Money Minute We all barely get a reprieve from the holiday season and now it is time to start thinking about RRSPs and the contribution deadline of March 1, 2011. RRSPs (Registered Retirement Savings Plans), were established so that those who did not have a company or public pension could save for retirement. To encourage Canadians to save in RRSPs there are a couple of incentives attached. First, for every dollar that you contribute you receive a deduction from your income for calculating taxes up to certain limits. The limit for contributions to an RRSP in 2010 is the lesser of: 18% of your previous year’s earned income and $22,000. If your income was $60,000 for the year, and you placed $10,000 into an RRSP you defer about $4,000 in taxes assuming a 40% tax rate at that income level. The second advantage that an RRSP has is that any income or growth in the portfolio does so, on a tax deferred basis, but when any money comes out of any Registered Plan, it is taxed as income to the owner.

A survivor of a homicidal attack herself, Misty Cockerill is bringing her understanding of such trauma to a support group for people who have lost family to violence.

Shelby Bernard became obsessed with the disappearance of her commonlaw husband Wesley Foulds. Convinced he was murdered, she has spent many days at the Hayward Lake Recreation Area, searching for clues police might have missed. She eventually passed through the worst part of the emotional hell, but two years later the first and last thing she thinks about each day, is her missing man. “There should be a support group for people like me,” she told a reporter recently. By next month there will be. Misty Cockerill will be one of the group’s leaders. She survived a vicious baseball bat assault by Terry Driver,

the Abbotsford Killer, when she was 16 years old. He killed her friend Tanya Smith. Cockerill is now a 32-yearold mother of two children, aged nine and three. She has done public speaking about her experiences, volunteers with Abbotsford Police Victim’s Services, and is pursuing a social services diploma at the University of the Fraser Valley. “I feel like that’s my path to follow.” She has been a guest speaker with the group LINC (Long-Term Inmates Now in the Community). The group is interested in starting a “healing centre” in Abbotsford for people who have lost loved ones to homicide. The forerunner of that facility will be a Continued on A6

With Abbotsford considering a separation from the Fraser Valley Regional District, would the provincial government allow the city to leave? Some critics believe not. However, the city is pointing north to show it can be done. The recently formed Northern Rockies Regional Municipality (NRRM) is a single tier system – the first of its kind in B.C., and a unique arrangement addressing the challenges facing that area. But is it a fair comparison? “There are some differences, I mean, we are 250 miles (over 400 kilometres) from the next community,”

Long-promised reforms are about to set off a building boom on First Nations-owned land in the Lower Mainland and the Valley. But some civic leaders fear it will create enclaves of condo towers and commercial developments occupied by tens of thousands of residents and businesses that pay no regional taxes. It could also skew the region’s vision for development and leave businesses competing on unequal footing. That warning comes from the Lower Mainland Treaty Advisory Committee (LMTAC), which represents local municipalities on aboriginal issues. It has released a draft discussion paper on the potential impacts of the federal First Nations Commercial and Industrial Development Act and related legislation. The provisions, now being implemented in B.C., will cut red tape for bands that want to develop reserve lands, allowing them to greatly expand their populations of non-aboriginal tenants. Many regional bands, including those in the Abbotsford area, are interested in development, and developers have approached their councils. One of the first aboriginal groups out of the gate is the Squamish Nation, which plans to build 12,000 condo units on its undeveloped reserve lands in Vancouver and West Vancouver. An extra 25,000 non-aboriginal residents could move onto those Squamish lands over the next two decades, LMTAC estimates. That’s equivalent to a new city the size of Port Moody being dropped into the Lower Mainland that doesn’t contribute via taxes to the ballooning costs of regional utilities and transit services, according to Belcarra Mayor Ralph Drew, who chairs LMTAC. “This is a fairness issue at the core,” Drew said. “These are funds that a significant nonaboriginal population would not be paying and it means all of the taxpayers of Metro Vancouver are going to have to

represents bands from Hope to Langley, who have hundreds of hectares of available land. “We have a large land base that isn’t impacted by the ALR (Agricultural Land Reserve), so we’re basically open for business,” he said. Chief Dalton Silver of the Sumas First Nation said his council will be meeting with Abbotsford council in early February to discuss commercial development. He declined to mention specific businesses or projects that have been pitched to the band. “We had plans before the Commercial Industrial Development Act was even heard of,” said Silver, who has been a council member for 20 years, and chief for the past seven. “We’re becoming urbanized. The city is moving out. We have to look at those opportunities.” He said the first order of business is simply to open the lines of communication with Abbotsford city hall. The Sumas band, which has almost 300 members, has interest in commercial and light industrial development rather than housing. The band has 234 hectares (578 acres), with the band

