Former UN Gang leader Clay Roueche filed a notice of civil claim yesterday against the attorney general of B.C. and the Vancouver and Abbotsford police departments (VPD and APD). Roueche, who earlier this week had his 30-year U.S. prison sentence upheld, claims several police agencies were involved in arranging his “unlawful” arrest in Mexico on May 17, 2008. He claims the Combined Special Forces Enforcement Unit, the Organized Crime Agency of B.C., the RCMP, the BC Integrated Gang Task Force, the VPD and the APD breached his rights under the Privacy Act when they informed U.S. authorities of his plans to travel to Mexico. This resulted in Roueche being detained upon his ar-

District of Washington (Seattle). Roueche claims his rights were further breached under the Privacy Act in several other instances. This included when B.C. police provided to U.S. authorities: information obtained from a search of his Coquitlam home; intercepted private communications, which were also released to the media; and other private information. “As a result of the unlawful acts of the defendants, and its agents, the plaintiff suffered loss and damage, including financial loss, emotional and mental distress, and breaches of his civil rights and liberties as guaranteed by the Charter,” the claim states. He is seeking general, special and aggravated damages, as well as declarations that his Charter rights were infringed. Roueche pleaded guilty in April 2009 to conspiring with others, from 2005 on, to export cocaine from the U.S. to Canada and to import B.C. Bud into the U.S. He further admitted that he conspired with others to transport and deliver the cash proceeds from the illegal drug sales.

Laura Moser’s father died after a misinterpreted CT scan missed his cancer, and now the Fraser Valley woman is terrified over what her own scan might have missed. She was living in Powell River, caring for her sick father John Moser. She said he was in pain and had no appetite. He went from being a 6’4”, 240-pound man down to an emaciated 100 pounds. But after a CT scan, his physician insisted he did not have cancer. On Dec. 21, 2010, she said hospital staff were ready to discharge him. Two days later they found cancer. Doctors said he was riddled with it, in his lungs, liver, ribs and skull, and gave him less than two months to live. On Christmas morning he suffered a stroke, and on

Because the first CT scan was misread, doctors were looking for some other source of his pain, and Laura watched her father suffer, and “beg for help.” “The whole family is really struggling,” she said. A man charged after an Abbotsford woman alleged she was threatened with a gun and sexually assaulted in early December has pleaded guilty to two charges. Craig Kenneth Morris, 41, will be sentenced Feb. 23 on charges of assault and uttering threats. His coaccused, Malinda Hewlett, 29, also appears before the court that day for a disposition. Police were called to a apartment building in the 2400 block of Countess Street on Dec. 2. A woman said she had been confined in her apartment and threatened by a man she had known only for a few days. The victim, 37, said the man had become violent and had used a gun to threaten her. He then called another woman to the scene, and she joined him in the assault. The victim was able to escape and run to the front door of an apartment building, where she buzzed several residences until someone answered and then alerted police.

A federal plan to sharply reduce the number of family reunification visas issued this year threatens to keep immigrants from being joined by aging parents and grandparents who may die overseas before they can come to Canada. Immigration lawyer Richard Kurland said Immigration Canada targets he has obtained under Access to Information show Ottawa intends to grant just 11,200 visas for parents and grandparents to join family in Canada in 2011 – a 40 per cent drop from 16,200 issued last year. With more than 140,000 applicants seeking such family reunification visas, Kurland said it implies wait times will more than double to 13 years, longer than many of the overseas elders may live. Charan Gill, executive director of the Progressive Intercultural Community Services Society (PICS), said many immigrant families across the Lower Mainland will be upset by the change. “There’s no point in processing many of these applications any more,” he said. “People will die before they come to this land.” Gill called it a serious reversal of Canada’s traditionally humanitarian policy of accommodating the reunification of families here. “This policy is really antiimmigrant,” he said. “They’re segregating the families.” Chinese applicants should not have as much difficulty – the targets show the number of elder visas earmarked for Beijing will more than double from 1,000 to 2,650 this year. But for East Indians seeking to bring parents and grandparents home, it’s a different story. New Delhi, the hub for all applications from India, gets 2,500 visas this year, down 45 per cent from 4,500 in 2010. Geeta Bhardwha, a settlement worker for Abbotsford Community Services, said this

His parents have 10 years to retirement, and in the Punjab his father works as a police officer, and his mother as a teacher. They are both in good health, and he said they would be an asset to the country. “I don’t know how fair this is,” he said of the immigration reductions, and questions how the government will choose which grandparents come into Canada, from thousands of applications across the country.

