Tougher penalties are helping to curb the number of impaired drivers on the road, according to the Abbotsford Police Department. Const. Ian MacDonald said local police held 10 CounterAttack blitzes – two in October, two in November and six in December – and there were no impaired driving charges laid. He said about 5,000 cars were checked, and roadside tests were given to 122 drivers. Fraser Health may turn to private clinics to provide some MRI scans, cataract operations and general surgery as it tries to cut wait times for a variety of procedures. The contracting out strategy was outlined in a request for proposals that called for private health providers to submit bids by the end of December. Any contracts signed would be for one year with options to extend for another four, according to the document, which says Fraser Health wants to “establish long-term relationships” with service providers. No fees would be charged
to patients who are served in the private clinics. But NDP health critic Adrian Dix said the strategy makes no sense because the private procedures are almost certain to cost more than using the health authority’s own MRI scanners and operating rooms, which remain underused. “We’ve already paid for new MRI machines in Burnaby and Peace Arch through community contributions,” Dix said. “The idea that the community could contribute millions of dollars to go buy MRIs – which paid for the fixed costs – and then that we wouldn’t use them is not only poor policy but it’s disrespectful to all the people who made those contribu-
tions.” Fraser Health in 2009 capped the number of MRI scans it would fund as one of many budget-restraint measures, lengthening waits. Money has since come back to the authority through the province’s pay-for-performance strategy to help fund more MRIs and reduce wait times. A similar re-injection of cash, intended to foster efficiency and innovation, is underway to tackle backlogs of elective surgeries, after operating room activity was scaled back over the summer. The Abbotsford Police Department is conducting the criminal investigation into the use of alleged excessive force by a Kelowna RCMP officer. The investigation resulted after a video shot by a news reporter showed the officer kicking a suspect in the head during an arrest. Buddy Tavares, 51, was arrested and charged with careless use of a firearm. The officer has not been named by police. He was suspended from duty with pay yesterday.
DETAINED TRIO RELEASED Abbotsford Police have released three suspects who were arrested Friday in connection with a home invasion and abduction. Const. Ian MacDonald said at this point there is not enough evidence to charge any or all of the three. They can only be held in custody for up to 72 hours. He said one of the challenges is that all the suspects involved had their identities concealed by ski masks. Police are continuing their investigation and hope to lay charges in the future. Two 19-year-old men and the 44-year-old mother of one of them were abducted early Friday morning and left at the side of Highway 1 near Clearbrook Road.

This number generally dropped as one looked eastward, and Nova Scotia was only at three per cent. Montoya said the Olympic spirit was easy to see in his own trips to downtown Vancouver during the Games, in the midst of the celebration. “I started singing ‘O Canada,’ and then the whole street started singing. It was awesome.” Whatever motivation that is, it should be used to help people get in shape, said Montoya. The study also found that people in Western Canada and the North are significantly more active than those in Eastern Canada, and that men are more active than women.

26 months for manslaughter A man convicted of manslaughter in connection to a 2008 homicide in Mission was sentenced Friday to 26 months in jail. Shane Charles Buckner, 34, was sentenced in Chilliwack Supreme Court. He was found responsible in October for the death of 59-year-old Thomas Dale Hopfner of Mission. Sentencing was delayed until this month. Hopfner was found with serious head injuries in the 33000 block of North Railway Avenue on July 18, 2008 after an altercation with Buckner. Hopfner was taken to hospital and died the next day. The online provincial court database shows that at the time of the offence, Buckner had

just finished serving a 45-day jail sentence for mischief. While out on bail following the incident with Hopfner, Buckner was charged with three breaches of his bail conditions in October 2008, and January and March 2009. He pleaded guilty and was sentenced to 45 days in jail. He was then charged with dangerous operation of a motor vehicle and theft over $5,000 in February 2010. He has been in custody since that time. He pleaded guilty to those crimes and was sentenced in September to 11 months in prison, with six months credit for time already served.
A Supreme Court judge has quashed a first-degree murder charge for an Abbotsford man, and granted an application for him to stand trial on the second-degree murder of his wife. Robert McMath was charged after his estranged wife, Janice, 64, was shot on May 28, 2008 on the family’s rural property in Bradner.
She died in hospital 10 days later from two gunshot wounds. The judge ruled Friday that there is not enough evidence to indicate the shooting involved planning and deliberation – requirements for first-degree murder. McMath is scheduled to go to trial in Chilliwack Supreme Court on March 7.

