Cutforth, Barry’s sister, spoke on behalf of the family, saying her brother was “a good guy with a great sense of humour” and he always put family first. “We are asking the person Continued on A5

Robert Lee Coughlin’s scooter has zero emissions, scarcely makes a sound, is cheap to run, zips him around at a max speed of 32 km/h, and occasionally gets him into trouble with the law. Coughlin has a ticket for $598 from his latest run-in with police. He was caught in an RCMP roadblock on Old Yale Road, and the ticket was issued for driving without a vehicle licence and insurance. “The cop tried to tell me I had to push this thing home,” he said, shaking his head. He contends he doesn’t need a licence or insurance for his vehicle, as he has told police officers in the past. ICBC’s regulations appear to absolve Coughlin. Under Section 152 of the Motor Vehicle Act, the Motor Assisted Cycle regulation, a rider does not require vehicle registration, licensing or insurance provided that his bike: has a motor of 500 watts or less; has a max speed of 32km/h on flat ground; Has bicycle pedals Early electric bikes looked like a bicycle, but included a small motor. The other provision in the law, which came into force in 2002, is that the driver must be 16, and wear a helmet.

He said he showed the cop the sticker on his bike that lays out its specifications, and showed him the battery under the seat so he would know it wasn’t gaspowered. But the RCMP officer still wrote him up. He will fight the ticket, but says the whole process is a waste of court resources. Tony Ferreira, owners of Scooter King in Langley, said a frequent complaint of his customers is that police officers don’t know the laws around scooters, mopeds and electric bikes. He said the Motorino XPn, as it comes from the factory, is no different than buying a bicycle. Ferreira said the improving electric bikes have been the subject of television and radio news stories, and are getting increasingly popular. “It’s the way of the future. We should be promoting these things – it’s an amazing approach.” Despite the legal hassles, Coughlin is a big fan of his electric bike. “They’re good for getting around town – if you plan your route around hills,” he said, “and I can keep up to my dog running on the dike.”

New candidates vying for a seat on the Abbotsford board of education in the Nov. 19 municipal election cite fiscal responsibility, the diverse needs of students, and more consideration of parents’ views as some of the key issues. Ralf Landsberger and Matt Thiessen – among the nine new faces and six incumbents vying for seven seats – said the current board has not always listened to parents’ concerns. “We saw this poorly handled during the spring break change from two weeks to one week then back to two weeks,” Thiessen said, referring to the matter that drew heated response in 2010 and 2011. Landsberger said any decision made by the board

should focus on what’s best for families and students. Candidates Graham MacDonnell and Stan Petersen said this includes better addressing the challenges related to Abbotsford’s diverse student population, such as those for whom English is not their first language and those with special needs. “It is critical that we support these diverse needs by responsibly directing as many resources as possible to the classroom,” Petersen. This is where fiscal responsibility plays a big part, the candidates said. It’s important to ensure that education funding is allocated in smart and innovative ways, said Rhonda Pauls. Some suggestions the candidates made for needed programs included anti-bully and anti-gang strategies,

$1.5M for Canuck Place Province announces construction funds The B.C. Ministry of Health has announced it will contribute an additional $1.5 million toward the construction of the new Canuck Place Children’s Hospice in Abbotsford. The new funding complements the $1.5 million in provincial funds announced in November 2010 for the facility, which is part of the Campus of Care project underway adjacent to Abbotsford Regional Hospital. The project also includes the Abbotsford Hospice Society’s Holmberg House – providing

hospice services to adults – and Matthew’s House, a respite facility for children with severe disabilities. “We are so grateful for the province’s continued support to Canuck Place and their confidence in us to provide the best care to children with life-threatening illnesses and their families,� said Filomena Nalewajek, CEO of Canuck Place. Canuck Place will be the first of the three facilities to be completed, near the end of 2012. The 2,800-square-metre

(30,000-square-foot) building includes 10 beds with suites for five families. The existing Canuck Place in Vancouver has nine beds and four family suites. The new children’s hospice, known as Dave Lede House – in honour of Dave Lede, the lead donor of the capital campaign – will include 24/7 physician and nursing support, end-of-life care, pain and symptom management, respite care, school, and counselling, among other services.