BUST NETS GUNS, DRUGS, BIKES, BOAT Abbotsford Police found pot plants, firearms and suspected stolen property at a drug bust on Monday. At about 5 p.m., members of the patrol division, with the assistance of members of the Municipal Integrated Emergency Response Team, executed a search warrant at a house in the 2200 block of Sentinel Drive. The occupants were not at home when police went in. They found a marijuana grow-op with less than 100 plants, five rifles and a shotgun, and $4,000 in cash. They also examined three motorcycles – two dirt bikes and a street bike – and a Maxim ski boat, and found that the identification numbers had been altered. The bikes and boat were all seized. While police were still on scene, the couple living at the home returned. The pair, both 28, were detained, and the man was eventually arrested, facing drug and weapons charges.

TRAIN HITS TRUCK STUCK ON TRACKS There were no injuries after a train smashed into a semi-trailer Wednesday afternoon in Mission. According to Asst. Fire Chief Larry Watkinson, the truck was loaded with concrete slabs and became high-centered when trying to cross the tracks south of McLean Street. The arms came down while the truck was trying to move and the driver jumped away before the train hit the vehicle, which was launched approximately 500 metres down the track, said Watkinson. The slabs flew off the trailer like “frisbees” and destroyed a small outbuilding nearby which brought down high-voltage lines.

The group will begin on Feb. 15, and meet for six consecutive Tuesdays. “We’ll start with just getting to know each other, and telling our stories.” In the future, she said the group will hear from guest speakers who will talk about how the

Cockerill said losing a loved one to murder is different than having them die in other ways. “It’s so abrupt and tragic,” she said. “And it’s often followed by a trial and police work, and you’re left wondering why or who? “There’s a lifetime of work to do.” Her personal experience was a feeling of being alone. “You’re left in the dark, and isolated from everyone,” she said. “My family and friends didn’t really understand what it was like to be in my situation.” She met someone who had been in a similar circumstance,

and said they supported one another “without doing very much.” A counsellor was also a big help. “You can talk it out, with no judgment and no advice,” she said. “It’s someone to say, ‘okay, you’re normal.’” Sherry EdmondsFlett, a spokesperson for LINC is glad to have Cockerill on board for the project. “She is a spitfire, that woman, she’s inspirational,” Edmonds-Flett said. “She talks about the struggles she’s had. She was left for dead, her friend was murdered, and she has a real heart for survivors.” The support group will meet at the M2W2 office at #208-2825

She estimates the healing centre is at 5-7 years from becoming a reality. She said offenders will be involved in the fundraising, “so they have a way to give back.” Edmonds-Flett said Abbotsford is central in the Fraser Valley, and has had its own struggles with violent crime, making it a good location for the healing centre. office on Sumas Mountain Road, and the reserve lands both north and south of Highway 1. Silver said in the past bands have been frustrated by the need for their development plans to be approved by Ottawa – by Indian and Northern Affairs Canada. “There’s big bureaucracy, and a lot of red tape,” said Silver, adding that typically, developers haven’t been willing to invest the time required to clear the bureaucratic hurdles. The Matsqui First Nations band has 419 hectares (1,035 acres) bordering Abbotsford to the north, along the south bank of the Fraser River. A model for a band successfully building business can be found at the Squila Indian Band in Chilliwack, where a new Walmart is the anchor of a 650,000-square-foot project that includes a Cineplex theatre, A&W Restaurant, gas station and a Home Depot coming in spring. The band negotiated with the municipality to arrive at a taxation agreement, and Chilliwack city hall built a road through the reserve that was needed for traffic flow. McNeil said bands typically negotiate with municipalities when they need infrastructure to sustain a project, be it sewer, water or road maintenance, and said politicians should not worry that the new laws will create a tax-free zone for businesses. “They shouldn’t be concerned about that,” he said.

