Vibrant Abbotsford sets local figure

A family of four in Abbotsford cannot survive on minimum wage, according to Vibrant Abbotsford, a group of community partners working together to reduce poverty. The organization recently released figures, in accordance with the Centre for Poverty Reduction, identifying Abbotsford’s living wage at $16.42 per hour. The minimum wage currently sits at $8.75, raised from $8 on May 1. By May 2010 it will be increased to $10.25. A living wage is the amount needed for a family to obtain basic needs, create a safe environment and a decent standard of living. The number is based on the expenses of a family of four, with both parents working full-time. It affords everyday expenses – including housing, food, clothing, utility bills and childcare. But it doesn’t cover the costs of owning a home, saving for retirement or for a child’s future education. Nor does it cover credit cards, debts, loans or holidays. “It’s a bare-bones budget,” said Cheryl McKeever, co-ordinator of Vibrant Abbotsford. “We’re trying to get the fact out that there’s a large difference between living wage and minimum wage ... Basically, living wage allows Abbotsford residents to obtain basic needs and

minimum wage doesn’t do the same.” The living wage has been adopted in B.C. by New Westminster and Esquimalt. It’s paid to municipal workers and those who contract to the city. Vibrant Abbotsford hopes to present the findings to Abbotsford city council, highlighting its positive spin-offs, which include reduced health care costs and lower crime rates. “There’s a huge win to the local economy,” said McKeever. “Most people who work for living wage will spend the money locally because they don’t go off on holidays.” Employers experience higher productivity, lower absenteeism and decreased turnover. Employees receive access to benefits, experience less stress and have a reduced reliance on social programs. The majority of those working on minimum wage depend on socials program, from recreation passes to the food bank, said McKeever. “The minimum wage doesn’t come close to what it costs to live in Abbotsford,” she said. So far, the numbers have drawn positive feedback in the community, with some organizations considering adopting the wage. McKeever hopes the report will continue to generate discussion. Three Abbotsford schools have so far voted in favour of having dress codes or school uniforms implemented next year, although results have not been finalized. Polls conducted at Dave Kandal elementary, Blue Jay elementary and Eugene Reimer middle school show that parents who have voted so far are overwhelmingly in favour of having a dress code. The school district had asked each school to aim for 90 per cent of parents to cast a ballot. As of yesterday, Dave Kandal had reached 99 per cent of its 223 families, and 90 per cent were in favour. At Blue Jay, 88 per cent of its 352 families had voted, with 77 per cent of those saying yes to a dress code or uniforms. The process at Eugene Reimer resulted in 57 per cent of the 650 families casting a vote. Of those, 75 per cent were in favour. Julie Stroszyn, president of Eugene Reimer’s Parent Advisory Council (PAC), said she is not

sure whether the school district will accept their results, since the participation rate is well below 90 per cent. The school will likely extend its voting time in an effort to get more parents to respond, she said. If the vote does go ahead in favour, Stroszyn said the process will begin in determining what parents want in a dress code, including colours and costs. Stroszyn said the look is not likely to be a full uniform, similar to what is worn at private schools, but could simply be a dress code in line with what has been in place at Harry Sayers elementary since 2004. There, the dress code for students consists of navy blue dress pants (or a “skort” for girls), a white polo shirt or blouse, a navy blue sweatshirt and/or vest, and navy or white socks. Earlier this year, the Abbotsford board of education reduced the percentage of favourable votes needed at a school in order for uniforms to be implemented. Previously, 75 per cent approval was required. Now, 66 per cent is needed.

truck transportation industry grew by 42.2 per cent between 1997 and 2006. In 2006, it was a $1.67-billion business in B.C. There is currently a zoning bylaw in place that bans commercial vehicles more than 6.1 metres in length or 5,500 kg from being parked or stored in residential zones, except when enclosed within a building. If the new proposal

is accepted, a truck owner would have to apply to the city for a development variance permit to park residentially. The city would send a notification letter to the applicant’s “abutting” neighbours, who would have to support the application. In addition to the changes, it would take a “legitimate complaint” for the city to enforce the bylaw.