Mission RCMP is

heading the investigation because the incident occurred on First Nations land, which is under the jurisdiction of the RCMP and not municipal police. Abbotsford Police are asking that a witness come forward who was a customer during the latest Subway restaurant robbery on Tuesday, Oct. 18. Const. Ian MacDonald said the woman was being served by an employee at the Subway in the 1900 block of McCallum Road at about 9:30 p.m. when a man with a gun burst in, demanded cash and then fled in an unknown

vehicle. The customer was gone by the time police arrived, and investigators would like to speak to her. She is described as Caucasian, 20 to 30 years old, 5’ 8” to 5’ 10”, with blonde hair in a ponytail, and wearing glasses, a pink scarf and a dark-coloured jacket. The robber is described as 5’ 6” to 5’ 10” tall, with an average build and wearing a dark hat with a red brim, a black puffy sweater or jacket, black gloves, black footwear

and carrying a dark-coloured backpack. This is the fourth robbery of a Subway restaurant since Sept. 4 by a man carrying a gun and fitting a similar description, although MacDonald said police cannot rule out that different people could be involved. DeJong said. Parent consultation is also important, Sutherland said. “But as we saw in the debate over the twoweek spring break, parents often feel they are not listened to. This is wrong.” DeJong, Cindy Schafer and Korky Neufeld listed “21st century learning” as a significant issue. “The education system is challenged to be innovative and creative in approaching the unique needs of today’s learners,” Schafer said, adding that community input is crucial for ideas on how to improve. Other incumbents on the ballot for the election are Shirley Wilson and Preet Rai.

While the city’s water referendum will be the forefront issue for voters this election, according to more than half of the mayoral and council candidates, other issues have also garnered public interest and concern. The second key issue for voters, in the opinion of 15 out of 21 mayoral and council candidates reached, is accountable spending and taxation. Occupation awakening The protesters occupying financial districts around the world are expressing a growing frustration that governments and their financial policies are losing touch with the people they’re supposed to serve. Instead, the rich are getting richer while the rest are being left behind. The voices of discontent and disaffection first gathered and rose up on Wall Street, where they denounced taxpayer-funded bailouts of huge financial institutions that were supposed to correct mistakes they’d made but instead lined executives’ pockets with huge bonuses. The protests have since spread to countries where years of corruption or short-sighted policy have put economies in peril, costing people their livelihoods, darkening the prospects for future generations. It might be easy to dismiss such concerns in Canada, where the economy and unemployment levels have been

fairly stable since the last recession. The thousands of protesters who filled Robson Square in Vancouver and Bay Street in Toronto on Saturday petered down to a few hundred on Monday. But our politicians should pay attention. The gulf between the haves and have-nots is growing. Everywhere. For most working people, wages have stagnated over the past five years while the cost of living continues to soar. In Metro Vancouver, a litre of gas costs 25 cents more than it did in October 2010. That 22 per cent increase eventually trickles into everything we consume. The middle class is the foundation of economic and political stability around the world. Conservation isn’t a simple water solution Andrew

On Point How can it be that a city situated on the Wet Coast of B.C. is facing a looming water shortage? After all, Abbotsford receives an average of 1,500 mm of precipitation annually. Yet, according to a series of studies, this community faces a situation where water demand exceeds supply, as early as 2016. The fact is, copious rainfall doesn’t directly feed the daily water demands of this city. Precipitation does fill the lakes and aquifers that supply water to Abbotsford and Mission, but those sources are soon to be stretched – initially during peak use periods such as dry summer months, but eventually, on a more prolonged basis. Presently at just over 140,000, the population of this city is projected to be close to 200,000 by the 2020s. That represents a great deal of water. Conservation is a solution identified frequently during debate over Abbotsford’s