Over the coming generations, reserves and the municipalities will grow together, so it will be difficult to tell where the native land begins and ends. “My preference is to support that development,” said McNeil. The aboriginal building boom may also spread beyond existing reserve lands. First Nations can apply under the additions-to-reserve process to convey reserve status to property they buy on the open market. That’s intended only for expansions to house and serve a band’s own members, but LMTAC argues there’s nothing to stop a First Nation from developing market housing for non-

Colliers International vice-president Howie Charters, who advises First Nations and businesses on real estate matters, thinks the fears are overblown. “There’s a lot of paranoia out there,” he said, predicting native groups will rely heavily on experienced developers

and professional consultants. “The marketplace is going to govern behaviour,” Charters said. “The private sector has no interest in getting involved in a boondoggle or anything that’s nefarious in terms of agreements that have been made.” In theory, Charters said, it should be possible for the Squamish, for instance, to charge tenants equivalent amounts for regional taxes and utility fees and then pass the money on to Metro Vancouver as part of a service agreement. Cross-boundary issues and challenges between different jurisdictions are nothing new in the Lower Mainland, he noted. There are already 22 different municipalities in Metro Vancouver (plus the Tsawwassen First Nation and unincorporated areas) and they all have different tax rates and rules for developers. Local cities need to actively consult and work with nearby aboriginal groups, Charters suggested, just as they would with a neighbouring municipality to coordinate planning and avoid problems. LMTAC’s concerns go beyond taxation. It wants to know how or if the province will enforce B.C.’s building code, WorkSafeBC regulations and even environmental standards governing air and water pollution on band-run projects. How the Squamish projects proceed will set a precedent for the rest of the region and beyond, Drew said.

Like the Abbotsford scenario, the process was long and took extensive negotiations with the provincial government. But McLean would not go back to the old system. “Myself, I don’t believe in regional districts, they don’t function well.” Colin Griffith, director of strategic initiatives in Fort Nelson, was heavily involved in altering the regional district. “In B.C., there is always a lot of stress between the urban and rural areas over services,” he said. Regional districts were created to address those issues, but Griffith believes they only work to varying degrees. Referencing change in Ontario, which slowly went from 900 municipalities to about 500, Griffith said, “I don’t know if B.C. will go that far ... In the end, it all comes down to the fact that people need services and what is the best way to provide those services?” The need for reform is the reason the Abbotsford Chamber of Commerce publicly raised the idea of leaving the FVRD. Executive director David Hull said he doesn’t know if the province will allow Abbotsford to leave, but he does hope the request will open the door to examining the tax system.

He said if the provincial government wants to ensure all areas get equal services “they should pay for it.” “The property tax system in B.C. is broken,” said Hull. His main concern is protecting the interest of local business, and if a review of the FVRD helps relieve the tax burden, then Hull said the chamber is doing its job. But for the city, the goal is to become independent, and save money in the process. Mayor George Peary said there was no other motive. “We have started down a path, but we don’t know where it will lead.” He said the outcome could be that Abbotsford becomes a single tier governance, the city could join with Mission, or even remain with the FVRD, all depending on costs. The district is reviewing how it provides services and plans to present its findings to Abbotsford in the coming months. A more equitable funding process may convince the city to remain. The FVRD consists of six municipalities – Abbotsford, Mission, Chilliwack, Hope, Kent and Harrison, as well as seven electoral districts. As the largest member, Abbotsford pays 49 per cent of the total budget ($3 million), but receives less services than other members. It’s estimated the city would save between $800,000 and $1.4 million by leaving.

On Point “Walk a mile in my shoes...” That phrase probably goes through the mind of police officers every time another excessive force case hits the media, unfortunately reflecting on law enforcement in general. I feel for those officers whose reputation and morale is affected by what seems to be a sustained string of police brutality incidents. Policing is one of the toughest jobs going, and this just makes it that much tougher. I know, a lot of people aren’t overly concerned about that when they see video clips of these situations, and say, “What were they thinking?” Actually, I think I know something about that. I wore a Matsqui Police uniform, as a reserve constable, for almost five years in the early ’80s. No, it wasn’t full-time policing, but it

