Winter Has Arrived Please keep sidewalks, boulevards and footpaths next to your property clear of snow or ice, so others may safely use them. Under the City’s Good Neighbour Bylaw every owner or occupier of property shall remove snow and ice by 12:00 noon, the day after it accumulates. Failing to comply with the City’s bylaw may result in a ¿ne of $150.00. The City’s bylaws may be viewed on-line at www.abbotsford.ca or, if you have any questions, call us at 604-864-5512.

Frozen Yard Waste Containers During frigid temperatures, yard waste is particularly prone to freezing in the yard waste container. The collection worker will try to empty the yard waste container by tipping it as usual, but the yard waste may stay frozen inside the can. The collection worker is not able to bang the container to try and dislodge the yard waste due to the damage that may result to the container when frozen. If your yard waste container and contents are frozen, try bringing it into a heated space a day or two before collection day so it thaws, and then put it out on the morning of the collection day by 7:00 a.m. Alternatively, during frigid temperatures, try using Kraft paper yard waste bags.

City Waste Collection During Winter Weather The City will make every attempt to collect curbside recycling, yard waste, and garbage during snow and ice conditions, however safety of workers, residents, and property always comes ¿rst. If there is any such risk, we won’t be collecting. If collection is missed, please set out your materials on your next collection day. The usual container limits will be doubled for areas that have missed a collection day. On some occasions the City, or its contractor, may provide additional collection as soon as possible after the missed collection day. The Council of the City of Abbotsford proposes to adopt Bylaw No. 2023-2010, “Commercial Revitalization Tax Exemption Bylaw, 2010”, at the regular meeting of Council to be held at 7:00 p.m., on Monday, January 10, 2011, in the Matsqui Centennial Auditorium, 32315 South Fraser Way, Abbotsford, B.C.

The Council of the City of Abbotsford proposes to adopt Bylaw No. 2024-2010, “Industrial Revitalization Tax Exemption Bylaw, 2010”, at the regular meeting of Council to be held at 7:00 p.m., on Monday, January 10, 2011, in the Matsqui Centennial Auditorium, 32315 South Fraser Way, Abbotsford, B.C.

The objectives of the bylaw are: a) to create an economic stimulus to encourage commercial capital investment on lands designated City Centre, Commercial and Choice of Use in the Of¿cial Community Plan (OCP) within the boundaries of the City of Abbotsford; b) to create additional permanent employment opportunities within the community that will reduce the need for citizens to commute to work outside the community; c) to expand the commercial property tax base; and d) to promote environmental objectives such as the development of “green” projects, energy ef¿ciency, use of public transit and alternate commuting modes and reduction of greenhouse gas emissions.

The objectives of the bylaw are:

The bylaw will achieve the objectives by providing relief from general municipal property taxes to owners of eligible capital development projects constructed on lands zoned commercial within the boundaries of the City of Abbotsford. A tax exemption will be granted only in respect of: a) the construction of New Improvements consistent with the requirements of land uses permitted on lands zoned commercial and where the new commercial improvements have an aggregate estimated construction cost of at least $10,000,000 as accepted by the City for building permit purposes, for commercial developments as determined by the City; b) the building permit is issued on or after June 21, 2010; c) the Àoor space ratio is greater than 0.50; d) 70% of the parking be located within a structure or underground; and e) public amenity space, to the satisfaction of the City, be 2% or greater of the Developable Site Area, where public amenity space be plazas, squares, courtyards, pocket parks, sitting areas, pedestrian enclaves or other similar features. In order for real property to be eligible for a Tax Exemption in any particular year, the owner must notify the City by September 30 of the year before the year when the real property will be eligible for a Tax Exemption, that the construction of the improvement(s) on the real property has received Final Inspection and a Certi¿cate of Substantial Completion has been issued for the site servicing works and the requirements of the Exemption Agreement referred to in Section 3 (9) are met. A revitalization tax exemption shall be for a term of ¿ve years unless earlier terminated by cancellation of the Tax Exemption Certi¿cate that is issued by the City. The amount of a revitalization exemption from municipal property value taxes shall be as follows: Year 1: 100% of the increased assessed value; Year 2: 80% of the increased assessed value; Year 3: 60% of the increased assessed value; Year 4: 40% of the increased assessed value; Year 5: 20% of the increased assessed value; The term of this bylaw shall be for three (3) years from the date of adoption. The Abbotsford Police Department Present “Operation Lodestar” On Wednesday January 5th, 2011 and Thursday January 6th, 2011 from 7pm-8:30pm the Abbotsford Police Department will be hosting two Operation Lodestar presentations for parents or guardians of Abbotsford Youth at the Matsqui Centennial Auditorium located at 32315 South Fraser Way, Abbotsford (at city hall). The presentation on the 5th will be in English while the 6th will be in Punjabi. Background As a result of gang and criminal activity involving young people in our community, the Abbotsford Police Department has launched OPERATION LODESTAR (meaning one who guides or models) this fall. These are important presentations to tell parents the truth about the gang and drug culture in our community and how young people are pulled into it. We want parents to be empowered to make informed decisions on how to protect their son or daughter from ever being caught up in this horri¿c world. Even if a parent believes their child is not at risk, we are asking they come and learn how they can be part of the solution to protect all youth in Abbotsford.