water issues, often by opponents of a proposed public-private partnership to create a new water supply and treatment plant at Stave Lake. I’m all for conservation, but that alone is not the simple panacea some would make it out to be. A recent theoretical study of Abbotsford and Mission’s water needs referred to as the POLIS report suggested a 45 per cent reduction in water consumption would be required in 20 years in order to hold off the need for a new water source. That is a massive undertaking, considering that the infrastructure required to achieve such a goal just doesn’t exist at present. Existing homes do not have rainwater collection capabilities, other than perhaps an odd rain barrel here and there. The impact of those is virtually nil. Only the newest and most sophisticated houses are designed to re-use “grey water” from sinks and showers to flush toilets – one of the highest water uses. It’s a great concept – one that should be mandated in all future home construction – but the fact is, it can’t be implemented in homes already built, other than through major, expensive renovations. Are you going to spend tens of thousands

of dollars tearing your house apart so it can be replumbed? Ditto for businesses and industries. There are measures that can be undertaken to lower water usage, but in many cases, they require expensive redesign of equipment and process. A flat-out order to industries to make

The infrastructure required to achieve such a goal just doesn’t exist at present. those investments in but a few short years will result in an exodus of business from this city, and along with it, the jobs and economic spin-off they create. The POLIS report also recommended tiered water rates, and the implementation of watering restrictions. Abbotsford has done both. Watering bans are now in effect in summer, and a considerable number of people think those are draconian. You also pay more for water as you use

more, specifically in peak demand periods – as it should be. But, given the relatively cheap cost of water here, and the generally affluent community using it, these measures are not going to hugely reduce demand. The city’s efforts to implement conservation initiatives have resulted in about a 10 per cent water saving. That’s good, but not nearly enough. Even 20 per cent doesn’t stave off the point where overall demand exceeds supply. Is water conservation going to become increasingly important in future decades? Absolutely. Moving forward, should we be looking to demand more of builders and businesses in terms of reducing water demand? Without question. Is this going to solve Abbotsford’s water issues in the next five years? Not in isolation it won’t. In order to continue to be vibrant, growing community – and that’s how a healthy economy works, by the way – this city is going to have to expand its water supply. Regardless of whether it’s by a P3 arrangement, or a solely public project, we will need more water in the near future – and the answer isn’t going to fall from the sky – yet.

letters There must be a plan B for city’s water system Just because there is no plan B on the (water referendum) ballot does not mean that there isn’t a plan B. This is not responsible governing. Do we have to elect a new slate of councillors to get a plan B? Plan B is the one that must have been discussed with Mission before Prime Minister Stephen Harper’s corporate supporters hatched the P3 plans that council

has bought into, except for Patricia Ross. It would seem that letter writer Denise Friesen has also swallowed the pill and been educated with $200,000 worth of misinformation on the city website. The only way to educate yourself is to see what other cities and countries are doing, and they are backing out of these deals. If this goes ahead and Mission doesn’t put up

any resistance it means that they may have plans to enter by the back door and just buy into the system when it’s done by the action of inaction. There is a reason that people are protesting right now in the streets against corporateowned governments in every major country in the world, and this is not going away. I urge you all to not swallow the sugar-coated P3 pill. Gary Huntbatch

Pot smokers aren’t a drain on health care Re: Tricia Leslie column on discriminating against smokers, Oct. 14. Despite how Mr. De Jong may personally feel, discrimination has no place in any government. Having said that, you mention that pot smokers are a drain on our health care system. I disagree. I have found that when any issue goes to Supreme Court, that is when the truth truly seems to surface. Pot smokers are not a drain on our healthcare system. As a daily pot smoker for more than 20 years, I can tell you the other findings are true, as well as the findings on marijuana’s effect on our health care system. I personally have never been to a hospital from any effects of smoking pot. I do, however, agree the other drugs listed are a huge drain on soci-

ety, as well as our health care system. I would also like to point out marijuana is not addictive. I have stopped smoking marijuana for weeks at a time with no ill side effects. I am a 43-year-old male with no criminal record. I own my own home in Abbotsford ( I paid for, it wasn’t inherited) and have been at my present job more 13 years. It is possible to consume marijuana daily and live a normal life with no side effects from marijuana. I have many friends that I can offer as proof to that statement. In closing, when writing about drug users’ effect on the health care system, please don’t paint “us” with the same brush used to illustrate other drug users, because clearly, it’s no more of a drain than aspirin. Youth at Risk gets to semis One step closer to $97,000 grant A joint program of the Abbotsford Police Department and Abbotsford Fire Rescue Service has advanced to the semifinals of a competition to win $97,000 for future development. The pro g ram, called Youth at Risk, combines multimedia presentations that the two agencies, until recently, had been running independently – one on fire safety and the other on road safety. The program was entered in the Aviva Community Fund online voting competition, which awards a total of $1 million across Canada for ideas that will have a positive impact in their communities. Youth at Risk finished in the top