He said Sikhs who come to Canada are eager to work, but the currency difference between the two countries hits them. They have to “start from zero,” acquiring furniture, a vehicle and a house, and they need to show income in order to

He studied hard and got a job as a lab assistant at Surrey Memorial Hospital. An Abbotsford man who has been through two trials on an attempted murder charge was sentenced Wednesday to seven years in jail. Clay Reeves was given credit for the six years and two months he has already served. He pleaded guilty to the lesser charge of aggravated assault, as well as to using a gun to cause bodily harm with intent. Reeves, 46, was found guilty in December 2008 of the attempted murder of John Baird. He was sentenced to 16 years, but was given double credit for time already served. Baird was found in the 33900 block of McConnell Road in Abbotsford on Jan. 15, 2008. He had been shot six times. Testimony revealed Reeves and Baird were involved with drugs, and the victim owed Reeves between $100 and $150. Reeves never admitted to shooting Baird, and a weapon was never found. The B.C. Court of Appeal found the trial judge erred by giving undue weight to a witness statement. A new trial was ordered and resulted in a hung jury last fall.

cians to trumpet a subsequent “increase” back to normal levels in a possible 2012 election year. Immigration Canada spokesperson Melanie Carkner denied higher health care costs are the reason for the lower 2011 visa targets. “We’ve opted to put

children and spouses first,” Carkner said, adding they, along with refugees, will have access to more visas this year. She downplayed the importance of the targets, saying they can be adjusted throughout the year as necessary.

under investigation. Officials with the Fraser Health and Vancouver Coastal Health authorities are notifying 3,400 patients of potential misinterpretation of CT scans. Laura was one of those notified in a letter from Coastal Health, on Feb. 15, saying she may have been misdiagnosed. She has since had more imaging done in Abbotsford. “I’m terrified,” she said. “I had another scan, but I won’t be able to get the results for three weeks to a month.” She said the two scans have to be compared, which is part of the reason for the delay. She got the original CT scan in Powell River on Aug. 11, the day after her father’s scan, because of chronic pain in her back. In 2006 she had disc surgery on her back, but during the summer she noticed that she was not only in pain, but losing some sensation in her back and groin, and had numbness down her leg. The CT scan did not reveal any problems, and she was diagnosed as being depressed over her

father’s illness, and not coping with pain. She was sent to a pain specialist, and put on drugs, which she didn’t want, since they made her sick. She is worried in particular about the numbness in her leg. Being diabetic, with poor circulation, problems with extremities can result in the loss of limbs. Moser said she is frustrated that Vancouver Coastal Health’s letter refers her to a patient care quality office, but she can’t get through on the phone number listed. “I’m living in constant pain,” she said. She struggles with basic household chores, having a shower, or carrying groceries. What’s more, because of her personal circumstances, she has not properly grieved her father’s passing, she said. “I haven’t even started to cope with it, and I wholeheartedly believe my father did not have to die. “I’m really angry at being left like this.” She wants to keep this issue in the media. “I pray it stays public. I want something done. There are people who have been misdiagnosed.”

On Point Heads up, gentlemen. As we learned in last week’s column, the majority of women have expectations of their partners that extend past Valentine’s Day, and right through the other 364. The wise man, and/or inquisitive researcher would naturally ask then, what might that entail? I am pleased to present the sequel – What Makes a Good Man. The first woman I asked replied without hestitation, “Fair play.” This information passed through my male filters, and immediately shone some light into the chasm that exists between the genders. “Really?” I said. “Foreplay?” “NO!” she retorted. “Fair … play… Like sharing the duties.” Oh.