Semi-trailer trucks and other heavygoods vehicles may be allowed to park on Abbotsford’s residential and industrial streets, if recommendations by the mayor’s task force are passed. The initiatives were developed to accommodate and support the fast growing business of trucking, and are listed in the document, Mayor’s Task Force on Commercial Truck Parking: Moving Forward. A city-run public information meeting is being held tonight (Tuesday) from 6-8 p.m. at Abbotsford Exhibition Park Ag-Rec Gallery, 32470 Haida Dr., for people to voice their opinions. Some locals are already expressing concerns over residential truck parking, including child safety and decreased property values. Mayor George Peary points out the trucks that drive the local economy need somewhere to park. “Virtually everything that goes in and goes out of Abbotsford

Another suggestion was of a pilot project, where specific streets in industrial areas would be used for overnight commercial truck parking, from 7 p.m. to 7 a.m. The measures are meant to assist longhaul truckers who arrive at night and are unable to pick up or unload until the next morning. Once implemented, city staff would monitor for compliance and complaints. Another alternative was fast-tracking development applications for new or expanded commercial truck parking facilities on properties that aren’t located within the Agricultural Land Reserve (ALR). In addition, promoting the use of gravel pits and sites belonging to the Ministry of Transportation and Infrastructure was also highlighted. No to big rig street parking Allowing semi-trailer trucks to park on residential streets is one option considered by a city task force on where to overnight commercial rigs. Of the alternatives proposed, and there are some sensible ones, this particular solution should be a nonstarter. Big rigs don’t belong in neighbourhoods. Residential roads aren’t designed to accommodate them, both in terms of size, and traffic/pedstrian safety. The majority of homeowners didn’t invest in their homes in residential areas with the anticipation of becoming commercial truck parking. It’s not unreasonable to imagine a neighbourhood featuring a batch of big rigs parked along the streets, or in private driveways, is going to see a significant drop in real estate values. Who wants to share a quiet street of homes with 18-wheel growling behemoths? The Mayor’s Task Force on Commer-

cial Truck Parking: Moving Forward, proposes a process whereby a truck owner would have to apply to the city for a development variance permit to park residentially. The city would send a notification letter to the applicant’s “abutting” neighbours, who would have to support the application. That terminology suggests adjoining properties only. That means other neighbours, who don’t live next to the truck driver applicant, wouldn’t have a say. Yet they would most certainly bear the impacts of such a policy. Big rigs belong in industrial areas, or commercial developments designed specifically for the purpose of truck parking, as the task force report also proposes. Neighbourhoods should be off-limits to semis, as they are now. We expect the public will be voicing that position loud and clear at tonight’s public meeting.

Arbitrary decisions aren’t necessarily right Mark

Other Hand Sunday was spent, thanks to a dry day, rushing around collecting branches and other ‘burnables’ in parts of the pasture I could access without getting truck and trailer yet again stuck in the mud. The reason for the hurry: this weekend was the last for outdoor burning. After Wednesday, anything hotter than a cigarette means a minimum $500 fine. Yessir, according to the City of Abbotsford, fire season has begun, despite what are possibly the wettest and coldest April and May on record. But, regardless of the weather, council rubber stamps an arbitrary date in which it is determined – no matter the weather, the forest conditions, the fact that people can’t get to places to pick up the stuff that needs burning due to swampy conditions – fires will create dangerous conditions. The same can be said for supporting

the bureaucratically driven date for lawn watering restrictions. The tap was effectively turned off on that issue May 1, and from that date until October the best you can do is twice-a-week watering. However, it is not the restrictions that concern me, it is when and why they are imposed on an arbitrary date. Note the reference above to April and May. Note also the fact that it is still snowing in the mountains, that reservoirs are being lowered across B.C. and in Washington State in anticipation of huge run-off volumes. There will, for weeks to come, be water ‘wasted’ because the reservoirs cannot hold the volume aleady there, let alone what is on its way as the snow-pack melts. Yet turn on the sprinkler in Abbotsford and the bylaw officer and his ticket book may come a-knockin’. As for open fires, I don’t see the need for them at any time of the year in an urban subdivision setting. What little wood waste is generated should go to the dump or the recycling depot. In rural areas, people usually have the space and the occasional need for a fire, and do it in a sensible, safe manner. After all, the fire department is usually a long

way away. And as someone who lives in what is now known as a forest interface, I am cognizant of the potential for devastation by fire. However, it looks and sounds ridiculous to prevent someone from lighting a fire when the fields and forest floors are

So I have to wonder, does it ever occur to council members, when agreeing to ban something for which there is no purpose for the decision, that they look foolish? I am fully supportive of imposing restrictions when it is for the greater good, when it is necessary to preserve water or prevent fires from consuming homes and forest.

Shouldn’t common sense prevail when setting the date to impose restrictions, for example when the weather dries out, when the reservoirs are full without spilling over or the fire danger rises above ‘couldn’t happen’? All you need to do is click on Weather Network and look at the long term forecast. Eight of the next 12 days call for rain, the daily low temperatures don’t appear to go above 10 degrees. But someone in the bureaucracy decided the abolition dates, based on vague expectations that every year is the same, and that in some distant past May was hot and dry, preceded by an equally dry April. And council, not quite getting the ‘optics’ of questionable decision-making, merely agrees without ever taking the time to simply look at the weather outside the window. My only hope is that they make other, more important and significant, decisions based on both empirical and current evidence, tempered with the question “Does this make sense?”