10 in round one from entries across Canada. This firstround success allows the entry to skip the second and third voting rounds and proceed directly to the semi-finals, which begin Dec. 5. “The Youth at Risk education program

is intended to help teens understand the consequences attached to the choices they make and to assist them in making informed decisions about taking risks of any kind,” said Police Chief Bob Rich. The Aviva grant

Tomato and Chickpea Vindaloo with Rice Total preparation time: 15 minutes, serves 4 • • • • • • •

PAM Original Cooking Spray 2 pints grape tomatoes, sliced in half lengthwise 1 can chick peas (about 540 mL), drained 1 bottle VH Vindaloo Cooking Sauce 1/3 cup (80 mL) fresh cilantro, coarsely chopped 1/3 cup (80 mL) green onions, finely sliced 1/4 cup (60 mL) pumpkin seeds (optional)

1. Spray large pot with PAM Original Cooking Spray. 2. Heat tomatoes over medium-high heat, cook until tender [about ten minutes]. 3. Add Vindaloo Cooking Sauce, chick peas & half a cup (125 mL) water, cover & simmer for three minutes.

Festival of Lights: Message behind the celebration The original form of Diwali is Deepawali, which literally means “rows of lighted lamps” and the celebration is often referred to as the Festival of Lights. It has been celebrated for ages and grows in attraction by the year. Everyone enjoys the goodies, the shine, glamour, and the endless enthusiasm for living that suddenly grips people around this time. But there is much more to Diwali than feasting and merrymaking. It symbolizes the victory of light over darkness. Dipawali is essentially a festival for householders. The preparations, the rituals, the entire celebration focuses on the home and family, spanning out to cover the community as a natural extension. This is an occasion for everyone, irrespective of age, colour, caste and religion. Diwali is held in memory of mythological and historical stories, which say that the evil demons were slain by many God incarnations. As on this day Lord Rama returned to his kingdom after

fourteen years of exile. People rejoice because Lord Rama had conquered Ravana, a cruel king. He had conquered evil, and good had triumphed. Among the Sikhs, Diwali came to have a special significance on the return to its sixth master, Guru Hargobind who had been captive in the fort of Gwalior under the orders of Mughal emperor Jahangir. Guru ji also got 52 Hindu rajas (small kings) released from the prison of the king. The celebration of this festival has a deep meaning. It comes on the darkest night of the year. In Hindu philosophy darkness is compared to ignorance and lighting the lamp has significance of losing ignorance and gaining knowledge. The lighting of Deevas in every house brings brightness and joy and hope of finding light in darkness, achieving knowledge where there is ignorance, and spreading love where there is hatred. Illuminating the house with colourful lights means that the mind should be deco-

rated with spiritual accessories such as peace, love, tolerance, generosity, etc. A bath in starlight before sunrise, is accepted as purifying soul and body. Such cleaning and focus on newness are symbolic of the casting off of the last year’s sins and hope for a fresh new year. It is most important and colorful of the Indian Festivals that has both the traditions of Thanksgiving and Christmas. We give thanks to God and share goodwill with fellow human beings. The

event signifies renewal of life, of “light over darkness”, and working toward inner enlightenment. On the day of Diwali, people go house to house to exchange gifts and sweets. By exchanging gifts and sweets, people are advised to forget old grudges and wipe the slate clean, and have good wishes and pure feelings for others. On this day, the businessmen close their books of old accounts and start new ones that denotes the giving up of bad habits and cultivating new attitudes.