Snow & Ice Control The goal of the City’s Snow and Ice Control Program is to maintain travel routes where there is snow and ice on roads and restore mobility for the traveling public. Our roads are classi¿ed: • ¿rst priority (high volume and strategic arterial and collector roads, and major access roads to hillside areas); • second priority (remaining arterial, hillside areas and collector routes); and • third priority (remaining roadways not identi¿ed as ¿rst and second priority). First priority roads are maintained until conditions are under control subject to worker/equipment availability and weather. Only then are resources redirected to second priority routes and subsequently third priority routes. The City of Abbotsford, which takes a pro-active approach to snow and ice control, operates three anti-icing units (tanks containing sodium chloride solution) on four-lane roads and rural priority roads. The units are used to spray road surfaces before and during a storm. Anti-icing helps keep roads ice free and improves snow removal. The City does not remove snow and ice to bare pavement conditions. The public is encouraged to use caution, and wherever possible, park vehicles off the streets. Abandoned vehicles or vehicles obstructing roadways will be towed without notice to allow for snow clearing operations to continue and towing costs will be the responsibility of the vehicle owners. We ask that you do not plow snow from private properties onto the public roadways as this can result in visibility hazards and obstructions and will require additional time for clearing roadways. Founding member and chief of Matsqui Police passes Neil CORBETT Abbotsford News

One of the builders of the force that would become the Abbotsford Police Department has passed away. On Dec. 15, retired Chief Constable Robert C.D. Smith died in hospital at the age of 92. Bob Smith was one of the four original members hired by the newly formed Matsqui Police Department in 1955. The municipal council of the day was dissatisfied with the service they had been receiving from the RCMP, whose three members worked out of an Abbotsford detachment, and were not seen often enough in Matsqui, according to local policing history as chronicled in the book Police, Politicians and Pioneers. It was authored by retired Matsqui Police inspector Patrick McBride. A Matsqui Police Commission was formed and an experienced policeman, Bill Lumsden, was hired to be chief. Boxing Day sales have become almost as big an attraction as Christmas, and this year was no exception. Deal-hungry consumers spent hours in the cold on Christmas night, waiting to be first in line when stores opened. And when they did, the consumer feeding frenzy began. “I think a lot of people waited this year to spend after Christmas,” said Gerry MacIntyre, manager of the Abbotsford Future Shop. He said store traffic was relatively flat in December, but boomed on Boxing Day and Dec. 27. “It’s up from last year. We’ll see what today (Wednesday) brings.” Electronics, like home theatre systems, are always big sellers but the hot item this year is major appliances. “Before Christmas it was small appliances, but the bigger units are moving now.” It was a similar story at Best Buy as customers lined up all night to take advantage of door crasher specials.

“It’s been good. We had a record day (Boxing Day) and then another record day after that,” said Randy Bishop of Mad Dog’s Source For Sports. He said good snow on the hills has helped put ski equipment in high demand. But it wasn’t just skiing, as hockey and other sports items were going fast. “We’re happy. It’s put us right on track,” said Bishop. Even smaller companies are feeling the effect of consumer confidence. “For all the doom and gloom that was reported about the economy, things have been pretty good,” said Ronda Cushnie, marketing director of the Abbotsford Downtown Business Association. SUSPECTS IDENTIFIED Police believe they have identified the suspects involved in an assault at an Abbotsford liquor store in September. Const. Ian MacDonald said police received numerous tips after video surveillance images were released Dec. 22. The investigation is continuing and no charges have yet been laid. Three Indo-Canadian men in their 30s knocked over a liquor display in the privately operated store in the 31900 block of South Fraser Way on Sept. 25 after an employee refused to serve them because they had cut in line. They then spit in the face of another female employee when leaving.

He described him as “a man’s man,” who was well liked within the force. On Jan. 20 from 1-5 p.m. Smith’s friends and colleagues will gather at the Eagles Hall to remember him. “I think they’ll get quite a crowd,” predicted McBride.