Like vacuuming? Yes. And dishwashing and cooking and dusting and parenting. After a few more interviews, sharing responsibilities was beginning to trend high, cooking among the top 10. Ten, the guys ask weakly? Oh yes. Lots more than 10. The ability to be a good listener was a favourite – particularly someone who could listen without offering unsolicited advice. Stow all judgment until invited. Mr. Fix-its are also popular. If you want to hit several key buttons all in one go, you’ll be a multi-tasking Mr. Fix-it who quietly listens and does dishes as he prepares dinner while helping the children with their homework. Being gainfully employed was also on the female radar. Money is good. Better yet, is a provider who provides equally, if not greater. Best is a man with an outrageous amount of capital. Being a “good father” also ranks high. In part, this means actively participating in activities – such standing

in the thrashing rain on weekends, watching the kid play soccer. That’s when a sense of humour comes in handy, which was also important to my survey subjects. Women like to laugh. Mostly with their men, but sometimes at them,

Modern medical science is way too close to making this happen, gentlemen. I suggest that if you do not know the operating end of a kitchen spoon, do so – quickly. Don an apron, put a grin on your face, keep your ears open, shut the heck up, learn Grade 7 math, unstick the stuck back door, chase the dust bunnies out of the hall closet, and bring home lots of bacon. Furthermore, as a female friend told me a while back, a good man does all these things without thinking he’s good. Because that would mean they’re good for a woman to do, but women do them because they need to be done, not because they’re good. Got it? Good.

It is ironic and dismaying that Canadian universities make inordinate efforts to attract foreign students while B.C. resident students sit on wait lists to obtain a post-secondary education. The simple truth is that educational institutions go after foreign students primarily for the extra premiums they pay for tuition. They in turn take up seats in classrooms of taxpayers’ children.

While foreign students may contribute to the richness of the educational experience for those local students lucky enough to get in to their own taxpayer-created institutions, the richness is lost on those who can’t get in. With a lack of seats, the entrance requirements go up, as exemplified by UBC students now needing a mindboggling 87 per cent average to be accepted. Ever-increasing entrance requirements are due to competition for lim-

ited seats, making it increasingly difficult or impossible for many capable Canadian students to access a post secondary education. The local demand for some of the same seats occupied by foreign students then prompts the educational institutions to seek even more public funding to increase the infrastructure and hire more instructors, increasing the taxpayer hit once again. Identity request denied Corrections officer acquitted of assault Vikki HOPES Abbotsford News

A corrections officer had his request denied Friday in Abbotsford provincial court to have his name removed from online court records. Judge Kenneth Skilnick said he did not have the authority to require the Court Services Branch to remove the man’s name from Court Services Online (CSO), a publicly accessible database of court files. The man, whose name was not used in the judge’s written ruling, went to trial on an assault charge in March 2007, and was acquitted. These details can be found on CSO by searching the man’s name. He said that, as a corrections officer, he is concerned about inmates being able to access that information. Skilnick said although the court

can make an order banning publication of certain details in a case, such a ban was not applicable in this case because it did not meet the required criteria. Bans are permitted only in certain situations, including to protect the identity

of a sexual assault victim or to conceal details presented at bail hearings and preliminary inquiries before the case gets to trial. Skilnick suggested the man forward a copy of the judge’s written reasons to the Court Services

Ratepayers address issues The Abbotsford Rural Ratepayers committee will host a public meeting at Bradner Hall on Wednesday, Feb. 23. Daren Alary, a spokesman for the committee, said several important issues will be addressed. “We need to find a few suitable civic candidates that will support a hold on tax increases in the City of Abbotsford, even if it means curtailing projects that are on stream, like the rural green waste pick-up or others already in the system,� he said. Alary said many Abbotsford councillors “have been there too long and are well past their bestbefore date, while others are major disappointments. “Abbotsford city council cannot continually jam four to six per cent yearly property tax increases down our throats on top of other increased fees in these tough economic times, when getting pay increases for us citizens is rare.� He said a key goal of the Rural Ratepayers advocacy group is to find candidates who consider fiscal restraint their main objective. Permit values rising Total building permit values in Abbotsford shot up in December, driven by a surge in public sector permits. According to the Vancouver Regional Construction Association (VRCA), seasonally adjusted total building permit values in the Abbotsford region jumped 199 per cent from November, to $57.1 million. Non-residential permit values soared 332 per cent to $52 million from $12 million, while the value of residential permits decreased 28 per cent to $5.1 million from $7 million in November. “Abbotsford saw its highest permit activity in December 2010 since April 2008,” said Keith

Sashaw, president of the VRCA. Public sector permits drove total permits with its highest level since March 2006, he said. Commercial permits climbed to their highest level since April 2008 while residential permits remained at a low level in December, but are up in 2010 compared to 2009. Total building permit values in the Abbotsford region are up 40 per cent to $202.4 million in 2010 compared to $144.4 million in 2009. The rise is led by a 70 per cent increase in non-residential permits to $106.4 million. Residential permit values rose to $84.2 million, up 22 per cent compared to 2009.