drew me into the cop community, and unless you’ve walked in those shoes, I suggest there is much to understand. Most police recruits enter the field with a defined sense of right and wrong. They want to make a difference – to make the world a better place. It doesn’t take long to learn the world often doesn’t want to be a better place. And right and wrong? What’s right about a man pounding his wife into a bloody mess, only to have her beg you not to arrest him? What’s right about a mother and child lying broken and lifeless in a car wreck caused by a drunk driver? What’s right about seeing a guy who has brought grief and insecurity to countless victims with his break-ins, walk smirking out of a courtroom a free man, on a legal technicality? There’s nothing right, either, having to put up with the verbal and physical abuse offered up by drunken louts. It takes a special person to absorb a steady diet of those scenarios and worse, while maintaining a calm and courteous demeanour, along with a personal sense of purpose and achievement. It’s not like that all the time, of

course. There are hours of boring patrols, switching from day to night on 12-hour shifts made longer by tedious paperwork. And, in a matter of seconds, it can all explode in raw adrenalin, flight versus fight, training versus emotion. That’s what most people find difficult to understand. Police officers are trained to react to

Unless you’ve walked in those shoes, I suggest there is much to understand. chaotic situations. They should have their feelings in tight control. True enough, except the people inside those uniforms are still human – they’re not robots. Some are better than others at bottling up the stress. Some have been doing it so well for so long, when a crack opens, the bottle breaks. Some perhaps, should not be in

policing at all, or any longer. They are the ones who arrived with an acidic us-versus-them attitude, or they developed it along the way. It can be hard not to. The job is often miserly with its rewarding moments – the sincerely expressed gratitude from a citizen; the interaction with excited, earnest kids; the slam-dunk court case; the feeling that indeed, you’ve made the world a better place. That lopsided equation is sometimes a path to frustration and isolation. You’ve seen cops sitting together during coffee breaks and meals. Policing is a tightly-bound community. It offers internal support and understanding, because often, the community being served is short on both. And yet, I’ll suggest that good officers – which is the vast majority – are just as disturbed as the public by these incidents, and perhaps in a way, even more. Does that justify or mitigate excessive force by police? No. Does it make you think a little deeper into, “What were they thinking?” Hopefully so.

letters Should be able to compare public schools There is really just one reason for the ongoing controversy over the Foundation Skills Assessment (FSA). It is that the teachers’ union is opposed to the use – by any organization or individual – of any school-level student assessment results to publicly rate schools. My reading of the 13-year history of the FSA and the public statements and actions of union officials during this period supports this suggestion. Why does the union object to this use of student assessment results? It does so because such ratings enable anyone to compare schools on a student performance measure that might be construed to reflect on the effectiveness of its union members. There is, therefore, one critical question that should be asked and debated before any action is taken regarding the FSA: As a society, do we believe that the public should be able to compare schools that are funded in whole or in part by taxpayers on the basis of student performance data of any kind? I believe the teachers’ union would answer in the negative. But if, the union were to surprise me and respond in the

Program supervisor Louise Smith says Oliver uses innovative techniques to engage students and find solutions to their learning challenges. “Dianne’s strength comes in her willingness and ability to be really creative,” she explained. “Her expertise and energy are definitely going to be missed.” Between 60 and 80 students graduate from New Beginnings every year. For Oliver, the best part of the job is when former students return to share their accomplishments. Some of her graduates have gone on to careers in nursing and teaching. “You feel like you’ve made a difference,” said Oliver. “I’ve learned that the academics are really important, but it’s more about helping the individual. Learning to be an advocate for them and helping them overcome what’s in their way is most important.” With her new freedom, Oliver plans to spend more time with family, travel, read and garden.