On Point Happy New Year! D’ya think? Everyone says it, but what do we mean by that, anyway? I mean, happiness is a pretty subjective thing. For instance, for me, a “happy” new year would be one in which my body begins to reverse its very annoying decline into age, and instead, trims and tones and rejuvenates all by itself. A way-happy new year would be one in which Scarlett Johansson calls, and begs me to be her personal masseuse, available upon demand to board her private jet and fly to wherever she is. An insanely happy new year would feature me winning the $50-million lotto, whereupon I would call Scarlett and beg her to be my personal masseuse... Oh, it’s hopeless. Another debatably

happy new year, made only more dubious by New Year’s resolutions that aren’t going to be kept. Did you know, 40 to 45 per cent of American adults make one or more resolutions each year? Americans apparently have extra money to research stuff like that. We Canadians spend our extra public funds on registering duck guns, and hosting G20 summits, complete with fake ponds to impress delegates with the simulated beauty of nature in Canada. Even if we did have the money to research how many Canadians make New Year’s resolutions, we probably wouldn’t tell the truth anyway, since who wants to admit failure. No one likes losers, after all. Anyway, the top three New Year’s resolutions are weight loss, exercise, and stopping smoking. (Strangely enough, Scarlett Johansson didn’t figure into the top 10.) However, you won’t be surprised at the success rate. Seventy-five per cent of those who made resolutions are still keeping them past the first week.

At two weeks, they’re still going strong, at 71 per cent. But, after month one, it’s down to 64 per cent. And six months in, only 46 per cent are still slogging it out. There weren’t any statistics for the end of the year. I’m guessing maybe five per cent? Bunch of show-offs.

When the definition has been defined, call a meeting with all stakeholders to discuss the definition. Form a committee to examine location alternatives for the meeting. Set a deadline of May 1 to finalize the locale. Delay the definition meeting to June while considering a protest from a stakeholder who feels disenfranchised by the definition. Form a consensus on the definition of resolution by Sept. 1. Hold a series of study sessions on possible New Year’s resolutions. Formulate a list for discussion by Nov. 1. After extensive negotiations, hold a non-binding vote on Dec. 1 on the conceivable priority of said resolutions. Resolve to break for the holiday season and reconvene Jan. 1, 2012. Happy New Year!

spent,� said de Jong. “I’m applying for a job, and I want everyone to know if I am successful in running for premier and Liberal leader, this is what will happen.� In addition to their salaries, each MLA is given up to $140,000 annually for expenses, which covers meals, salaries for constituency office staff, office rent and other costs. Saved by alarm A smoke alarm alerted a family to a fire in their home on Wednesday night, and they were able to escape without injury. The blaze occurred at about 10 p.m. at 34657 Immel St. When fire crews arrived, heavy smoke and flames were coming from a firstfloor bedroom. The City of Abbotsford is considering Chilliwack as the new site for its animal control services, following the announcement that the current pound is closing. Acting city manager Mark Taylor said an agreement with Chilliwack has not yet been approved, but it is hoped one will be in place by the end of January. Chilliwack’s animal control is handled from a government-funded facility on Wolfe Road. In the meantime, Mainland Municipal Animal Control

Services has agreed to operate the pound until Jan. 30, from its facility at 26603 13 Ave. in Aldergrove. It has been running on a month-to-month basis since its fiveyear contract with the city ended in August 2008. Owner Brian Nelson previously gave his

90-day notice to the city, saying he was closing the facility as of Dec. 31 to focus on his other business, which manufactures steel fuel storage tanks. He has agreed to provide another month of service, while Abbotsford works out arrangements for a replacement.

When the Fairfax Lions hit the hardwood at the Abbotsford Collegiate Snowball Tournament next week, it’s safe to say they’ll be the highestprofile team in the storied 51-year history of the senior boys basketball showcase. How many high school teams, after all, can say that Nike produces a special edition of LeBron James’s signature shoe in their school colours, as the sneaker giant has been doing for the Los Angeles-based program since 2007? Such is life in the rarefied air occupied by bigtime programs like Fairfax, which owns a pair of recent California state titles (2004 and 2007) in the most competitive tier (1A), and is a regular fixture in the national rankings. “From a whole program perspective, I don’t think there’s been a more notable team that’s come up for our tournament,” said Abbotsford Collegiate head coach Prentice Lenz, who has recruited a top American school for the Snowball

each of the past four years. “They’ve been a national-calibre team for years, playing in some of the biggest ESPN and Nike tournaments in the States. “I think it’ll be a lot of fun to have them.” The feeling is mutual from Fairfax’s perspective. Head coach Harvey Kitani, whose tenure at the helm of the Lions spans three decades, noted that his well-traveled program has never ventured to Canada before. “We’re so thankful for the opportunity,” Kitani told The News on Tuesday. “It’s going to be an educational trip for our players, and from a basketball standpoint, I think it’ll be a real good learning experience. Not only will they get a chance to play some of the top teams in Canada, they’ll get to play with some of the FIBA rules, which are a little different than they’re used to playing. “All in all, I think it’ll be an experience that the guys will look back on years later and appreciate