A Supreme Court judge has dismissed an application to exclude evidence that an Abbotsford man claimed police obtained while breaching his rights during an arrest. Justice Neill Brown ruled on the application from Jason Warrick Purchase, 37, on Monday, Feb. 6 in Chilliwack Supreme Court. Purchase has been on trial on nine weapons and drug charges. He and six other occupants of a home on Sumas Mountain Road were arrested May 9, 2007 after police responded to a 911 call. The caller said her brother had contacted her and said he was being threatened by someone with a gun at that property, according

to the judge’s reason for judgment on voir dire (a trial within a trial). She then lost contact with him and called 911. Police were dispatched to the scene. Purchase came out of the house first and the other six exited after police issued a “call out.” They then conducted a search to see if anyone else was still in the house, according to police testimony during the voir dire. During the search, they came across ammunition, a handgun, 11 improperly stored rifles, and marijuana plants, the documents state. Later that evening, police obtained a search warrant for the home, in which Purchase was a resident. Purchase sought the exclusion of all statements made before his arrest, all evidence accumulated during the first search and the subsequent warranted search, and evidence of his identification after his arrest. He said his charter rights were violated because there was no warrant for the first search and it was illegal. The judge ruled that police were justified in searching the residence after the occupants had exited the home. Although police had reported smelling marijuana in the vicinity, their reasons for searching the home were because of safety concerns related to the 911 call and not because they were looking for drugs, he said. He said that none of the evidence should be excluded from the judge-only trial. The matter continues in Chilliwack Supreme Court on July 25.

Abbotsford lands youth soccer franchise Eight-team Premier League is the new top tier of U13-U18 soccer in B.C. Dan KINVIG Abbotsford News

Abbotsford’s status as a soccer hotbed was confirmed on Thursday afternoon, as the recently rebranded Magnuson Ford Mariners FC was awarded a franchise in the new B.C. Soccer Premier League. The local club – formerly known as the Abbotsford Soccer Association – is one of eight founding franchises in the Premier League, which replaces metro (girls) and selects (boys) as the top tier of youth soccer in the province. “It’s a big sigh of relief that we were successful,� Mariners president Brad Nicholl said. “We’re on Cloud 9 right now, but we’ve got to move forward.� The Premier League, known informally as the High Performance League (HPL) dur-

ing the development stages, features six regional teams in the Lower Mainland/ Fraser Valley, one on Vancouver Island, and one in the Interior. Each franchise will

field boys and girls teams from U13 to U18. In addition to Abbotsford, the other franchises are Burnaby/North Shore; Coquitlam Metro Ford; Surrey United; South Fraser Soccer Club; Vancouver/Richmond; Lower Island/Upper Island Associations (Vancouver Island); and Thompson Okanagan FC.

The major innovation with the Premier League is that players are allowed to move outside of district boundaries to play on the elite circuit. By limiting the number of franchises to eight, B.C.’s top soccer talent is more concentrated. Nicholl felt Magnuson Ford FC’s bid was well-received in light of the association’s history as a soccer trailblazer. Abbotsford was the first club in B.C. to hire a full-time paid head coach (current Vancouver Whitecaps assistant coach Colin Miller), and was the first to host a USL Super Y-League youth program. The local association’s bid got a boost late in the game when Langley FC – an allgirls association – signed on as an official partner. The girls’

side of the Mariners’ Premier League franchise will be hosted by Langley. “Our bid had to go in on Jan. 31, and they came on board on Jan. 29 at 4:30 in the afternoon,� said Nicholl, adding that the Langley club had initially been leaning towards aligning itself with Surrey

United. Chilliwack FC and Aldergrove Soccer were also partners in Abbotsford’s Premier League bid. Magnuson Ford Mariners FC will run one final season of Super Y-League youth soccer this summer, and the Premier League will play an

exhibition schedule in the fall. The new circuit will be fully onstream in 2012, with a March-to-November season. Tryouts for Super Y-League teams, which will serve as a bridge to the Premier League, run this weekend. For more information, visit abbotsfordsoccer.com.