Nikki Segovia will be remembered by her Yale Secondary peers as a standout media arts student, recognized for her academic and creative excellence. “Her projects were always thoughtful, interesting and creative,” said media arts teacher Willis Taylor. “When her projects were finished, everyone in class knew they were in for a treat.” Stop-motion animation was a new concept introduced to media arts students in Grade 11, but something Segovia caught on to quickly. Her first film, “Silver Soul Beach House,” about a girl with the power to animate objects and create balloons with a touch, won her the best media arts project in 2010. Segovia remained intrigued by stopmotion animation, enjoying “the way it made things seem unrealistic and choppy. Everything has to be looked at in sequences.” She created the stop-motion film “ODDAY” in Grade 12. The story follows Segovia’s friend Rachel Walker as she

at the Langley Times in 1999. Throughout her career at Black Press, Jenn has been recognized as a top-achiever in sales and was a recipient of the President’s Award of Excellence. Nikki Segovia, a former Yale Secondary media arts student, was recently recognized at the Surrey Film Festival for her film work. lives a normal day under unique circumstances. Segovia felt Walker embodied the type of character she wanted to portray for the film. “She has a different outlook on life, and I wanted my audience to be transported into her world, and all its unconventionality.” More than 2,000 photos were used in order to create the film, as each move-

ment is captured frame by frame. “It has to be put together with a lot of precision,” said Segovia, “However, when the photos are linked together, it begins to flow.” ODDAY was submitted to the Surrey Film Festival, a competition that showcases students’ work in film from around the world. The topnominated films are

screened and judged by members of the city and film community. Segovia’s short film won in the category for best animation, and is now guaranteed a screening at the Emerging Filmmakers Forum in Beverly Hills, California. “It made my films feel important to me, because I had accomplished what I was really aiming for, and that was to entertain people.” Segovia acknowledged the guidance of her teacher, who had significant impact on her creations, and taught her about the different realms of the film industry. “I would hope that Nikki never gives up on making her creativity her life’s work,” said Taylor. “I learn as much from my students as I teach them. I learned a lot from Nikki.” Segovia is currently attending UBC on a soccer scholarship, while enrolled in film courses. She wants to double major in English and film. “I’m lucky to have a small foot in the door, so that if I want to pursue this as a career, I have the foundation.”

Haunted houses for Halloween

Abbotsford’s annual haunted house will be open again this year on Halloween. The event takes place at Trethewey House (2313 Ware St.) on Monday, Oct. 31. A “less scary” tour for younger kids takes place from 3 to 5 p.m. All children under the age of 12 must be accompanied by an adult. The spookier tour for older kids and adults takes place from 6 to 8 p.m. Admission is $3 per person. Treats and refreshments will be available.

Child ID clinic Oct. 29 The Abbotsford Police Department and Envision Financial are partnering to offer a free Child Identification Day on Friday, Oct. 28 from noon to 6 p.m. The clinic, held at the Envision branch at 2670 Minter St., focuses on children 12 years and younger, including infants. A parent or legal guardian must be present. Parents are provided with Child ID books that include the child’s photo, description, medical information, fingerprints and DNA, as well as a listing of important phone numbers. “The last thing you need to worry about if your child goes missing is where to find this information, and with the Child ID book, it’s all in one place,” said Kelly Pater, coordinator of the Abbotsford Community Policing office. None of the child’s personal information is kept by the Abbotsford Police or Envision Financial.

The Abbotsford Heat were within 20 minutes of completing a weekend sweep on home ice, but the Milwaukee Admirals had other ideas. The Heat took a 1-0 lead into the third period on Saturday, but the visitors leveled the score just 57 seconds into the frame on a goal by Michael Latta. Later on, Milwaukee’s Victor Bartley and Taylor Beck struck 31 seconds apart to provide the final margin in a 3-1 victory. “I think we were too soft in a lot of areas, and we didn’t play very smart all night long,” Heat winger Lance Bouma bluntly summarized. “It ended up costing us in the end.” The Heat and Admirals came into Saturday’s action as the AHL’s two stingiest defensive teams – Abbotsford having surrendered just eight goals over their first five games of the season, and Milwaukee giving up seven in four. Thus, it was no surprise that scoring chances were at a premium. The Heat broke the ice on a power play in the second period, as Greg Nemisz made a lovely cross-crease pass to Clay Wilson for an easy tap-in. Early in the third, the Admirals finally solved Heat goalie Leland Irving. Kyle Wilson’s wrist shot was deflected by Latta past Irving, who had no chance on the play. Then, with Heat defenceman T.J. The Heat won the opener of the two-game set on Friday, prevailing 2-1 in a shootout. Brodie and Milwaukee’s Ryan Thang exchanged goals during regulation time, and Abby’s Ben Walter and Greg Nemisz scored in the shootout.