Couple targeted while at church Vikki HOPES Abbotsford News
An Abbotsford woman is hoping someone has information to help catch the culprits
responsible for robbing numerous items from her parents’ home on Sunday, Jan. 2. Chantel Funk said the thieves smashed the passenger window
of her parents’ black PT Cruiser while they were attending a morning service at Abbotsford Pentecostal Assembly on Gladwin Road.
Stolen from the vehicle were a Bluetooth wireless device, a TomTom GPS, a garage door opener and their insurance papers. The burglars, know-
ing Funks’ parents were at church, then travelled to their nearby home, using the address on the insurance papers. Funk said they opened the garage door, which gave them access to a door that led into the home. Her parents, who did not want their names used, discovered their car had been broken into after the church service. They called police and alerted them that the robbers were likely at their home. The suspects were gone by the time police arrived. Funk said numerous items were stolen,
including a TV, cash, stereo equipment, and three of her dad’s watches, including one he had received from her mom on their wedding day 28 years ago. Also missing was her mom’s entire jewelry box, which included her original older engagement and wedding ring set (she got a new one a few years ago) and some other family rings. Also gone was her dad’s prized coin collection, which he has been amassing since he was a child. Funk said although the break-in took place in broad daylight, none
of the neighbours observed anything. The couple across the street were also at church, and another neighbour had closed her blinds. She said the burglary is especially stressful because her dad is recovering from a heart attack he had earlier this year, and doctors are still trying to find answers for his heart problems. Abbotsford Police Const. Ian MacDonald said there were a total of three break-ins in the same area around that time. Two people of interest have been identified, but no arrests have been made.

Small increases in real estate Jeff NAGEL Black Press
Lower Mainland real estate markets recorded modest gains in 2010, despite a slide in prices from their peak last April. Detached houses were up four per cent for the year to a benchmark price of $797,900, according to the Real Estate Board of Greater Vancouver (REBGV). Benchmark attached homes gained 2.7 per cent to $490,900 and condo prices rose 1.2 per cent to $387,100. Residential prices have come down about 2.6 per cent since April, but have rebounded more than 20 per cent since the depths of the world financial crisis in early 2009. “Although we saw some pressure on home prices throughout the year, home values in 2010 remained relatively steady in the region compared to the last few years when we witnessed much more fluctuation,” REBGV president Jake Moldowan said. The gains were far from consis-
tent, however. Richmond posted the biggest gain of the year, with detached house prices up 18.3 per cent, West Vancouver climbed 10.5 per cent and Burnaby gained 8.2 per cent. Maple Ridge, in contrast, dropped three per cent and South Delta fell 3.5 per cent. The gains were weaker south of the Fraser and east into the Fraser Valley. Detached houses rose 1.7 per cent for the year to an average of $498,000, according to the Fraser Valley Real Estate Board. Townhouses and condos both gained 1.2 per cent to $318,000 and $240,000 respectively. Looking back five years, prices in all areas of the Valley are up by close to 40 per cent. Important initiatives
The promises and proposals are coming fast and thick as the Liberal leadership hopefuls vie for support. Much of what’s been heard from the five contenders has been jockeying for internal party position, and probing for what might register on the public opinion meter. Does it make a difference in the long term whether the referendum on the HST is held next fall or earlier, as Moira Stilwell suggests? Are people all that interested in George Abbott’s proposed vote on the carbon tax, or whether Christy Clark would hold town hall meetings if she were premier? We’d answer “not really” for all the above. Not so with Abbotsford MLA Mike de Jong’s promises last week, which top those of his contenders in terms of initiating government reform. De Jong said he would reduce the size of the cabinet and consolidate
the number of ministries from 24 to less than 20, reduce the number of parliamentary secretaries, and cut the premier’s office budget by 10 per cent. Dead on target. Two dozen ministries are not required to run this province, particularly in the light of a $1.7-billion budget deficit this year. The actual savings from those measures may be small in comparison to the overall budget, but the message is the right one. Instead of promising to spend more, this candidate is suggesting practical restraint measures. Ditto with de Jong’s commitment to more accountability from MLAs, who he says should file their expenses every six months, online for all to see, with cabinet ministers providing a similar list of the organizations and individuals they met with. All of these initiatives are long overdue, and should be part of every leadership contender’s platform.