An Abbotsford woman believes she may have seen some large-scale illegal dumping into Abbotsford’s storm sewer system. On Sunday night, at about midnight, Sandra Nieman heard the sound of equipment running outside her townhome on Bourquin Crescent, near Ware Street. She went outside to see a tanker truck, offwhite in colour, with the tank raised on one end for dumping, and a hose running into the storm drain. “It was the middle of the night, the truck was unmarked – it was suspicious,” she said. There was an operator who appeared to be in his 20s running the equipment, and two other men who looked to be middle-aged who were also on site. “I hope it wasn’t something toxic,” said Nieman, “but the cloak and dagger way they were doing it...” John Gordon, the City of Abbotsford’s general manager of engineering, said it was not a city vehicle, the scenario does sound suspicious, and he dispatched city workers to investigate. They tested for toxic substances in

the drain, and in Ravine Park which it eventually drains into, but found nothing. However, with the amount of rain recently, they expected anything dumped would have already flushed through the system. Gordon said some city drains have minimal treatment that captures oils, but most flow directly into fish-bearing streams. “If there’s a toxic substance we can’t get it out,” he said. The city benefits from public tips for enforcement of illegal dumping. Gordon said the city normally has its pumper trucks out to clean catch basins in the spring, removing sand that was put down on icy roads. He said illegal dumping is an enforcement issue for the Ministry of Environment. However, anyone who suspects they see illegal dumping into a storm drain should phone city workers during the day, or police during the evening. “They’ve got the ability to go out and at least document what happened,” he said. The public is asked to get a licence plate number if possible, but advised not to confront anyone suspected of illegal dumping.

Gasguy offers way out

Natural gas $4.45 per GJ, but some are locked at $11 Neil CORBETT Abbotsford News

Natural gas prices dropped again this month, but those who locked into contracts with gas marketing companies three years ago won’t be enjoying the savings. Since the gas industry was deregulated four years ago, private firms have been allowed to sell natural gas on five-year contracts, although Terasen still delivers the commodity. The locked contracts save a customer money if gas rates go up. However, if they go down, the consumer keeps paying the contract rate. In some cases, the difference can be significant, and expensive. There is a simple method of getting out of a natural gas contract, and “Joe Gasguy� wants to share it. Gasguy wants to remain anonymous, but he is a Kelowna man with a job that gives him an opportunity to look at a lot of gas bills. He estimates 20 per cent of the invoices he sees have people paying more than double what they should for the commodity. He guesses that three-quarters of them involve an elderly demographic. Gasguy knows a simple way out. He explained the tactic in letters to the editor he sent to newspapers across B.C., and said the response he got was “a little overwhelming.� So, he started a website – www.gaswise.info Most of the contracts with gas marketing companies are terminated if the consumer no longer has an

account with Terasen gas, which delivers the commodity. He advises people stuck in highpriced gas contracts to simply switch their Terasen account into somebody else’s name. His website explains how to read your gas bill, and how to respond when the marketers call to find out what happened to their customer. Terasen sells gas to consumers at the commodity cost, without markup. In May of 2007, the B.C. gas market was deregulated, allowing firms to sell contracts at fixed rates for up to five years. In the summer of 2008, natural gas rose

to $9.78 per gigajoule (GJ). At that time, marketers were able to sign consumers to contracts that locked them in at rates of $10 and $11 per GJ. Since then, costs have dropped, and Terasen this month announced a new rate of $4.45 per GJ in the Lower Mainland. Gasguy said marketers have a role to play. A consumer can presently “lock in� at a rate of about $6 to $7 per GJ with some marketers, and he said it is easy to see natural gas rising above that rate in future. As with a mortgage, a consumer can pay a little more for price certainty over

the longer term. However, he said consumers need to carefully read termination clauses in any contracts they consider, and the associated costs. Gasguy takes issue with the way the gas companies conduct business, using doorto-door sales. Often, consumers don’t realize they are signing up for five years. The B.C. Utilities Commission has received numerous complaints about gas marketing companies. “I got caught myself, and some friends of mine, and it was quite frustrating knowing I had been duped.�

There was no emergency, but a mass evacuation took place Wednesday. School children, municipal workers, firefighters and Abbotsford Police officers were among more than 480,000 people across the province who participated in a mock earthquake drill. The inaugural Great British Columbia ShakeOut saw people practice the “Stop, Cover and Hold On” protocol designed to prevent injuries and save lives. “The purpose is to promote awareness of what to do if an earthquake occurs,” said Abbotsford deputy fire chief Ron Hull, who is responsible for emergency planning. At 10 a.m., participants had to stop what they were doing, cover themselves by crawling under a desk or table, and hold on to ensure a secure hiding place. Participants then evacuated their buildings and met at a pre-designated spot. The event is based on a similar program in California. “It’s an opportunity to remind people what to do in an emergency. It’s like a fire drill,” said Hull. In addition to the evacuation, people were reminded to have a minimum of 72 hours worth of food and clean water available at all times. “If an earthquake hits, you could be on your own for awhile,” said Hull.