The key moment of Friday’s game came midway through the second period. Thang, after scoring on a two-on-one break, began to raise his arms in celebration, but Heat centre Paul Byron steered him into the end boards head-first. Thang stayed down for a couple of minutes, but left the ice on his own strength. He did not return to the game, but was able to play in Saturday’s rematch. Byron got a five-minute major and a game misconduct for boarding, and may find himself a candidate for supplementary discipline from the league. That the Heat were able to kill

off Byron’s major, plus a minor penalty to defenceman Brendan Mikkelson for roughing in the midst of it, was pivotal to their eventual victory. In the aftermath, Heat head coach Troy Ward said Byron told him he didn’t know the puck was in the net. “He heard two posts, and he was just following through at that point,” Ward said. “He’s a class kid, and he felt bad about the situation. “We’ll let the league handle it.” Q The Heat (4-2-0-0) embark on a four-game road trip this week, beginning Wednesday against the Toronto Marlies.

With his team in desperate need of a win, Rick Hansen Hurricanes tailback Jordon Gmur carried his team – and on occasion, Pitt Meadows tacklers – on his back. Gmur had a massive day, rushing for 228 yards and four TDs on 20 carries in his team's 35-21 victory over the Marauders on Friday. The win was crucial for Hansen (1-2), as it boosted them ahead of Pitt Meadows (0-3) in the race for the fourth and final playoff spot in the AA Eastern Conference. "He's just a real physical player," Hur ricanes coach Paul Gill said of Gmur. "He's GILL the kind of kid who doesn't go down on that first contact. You've really got to gang-tackle him." Joe immigrated to Canada from Hungary as a teenager and settled in Alberta. He then moved to BC, working for BC Ferries for many years. Joe retired to Abbotsford. He will be fondly remembered by his many friends whose lives he touched.

Angus was born in Sydney Mines, Nova Scotia on March 28, 1940. Angus spent over 30 years of his life in the ministry, pouring out endless music and compassion from his heart to all he came across. Delivering guidance and comfort when tears flowed. Shared in the laughter and joy for the victories in life. He was a wonderful and loving husband, father, son and brother and although he is gone to be with Jesus, he will never be forgotten and will always be in our hearts. His journey on earth came to a peaceful end surrounded by his family on October 21, 2011 as his heavenly journey began. Angus’ family will especially miss his contagious laughter, his unfailing support and all his encouraging words. Angus is survived by his loving wife Rose, daughters Bonnie (Al) and Tricia (Bryan) & son David; his seven grandchildren Matthew, Amanda, Skye, Erik, Tiera, Taylor, Dustyn and his great granddaughter Laryssa. Also surviving are his sisters Christena Allen, Florence Ellis, Ann (Fred) Burt, Sandra (Ralph) McKeigan, and Lynn (Lorne) Tait. Also surviving are brothers Donald (Connie), Gary (Alta), Jack (Gloria), Ted (Ethel), Richard (Charlene), Daniel (Theresa) and approx 150 nieces and nephews. He was predeceased by his mom Mary Ann and dad Archie, brothers William, Melrose, Cavell, and Shelby and sister Margaret also brothers-in-law Ken Allen, Bill Ellis and Lorne MacLean. Visitation will be at Wiebe & Jeske, 202 - 31314 Peardonville Road, Tuesday October 25, 2011 from 6-8 pm. Burial will be at Veddar View Cemetery, Chilliwack, BC. Memorial services will be celebrated Wednesday at 2 pm at Abbotsford Pentecostal Assembly in the Lucas Centre with Rev. Jack Keys officiating and a luncheon to follow.