An inspection of 52 taxis last week in Abbotsford found that a quarter of them required repairs before they could be returned to service. The inspection was carried out by the Ministry of Transportation and Infrastructure’s Commercial Vehicle Safety and Enforcement (CVSE) in partnership with the Abbotsford Police. But Gen Yer’s “want to spend their time in meaningful and useful ways, no matter where they are.” And with many Gen Yer’s moving home between the transition of completing university and finding work, we’ve been afforded a cushion to be picky when choosing our first job.

Work/life balance According to an article by the BC Council for Families, some human resource experts believe that Generation Y is almost single-handedly responsible for the recent surge in corporate attention paid to work/ life balance. “In fact, why bother calling it work/life balance anymore? As Gen Yer’s see it, it’s lifework balance, with the emphasis on “life” first,”

the article says. “Work, for this young cohort of professionals, needs to fit within their lives, and they are not willing to shape their lives around the demands of work. They want a quality of life that includes family, friends, and community, and the most common request these employees make of their employers is for an increased recognition of their life outside work – of the obligations, responsibilities and demands that they face beyond the office.”

Perception: poor work ethic Apparently, Gen Y is the first generation to expect, from day one, that employers should realize there’s more to life than work. According to Randall S. Hansen, Ph.D., in his article Perception vs. Reality: 10 Truths About The Generation Y Workforce, the Millennials see work as a means to enjoy life, and life comes

first. It’s something the Baby Boomer generation is just starting to catch on to. “They have a strong work ethic – just not in a 9 to 5 sort of way. Generation Y wants work to be fun and flexible because the line between work and life is seamless... Generation Y also follows a mantra of working smarter, not harder.” Hansen adds that the key for employers is offering flexible work schedules, adjusting the belief that workers need to “put in the hours at the desk” to be effective, and developing a work culture that is pleasant and positive. However, he believes that Generation Y has to make some changes as well. “Generation Y workers may need to readjust some attitudes about work, especially for entrylevel positions in which workers have traditionally been expected to work long hours to earn their due.”

Unique measure of justice Canuck Place receives $7,000 donation A night of drinking, a dangerous rooftop game of Twister, and a costly vandalism spree that could have ended tragically for four young adults at an Abbotsford construction site has an unexpected end to it a year later. Because of a mediation process involving Quantum Properties president and CEO Diane Delves, Abbotsford Restorative Justice and Advocacy Association (ARJAA), and the four offenders,

Canuck Place is now the recipient of a $7,000 donation. Tony deWaal, ARJAA executive director, said provincial court costs for each of the offenders would have been $5,000. The four were apprehended when a security guard witnessed them exiting the construction site. Police then referred the case to ARJAA, an organization that brings victims and offenders together for healing and restitu-

tion. It was one of 161 cases handled by ARJAA last year, with 98 being referred by police and 63 from local schools. Pre-mediation meetings were conducted with Delves and the offenders to educate them about the process. As a result, the offenders agreed to repay the $7,000 cost of repairing the damage caused at the Quantum project and to write a research paper on the

Soccer stars selected A pair of Abbotsford soccer players have been picked to represent Canada at the Summer Universiade in Shenzhen, China in August. Defender Jason Gill and striker Gagan Dosanjh have been named to the Canadian team. Both play their university soccer for the UBC Thunderbirds, and both were named Canada West first team all-stars last season. Gill is a returnee from the Canadian team that finished 12th out of 16 at the last world university games in Serbia in 2009.

FISHER November 27, 1921 ~ May 25, 2011 Irene passed into the presence of her Lord on May 25, 2011, at age 89. She will be greatly missed by her daughter Maureen Mierau (Larry), her son Dennis (Karin), 5 grandchildren Kevin (Julie), Janelle (Dustin), Jessica (Anthony), Dustin, Brayden (Courtney) and 4 great grandchildren - Jaylene, Katelyn, Justus and Lukas. She is also survived by her brother-in-law Ed Schinkel and her sister-in-law Martha Schroeder and many nephews and nieces who were so very special to her. Irene worked at Eaton’s in Chilliwack as a seamstress for many years. Later, retiring in Abbotsford, she enjoyed knitting doilies, baking buns and pies as well as spending time with friends and family. The family wishes to thank the staff at Bevan Lodge for their loving care throughout Irene’s stay there. Visitation will be held on Wednesday, June 1 from 7 to 9 pm at Woodlawn Funeral Home, 2310 Clearbrook Rd, Abbotsford. The Memorial Service will be Thursday, June 2 at 11:00 am at Grace Church, 2087 McMillan Rd, Abbotsford. Graveside Service will be held at 9:30 am at Maclure Road Cemetery. GROHNERT GEORGE A. April 24, 1916 - May 27, 2011

Passed away at the age of 95 at Menno Home in Abbotsford, B.C. Predeceased by hist first wife Rita and his 2nd wife Bernice. Survived by children: Gail, (Doug), Larry (Teena), Penny (Derek), 6 grandchildren, and numerous greatgrandchildren. By George’s request there will be no service. In lieu of flowers donations in his memory can be made to the Salvation Army.