On Jan. 20, Diane Delves, president and CEO of Quantum Properties, the developer of Mahogany, announced a $272,000 commitment to Canuck Place. The donation will put Mahogany’s stamp on the Great Room at the $10 million, 10-bed pediatric palliative care facility. Delves committed $1,000 from the sale of each of 272 units at the 26-storey Mahogany at Mill Lake high-rise during a special event at The Viewpoint, its newly completed presentation centre on Gladwin Road just south of Bevan Avenue.

Delves said Canuck Place is an important addition to “our growing city and region. The compassionate care that they provide will be a huge benefit to Fraser Valley families.” Canuck Place CEO Filomena Nalewajek expressed her sincere gratitude to Delves and the Quantum Properties group of companies for their wonderful support.

Once a week the Great Room will be used as a venue for clinical rounds, important meetings with care team members from all areas of the hospice, joining doctors and nurses to review the care needs of the children currently admitted to Canuck Place, those recently discharged, and those to be admitted next. While the finishing touches are applied to Canuck Place, work on the pedestrian-friendly and luxurious Mahogany at Mill Lake project will be under way. Mahogany is in a nice, quiet residential neighbourhood, but it’s also a very urban project in the heart of a growing city,” said Delves, adding that its location is a very exciting part of the energy-efficient tower. The two-phase project includes a four-storey, 87 unit low-rise and seven townhouses. Delves said the three-acre Mahogany property includes walking paths, gardens, seating areas, fountains, public art and an open plaza. The highrise, when completed, will appear to be completely encased in tinted glass. On either side of the lobby entrance will be rock-faced water walls framing mahogany leaf-shaped canopies supported by rough fir timber posts. “The grand lobby will be a reflection of the best in high-rise living,” said Delves. Delves said she believes the generosity of Abbotsford residents will assist in making the Canuck Place Children’s Hospice vision a reality.

In recent years, volleyball games between Columbia Bible College and the University of the Fraser Valley have come to be known as the Battle of Abbotsford. In the wake of Thursday night’s games, it’s clear that moniker is more than just a marketing slogan. The local rivalry is alive and well, and the men’s game between the Bearcats and Cascades was a case in point. The favoured CBC Bearcats, ranked No. 11 in the nation, ended up winning in three sets before a rowdy crowd at UFV’s Envision Athletic Centre. But the underdog Cascades gave them all they could handle in a game defined by epic rallies and big-time momentum swings. “There’s a lot of emotion that

goes into this rivalry,� noted Rocky Olfert, CBC’s athletic director and men’s volleyball head coach. “We knew they’d be scrappy.� Indeed, the Cascades men came out energized, building a 19-13 lead in the first set. But the Bearcats came roaring back to win 26-24. CBC held a 16-12 lead in the second set, but UFV saved a series of set points in spectacular fashion before falling 34-32. In the third set, the Bearcats opened a 7-0 lead behind the serving of Emmanuel Denguessi, but UFV clawed their way to within 15-14 before finally succumbing 25-20. “It was so close in both those first two sets, and we had our chances,� noted Cascades coach Greg Russell. Matt Kaminski and Will Quiring paced the CBC offence

with 16 and 13 kills, respectively, while Aaron Flanagan’s 12 kills were tops for UFV. The Bearcats men, at 8-4, strengthened their grip on second place in the B.C. Colleges Athletic Association (BCCAA), while the fifth-place Cascades fell to 4-6. In the early women’s game, the Cascades edged their Bearcats counterparts in three sets (25-22, 25-18, 25-21), leading from the first serve until the last. Kari Roos, with 12 kills, eight digs and three blocks, had a big game for UFV. “It doesn’t take much to get the girls fired up to play CBC,� Cascades coach Dennis Bokenfohr noted with a chuckle. “They rose to the challenge.� The Cascades women moved to the .500 mark at 5-5, good for fourth in the BCCAA. The sixth-place Bearcats are 3-9.