She was very excited when she was able to walk away with a cheque for over $2,100 for jewellery she was never going to wear anyway.

Lots of items that are just sitting around collecting dust in basements and jewellery boxes can be exchanged for money, on the spot!”

She Ànally decided to come in to the Roadshow and see what he had given her. She was ecstatic to learn she had coins dating back to the late 1800’s, some of which were extremely rare. Roadshow consultant Perry Bruce explains “We had uncovered an 1871 Queen Victoria 50 Cent piece, valued at over $2,000!! She had a nice assortment of coins that were not rare dates, but she was able to sell them for their silver

they built a new “lakester” to hit higher speeds than the Vega. Dave Green of Vernon is the owner of the car. Dirks helped build it, and put a NASCAR engine into it that generates 900 horsepower. Steve Green of Eagle Machine in Abbotsford, Dave’s brother, is another member of the team. Dirks loved the new challenge. “It’s ingenuity and creativity. You’re building something where you can’t go to the store and buy all the parts. You have to make them.” Dirks drove the car during Bonneville Speedweek in August, before the record-setting run, and it gave him a bit of a scare. He was doing 290 km/h, and the car would suddenly jump from side to side. He didn’t dare push the accelerator any further. He has seen drivers killed in crashes. “It was unnerving. The car would jump four metres at random,” he said. “It was beginning to feel like it was out of control.” They brought it home, went to work, and found the problem. The rear end was out of alignment. They built a new one, and entered the car into the World Finals during the first week of October, to get the wrinkles ironed out for next August’s Speed Week. But their first run was 394 km/h, and straight as an arrow. The next was 425. To get a valid run, racers gradually get their cars up to speed over the four miles, and then their consistent speed over the fifth mile is their mark. Dirks hit 454, which was a new record for a car in their class, under the Southern California Timing Association. They can go faster. They need several hundred pounds of extra ballast to add traction, and there is another 50 horsepower to be had in a new carburetor. The goal is now 300 mph, or 500 km/h. “They want 300 mph hats,” said Dirks. “That’s the goal – to get it to 301.”

A Mission business is the first of its kind in the area to operate a for-profit designated-driver service in response to tougher drinking and driving penalties. Owner Martin Steenblok said You Drive We Drive began about two months ago and is based on a similar business, Keys Please, that has operated elsewhere in the Lower Mainland since 1997. The business is also similar to the non-profit Operation Red Nose (ORN) program, in which a team picks up individuals or groups who request a ride home. One person then drives the client home in their own vehicle, while the second driver follows in a separate car. The difference is that Steenblok operates his service as a revenue generator that will run daily from 6 p.m. to 4 a.m. throughout the year. ORN runs only on Friday and Saturday nights through late November, all of December (except Christmas Eve and Day) and on New Year’s Eve. Steenblok said his intention at this time of year has been for ORN to handle the bulk of the service on the nights it operates. ORN is a volunteer-run program which accepts donations for its host agency – PacificSport Fraser Valley. “They’re doing it for a great cause, so why would I want to take that away?” he said. But the volunteer service is in high demand, so Steenblok said You Drive We Drive picks up the slack on those evenings. ERICKSON, Marjory Beatrice passed away December 24th, 2010 at the age of 74 years. She is survived by her daughter June; son Russell; son-inlaw Nick; 2 brothers Melvin and Leonard; and many other family and loving friends. She was predeceased by her husband, Alfred. Passed away peacefully in her sleep after being admitted to hospital on December 18, 2010 in Abbotsford, BC at the age of 93. Margaret was predeceased by her precious husband George in 1991 and brother Robert (Bob) Thomson in 2005. Margaret leaves behind her loving family: son, George (Julie) and grandson, George Conrad of Pt. Roberts, Washington, daughter, Diane (Dave) Cutler and grandson, Bryan of Abbotsford, BC, sister Janet Nicholson, of Thunder Bay, ON, brother Allan Thomson of Calgary, AB and sister-in-law Rita Thomson of Toronto, ON. Margaret, will be fondly remembered by several nieces and nephews and many long time family friends from across Canada, USA and England. Margaret was born in Winnipeg, MB on August 1, 1917 and married George on December 23, 1942 at Knox United Church in Winnipeg, MB. Shortly after, they moved to Fort William, ON and started their family. In 1964 they moved to Montreal, QC and in 1970 moved to Vancouver, BC. Margaret worked several years for Woodwards and the Bay before retiring in Abbotsford, BC. Since December 2009, Margaret was living at Hallmark Assisted Living in Abbotsford where she met many special and caring friends. A reception will be held in Margaret’s honour at Hallmark on The Park Assisted Living, 3055 Princess St., Abbotsford, BC on Saturday January 8, 2011 between 2 pm - 4 pm in the Fireside Room. Born May 28, 1939, passed away peacefully in her sleep on December 16, 2010. She is predeceased by her parents Bud and Lorna McIntyre and her brother Jim McIntyre. She is survived by her loving husband Abe Kornelson, her brothers Pete and Ross, her daughters Layne, Shelley, Tracey and Deena (her favorite!), grandchildren Kris, Jilly, Shera, Mandy, Paige, Zane and Cohen and great grandchildren Logan, Lilly, Ollie and Baby Morgan. A memorial will be held on January 15, 2010 at 2:00 pm at Rendezvous Restaurant, #111 - 3280 Mt. Lehman Road, Abbotsford. In lieu of flowers ….. call someone you love.