Other Hand Driving through town last weekend, I observed a young woman with three toddlers, connected to each other by leashes … something I haven’t seen for years. By today’s standard that appeared a little politically incorrect, but the practicality of it, and for safety’s sake on busy streets, it was the sensible way to take very small children for a walk. I remember an occasion when I was confined to hospital for some long-forgotten ailment when my mother-in-law, who was ‘babysitting’ my small child, came to visit me. I asked where my son was, and she nonchalantly said she’d left him in the lobby, leashed to a chair where he was pretending he was ‘Lewis the dog.’ At the time, that was one of his favourite games, though thinking back now it does seem rather bizarre (and if he reads this recollection he will probably blame
me for some long-standing twist in his psyche). However, his antics aside, can you imagine leaving a small child alone for even a short while in a public place in today’s world? Forty years ago it was not only acceptable, it was common; now we fear abductions, pedophiles and the long arm of the law reaching out to collar us for abandonment. This is progress, where small children are no longer safe? And what does that say about ourselves, having let society decline rather than improve? And have we also allowed the politically correct in our ‘new’ society to dictate what they see as distasteful, over the practicality of a mom protecting her children on a busy street by having them tied together? The new reality also no longer permits the word ‘babysitting’ when it comes to grandchildren … you are now described as ‘spending quality time with them.’ In my children’s lives, the time they spent with their grandmothers – to hear them detail the activities they did – was more fun and educational than being at home. Unless you are a complete ogre, there is always quality in the time you spend with
a child, constantly being amazed at their cognitive abilities and in often being stumped by their insightful questions. The problem, however, is that we can never go back to the ‘good old days’ … perhaps a good thing in a way, but nonetheless a statement about how our

Gone is the time when we walked into a bank, and didn’t have to fear the possibility of being mugged or panhandled on the way out. Now, entering one of those conveniences of all conveniences – the
automated teller machines – is the frequent necessity to negotiate crackheads begging for bucks. There isn’t, regrettably, a solution to this … we have, like climate change, a situation that has no going back. We will have to live with it, accept it as the new reality, and that is sad. For there should be a place in this world where normalcy and sanity prevail, where there is real help for the mentally ill and drug dependent. We talk of personal resolutions every New Year’s, but what we do individually will not solve the malaise that pervades society – that is the collective role of government. We all pay into it, and we need to see some results from that taxation that will make our communities and society a better place. Perhaps if our federal and provincial governments get their acts together, and spend some ‘quality time’ assessing the real problems in society, they will come to the realization that it really does take ‘a village’ to raise a child, or help its mentally crippled and addicted adults who, for their own good and safety, may require a ‘leash’ attached to them until their disabilities are overcome.

Growing pains?
Embrace the snow
Sitting and nursing my daughter this morning, I heard the snowplows roar down the road. One thing then leads to the next. I was remembering the joy of Alberta snow and how it was usually welcomed and embraced after the storm dwindled. Thought after thought passed through my head, with the conclusion: Why do we dread the snow here? We have snow removal for our roads, and workers who work crazy hours to make driving safer and common areas safe to walk. Then it dawned on me. We have limited community concern in the non-common areas, like the sidewalks outside our houses and condos. If you’re a regular foot passenger or bus user in our snow season (which is very
short, I might add) you are in great danger when you step outside your home! I was a foot passenger for years in Calgary, and never had a concern stepping outside my home. I would walk freely because I knew that my neighbours would take responsibility for their sidewalks. I could get to the buses and/or just walk to my destination, with the odd grumble at the house who forgot to shovel. It is something that we should think about and do here in Abbotsford; remove the snow outside our houses and condos. This thought was sealed when I got up the next time with my daughter, and I saw a lady walking the icy sidewalks with a cane taking tiny careful steps. She was only needing to get to the bus stop.
Community: Even if you drive, remember many in my area who do not. Please consider them and make life a little easier. We do not want foot passengers snowed in and unable to reach basic necessities during this brief snow season. City: Please do not plow the road snow onto the sidewalks. In Alberta we understood why we would have to go down to one lane each way in the snow season. The snow would go to the middle of the road and eventually be removed from there. You have buses provided, so please make sure they are not harder to get to than they already are. Let’s help each other out as the snow is coming and embrace it.