Born July 22, 1932 in Hamilton, Ontario passed away peacefully on February 14, 2011 in Mission, BC surrounded by his loved ones. Predeceased by his daughter Cindy, father Cecil, brother Roy and his beloved grandmother Mabel Murphy. Larry is survived by his loving wife and partner of 48 years, Marilyn; children Jamie (Dennis), Glynis (Mike), Michael (Esther); 6 grandchildren; 1 great-grandchild; sister Patricia Lovegrove as well as many nieces, nephews, extended family members and dear friends. Larry served his country for 21 years during the Korean War and was a proud and dedicated member of the Royal Canadian Navy. He had a great sense of humor with a very loving spirit and generous nature. He will forever be loved and cherished by all who knew him. A Celebration of his Life will be held on Sunday, February 20, 2011 at 11:00 am at the Phoenix Lounge 33780 King Road, Abbotsford. In lieu of flowers, donations in memory of Larry may be made to the Christine Morrison Hospice in Mission.

Passed away peacefully at the age of 87 at Menno Home in Abbotsford, BC. Predeceased by her first husband John Elston in 1955. Loved and survived by her husband George, son Larry (Teena), daughter Penny (Derek), 3 grandchildren, Sarah, Matthew (Jamey), Christopher (Carrie) and 3 great-grandchildren, Camrynn, Mackenzie and Bronwynn. Jacob Peters died peacefully at 2:23p.m. on February 12th, less than a month away from his 86th birthday, surrounded by all of his children. His favourite Bible lay nearby. Jacob was born on March 4th, 1925 in the Ukraine, USSR to Jacob Wilhelm and Lena Peters. When Jacob was only 7 months old, the family travelled from the USSR to Berlin and on to Montreal, Quebec, Canada. From here, they travelled to Saskatchewan, where they made their home for several years. The family then moved on to Vancouver in 1944. In Vancouver, he received his education and began his lifelong practice of serving others. Jacob accepted Christ as his Saviour in his early years, and he demonstrated his faith quietly throughout his life in service to others. He graduated from MEI, completing Grade 13. He went on to graduate from MB Bible College in Winnipeg, and then returned to Vancouver to undertake teacher training. He met Mary Brucks during this time, and they were married on August 8, 1954 in the Yarrow MB Church in Yarrow, BC. The family moved from Vancouver to Abbotsford to Field to Prince Rupert, following Jacob’s teaching career. The family moved back to Clearbrook, BC in 1960. They joined the Clearbrook MB Church, where Jacob has served ever since. He has been a teacher, a Sunday School superintendent, a treasurer and a choir member here, as well as serving wherever he was needed. He is one of the longest serving members of this church and will be greatly missed. Jacob enjoyed spending time with his family, solving puzzles, going camping and taking part in sports activities. He faithfully led family devotions each day, reading from the Bible and from “Our Daily Bread.” As the ever-caring teacher, he often helped with homework and other school duties. Jacob lived a healthy life, and he enjoyed going for walks with mom. He is predeceased by his wife, his father and mother, and one sister. He will be missed by his two sisters, Helen and Betty, his brother Bill, and his children Joyce (Gerald) Loeppky, Henry (Karen) Peters, Don (Madoka) Peters, Dave Peters, Laurie Peters, Ken (Melinda) Peters and 16 grandchildren and two greatgrandchildren. The memorial was held on Friday, February 18, 2011 at Clearbrook MB Church, Abbotsford, BC. We miss you, dad. Woodlawn Funeral Home 604-853-2643

Susie Q Bilodeau Dec. 21, 1997 - May 14, 2010 It is with great sadness that we announce the loss of our loved one, Susie. As hard as its been since she passed away we know how lucky and fortunate we have been to have had Susie in our lives. It is ironic how we spent so much time teaching her so many tricks over the years when in reality we should not have been teaching her but learning from her. Susie was full of life, always happy, full of love, never judging, loyal, had no ulterior motives; what you saw was real and what you got. She did not have a mean bone in her whole body and loved all she met. Above all she was a true best friend whom was always there for us. Susie loved to play, run around, eat mommies homemade treats and sneak into our bed during the night and snuggle with her mommies feet. She will truly be missed but never ever forgotten by all who knew her. We would like to thank Dr. Hoffs and his two assistants Deb and Tanis for the many years of excellent care and support they have always provided to our entire family.