She worked for the Department of Veteran’s Affairs at Shaughnessy Hospital until her retirement. Irene was predeceased by her husband Paul in 1970 and is survived by her loving son Raymond and his wife Vicki; their sons Michael (and family) and Scott (and family); and her great grandchild Kimberlee. The family would like to offer a special thanks to the great staff at Hallmark Assisted Living and to the staff at Abbotsford Regional Hospital on the Cheam Ward. GLASS, Leslie Stuart Passed away quietly at home in the early afternoon of December 14, aged 93, predeceased last spring after 68 years of marriage by his wife and lifelong love, Evelyn Margaret. Born February 4, 1917, he completed schooling at George Watson’s College in Edinburgh and medical studies at Edinburgh University, graduating with his M.B. & Ch.B., then later his M.D. During WW II he served in the British Army in England & Italy and afterwards he undertook specialist training in Obstetrics & Gynaecology acquiring in London his M.R.C.O.G., and later F.R.C.O.G. In 1951 the family emigrated to Canada and he served in the Canadian Army in Canada & Korea while qualifying with the C.M.C. and F.R.C.S.C. in his speciality. Subsequently he established a successful specialty practice on the North Shore at Lions Gate Hospital then later in the Fraser Valley at the Abbotsford and Mission Hospitals. He is survived by his four children Andrew (Kathy), Fiona (Greg), Neil (Cathy) and Iain (Heather); grandchildren David (Christina), Christopher (Andrea), Karen (Kyle), Catherine (Tom), Catriona (Joerg), Annabel, Morgana, Ian Jr., Callum, Stuart; and greatgrandchildren Matthew, Eric, Cooper, Tessa and Mikel. Leslie was dedicated to his chosen profession, but occupied his limited spare time in a spirit of enterprise, innovation and adventure. He revelled in designing and building including family homes, outbuildings, walls and fish ponds. Among his hobbies were beekeeping, cultivating fruit trees, and outdoor pond fishkeeping (including keeping the small ‘lake’ at the farm stocked with trout). While in Abbotsford he shared in ‘chores’ related to the running of Margaret’s Hereford cattle ranch, occasionally assisting with calving. To the last weeks of his life, he was an avid tool maker solving household problems with uniquely designed, and successful, adaptations. The family spent many vacations at Kalamalka Lake, skiing at various locations including Silver Star, and at Tofino. They undertook extensive river canoe trips in B.C., Alberta, and the Yukon. Throughout his retirement he was a passionate golfer enjoying the companionship of friends at the Seymour Golf & Country Club. He took pleasure in international travel with his family, including extensive trips with Margaret to Europe, the former Soviet Union and China. Special thanks to Rosalinda, Elizabeth, and Flora whose two hours of daily care over the past few years enabled both Margaret and Leslie to remain in their home. Thanks also to Dr. G. Chalmers and Dr. W. Mayo for their ongoing care and support and for facilitating palliative care during Leslie’s final hours at home. There will be no service by request. In lieu of flowers, donations can be made to the either the Lions Gate Hospital Foundation or the Fraser Valley Health Care Foundation.