New Elantra represents a modern approach to the traditional compact sedan segment Elantra exemplifies Hyundai’s emotional “Fluidic Sculpture” design principles. “Fluidic Sculpture” considers the interplay of wind with rigid surfaces to create the illusion of constant motion. Elantra is an evolution of the design qualities found in Sonata. Successful sedans in the U.S. market all have a distinct silhouette and Day Light Opening (DLO – a designer’s term for the side glass) and Elantra is no different. Along Elantra’s sides are Sonata’s flowing lines, with the addition of a strong undercut feature line starting at the front door. These lines, along with muscular wheel arches and a sleek roofline, create a memorable and spacious package. Flowing lines also lead to an aerodynamic body. The drag coefficient for the Elantra is an exceptionally low 0.28 that compares favorably to the Chevrolet Volt (0.29). Hyundai’s signature hexagonal front grille and detailed swept-back headlights give Elantra a compact athletic face. The assertive stance is complimented by 15-, 16- or 17-inch alloy wheels and athletic proportions. Available fog lights and side repeater mirrors complete the distinct design. Elantra was designed at
Hyundai’s North American Design Center in Irvine, Calif. Elantra’s fuel economy is 29 mpg city and 40 mpg highway, with the six-speed automatic transmission or manual transmission. These figures give Elantra a highway-only driving range of up to 500 miles. Under the hood, the Elantra is powered by an all-new 1.8-liter Nu four-cylinder engine with 148 horsepower and 131 lb-ft of torque (145 horsepower and 130 lb-ft of torque for Elantra PZEV). The Nu engine was developed to replace the 2.0-liter Beta engine from the previous generation Elantra. The Nu is smaller in size, weighs 74 pounds less and helps achieve an 18-percent improvement in highway fuel economy, when compared with its predecessor. Thanks to advanced clean engine technology, most Elantras sold in California, Oregon and several Northeast states are certified as Partial Zero Emission Vehicles (PZEV) by the EPA. The PZEV Elantra is as clean as many hybrid electric vehicles. The PZEV Elantra helps Hyundai meet its environmental commitments. Outside of these “green” states, the Elantra is available as an Ultra Low Emission Vehicle (ULEV).

BELL Kari Marie (nee Macdonald) July 28, 1975 ~ January 6, 2011
We are deeply saddened to share in the loss of Kari. She will be profoundly missed, and forever remembered, by her husband, Brian; children, Mackenzie and Calum; parents, Don and Pat; sister, Heather (Robert); brothers, Duncan (Jennifer) and Kevin (Kacie); nephew, Austin; nieces, Lilee, Kianna and Calei; Aunties Fae and Bev; Uncles John, Gordon and Johnny and extended family and friends. Born in Chilliwack and raised in Hope and Abbotsford, she excelled in academics, athletics and citizenship. After graduating from UVIC, Kari taught at Yale Secondary where she met Brian. She loved to work with kids and coached at the school and community level. She was intensely dedicated to her family, friends, students and athletes. Kari’s family extends special thanks to friends for their tremendous support. A tribute to Kari will be held at 1:00 p.m. on Saturday Jan. 15 in the Yale Secondary School Gymnasium in Abbotsford at 34620 Old Yale Rd. FLORENCE, Gerald William of Abbotsford, born Dec. 9, 1935 in High Prairie AB, passed away January 5, 2011 from a long battle with Alzheimer’s. He was truly a wonderful man and will be missed leaving his devoted loving wife of 41 years, Pat, brother Dale (Simone), 6 children Bryan, Kerry, Trevor, Chris, Jan, Coleen, 9 grandchildren, 2 great grandchildren. He had 7 1/2 years in the Menno Home and Hospital. Thank you to those who cared for him. No funeral is wanted. In lieu of owers phone someone you love.
PENNER, Margaret It is with sadness that we announce that Margaret Penner went to be with the Lord on January 7, 2011 at the age of 88. Born on January 29, 1922 in the Ukraine to David and Gertrude Janz, she endured much hardship as a child before immigrating to Canada in 1948. She settled ďŹ rst in Vancouver and later moved to Abbotsford. She worked hard, lived her life with joy, helped others less fortunate, gave generously to those in need, and trusted the Lord in every circumstance. She was a great hostess and loved to be surrounded by others. Margaret is survived by her sister, Katie Quiring, her nieces and nephews, Bernard Hildebrandt’s family, Peter Penner’s family and many cousins and friends. SHULL, Nestor April 16, 1932 - Jan 6, 2011 It is with great sadness that we announce the unexpected passing of Dr. Nestor Shull, DC (retired) at his home in Penticton, BC on January 6, 2011 at the age of 78. Nestor was born in Ituna, Saskatchewan on April 16, 1932. He attended the New York Institute of Chiropractic, and graduated in 1956. On September 8, 1956 he married Minerva Gonzalez. He moved back to British Columbia in December 1958 where he spent the rest of his life. Predeceased by his parents Nicholas and Victoria, Nestor is survived by his spouse Minerva Shull (separated); three sons Clayton (Llyra), Nickolas (Shawnna) & Kurt (Lea Anne); 8 grandchildren; 2 greatgrandchildren; brother Leo (Alice); and his special friend Paulette Batstone. He loved the spirit of giving and never expected anything in return. He lived life to the fullest and tried to stay active. He will be incredibly missed and be in our hearts forever. Memorial Services will be held on Saturday, January 15, 2011 at 1:00 p.m. at Penticton Funeral Chapel, 501 Winnipeg St, Penticton, BC. A reception will follow the service.