Charles Denmark Charlie Fisher died May 26, 2011 peacefully, with his daughters by his side. He was in his 99th year and maintained his independence and dignity until his final day. Charlie and his wife of 63 years, Agnes retired to Abbotsford from Winnipeg in 1976. They were avid golfers and gardeners. For years he enjoyed the camaraderie of the Amateur Radio Club. Charlie lived an interesting life with a range of interests, careers and experiences that most people just read about. He is predeceased by his wife Agnes in 2006 and son James in 1958. He is survived by his daughters Joan and Susan and grandchildren Brent, Brian and Krista (Lorne.) Charlie had a quick wit and will be missed by family and friends. By request, no service will be held.

(March 26, 1914 - May 27, 2011) George was born on March 26, 1914, the seventh child of Abram J. and Maria (Froese) Reimer in the Mennonite village of Wiesenfeld which was founded in 1880 by his great grandfather Jacob D. Reimer in what is now the Ukraine. George’s forbears willed him a rich spiritual, intellectual and material history. The mayhem of the 1917 Russian Revolution engulfed idyllic Wiesenfeld only three years after George’s birth. In 1919, at age 5, George witnessed the murder by terrorists of his grandfather Froese and Uncle Franz. Everyone fled Wiesenfeld . The A. J. Reimer family sojourned in the village of Gnadenfeld in the Molotschna, where they survived the Great Famine. In 1924 the family emigrated to Canada by train across Europe to Latvia. At Riga they embarked for England. From there they sailed across the Atlantic to Quebec City, then by train to Saskatchewan. Southeast of Humboldt they joined six other families in homesteading some rocky Saskatchewan fields during the Great Depression. George’s schooling ended after six years. Hard physical work dominated his life. George began a relationship with the Savior in his teens, was baptized and remained a devout and faithful follower of Jesus throughout his long life. He modeled and lived his faith more than he spoke of it. George began courting Anne in Saskatchewan. After both families moved to BC the two lovers were married in the Greendale MB Church on July 31, 1938. They celebrated their 70th wedding anniversary in the same church in July 2008. George and Anne lived and raised their children Reg, Jerry, and Joan in Greendale. They were active members of Greendale MB Church from 1943 to 2005 when they moved to Menno Terrace in Abbotsford. George Reimer was an exemplary husband, father, grandfather, uncle, and inlaw, as well as a fine craftsman and farmer and a huge contributor to church and community. Honesty, generosity and faithfulness characterized George. He blessed us by staying with us a long time. In his waning days on earth he often asked his children “What is there for me to do?” His Lord will have a much better answer than we could muster! On May 16 George suffered an incident Menno Pavilion which led to pneumonia. He was admitted to the Abbotsford hospital where, after 10 difficult days, he died peacefully on May 27. George was predeceased by his wife Anne on December 30, 2008. He is survived by three children. Reg (LaDonna). Mr. John William Lightheart, late of Abbotsford, BC passed away on May 25, 2011 at the age of 57 years. John leaves to mourn his wife Myra, step-children Andrea Munro (Jason) and Derek Schween (Jaime) and three grandchildren, London, Davis, and Lauren; sisters Marlene Sterba (Lud) and the family, and Maureen Kormendy and her family; and birth mother Hazel Lundy and her sons. John will be deeply missed by his uncles, aunts, cousins and his many friends. John was predeceased by his parents Mac and Lena Lightheart and his nephew Bryan Kormendy. John grew up in Chilliwack, BC and graduated from high school in 1972. Music has always been a big part of John’s life: during school years he played the clarinet and the accordion and at the age of 16 joined a popular local band. The Commancheros. John was a great tennis player and he graduated with a BA from UBC debt free because of his earnings as a tennis instructor and the keyboard player in the band. John worked as a Correctional Officer for 25 years at Mission Institution and was passionate about investing in the inmates. John loved to hear people’s stories and to help them with their challenges. Another passion was business - a selfdescribed incurable entrepreneur, John was curious to find new ways to present old products. June 5, 1999 John did something he thought he would never do - he got married! John and Myra loved to explore Vancouver and area in search of interesting restaurants, to hike for countless miles, and to spend time with family and friends. As John’s health declined and he could no longer do those things he loved, he found great pleasure in just being with people. You are welcome to join us for a memorial service on Wednesday, June 1 at 1:00 pm at Bradner Community Hall, 5305 Bradner Road, Abbotsford.