American teams showed well, with the Lyle Sieg foursome of San Jose/Seattle defeating Abbotsford’s Milt Sinclair in the B final and Jeremy Dinsell of Seattle edging Darell Zbeetnoff of White Rock to win the C event. In Masters action in Mission, local skips Charlie Lindsay and Gordie Lamb (who were once junior curlers too, believe it or not), finished third and fourth respectively. In the usual battle of the Kell(e)ys, Scott beat Law to win the provincial Scotties and will represent B.C. in Charlottetown, PEI, Feb. 19-27. BELL Basil “Curly” Ivan Captain Curly Bell passed away peacefully on Saturday Jan 22, 2011 at 93 years of age. Curly was born on June 28, 1917 in Vancouver, B.C. He is predeceased by his loving wife Molly in August 2007. Curly leaves his two sons David (Patty) and Rod (Pam). He will also be sadly missed by his grandchildren Rod, Sandra, Clay, Dawn, Crystal and his great grandchildren Victoria, Rebecca, Courtney, Jeremy, JamieLynn, Myra, and Lucas. Also many nieces. He started in the Tow Boat industry on July 1, 1935 and served until his retirement on June 28, 1982. “Curly” was well known and respected among the many tug boat operators along the B.C. coastal waters. A celebration of his life will be held at noon (12:00) on Sunday January 30, 2011 at the Firefighters Club (Banquet Room) 6515 Bonsor Ave., Burnaby.

BOER, Evert Jan Pieter, born in Aalten, The Netherlands, passed away peacefully on 25 January 2011, at the age of 75. Evert is survived by Marijke Boer, his children Maarten, Geeske Ellen and Judith, his grandchild Eric, and his sisters Maritha and Ank. Friends of the family are invited to a memorial service on Sunday January 30th at 1:00, at Personal Alternative Funeral Services: 3070 275A Street in Aldergrove. EDLE Dr. Gibson Dr. A. Gordon Gibson suddenly but peacefully passed away at home on Saturday January 22, 2011. He was a strong, vital 85 year old who was always active and busy, right to the end. He was born in Oyen, Alberta, studied medicine at the University of Alberta and started his first practice in Eckville, Alberta. He moved to Abbotsford in 1965 where he practiced at the McCallum Tower and MSA Hospital until he semi-retired at age 65. He continued to remain active in the medical community performing surgical assists until the remarkable age of 84. He is described as an extraordinary gentleman, kind and loving Father, best Grandpa, caring Brother and Dear Friend. Gordon was predeceased by his devoted wife Edna, parents Mary and Alfred Gibson, and sister Beth Gibson. He is survived by his adoring children David & Sharlene Gibson, Jayne Gibson, Norma & Ken Smiley, grandchildren Spencer Gibson, Maureen Smiley, Graham Smiley fiancée Heather Picketts, loving sister Ann & George Schedler. A memorial service to celebrate his life will be held at Cascade Community Church (Salvation Army) at 35190 Delair Rd. in Abbotsford B.C. on Monday February 7, 2011 at 1:00 pm. A reception will follow at the same location. In lieu of flowers donations may be made in his memory to the Heart and Stroke Foundation, Diabetes Association or the charity of your choice.

It is with great sadness we announce the passing of Ray Trenholm on January 25, 2011. He will be sadly missed by his wife of 55 years, Shirley, son Rick (Debbie), and daughters Tracy (Barry) and Trudy (Steve). He also leaves behind 4 grandchildren: Kortnee, Stefan, Cameron and Dawson, along with his favorite niece April Lee, extended family and friends. Ray was a tug boat operator for Whonnock Lumber for 36 years. Along with being a commercial fisherman on the Fraser and the West Coast for 58 years, after retirement, Ray became a rancher. He loved his ranch up-country; it was his pride and joy, along with frequenting garage sales and flea markets. He always considered himself a rancher first, then a fisherman and finally a businessman. When asked about doing the work… well, that’s what he had his crew for. Friends and family are invited to attend an open house at Ruskin Hall, 28395 96th Avenue, Ruskin, BC on Saturday, February 5, 2011 from 1:00 – 4:00 pm. Fae will be most remembered for her kind and gentle nature, quick witted sense of humor, passion for cooking, singing, & playing the piano, love of animals, a wicked game of scrabble and crib, a warm, generous heart, dedication, and unconditional love for her family.
